The Weipa Servicentre at Evans Landing is closed for business until the weather clears and a damaged awning at the facility can be removed for repairs. Weipa Servicentre Manager Kelvin Ireland described the incident as “extremely inconvenient” with several days trading already lost. The problems began last Friday at 11am when a truck hit the awning causing it to lean about 10 to 15 degrees from the perpendicular. Workers from Goodline, located a couple of doors down, were on the scene late Friday afternoon installing two concrete blocks and chains that will temporarily anchor the awning to prevent any problems during the current period of unpredictable weather. Mr Ireland said the service station will not re-open until there is a period of suitable weather. “As soon as the weather clears, Goodline will come in and lift the awning off and take it away for repairs. We will then be able to open for trading and we will trade without the awning until the repairs are made.” With the weather forecast indicating stormy conditions for the next few days, it is anybody’s guess as to when the work will be done to get the service station back in operation. The facility was still closed at the time of going to press on Tuesday evening.

Local police throughout the far north were busy with Operation Back to School last week and it was no different for our local Coen police team. Lama tribe lent a hand to ensure the kids fully understood the importance of road safety. Afterwards the kids lined up to give the police hi-fives. Police conducted random breath tests and licence checks in and around the schools and found it was the perfect opportunity to have a chat with locals out and about and make sure their cyclone preparations were underway ready for the impending low pressure weather system off the east coast. Whilst the students all seemed happy to be back at schools, the parents certainly were happy that school was back.

Weipa’s weather over the last week was certainly wet, but not too wild, despite a tropical cyclone bouncing around in the southern part of the Gulf of Carpentaria. A monsoon trough saw more than 200mm of rain fall in Weipa over the seven day period until 9am Tuesday, 4 February, including some periods of high winds and thunderstorms but Weipa residents took the wet weather in their stride. A short but intense storm on Tuesday morning resulted in a short black-out of less than 30 minutes for Nanum. Police reported on Monday that the Archer River had risen to 1.6m over the causeway at Coen. “Northbound, the road has been closed from the DPI (20km north of Coen) until the Archer River. The road closure is expected to remain in place until such time as weather conditions improve and the road is safe,” police said. Last week’s king tide, which reached a peak of 3.22m last Friday afternoon, failed to cause any problems in Weipa although other communities across Queensland were impacted, including flooding in the Cairns CBD and inundation of some Torres Strait islands. Communities in the southern Gulf of Carpentaria waters felt the effects of ex-Tropical Cyclone Fletcher in recent days, with weather warnings still in place at the time of going to press on Tuesday evening.

Warrant Officer Class 2 Stephen Prangell Warrant Officer Class 2 Prangell was born in Canberra and educated in Perth, Western Australia. He enlisted into the Army in 1991, and since then he has served as a member of the Royal Australian Corps of Infantry. This year he will be employed as the Company Sergeant Major of Bravo Company. He has spent the majority of his military career in Infantry Battalions located in Townsville and been posted to training positions at Canberra and the School Of Infantry in Singleton, N.S.W. Warrant Officer Class 2 Prangell has also seen service on four operational deployments and participated on large scale exercises with military from Canada, America, New Zealand, Britain, Thailand and Scotland. Corporal John Whitty Corporal John Whitty joined the Australian Army in 2007 into the Ordnance Corps. He has served at two Artillery Regiments being 4 Regiment in Townsville and 1 Regiment in Brisbane. CPL Whitty has replaced Phil Beaver as Company Clerk and is looking forward to learning a new role with the patrolmen at Bravo Company. He has a daughter, Cassandra, who was previously a teacher at Bamaga. She knows how to fish, unfortunately he does not having grown up in Dubbo NSW with dogs, sheep, cattle, and horses. He is keen to see all the features that Far North Queensland has on offer. Major Steve La Rose and LanceCorporal Michael Augustat will be staying on in 2014 and look forward to welcoming the residents of Weipa to the first social drinks currently planned for the 14th of March at the depot. Surprise win for deserving citizen Weipa’s 2014 Citizen of the Year Tonia May was literally speechless when she was announced as the winner of this honour on Australia Day. It’s not that she’s shy, it’s just that Tonia wasn’t even aware that she was in the running for the award. Husband Ross took the call when the Weipa Town Authority rang to confirm Tonia’s nomination and decided to keep this information to himself. Tonia admits to being “in shock” when she heard her name read out at the Australia Day event held at the Carpentaria Golf Club on 26 January, but if you take a look at her many endeavours in Weipa it’s certainly no shock to the rest of the community. Tonia has been in town for 18 years, moving from Cairns to Weipa at the end of 1995 when Ross took on the job of manager at the Golf Club. She began working for Rio Tinto (then Comalco) two years later, where she does great work caring for her colleagues as an Employee Support Officer. Tonia’s diagnosis with type 1 diabetes in 1999 had a big impact on her life and it was in 2003 that Tonia established the Weipa Diabetes Support Group. “There was a lot of diabetics in the area but no support for them so I started working in with the hospital with people who have been newly diagnosed,” Tonia explains. Tonia meets with such people and helps by providing emotional support and also by providing practical advice on such matters as how to inject yourself with insulin. The support group meets once a month and currently has about 15 regular attendees. The group has also been organising an annual golf charity day since 2005, with the proceeds used to purchase equipment for local people with diabetes. When asked about what could be done better in Weipa, Tonia says cut-backs in services imposed by Queensland Health under the Campbell Newman-led government mean that diabetics are worse off. “Since the change of the state government they have taken away a few services which affect diabetics.” In particular, Tonia highlights that visits to Weipa by endocrinologists and podiatrists have been slashed, with a move away from face-to-face consultations towards tele-consultations. “The last visit for the endocrinologist to Weipa was last September... the service is not there.” Continuing the theme of caring for others in the community, Tonia also became a volunteer for both the Weipa Rural Fire Service and the State Emergency Service in 2001 and has taken on the role of “peer support” for fellow volunteers. In this role, Tonia offers support to those who have been affected by their attendance at a tragedy while performing their duties. Tonia will “have a chat” with such people and, if necessary, refer them onto a professional. “If we have a community tragedy where all the services are involved I help co-ordinate doing a psychological debriefing with a professional councillor,” Tonia explains. The Cape Animal Protection Shelter (CAPS) was established by Tonia in 2010 and is another of her passions. “I was sick of seeing dogs being treated cruelly. I was involved in a couple of cases where dogs had been abandoned that had horrible consequences such as a mother eating her pups and I thought something had to be done.” Despite strong community interest at the start, Tonia says active support for CAPS has “melted away” with a small but dedicated group of volunteers driving the organisation forward. CAPS is now incorporated as a non-profit organisation but is little more than a name at the moment with meetings held at Tonia’s house, which also doubles as the storage facility for cages and other items. But 2014 is shaping up to be a watershed year for

CAPS that could see the organisation with a home of its own. When asked about what drives her, Tonia explains: “I like helping people. It beats sitting around and doing nothing and I love getting involved in what’s going on in our community and making a difference.” Tonia’s family is clearly proud of the recognition of her tireless efforts through the awarding of the title of ‘Citizen of the Year’. “It’s good that she received an award that recognises what she does in the community,” Tonia’s son Chris said. “Mum is always getting involved in everything,” agreed daughter Larissa.

Eventually he continued his voyage with his ultimate destination being Timor. He sailed past Cape Grenville without landing despite good availability of water as well as fish and shellfish. His journal records his desire to avoid any conflict or violence with the local Aboriginal peoples. However, before leaving Australian waters he did land on another small island, Sunday Island, gathering shellfish and other necessary supplies. Restoration Island

Island, was previously the port and support centre for Iron Range. As well, Portland Roads played an important role as an airstrip and staging post during World War Two. The area is now popular with tourists and forms part of the

Iron Range National Park. The image above, undated, shows Restoration Island from the sea, with this view probably similar to how the island would have been seen by Bligh and his crew. In terms of the island’s name, it is also recorded that Bligh named the

island Restoration Island to commemorate the anniversary of the restoration of the British monarchy in 1660, that brought Charles II to the throne. May 29, the date upon which Blight visited Restoration Island was also Charles II birthday.

$1.5m for Cape York airstrip upgrades FEDERAL Member for Leichhardt Warren Entsch has today welcomed the Coalition Government’s $1.5 million investment to upgrade airstrip facilities on Cape York as part of the Regional Aviation Access Programme. Deputy Prime Minister and Minister for Infrastructure and Regional Development Warren Truss last week announced that 39 remote communities, including Aurukun, Kowanyama and Lockhart River, will share in almost $9 million of specific funding for regional airstrips. “This is fantastic news for these communities,” Mr Entsch said. “$840,000 funding will enable Kowanyama Aboriginal Shire Council to upgrade their perimeter fencing, runway lighting and drainage, and install a windsock. “Lockhart River will receive $650,000 to repair and resurface aerodrome pavements and upgrade the runway drainage, while Aurukun Shire Council will receive $7,500 to upgrade key electrical components

at their airstrip.” Mr Entsch said the upgrades will help assure the community that aviation safety obligations are up to scratch and that air services, such as the Royal Flying Doctor Service, Australia Post, freight and other air transport services, can continue to service local needs. “Increasingly, regional communities depend on their airstrips for delivery of everyday goods and services, including medical care and supplies,” Mr Entsch explained. “A fully functioning airstrip helps to stem the disadvantage that distance can inflict on these communities, so making sure they are open and serviceable at all times is a priority. “Today the Australian Government has delivered practical, sensible improvements to make our runways safe and more efficient. Guest-of-honour Laurie Hicks and Kaylene Manderson at the appreciation of service dinner last Friday night.

An “appreciation of service” dinner was held for Laurie Hicks at the Albatross Hotel on Friday night. Laurie has a long association with Weipa having started 37.5 years ago as a Civil Engineer in the Mine Planning team and finishing in 2013 as Project Director for the South of the Embley Project. The dinner was attended by a number of people who have worked with Laurie including long serving employees, contractors and local Weipa identities. General manager, operations Gareth Manderson said that Laurie’s contribution to the business included negotiating the Western Cape Communities Coexistence Agreement, the Weipa accommodation strategy (moving from company owned to private ownership of accommodation) and more recently leading the South of the Embley project. “Laurie’s contributions to the business and community have been game changers for Weipa and our business, we wish him and the family all the very best for the future”. Mr Manderson said. During the dinner Laurie shared some very fond stories of his experience in the Weipa community including raising funds for the Weipa Sports club (squash and tennis facilities) as founding chairman and guarantor with 24 others, taking the role of P&C President at the Western Cape College for 2 years and various work on sections of the PDR alignment (a more detailed breakdown of Laurie’s contributions appears below). Some of Laurie’s contributions to Weipa include: • The Western Cape Communities Coexistence Agreement; one of three team members who spent 5 years negotiating the Agreement (others were Neville Tiffen and the late Peter Crooke). • The Weipa Accommodation Strategy (move from company owned accommodation to employee ownership), developed with Greg Finch. • QBirt association having hired the company in 1989. • Weipa’s orebody economic model strategy.

Anoushka Pocock Answer to question 1 (A1): I am a general primary trained teacher on my first year out of uni. I have come from Cairns after recently moving back to the area from the Gold Coast. A2: I will be the teacher for year 6B. I hope to make school an enriching and enjoyable experience for all students and a place they are excited to come to each day and learn. A3: Not being as close to family support as I have been in the past. A4: English. I love to read as many books as I possibly can and I loved being able to engage in entertaining class presentations.

Ashley Spain A1: I am an Industrial Technology & Design (Manual Arts) Teacher who has been teaching Construction, Engineering, Furnishings and Technical Drawing for the past 10 years. After spending 8 years teaching at private schools in Cairns I moved to Emerald in 2012 to join the State Education System. A2: As the Head of Teaching and Learning for Years 8 - 12 I will be supporting the Teachers in delivering quality education to our students through explicit teaching and consolidation of learning processes. My main aspiration in this role will be to ensure that every student, every day, receives the best educational outcomes possible. A3: Ensuring that I am able to maintain a good work / life balance between school commitments, family, and friends. A4: Graphics and Maths, because I had inspirational Teachers who made learning enjoyable.

Nigel Foxton A1: I am a first year graduate Primary Teacher from Toowoomba. I completed a Graduate Diploma

last year after completing a short career and Bachelor in Construction Management. A2: I will be teaching Year 5 at WCC, I hope to have a successful first year as a teacher through building strong relationships with my students, school staff and parents as well as the Weipa community. I hope to develop my pedagogy effectively while doing so. A3: I think that biggest challenge of the remoteness of Weipa will be the initial overload of information in the first few weeks and trying to stay composed without the support of familiar people. A4: Modern History, because I found it interesting, relevant and because I had a great teacher who made it fascinating.

Bruce Shepherd A1: I started on the Sunshine Coast where I completed an Environmental Science Degree, followed by an Honours degree in Science research for Queensland Forestry before completing a Teaching degree specialising in Secondary education. I have been teaching mainly Science at Pomona, Mirani and Moranbah before arriving in Far North Queensland district about 7 years ago. I have been teaching at Bentley Park College in Cairns for the last 6 years before accepting this position as Ranger Coordinator. A2: I have been appointed here on a twelve month contract to deliver the Ranger Cadet program. My aspirations are to develop career pathways for senior school students in the areas of Conservation and Land Management. A3: Not having a vehicle, and my dog jumping the fence A4: Maths and Science because I am a logical thinker and it made sense.

Craig Law A1: My background is in Primary, Secondary and P-12 Colleges. I started my Principalship at Cairns West State School, followed Bentley Park College and then the last 4 years at Balaclava State School. A2: Head of Weipa Campus. My target is to ensure 100% of our students attain the Regions Service Commitment which is - An OP and enter university or - A clear VET pathway to employment or - Paid employment of 25+ hrs/ week or - Alternative pathways for some students with special needs. Gabrielle Metcalf A1: I recently completed my Masters in Teaching at the University of Melbourne and came straight up here after doing some casual relief teaching last year in Melbourne. I was very eager to put some of my different skills into practice. A2: I will be teaching junior English and History and also a senior English class and year 11 VET Automotive. After hearing so many amazing things about the school and the students I am looking forward to cutting my teeth on a worthwhile cause and getting the lovely students where they want and need to go. A3: The students are most noticeably different. They seem to have such different priorities in their everyday lives and it could require tweaking my approach to them. Also the weather is throwing me for a loop. All this rain and humidity is new to me and it most definitely takes getting used to! A4: While I have always loved history, English and art, I cannot honestly say that I liked school my schooling experience. I was always well behaved and did my work but I don’t have an overwhelming sense of fondness for my years there. Which is perhaps the reason I enjoy teaching now and want to do right by the students for their own sake

Rochelle Price A1: In 2004 I graduated with a BA in Communications Marketing and Management. I then worked in varying sales and marketing roles in Sydney. I then moved to Brisbane and became a real estate agent and worked on business development. After some time in that I realised that I wanted to do something that would have a lasting impact and that naturally led me to teaching. I graduated from Griffith University in Brisbane in 2010. I then embarked on my teaching career which led me to work in many schools across Brisbane, New Zealand and Africa while I slowly chipped away at a Masters in Guidance and Counselling. Last year I finally finished it while teaching a year one class in a State Primary School in the south of Brisbane. A2: I will be the Secondary Guidance Officer for the Weipa 8-12 campus, the Weipa Residential campus and the Aurukun secondary programme. It is my personal conviction that each child is sitting on a treasure trove of skills, abilities and capacities that they are yet to discover. It is my mission to work

with our amazing team that are already inspiring all our students to find out what they really are made of. It is my hope that my role will help and support our incredible students to dream bigger, reach higher and work smarter as the foundation for an outstandingly bright future is laid. A3: I have to admit this is a very hard question for me to answer. I have worked in many schools, both private and state, throughout my career and I am blown away by the professionalism and excellence that Western Cape College has to offer. I’m in awe of the standard of staff, facilities, resources and opportunities that the College has access to and provides to their students. It seems that while there are possible setbacks in working in a remote location WCC has proactively turned each into an opportunity to provide our students with excellent options that in many cases has them better equipped than many ‘city kids’. There isn’t a doubt in my mind already that we truly are ‘spoilt’ in the best kind of way here. As for the heat however, that is going to take a little getting used to. A4: My favourite subject was Business Studies because I had a teacher that cared about me. He would encourage me and pushed me to take risks and try things I didn’t think I could do. It wasn’t so much that I loved the subject per se but it was having an adult (other than my parents) connect with me in a real and meaningful way. I was a terrible student. I had very little belief in myself. In fact, I think I failed all my core subjects if I remember rightly. But because of this one teachers belief my test scores scraped me over the line to a pass by 2%. Now I have three degrees and was even awarded Griffith University Academic Excellence award for 2010 can you believe? I still have to pinch myself because for such a long time doing what I’m doing now seemed so impossible. This in many ways motivates all I do and is why I’m so passionate about helping student to dream big. I’m living proof that nothing is impossible and no one is a lost cause!

Emma Henwood A1: I completed University in 2011 and commenced my first teaching job at Mackay State High School in 2012. After 2 years of working at Mackay State High School I decided to make a change and applied to move to Western Cape College in 2014 A2: At WCC I work as a HPE teacher across both Primary and Secondary with 1 year 9 science class to complete my week. I hope to inspire all students to live an active lifestyle and help them to achieve their educational and sporting goals. A3: The biggest challenge for living in a remote school is the distance from my family and support network who live in NSW.

The biggest challenge teaching in a remote school I have found so far is the distance to additional sporting resources, for example sporting clubs, and the ability to communicate and collaborate with teachers from other schools in the town. A4: My favourite subject at school was photography because I got to show of my creative side and scare other kids in the dark room.

Steven Moore A1: My teaching background is a mixture of high school Primary classes and High School Business, PE and Psychology in a local and international setting. I have predominately taught primary in my teaching career and have taught Year levels Year 2 – 7 in the primary and Year 8 – 10 in the High School. I have returned to Western Cape College from Tagai State College where I completed a Head of Campus role as well as a Head of Teaching and Learning P – 9 role. A2: Head of Teaching and Learning P - 3 A3: I have been remote for a number of years and I view teaching here as exactly the same as teaching anywhere else in the State but probably the access to external professional development would probably be the biggest challenge although we have many talented teachers at WCC that we can all learn from. A4: I enjoyed all subjects except Afrikaans (our second language subject in South Africa) but mostly Chemistry as I loved the rationality of it all and Drama as I enjoyed the creative element of it.

Roberta Bocchino A1: I have come from the Sunshine Coast and this is my first year of teaching. A2: I am one of the Year 5 teachers at Western Cape College. This position will allow me to assist with creating life long learners within the Weipa Community and set students up with the best education that will assist them towards a bright and happy future. A3: Ensuring that students at Western Cape College are getting the same, if not better, education then more metropolitan areas. A4: My favourite subject at school was Physical Education and History. History because I was so interested in our pasts and how we can change it to make a better future. PE because I love being active and pushing physical limits.

Fewer cyclones, but increased intensity Researchers from James Cook University in Cairns have confirmed that tropical cyclone activity in both Queensland and Western Australia is at its lowest activity for many centuries. That’s the good news from research by postgraduate research student Jordahna Haig, published last week in the science journal Nature. The downside is that the findings are in close agreement with several recent studies that predict that climate change will bring a reduction in the number of tropical cyclones, but an increase in their intensity. Ms Haig’s findings are based on a study of ancient cyclone records, found in slow-growing stalagmites in limestone caves. “Stalagmites grow up from the cave floor, as rainwater containing dissolved limestone drips down from the cave ceiling,” Ms Haig’s academic supervisor and co-author Professor Jon Nott said. “Because tropical cyclone rainwater has a different isotope chemistry compared to other rain, we can distinguish cyclonic events in the growth layers of the stalagmites. “By analysing the chemistry in each stalagmite layer, which is about one tenth of a millimetre thick, we can assemble records of cyclones going back 1500 to 2000 years ago.” Working in JCU’s Centre for Tropical Sustainability Sciences, Ms Haig matched the isotope records with the Bureau of Meteorology’s relatively recent records, and generated a Cyclone Activity Index. “The index shows that current seasonal cyclone activity is at its lowest in Western Australia since 500 AD. In Queensland, this is the quietest period since about 1400 AD.” Professor Nott said. While that might seem like good news, these results are in close

agreement with several recent studies that predict that global change will result in cyclones being less frequent but of greater intensity. “We can’t be certain that this lull in cyclone activity is due to climate change,” Professor Nott said. “What we can say is that our results do more than just mirror those forecasts. Our findings suggest that climate change might be influencing cyclone patterns several decades earlier than was previously predicted.” Professor Nott said the study published last week also confirmed earlier research indicating that the last 40 to 100 years of cyclone activity in northern Australia represented a relatively quiet period in the longer-term history of cyclones in the region. “We can see in the stalagmites that this decline began about 40 years ago,” he said. “These results confirm that Queensland’s coastal development guidelines are based on an unrepresentative period. “Buildings and infrastructure on low-lying coastal land in northern Queensland face a higher stormsurge risk than our planners and development authorities have allowed for. “We would encourage planners and authorities to consider the many centuries of records we can extract from the geological record. “This is data that should be considered very seriously as Queensland is ramping up for more coastal development with fewer safeguards. “Certainly those proposing to build a $4.2 billion resort casino on very low-lying coastal land on the north side of Cairns would do well to consider a future in which our cyclones are more likely to be category four and five.”

Mulch effort raises $2,500 for Squires Family Trust Congratulations to Rio Tinto Alcan employee Dave Arkinstall who led efforts that raised the incredible amount of $2,500 for the Squires Family Trust by delivering over 40 truckloads of mulch around town. Dave, who works as a land and rehabilitation crew leader, volunteered his time for the entire weekend of 18-19 of January, delivering the mulch created from green waste to eager customers. The money raised will go towards the Squires Family Trust, with Dave coming up with the mulch

idea as he was keen to do something for his colleague Gary Squires and his family following the tragic passing of his wife Sharon.. “A massive thanks to Rob Roy Earth Moving who gave us a backhoe to use at no cost and also to Cleanaway who prepared the mulch,” Dave told the Western Cape Bulletin. Without a landscaping supplier in the area, Dave says there might be the opportunity to sell mulch to the community a couple of times a year as a means to fundraise while also helping out local gardeners.

Sporting Stars - don’t miss out on support FEDERAL Member for Leichhardt Warren Entsch is urging promising young sportspeople in the Western Cape to make the most of funding opportunities available through the Federal Government. The Local Sporting Champions (LSC) program provides financial support for young people who are participating in state, national and international sporting championships as an athlete, coach or official. “This program recognises that young people find it difficult to meet the ongoing - and significant - costs associated with taking part in sporting competitions, particularly those from regional areas,” Mr Entsch said. “The LSC grants are run by the Australian Sports Commission

and are designed to help young people pursue their sporting dreams.” There are a range of criteria that applicants must fulfil, including that they must be aged 12-18 at the time of the sporting championship, be an Australian citizen or permanent resident, be participating in an official championship and live more than 125km from the venue. Exclusions include club or state teams that are travelling overseas, local and regional competitions, indigenous only sport competitions and teams and ‘friendly’ competitions. Grants of $500 are awarded to individuals and $3000 to teams, with a maximum of one grant per year. “There are three funding

rounds open each year but in recent times, we’ve received very few applications from the regional areas of Cape York and the Torres Strait,” Mr Entsch said. “There is such talent in the Western Cape and I really want to encourage our young sporting stars who have qualified for state or national championships to grab the opportunity. Plus, I know that families who are facing high cost of living pressures could really use the extra assistance.” Grant applications for the final round in 2013-14 must be received by 28 February. what to do, which way to go etc, and the lots themselves were things like a long and short stick, flat stones etc. It was a practice that was well embedded in the Jewish culture, as we see in the following story of Jonah by reading all of Jonah Ch 1 and then we read of God instructing his people to draw lots to share out land. Will health merger heal or hurt our system? By AARON SMITH

The amalgamation of the Cape York and Torres Strait health boards will remove inefficiencies but not affect health services, say the bureaucrates in charge of the process. Speaking to the Torres News newspaper last week, health supremo Bob McCarthy was quick to allay concerns about the changes voiced by Torres Strait Shire Mayor, Councillor Pedro Stephen. “If you have a look at the two current organisations, they are both very similar. Both have similar budgets, they both have remote area primary care facilities as their major function, and both are isolated,” Mr McCarthy said. The Health Board amalgamation that will be combining the management of health services was announced late last year and will come into effect from July 1. Mr McCarthy, Chair of Cape York Hospital and Health Services, who was recently appointed to assist with the transition, and Simone Kolaric, Executive Director of the transition, were on Thursday Island on January 28 to talk with Torres Shire, the Torres Strait Islands Regional Council and the Torres Strait Regional Authority. The duo were also due to meet with stakeholders in Weipa on 30 January but made the decision last week to delay their visit. Mr McCarthy said the amalgamation will make the whole system a lot more efficient and effective and will not affect health services in the community or result in local job losses. "Why would you want to have two boards, two chief executives and everyone else?"

Cr Stephen is sceptical that the touted benefits will be achieved.

Mr McCarthy said that by creating just one Board, savings could be made to the combined $160 million budget, money that could be channelled into more healthcare in the communities. However, Torres Shire Mayor Pedro Stephen, who is a leading advocate for health services in the Torres Strait, said that the community was not properly consulted and he has seen too many reforms in the past that said something would work, when nothing actually changes. “I am concerned about the plight of Torres Strait Islander health and our ability to take ownership of it, and that certainly means controlling governance and operations. “When Mr McCarthy says it won’t affect us, I didn’t come down in the last rain, the Board will decide the strategic direction, which will directly affect us here on the ground,” Cr Stephen said. "I would have to see it first before believing it. Even if the structure does make some savings I doubt it will come back to Indigenous communities." With a guarantee that half of the Board meetings will be held in the Torres Strait and half of the Board members will be from the region, Mr McCarthy said: "There

"Any sort of amalgamation or change is potentially threatening and so the difficulty we have to say all the changes will be positive," Mr McCarthy said. Simone Kolaric, who spent 18 months living on Thursday Island as the Chief Executive of Torres Strait and NPA Hospital and Health Services, said: "I think there is more opportunity than there is challenges, which may sound a like a Hallmark card, but this is an opportunity for there to be a Board in place, as we haven't had one at all." Mr McCarthy said: "To put it in perspective, right now the organisation is currently being run out of Brisbane, so I would've thought anything north of Cairns would have to be an improvement." However, this is not a 'new' idea, both two regions were controlled under one centralised Board in the 1980's. Mayor Stephen said: "It used to be run from Cairns, but the reason it was separated is because Cape York is unique and Torres Strait is unique, and now we are going back to the old structure, although it may go to Weipa rather than Cairns. "I won't change what I said before, health cannot be run by remote control," he said. Ms Kolaric said: "We have tried previously to establish a Board in the Torres Strait, but there was not a lot of interest or engagement which was really unfortunate. So at least now we will be able to have a Board which we intend to have local representation part of that. "Part of the reason that we are

here talking about an amalgamation is that there is a lack of interest to the advertisements for Board applicants," Mr McCarthy said. "It's still open for people to stick their hat in the ring if they haven't already done so." Mayor Stephen said it was just a case of bad timing for the community. "We just got caught up with the federal election and it had nothing to do with the actual community. The sad part is that we definitely don't want to go back and re-invent what's already been done," Mayor Pedro said. "Also leaders of the community could have put their hand up, but we wanted questions answered already raised to the Minister and we wanted to know he is going to work with the Torres Strait partnership that's already in place." Mayor Stephen is worried that health services for Indigenous people will deteriorate. "With the amalgamated board we will have half as much time to deal with our issues as we will sharing the meeting with Cape York; we've been there and done that, we've seen it before, and it didn't work then, why

will it work now?," he said. Ms Kolaric acknowledges there have been some concerns about moving away from community-based control to a more central base. "It's important to note this about a governance structure and has nothing to do with health care delivery, which will continue and continue to improve and be about locally-based, culturally focussed healthcare," she said. "Healthcare on Saibai won't become focussed the same way as healthcare in Cooktown. Both Bob and I feel its about communicating and being really transparent and be involved in the community." Mr McCarthy said: "We're not, not talking about local input and involvement, really it's a matter of lets stop talking about it and lets start doing it," Mayor Stephen said: "This amalgamation may be viable for the government but not it's viable for the community. " From now until July 1 when this Board is put in place, the Minister will be hearing from us. "We won't be doing our constituents justice if we just wait to see what happens."

Rio Tinto begins first-stage shut-down at Gove

RIO Tinto started the suspension of alumina production at its refinery in Nhulunbuy on Monday, February 3, with the first of three production stages being taken off-line. A period of about two months is now required to empty tanks and other storage vessels, clean tanks, pipework and other equipment, and prepare equipment to move to care and maintenance mode. There will be 90 people leaving Rio's workforce during this Stage One ramp-down, which will be expected to be finished by the end of March. Spokesman for Rio Tinto's Gove Operations Anthony Havers said 90 per cent of the workforce leaving in the first stage requested redundancies as their first preference. Gove Operations commenced a process in early December last year that gave employees the opportunity to indicate whether they would like to continue working at the operation, seek redeployment to another Rio

Tinto operation, or participate in the redundancy program. Gove Transition Project Director Jo-Anne Scarini said: "The operation remains focused on completing an orderly and safe ramp down in alumina production. "We have taken stages off-line previously and have proven and established procedures to complete this work. "A key priority is to support employees and their families during the transition. "The company has put in place a number of support initiatives, such as enabling employees leaving the business to remain in Rio Tinto houses on affordable rental terms and increasing the level of relocation assistance available. "Rio Tinto remains committed to matching employee preferences with business needs wherever possible. "While the operation has been able to accommodate the preferences of

90 per cent of people in this first phase, this is not possible in all cases," Ms Scarini said. The company has said it is providing a range of support services to assist employees and their families during the transition, including professional counselling, and careers and financial planning advice. Ramp down of a second production stage will start at the beginning of April and the ramp down of the third and final production stage will start in early June.

Golfers are often described as “mad-keen” and evidence enough of this is this photo taken at the Carpentaria Golf Club which shows golfers out for the ‘Dawn Busters’ golf competition in what can only be described as torrential rain. Club Manager Sharon Gardiner described the golfers as “dedicated” and we can’t argue with that. Weipa enjoyed a bumper 45.5mm of rain in the 24 hours until 9am on Sunday, including the deluge that these players were caught in.

The prestigious “Gumboot Cup” will be contested on the 23rd February. As the name suggests only a course closure due to flooding or lightning will prevent the Gumboot from going ahead. A test of endurance if the weather is a bit off. Saturday 1st March will see a Golf/ Bowls day to aid the Squires Family Trust. Another test of endurance as the the two clubs host each other on the one day. Keep an ear to the ground for further updates of this worthy event. On the course some new irrigation has been installed and will be work in progress througout the year. Three new tees have been constructed on the 7th, 8th and 17th holes. Weather permitting a working bee will be held on Saturday 15th Feburary to lay the turf. All things going well should see the new holes come into play at the beggining of the official golf season in mid March. The greens are being mowed six days a week and are coming along nicely . The fairways look good thanks to recent rains and the newly purchased mowers. The committee has decided to get competition golf underway playing on Sundays until the offical season start in March. This Sunday 9th Feburary members will play a single stableford sposored by the Club.

Happy New Year to all. May your golf be as good as last year or maybe there is room for improvement. The off season has seen changes both on and off the course as far as golf is concerned. The BIG news is the change to the handicapping system (yet again) with the “Slope System” being introduced on the 23rd January throughout Australia and lining up with the USA as well as many countries around the globe. Your Club Captains will advise you of your new handicap using the new system and explain how it works as well as how to score your card in competion from now on. Honestly I think the game is complicated enough with it’s 1001 rules without any more hooha but I suppose we will all get used of it. Just hit the bloody ball I reckon !!

Plan C delivers the fish Well the rain has been falling all week and there haven’t been too many anglers going out to try and catch a feed. I have only been told of a few people fishing in the rivers with Phil Mannion his son John and John Hayes ventured up the Hey River With John Hayes scoring a nice cod but even up the rivers the sharks proved to be a nuisance taking baits meant for other fare, but with the lighter tackle they put up a good fight. Paul Cook fished up the Hey as well but he could only land a few sharks. I had a fish with Dylan Wilhelmi and Beau McCormack with a plan to go up to Dyfukin Point but when we reached the leads we went up the Waldron instead as the big westerly swell would have made the trip up north rather uncomfortable so plan B was put into play. We threw a few lures at all the likely looking spots for zip and when we reached the hut we charged up to the T and come back with the tide again hoping for a Barra or Jack and again

we drew a blank. Time for plan C back to the hut and start a troll back towards the entrance. Trolling a mixture of hard bodies and soft plastics we started to get some Golden Trevally and Beau nailed a great Diamond Trevally. By the time we got down to the entrance we had a nice bag of Golden Trevally, Big Eye Trevally, Tarpon and we threw the hooks on a few Giant Herring. The Trevally was converted into Nomas and tasted great and easy to make. There are still prawns around so there should be some Grunter around and Red Beach should be firing when the rain settles down. Mission River Bridge has some Barra on both ends and there are still Black Jew around the pylons taking live bait and prawns. Not much else to report on so till next week smooth seas, calm breezes and tight lines. Cheers China

bugger came flying out of the water and nearly hit my dad in the back of the head before he hit the deck. He had a bit of a nip out of his tail. “Poor bugger didn’t escape though the fellas there fishing filleted him up and we all had lovely fresh Mack for dinner. Who needs a rod and reel?”
