DEARBORN COUNTY BOARD OF COMMISSIONERS MEETING July 3, 2012 6:00 p.m., Commissioners Room County Administration Building 215 B West High Street, Lawrenceburg, Indiana CALL TO ORDER Present: Jeff Hughes, Shane McHenry, Tom Orschell, Gayle Pennington, Auditor, Andrew Baudendistel, County Attorney, Teresa Randall, County Administrator. PLEDGE OF ALLEGIANCE OLD BUSINESS: Auditor - Payroll Schedule Change A motion was made by Tom Orschell and Seconded by Shane McHenry to table until next meeting. All in favor, motion carried. Consulting Services Agreement – For information only. The Council and the Auditor have contracted with Frank Cummings of GFC Inc. to help pull together and analysis of budget 2012. He will report to Council on day one of Budget meetings. County Administrator - Maintenance for Dearborn County Vehicles Moved by Tom Orschell to table and have the County Admin update at the next meeting. Seconded by Shane McHenry. All in favor, motion carried. Whitewater Canal Scenic Byway - INDOT and the Hwy department are researching the procedures that will be put in place. A motion was made by Shane McHenry to table this item. The motion was then seconded by Tom Orschell. All in favor, motion carried. Dearborn County Board of Health Appointment Shane McHenry made a motion to appoint Allen Goodman to the Dearborn County Board of Health. This motion was seconded by Tom Orschell. All in favor, motion carried.
NEW BUSINESS: OKI Funding Contract / Agreement - Jeff Hughes would like to talk to OKI and have Terri do some research before this agreement is signed. The Commissioners will revisit this agreement at the August 21st meeting. Ratify Signature for Construction Manger A motion was made by Tom Orschell to ratify the signature of Jeff Hughes on the Construction Manager contract. This motion was then seconded by Shane McHenry. All in favor, motion carried.
HIGHWAY DEPARTMENT Highway Superintendent – Tim Greive - Updates He reported that he had approval to hire two employees (a Forman and a maintence worker) Highway Engineer – Todd Listerman - Updates Todd reported that the school speed signs are in place. The Stateline road slip is ready to go to INDOT project review.
ADMINISTRATOR – Teresa Randall – State smoking law effective July 1. The signage’s stating that there is no smoking within 8 ft of all building entrances has been posted. There was Board discussion about smoking areas – The Board will conduct further evaluation of those areas and a No smoking in County vehicles evaluation for policy in the near future. Jail architect. June RFP’s have been reviewed. Five firms were interviewed. Good firms. The review board was comprised of representatives of the following offices; Prosecutor, Jail, County Administrator, a representative from Maxwell Construction and their consulting company, County Council, all voting. Tom Orschell and Dennis Kraus sat in to listen. Financials were checked by Maxwell and Terri checked references. Mrs. Randall is hesitant to present the findings unless decision will be made tonight continue. Shane McHenry is not comfortable making a decision yet and would like to continue to review information. AUDITOR – Gayle Pennington presented. Payroll Claims were presented for signatures. A motion was made by Shane McHenry to approve Payroll. This motion was then seconded by Tom Orschell. All in favor, motion carried. Commissioner’s Dockets were presented for signatures. Shane did not have time to review dockets so he abstained. A motion was made by Tom Orschell to approve. This motion was then seconded by Jeff Hughes. All in favor, motion carried. AP Claims for signatures. Shane did not have time to review claims so he abstained. A motion was made by Tom Orschell to approve AP Claims. This motion was then seconded by Jeff Hughes. All in favor, motion carried. Minutes from the July 5th meeting presented. - Jeff Hughes name was spelled wrong. Shane McHenry made a motion to approve the minutes for July 5th as amended. Seconded by Tom Orschell. All in favor, motion carried. ATTORNEY – Andy Baudendistel presented the auto lease agreements with HVL. There are three vehicles and the official agreement states that HVL will carry insurance. The agreement is between Bruce Keller HVLPOA and Sheriff Kreinhop. Shane McHenry made a motion to approve and sign the lease agreement between HVL POA and Dearborn County for a 2007 Ford Crown Victoria, color brown, VIN #2FAHP71W87W135190 and a 2007 Ford Crown Victoria, color brown, VIN #2FAHP71WX7X135191 and a 2008 Ford Crown Victoria, color brown, VIN #2FAFP71V18X132244 for one year. Seconded by Tom Orschell. All in favor, motion carried. Assessor put out bids for the 2013 new construction services. The notice to bidders requires a performance bond. Gary Hensley seeks permission to move forward with the contract for $49600.00 with Tyler Technology with a bond in place. Shane McHenry made a motion to approve the Dearborn County Assessor to enter into an agreement with Tyler Technology even thought they were not the lowest bidder because the lowest bidder could not provide a performance bond. Seconded by Tom Orschell. All in favor, motion carried. COMMISSIONER COMMENTS Shane commends Terri Randall for doing an outstanding job and really rolling with punches. Both Jeff and Tom agree. All Commissioners hope that everyone has a happy safe 4th of July.
LATE ARRIVAL INFORMATION - Bill Black – County Burn Ban Proclamation.
Tom Orschell made a motion to sign the Emergency Proclamation for the Dearborn County Burn Ban. Seconded by Shane McHenry. All in favor, motion carried. Bill Black would like to recommend a Communication Board appointment – John Tremain. This appointment will take effect immediately. Shane McHenry made a motion to appointment John Tremain to the Communication Board. Seconded by Tom Orschell. All in favor, motion carried. PUBLIC COMMENT - None With no further business before the Board, Shane McHenry made a motion to adjourn at 7:15 p.m. The motion was seconded by Tom Orschell and passed unanimously.
