DEARBORN COUNTY BOARD OF COMMISSIONERS MEETING June 5, 2012 6:00 p.m., Commissioners Room County Administration Building 215West High Street, Lawrenceburg, Indiana CALL TO ORDER
Present: Jeff Hughes, Shane McHenry, Tom Orschell, Gayle Pennington, County Auditor, Andrew Baudendistel, County Attorney, and Terri Randall, County Administrator.
PLEDGE OF ALLEGIANCE
OLD BUSINESS: Payroll Schedule Change – Tabled until further review Tom Orschell made a motion to table. Shane McHenry seconded, all in favor, motion carried. Assessor - Gary Hensley asked for approval to send out Annual Trending and new assessment RFP and permission to seek bids. Shane McHenry made a motion to approve sending out Annual Trending and new assessment RFP. Tom Orschell seconded, all in favor, motion carried.
NEW BUSINESS: Regional Sewer District - Steve Renihan was absent. Brett Fehrman presented the Mt. Tabor Allocations and sought permission to proceed to Council for funds in the amount of $869,691.89 from the Projects fund. Shane asked how the homeowner would be billed. 49 – 54 homes would be charged a monthly fee. This is a long term payback. They would offer grinder pumps for homes to hook on early. Incentive – no forced hook up. Shane McHenry made a motion to allow DCRSD to approach Council for funding. The motion was seconded by Tom Orschell. Motion carried by unanimous vote. Jeff and Tom discussion of OKI Ramifications – 208 water quality plan. They would like to be assured that there is fair representation. Jeff wants to know if the Commissioners would like to send a resolution to OKI to ask them to amend the map to the original boundaries. What would be the ramifications if they decided not to join with OKI? How affect Fed funds? He would like for Andy Baudendistel to draft a letter to OKI to amend map and present it at June 19th meeting. Dearborn County Economic Redevelopment Commission - Mike Rozow asked to approach County Council for redirection of funds. Paul Kunkel stated that the Redevelopment Commission was appropriated $1.5 million for land acquisition in 2009 – they used $150,000.00 for West Harrison property in 2010. The Commission has acquired a permit from DNR for a business park and would like to approach Council to appropriate $500,000.00 for use as incentive.
Tom Orschell made a motion to give Dearborn County Economic Redevelopment Commission approval. This motion was seconded by Shane McHenry. Motion passed unanimously. Dearborn County Emergency Management - Bill Black Signatures on EMPG Grant – performance grant for $38,530.61 reimburses ½ of the salary of 3 employees yearly. A Motion moved by Shane McHenry to sign the Grant #97042 for $38,530.61to reimburse salaries. The motion was seconded by Tom Orschell. Motion carried by unanimous vote. Elected & Appointed Officials Workshop – July 11 from 5-9 at the EMA building. He will be sending an invitation and information to all elected officials. Bill explained an AIS system (like AVL) for the river and he would like to put an antenna and a transmitter on the EMS building. Maritime Information Systems It will track all watercraft that pass through on the river. We furnish the internet and the agreement is that they install, furnish, and maintain equipment. (No cost to Dearborn County) furnish. Bill thinks this is a good idea but Andy has concerns that the company will collect data and sell it. Dearborn County has no control. Not time sensitive. Commissioners would like to have a demo and gather more info. He has been working with the city on fill for better access to the back of the building because if jail expansion begins there will be no front access. Commissioners feel that this should be made a part of the County project. Surveyor - Dennis Kraus, Jr. Dennis needs Commissioners signatures on Council Ordinance 2012001/Authority to sell Plat Books A Motion was made by Shane McHenry to give approval to the County Surveyor to sell plat books. This was seconded by Tom Orschell. Motion carried by unanimous vote. Prosecutor - Ratify signatures on Adult Protective Services Grant. This was time sensitive. Motion made by Shane McHenry to ratify Jeff Hugh’s signature on the Adult Protective Services Grant. This was seconded by Tom Orschell. Motion carried by unanimous vote. HIGHWAY DEPARTMENT Highway Superintendent – Tim Greive - Updates – Moving forward on the paving projects that were funded by Council. His department is ready to begin milling low usage road. He requests approval to go to Council for $750,000.00 for millings. They will go back and chip and seal the roads that need to be maintained. Motion to allow Mr. Greive to approach council moved by Tom Orschell and seconded by Shane McHenry. Motion carried by unanimous vote. Tom Orschell asked for the Board to support Tim, Terri, and Tom to approach Lawrenceburg City Council for match funding for highway.
Motion to move forward with Tom’s proposal moved by Shane McHenry and seconded by Tom Orschell. Motion carried by unanimous vote. Highway Engineer – Todd Listerman - Updates - Whitewater Canal Scenic Byway – If we sponsor, as long as that Grant is in the system Dearborn County could NOT apply for other funding. No federal aid monies will be given at all while their project is in system. Todd and Terri will contact Whitewater Canal about the decision. Tom Orschell made a motion to rescind the motion to be the lead agency on the TE grant. The motion was seconded by Shane McHenry. Motion carried by unanimous vote. Mr. Irwin –ROW agreement for bridge 34 and 29. Letter will be going out on June 6. All ROW acquired for bridge 102, Bids to be opened June 14. Notice to proceed from INDOT on the North Dearborn Rd. project. All notices will be put out when road closure date is known. ADMINISTRATOR – Teresa Randall Hoosier Square Project Update – low bidder for the drain, $25,400.00, by Maxwell Construction. Shane McHenry made a motion to award the storm drain contract for $25,400.00 to Maxwell Construction. This was seconded by Tom Orschell. Motion passed unanimously. Terri asked for permission to send out an RFQ for the staircase. Motion by Shane McHenry to approve sending out RFQ for stairs. This motion was seconded by Tom Orschell. Motion passed unanimously. Fiber optic Jail Expansion Architect RFP & Interview Process Fire & EMS Study Update Surplus Vehicle Auction – 15 vehicles – more analysis Votaw and Shumway demo – permission to put out an RFQ for an engineering project manager. When cost is known she will come back. Motion to give the County Administrator the authority to put out bid for engineer/construction manager for tearing down Votaw building and possibly the Schumway building moved by Shane McHenry. This motion was seconded by Tom Orschell. Motion passed unanimously. Critical accident and review team has been put together. Peer review. Need to look at an ordinance to change the Personnel Policy. Terri Randall would like to evaluate maintenance procedures going into budget for Dearborn County Vehicles. This sounds good to all of the Commissioners. Tom Orschell made a motion to give Terri Randall permission to send out the evaluations. This motion was seconded by Shane McHenry. Motion passed unanimously. AUDITOR – Gayle Pennington Minutes for May 15th were presented.
Tom Orschell made a motion to accept the May 15th minutes as amended by Jeff Hughes. This motion was seconded by Shane McHenry. Motion passed unanimously. AP Claims were presented for signature. Shane McHenry made a motion to accept the AP Claims. This motion was seconded by Tom Orschell. Motion passed unanimously. Commissioner’s Dockets were presented for signature. Tom Orschell made a motion to accept the AP Claims. This motion was seconded by Shane McHenry. Motion passed unanimously. Payroll was presented for signature. Shane McHenry made a motion to accept the AP Claims. This motion was seconded by Tom Orschell. Motion passed unanimously. Consulting Services Agreement - Tabled ATTORNEY – Andy Baudendistel presented an agreement between Dearborn County and Tucker Development Corporation. Motion to give Mr. Listerman permission to meet with Mr. Tucker and get the agreement signed Moved by Shane McHenry and seconded by Tom Orschell. Motion passed unanimously.
Fricke and Associates general release agreement has been returned and witnessed and will end our professional service agreement. A Motion to sign the general release agreement between Dearborn County and John J. Fricke and Associates was moved by Shane McHenry. This was seconded by Tom Orschell. Motion passed unanimously.
