Aurora reviews $2.66M budget proposal

Looking at an 18-month period as part of the 2015 Aurora city budget process, consultant Paula Walker, owner of CPW Consulting, said the circuit breaker has diminished the city's income. “We aren't getting in as much as we're supposed to for the second half (of 2014.) … That's because of the circuit breaker,” she said. The result? Aurora is getting $190,000 less in property taxes. The circuit breaker restricts total percentage of property tax increases on individual properties, with the percentage set at 1 percent on residences, Walker said previously. Because of the potential effect of circuit breaker credits on 2015 property taxes, Walker built in additional amounts in the proposed budget, particularly in the miscellaneous category, she said at a presentation to city council and the public Monday, Aug. 18. Walker estimated the circuit breaker will amount to $126,999 in 2015. The total proposed 2015 city budget is $2,662,860, which is a 10 percent increase over 2014, said Walker. When reviewed by the state, however, only a 2.7 percent increase is likely to be approved. Laundry list of levee issues continues to grow By Chris McHenry Contributor In response to a request for information about the status of the Lawrenceburg-Greendale flood control levee, Lawrenceburg Conservancy District board chairman E.B. Seitz has compiled a detailed history of their problems in meeting sometimes conflicting requirements by the U.S. Army Corps of Engineers and the Federal Emergency Management Administration. LCD operates and maintains the levee system. Seitz explained that the Lawrenceburg portion of the levee was built following the 1937 flood and the Greendale levee along U.S. 50 was added in 1999-2000. In 2008, notice was received from FEMA that both levees had to be certified as safe. The Greendale levee because of its recent acceptance, was grandfathered, but the original levee for Lawrenceburg was not. An inspection by engineers was immediately carried out. Seitz’ letter continues that the inspection report concluded: “The Lawrenceburg levee does not meet current engineering standards and won’t do what it is designed to do.” Correction of the problems was estimated to cost $12 to $14 million. sion of time for necessary upgrades and repairs . Following consultation with the Corps of Engineers, LCD awarded a $1.7 million contract to install 39 new relief wells. Relief wells had been installed with the original construction inside the base of the levee to relive upward water pressure on the levee. But the Corps halted the project until additional geological tests were completed. A second engineering study found problems with the first one and yet a third had to be completed. Attempting to meet the conflicting opinions, LCD decided to rehabilitate the entire relief well system. Seitz continues, “seventy years of maintenance is being performed in 10 months at a cost of approximately $2.5 million.” The Corps of Engineers has approved this project. The uncertainty and delays have taken the levee system past its April 2012 deadline to achieve certification by FEMA, and new flood maps now show the area behind the levee as flood zone, although protected by a not provisionally accredited levee. Seitz’ report concludes, “it is believed that FEMA may take rating action in late 2015 or early 2016. It is most unlikely that LCD will be able to complete all necessary tasks in this time frame.” Meanwhile, LCD had already
begun locating and rehabilitating the reported 179 relief wells. Work has started on the “long slope” from U.S. 50 to Ridge Avenue because this is also a part of the levee which protects part of Greendale. At the Thursday, Aug. 21, meeting of the LCD board, Seitz reported FEMA had now requested information about the area set aside to collect seep water in the case of a catastrophic flood (often referred to as the “ponding area”) and the District’s pump stations’ capacity to handle such a situation. The ponding area, which was delineated when the levee as built, is the low lying area on both sides of U.S. 50 between Water and Walnut Streets. Over the years the area has been encroached upon by numerous projects, including the Dearborn Adult Center and Lawrenceburg School Corporation. The board agreed to delay plans to destroy the concrete “amphitheater” on the levee after hearing suggestions for its use at a public meeting concerning the future of downtown Lawrenceburg. Instead the LCD will erect some sort of fence barrier to keep people from accessing the installation. Members are concerned that in its present situation it is unsafe and could lead to injury, especially to reported skateboarders.

the same. But an additional $67,200 was added to the mayor's budget to fund a city manager, and funds were shifted within the clerk-treasurer's budget to change a part-time position to full time. The fire department budget is the same as last year, but the police department budget actually went down, said Turner. The department turned all dispatching over to the county in March, and of its three dispatchers then, one left due to illness, one relocated, and the third remains as the department's clerk. The 2014 police budget was $846,476; the proposed 2015 police budget is $836,382. That includes $45,000 to be paid to the county for dispatching services, said Walker. Police funding comes from the general fund, which has a proposed total of $1,874,289 for 2015. That includes $295,000 in miscellaneous, noted Walker. The general fund makes up 70 percent of the city's total budget. However, with Aurora receiving riverboat gambling revenue from both the casino in Rising Sun and the one in Lawrenceburg, it also will have a gaming budget, which the city will advertise in January, said Walker. Councilman John Borgman asked for an estimate of what Aurora will receive in gambling revenue for the second half of 2014, and city attorney Jeff Stratman said the amount of $700,000 won't change.

“There's a quirk in the law that says the state will cover that minimum amount,” he said. So while gambling revenues have been down 50 percent from five years ago, the state guarantees an amount that goes to the communities which have the riverboat casinos, said Stratman. Walker provided a review of Aurora's gaming receipts beginning in 2009: $1,477,416. In 2010, receipts were $2,184,119; in 2011, $2,221,482; in 2012, $1,927,699; in 2013, $1,964,004; and through June 30 in 2014, $715,246. Stratman noted Turner has categorized what the city funds by “what we have to keep, what we'd like to keep (and) what we could do without.” City officials should be looking at possibly going to 50 percent less gaming funds, he added. But the city finances are fine for 2015 in the regular budget, said Stratman. “Understand this, we're asking for the maximum amount. … We can always decrease it down,” he said. And funds within the general fund can be shifted among categories. “There's just not many changes,” said Turner. A public hearing on the budget will be at 7 p.m. Monday, Sept. 15, with a payroll ordinance and expected budget adoption scheduled for 6:30 p.m. Monday, Oct. 20.

Retreat to live near an uncle. Her parents both died at an early age, and she was raised by an older sister. Elvera had a twin sister, LaVera, who moved from Missouri shortly after Elvera did, and the two of them shared many activities with each other. In 1949 Elvera was married to Loren W. Cutter, and he preceded her in death Oct. 28, 2003. Elvera was employed for a time at Schenley Distillery in the cafeteria. Elvera and her twin sister, and their spouses lived near each other, and grew tobacco and made sorghum. Elvera was a member for several years at St. John Lutheran Church in Farmers Retreat, and most recently she was a member at Trinity Lutheran Church in Dillsboro. She was preceded in death by her parents, her husband, Loren; three sisters, and five brothers. Surviving is her twin sister, LaVera Barlow, of Dillsboro, and several nieces and nephews. Funeral services for Elvera were Saturday, Aug. 23, 2014, at Trinity Lutheran Church in Dillsboro, with
Pastor Richard Wilke officiating. She was laid to rest next to her husband, Loren, at St. John Lutheran Cemetery in Farmers Retreat. Fire dept. water flow test at Event Center hotel has good results Staff Report The Lawrenceburg Fire Department conducted a flow test of the standpipe fire suppression system at the event center hotel Wednesday, Aug. 13. Lawrenceburg Fire Chief Johnnie Tremain told the city board of works Monday, Aug. 18, the test went well, with impressive water pressure, although there was a small problem and some drywall got wet in the hotel. He presented the board
with a summary of the test and photographs from it. The scope of this project was to place a 2.5 inch “hand line” into service flowing water off of the roof of the hotel and record the pounds per square inch, and the gallons per minute utilizing the departments flow meter. “As readings were recorded we added one additional hand line up to four total hand lines operating at once,” wrote Tremain, adding “this project was labor intensive, which is why
we enlisted help from: Aurora, Greendale and Dillsboro, we know that four firefighters by themselves will not extinguish a fire on the upper floors of the hotel in a timely manner. The first two engine companies will be responsible for placing one hand line into service if there is a fire, added Tremain in the summary. The fire departments were able to flow as much as 1,000 g.p.m. with four lines flowing water, to do this firefighters had deployed 1,000 feet of
2.5-inch hose and 100 feet of 5-inch hose. The first portion of the test was completed by utilizing the on-site fire pump and the second part of the test was achieved by shutting down the fire pump and using two fire department engines pumping at 170 p.s.i. to deliver the needed flow rates to support the four hand lines at the elevation we were flowing. Additional flows were conducted utilizing a master stream, this is to give the de-
partment an additional tool in its kit. “For example: if there was a fire in one or multiple rooms and a window fails there would be difficulty advancing a hand line down the hall due to a wind driven fire, we would have to knock the fire down from the stairwell due to the hallway possibly becoming overheated and uninhabitable,” wrote Tremain. This was a very productive day and a learning experience for everyone who participated

Lower fees were approved for city employees, school faculty and staff, and service members: $10 single resident, $20 resident family; $12.50 non-resident single, and $22.50 non-resident family. The resolution also includes fees for aerobic class and work-out sessions, and package deals. Park rentals were set at $350 for the pavilion, $160 for the civic center and $50 for the round barn. The interlocal agreement allows Dearborn County Animal Control jurisdiction within the city, applying the animal control ordinance to the city. “This is in a sense what we wanted them to do anyway,” said Stratman. “... We can opt out of this in the future if we want to adopt our own ordinance.”

Remembering a friend’s life with ALS

This column was written for Over 50 in October 2008, and Butt was in Florida at the time.

He laughs and said, “It all ain’t bad.” Later my husband Ray has an unforgettable moment with Dick when he comes to visit with his friends from when he volunteered on our Rails and Trails Park. Ray is there volunteering on a fence building project. It is a chilly day so Ray buttons his shirt for him. As he is filling around a fence post, Dick asks for a shovel. Ray places his in his hands drooping below his waist; Dick pushes it in the dirt, and then gives it a kick with his foot. He laughs and says, “Now I have helped you,” Tears flowed for their good friend. I am sure he found ways to help the homeless while he was here. I do know that he is welcomed at the church which provided much of his food for his homeless. There Linda fed him communion. Dick has a safe flight home. Soon he must have a feeding tube and a breathing tube before he gets too weak. I am sure, as the disease grips him, he will have many pleasant memories of his visit back to Inverness. My thoughts of Dick bring tears to my eyes. At first, I think they are for him, but now I am not so sure. Maybe they are for me. Maybe I have tears of frustration What about me? Am I challenging myself? I must seek out some of Dick’s determination in me. I am wasting so much of myself. Dick lived two more years. East Central got a key pass interference penalty on Campbell County for first down at the Camel's 43. Two plays later, Koch completed a 38-yard heave to Kammer, who made the overshoulder catch inside the five and fell into the end zone, 51.8 seconds before the half. Stidham's kick was true and EC held the halftime edge, 14-13. Things changed quickly in the second half, with Campbell County setting the tone on a 70-yard, 15play ground-hogging drive, capped by a three-yard inside counter play TD by Carroll. Plessinger kept off-tackle right for the two-point conversion, running over EC's cornerback at the goal line for the seven-point lead, 2114. Fourth quarter opened with an EC drive to first down at the Camels' 29, which all went for naught on a pair of incomplete third and fourth down passes. Campbell County effectively put the game out of reach with a 60-yard, 13play scoring drive that settled for a 26-yard Arguellas field goal for the 10-point gap, 24-14, with 6:16 to play. Going for broke from its own 17, East Central came up short on a fourth-andfive punt fake run by Nolan Moser, giving the Camels one last gift possesion, at the Trojan 21, with 5:36 left. Plessinger added insult to injury on the very next play, running over several EC defenders on a simple iso run to the right side, break-

Where the Knights of the past two years may have folded under pressure, after 48 minutes of football in extreme heat and humidity, the 2014 version did not. Schwing broke a thirddown misdirection bootleg left two yards for the tying touchdown. Anderson, SD's double-duty soccer placekicker for three seasons, saw his true first attempt at the game-winner called back for an LHS offside penalty. Of course. Anderson's boot was just as true on the re-try, however, removing a huge threeyear burden on South Dearborn football. “I told our kids all week, we are not last year's team,” Nobbe added. “We've put in a lot of work to get to this point. We're going to have some tough games yet. We're not going to walk over anybody, for sure. It feels fantastic.” South Dearborn faces another winnable game when it travels to Class 4A Sectional 23 rival Madison this Friday.

run the ball more effectively,” Roden said. “We got out of what we do in the second half and didn't quite recover. We made too many execution mistakes. “As a team, we have to grow up and execute with fewer errors. I give Campbell County credit for taking it to us in the second half. Their senior leadership was evident and key factor later in the game.” Campbell County coach Stephen Lickert said afterward: “We came out, made adjustments in the second half and were able to extend our plays and score. When you've got a big line to run behind, it’s a lot of fun to run the football.” Things don't get any easier for EC, which travels to meet Harrison (Ohio) in the I-74 Border Rivalry game, also part of the Skyline Chili Crosstown Showdown, next Friday.

There was little evidence of a major upset brewing early, as the Tigers held SD to an initial three-and-out possession, then proceeded to drive 71 yards in 13 plays to take the 7-0 lead on Fett's nineyard TD toss to sophomore Ben Murphy. Parker Hahn's extra point was good at 4:02 in the first period. South Dearborn, with 11 penalties of its own for a minus-95 yards, didn't move the football consistently all night, finishing with just 121 net offensive yards and two turnovers.
Tiger senior All-Stater Jordon Kauffman intercepted an end zone pass by SD's Wyatt Schwing (6-19 passing, 89 yards) with 1:53 left in the first half. Schwing, doubling at free safety, picked right back at Fette, giving South Dearborn the ball at the LHS 46 with 1:43 on the clock. Schwing found classmate Evan Oatman isolated in oneon-one coverage down the left side, three plays later, and connected for the 40-yard TD bomb. Anderson's kick tied the game 7-7 just 38 seconds before intermission.
Schwing picked off yet another Fette pass, returning it 30-plus yards out of the end zone, as the Tigers were threatening again before the break. The second half saw no scoring, but plenty of fireworks. Both teams fumbled on their first third-quarter possessions, with the next three drives resulting in punts. BY JIM BUCHBERGER Sports Editor ST. LEON - East Central football's hopes for a turnaround season looked good for one half Friday night against first-time Kentucky Class 6A foe Campbell County. Trojans, 4-7 a year ago, proved that one of its main 2013 weaknesses won't be a quick fix. Frequently whipped up front, especially in the defensive line, East Central saw a 14-13 halftime lead evaporate in a final 24 minutes that was all Camels, 31-14. EC defense had few answers for the two-pronged read option running attack of Campbell County junior QB Carson Plessinger and runningback Josh Carroll. Its own run game was somewhat effective early on a hot, extremely humid night at Trojan Field. After halftime, EC was unable to run effectively. And, again, Trojan turnovers and penalties cropped up to bite, giving the Camels possession deep in EC territory three times, all of which resulted in CC scores. “I felt like we competed and played physical,” said EC coach Justin Roden. “Their offensive line really wore us down in the second half. We made too many mistakes and at times tackled poorly. We need to clean that up as we look to improve this week. It was our first four quarter football game, and that showed.” But the night began with promise, as East Central put together a 77-yard, 16-play, clock-gobbling drive to take

O’Neal, of Martinsville, Ind., marked his sixth Lucas Oil series win of the season, continuing to close the gap on current points leader Jimmy Owens, of Newport, Tenn., who came in sixth. Driving the No. 5 car, O’Neal grabbed the lead on lap four from his Clint Bowyer Racing teammate, Steve Francis of Ashland, Ky., and charged to his 39th LOLMDS victory. Francis finished second in the No. 15 car, followed by polesitter Scott Bloomquist, of Mooresburg, Tenn. Steve Casebolt, of Rich-
mond, Ind., drove by Earl Pearson Jr. on the final lap to take fourth, with Jacksonville, Fla., driver Pearson fifth in the No. 44 car. “We started fifth and the bottomwas working real well early on there,” said O’Neal in victory lane. “I had a few moments there in traffic, but everybody gave each other plenty of room. It’s good to come back here and win, especially after missing last year’s race. “I didn’t know how far Steve (Francis) was behind me. I was just concentrating on the traffic ahead. We had a pretty good car last week at Batesville (Ark.), led a lot of laps, but finished fifth. “Then, Thursday night, we would up sixth. We took last night off and the crew went over everything on the car. It handled really well tonight, from start to finish. I am real
proud of everyone with the CBR Team.” Francis, victorious in the Lawrenceburg race a year ago, was extremely happy with his second-place finish. “We had a really good car tonight,” he said. “Our setup was not all that different from Don’s. Congrats to him on the win, and he deserves it. He ran a really good race. We tried to stay with him, and I thought I may have a shot at him in traffic. But he was able to get through it cleanly.” In victory lane, Bloomquist commented on his podium finish. “Another third-place finish, what else can I say? The track was really good. Don always runs well here. I think I had something for Steve, but he got away from me in traffic and I lost sight of him.”

Good teams capitalize on such gifts, and Campbell County ran the football fourstraight plays, with Plessinger scraping off-tackle left, off the direct shotgun snap, for the one-yard TD with 6:09 left to halftime. Arguellas' kick was good this time, for the 13-7 lead. EC drove from its own 23 to the Camels' 31 on its next possession, but Patton took a fourth-down-and-four sack on the rollout to end that opportunity.
