in several high school sports during her high school career. She has played four years of volleyball and basketball and is a four-year member of the Rising Sun High School cheerleading squad. This year, Kelsey received an Indiana Academic All State Honorable Mention for basketball. She played on the girls’ high school softball team her freshman, sophomore and senior year. During her summers, Kelsey plays on the 2 Out Storm traveling softball team. In 2014 and 2015, Kelsey and the team traveled to Panama City, Florida and played in the Softball World Series. Kelsey is a member of the Junior/ Senior Prom Committee and participated in this year’s Rising Sun High School drama production. Kelsey served as the president of her class during her sophomore, junior and senior years. Her biggest thrill of being class president has been to greet Indiana Secretary of State Connie Lawson, and give her a tour of Rising Sun High School. Kelsey is a member of the Spanish Club and the SADD Club. She attends the Rising Sun Church of Christ where she volunteers for church events and the Christian Outreach Free Store. She has served as a volunteer for the Rising Sun Volunteer Fire Department Chicken BBQ, the Ohio County Catfish Tournament and the Rising Sun Cemetery. For the last, she helped place flags on the graves of veterans for Memorial Day. Kelsey plans to attend Butler University this fall to begin her studies in pre-pharmacy. When asked how she felt when she found out she had been awarded the Lilly Endowment Community Scholarship, Kelsey replied, “I was so relieved for myself and my parents. I knew the financial burden the scholarship would lift off of my parents, and it will now allow me to attend Butler University. I wanted to make my parents proud.” “I would like to thank the Ohio County Community Foundation Board of Directors and the Scholarship Selection Committee for awarding me the 2016 Lilly Endowment Community Scholarship,” said Kelsey. “It is a wonderful opportunity for me and I am excited to start my studies this fall at Butler University.”

The Ohio County Community Foundation is proud to administer the Lilly Endowment Community Scholarship for Ohio County. This past fall, 13 scholarship applications were submitted from the senior class of Rising Sun High School. The scholarship selection includes three processes: the application, a one-page essay and a personal interview. The applications were reviewed and scored by members of the OCCF Scholarship Selection Committee. The scores are based on the scholarship criteria which include academics, financial need, and extracurricular activities, sports activities and employment; a one page written essay; and the applicant’s college preparation which includes the applicant’s overall potential to succeed in college. Five finalists were selected based on their application scores and were interviewed individually by members of the selection committee. After the interview process, the OCCF scholarship selection committee selected one finalist and one alternate and forwarded these nominees to the Independent Colleges of Indiana, Inc. (ICI). The finalists’ applications were submitted to the Independent Colleges of Indiana, Inc. (ICI) for final selection. ICI is a nonprofit corporation that represents 31 regionally accredited degree granting, nonprofit, private colleges and universities in the state. “The Lilly Endowment Community Scholarship program is the result of a state-

White didn't think his family would go for it – but they did, and he spent eight years as Thuermer's partner, milking 17 head of Holsteins and raising crops. Then Aylor and Meyer Feeds offered him a job as a salesman, said White. That would have taken him away from home, and he had always been home for lunch. So when River View Cemetery wanted to hire him as custodian in 1961, he accepted, and spent the next 14 years living in the house and tending the grounds there. “I saved them a lot of money,” said White, recalling how he and his crew took over cutting down failing trees, planting flowers on perpetual care lots rather than

contracting the job out, and getting the cemetery board to purchase labor- and moneysaving leaf collection equipment. Meanwhile, he bought a farm on Holmes Hill, where he later built a house, and he bought cattle all over, raising them for beef, he said. He'd do about anything “if I could make a nickel,” said White. Finally, after he left River View in 1975, in addition to farming, he became a dealer for about 15 years for Dixon Lawnmowers, successors of Ram, the first mower with a zero turn radius. White has outlived his wife, who died in March 2012, and the husbands of two of his daughters. The daughters include Margaret

Murray, Elizabeth (David) Zerkle, Peggy Cutter and Denese (Paul G.) Southgate. White has 10 grandchildren, 19 great-grandchildren and 20 great-great-grandchildren. Asked why he's lived so long, he credited “the Good Lord … for most of it, and a good woman, and parents who took me to church, they didn't send me, and good grandparents.” Raised Methodist, he's a member of Pilgrim Holiness Church at East Enterprise. But White also noted he's never smoked (aside from one cigar at age 12 that made him sick,) or tasted whiskey or beer or drank coffee or pop. “I'm wondering if I should try to make another 100 or just another 5,” he added.

District meeting draws 107 Ohio County Extension Homemakers hosted the Madison District Spring Meeting Monday, March 14, at the Rising Sun Church of Christ with 107 attending. Coffee and breakfast goodies were served. The theme was “Planting Seeds of Happiness.” Sara Richard, Ohio County president, welcomed everyone, and Cathy Donaldson, Madison District representative, gave opening thoughts. The pledge, creed, and mission statement were led by Switzerland County homemakers.

An inspirational message was given by Rose Marie Curry of Ohio County, then Donaldson led the business session. A tribute was given by Switzerland County homemakers to extension homemakers who have served in the military. A stretcher was led by Dearborn County homemakers. IEHA State President Elect Cathy Cook and IEHA State Vice-President Stephanie Jerabek shared messages with the group. IEHA marketing materials were sold by Brown County homemakers. A “Jeopardy Game about Diabetes” was led by Jennings County Educator Atina

Rozhon and Decatur County Educator Teri Hornberger. A delicious buffet lunch was served by the Rolling Pin with invocation by Jefferson County homemakers. IEHA State President Jeanine Arnett shared a message. Door prizes of shamrock plants, Bath & Body lotions, OMI gift baskets, IEHA water bottles, and assorted candles were awarded by Richard and Charlotte DeVille. Everyone received an Ohio County goodie bag. Marilyn Davis, Decatur County, announced that the Madison District fall meeting will be Sept. 30 in Greensburg.

Plans were made for Achievement Night on April 19, 2016 at the Rising Sun Church of Christ. Hostess Judy had a pretty spring table with shamrock plant, pansies, Easter balloon, and colorful paper goods. She had the group make root beer or orange crush floats with ice cream. Empire House marks own bicentennial BY JARRAD HOLBROOK Rising Sun's Empire House Hotel is celebrating Indiana's bicentennial - and its own - with a facelift. Constructed in 1816 as the private residence of Daniel Brown, the building for decades also housed his general store. Over its 200-year life, the landmark served many purposes - a church, a tavern, a Masonic Lodge. Various owners operated it as a hotel, until the Schroeder family took over and christened it the Empire House in 1885. Marsha Louden owns the Empire now and you may have noticed work underway on the unusual wooden columns on the South Front Street façade. Nature took a toll on the columns - the 1937 floodwaters halfway submerged them - causing deterioration so severe that they required replacement. The previous columns had no central support. To provide more structural stability, the new pillars rest on a metal plate added to the concrete bases, with posts running up the center of each column to carry the weight of the secondfloor porch. Next up on her list: renovating the porch, which commanded a great view of the flatboats slowly navigating the Ohio River. Louden has funded the current project herself, but she plans to pursue other funding sources for future work. Not only will current and future work continue to beautify the riverfront, but also encourage tourists to stay at a locallyowned accommodation while in Rising Sun. Did anything happen to your mom before she went to sleep? - No. She had to take her medicine. She went to her bedroom, and when I wanted a sandwich and went to ask her, she wouldn’t wake up. - Do you know what kind of medicine she takes? - I don’t know what it’s called but she has to take a shot and has to use a belt on her arm when she takes the shot. - OK. Good job. Don’t hang up. I am getting help. - OK. - Attention EMS: possible

I am Timmy’s caseworker. - So here we have DCS and Mom represented by their attorneys. The only one not represented here is Mr. Timmy. I am going to assign Timmy a volunteer advocate. We will meet again in two weeks with all of us and Timmy’s advocate. Dismissed. Jackie has been a volunteer with the advocate program for five years. She has advocated for about 35 children in those

five years. Timmy was her newest case. In the 10 days since she had been assigned, she met with DCS, Mom, teachers and Timmy. She visited Timmy three times in the first 10 days. She learned a lot about Timmy and his family. Timmy told Jackie that he loved his mommy very much and just wants her to get better. He said he wants to see her since he had not seen her since he called 911. The courtroom was quiet as the Judge walked in. All were gathered as before except this time Jackie was there. - We are here for Timmy again today. I want to hear all sides. The judge listened to DCS describe how Timmy and his mom came into the system and their recommendations on how they should move forward. He then listened to Mom’s story on how she came to use drugs and how she wants to change so Timmy can come home. Then he asked for Timmy’s side. - Miss Jackie, what can you tell me about Timmy? - Well, Judge, Timmy is

a very bright, well adjusted eight-and-a-half-year-old boy. He likes board games, cards and sports. He taught me how to play video games. His school work has suffered in the past four months as has his attendance. Until that time, he had nearly perfect attendance and was on the third grade honor roll. He misses him mom very much and has not seen her since this all began. He wants you to know that he wants to go home when his mom is better. - What are your recommendations in this case? - First, I think Timmy needs to see his mom so he knows she is alright. Then I agree with DCS that Mom needs to go to rehab and counseling to begin the road to recovery, and Timmy going home. - Since all parties agree and I think all recommendations should be followed, let’s get started down the road of recovery for Timmy and Mom. Dismissed. This is what the DearbornOhio County Child Advocate Program does. We speak for

the child. Everyone in the case is represented; the child should be too. With enough volunteers, every child CAN be represented. The children of Dearborn and Ohio counties need your help in a complex system they do not understand.

OBITUARIES Florence Elizabeth Cook

Florence Elizabeth “Libby” Cook, 70, Cincinnati, formerly of Rising Sun, passed away on March 24, 2016 in Cincinnati. She was born on April 14,1945 in California, daughter of the late LeRoy and the late Florence Massey Cook. After World War II, at the age of one, she and her parents returned to the family farm in Rising Sun. She was a 1963 graduate of Rising Sun High School and was retired from Gibson Greeting Card Co. She was talented in art, liked to crochet, and bake cakes for family holidays. Her best times were spent with her family and friends.

Surviving are her son, Andrew Cameron (Cathy) Johnston, Bellville, Illinois; three step grandchildren and one step great granddaughter; sisters, Paula Cook Rudolph of Greendale; Lois Cook of Rising Sun; and a brother, Allen Cook also of Rising Sun. She also leaves her former husband and friend, David Johnston, and dear friend, Rick Kay. She was preceded in death by her parents. Libby donated her body to the University of Cincinnati College of Medicine. A memorial service will be held on Saturday, April 30, 2016 at 1 pm at St. Anthony’s Catholic Church, 6104 Desmond St. Cincinnati, Ohio 45227. Memorials may be made to St. Anthony’s.

LAWRENCEBURG - Rising Sun softball scored eight times in the top of the third inning to cruise to a 9-4 victory in its first road game of the season Monday night. Senior right-hander Tiffany Vinup struck out 10 Lawrenceburg Tigers in 6-2/3 innings for the mound victory, allowing two earned runs on seven hits, with one walk and two hit batters. Juniors Kyla Willhite and Baylie Hunter led the 10-hit

No. 2 hitter Willhite smacked a pair of doubles in four at-bats, driving home three RS runs and scoring twice. Hunter doubled once in 2-5 at the plate from the No. 3 hole for two runs batted in. Leadoff batter Chelsea Brown, a sophomore, went 2-4 at the top of the Shiner order with a steal and run scored. Seven different Rising Sun softballers plated single runs in Monday night's cool, windy road opener at Lawrenceburg, including freshman Lucy Phelps, Vinup, freshman Sydney Bostic, freshman Abby

Wallace and senior Kelsey Romans. Both teams carded 10 hits in Monday's matchup, which saw Shiners junior reliever Claire Poling work one-third of the inning in the bottom of the sixth, allowing an earned run on three hits. Sophomore left-hander McKenzie Meyer started and took the loss for the Tigers, tossing four innings. Only two of the eight Shiner runs during her shift were earned on a total of eight hits, with six strikeouts and two walks. Olivia Nagel finished up on the mound for LHS, working the final three frames in which she allowed an earned run on two hits, with three walks, two strikeouts and two wild pitches. Hunter drove in two runs with a single and ground out, while Brown went 2-3 with one batted in to make it three Shiners with multi-hit games. Scoring two runs apiece for the Shiners were senior Emily Kendrick, Brown, Poling, Willhite and Hunter. Vinup got the abbreviated victory with three innings of shutout mound work, allowing one Academy hit with a strikeout.

Poling came on for two relief frames, yielding an earned run in the fifth on four hits with one strikeout. Neither Shiner hurler issued a free pass. Oldenburg's lone run crossed in the top of the fifth inning. Maggie Bruns, who had two of the Twisters' total five safeties, scored off a single by Maddie Hogg. JCD’s Scott Smith merits IBCA Coach of the Year Staff Report INDIANAPOLIS - Scott Smith, who led Jac-Cen-Del to the Class A girls basketball state championship in February, was one of 12 coaches chosen as Bob King Coaches of the Year by their peers in the Indiana Basketball Coaches Association recently. Smith, a graduate of JacCen-Del and Northern Kentucky University, guided the No. 2-ranked Lady Eagles to a 27-1 season. In 15 seasons at his alma mater, Smith’s teams are 258102 and have won 12 sectionals, four regionals, one semistate and one state title. A total of six girls and six boys coaches earned IBCA Coach of the Year honors via voting that occurred from late January through late February. Girls basketball Coach of the Year honorees also included Chris Kindig of Tippecanoe Valley, Tony Stesiak of Rochester, Doug Laker of Greenfield-Central, Andy Maguire of Zionsville and Missy Voyles of North Harrison. Shannon is a 1978 graduate of Anderson High School and a 1982 graduate of Ball State. All 12 coaches will receive plaques as a 2015-16 IBCA District Coach of the Year at the 2016 IBCA Clinic on April 22-23 at Lawrence North High School in Indianapolis. The Coach of the Year award is named for the late Bob King, IBCA executive director from 1984-94. King was a Lebanon native who coached at Sacred Heart and Shortridge high schools in Indianapolis before serving as an assistant basketball coach at Purdue and later an assistant and associate athletic director at Purdue. Host Knights took the boys 4 X 100-meter relay title, with Cameron Reed, Seth Disbro, Matthew Murray and Oatman combining for 48.50. Four hundred meter dash races both went to South Dearborn, with senior David Sinclair the boys winner in 54.21 seconds and Murray doubling up to win in 1:07. Gabe Lahman won boys 300-meter hurdles for SD in 46.94, while Shelby Beil posted her second win of the day on the girls side in 59.18. Sister Erika Beil became another Knights double individual winner in girls 800meter run, timing 2:49.26. Sinclair and Murray duplicated their 100-meter sprint sweep in the 200-meter races in times of 24.68 and 29.72, respectively. SD’s Savannah Reeder won the 3,200-meter run with a top time of 14:30.47. Knights swept both 4 X 400-meter relays, with the boys carding a time of 3:57.57 from the foursome of Austin Draper, Gabriel Lahman, Matthew Murray and Sean Groves. SD’s Michaela Stehlin, Erika Beil, Gracie Murray and Holly Roberts teamed for the girls 4 X 400 win in 4:44.41. Kendal Miller named Hoosier Woman Artist Treasurer of State Kelly M. Mitchell hosted a reception at the Indiana Statehouse Tuesday, March 29, honoring the winners of the 2016 Hoosier Women Artists Contest who will have their artwork displayed in either Mitchell’s office or Lt. Rising Sun Municipal Utilities' 1,600 customers were just a few of over 48,000 Hoosier electric consumers to be without power Saturday evening, April 2, thanks to high winds. The utilities receives electricity for the city through Duke Energy, said utilities superintendent Shawn Guidice. “It was on Duke's side. They were out there searching with our guys” for the problem, he said. Power was off from 5:30 p.m. till around 9 p.m. or 10 p.m., with city employees turning the power to city residents back on in stages to prevent a major surge. “The wind took a tree down on the transmission lines” about a mile south of Aurora

in Duke's right of way to Rising Sun, said Duke service manager Howard Austin. “We had stuff down everywhere. … It took us awhile to get to it.” ”The weather that came through didn't impact just one part of the state,” said Chip Orben, Duke Energy district manager. With all parts of Indiana as well as Duke's Cincinnati service area affected, the company couldn't move service employees from one state to the other, he said. Saturday's strong winds, with gusts of 60 mph, led to a peak of 48,444 power outages in Indiana. About 7,666 customers remained without power early Sunday afternoon, April 3, and Duke called in service folk from Wisconsin and Michigan to help restore power. Broken cross arms and utility poles had to be replaced in

many instances before wire could be put back up, said Orben, noting Nashville was one of the hardest hit areas. “Our guys could only work 16 hours” before they were mandated to take an eighthour rest break, he said. Asked about the condition of Duke's right of ways, with so many downed trees, Orben said the company does clean out its right of ways on a “pretty consistent schedule.” “But when you've got winds blowing at 60 mph, you've got trees coming in from outside our right of ways,” he said. Duke Energy Indiana’s operations provide about 7,500 megawatts of owned electric capacity to approximately 810,000 customers in a 23,000-square-mile service area, making it the state’s largest electric supplier.

Distracted driving is a real threat Dating back to the days of the first automobiles, drivers have always taken on a degree of risk when getting behind the wheel and hitting the open road. While technology has done much to mitigate that risk, it’s also contributed to the growing number of distractions drivers face on the road. Distracted driving is a significant threat. According to the Centers for Disease Control and Prevention, in 2012 more than 3,300 people were killed in crashes involving a distracted driver. Just a year earlier, 17 percent of crashes in which someone was injured involved distracted driving. Those figures are even more disturbing when one considers the problem of underreporting with regard to distracted driving. The National Safety Council notes that underreporting of mobile phone use leading to car crashes makes the issue of distracted driving appear less substantial than it likely is. Perhaps because they fear potential citations or even possible incarceration, many drivers involved in crashes do not admit to using mobile phones while driving. But a 2011 CDC study found that distracted driving is a genuine threat. In the study, survey participants were asked how

often they had read or sent a text message or email while driving in the previous 30 days. Nearly one-third of study participants in the United States admitted that they had, and those figures were similar in Portugal and Belgium. In addition, 69 percent of U.S. drivers between the ages of 18 and 64 reported that they had talked on their mobile phones while driving in the past 30 days. Combatting distracted driving is not easy. As the use of mobile devices grows, many people are finding it increasingly difficult to put those devices down, even when they are behind the wheel of their automobiles. But there are some steps drivers can take to improve their awareness on the road. One such step is to reduce reliance on hands-free devices. Though it might seem as though hands-free devices are the ultimate weapon against distracted driving, the NSC reports that more than 30 studies have shown that such devices do not make drivers any safer. That’s because drivers remain distracted by the conservations they have while using hands-free devices. Reports from the NSC, Texas Transportation Institute and AAA Foundation for Traffic Safety indicate that drivers talking on

4 reasons for a check engine light Vehicles rely on many components working harmoniously to function at optimal capacity. Any number of systems can go wrong, and oftentimes the first indication that something has gone awry is an illuminated dashboard signal. One such signal is the “check engine” light. Many drivers have little idea what to do when this indicator lights up, and this light can cause some anxiety. According to Consumer Reports, a check engine light turning on does not usually require immediate action. However, it does mean that you should make an appointment to have the vehicle inspected for potential problems. Check engine lights are part of a car’s onboard diagnostics. The light turning on may indicate something minor, such as a loose fuel cap, or something more serious like a misfiring engine. When the light turns on, drivers wondering why may want to see if the answer is related to one of the following issues. 1. Loose gas cap: Fuel vapors can leak out and air can get in when the fuel cap isn’t secured correctly. This can compromise the fuel system and make the check engine light come on. Take off the cap and then reseal it to see if that alleviates the problem. Cracked caps will need to be replaced. 2. Dirty oxygen sensor: A faulty or clogged sensor may not provide the right information about unburned oxygen from the vehicle’s exhaust. This sensor monitors how much fuel is burned. Compromised data can cause a decrease in fuel efficiency.

Some do-it-yourselfers can replace an oxygen sensor on their own, but those who can’t should have the issue addressed immediately by a professional. 3. Too much speed or load: Towing a trailer or another heavy item may put strain on the vehicle and cause the light to come on because of loss of power. Lightening the load and reducing speed can help fix the problem. Always consult with the owner’s manual to determine the towing capacity of your vehicle. 4. Short or faulty code: Computers aren’t always

fool-proof, and sometimes an electrical short or another similar problem can cause a light to come on. Bring the vehicle to an automotive supply store. Such stores typically have diagnostics tools that can be hooked into the car’s computer and provide a more detailed understanding of what is triggering the check engine indicator. In many cases, a steady check engine light is not a serious concern. However, when such a light comes on, drivers should try to find out why as soon as possible.

Another step drivers can take to improve their awareness on the road is to educate themselves and their teenaged drivers about the dangers of distracted driving. A University of Utah study found that drivers using mobile phones had slower reaction times than drivers with a .08 blood alcohol content, which is the legal intoxication limit in many states. If more drivers realized that speaking on their mobile phones impairs their reaction time even more than driving drunk, then perhaps more people would put down their phones and continue their conversations once they reach their destinations. Finally, drivers who recognize their habits can take steps to prevent those habits from putting them in harm’s way. If you are never too far away from your mobile phone and unable to resist the urge to read and/ or answer a text message or email, turn your phone off and put it in the glove compartment before you hit the road. Doing so might just save your life and the lives of your passengers and fellow motorists.

While figures for 2016 have yet to be determined, in September 2015, the automotive resource Kelley Blue Book (www.kbb.com) reported that the average transaction price for light vehicles in August 2015 was $33,543. Those figures should raise eyebrows among consumers, as they illustrate just how much more expensive new cars have become over the last three decades. The U.S. Bureau of Labor Statistics Consumer Price Index inflation calculator indicates that $9,255 in 1986 had the same buying power as $20,041.47 in 2015, leaving consumers in 2015 well short of the necessary funds needed to purchase new vehicles. If new vehicle buyers in 1986 were faced with similar average car costs as buyers in 2015 faced, they would have needed $15,489.91 to drive a new car home from the dealership.
