Conley, who was six months shy of turning 18 when he killed his 10-year-old brother in November 2009 at their Ohio County home, pleaded guilty to murder. He was sentenced in October 2010 to life without parole by Ohio Circuit Court Judge James Humphrey. In Conley’s amended brief to the appeals court, he argued the trial court failed to give his youth the proper mitigating weight; that imposing a life sentence on a mentally-ill teenager is inappropriate; and that juveniles are different and should be treated differently than adults for sentencing purposes, noted Weissmann in her notice. The United States Supreme Court decision dealt with the robbery and murder cases of Evan Miller, convicted of killing a man in Alabama, and Kuntrell Jackson, convicted of being an accomplice in a robbery in which someone else committed murder. Deadline, format changes coming It’s holiday time and Register Publications has early deadlines. That’s normal. But following the holiday there will be changes to note. The most noted change will be that all classifieds will be in all papers which will actually become a section in itself in each of our newspapers (Rising Sun Recorder, Ohio County News, Journal Press, Register and Harrison Press) as well as The Market Place remaining a free publication which will be delivered to non-subscribers at the regular time. The new deadline for classifieds for Rising Sun will be 10 a.m. Friday. However, legal advertisement deadline for Rising Sun will be 10 a.m. Monday instead of the current 2 p.m. and the legals will appear in the regular news section. In reality, it is better to have legals in by Friday because of often hectic Monday mornings.
