DEARBORN COUNTY BOARD OF COMMISSIONERS MEETING August 7, 2012 6:00 p.m., Commissioners Room County Administration Building 215 B West High Street, Lawrenceburg, Indiana CALL TO ORDER at 6:00 p.m. Present: Jeff Hughes, Tom Orschell, Shane McHenry, Gayle Pennington, Auditor, Andrew Baudendistel, County Attorney, and Terri Randall, County Administrator. PLEDGE OF ALLEGIANCE OLD BUSINESS: Maintenance for Dearborn County Vehicles – Terri Randall asked that this item be tabled. Shane McHenry made a motion to table. Motion was seconded by Tom Orschell. All in favor, motion carried. Whitewater Canal Scenic Byway – Terri Randall has not gotten any resolution from INDOT so she asked that this item be tabled. Shane McHenry made a motion to table. OKI Funding Contract / Agreement (tabled until Aug 21st) NEW BUSINESS: SIRPC - Sarah Brichto presented the Sub-recipient Semi-Annual Reports for Children’s Advocacy for signatures. Shane McHenry made a motion to approve Commissioner Hughes signature on the Sub-recipient Semi-Annual Reports for Children’s Advocacy Center. Seconded by Tom Orschell. All in favor, motion carried. Hrezo Engineering – Update on Hardintown Water Project given by Margaret Minzner Grant author. CH&M was the low bidder with acceptable references. Shane McHenry made a motion: Accept and sign the contractors bid for public works with CH&M in the amount of $97,922.00 on the 7th day of August 2012 subject to final approval by the City of Greendale. Seconded by Tom Orschell. All in favor, motion carried. Shane would like to know what the hook up cost to residents will be. Greendale rates we hope. ADA Transition Plan - Terri Randall presented for committee. This plan must be put together by the end of 2012. Tom Orschell made a motion in favor of the Adoption of the Dearborn County ADA transition plan. Seconded by Shane McHenry. All in favor, motion carried.
Jail Architect Contract Terri Randall asked that this be tabled Tom Orschell made a motion to table. Seconded by Shane McHenry. All in favor, motion carried. Emergency Management - Bill Black presented an Interstate Mutual Aid and Assistance Agreement with Campbell Co. Kentucky. This is for non-federal emergencies. Shane McHenry made a motion to approve and have Commissioner Hughes sign the Emergency Management Mutual Aid and Assistance Agreement. Seconded by Tom Orschell. All in favor, motion carried. Highway Engineer – Todd Listerman Updates Bid opening last Thursday for the 2012 paving $989,328.00 Dave O’Mara. Motion by Tom Orschell to award the paving contract to Dave O'Mara Contractors in the amount of 989,328. Seconded by Shane McHenry. All in favor, motion carried. N. Dearborn Rd. Change Order #1of $0.00 Motion by Tom Orschell to approve. Seconded by Shane McHenry. All in favor, motion carried. State line Rd. – First Financial wants time extensions so the county may file condemnation. Shane would like to have a concrete answer before they do that. Andy to contact them to see where we stand. Other properties that are in condemnations may receive settlement negotiations. These will fall to executive session. Hearing may be in November. ADMINISTRATOR – Teresa Randall Jail Renovation & Addition, permission to request funds at the public budget session Motion by Tom Orschell to allow the County Administrator to request $350,000.00 from the River Boat Savings pledged for the project at the open budget meetings. Seconded by Shane McHenry. Chair abstains. Motion passed. Hoosier Square Update, CSX right of way application sent and staircase rebuild. Marshall Enterprises design did not meet code so has been withdrawn. Motion by Shane McHenry to rescind the Marshall contract due to their withdrawal. Seconded by Tom Orschell. All in favor, motion carried. Motion to award the contract to Maxwell Construction in the amount of $20,300.00 moved by Shane McHenry, Seconded by Tom Orschell. All in favor, motion carried. Votaw Demolition Update – Hrezo Engineering cost $45,000.00 will add Schumway at no extra cost. Motion by Tom Orschell to award the contract to Hrezo Engineering for the Votaw in the amount of $45,000.00. Seconded by Shane McHenry. All in favor, motion carried. Proposed Designated Smoking Areas, if non-compliant there will be a smoke free campus. Andy will prepare the Ordinances for next meeting. Adopt the policy “no smoking in County vehicles” all agree. Heart House, IHCDA Grant Certification, and ratification of signature Motion by Shane McHenry for the ratification of Tom Orschell signature on the IHCDA Grant. Seconded by Jeff Hughes. Tom abstained. AUDITOR – Gayle Pennington AP Claims were presented for signature. Shane McHenry made a motion to accept and sign the AP claims. Tom Orschell seconded, all in favor, motion carried. Commissioner’s Dockets were presented for signature. Shane McHenry made a motion to accept and sign the Commissioner’s Dockets. Tom Orschell seconded, all in favor, motion carried. Payroll Claims were presented for signature. Shane McHenry made a motion to accept and sign the Payroll Claims. Tom Orschell seconded, all in favor, motion carried. Minutes for the July 17th meeting were presented for signature. Tom Orschell made a motion to accept and sign the Minutes for the July 17th meeting.
