The History of Washington

DC

Washington D.C. is the home of presidents, lawmakers and lobbyists. City streets are filled with those that have made history and are making history, shaping a nation. Even with extensive studying it would be hard to discover everything there is to know about Washington, D.C. Its history is long and storied. This is a first step, an overview on the history of the nation’s capital.

Formation of a Capital Washington D.C. was not always the location of the nation’s capital. George Washington is to thank, among other things, for moving the country’s hub to where it is now located. He was honored by having the city named after him. Before the location was chosen, other cities such as Philadelphia and New York were being considered. It was postRevolutionary war and the North and the South had to agree. Each wanted to claim the capital, so they forged a compromise between two of their greatest politicians: New York conservative Alexander Hamilton and Thomas Jefferson from Virginia. They agreed that Jefferson southerners would support Hamilton’s proposal to burden the federal government with colonies’ war debts, while Hamilton northerners agreed to move the capital from Philadelphia to an untouched wilderness area along the Potomac River. George Washington, using his profession as a surveyor, found this site and was able to look past the uninhabited swamp land to envision a bustling city. He knew his friend Pierre L’Enfant would be up to the challenge of designing. L’Enfant was a French architect who had served in the American Continental Army. He used his experience with the grandeur of foreign cities to draw up a plan for a city with statues, fountains, tree-lined streets, an avenue book ended by a Congressional building and a Presidential Palace. L’Enfant proved to be difficult so Washington was forced to fire him and bring in surveyor Andrew Ellicott and his assistant, Benjamin Banneker to finish the job.

The capital city was not built in a day. It was difficult to convince people to move to a place that wasn’t deemed more than marshes and uninhabited streets. George Washington chose the location and approved the design for the White House, but never actually resided in it. Instead, second president John Adams was the first to move-in to the iconic house, still a work in progress. He and his wife Abigail found it challenging to live in an inconvenient construction zone. Washington, D.C. officially became a city in 1802. It had a presidentialappointed Mayor as well as local government and populous-elected city council. The hot and humid summer kept Congressmen and others from wanting to move to the city. From 1800 to 1803 the population only grew from 3,000 to 8,000. In 1814 the city suffered a major blow when Britians, fighting the War of 1812, marched through the city setting fires to buildings. Included in the damage were the Capitol, and The President’s House, which was officially named the White House when Teddy Roosevelt became President. The fire created a legend in First Lady Dolley Madison, who, when fleeing the burning

President’s House, saved Gilbert Stuart’s portrait of George Washington, which still hangs in the White House today. It took three years, until 1817, for the White House repairs to be completed, while the Capitol was not totally rebuilt until 1830.

Capital Plants Roots In the early 1820s the nation’s capital begins to take shape and this allowed for the creation of many landmarks still enjoyed today. RELO 43

George Washington University was created by an act of Congress in 1821, while the National Theatre was founded in 1835 and in 1846 the government founded the Smithsonian Institution with money from a British scientist. The Washington Monument began construction in 1848 and the Corcoran, the first art gallery, began in 1859.

slaves and others looking for a hiding place from the war. The overcrowding caused housing shortages and rampant diseases. When the war ended in 1865, the city’s bad luck continued. That same year the Smithsonian lost original artifacts in a fire and beloved President Abraham Lincoln was assassinated by John Wilkes Booth while attending a production at Ford’s Theatre.

Governmental Shifting

This period of flourishing also saw the death of the first President while in office. William Henry Harrison delivered the longest inaugural address in presidential history at 90 minutes—but he did it in the rain. The dreary weather conditions exposed President Harrison to pneumonia, from which he died a month later.

Affects of the Civil War During the formation of the country the capital city location was the result of a compromise between the North and the South. When the two sides fought against each other in the Civil War, the location put the capital in a complicated situation. It was being pulled in both directions, sitting 60 miles south of the Mason-Dixon line and 100 miles north of Richmond, Va., the Confederate States’ capital city. People flocked to D.C. to set up temporary camps, and the city was filled with soldiers, escaped

The capital city began to clean itself up in 1871 when Congress took control over the District, allowing them to improve streets, add sewers and put in water and gas lines. Congress acquired Georgetown and strategically lined streets with trees and in 1890 added electric lights and cable cars. In 1878 Congress once again changed governmental structures, creating a corporation governed by municipalities through three presidentially appointed Senate-approved commissioners. While the nation endured another presidential assassination in 1881 with the death of James Garfield, it also experienced some highs. Howard University was formed in 1871. The Washington Monument opened in 1888 after forty years of construction and was the tallest building in the world at that time. The city rounded out the century with an expansion of the Smithsonian, the opening of the

Library of Congress and the first edition of The Washington Post, which went to press in 1877.

The Twentieth Century In the early 1900s the city was developing by adopting the use of cars and

the railroad. Union Station, the local railroad terminal was opened in 1908. In 1901 a Park Commission was established to increase the aesthetic of the city to make it more similar to L’Enfant’s original plan and included the Lincoln Memorial and other structures on the National Mall. This effort was aided in 1912 when Mayor Yukio Ozaki of Tokyo gave Washington 3,000 Japanese cherry trees in recognition of the growing friendship between the United States and Japan. The trees bloom throughout the spring along the Tidal Basin, drawing large crowds of locals and tourists alike. The population of the city was 330,000 in 1910, but after the start of World War I workers migrated to the city raising the population to more than 430,000 by 1920.

During the 1950s and 1960s, Washington D.C. experienced the Civil Rights Movement along with the rest of the country. The city was one of the first to integrate schools after the 1954 Supreme Court decision, Brown v. Board of Education. Martin Luther King Jr. gave his historic “I Have a Dream” speech at the

in 1968, Washington, like many other major cities, had extensive rioting at which time many small businesses were looted and burned never to return to those areas. The recent redevelopments of the U Street corridor and Mount Pleasant areas have all but erased the remnants of those riots.

In 1969, the construction of the Metro began and after seven years it opened in 1976. Currently there are 86 stations and over 106 miles of track. Plans are underway to expand further toward Dulles Airport. The Watergate Hotel in the 1970s signified the downfall of President Richard Nixon and a journalistic coup by two reporters at the Washington Post. In 1972 a Republican campaign worker broke in to the Democratic Party headquarters in the hotel to get campaign secrets from Nixon’s Democratic rival in the election. The allegations forced Nixon to resign in 1974. This period also saw further evolution in the city’s government. The 23rd amendment, ratified in 1961, gave city residents the right to vote and in 1970 they elected a nonvoting representative to the U.S. House of Representatives. In 1973 the city was allowed to elect a mayor and 13-member council, but Congress still had the right to veto legislation.

50 RELO

Further city construction brought the nationally recognized Kennedy Center for the Performing Arts in 1971 and the National Air and Space Museum in 1976.

The Eighties and Beyond The 1980s started out on a negative note with the attempted assassination of President Ronald Reagan in 1981. While the attempt failed, Reagan’s press secretary James Brady suffered a blow and as a result has permanent brain damage. The incident, however, did bring some good with the introduction of the Brady Bill, which requires a waiting period before purchasing a handgun. In the 1990s the city once again flourished through new buildings and innovations. The decade brought the

U.S. Holocaust Memorial Museum, the reopening of the Library of Congress, additions to the Ronald Reagan Washington National Airport, the opening of the Verizon Center sports and entertainment arena and the Ronald Reagan Building and International Trade Center. During the tragedy of Sept. 11, 2001, city residents were on particularly high alert as the nation’s capital was seen as a possible next target. Many of the advanced security risks are still maintained today.

As a new resident, getting out and seeing the history, diversity and opportunity of the nation’s capital through first-hand experience is the best way to explore and discover what Washington, D.C. has to offer. To know and love a city you need to know where it has been and the journey it took to get to where it is today.

2681 Mill Road, Alexandria 6306 Grovedale Drive, Alexandria 4150 South Four Mile Run Drive, Arlington 945 Edwards Ferry Road NE, Leesburg 100 Free Court, Sterling 1968 Gallows Road, Vienna Fair Oaks Mall, Fairfax

Driver’s License New residents of Virginia are required to obtain a local driver’s license within 30 days. If your current out-of-state license has not expired, you can get a Virginia license without taking a written or road test (assuming your previous state offers reciprocity with Virginia). You’ll need to bring your current license and proof of new residency (utility bill, rent or mortgage statement, etc.). If you don’t have a current license, you’ll start with a learner’s permit (written exam, eye test and fee) and then schedule a road test. Remember, you cannot drive alone (must be a licensed driver accompanying you) with a learner’s permit. Photo ID with proof of new residency will be required. For those under 18 years of age, different rules apply.

Auto Registration You must register your car within 60 days. You will need current registration, proof of valid insurance, new Maryland driver’s license and emissions inspection (costs vary but $28 is avergage). For locations of emissions tests, contact Department of Environmental Quality at 800.275.3844 or www.virims.com/stations. Charges include a registration fee (based on weight of the auto) and excise tax (based on actual price paid for the car or book value).

Relocating to the Washington DC area can be overwhelming. The vast diversity among the DC Metropolitan Area’s many neighborhoods and communities can cause uncertainty about which area will best serve your needs. Renting and/or leasing provides the opportunity to explore the area as you decide which is best suited to your lifestyle. The DC area has a wealth of options for individuals and families considering flexible living options. On average, there are more than 450,000 properties available to lease in and around Washington, DC. Leasing gives you the opportunity to move with ease without the worry of selling prior to relocating. Renting allows you the opportunity to experience the amenities of a community before you buy. Many apartment complexes also offer amenities such as, swimming pools, exercise facilities, common areas, and security without the cost of maintaining equipment and property. Renting is easy and avoids the hassle and time-consuming efforts associated with filling out loan applications and securing financing. Renting also minimizes your short-term financial risk. However, for all the benefits of renting a residence or apartment, careful consideration is still required prior to entering into any short or long term lease agreement. Prior to starting your property search you should attempt to create a list of the features, amenities, and other considerations that will influence your decision. Identifying your needs beforehand will allow you to approach the DC market with a clear understanding of your housing needs and enable you to make an informed decision when it comes to your short-term housing. continued on next page

How much can you afford to pay? Take into account all monthly expenses such as rent, utilities, groceries, transportation, and entertainment. Include expenses for furniture, accessories, and decorations that you may need to purchase prior to moving into your new residence. Where do you want to live? Bear in mind the amount of time you are willing to commute, access to public transportation, as well as access to shopping, restaurants, and entertainment. The location is important to the lifestyle you want to enjoy. Which community amenities are most important? Leased residences can oer a variety of amenities such as swimming pools, exercise facilities, and club houses. Additional things you need to consider are parking, laundry facilities, pets, internet, and cable providers. What do you need inside your Apartment? Think about the size apartment you need and the ambiance of the space. If you are sharing the space, you must account for the number of bedrooms and baths. Consider the age of any apartment complex or home as you may prefer newer kitchen appliances and updated baths. If outdoor living space is a must, you may need a balcony or patio. Make sure you are shown the exact unit you will be renting prior to making a commitment. It goes without saying that you should make sure to read and understand the terms of all your rental agreements. Make sure to pay special attention to the term of the lease, any and all payment amounts, notice requirements prior to moving, and other lesser duties. In, short, make sure that you are aware of all relevant facts prior to entering into any lease agreement.
