Students build trust
Jason Barth and his students at Rising Sun High School spent the day at the Denver Siekman Environmental Park on Friday, April 13. The students experienced a variety of team building and trust activities including the low ropes course, wall climbing, and other team problems and/or obstacles that challenge groups or teams both mentally and physically. These group activities require teamwork (the interaction of all members) to accomplish a task. These team initiative activities allow for the group to work through their objectives. The activity was conducted by Larry Bailey, DSEP board president, Janie Eldridge, director and volunteer Bonnie Schreiner. Barth reported that the field trip was made possible through a grant from teh Ohio County Community Foundation. Barth was assisted with the students by Lisa Sears. Three days prior to the event, the Rising Sun Ohio County Park Board voted to take over the care and control of the park. The low ropes program and team buildng is just one of the many successful programs at the park which has attracted school groups from around the area.
Yard Sale sign up deadline Friday, April 27
The Annual Rising Sun Community wide Yard Sale Extravaganza is Thursday, May 3 through Saturday, May 5. Deadline is noon Friday, April 27 to have your name on the yard sale map that will be in the May 3 Rising Sun Recorder/Ohio County News. More than 50 yard sales are planned annually. Dumpsters will be available at the city dump as the city encourages clean up during the week.

Liability insurance needed for golf carts The Rising Sun City Council recently passed an amended golf cart ordinance which deals with liability of golf cart operators in the city. The news ordinance contends that the liability issue wasn't sufficiently addressed previously. Thus, those operating golf carts must have $25,000 liability insurance in case of a death or $50,000 for
two deaths along with $10,000 coverage for property damage. All carts must be registered and inspected by the Rising Sun Police Department then upon approval must pay $20 at the clerk treasurer's office to receive the required decal. A slow moving vehicle emblem must be displayed. Current residents with golf carts that
already have been issued a decal are asked to bring in proof of insurance to the Clerk Treasurer's office.

Ohio man arrested on warrant STAFF REPORT
A man wanted on numerous counts of theft in Ohio was arrested Saturday, April 14, in Ohio County, said Indiana State Police Sgt. Noel Houze. The Ohio County Sheriff's Department received an anonymous call saying Joshua J. Salyers was at Lot 54 at Camp Shore Campground, located off Ind. 56 between Aurora and Rising Sun on the Ohio River in Ohio County, said Houze. Salyers was indicted by a Hamilton County, Ohio, grand jury earlier this month. ISP Senior Trooper Patrick Williams and Ohio County Sheriff's Deputy Dee Smith went to Camp Shore, where they located Salyers, 39, and
arrested him without incident, said Houze, ISP public information officer. “Salyers is alleged to have scammed numerous individuals out of money by agreeing to do home repairs, then accepting payment in advance after which it is alleged he did not perform the agreed repairs,” said Houze. Salyers in now facing one count of possession of a controlled substance, a Class D Felony, in Indiana after hydrocodone tablets were found in other medication he had in his possession, said Houze. Salyers did not have a prescription for the hydrocodone tablets which led to the charge. He remains in the Switzerland County Jail in Vevay, said Houze.

The Ohio County Lincoln Day Dinner was held Saturday, April 14. Following a meal catered by Tandy’s IGA, the evening began with several introductions. Elected officials and guests from Dearborn County, Indiana GOP 6th District Chairman Ted Ogle, Rush County Chairman Mike Dora and Switzerland County Chairman Josh South were all in attendance. City of Rising Sun and Ohio County elected officials were introduced as well as the candidates for the fall election.
They included: April Hautman and Tammy Elbright for Ohio County Council; Annie Jo Jackson for Ohio County Clerk of Courts; Yvonne Walton for Ohio County Treasurer and Connie Brown for Ohio County Commissioner. Shane Koons who is also running for Ohio County Commissioner was unable to attend. Seniors reminded of Future Generations Scholarship deadline The Ohio County Community Foundation would like to remind the 2012 graduating class of Rising Sun High School that any Senior planning to apply for the 2012 Future Generations Scholarship must submit all of their Community Appreciation Service Reporting Forms to the Foundation Office by 4 p.m. on Friday, May 25. Those Seniors who do not complete the required 40 hours of community service or who do not turn in the
completed Reporting Forms by the deadline will not be eligible to apply for the scholarship. It is the responsibility of each student to bring their completed forms to the Foundation. All students are issued a verification letter upon completion of the required hours. Seniors will have until June 8, 2012 to turn in their Future Generations Scholarship application, college acceptance letter and final high school transcript.

Nearly 350 contest entries were received for the first Create a Recycling Ad contest sponsored by the Southeastern Indiana Solid Waste District (SISWD). Students in grade K-12 throughout SISWD’s seven-county district of Franklin, Jefferson, Jennings, Ohio, Ripley, Scott, and Switzerland Counties were invited to submit artworks that encompassed one of the following themes: Why should we recycle? How does recycling help save our planet? Portray re-using/ re-purposing items as a form of recycling. According to SISWD public outreach coordinator Kendal Miller, entries were received from students in six out the seven counties they service. “We were amazed,” said Miller from her Madison office. “The entries were clever and very well thought out.” Miller explained that the judges had a hard time selecting only one winning entry for some counties, with students utilizing different approaches to get their view across. Ten entries were selected as winners. “Some entries were serious while others whimsical. Many students applied a sense of humor to spread the word about the benefits of recycling,” said Miller. The Create a Recycling Ad contest was one of the facets of SISWD’s annual recycling challenge. Each year classrooms throughout the district are invited to participate in the challenge, with winning schools receiving a prize at the end of the contest. Schools entered in the contest are required to participate in an art project that revolves around recycling— whether it is a SISWD sponsored event or school project. The Create a Recycling Ad contest was open to all schools and home-schooled students throughout the seven-county district.

OBITUARIES Wayne Martin
Wayne “Rule” N. Martin, age 48, of Bennington, passed away Thursday, April 12, 2012, unexpectedly at his home following a heart attack. Wayne was born May 9, 1963, in Lawrenceburg to Robert Nelson Martin and Carole Ann Fischer Martin, and graduated from South Dearborn High School in 1981. Wayne was an outdoorsman, he loved hunting and fishing, and just being outdoors. He was a member of the Lawrenceburg Eagles. Wayne was employed at Seagram’s in production. On May 28, 1994, he was married to Kristie Lusby, who survives. He was preceded in death by his mother, Carole Ann Martin, Nov. 14, 2011. Surviving besides his wife, Kristie, is his son, Reed Martin, at home, his father, Robert N. Martin, of Aurora; one brother, Robert E. (Wife Linda) Martin, of Moores Hill; two nieces, Hannah and Whitney. The family will meet friends Tuesday, April 17, 2012, from 5 p.m. to 8 p.m. at Filter-DeVries Funeral Home in Dillsboro. A private memorial service will be held later by the family. Memorials may be given to the family.
DEATH NOTICES AMOS, JOHN THOMAS, age 86, of Vevay, Ind,, went to be with his Lord on April 16th at 3:43 pm in Vevay. John was inducted into the United States Navy on May 11, 1944, in Indianapolis, Ind., rising to the rank of Coxswain, SV-6, serving during World War II at the NTS, Great Lakes, IL, ATB, Ft. Pierce, Fla., and aboard the USS LST - 895. For his service to his Country, he received the American Area Ribbon, the Philippine Liberation Ribbon, the Asiatic-Pacific Ribbon with 2 Stars and the World War II Victory Ribbon. John was also a proud member of the Seabees during World War II. He was honorably discharged on June 2, 1946 at Great Lakes, Ill. John will be greatly missed by his wife of 48 years Judy(Fosnight) Amos; his daughters: Carolyn (Dan) Garrett of Hartford City; Paula Myers, and Sandy Skeens of Vevay; his sons: Johnny Amos of Hartford City and James (Connie) of Hudson, Ind.; his sisters: Miriam Wise and Shirley Lennon of Hartford City; Jacqueline Sum of Haddonfield, N. Jill Hummel and her New Zealand Sport Horse, Tiger Eye II competed in Altoona, Fla., on March 3 and 4th. Jill and Tiger came in 11th place out of 190 entries. The show was called the Rocking Horse, Horse Trials. Jill competed in Dressage, Show Jumping and Cross Country. Jill is a sophomore in Rising Sun High School and trains in Lexington, Ky., at Dr. Chris Newton's farm with trainer Jenn O'Neil. Her grandparents Harold and Nancy See, cousins, Lon and Linda Cutting and father, Dan Hummel were in attendance for her event. Jill rides for the United States Eventing Association, United States Pony and US Dressage Association. She also gives lessons at her farm in Rising Sun.

The Salem Hilltoppers met on April 12, 2012 at the home of Sara Richard. President Kathy Mattingly led the business meeting. For devotions, Sara Richard shared some “Christian one liners”. Eleven members answered the roll call “An April Fool’s joke that you remember”. Achievement Night plans were finalized. Charlotte DeVille will be serving as IEHA State Treasurer. Election of Officers was held for 2012-2013: President - Judy Riddell; Vice President Charlotte DeVille, Secretary - Sara Richard, Treasurer Diane Schraeder. The hostess had a chocolate fountain and items to dip into the chocolate for dessert. Present were Wilma Beach, Charlotte DeVille, Linda Dilges, Kathy Mattingly, Judy Riddell, Annette Schneider, Diane Schraeder, Carol Schweitzer, Ginger Stowell, and Sheila Walton The next meeting will be held on May 10, 2012 at the home of Linda Dilges.

The Windstormers Home Extension Club met Tuesday evening, April 10 at Arlene Uhlmansiek’s home. Carolyn Titkemeyer led the members in repeating the Pledge of Allegiance and the Homemaker’s Creed. Carolyn Titkemeyer then gave a report from the council meeting. Carolyn will be treasurer for council for the coming year. The club expressed appreciation for Londalea Murray handling that position for many years. Achievement Night will be on April 24 with registration from 6:00 to 6:30 p.m. The club is responsible for the door prizes. She then passed out art paper and members outlined their shoews and cut out and decorated them to put on our tables at Achievement Night. Shannon Franklin is decorating boots for centerpieces for the tables. Carolyn Brown will present the memorial and Rose Marie Curry will have a part in the program. Karen Sprague volunteered to purchase two door pnzes. Titkemeyer reminded members of election of officers in June. Bev Tague made a motion to adjourn the meeting and Jill Elliott seconded with all in favor. Carolyn Brown gave a lesson on “Things Going on in Our Community”. It was a very informative, educational look at drug use by young
and old, and how it affects the whole community as well as individuals. She informed us of the B.A.A.A.D. organization and invited us to their meetings to get ideas on how we can help. Carolyn distributed informational items from the County Health Nurse. Refreshments were served.

Some civil rights leaders believe that after a few election cycles, voter IDs might actually boost minority participation because they’ll give voters confidence that they won’t be challenged. Requiring voters to identify themselves with a photo ID is a safeguard that helps build confidence in the system. But it has to be accompanied by an aggressive effort to reach qualified voters. Improving elections will be neither easy nor inexpensive. States need to make elections administration a top priority — updating systems and eliminating errors, doing more to register citizens, making voting convenient and promoting information on registration and the voting process. Surely it’s worth it. The legitimacy of our system of voting is strengthened by increased access for citizens and their confidence that votes are counted accurately and securely. Elections are contests over power. Ensuring that Americans have no reason to doubt the results is vital to our system’s health. advance life squad Editor, The membership of the Ohio County Emergency Services would like to thank the Ohio County Community Foundation for the grant of $2,800 that enabled us to purchase two portable suction units and two sets of vac-usplints. These will enable us to serve the citizens of Ohio County better and make their time with us more comfortable. We are also excited to announce that all members who took the advanced-EMT course have passed their practical examinations and currently almost all the students have moved forward and have passed their written exams. Ohio County Rescue Service Inc. has been certified by the state as an advanced squad. This went into effect before the first of the year. We currently have ten members who are at an Advanced EMT level running on the
squad and we are looking forward to adding three more to the list soon. For those not familiar with what advanced EMT does, the following should give you an idea. 1. By being advanced it enables us to start IVs to provide fluids to people who need re-hydration, volume replacement due to trauma, access to vein for earlier interventions at the hospital, and sugar solution to correct hypoglycemic emergencies. 2. We can use glucometers to test sugar levels in our diabetic patients. 3. We can do 3-lead EKG monitoring which enables us to give the hospital a heads up that we may have a cardiac issue so that they can be prepared prior to our arrival. These additional services are provide at no extra cost. Ohio County rescue looks forward to providing the best possible service to our community.

The Rising Sun Lady Shiner junior pitcher Kennedy Oser had a no-hitter last season but did one better this spring as she pitched a perfect game on Monday, April 16 with a 10-0 win over Shawe at Madison in six innings. The junior ace retired all 18 batters she faced including 10 by strikeout. Singles by Alix DeDreu, Ali Bos-
tic and Kelsey Baillie put RS ahead 3-0 in the first. Sydney Willhite had a sacrifice fly RBI. Willhite doubled home three runs in the second and scored on a single by Sydney Elliott. The Shiners added three more runs in the sixth as Baillie, Willhite and Shelby Armstrong (running for Taylor Mullen) scored. Elliott led Rising Sun with three hits. Mullen and Jenna Kendrick had two hits. The win improved the Shiners to 3-0 in Ohio River Valley Conference action.
The Shiners, ranked sixth in the recent Class A, met ORVC rival Milan on Friday, April 13 and came away with a 10-5 win. Rising Sun jumped out to a 6-0 lead with a pair of runs in the second, third and fourth innings. A two out single by Jenna Kendrick scored Haley Presley who was pinch running for Taylor Mullen who had walked. Kendrick scored on an RBI double by freshman Alix DeDreu, reigning ORVC player of the week. Kelsey Baillie and Sydney Willhite walked and scored in the third

The Rising Sun Shiners hope to defend their 2011 Class A Sectional 60 baseball title when they head to Shawe Memorial High School in Madison at the end of the season. That’s one of the goals of Coach Kevin Wirsch’s troops along with an Ohio River Valley Conference title. The Shiners suffered a setback on Monday as they lost a 3-2 decision to Shawe at the sectional field for its first conference loss of the early season. Miles Morris picked up the loss despite striking out nine and walking none. But Shawe’s David Grote pitching effort garnered him the win. Grote struck out just five but limited the Shiners to only five hits. Shawe scored one run in the first and added two in
third. Rising Sun got on the board with a solo run in the fourth and added a second run in the sixth. Both times Willhite singled and scored on singles by Dugan. Rising Sun’s overall record fell to 6-3 and 2-1 in ORVC play. The Shiners were 2-0 in ORVC play after a 10-0 win over Milan on Friday, April 13 at Rising Sun. Nathan Hannan struck out 11 and allowed just two hits in the five inning contest. Hannan was 2-for-3 at the plate and drove in three runs. Dugan doubled along with Greg Duvall and Hannan. Cody Beckett had a triple. The Shiners had seven stolen bases including leadoff man Alex Oser’s sixth of the season. Jake Willhite scored a pair of runs as did Dugan. Duvall added three RBIs while Dugan, Oser and Brandon Turner added an RBI each.

four in the sixth as Willhite (2-for2) homered. Truitt tagged DeDreu for a two run homer in the seventh before DeDreu struck out Lohrum to end the game. Earlier in the week, the Shiners defeated Franklin County 4-1 at Brookville. Mullen walked and scored in the second to tie the game at 1-1. Baillie reached on an error in the fourth and scored on a single by Kendrick. DeDreu then doubled her home for a 3-1 lead. Willhite doubled and scored on SEE PERFECT, PAGE 11

David Huber doubled and picked up a pair of RBIs in the win. Cody Beckett and Willhite scored twice for the Shiners while Hannan, Turner, Oser, Duvall and Jake Uhlmansiek added solo runs. Rising Sun trailed 2-1 after four innings but put five runs on the board to take the lead in the sixth. Rising Sun was scheduled to host South Ripley in an ORVC match up on Wednesday. The South Ripley Raiders posted a 70-67 win over Rising Sun in a triangular meet held Thursday, April 12 at Rising Sun. Oldenburg scored 19. South Ripley's Allen led the way with wins in the 100 (11.73), 200 (24.69), 400 (53.37) and long jump (18'1/2”). Raab won the 1600 (5:09.79) and 3200 (11:04.38) while Federman took the shot put (43'1/2”) and discus (110'6”). Rising Sun was led by Austin Martin with wins in the high jump (5'10”) and high hurdles (16.97) while placing second in the 300 hurdles (48.52) behind teammate Peter Ramsey (46.97). Ramsey was second in the high hurdles (19.44). The Shiners swept the three relay races and Billy Nierlich added a blue ribbon in the 800 (2:17.9). He was third in the high jump (5'6”) and 3200 (12:30.2). Adam Hummel placed second in the 400 (55.23) and 1600 (5:11.99) while freshman Tyler Roberts was runner up in the 100 (12.09) and third in the 400 (56.72). Senior

Martin won the high hurdles (17.11) and was second in the high jump (6') and fifth in the 300 hurdles (49.0). Hummel was second in the 400 (54.36) while Briar Miller picked up a third in the 800 (2:16.06) and 1600 (5:03.28). Ramsey was fourth in the high hurdles (19.26) and 300 hurdles (46.53). The Switzerland County Pacers overcame heavy winds to blow past Rising Sun for a single stroke, 202203, win at The Links golf course on Tuesday, April 10. Despite the winds gusty to over 30 MPH, Pacer Walter Barnes carded a 39 to finish ahead of Rising Sun’s Jake Willhite who had a 43. Shiner number one golfer Bryce Murray had a 45 after shooting a 39 in the team’s season opening match at The Pines in Versailles on Monday, April 9. Jordan King (who was
the only other Shiner to golf in the season opener) finished with a 51 on Tuesday. Brandon Turner, one of three Shiners who double with baseball, scored a 65 along with DJ Yocum. Alex Oser had a 66 as he, Turner and Willhite gave up their alu-

The Rising Sun Police Department shall complete a motorized cart checklist and confirm the working order of said cart. Once the checklist is completed and signed by an Officer, the person shall bring the completed checklist to the Clerk Treasurer's Office, along with proof of Financial Responsibility and payment of Twenty Dollars ($20). The Clerk-Treasurer shall issue a decal to be applied to the rear of such cart so as to be plainly visible. The decal, when issued, shall be non-transferable from the cart for which it is issued. The registration shall be effective until such time as the cart is sold. 4. Slow Moving Vehicle Emblem. Before any motorized cart may be operated within the corporate limits of Rising Sun, the cart must have affixed thereto a slow moving vehicle emblem as required by IC 9-21-9-2. The emblem shall conform with those standards and specifications adopted for slow-moving vehicles in 205 IAC 1-1 1 et. seq. Such emblem shall be mounted on the rear of such vehicles, in the approximate horizontal geometric center of the vehicle, at a height of three (3) to five (5) feet above the roadway, and shall be maintained at all times in a clean and reflective condition. 5. Financial Responsibility Required. No person shall operate a motorized cart within the city without financial responsibility. Financial responsibility is in effect if a motor vehicle insurance policy is in effect with respect to the vehicle, with minimum amounts of financial responsibility as follows: (a) Twenty-five thousand dollars ($25,000.00) for bodily injury to or the death of one (1) individual; (b) Fifty thousand dollars ($50,000.00) for bodily injury or the death of two (2) or more individuals in anyone (1) accident; and (c) Ten thousand dollars ($10,000.00) for damage to or the destruction of property in one (1) accident. 6. Exceptions. a. Nothing in this Ordinance shall apply to any self-propelled, two-wheeled vehicle. b. Nothing in this Ordinance shall apply to motorized carts operated by the City of Rising Sun or carts being operated for special events with permission of the Mayor or Chief of Police. Enforcement. The Rising Sun Police Department shall be charged with enforcement of this Ordinance. 8. Penalties. a. All penalties for violations of this ordinance shall be treated under Section 10.99 of the Rising Sun Municipal Code which states "any person, firm or corporation who violates shall, upon conviction, be subject to a fine not exceeding $2,500.00." b. Any person violating any provision of this Ordinance shall be punished by a fine for the first offense of not less than Twenty Five Dollars ($25.00). For the second offense, not less than Fifty Dollars ($50.00). If a third offense is committed within one (1) year of conviction of a second offense, the minimum fine shall be One Hundred Dollars ($100.00) and the owner's registration shall be revoked. If a registration is revoked, the owner shall pay a re-registration fee of Two Hundred Dollars ($200.00). The registered owner or family member cannot thereafter register a motorized cart for use in the City for a period of two (2) years following a third conviction. c. A further violation of this ordinance may be subject to a fine as set forth in this Ordinance and subject to prosecution in an Ohio County Court of Law. 9. Conflict Provisions. Any ordinance or portion thereof in conflict with this ordinance is hereby repealed. Ordinance 2008-3 is hereby specifically repealed. 10. Effective Date. This ordinance shall be in full force and effect immediately after its passage and approval by the Mayor of the City of Rising Sun, Indiana, and after proper publication and posting as re quired by law. Suspect in Aurora murder not named BY CHANDRA L. MATTINGLY Staff Reporter
Indiana police have a suspect in the murder of Leigh Jennings, Aurora, but are not naming the suspect despite what Boone County Sheriff’s department called a joint investigation in a news release.
Charles R. “Steve” Stephenson, 58, Walton, Ky., was taken into custody Friday, April 13, after he was released from Saint Elizabeth Hospital, Florence, Ky., said the release. Boone County Sheriff’s investigators executed the arrest warrant on Stephenson “stemming from information
obtained in a joint investigation with the Indiana State Police.” Stephenson is charged with tampering with physical evidence, a Class D felony, and trafficking in a controlled substance, a Class C felony, said the release. Jennings, 67, was found dead in her home, 107B
Aspen Ridge, Thursday, April 5, Aurora Police Chief Bryan Fields said Friday, April 13, at a press conference. Cause of death was multiple skull fractures caused by blunt force trauma Thursday, March 29. Fields said Aurora and Indiana State police have been
working with Boone County Sheriff’s deputies, but would not comment further on the investigation. Other media have reported Stephenson as a person of interest in the Jennings case. He is a nephew of a Kentucky couple killed last year, but no charges have been filed in that case.
