Township, county team up for Kilby Road funds

Engineer: cooperation plays well with state Hamilton County Engineer Ted Hubbard told Whitewater Township trustees Monday, phuelseman@registerpublications.com Aug. 18, that a county/township partnership could result in a $750,000 project to resurface Kilby Road from Dry Fork to Cilley. Hubbard encouraged Whitewater Township officials to send a number one priority application to the Ohio Public Works Commission for resurfacing. “The OPWC provides financing for public infrastructure improvements,” their Web site states, but the application process for receiving the grants can be tremendously competitive. “Communities from all over Hamilton County will apply for OPWC funding,” said Hubbard. The township is able to stamp a priority to the application, and Hubbard wants Whitewater trustees to make Kilby resurfacing job one, which he said will increase the township’s points during the project evaluation. Hubbard also said that by working with the county engineer, Whitewater’s score improves again. “This makes you more competitive. Generally, if there’s consensus on projects, in other words, multiple communities are willing to come together for a project, then that helps you in the evaluation process,” he said. “You do get credit for applying more funding,” he also said. Whitewater Township is more than welcome to add funding to the project though Hubbard says it’s not necessary. The county will fund part of the project and, willing it is granted, the OPWC will fund part of the project. Whitewater Township’s financial contribution would, again, make the application that much stronger. “If we’re successful in getting a grant, the money should be available July 1, 2015,” said Hubbard. The project mostly will focus on resurfacing Kilby from Dry Fork Road to Cilley Road, though that could change if the need arises.

Trustee: ‘no-brainer’

“The work would include probably some partial and full depth repairs, curb replacement as well as guardrail replacement and, of course, resurfacing.” At this point, the project is expected to cost about $750,000. “That’s subject to serious change,” said Hubbard. The application must be sent in by Friday, Sept. 19. “It doesn’t get much better than that,” said trustee Lawanda Corman. All agreed, especially after the devastation of last winter, that the road was in dire need of resurfacing. “I think it’s a no-brainer that we work with you on this,” said trustee Hubert Brown, “It’s good for the township, it’s good for everybody.”

Jeremiah Kellems, 32, Waldon, Ind., has been charged with two counts of robbery. One count for the Cheviot Savings Bank robbery and the other for a robbery he allegedly committed in July. According to the Clerk of Courts Affidavit, on July 28, Kellems robbed the 5/3rd Bank at Forest Park. Kellems will appear before a Hamilton County grand jury Monday, Sept. 8. The driver of the getaway car in the Harrison heist, Curtis Sims, 32, Shelbyville, Ind., has been charged with one count of robbery, and also will appear before the grand jury Sept. 8.

Following the Cheviot Savings robbery, the men only tasted freedom for about five minutes. They were almost immediately arrested on Interstate 74 by Harrison police. At about 11:05 a.m. Kellems Wednesday, Aug. 27, Kellems walked into the bank and passed a threatening note to the teller, according to Lt. Steve Wilson of the Harrison Police Department. Kellems grabbed an undisclosed amount of cash, and Sims fled, said Wilson. Kellems jumped into a four-door Cadillac, allegedly driven by Sims, and they

Within five minutes, the car was spotted on I-74, and Harrison police officers stopped the vehicle and made the arrest. No one was injured, and even the suspects cooperated after they were caught, said Wilson. “We had a very observant citizen and a very observant police officer…” he said. “Everything went smooth.”

Ethel Florence Biddle, age 102, of West Harrison, Ind., passed away Wednesday, Aug. 27, 2014, at her residence. She was born on August 12, 1912, in West Harrison, Ind., and was the daughter of the late John and Jenny (Stokes) Haas. On June 28, 1933, she married Everett E. Biddle and he preceded her in death on Oct. 4, 1998. Ethel was a member of St. John United Church of Christ, and the Eastern Star for 50 plus years. Times Remembered

Tamed now, but river menaced city back in day One would never know it today, as they drive down State Street in Harrison, that since the establishment of the village, the normally tranquil Whitewater River would frequently make her way up into town. As shown in this week’s article photograph from 1959, the mighty Whitewater is jumping out of her banks, covering State Street. Our friend and neighbor, the Whitewater River would normally pay us a nice visit, seeping out of her normal resting stage annually or sometimes twice a year. Businesses would be shut down for a few days until she receded back to her comfort level, then business owners cleared out the mud, driftwood, old car tires, and sometimes an Outhouse from New Trenton, eventually getting operations back online. Also, the Whitewater River had some fulltime residents living on her banks, in what were called “camps,” essentially a glorified shack, which they called home. The camps also would be swallowed up by the river for a few days each year. The stubborn, resilient camp residents would find temporary shelter in town until the Whitewater released her grip on their homes. They would return to clean up and wait for the next flood to come. Living in our modest, rented home, when I visited our friends, on the river behind Campbell Road, I felt like I was part of the gentry, compared to how they lived. The rising and falling river would redecorate their humble abode each year with a new watermark on the wall. A little musty smell was present, but they got used to it. The image in this week’s column is looking north up State Street, the first business on the left is White Auto Sales. Whitey is out front of his used car business trying to hold off the river’s advance into his kingdom. The next business, also on the left, is Alf & Tom’s Texaco Station. The advertised price for gas on their sign is 26.9. Yep, 26 cents a gallon, not sure if that was for regular or ethyl. Hi-test, sometimes called ethyl, probably would run a customer a penny or two more for that little extra Texaco power. Farther down the street on the right side

is Grubby’s Pure Oil gas station. Grubby was a competitor Terry to Alf & Tom’s Texaco. As a Viel kid, I preferred to hang out at the Texaco station. I knew as Milton Berle said, “You can always trust your car, (or bike), to the man who wears the star, the Texaco Star.” In the far background on the right is the old water tower, standing proudly on State Street. This was Harrison’s second water tower at this location, directly across from the original Frisch’s. Prior to this water tower, Harrison was supplied pressurized freshwater by a stand pipe, erected in 1891, at the same location. Flooding in Harrison continued for several more years until the Brookville Dam was constructed in 1974 by the Army Corps of Engineers. After the Whitewater was contained by this earthen dam, standing 180 feet tall, backing the river up for miles, and creating Brookville Lake, the flooding of Harrison and the Whitewater Valley ceased to be a problem. Hopefully, there will never be a flood like the 1913 flood in which the mighty Whitewater rose to a staggering 39 feet floodstage, or the 1959 flood which hit 28 feet. I have one pleasant memory of these annual floods coming to Harrison. As the water receded back into her banks, State Street became a great place to ride bikes through the muddy water, 1 or 2 feet deep, just perfect for our bikes. What a great time to ride through that muddy water and get totally soaked, sometimes we would even get lucky and find a dead carp in the receding waters to play with. Mom didn’t complain too much about my muddy, stinky clothes, she knew the old ringer washer would get them perfectly clean and ready to go back into action. Those were the good old days! TV police are not coming despite slick campaign If you have been watching local TV stations recently you may have seen a spot urging you to contact your federal elected officials and tell them not to take away your “free over-the-air TV channels.”

These slick spots tout the benefits of free broadcast TV, but fail to explain what it is that is really in jeopardy. Even if you visit the special Web site www. keepmytv.org featured in the spots, the exact nature of the real issue is not clear. From the tone of the spots, the viewer is left wondering if the Federal TV Police will soon be breaking down your front door and confiscating your rabbit ears. Or perhaps the big wigs in Washington are getting ready to levy a TV tax similar to the one in the UK. Well, if you dig deeper (and the local stations and the NAB, their lobbying group,

know you will not), you will find that the issue is all about money and profits and not at all about taking your TV away. I have written extensively about the revolution in the TV business and how what we see, how we see it, and how it is all financed are undergoing unprecedented change. The broadcast industry is not a big fan of change since the status quo serves their business model well. To help you understand the issue, here is a bit of background. Local commercial TV stations receive cash payments or other compensation from cable and satellite companies that choose to carry local broadcast signals on their systems. The technical term is retransmission consent payment. Noncommercial public stations do not receive these payments.. Nationwide, these payments amount to billions of dollars and have become a very important revenue source for local TV stations. This revenue stream has been on the increase in recent years as other revenue sources for local stations have been on a downward trajectory.

Periodically, stations ne- JACK gotiate with the cable and satellite carriers to establish DOMINIC the fees. Recently, these negotiations have become more contentious as stations want more and cable and satellite want to pay less. Often these negotiations become public and acrimonious. Right now for example, WXIX Channel 19 is in negotiation with DIRECTV and is running spots on the air warning that DIRECTV may cease carrying the channel. Increasingly, the cable and satellite carriers are balking at these payments and have been lobbying congress to change the retransmission consent regulations. Their argument is that these escalating fees force them to increase monthly customer bills at a time when fewer people are watching these stations. Some have threatened to put the local stations on a more expensive tier of service and, of course, charge more. This may require

some FCC rule changes. This issue is only a small part of a much larger issue of how we pay for our TV. For many years, cable and satellite companies have used a bundling system to develop your monthly bill. Subscribers pay for TV channels even though they may never watch them. The new internet-based TV program distributors can provide an a la carte service with viewers able to select and pay for only what they watch. So contrary to what you might gather from the TV spots, there is no need to lock your doors and hide the remote or rabbit ears. You are safe for the time being. Just so long as the fries are hot, I won’t mind McDonald’s recently announced the hiring of a vice president of digital. Julia Vander Ploeg left Ticketmaster and joined the food chain to work on customer engagement, e-commerce, service delivery, and digital content. The service delivery aspect caught my eye. In the article on the CNBC Web site, a McDonald’s executive explained the fastfood company wants to revolutionize how it interacts with its customers by “removing physical boundaries to allow our customers to connect to and order McDonald’s any time or place, globally.” That certainly sounds exciting if you are into communication and media tools, but don’t you still have to go to the restaurant to pick up the food?

It’s just burgers and fries

If I buy a burger and some fries from

McDonald’s, I can’t believe there is a more effective way of doing that than getting in line at the drive-thru or inside the restaurant. I say this for one simple reason: The quality of food at McDonald’s and all its competitors is at its apex within the first two minutes of being handed to you on a tray or in a bag. Really, is there anything worse than getting fries from McDonald’s that aren’t piping hot? Some people look through their bag at the drive-thru just to see if everything is there. I taste the fries. If the grease doesn’t burn my tongue I tell the clerk I want some new fries and they invariably comply. Going digital has wonderful benefits for companies and customers. I like the idea of ordering movie tickets in advance, particularly for early evening shows when the lines are longer, but I would never think of having the concession-stand crew butter my popcorn in advance and have it waiting for me when I show up.

There are some things in BOB HYLE life that require patience and food is at the top of the list. We are being conditioned to expect more and expect it faster by the companies that we deal with as customers and when we have a pleasurable experience with one company, we begin to expect it from others. How many times have you called a company, given them your personal information - name, address, birthdate, account number - only to be transferred to another customer service rep who asks you for the same information? What does this tell you about the company? They certainly understand the complexities of customer service, but haven’t felt the need to invest in a technology solution that allows

calls to be transferred without making the customer repeat their information. My friends at Comcast, supposedly the biggest cable TV company in the United States, do a particularly poor job in that regard, so caveat emptor folks, if they keep the Cincinnati Time-Warner franchise they bought as part of the merger between the two cable giants. And good luck to McDonald’s, too. They are wise to know that many traditional brick and mortar companies have disappeared in the last decade and they don’t want to be left behind. So maybe we’ll see a McDonald’s food truck roaming the streets and handing out Big Macs. Just so long as the fries are hot, I won’t mind. The four boys had seen The Lego Movie and even had a ship that looked much like the movie’s submarine. Though they had huge, marvelous structures, the boys said they were nowhere near finished with their projects. Lisa Soper, who headed the

event, said Legos in the Library always is a hit.

Let it roll

Most programs revolve around themes or learning experiences, but the children are too enraptured with the designs of their imaginations to follow a prescribed pattern with Legos. In the past, she’s tried to have them build animals, say, or trees. In the end, their imaginations always steer them elsewhere, so this time she decided to let it roll.

A Harrison man who was “just doing what anyone else would do” saved a Clifton woman’s life last week when the apartment building she was living in caught fire. Don Douglas, was working on remodeling the top apartment in a Clifton building at about 4:30 p.m. when he noticed smoke pouring from the building next door. When he heard there was a woman still inside, he had to help. By that time, the building was filled with smoke and flames were visible. He and his partner John Mueller found the woman and pulled her to safety. *** Doris Lusk and Emma Caito were honored by the First Presbyterian Church for their 10 years of service working the church library. Lusk is the former Wm. H. Harrison High School librarian and she and Emma have volunteered their services to the church. 30 years ago - 1984 West Harrison may not be Texas, but lately its felt as if

it’s in the heart of oil country. Last week many residents noticed something looming high above a cornfield on Peppertown Road, and by golly Sue Ellen, it was an oil rig - 115 feet tall with crews working around the clock. *** Lightning struck Winton Savings & Loan at about 2:30 p.m. Friday, splintering the edge of the cupola on the roof and sending debris crashing to the ground. The charge from the lightning also came into the building and knocked out some of the bank’s equipment, said manager Carol Ragar. The afternoon storm was brief but furious with Winton being the only damage reported. 35 years ago - 1979 Whitewater Township Trustees have appointed a committee to select a new fire chief for the Whitewater Township Fire Department. According to Trustee Bill Baird the new chief would be working on a part-time basis at a salary of around $2,500.

Trustee Dolores Welsh said the committee seeks a chief “maybe from the ranks of the fire department.” Welsh said she hoped a decision could be reached by the Sept. 18 trustee meeting. This will be the third time in 16 months that the trustees have selected a fire chief. *** Freshmen were initiated into the Harrison High School Band at camp. The exercise went like this, all freshmen were asked to volunteer, (yet they seemed to have little choice) to let a senior break a fresh egg on their teeth and then have the contents of the egg poured down their throat while they tried to sing the Star Spangled Banner. 40 years ago - 1974 Steve Pollock, 13-year-old son of Mr. and Mrs. Eddie Pollock of 143 Etta Ave., Harrison, Ohio, can hold seven baseballs in one hand. He said after he saw Johnny Bench do it, he went home and practiced for a couple of days and was able to do it himself. Steve is an eighth-grader at

Roadblocks push Harrison to fourth

One unable to attend, another dealing with injury and a third disqualified from golf match Harrison boys’ golf coach Trevor Ward is looking forward to the coming weeks of the season when his team will play multiple events. Thus far, the schedule has been lean and the team’s performance suffered a bit.

Harrison finished fourth out of six teams in the Southwest Ohio Conference Shootout at Hueston Woods Golf Course, but likely could have finished higher had its top player, sophomore Daniel Bischel, not made a mistake on the course that caused his score to be disqualified. Bischel drove a ball that he thought went out of play so he played a provisional ball that went into the fairway, according to Ward. Rather than play the first ball, Bischel continued on with the second ball, taking a stroke penalty for the lost ball. The rules called for Bischel to play the first ball, though, and Bischel, who ended up shooting a team-leading 89, was disqualified.

A lesson learned

“The other coaches told me that he should just correct his mistake and keep the score, but I argued that what better time than this, a pre-season shootout that won’t affect the league standings, to teach these kids the importance of the rules,” said Ward. Harrison already was playing without three-year starter Kyle Kinsel, who was unavailable for the match. The result was that sophomore Alex Ruter’s 115 was counted for the team score instead of Bischel’s 89. Nick Vanderpohl, a sophomore, led the team with a 94, followed by Ben Eversole, a senior but a first-year member of the team, with a 107, and freshman David Bischel shot a 110. In the opening league match of the season, Harrison lost to Little Miami by a score of 181-194. Both the Bischel’s were unable to take part at the match at Circling Hills Golf Club, where Daniel Bischel fired a 38 in tryouts, and that meant Eversole, Kinsel, and Colin McClure were team leaders with rounds of 48. Vanderpohl shot a 50. In a four-school, 18-hole match at Circling Hills, Harrison took second place behind Colerain with Northwest third and Ross fourth. Colerain had a team total of 340 to Harrison’s 365. Daniel Bischel was medalist with a round of 78 followed by Vanderpohl with a 91, David Bischel with a 96, and Eversole with a 100.

At Shawnee Lookout

Last week, the Cats went to Shawnee Lookout Golf Course and defeated Taylor in a close match, 173-177. Daniel Bischel was medalist with a round of 38 and Vanderpohl, who suffered a leg injury last year that is keeping him off the football field for at least a season, had the best round of his brief career with a 39. Kinsel and Eversole both had rounds of 48. Harrison has matches with Talawanda on Tuesday of this week and Colerain on Thursday. Both will be played at Circling Hills. “Talawanda is the team to beat in the league this year, but we get them at home and our kids play very well at Circling Hills,” said Ward.

Victory over Little Miami Volleyball coach pleased with outcome match against Panthers The Harrison Ladycats volleyball team started slowly in its match against Little Miami last week, but the team once again showed resilience as they staged a strong comeback to defeat the Panthers in four sets. “That was a big win for us to start the league season,” said coach Amy Berwanger. “Little Miami expects to be at the top of the league this season so a win like that can help us when it comes to the final standings.” Harrison lost the first set, 22-25, but then rolled off the next three sets by scores of 25-23, 25-21, 25-18. “We were able to bounce back after losing that first set, but really we started slow in each set. In the fourth set we were down 15-9,” said Berwanger. The Ladycats cut the margin to 16-12 in that set when senior Erin Engstrom

Cron was nearly unstoppable there as she went 32 of 40 hitting and had 15 kills. Libero Natalie Ziegler had 15 digs for Harrison. Senior setter Miranda Charles has adjusted well to the one-setter style of play that was necessitated due to an injury to sophomore setter Eva Mahoney. Charls recorded a career-high 40 setting assists in the match. “Our whole team played well,” said Berwanger. “This was a great start for the league because I believe the top four teams—Harrison, Little Miami, Talawanda, and Northwest—will battle it out all season.” Due to holiday deadlines, scores for the Talawanda and Oak Hills matches from last week are unavailable. The Ladycats are scheduled to travel to Badin on Wednesday night of this week and Mount Healthy on Thursday.

Fortunately, it’s not until Friday, Sept. 19, when sunset will be coming earlier. Why the shades? The starting time for the rest of Harrison’s home football schedule has changed from 7:30 p.m. to 7 p.m. The home grandstands at Wildcat Stadium look directly to the west and the setting sun, which makes it difficult, even with sunglasses, to focus on the field. But athletic directors in the Southwest Ohio Conference realized that with the increase in passing over the last few years, games are taking longer to play so starting 30 minutes earlier means the games are over that much faster. On the road again

Unfortunately, Harrison has three road games that begin a 7:30 p.m., including this Friday night at Oak Hills,

and next Friday at Anderson. The game at Western Brown in October also has the later starting time.

Mike Schiering now

Retired former Harrison High School athletic director Mike Schiering has taken a new position. He is the new commissioner of the SWOC. Schiering always ran a first-class athletic program at Harrison and cared about a lot of things other schools didn’t. Things like keeping the league website (www.swocsports.com) up to date is one item he felt needed to be addressed last year, so it will be interesting to see how he works with the membership to understand the value that public relations has for the league. In football, for instance, home teams are supposed to record the statistics for each game and post them on the league website. Little Miami failed to do that in 2013 and it was weeks before Harrison statistician, Stuart Scrivner, was able to go through the game tape and record the statistics. A look at last year’s schedule on the SWOC website shows that only six of Little Miami’s 10 games have statistics. That’s not just cheating your own tem, it’s cheating your opponents as well. Granted, Little Miami was 0-10 last

year, but records shouldn’t matter. It is a courtesy that member schools should willingly provide to their opponents. Little Miami was the biggest, but not the only culprit, Edgewood failed to record statistics for some basketball games last season. It’s the little things that make the difference between a first-class league and one that is second-class. Let’s hope Schiering can convince the league ADs to choose the former.

Cincy Enquirer ranking

The Wildcats football team opened the season as the fifth-ranked Division II team in the preseason poll published by the Cincinnati Enquirer. This Friday’s game at Oak Hills will provide the big test the Cats need if they are to solidify that ranking.

The Harrison Ladycats soccer team kept its undefeated string alive last week with a 5-0 win over Little Miami that coach Troy Kinnett believes displayed the depth his team has this season.

“I think our depth wore them down,” said Kinnett. The Ladycats led by just 1-0 at halftime, but came out strong in the second half to win easily and give junior

goalkeeper Logan Lake her first shutout. Harrison’s lone first-half goal came when a pass from Erin Stephens got through the Little Miami defense and allowed Cassidy Hatfield to go one-on-one with the Panthers goalkeeper. The keeper made the initial stop on Hatfield’s kick, but couldn’t control the ball, which bounced back to Hatfield and she turned the rebound into a goal. “I felt we were pressing too much in the first half and at halftime I told the girls to relax,” said Kinnett. “I have to give our girls credit, they executed on the adjustments we made.”

of the second half, junior Kayla Nowlin scored two goals. The first came on an assist from Kennedy Quinlan and the second from Kayla Childs. Normally, Childs has been the one getting the goals, but Kinnett believes the two Kaylas have worked well together this season. “We can’t worry about who’s scoring the goals,” said Kinnett. “What’s nice is that after three games, five different girls have scored two or more goals.” Carah Kreimer joined that group in the Little Miami game, scoring twice in the second half on headballs. Both goals were set up by corner kicks from Maggie Tidwell.

“The Little Miami coach told me afterward how impressed he was that we were able to score on those two set pieces,” said Kinnett. Kinnett was pleased with the strong defensive effort. “Our defense deserves a lot of credit, but when you score like we have been doing it’s hard,” he said. “Logan Lake put in the time in the offseason to get ready for this season and it is paying off.” Harrison has outscored its three opponents 14-2 thus far. Harrison has two away matches this week. They were scheduled to play Talawanda on Tuesday and travel to South Dearborn on Thursday night.

Most of Oxbowʼs land is located between I-275 to US 50 exit ramp, the CSX tracks, and the levee along US 50 and the Argosy entrance road. Oxbow also owns land immediately west of I-275 between the CSX tracks and the Ohio River, as well as land east of I-275 between the CSX tracks, the Ohio River, and the state line. Hunting, trapping, discharge of firearms, and the shooting of arrows is prohibited except in certain designated areas and only with the written permission of Oxbow. Operating other motorized vehicles (except for the purpose of ap proved farming and land management operations) off clearly established roads or on a road in any manner contributing to the need to repair the road is prohibited. Those who operate a motor vehicle on Oxbow property do so at their own risk, and are advised that the dirt roads may be impassable when wet. Under no circum stances will Oxbow be responsible for damage to a vehicle or injury to its occupants. Bank fishing only with appropriate license is al lowed and is monitored by conservation officers. Camping, bonfires, and overnight parking are prohibited. Swimming in streams, lakes and other watercourses is strictly prohibited, as are motorized watercraft of any sort. Removing, destroying or disturbing wildlife and plants, or farm crops with out express written consent of Oxbow is prohibited. Oxbow property is regularly patrolled by law enforcement officers who have been instructed to prosecute all violators.
