Red Wolf gets pups & kitties on the wild side

BY CHANDRA L. MATTINGLY Staff Reporter It's puppy and kitten time at the Red Wolf Sanctuary just outside Rising Sun. But don't look for domestic varieties. The newest residents are gray wolf puppies and bobcat kittens. The sanctuary lost both its wild felines to old age in the past year or two, so the 'cat house' had no feline occupants, said sanctuary co-owner Paul Strasser. A sanctuary supporter known as 'the crazy cat lady' decided to donate two bobcats, both born in captivity. They were acquired from a Minnesota facility at about 3 weeks old. “We've never raised kittens before. We always got them after they'd been confiscated” as older animals, said Strasser. The two bobcat kittens, named Zuni and Mingo, are being handled and fed by hand, in an attempt to raise them to be somewhat acclimated to people, if not exactly domesticated. “These little guys bite and they claw. … These cats, they are pretty voracious. … This is kind of un-

Fireworks moved from river Staff Report

Due to an unfavorable Ohio River forecast, the Saturday, July 4, 2015 Rising Sun Fireworks event has been moved to the Rising Sun Soccer Fields at Shiner Park. “As of Monday, the river was expected to go up to 37 feet on Wednesday,” said city marketing coordinator Bryce Kendrick. “Thursday was our drop dead date to get on the riverbank to prep the launch area for the fireworks. There is no chance of that happening based on the forecast and additional rainfall expected this week.” Kendrick also said shooting the fireworks at street level on the river was not possible. “We have to meet safety standards from the state fire marshal’s office and the insurance company,” Kendrick noted. “We lose the buffer of the riverbank wall and additional footage at street level and, as a result, we are too close to neighboring structures.” The new launch site will be familiar to those who have watched past fireworks shows in Rising Sun. The

launch area will be located in the youth soccer fields behind left field of the high school baseball diamond. Despite the change in venue, music and food are still planned from 7 p.m. to 10 p.m. prior to the event. A local four-piece band, The Side Effects, will perform a mix of crowd favorites and the Rising Sun Lions Club will serve hot food and cold drinks. “Last year, people really enjoyed the music and the food,” recalled Kendrick. “Even though the site has been moved, we hope people will still come early to enjoy some awesome music and good grub!” The logistics of where the band will be performing and where the food will be served had not been finalized as of Monday's deadline. Those details will be available online Thursday, July 2, at CityofRisingSun.com and on the city’s Facebook page. “It’s disappointing we had to move the event after such a great response from being on the river last year,” added Kendrick. “We hope to be back on the river for the show in 2016.”

No golf carts on highways

Council meets early today

Summertime is here and with the warmer weather, more golf cart owners are taking advantage of using their carts to get around town, running errands or just for an evening cruise. Since its inception of the “Golf Cart Ordinance”, the City of Rising Sun has issued nearly 100 cart permits in the last couple of years. The city welcomes folks to use their permitted carts and enjoy them, but we’d like to take a moment and remind the owners of the golf carts of a few rules and regulations. The motorized carts can only be used on streets under the jurisdiction of the city. That means the carts CANNOT be driven on the portions of Main, High and Walnut Streets that are designated as State Highway, so no driving them on SR262 or SR56 please. The carts are also not allowed to operate on sidewalks or in the city parks, except in areas recognized as parking or traffic areas. We’d also like to remind the cart owners that no one under the age of 15 can operate the carts on any public street within the city limits and that the city’s ordinance does not allow for the use of ATV’s, UTV’s, “side by sides” and other similar off-road vehicles. If anyone has questions about the motorized cart ordinance, copies are available at city hall or feel free to contact the police department at 812438-3737.

Rising Sun City Council will meet earlier in the day than usual this month, said city officials. The meeting will begin in downstairs council chambers at 4:30 p.m. Thursday, July 2, in the Rising Sun City Hall, 200 N. Walnut St. In addition to committee and department reports, the agenda includes: •Consideration of an amendment to the personnel policy regarding public service hours; •A request from Rising Sun Ohio County Schools Superintendent Branden Roeder regarding approving the school endowment use agreement in June/July instead of December, for school budgeting purposes, and discussing the December transfer of funds; •Consideration of a contract for a comprehensive plan grant with Southeast Indiana Regional Plan Commission; •Review of an Aug. 5, 2015, contract expiration with Blue Bridge Digital-Visit Apps; •First reading of a Title VI policy/plan resolution; •Discussion of a memorial donation for Helen Fletcher from the City of Rising Sun and Rising Sun Municipal Utilities to the Honored/Memorial Endowment Fund of the Ohio County Community Foundation; and •Petitions or comments from citizens. A transfer resolution, claims and docket approval will follow.

Preschool teacher hired Lauramary Padgett was hired for the preschool teaching position at Rising Sun Ohio County Community Schools Friday morning, June 26. The school board also addressed a policy change and extended administrative contracts by a year, “just basically rolled them over,” said RSOCCS Superintendent Branden Roeder. His is a three-year contract; the others are two-year contracts.

Library director resigns

MATTINGLY Staff Reporter The Rising Sun Board of Works Thursday, June 25, accepted paving, patching, sealing and striping quotes for work totaling $37,700, but it won't cost the city that much. The bid from Dave O'Mara Contractor includes 14 sites for asphalt and five sites for other work, but offers a $500 deduction if all work is approved, said Rising Sun Project Manager Mike Northcutt. In addition, the park board will pay half the $5,800 cost of sealing and patching the parking lot at the senior center, and all of the $6,000 cost to seal coat the walking trail at the Shiner Community Park, he said. Some of the work will be billed separately to Rising Sun Municipal Utilities, but the total left for the city and utilities would be $28,300. Northcutt said he would like to let the utilities take the $500 credit. Rising Sun Clerk-treasurer Rae Baker Gipson said the city has $66,599 in its CC Local Roads and Streets

Long-time Ohio County Public Library employee Karen Jackson has been named interim director in the wake of the resignation of library director Cynthia Schmid-Perry, said library board presi- Karen dent Jennifer Jackson Mossburger. “We don't have any reason as to why,” she said. Jackson has been employed at the library about 15 years. She can serve as interim director for up to six months, said Mossburger. The library board's next regular meeting is Tuesday, July 7, at which time the board will discuss how to fill the director's position, said Mossburger. Staff Report The Rising Sun High School 140th Alumni Dinner was held Saturday, June 20, at the Rising Sun Community Center, South Mulberry Street, in Rising Sun. The 209 guests were welcomed by Connie (Grace) Brown, alumni president. The invocation was given by George Kittle. The meal was catered by Rolling Pin Catering. A short business meeting was held with the treasurer’s and secretary’s reports read. Introduction of the honored classes included members from 1945, 1950, 1955, 1960, 1965, 1970, 1975, 1980, 1985, 1990, 1995 and 2015. The class of 1965 was presented 50year pins. Special recognition went to Clarence White, Class of 1965, from California for traveling the farthest, and to Jim Potter, treasurer of the Class of 1965, for being the highest ranking officer in attendance from the 50-year class. More than 850 participate in Relay for Life Forty-two teams made up of cancer survivors, families, caregivers, local faith-based groups, businesses, and clubs walked 24 hours in the American Cancer Society Relay For Life of Dearborn & Ohio Counties on June 13 and 14, raising more than $162,000. Contributions will continue to come in and will be accepted through the end of August, which is when the ACS fiscal year ends. The time and commitment given by the event committee, volunteers, teams, and participants will help the American Cancer Society finish the fight against cancer.

munity-based, volunteer-driven event that honors survivors and caregivers, remembers those lost to the disease, and fights for a world with more birthdays. Individuals and teams gather at a track, park, or fairground to campout and walk overnight in confidence that their effort will lead to a cure. Teams organize and complete fundraisers to raise money for the cause, often continuing their efforts at the event. These funds bring the American Cancer Society one step closer to its goal of helping people stay well by helping them get well, by finding cures, and by fighting back. Since 1985, Relay For Life has developed from one man running around a track for 24 hours to a global event taking

place in more than 6,100 communities and 20 countries. This year, Relay marked its 30th year and the accomplishment of Dr. Gordy Klatt. “Relay For Life allows the entire community the opportunity to do something positive when so much negative surrounds the disease,” said 2015 Relay For Life event chairwoman Jan Tyler. Police and school officials have tried a half dozen different things to help the traffic flow with no success, he said. “The school wants to eliminate even for the teachers five or six spots out on Mulberry where they parallel park,” he said, explaining others double park there to drop off or pick up students, further reducing traffic flow. BOW Member Steve Slack asked about buses, and Rising Sun Mayor April Hautman said the one-way rule would apply to buses as well. “The idea is everything flows south,” said Hewitt. Hopefully parents will be encouraged to drive on and not wait for their child to get all the way to and into the building, he said, which they do now “because we're helicopter parents and we can't let our kids do anything on their own.” “It might work,” said Hautman. Hewitt said police used to do a school patrol every morning but that just created more havoc. Motorists didn't know whether to go or not at stop signs as they watched police instead. “I'm not saying it will fix it, but everything else we've tried hasn't worked,” he said. The one-way hours will be 7 a.m. to 9 a.m. and 2 p.m. to 4 p.m. on school days. In other traffic-related decisions, the BOW approved a three-way stop for Fourth and Mulberry streets, where motorists' vision is limited. “There's nothing any worse than to see a kid hit by a car,” said Slack, who also is a city councilmen.

Rising Sun Regional Foundation awards $250,550 in new grants The Rising Sun Regional Foundation (RSRF) awarded a total of $250,550 in 15 new grants in the last quarter. These grants included: ■■$40,000 to the Ohio County Community Foundation for matching funds for Lilly Endowment’s GIFT VI program. ■■$8,650 to the Ohio County Commissioners toward a grinder sewage system for its animal shelter. ■■$4,000 to the City of Rising Sun toward new cabinetry for the clerk treasurer’s office. ■■$5,000 to the City of Rising Sun toward the purchase of a pool vacuum for the community pool. ■■ $2,500 to the Ohio County Convention, Tourism, & Visitors Commission toward expenses for the 2015 Regatta. ■■ $18,000 to the Town of Versailles as a local match for its state (IOCRA) grant application for a storm drainage project. ■■$40,000 to the Town of Holton as a local match for its state (IOCRA) grant application for storm drainage project. ■■$5,000 to the Versailles Lions Club, on behalf of the Versailles American Legion, for the start-up of an American Legion Junior Shooting Program. ■■$15,000 to the South Ripley Community School Corporation toward technology equipment called Mediascape. ■■$40,000 to the Batesville Fire & Rescue and Morris Fire Department for 40 sets of SCBA air packs and compressors.

■■ $18,400 to the City of Aurora toward its Energy Light Savings Replacement program. ■■$7,000 to the Oldenburg Academy toward upgrades for its electronic music lab. ■■ $40,000 to the Milan Community Emergency Relief toward construction of a building for a new food pantry. ■■ $5,000 to the Milan Community School Corporation toward the purchase of sound amplification systems. ■■ $2,000 to the Batesville Youth Football League toward the purchase of helmets and instructional equipment. “We feel very fortunate that we are able to continue to work with community members and organizations, and help them meet some of the needs within our region,” said Jerry Smith, RSRF Board President. “The partnerships between community leaders, foundations, and nonprofit organizations continue to grow, especially during these challenging times.” Grant applications are reviewed on a quarterly basis. The next application deadline is July 15, and applications are available at www.rsrfonline.org. The Rising Sun Regional Foundation began its grantmaking program in early 1997, which it has continued to implement. It is funded by the Rising Star Casino Resort, owned by Full House Resorts, Inc., which makes monthly contributions to the foundation based on a percentage of its Adjusted Gross Revenue.

Deadline July 20 for school help BY CHANDRA L. MATTINGLY Staff Reporter Some kids need a little help to be well-equipped to succeed in school. For many years, the Learning Tree of Ohio County provided shoes, book bags, supplies and other services to as many as 90 Ohio County children. But that organization closed in December 2014. Now there’s a new organization offering that help: Ceil’s Learning Tree, named in honor of the late Cecilia Falk, said a member of the group. “She was an educator and a long-time resident of Ohio County,” said the member. Community funded and operated, the new learning tree was formed in June 2015. It provides books, school supplies, book bags, shoes and other necessities, such as dental and vision check-ups and even haircuts. To qualify, students in kindergarten through 12th grade must be residents of Ohio County and attending Rising Sun Ohio County schools. “The items that we will purchase are quality like anybody would buy their child. The BOW also approved having Flowcheck, Inc., do 11 back flow tests at $95 per connection, with an additional $45 to $120 for any needing repair kits. Sites include the fountain, senior center, public restroom, swimming pool, and fairgrounds, with multiple back flow sites at the last two. “They're all different sizes depending on the size of the water line … and what manufacturer they chose,” hence the varying costs for repair kits, said Northcutt. The fee includes routine cleaning and lubrication. Rising Sun Main Street has gotten a $2,400 grant from the Ohio County Community Foundation for a mural at an intersection, said RSMS Director Amy Hoffman. She is thinking it could be some large flowers painted by JJ Wolfe. “This is something that would have to be repainted,”

she said, noting it would be neat to feature the seaplane. Perhaps it could be painted on the steel piling by the boat ramp instead, she said. “That wall needs painted. … That way you'd see it from the river,” said BOW Member Jim McDaniel, who also is a city councilman. The board discussed plans for Saturday night's July 4 fireworks, and Kendrick said he would bring his own public announcement system. Announcements on what was in use last year were not well heard when a child went missing, noted Hoffman. The BOW agreed missing signs should be replaced at the boat ramp, then Northcutt said he had some good news. The attorney for the Hong Kong Kitchen owner inquired about getting a building permit to make repairs and said he was going to get an engineer to look at the firewall on the building, said Northcutt. “The Hummel wall has been removed, so everything that's there is Hong Kong Kitchen's,” said Northcutt. DeDreu earns save for South Rising Sun's first All-Star busy Saturday Staff Report CARMEL, Ind. - Rising Sun's first-ever Indiana All-Star softball player, Alix DeDreu, saw actions in both ends of the Indiana Coaches of Girls Sports Association's North-South All-Star Classic doubleheader Saturday. Playing on an unseasonably cool, rainy day at Carmel's Cherry Tree Complex, DeDreu was credited with the save in the South's 5-3 game one victory. The right-handed Shiners hurler, headed for NCAA Division III Thomas More College this fall, took the mound in the bottom of the seventh inning and retired North batters 1-2-3 to nail down the win. South led 4-0 after 5-1/2 innings in the Classic opener, but a base-clearing double by Lake Central's Annabel Karberg in the home sixth got the North within 4-3. Renkema, Siebelist Hollywood Casino Dash For Cash winners Staff Report LAWRENCEBURG - Professional cyclists Ben Renkema and Sierra Siebelist were the big money winners in Friday’s USA Cycling $13,000 Tour of Lawrenceburg Hollywood Casino Dash For Cash criterium races. A total of 144 riders, both pros and amateurs, braved threatening skies to complete five hours worth of bicycle racing on downtown city streets without a hitch. Renkema, representing Team Finish Strong Elite Cycling, won the Men’s Professional Category 1/2/3 Criterium over a field of 47 riders in the main event of the night. The Greenville, S.C., rider, ranked ninth in the Jason Griffin Racing Criterium Series coming in, added 58.67 points to his season total with the gold medal victory in the 60-lap, 40-mile race, staged on a fast, flat 0.7-mile downtown loop. Hector Aguilar, a Lawrenceville, Ga., resident riding for the Stradelli-Safetti team, finished second in the pro race, with Frank Travieso of Athens, Ga., riding for Team United Healthcare, came in third. Muncie’s Kyle Perry of Texas Roadhouse Cycling, was the top finisher among area riders, in fifth place. Top 30 finishers in the men’s pro 40-miler split $7,500 prize money. DeDreu's hitting opportunities were limited Saturday, as the North and South deadlocked in a 0-0 tie in game two, with the contest called after one extra inning under international softball tiebreaker rules. That obscure tiebreaker calls for batters who made the third out for both teams in the seventh inning to start the eighth occupying second base. Neither squad was able to push across the run, however. With the South All-Stars batting in numerical order, DeDreu's spot in the lineup was far down the line due to her No. 14 jersey. She batted in the leadoff slot in game two for the South, but came up empty. In another rarity surrounding Saturday's North-South Classic, two players shared the Indiana Miss Softball Award. South All-Star Mallory Baker, a Purdue recruit who led Center Grove to the Class 4A state championship, and North All-Star Kiley Jones of Portage, signed with Loyola (Ill.), tied in the voting. Baker, a catcher and utility player, hit .560 with six home runs this season, after batting .378 as a Trojan junior.

Center Grove teammate Abbey Pratt, niece of former Lawrenceburg basketball coach Mike Pratt, also was a member of the South All-Star squad. Bloomington South pitcher Olivia White earned the North-South All-Star Most Valuable Player Award. South Spencer hurler Kaylea Horn, a recent NCAA Division I commit to the University of Louisville, threw a scoreless first two innings for the South All-Stars in Saturday's first game to gain the victory. Gary May of Gibson Southern, one of three South AllStar coaches selected to lead the team Saturday, was named Indiana Softball Coach of the Year by ICGSA vote. The 58-year-old May guided the Lady Titans to the Class 3A state championship in a 28-4 season, running his record to 218-44 in a nineyear head coaching career. 35th St. Martin's 5K Country Run July 26 Staff Report YORKVILLE - Southeastern Indiana’s longest-running road race takes to the asphalt Sunday morning, July 26, at St. Martin's Church. The 35th annual St. Martin's 5K Country Run, part of the All Saints Festival at the St. Martin's campus, gets a 9:30 a.m. start. The 3.1-mile race covers paved county road from St. Martin's Church, north on York Ridge Road and back, with some small hills. Split times will be given at each mile marker. Entry fee is $9 in advance or $11 on the day of the race. An optional St. Martin's Country Run t-shirt can be

purchased for $11. Entry forms can be downloaded from the parish website at: allsaintscatholic. net. Just click on the events folder. Modern restroom facilities will be available in the parish hall before and after the race. Water will be available at the start-finish line and during the race. Route changes for 4th of July Greendale 5K Staff Report GREENDALE - A slight course change has been announced for Saturday’s 20th annual Greendale Fourth of July 5K Run/Walk. In order to avoid traffic conflicts with Greendale’s July 4 Fishing Derby at the Schnebelt Pond Park, runners and walkers will be directed, just short of the two-mile marker on Nowlin Avenue, to turn right for a short jog east on Parkside Avenue. Then newly-added loop from Parkside then turns north on Heck Drive and west on Parkgrove Avenue before returning to northbound Nowlin. Runners and walkers then turn west onto Cora Avenue, just short of Schnebelt Pond after passing the two-mile marker at Nowlin & Locust Street. At the end of Cora, the route turns left onto Carroll Avenue, which curves back east before connecting with Miller Avenue. After heading south for four blocks on Miller, the course turns left on Haag Avenue, then right again, back onto southbound Nowlin

The annual 3.1-mile event also will add a new, free-entry Kids Fun Run, for youngsters age 6 and under, after the 5K race. Southeastern Indiana’s largest road race will double as a fund-raiser for Voices of Indiana, formed to provide quality music education and a challenging choral experience for the community atlarge. The last bobcat resident at Red Wolf, Bozeman, was friendly with people, though like any wild animal, could not be trusted not to claw or bite. That bobcat came from an apartment bedroom in Kentucky, after its owners realized a wild animal does not make a good pet, said Strasser. “I would assume that they played with him a lot,” he said. The other wild feline most recently living at Red Wolf was Yuma the puma, or cougar. She was the fifth cougar the sanctuary has housed in its 37 years. Those and the sanctuary’s black bears were former pets or confiscated by conservation officers, including from drug dealers.

The three wolf pups also came from Minnesota at just 13 days old in early May, said Strasser. “These guys have all been bottle fed,” he said. The three, and a trio of gray wolves acquired as puppies last year, are intended to repopulate the sanctuary’s wolf habitat. The

For the 2015 Ohio County 4-H Fair, this year’s princess will be Riley Chipman. Through her six years in 4-H, Riley has learned the valuable

One female wolf, who lost her pack mate to old age, is extremely lonely and he hopes to be able to let the male pup of the newest three join her. “Wolves are a very social animal,” said Strasser. An attempt to introduce Sioux, the lightercolored female from last year’s newbies, failed when the young wolf attacked the older one. The new trio are named Dale, Elu and Euclaire and are all light colored. Elu means beautiful in Zuni, noted Strasser. Last year’s three also included two females and a male, but one of the females was and still is black. Counting the young wolves, the sanctuary has a dozen gray wolves altogether. One additional canine also joined the sanctuary: a coyote pup named Crow, now about 12 weeks old. “Someone had left her in a carrying crate at the end of the driveway here. Looks like someone tried to keep her as a pet,” said Megan Erb, Sommerville, Ohio. An employee at Red Wolf, she has taken most of the responsibility of raising and taming the young coyote. Will Yauch, the 2015 Ohio County 4-H Fair prince, is in his fifth year of 4-H and is a part of the Jazzy Jester’s 4-H Club. Will’s favorite 4-H project is woodworking because it has provided him with some good bonding time with his parents as they work on projects together. Will believes his most important achievement in 4-H is that he has become more responsible and trusted thanks to the skills he has learned, especially when caring for his animals. Will is looking forward to serving

as the Ohio County 4-H Fair prince and continuing to be a role model to younger 4-H members. This year’s 4-H Fair queen is Whitney Chipman from the Jazzy Jester’s 4-H Club where she is a 10-year 4-H member. She has been active in the livestock barn and junior leaders throughout her 4-H career. When asked what she has learned over her 4-H career, Whitney replied that “the skills she has learned not only help her when it comes to completing projects but also in everyday life.” Finishing what you start and responsibility are two key skills she has learned over the last 10 years. When asked why she wanted to run for the 2015 4-H Fair queen, Whitney said “that she would like the opportunity to
