Appeals court makes 2 rulings for Harrison in water dispute

Water provider issue returned to lower court After nearly a year-and-ahalf, the First Appellate District Court of Ohio has ruled the jawad@registerpublications.com fracas between the City of Harrison and Greater Cincinnati Water Works over who can provide water to disputed areas of Crosby Township and northern Harrison Township must return to the trial court for a ruling. The court’s three judges ruled Monday, June 30, that “we do not reach any conclusion on the merits of these other arguments,” remanding the case to the lower court. The court, however, ruled on two related issues. The judges concluded Harrison owes CWW no money, including attorney fees, for any amount Cincinnati claims was lost based on its assertion Harrison encroached on its project and stymied progress. The court, however, ruled against Harrison’s contention that CWW is not legally entitled to a judgment in the case, and that Harrison is immune from injunctions ordered by the trial court. In summary, the appeals court ruled: 1. Harrison is not responsible for any money CWW has lost during the protracted court battle. 2. Harrison is not exempt from injunctions, but did not affirm the injunctions imposed by the lower court. 3. The case goes back to Hamilton County Court of Common Pleas. The appeals court made no ruling on CWW’s claim that it has exclusive rights to serve the disputed area based on a 1987 contract with Hamilton County. “The injunction saying Cincinnati Water Works has exclusive rights to provide services is still an issue and has to be decided by the trial court. That’s still part of a pending trial. The case does not end. It is still pending,” said Harrison Mayor Joel McGuire. The city will press on with the court case because as landowners (primarily in Crosby Township) opt for annexation, Harrison has a responsibility to provide water and sewerage services, said McGuire. “It is one of the considerations for them deciding to annex into the city. There is a duty there,” he said. “We cannot claim, because of a contract we are not involved in between the county and CWW, that we can’t provide water even though you are now a city property.” At the core of the battle Water, is the Parks of WhitewaSee Page 7 ter, which leads Hamilton Joe Awad Harrison Press Editor

The group is the brainchild of two Aurora residents and Dearborn County business owners who are sick and tired of being victimized. WAR has caught fire since its May inception, drawing
Samuel Aaron Levy of Milford, Ohio, was arrested for robbery of a PNC bank in phuelseman@registerpublications.com Clermont County, and also is charged with aggravated robbery of the Tuesday, June 24 robbery of Miami Savings Bank in Miamitown. According to the Clermont County Sheriff’s Department, 26-year-old Levy was admitted to the Clermont County jail on Tuesday, July 1 with a bond of $150,000, and charges of breaking and entering, aggravated robbery, burglary, possessing criminal tools, and breaking and entering with a purpose to commit theft. He is charged with aggravated robbery in Hamilton County. Levy walked into the Miami Savings Bank, 8008 Ferry St., and threatened the teller saying, “This is a hold up, I have a gun and I want the $100s and $50s, I don’t want to hurt you,” according to the Hamilton County affidavit. Levy left the bank with the cash and jumped into a black Jeep Cherokee parked on Hill Street. He and the driver of the getaway car fled successfully. According to the affidavit, “The defendant was identified by detectives and a photo line up was generated.” The Miami Savings Bank teller and another bank employee positively identified Levy. Burger, Henry L., devoted husband of the late Alberta (Robben) Burger. Father of Henry T. (Monica) Burger and Albert (Shari) Burger and the late Joseph Burger. Grandfather of Teresa, Marybeth Burger and Katie (Stuart) Schneider, Kevin (Katey) Burger, the late Steven Burger, Kelly Burger. Great grandfather of Ava Schneider. Born September 16, 1927, he was born the son of Henry J. and Theresa (Enderle) Burger of Mt. Healthy, Ohio. He spent two years in the Army and upon returning home married Alberta Robben on July 20, 1957. He spent most of his life dairy farming in Franklin County, Ind. He was a 45 year member of the Harrison Knights of Columbus, a 25 year member of the Drewersburg Volunteer Fire Department, and was a member of Indiana Farm Bureau. Died June 29, 2014 at the age of 86. Resident of West Harrison. Visitation was held Saturday, July 5, 2014, Funeral Mass at St. John the Baptist Catholic Church, Harri-

Torres. Torres also pointed to Fernald Preserve and the White Water Shaker Village as definite sources of tourism. The village, he said, should be open to the public next year or the year after. The village is closed for construction of new, handicap accessible bathrooms and parking lots big enough to accommodate busses. “New Haven is the gateway for everything here,” he said. “Everybody’s going to come off Interstate 74, Dry Fork Rd., and onto New Haven Road,” said Torres. In order for visitors to get to their destinations, they must pass through New Haven. Torres and other DNH members want to make their town as appealing as possible to take advantage of potential revenue from tourists. “That’s what we’re promoting: small businesses to set up right here in New Haven,” he said. At first, Torres said the group was met with a lot of opposition. Many residents didn’t understand what Discover New Haven was all about, and feared the new group was dedicated to creating another Colerain Avenue in their quaint, quiet town. But Torres said that would never happen. Torres said he emphasizes open communication between DNH and Crosby Township trustees, adding that the group has received great support from its local government. “We have a very unique ap-

Together with Beth Harnist, owner of Adopt-A-Plant Garden Center in New Haven, Torres created the group Discover New Haven. That was about two years ago. Both founders are now codirectors of the group which is about 10 members strong comprised of local business owners, representatives from Fernald Preserve, Friends of White Water Shaker Village, local churches, and a past Miami Whitewater Forest employee. Their mission is simple: Torres and Harnist recognize what a gem they have in their community. They want to polish that stone and make it appealing for all who come to New Haven. In the past two years, Discover New Haven has taken many “baby steps” in the right direction. Contributors can see exactly where their money goes, they can see the direct result of their support. “It comes in, and it goes out,” Torres put it simply. The group currently is working to secure funds for new signs and landscaping at the east and west town entrances on New Haven Road. The new signs will read: Welcome to New Haven, a greenbelt community, a noteworthy distinction because New Haven is one of only four communities in the United States to be designated a greenbelt community, said Torres. “To be designated a greenbelt community, you have to be completely surrounded by green space and New Haven is completely surrounded by the park,” said Torres. One-time worthless Ferrari sells for $16M Car stolen from Harrison man over 30 years ago
In the 1960s and 1970s, on a jaunt into Cheviot or Bridgetown, possibly to have dinner at Maury’s Tiny Cove, or to do some shopping at Robert Hall, you probably drove directly past what would become a $16 million Ferrari hiding in the weeds. Just across the street from the Green Gables on Harrison Avenue was the primary residence Terry of Cincinnati’s own “Howard Hughes,” the one Viel and the only Karl Kleve. Karl was an avid classic car collector, artists, designer, author, and nuclear scientist with a well-known Harrison Avenue residence. Karl’s “mansion,” a double-wide trailer, was landscaped utilizing junk cars with weeds and trees growing through them in his front yard. Before residing in the double-wide on Harrison Avenue, Karl lived in a World War II B-29 fuselage on Race Road. Karl was content in the B-29, but when he took a wife, she refused to decorate that old aluminum fuselage, so Karl had to move. Part of Karl’s car collection was a special Ferrari, a 1954, 375 Grand Prix Roadster. In 1958, Karl purchased the Ferrari, in very poor condition, for $2,500 from a local Cadillac dealer. The car had been damaged by fire. The ‘54 Ferrari sadly set out in the weeds, and brush for years until one day it was stolen from Karl’s “estate,” more than 30 years ago. Just recently, the Ferrari, now fully restored, sold at an auction in London for $16.3 million. That piece of junk on Harrison Avenue went from rags to riches for sure. Well, at least the car survived and was not lost forever. Now the legal battles have begun as to who gets the money from the Ferrari sale besides all the lawyers, of course. What a tangled trail the 1954, 375 Grand Prix Roadster has produced. I believe one of Karl’s family members still holds the title to the controversial Ferrari, as other “owners” and the Kleve family go to battle for a resolution. We lost Karl in 2003 at 90, still collecting, fighting City Hall, and driving around gas stations trying to buy used tires for his Cadillac for a dollar. Similar to Howard Hughes, Karl was not totally a hygiene freak, even though he could afford to take a bath occasionally. Karl’s income was derived from his family-owned insurance company, yes insurance company not agency. Karl did live well below his means, one could say that Karl “Was happy as a pig in……” Hey Karl did St. Pete provide a B29 for you to live in or are you in the “Double Wide?”

The Simmonds Family Dog Park: thanks to local generosity Editor: Recently, Great Parks of Hamilton County opened the region’s largest off-leash dog area - The Simmonds Family Dog Park at Miami Whitewater Forest. The Saturday, June 14, grand opening was a big day with more than 1,000 people and their pets in attendance. But an 11-acre dog park doesn’t just appear overnight. Its development was a result of many generous individuals and families from Hamilton County. Starting with the late Mr. and Mrs. Earl Simmonds Jr., whose bequest of their 230-acre farm nestled along the Great Miami River created the perfect location for this project. Then by members of the Simmonds family who, along with Mr. Jerry Lotz, made lead financial gifts for the facility’s development. Guided by the leadership of the Great Parks Foundation, a 501(c)(3) non-profit organization, more than $900,000 was ultimately raised to see this project fulfilled. The Foundation will manage the newly created MABLOTZ Fund, established by Mr. Lotz for the sole purpose of providing financial assistance to Great Parks of Hamilton County in the maintenance and care of the Simmonds Family Dog Park. Everything about the Simmonds Family Dog Park is a testament to what true public-private partnerships can accomplish. Because of the extraordinary generosity of our community, a fantastic new facility now is available. 48 years later, Medicare still relevant Medicare went into effect 48 years ago on July 1, 1966. Earlier that same year, Medicare workers went door to door trying to get seniors to sign up.

Medicare was not the cornerstone then that it is today and people did not know whether it was going to work for the long haul. Now, nearly half a century later, Medicare remains one of the most popular government programs in the nation. We can’t see the future, but one thing’s for sure: Medicare is here to stay. Medicare provides health insurance to more than 50 million Americans. Forty-two million are people age 65 and older and the other 8 million are younger and have disabilities. Most people first become eligible for Medicare at age 65. The four parts of Medicare are A, B, C, and D.
Breaking it down
Part A (Hospital Insurance) helps cover inpatient hospital care, skilled nursing care, hospice care, and home health care. Most people get Medicare Part A premium-free since it is earned by working and paying Social Security taxes. Part B (Medical Insurance) helps cover services from doctors and other outpatient health care providers, outpatient care, home health care, durable medical equipment, and some preventive services. Most people pay a monthly premium for Part B. In 2014, the premium for most people is $104.90, the same as it was in 2013. Some high-income individuals pay more than the standard premium. Your Medicare Part B premium also can be higher if you do not enroll when you are first eligible, also known as your initial enrollment period. There also is a Medicare Part B deductible of $147 in 2014. Part C (Medicare Advantage) allows you to choose to receive all of your health care services through a provider organization. This plan includes all benefits and services covered under Part A and Part B, usually includes Medicare prescription drug coverage, and may include extra benefits and services at an extra cost. You must have Part A and Part B to enroll in Part C. Monthly premiums vary depending on your state, private insurer, and whether you select a health maintenance organization or a preferred provider organization. Part D (Medicare prescription drug coverage) helps cover the cost of prescription drugs. Many people pay a premium for Part D. However, people with low income and resources may qualify for extra help from Social Security to pay the premium and deductible. I don’t crave any more reminders that I’m getting old. The need to get out of bed in the middle of the night is all I need. I went to a dinner party the other night with three other couples and all three of the men who were there are retired. They all worked for government entities with defined retirement programs, but still . . . I’ve been getting calls and e-mail messages in recent weeks about the 45th reunion of the LaSalle High School class of 1969. Another friend will be hounding me soon to help him organize the 50th reunion of my grade school class at St. Martin’s School next year. In less than two weeks, my lovely wife and I will take a couple of days off to celebrate our 35th wedding anniversary. I used to always think of myself as a Buckeye from Ohio, but this Christmas it will be 38 years that I’ve carried an Indiana driver’s license.
two years my little girl will be reaching 30. How is that even possible? Weren’t they just getting swim lessons at Miami Whitewater Swim Club just last summer? Well, no, actually not. The swim club has probably been closed for over a decade now. I received my copy of Sports Illustrated last week with a picture of the retired Chicago Cubs Hall-of-Famer Ernie Banks on the cover in mid-1950s form, the way I remembered him. Banks is 88 now and though he still seems vibrant, it is a reminder that the stars of my youth—Banks, Hank Aaron, Willie Mays, Frank Robinson—are very old men. I guess the good news for guys like me is that the life expectancy of American males is getting longer. A quick glance through Google shows that males who have reached age 65 will likely live to an average of 84-years-old. Knowing what we know about the last 10 years and how science and technology have changed so much in our lives, I would expect the average to grow even more by the time I close in on that number.

Fountain of youth?
The milestone numbers keep piling up, hitting me over the head like a hammer. My son is 31 now and in less than
I’m not sure what the secret of longevity is. Right now I’m too busy to find out. Maybe that’s actually the
secret—staying active—but I think it’s all about individuals. I always thought I would hit 65, call it a career, and sit back and receive Social Security checks. But today, I’m still working a fulltime job and a part-time job and happy to be doing both with no plans in sight to curtail that schedule. If I retired I could play more golf, but the way I play golf, that’s not necessarily a good thing. I could lounge around the pool, but I don’t have one and can’t imagine how much work it takes to keep it clear all summer long. I was at Miami Whitewater Park last week and walked halfway across the balance beam located on the walking trail. I figured it was safer not to push my luck. I swore to myself that I was going to reclaim my juggling skills this summer in odd moments in my office, but that worked for about three days. So I’ll keep on writing and hope that the crowded closet of my mind somehow clears some space for some new ideas. It’s summer, a time of growth, no matter how old you are or how old you feel. Watermelon, cornhole, and sunshine You’ll wish that summer could always be here About six months and one week ago, the forecast called for a high of 8 degrees, a low of minus 8. I saved a screenshot on my phone of the weather that day, it was a whopping minus 8 at the time. As I was going through my phone, deleting pictures, I shouldn’t have taken in the first place, I came across one and it just made me happy. It’s a legitimate, solid reminder that life is simply better in the summer! Back on that day in late January, I probably came home from work, freezing cold the entire drive. I imagine I had my heat blasted but couldn’t get the cold out of my bones. I probably drove gripping the steering wheel praying to God that the ice on the road wouldn’t send me to a tragic peril. And it’s likely that when I got home, there was no reprieve from the cold. There were a solid few weeks where there was no break from the frigid, deathly air. Remember? It was ghastly. Summer is simply better. That’s my only conclusion. Think of the food: barbecue ribs, corn on the cob, watermelon, garden fresh green beans, garden fresh tomatoes, garden fresh anything! There’s festivals, fairs, and markets. Fireworks, picnics, pretzels and beer. Summer music is better, summer sports are better, even the sun stays out longer in the summer. Everyone loves it! When I get off work tonight, I’m driving straight to Brookville Lake. I’ll float on the pontoon and bake in the sunshine for hours because, after all, the sun doesn’t set completely until nearly 10 p.m. So stinking good! I’m reeling from all the summery goodness of the Fourth of July weekend. My family and I went camping, and just gorged on good food and floated on the boat the whole time.

Shout out to Weber Farm on Kilby Road. They have the best sweet corn I’ve had in a while. It was an ideal addition to my Fourth of July weekend. My brother came home from Columbus and he brought several of his friends along with him. They were all from India and had experienced little good ol’ American camping. There was Vasu and then the girls Chonnee, Ila, and Shnaz (though I’m pretty much positive I spelled their names wrong). As absolutely wonderful as summer life is, it’s worlds
better when your witnessing someone else Patricia experience it for the first time. As we celebrated the weekend, they had Huelseman lots of questions: what are we celebrating? Independence from whom? We taught them to play cornhole. And I lost miserably. We took them on the lake, something they’d never done. And, of course, we went swimming. Chonnee and Ila had been swimming before and though they were nervous, once they put on life jackets they were content enough. Not so for Vasu and Shnaz. Even with enough floaties to keep an anchor above water, Shnaz was too frightened to venture far in the water. For his part, Vasu was much braver but didn’t exactly understand the concept. He was secure in his life jacket but to get around in the water, he floated upright and pretty much just ran in the water. It didn’t get him anywhere fast, but he got the hang of it eventually. And the rest of us certainly were entertained. Later that night, we went back to the campsite and started a fire. When we broke out the S’mores, they were full of more questions. Can you believe it? People go their entire lives never having had S’mores! They loved them. Its up to debate but Ila’s pretty sure there aren’t skunks in India and Shnaz says they don’t have poison ivy. They don’t have Euchre but they play a game called 18 (I think) that’s pretty darn similar. All four of them are from cities in India though they’re all from different areas. None had seen such bright stars and Ila even saw her first shooting star as we walked in the night. It was such a fun adventure. Everything I love about summer, I saw them experience for the first time. It gave me a new appreciation. Here are these grown adults, and they had this whole new world before them. I mean it was nothing profound, just some graham crackers and water too deep to touch bottom, but it was new and, to me, invigorating. So, in the brilliant words of Nat King Cole, “Roll out those lazy hazy crazy days of summer.” Patricia Huelseman is a staff writer for The Harrison Press.

New way to combat cyber sex offenders Ohio Attorney General Mike DeWine Mike and the Buckeye State DeWine Sheriffs’ Association recently unveiled a new reverse lookup feature accessible through the Electronic Sex Offender Registration and Notification (eSORN) Database, which is maintained by the Ohio Attorney General’s Office. The new feature allows anyone to input unfamiliar phone numbers, email addresses, social media screen names, and video game handles into the database to try to determine if they belong to a registered sex offender in Ohio. “Digital communication allows people to break geographical boundaries, and sexual predators can use this to their advantage to pose as peers and develop cyber friendships with unsuspecting children. The new reverse lookup feature is just another tool that parents can use to screen who their children are communicating with,” said DeWine. Registered sex offenders in Ohio are
required by law to register their home address, work address, and vehicle information with their local sheriff’s office to be publicly accessible through the eSORN database. Each of Ohio’s 88 county sheriff offices input the information into the system. Supplemental information, such as phone numbers, email addresses, screen names, and handles are also required, but are not public. The reverse lookup feature now allows members of the public to enter information into the eSORN database and an alert will be displayed if the information is associated with a registered sex offender. While the reverse lookup feature will not publicly identify the offender, it will direct the individual to immediately contact the local sheriff’s office or the Attorney General’s Bureau of Criminal Investigation. “With nearly 18,000 registered sex offenders living in Ohio, we believe this is very a useful tool,” said DeWine. “Chances are you wouldn’t let a
stranger in your home. So, parents need to keep communicating with their kids about letting strangers – virtual ones – in their circle of friends. This is also a useful feature for adults as well to know who they are communicating with.” The Crimes Against Children Unit at the Ohio Attorney General’s BCI assisted 73 law enforcement agencies last year in 125 cases involving crimes against children. The Unit assists local law enforcement in a variety of investigations including child sexual abuse, child pornography, online enticement, and human trafficking. Ohio is one of only eight states that offers this new sex offender reverse lookup feature. The eSORN database can be accessed via the Attorney General’s website or through the website of all 88 county sheriff’s offices. Mike DeWine is the Ohio Attorney General.

Harrison boy named USA Disabled Athlete of Year Not many Harrison athletes have been honored by a national athletic organization, but Connor Barge is not your normal Harrison athlete.

Barge was recognized in June by U.S. A. Hockey, the governing body of hockey in the United States, as the organizations Disabled Athlete of the Year. Barge, who will be a junior at Harrison High School this fall, and one of his parents flew to Colorado Springs, Col., to take part in U.S.A. Hockey’s annual awards program. He won the award for his dedication, both on the ice and in fundraising, for the Cincinnati Icebreakers Sled Hockey team that practices at the Sports Plus ice skating complex in Evendale.

The USA Hockey Disabled Athlete of the Year Award annually recognizes the outstanding perseverance and dedication by a disabled hockey player through demonstrating the ability to overcome obstacles in the pursuit of excellence both on and off the ice, according to the U.S.A. Hockey Web site. The recipient of this award exemplifies a positive role model for all disabled hockey players. In sled hockey, athletes sit on a two-bladed sled and use a special hockey stick that has been shortened and features a curved blade on one end to hit the hockey puck. The other end has spikes to propel the players across the ice. “Sled hockey gives me something to look forward to each week,” said Barge. “I’ve met a lot of people through this.” The Cincinnati Icebreakers has grown to 30 members varying in ages from six to 50. The team travels occasionally through the Midwest to play other sled hockey teams in Columbus and Fort Wayne, Ind. The season lasts about six months from October through March, according to Barge, and he will be getting back on the ice in late August for practices. Barge learned about the program through his cousin who gave Connor and his brother, Collin, a flyer. Collin tried sled hockey, but did not take to it as well as his younger brother, according to Connor. The brothers each suffer from Progressive Pseudorheumatoid Dysplasia, which affects the joints and creates a boneon-bone feeling that limits movement. According to Connor’s mother, Karen Barge, the only cure is joint replacement. Connor has had both hips replaced and has been though at least 10 surgeries in his life. “Connor played a little soccer when he was really young,”

Works hard for the cause
Connor has been the biggest fundraiser for the Icebreakers. Fundraising projects have included selling tickets to Cincinnati Cyclones hockey games and volunteering in the name of his organization to assist at community activities such as the

He has participated in adaptive rowing on the Great Miami River in Hamilton and in mono-skiing at Perfect North Slopes in Lawrenceburg. Connor still has two years to go at Harrison High School, but he is looking forward to attending the University of Cincinnati where he hopes to get involved with a science-related major. Junior Baseball looks to end of soggy season Rain delays push Harrison Junior Baseball into July Had the month of June been so wet, Harrison Junior Baseball, the youth baseball organization that boasts over 450 local players, would have wrapped up its regular season. Instead, HJB is closing out its regular season this week in anticipation of the seasonending tournament beginning next Monday and a combined Championship Day/All-Star Day on Saturday, July 19, at the Melvin Lake Memorial Park on Campbell Road. “We decided to combine our championship games with the all-star games this year,” said Terry Jackson, in his second year as HJB president. “The weather has been crazy and pushed us back a bit, but we are getting through it.” There are 43 teams that compete at HJB, with the majority being in the lower age groups. The list includes four instructional-league teams that work with children four-years-old and goes all the way to teams for 18-yearolds. The vagaries of age groups can cause some problems. For instance, Harrison had only enough players to field two B-league teams, so an alliance was formed with the Franklin County, Ind., recreational league, which sends two B-league teams and one A-league team to play at HJB so the players don’t get bored playing against one another every week. “We might have to pursue some other options for the future,” admits Jackson. “A lot of families come to our group because they don’t want to travel around Cincinnati for games, so we have to be mindful of that. We’ll communicate any changes with the parents before we do anything, though.” HJB revived its select team program this year and now has three teams, 8-and-under, 10-and-under- and 12-and-under, competing in the Southwest Ohio baseball league with their home games played at the Melvin Lake complex.

“We decided if we were going to do this under the HJB banner, we wanted it to be top quality,” said Jackson. “Andy Banks (junior varsity baseball coach at Harrison High School) took over the 8-year-olds and has helped us a lot.” Some of the regular HJB teams are also competing in summer tournaments, including one that HJB hosted. Jackson said this has created some challenges because different organizations have their own rules on issues such as leading off a base or stealing a base. “It’s a big challenge when you come up against different rules,” admits Jackson, who coaches a 10-year-old team that had to deal
with such issues. At HJB, in the D2 level, after the pitched ball crosses home plate, runners can steal bases, but in many organizations, Jackson points out that first-year D players are able to steal on the pitch. “Those kinds of things have prompted some discussion among people,” said Jackson. “We might look at the rules and allow more leadoffs. We try to keep our eye on things like that to evaluate ways to improve our games and the experiences the kids have here.”
Always improving
The Melvin Lake complex remains the crown jewel of HJB with 12 fields and room for a few more. “We have to be careful about adding fields and growing because we need more parking, too,” admits Jackson. Winter storms ruined the fences on HJB’s main diamond and caused the organization to build a new wooden fence. The look has improved the atmosphere at the complex and the organization is considering adding a wooden fence to the adjoining field in the front of the complex, explains Jackson. Jackson and the HJB board are always looking for ways to improve the complex. The field has wells for water, but a water canon would be needed to spread the water. Jackson adds that things like a grass infield and lighting on one field would create some excitement as well.
Under the lights
“I’d love to have lights here for one of the fields and each week we could have a night game so each of the teams would get an opportunity to play under the lights,” he said. Such niceties are expensive, though, which is one reason HJB has worked with the Cincinnati Reds Community Fund in recent years. HJB takes part in a program that brings several age-group teams to Cincinnati’s West End for some games and then the West End teams travel to Harrison. “It allows us to expose our kids to some different experiences,” said Jackson. “We are also hoping that some money might come available at the end of the year to help us out.” The complex’s reputation has always been sterling. This year, Harrison High School played a few junior varsity and freshman games, according to Jackson. HJB also has an alliance with the St. John Athletic Association that allows the Harrison parish’s baseball and softball teams to use the HJB fields.

The primary tactic CWW used against the city was “the specter of multi-million dollar damage awards and attorney fees.” Now, that’s off the table, he said. The trial court now must determine if CWW has exclusive rights to provide water to the annexed and disputed areas. If the lower court rules in favor of CWW, Harrison again will appeal the decision, said McGuire. CCW Legal Affairs Administrator Daniel J. WAR, From Page 1 The club emphasizes proper use of firearms, persistent practice, weapon maintenance and responsibilities of toting a rod, said Couch. “We want women to be able to handle a firearm safely because if you are in a situation, you are not going to have time to think,” said Couch. “The only thing you are going to do is have time to react to save your life, or the life of your child or grandchild.” WAR has partnered with Laughery Valley Fish & Game Club, Friendship, to provide members with regular access to a shooting range. They hone their skills, she said. Couch, whose husband was a Marine rifle instructor, said she has long known her way around a firearm but didn’t feel safe firing a gun in a real-life situation because she practiced shooting about once a year.
Shooting straight
When she and Willoughby hatched WAR this past spring, she knew her annual practice round would not cut the mustard. Couch’s experience triggers her insistence that club members take all measures to ensure they know what the heck they are doing. For instance, Indiana does not require a test or certification to carry a concealed firearm. Fill out the paperwork and you’re on your way, but that’s not good enough for these women. Members are required to take the Florida concealed weapons test, which Couch characterized as one of the best and broadest. A license through the Sunshine State allows a person to carry a concealed weapon in more states, including Ohio, than a license from any other state, she said. Reached on her cell phone as she rode shotgun with her husband, Couch said her pistol was in her purse but declined to specify type or caliber because that might give a criminal an advantage. Willoughby, owner of Big Daddy’s, said she and her cohort got the idea for WAR after talking several times about crimes committed
against them. Big Daddy’s was burglarized and Willoughby’s house, adjacent to the ribs joint was hit by burglars who made off with a cache of jewelry including her husband’s wedding band. Meanwhile, Couch’s business, Panama Pete’s Tanning Salon and attached beauty salon, Aurora, also had been robbed. “Konnie and I have been talking about this for a couple of years. There are a lot of ladies walking around out there who have a gun permit and carry concealed, and they don’t know the first thing about a gun, and that’s not good,” said Willoughby. The group also plans to offer classes to teach women defense without using a weapon, awareness seminars, and sessions on how to avoid dangerous situations.
Getting bad
“The way things are anymore, it’s getting bad. Things were different when we were growing up. You didn’t have to worry, now you do,” said Willoughby. Second Amendment rights are essential to American’s freedom, added Willoughby, who fired her first gun when she was about 7. “I was raised around guns. I know how to use a gun, and that’s my right to do that. I don’t think it’s anybody’s right to take that right away,” said Willoughby, agreeing Second Amendment rights are under attack. “There are responsibilities that come with carrying a gun. You have to know how to take care of it. You have to know how to clean it. You have to learn how to store it safely,” she said. WAR recently conducted its inaugural concealed carry class in which 10 women participated. Gun experience and age varied throughout the group, but by the end of the class all the participants were more confident in their ability to protect what was theirs, said Willoughby.
