A MAN working on a Chinese bulk carrier moored off Weipa has denied stabbing a crew mate and throwing him overboard, the ABC reported on Tuesday. Sun Peng, 29, was reported missing from the bulk carrier ‘Great Talent’, which was moored 12 nautical miles from Weipa, on Sunday, March 23. A coronical inquest was hastily convened in Cairns on Monday, March 31, into the disappearance of the Chinese national, with the ship due to return to China on Tuesday. Speaking through an interpreter, fellow crew member Wen Dong Sun told the inquest, he had argued with Mr Sun the night he was last seen. It heard Mr Wen had got very drunk with several others on board and allegedly told his superior he had stabbed Mr Sun’s arms during a fight. However, Mr Wen says he was too drunk to remember details of the conversation and denies stabbing Mr Sun and throwing him overboard. The coroner barred Mr Wen’s testimony from being used in any criminal proceedings and adjourned the inquest to a date to be fixed. Mr Wen was due to fly back to China on Tuesday.

Rio Tinto Alcan Weipa has welcomed 11 new apprentices and five school-based trainees as a part of the mine’s annual apprenticeship intake and commitment to building strong school-to-work pathways for local students. The new intake of schoolbased trainees will work one day a week on site while studying at the Western Cape College (WCC), gaining practical experience and completing a Certificate II. WCC Principal Leon Proud said the concept of schoolbased traineeships at the mine is just one initiative that has been developed through the WCC’s partnership with Rio Tinto Alcan Weipa to increase the employability of local students. “During an audit conducted by Department of Education, Training & Employment last

year we received top marks against eight categories of teaching and learning—a significant improvement in performance for our school,” Mr Proud said. “I’d like to acknowledge not only the support of Rio Tinto Alcan Weipa, but the dedication of the teachers and staff and support from the broader community, which is helping to build a strong educational institution for our children and the Western Cape.” Rio Tinto Alcan Weipa general manager, Operations, Gareth Manderson, said it is critical to implement effective structured school-to-work pathways that address the social issues and challenges students face. “Local employment remains a key focus for our business, and having a consistent pipe-

line of work-ready students contributes to the sustainable economic prosperity for communities across the western Cape region,” Mr Manderson said. “The Western Cape College is a cornerstone of our local community, and I have seen first-hand the improvements that are contributing to having a first rate education right here in the western Cape.” Rio Tinto Alcan Weipa’s apprenticeship programme is run in conjunction with Skill360 Australia, and enables young people to build expertise in their chosen field while gaining a nationally recognised trade certificate. This year’s intake will develop future diesel fitters, fitter and turners, electricians and boilermakers. Skill360 senior employment coordinator, David Morgan,

said the organisation had once again received a number of applications and the calibre of applicants was very high. “Undertaking an apprenticeship with Rio Tinto Alcan Weipa is a great opportunity to gain trade specific skills in a controlled learning environment, while embracing Rio Tinto values and behavioural expectations,” Mr Morgan said. “The new group of apprentices has recently completed their eight-week training induction, including each participant building a ‘rolling tool trolley’ under the supervision of experienced tradespeople, which they are now able to keep permanently.” The new apprentices will work on site for the next three to four years, depending on their discipline.

news Cape York Regional Plan is flawed, a fraud, and a fail: Wilderness Society The Wilderness Society tendered a detailed submission to the Queensland Government on the proposed Cape York Regional Plan on March 25, and has called on the Deputy Premier to make radical changes or go back to the drawing board. The draft Cape York Plan foreshadows a new land use zoning for the region, and was open to limited consultation until March 24. “We believe this Cape York Plan is flawed, a fraud, and a fail”, said Wilderness Society Queensland Campaign Manager Dr Tim Seelig. “The mapping included in the draft plan has serious deficiencies, and misses out a number of recognised areas of ecological values. Its mapping approach is flawed. “The plan is a fraud because it tries to suggest that certain environmental areas will be protected from mining, but in fact it turns out this has no legal basis and won’t be enforceable. “The planning process has also failed to properly engage Traditional Owners in their communities, and there has been no structured or systematic attempt

at consulting on country or elsewhere. “Queensland has an awesome natural environment which is the envy of the world, and Cape York Peninsula is the jewel in the crown on many measures. Sadly, this beautiful and globally-significant region faces unprecedented threats in Australia, from mining and other destructive development. “Right when this environmental and cultural treasure needs strong support, the Newman Government plans to gut critical river protection laws and impose a plan which is nothing more than an open invitation to damage iconic landscapes, wildlife and Indigenous heritage.

“We need to stop destructive schemes that threaten nature, and we need stronger not weaker environmental laws. “Premier Newman and his Deputy Jeff Seeney should take a good hard look at the poor process and inadequate models they are proposing with this Cape York Plan, and either junk it or overhaul it”. The Wilderness Society commissioned its own mapping of natural values on Cape York, and developed an alternative model for identifying and protecting high ecological value areas in the region. This work indicates that the government’s approach is deficient in a number of ways. In its submission, the Society has also highlighted the wealth of scientific analysis of Cape York, including a clear cut case of landscapes meeting World Heritage standards. (Copies of this submission are available on request.) The Wilderness Society has also urged the Newman Government to acknowledge the importance of protecting Cape York’s pristine rivers, and to retain the existing Wild River protections.

Persistence pays off for Lorenzo LORENZO Madua had plenty to smile about when he boarded a plane at the Weipa airport last month on the first leg of a journey he has been dreaming of for almost two years. The 17-year old Napranum man has been chosen to participate in a four-week cattle station pre-employment program at Virginia Park and Crocodile Stations, after which he may be chosen to commence a traineeship on a station. L o r e n z o ’s a d v i s o r, Heather Hine from YARI program PCYC Napranum, said she was proud of his achievements, despite many obstacles faced by the young man. “Living in a remote Cape York community presents difficulties for many young people,” Heather said. “Simple things such as mobile phone contact and the avail-

ability of transport can often prove to be impossible, but Lorenzo was determined and it certainly paid off.” The cattle station preemployment program is facilitated by the Indigenous Land Corporation and Heather said MEGT and My Pathways had been instrumental in Lorenzo’s successful application. At the completion of the four-week pre-employment program 14 participants will be chosen for traineeships to be completed at either Crocodile Station, Welcome Station, Bulimba Station or Merepah Station. “Lorenzo is so excited to be given this opportunity and is hoping to be selected to commence a traineeship in agriculture following the program,” Heather said. “It’s been a long, hard road but he is finally on the road to achieving success.”

New director to oversee Cape York maternity services plan CapE York Hospital and Health Service (HHS) has appointed a senior midwife to a new position that will oversee the development of a maternity services plan for the whole of the Cape. Rachael Lockey has been appointed to the new Director of Midwifery position. As well as developing a Cape Yorkwide maternity services plan that will be in place by the end of 2014, Ms Lockey will provide advice with the re-introduction of birthing services at Cooktown Multi-Purpose Health Service (MPHS) in the coming months. She will also provide expertise with the introduction of a midwifery-led continuity of care model for the communities of Cooktown, Hopevale, Wujal Wujal and Laura. The Cooktown Cluster Midwifery Group Practice will enable women to have the same familiar group of midwives and health workers looking after them before, during and after the birth of their child. “We’ll be able to offer women a better continuity of care before and after their pregnancy,” Ms Lockey said.

“Evidence has shown that this group practice midwifery model improves health outcomes for mothers, babies and families and importantly, women like it, reporting high levels of satisfaction with their care. “It will also enable women and their babies who continue to transfer to Cairns

Hospital for care to return to their community and family as early as possible.’’ Ms Lockey brings 20 years of experience in midwifery and management to Cape York. Cape York HHS Chief Executive Susan Turner said the appointment of a Director of Midwifery was an integral step towards improving maternity services for women in the region. “This appointment reflects a number of years of commitment and work by local midwives and doctors in Cape York,’’ Ms Turner said. “The director role will drive the implementation of the midwifery group practice model in Cape York. “This move is supported by national and international research that confirms that continuity of midwifery care models have proved extremely successful in improving care for women and their families. “When women build trusting relationships with their midwives they experience less intervention and more positive outcomes including greater satisfaction with their birth experience.’’

A YOUNG crocodile almost got more than it had bargained for when it went for a midnight stroll on Saturday night. The 1.5 metre croc was crossing the road on Circular Way when it was almost run down by a taxi. Fortunately for the croc the quick-thinking taxi driver managed to stop the vehicle before it collected the reptile. OUTDOOR movies, community-based programs and school holiday fun are all on the agenda for Aurukun thanks to Queensland Government funding and local partnerships. David Kempton, Member for Cook, last week announced more than $10,000 in funding for the Police Citizens Youth Club to purchase a mobile multi-purpose and entertainment trailer. Mr Kempton said the purchase would not be possible without extra help from Aurukun Shire Council, Sea Swift, Island and Cape, and the contribution of $5,000 from Rio Tinto Alcan towards the trailer purchase. “This initiative will provide a much-needed resource for children, families and the community, and will be a great opportunity for young people to participate in community events, social activities and sport,” Mr Kempton said. “Aurukun experiences around 26 weeks of road

closures due to flooding every year, with limited opportunities for young people to take part in organised sport and positive social activities locally. “The multi-purpose trailer will be a central focus for future community activities and school holiday programs, providing children and young people with recreational activities and entertainment options within their community.” “Community and outdoor events will benefit from the many features of the mobile trailer, including a barbecue, movie projector, public address system, first aid and safety equipment, making it a versatile community resource for everyone.” “This is another example of partnerships working to deliver community solutions.” Mr Kempton said the Government funding was being made available through the Cape York Welfare Reform program.

Attorney-General and Minister for Justice Jarrod Bleijie said the new offence would nearly double the penalty for existing animal cruelty offences. “To many of us, animals are part of the family and they deserve to be protected from people who think it’s okay to hurt them.” Mr Bleijie said. “The new indictable offence of serious animal cruelty will carry a maximum penalty of seven years in prison and it will target people who intentionally inflict severe pain and suffering upon an animal. “This new offence will send a clear message that serious animal cruelty will not be tolerated.” Mr Bleijie said the RSPCA would also play a major role in bringing animal torturers to justice. “The RSPCA’s work to help

and protect animals from harm is recognised and applauded worldwide,” he said. “Like other animal cruelty offences, the RSPCA will be able to investigate and commence proceedings against someone accused of this new offence.” RSPCA Queensland CEO Mark Townend welcomed the reforms. “This fills a gap in what the community expects when it comes to dealing with offenders who torture defenceless animals,” Mr Townend said. “Our inspectors and staff have seen the horrific aftermath of serious cruelty to animals and a strong punishment and deterrent is needed. Mr Bleijie said the new offence built upon already increased penalties for existing animal cruelty offences. “Late last year we increased the maximum penalty for animal cruelty from two years in prison or a $110,000 fine to four years in prison or a $220,000 fine.

WTA commits to strategic land use plan to support Weipa’s diversiﬁcation WEIPA Town Authority (WTA) members have passed a resolution at their general meeting, held Friday, March 21, to take the town forward with a strategic land use plan, addressing recent community concerns about the future of Weipa. The plan will provide a framework, identifying opportunities to diversity the township and how different industries can be attracted to the region. WTA Chairman, Ian McNamara, said the Weipa Community Plan, which was developed after an extensive community consultation period in 2012, will underpin the objectives in the land use plan.

“Weipa’s Community Plan outlines exactly what our community identifies as key challenges, including housing, industrial and commercial area expansions and a relatively narrow based economy reliant upon mining,” Mr McNamara said. “The land use plan is one tool to address these challenges, identifying how we can achieve longer-term aspirations captured in the community plan,” he said. A community consultation period will commence in the coming months, with local stakeholders being engaged to have their say. Rio Tinto Alcan Weipa, general manager, Operations, Gareth Manderson, said

he was pleased that the WTA is looking to diversify the town. “While Rio Tinto Alcan Weipa will remain a strong part of the community, attracting new industries and land uses to Weipa makes sense, and will provide more diverse opportunities for our local people.” Mr Manderson said. WTA’s general meetings are held monthly and are open to the public. The next one will be held on Thursday 17 April at 8.30am, at the Council Chambers (behind town ofﬁce). praising God, which caused the worshippers there to be amazed at his healing. It’s wonderful that the healed beggar realised that it was God who healed him, and gave him praise, which centred the people’s attention on him and John and Peter the healer. Once again Peter took the opportunity to centre the attention on Jesus and not them, when he gave them the facts straight, saying that God has empowered his Servant Jesus to give power to his people. Sniffing out the stories about our four-legged friends...

MY mum and dad took me on a very special outing last Saturday morning. We went to a place called Putts Palms to attend a Cape Animal Protection Shelter “Adopt A Dog Day Out”. The day was about ﬁnding homes for dogs and puppies who are currently in foster care with the lovely CAPS people. Apparently, and I ﬁnd this most distressing, some people don’t want their dogs or puppies and abandon them! How awful is that? Anyway, the CAPS people come to the rescue and care for these homeless and unwanted dogs in foster homes until a new “forever” home can be found for them. My mum told me the story of one of the puppies, Xena who was found at the Weipa rubbish dump on Christmas Eve. She was in a really bad way and it was touch and go if she would survive – but survive she did and I had a great time playing with her. It was wonderful to catch up with Tonia May again and I was very pleased to help her “socialise” the puppies and dogs up for adoption (all that training at puppy pre-school came right back to me!). The CAPS people had seven dogs up for adoption on Saturday morning and two of them, Josh and Bella seem to have found loving new owners. You can take it from me, all the CAPS dogs I met were awesome and I’m sure they would make wonderful additions to any family. The tradesmen will be engaged under a fly-in fly out contractors/consultants arrangement. 3. CYBH is located on the north side of the Mission River Bridge, about two kilometres on the left after the bridge, behind the Pony Club. Mr G said that the benefits for students participating in cross country were: a stronger heart; the opportunity to compete; and running keeps you in good physical shape reducing the risks of heart disease, diabetes and cancer. Mr G said the day was an absolute success.

SpiritS ran high at the Western Cape College cross country race. Students from p-12 Weipa campus, Mapoon campus and Lockhart competed on tracks surrounding the school. PE Teacher Mr Jake Gigliotti outlined the preparations for the event. “We had to make sure every student knew where to run for their age group,” Mr G said. “We had to teach them the best way for them to run

because different people run different ways.” The PE teachers had to set up the course and make sure it was safe. Blaze, 7 years old, came second place in the Grade Two boys 1.2 km cross country race. He said he felt great about his run. He said the hardest part was not stopping for a drink. THE Tigers held off a fast finishing Carlton on Thursday night. To watch a 37-point lead whittle away to just one point was pretty demoralising for the Richmond faithful. Maybe the Tigers need to come frisbeeing with me and mum on the beach in the morning. We don’t give up until the frisbee is put away. I reckon the Tigers need to apply the same thing to the Sherrin if they want to see finals action in 2014. I remember too well the failure of the Tigers in their first final in 12 years when they succumbed a 35 point lead to a 20 point loss. Felines, you just can’t trust them. On Friday night we watched the little magician Cyril Rioli snap victory from the Bombers in the dying seconds. The game was going just like Thursday night’s game. What is wrong with these guys? If you can’t play it out to the end go back to the Magoos. GWS looked like they were going to knock off another stalwart club until Lenny Hayes weaved his magic of old and steered the Saints to a comeback from midway in the third term with assistance of Saint Nick. My Goodo’s are on the Giants knocking over some more good teams before the season is out as they are starting to play like men since their acne has cleared according to my human Dad. The christening of Adelaide Oval saw the Power stamp their authority on the game for the first half and then run away with it in the last term. It must have been that march-by of all the fans from the City to the Oval prior to the game. Even Eddie Betts could not challenge the onslaught at the other end by Shulz and Wingard. The Suns were not happy with the rain in Perth - their first wet day this year. Huh, try living in Weipa! Myself, my mother and the Felines I Am Forced To Live With all cringed last week when that big ball of fire in the sky came out after a few months of rain, rain and more rain. At least the lakes are nice and full again and great for swimming. Who can beat that giant Sandilands? I thought I could get high leaping for my Frisbee but I wouldn’t even reach his shoulder, let alone when he has his big paw in the air. My human Mum is not happy as the Swans went down to the Collywobbles. Mum says that ANZ Stadium is a jinx. The Magpies have won nine of the last 10 encounters there. We will see if the Swans can knock the Crows off their perch next week in Adelaide so they can get a win on the board and our household will be easier to live in. Not much better with the old man, as the Lions went to sleep towards the end of the second quarter and that is all those Cats needed to wrestle back the lead and hold on for their second win of the season. It is Q Clash next week down at Metricon so we will see if Lepper’s Lions can open their account down there. At least Paul Roos is man enough to blame himself for the flogging they copped at the hands of West Coast. I do hope for Roosy’s sake that he can turn the Demons around. (No wonder they have so many Demons in the closet when they call themselves the Demons. Even us Hounds can work that one out. Change your name Melbourne). Well I tipped the Dogs to win this one but no one expected a vintage Brent Harvey to inspire the Roos to lift to the next level. Now I have a SCOOP from my fellow Hounds in Victoria that reckon the biggest thing keeping people away from the footy is that the food and beer are too expensive, and they don’t even use real chicken in the sandwiches. Come on AFL – myself, Mum and Dad want a beer and a pie at the footy without ringing the bank manager first. Thank you to all the ladies who participated, but at the end of the day there is only one winner and runner-up – Robyn Fleming was the runner-up, only to just be pipped by Jay Murray. Well done Jay. Don’t forget ladies coaching is from 5 to 6pm on Thursday. Only a small field fronted for the Single versus Par competition on Saturday afternoon. It seemed that Mrs Murray hadn’t had enough golf for one day, backing up again in the afternoon to take the honours again with a fine plus-four points, just ahead of our runner-up Gavin Wust, who also took out the NTP on 18. Well done to you both. Sunday’s comp was the first Monthly Medal for the year – and didn’t the punters come out of the wood work – with a field of 26 players. Here’s the run down of the day’s play: NTPs Michele on 6, Newmy on 9, Steve Wust on 15 and 18 went to Brett. A grade winner Steve Wust, B grade winner Pete Ross, and C grade winner Sandy Nelson . sport Rhee Taekwondo show their support for Weipa WAGS Armed with our wheelbarrows, towels and water bottles on Thursday afternoon, the Weipa WAGS ran to Western Cape College, more than a little nervous about what was going to be our training session with the rhee Taekwondo club members. Massive thanks to Instructor Jacob and all the Taekwondo members, for inviting us to participate in their fitness class. We were greeted with lots of encouragement and support, and lots of whispers about how it was going to be a very hard session. We weren’t disappointed! After 30 mins of sit-ups, push-ups, squats and human wheelbarrow races, we were taught a few self-defence manoeuvres to protect ourselves on the run. It was an awesome training session! Weipa WAGS would like to say a big thank you to everyone who brought along a donation for our wheelbarrow, and Instructor Jacob and the Rhee Taekwondo family for donating a year’s membership, which we will use as a prize on our Family Fun Day. Lastly, we would also like to thank all those who came and trained with us. Hopefully we will see a couple of Taekwondo teams in our Family Fun Day Relays.

Fast and furious soccer round WOW what an awesome week of soccer games! The players are getting faster every week with improved striking accuracy and team work. The fun atmosphere at the games is contagious and makes a fabulous start to the weekend. Results from Round 4, March 29: Tykes: Red 4 def Gold 0; Green 5 def Green (2) 2; Blue (2) 8 def Blue 6. Teens: Green 7 def Blue 1; Red 3 def Gold 2. Titans: Gold and Green tie – 5 all. Game of the Week: Tykes - Red v Gold Defensive skills are on the up and up in the Tykes matches. Players are starting to spread out more and pass to their team mates. It’s fantastic to watch their skill set grow each week. Despite a lot of defensive moves from the Gold team, and even a few cool ball manoeuvres, they just couldn’t keep the Red team down. Rubyn scored first for the Reds followed by Andy. After half-time Andy scored again, followed by Darius, leaving it four to nil to the Reds at the final whistle.

All players had a fantastic game, and there was lots of effort and energy put in by all. Cape sides to compete in Rugby League Challenge Alf Wilson story NOrTHerN and Southern Cape sides will compete at the Far North Queensland rugby League Challenge to be held in Cairns on June 28 and 29. The other definite sides will be last year’s winners Bowen, runners-up Palm Island and Torres Strait. There is also a possibility that Three Rivers will field a team as they did last year. QRL Northern Division Regional co-ordinator David Maiden told the Bully that he was still waiting to see some delegates before the competition was finalised.

“I will be seeking their feedback about the proposed concepts,” he said. Maiden said the Cape Cluster was scheduled to commence in the last weekend of May. “It may be pushed back a couple of weeks depending on Kowanyama and Pormpuraaw,” he said. Maiden said he was not sure if the Cluster format would be the same as last year or split into Northern and Southern zones to reduce travel. “If that occurred the finals including the top teams from each area would be held in Coen in late August or early September,” he said.

Maiden said that if there were two zones, the teams from North will be Weipa Raiders, Weipa Goodline, Napranum Twal, Napranum Natives, Lockhart River and NPA. “South will be Coen, Pormpuraaw, Kowanyama, maybe Laura and Three Rivers teams. I am going to Cooktown in two weeks to see if they are keen. “I will also be travelling to Pormpuraaw in mid-April to do some work with both the juniors and the seniors,” he said. After June’s FNQ Challenge a Northern United side will be selected to play against Queensland Outback.

On a good day with the tide coming in Prawns are in the area but you have to work hard for a feed at times. Some Grunter (Javelin fish) and Bream are still being taken off the Evans Landing jetty. They’re not big but you should get a good feed. This is another good spot for Trevally and Queenfish. Poppers, Slices, and Blades, whatever takes your fancy for a bit of excitement, and there are some wide

shoulders on a couple of them. Fingermark are all along the coast south of here. Look for the drop-off for some deep water, say 30-40ft and 65-70 ft. Change your bait if the bite slows down, and really pump and wind if you want to beat the Sharks. Mackerel and Tuna schools are dotted in close and out wide, taking all sorts of baits. A Billfish was tagged last weekend by Paul Lee, caught on a soft plastic he made himself, and another sighted by Peter McCulkin out wide. The Weipa Billfish Club have their April competition over eight days (April 7 to 14) so we should see how the season is shaping. Until next week, enjoy your fishing.

With so much cloud cover lately it’s easy to forget how hot it can get, but that ball of fire sure lets us know there is plenty of bite in it yet even though it’s Autumn. Looking forward to the next few months, with one trip planned up to the Jackson and the Skarden for eight days, and another down to the Love in the coming weeks, just for a bit of practice. Oh, what a life we have up here - wonder what they do in the big smoke for a bit of RNR? Barra always seem to be a bit how-do-you-do at this time of year. Some anglers are telling me they can see them sitting in the snags and rock bars but can’t turn them on. Changing lures or bait can help but one of the best methods is to berley. Now, don’t go out and start chopping up Pillies or Mullet because that will only attract those guys in the grey suits. One berley that can stir up most fish, without attracting those unwanted vermin, is crushed Prawns, or any crustaceans come to that. Make sure you crush them up well, (put them in the blender) but don’t let your lady know I told you to. Use baits or lures that you would not usually use, say a Ghost Crab live under a float, or a slab of Catfish or Blue Salmon. Lures are the same, if you mainly use hard bodied lures try some soft plastics or poppers even Blades are worth a go. There are some good sized Queenfish around Rocky Point if you are looking for a bit of fun. You could even hook up a Barra as well, as there are plenty smashing up bait schools along the beach. Trevally also frequent the area, and I witnessed one giving it to the

A FEW of the Cape York Motorcycle Club senior members who hit the track last weekend to enjoy plenty of action and some fine weather.

LAST weekend, the Cape York Motorcycle Club made the most of some clear skies and hosted a practice/coaching day. For the first time it what seems like an eternity, the weather Gods ﬁnally brought some clear skies to Weipa which allowed riders to blast the cobwebs off their motorbikes. Well over twenty riders made the most of good conditions,

with around 15 juniors taking part in the days ‘kickstart’ coaching program. With racing just around the corner, it’s great to see so many juniors gain the valuable skills needed to compete in the upcoming series. May 17 and 18 will see Chris Urquhart and Shane Booth from Y-Aim (Yamaha Australian Institute of Motocross) hold a two-day riding school. For the

ﬁrst time in a long time, Weipa riders will have the chance to learn skills from two highly accomplished riders. The school is open for riders of all ages and you don’t have to be a current member to attend. Many thanks must be given to the Weipa Town Authority for their generous support and the chance to bring the riding school to Weipa. Without the grant from the WTA, this op-
