Rising Sun bids goodbye to third K-9 Casino seeks hotel BY CHANDRA L. MATTINGLY Staff Reporter Whether Rising Sun Police K-9 Joey ever saved his handler's life is unknown. But in thousands of deployments in his eight years of service, the police dog did save lives. Joey, retired from the force Dec. 31, 2014, turned 10 in January. Sadly, the dog was diagnosed with thyroid cancer in June and was humanely euthanized Friday, July 31, said his handler, Rising Sun Police Officer Rodney Rimstidt. “I can't say how many actual bad guy takes there were,” said Rimstidt. But in locating suspects during burglaries in progress and tracking other wanted persons, the dog may have prevented assaults on police officers or others. “That's one of those things you never know,” said Rimstidt. In any case, Joey is credited with saving lives when he tracked missing individuals. His first working track was Feb. 14, 2007, just days after he and Rimstidt graduated from training at Vohne Liche Kennels in Dever, Ind. The city had purchased Joey from there in December 2006. Rimstidt and Joey, just 2 years old, were dispatched at about 6 p.m. that Valentine's Day to Wolf Ridge Road in Bennington to search for Marshall Wilkerson, said Rimstidt. The 42-year-old man had been missing since noon on a blustery19-degree day. Starting into the woods from tennis shoe tracks in the snow, Joey followed the track about a mile, locating an unresponsive Wilkerson in a ravine some 40 minutes later. Carried from the scene, then AirCared, the Cincinnati resident was treated for severe hypothermia, according to an Indiana Conservation Officers' news release at the time. “Another missing person deployment that stands out in my mind occurred on Brown Road near the Switzerland/Ohio County line,” said Rimstidt. Not quite a year later, the January 2008 search involved a young woman who had walked away from a 3:30 a.m. vehicle accident. Called in at 10 a.m., Joey followed the trail for about half an hour, locating the apparently confused and injured woman in a cabin, according to Rimstidt's report at the time. It appeared she had broken a window to go inside, and, wrapped in a blanket, she told the officer she had taken a hot bath because she was cold. She was taken by ambulance to a

Should Rising Star Casino be relieved of lease payments for a secondary hotel for five years? That's the request Full House Resorts, the casino owner, has made of Rising Sun Ohio County First. RSOCF built the hotel, now known as The Lodge, with a loan from the Rising Sun Regional Foundation. The 104-room hotel, built on what initially was casino property, was leased to the casino in August 2013. The casino pays $77,500 per month for the hotel, which RSOCF uses to repay the RSRF. Foundation holds annual celebration
The Ohio County Community Foundation recently celebrated their 17th anniversary with a Celebration Dinner on Friday, July 31. The celebration took place at the Ohio County Senior Citizen Community Building located on South Mulberry Street in Rising Sun. Holt Hoffman, President of the Board of Directors for the Ohio County Community Foundation, welcomed guests. Don Kittle gave the blessing for the food and guests were invited to line up for the pitch-in style dinner with the Community Foundation providing the meat and drinks and those in attendance providing a covered dish. Sandra Bowlus, HSE Teacher at the Rising Sun Education Center presented students Crystal Cullum and Brittany Whitaker with their HSE (fonnerly GED) Certificates in a graduation ceremony to start the evening. Peggy Dickson, Executive Director of the OCCF welcomed everyone and introduced the board members and committee members and thanked them for their service to the Ohio County Community Foundation. Peggy Dickson then gave an overview of the 2014 Annual Report for
the Ohio County Community Foundation. Christy Elbright, Administrative Assistant and Stephanie Scott, Program Coordinator, spoke to guests about the Grants and Scholarship programs available at the Foundation. Scholarship and Grant recipients were introduced and pictures were taken. Connie and Denny Brown then held the annual auction. The auction was held to raise money for the Healthy Community Fund currently held within the Ohio County Community Foundation. The proceeds from the auction will benefit Ohio County residents who cannot afford dental care. Over 100 items were donated from local businesses and individuals. Cailin Bush awarded Cooper Scholarship Cailin Bush has been awarded the Thomas A. and John S. Cooper Memorial Scholarship in the amount of $400. The scholarship is administered by the Ohio County Community Foundation. Cailin is 2015 graduate of Rising Sun High School and the daughter of Jason and Leslee Bush. The award was presented by Holt Hoffman, President of the Ohio County Community Foundation Board of Directors, during the Rising Sun High School Awards Program. The Thomas A. and John S. Cooper Memorial Scholarship was established within the Ohio County Community Foundation, in 2014, by the Rising Sun Ohio County School Corporation from the bequeathed funds of Mrs. Mary Louise Espey Cooper in memory of her husband, Thomas A. Cooper and son,
John S. Cooper. Mrs. Cooper was a graduate of Rising Sun High School and Indiana University and practiced law. The purpose of the scholarship is to provide scholarship grants to current year graduates of Rising Sun High School who are pursuing a nursing degree at an accredited hospital nursing program or an Associates or Bachelors Degree in Nursing at a College or University. Contributions can be made to the Thomas A. and John S. Cooper Memorial Scholarship Endowment Fund in the Foundation office located at 330 Industrial Access Drive, Rising Sun. The Detmer Family gathered for the 86th time for their annual reunionon July 19th. This year there were 38 attendees at the First United Methodist Church in Rising Sun. Albert Allen Detmer blessed the meal and all enjoyed the wonderful food. Anita Massey conducted the business meeting which included announcing the years’ births, deaths, weddings and special thoughts for members of the family who were ill. On display was a map of Ohio County which showed the location of the homes of the original Detmer emigrants noted (the research was done by Anita Massey); two Bibles, in German, that were donated by Albert Allen and Cleo Detmer; a notebook with entries from early Detmer Family Reunions provided by Polly Raker; and a copy of the Rising Sun German Cemetery Guide. Prizes were awarded to the oldest attendees, Elsie Stegemiller and Donald Dale Detmer; persons who traveled the farthest to attend, Bob and Mary Stegemiller of Worthington, Ohio and the closest guess to the number of candies in a container, Elsie Stegemiller. There were several first time attendees. Copies of the updated Detmer Family History written by Don Foss, family pictures, an oral history of the Detmer Family by Albert Detmer, USB drives, t-shirts and bags were distributed. SWISS WINE FESTIVAL Vevay’s Swiss Wine Festival celebrates 44th year
Organizers of Indiana’s 44th Swiss Wine Festival invite the public to the Paul Ogle Riverfront Park in Vevay – “Where the Good Times Flow” on Thursday-Sunday, Aug. 27-30, when the community pays homage to Switzerland County’s Swiss winemaking roots. The festival is a non-stop celebration that includes food, fun, and festivities along the scenic Ohio River. Indiana’s largest 4-day Wine Festival was named a “Top Ten Festival” by Top Events USA and the Fourth Best Food Festival in Indiana by Best of Indiana. Switzerland County Tourism is the festival’s largest sponsor along with nearly 100 additional sponsors that make the top-notch festival possible each year. Located in Switzerland County between Cincinnati and Louisville – and about two hours from Indianapolis – four days of non-stop activities, food and entertainment attract wine lovers and visitors from across the country. With a population of around 1,700, the people in and around the town of Vevay, are experts at throwing a grand festival. The famous Wine Tasting Pavilion includes 12 Indiana wineries that offer tastings of their award-winning wines or purchases by the glass or bottle. Visitors won’t be disappointed as organizers and volunteers have been working since the close of last year’s event to insure that Switzerland County maintains a highquality family celebration that honors their winemaking origins and their notoriety as the “Birthplace of the First Successful Commercial Winery in the United States.” “The festival fosters both Switzerland County’s past and future. Not only does it provide a positive financial impact for local non-profit organizations and for-profit businesses, but also helps drive economic development through tourism in Switzerland County,” said Kirk Works, Swiss Wine Fes-
tival President. The event is put on by volunteers, including the unpaid Swiss Wine Festival president and board of directors. A parttime paid festival coordinator also volunteers additional time and talents. While facets of the festival require professional labor, as many tasks as possible are completed through the volunteerism of the locals. In 2013, over $40,000 collected by the festival went to 43 local clubs and organizations that provided helpers to work the festival. More than $7,000 was given through scholarships and prize money for festival events with more than $180,000 going to Switzerland County for-profit businesses and/or individuals. These amounts do not include figures for money spent by tourists through gas, food purchases outside the festival or lodging. In 2015, visitors will find the traditional aspects of the festival firmly in place – the famous Wine Tasting Pavilion, the Midwest Championship Grape Stomp, arts and crafts, Grand Festival Parade, riverboat cruises, beer garden, 5K river run/walk, poker run, cornhole tournament, cheerleading competition, live entertainment and more. Patients want drugs now---but at what risk? BY TRUDY LIEBERMAN, Rural Health News Service As new drugs and medical devices are developed, it’s understandable that the public, always in love with new technologies, want to use them. They also want them to be safe, and most people think they are. It comes down to a balancing act that will soon be tested in Washington. In the fall the U.S. Senate is likely to approve legislation that shifts the scales more in the direction of getting “cures” to market faster, and that could be a big step backward in regulating medical devices---things like breast implants, coronary stents and artificial knees. The 21st Century Cures Act sailed through the House of Representatives in July on the premise that need outweighed the risk of inadequately tested products. Dr. Rita Redberg, a well-known cardiologist at the University of California San Francisco Medical Center, told me, “the emphasis has been on getting drugs and devices on the market quickly, not on making sure they are safe.” In a New York Times op-ed
Redberg wrote, “The bill would severely weaken not strengthen, the FDA’s already ineffective regulatory scheme for medical devices. The device industry, may stand to benefit from this legislation, but the health of the public does not.” What does the legislation, pushed by the $110 billion device industry and patient advocacy groups, do? In a nutshell it changes the way FDA approves new drugs and devices. Manufacturers of so-called “breakthrough” devices would be able to submit evidence of safety and efficacy based on sources other than clinical trials, the gold standard. In other words, with a clinical trial scientific evidence determines whether a new product can be sold. Under the 21st Century Cures Act a manufacturer could submit evidence that a device is safe and effective based on case histories; that is, it could offer the experiences of individuals that a new product should come to market. If patients showed some benefit, manufacturers could submit those experiences to the FDA. According to Redberg, the proposed law would mean “an-
ecdotal evidence rather than scientific studies, could be used to approve drugs and devices.” She told me, “This will result in a lot of dangerous drugs and devices on the market with no evidence. Allowing case studies as the standard is crazy. It lowers the data standard to nonexistent.” To understand what’s happening, you have to go back to 1997, another time when the same coalition of drug and device makers, patient groups, and Washington think tanks interested in deregulation convinced Congress to lower the approval standards. It reduced the number of clinical trials to establish safety and efficacy from two or more to one or more and allowed device companies to select and pay for-profit firms to review their products instead of the FDA---a sort of fox-in-thehen house arrangement. Redberg’s work shows there are fewer trials. A 2009 study published in JAMA showed that 65 percent of pre-market approvals for cardiovascular devices were based on a single study, and those studies were often prone to bias and lacked strength. John Fauber, a reporter
at the Milwaukee Journal Sentinel, has documented deaths and injuries resulting to patients who’ve taken cancer and diabetes drugs that were approved under the 1997 looser standards. If the current legislation passes, device makers could conduct the more rigorous trials to see if their products really are safe and effective after they’ve already been on the market. This is hardly foolproof. Sometimes trials are delayed for years after a product is sold, and many are never completed. What’s troubling about all this is the lack of critical discussion of the proposed changes in the media and elsewhere. There has been, however, plenty of commentary and op-eds supporting the 21st Century Cures Act. “You’d think Mother Teresa had written this bill considering the overwhelming praise it’s getting,” says Gregg Gonsalves, a research scholar at the Yale Law School. In the Huffington Post TV personality Katie Couric, a former F.D.A. commissioner and the founder of a disease advocacy group claimed the legislation “does not reduce safety standards.” They talk about
“genetic analysis” and “newly discovered biomarkers,” to evaluate new drugs, but don’t mention products could be marketed without clinical trials. As our standards for drugs and devices take a U-turn, the death of Dr. Frances Kelsey who died in early August at age 101 should remind us what happens when marketing trumps safety. Kelsey was the F.D.A. official who kept the drug thalidomide off the U.S. market because of safety concerns. No one wants another thalidomide scandal, but what are we willing to risk to sell drugs and devices faster perhaps without sufficient testing? Have you had experiences with unsafe drugs or devices? Reiter Farms provides a milk cooler to the school system to store the milk. During the summer months, the school system does not purchase any milk, but Reiter Farms leaves their milk cooler at the school. Patty Huff contacted the company to rent a cooler. They explained she could take the unused cooler from the school property and return it when she was finished with it. There were no school policies that were broken with this transaction. The request came after Indiana farmers suffered significant crop damage and losses caused by flooding and excessive rain since May 1 of this year. “Farms in counties all across the state have suffered because of the excessive rainfall we’ve experienced during our spring and summer months this year,” said Governor Pence. “I’m thankful to the Indiana Farm Service Agency and the United States Department of Agriculture for recognizing the need for assistance for our Hoosier farmers, and I hope that those affected will apply for the loans they need.” Under the secretarial disaster declaration, low-interest emergency loans are available to all producers suffering losses in the
53 counties for which the secretarial disaster declaration has been approved, as well as in affected contiguous counties. Daniel wins Rising Sun F2 Nationals South Carolina driver tops SST120 Super Pro class
RISING SUN - Lee Daniel of North Augusta, South Carolina, won the SST120 Super Pro class to claim the American Powerboat Association Nationals regional title at the Rising Sun Regatta on the Ohio River Sunday. Daniel, driving the No. 2 Gold Mechanical/Pugh Boat Works powerboat for the Gold Mech Racing Team, drove a strong, fast race on the calm waters of the Ohio, under hot, sunny conditions, for associate sponsors Custom Machine & Welding, Reliable Rental and Silver Sheet. Mark Jakob, driver of the No. 7 Budweiser Racing Team boat out of Clifton, Ill., settled for the second-place trophy for sponsors L & G Marine, Hard Rock Cafe and Nameoki Village. Jeff Reno, from Okeechobee, Fla., drove the No. 34 Kloeckner Metals Racing Team/ Seebold Racing Boats craft to third place for Rock N Roll Racing. SST-120 boats, also known as Formula 2, have minimum length of 16 feet and can reach speeds of up to 100 miles per hour. Mark Schmerbauch of Greenfield, Wis., emerged as the Powerboat Nationals Series National Champion in the SST45 class Sunday in the No. 06 MJS Racing Team boat. R.J. West of Manteca, Calif., in the No. 93 Skeleton Racing, was runnerup in the SST45 class Nationals, with Steve Merlau of Fennville, Mich., finishing third in the No. 66 Merlau Racing craft. The SST-45 class, sometimes known as Formula Lights, have a minimum length of 12 feet and a competition record top speed of 70 mph. Schmerbauch currently leads the FLights points standings at 579. Merlau ranks second at 481. Chip Wavro drove the No. 33 boat to victory in the Super Sport class Saturday, while Toby Hood won the SST60 Intergalactic Championship in the No. 64 craft.
Rising Sun was the fourth stop on the Powerboat Nationals tour, which opened March 7-8 at Lakeland, Fla. Second stop was at Stuart, Fla., May 16-17, with the third Powerboat Nationals race at Huntington, W.Va., July 25-26. Three more Powerboat Nationals events are scheduled this season, including one at Forest Lake, Minn., Sept. 12-13, plus two others to be announced.

Stanbrough wins Gaines Memorial LAWRENCEBURG - Avon, Indiana’s Jon Stanbrough started on the pole and led all 25 laps to win the 2015 Dick Gaines Memorial Saturday night at Lawrenceburg Speedway. Stanbrough's feature win wasn’t without a few close calls, however. Coming off of turn four to take the green flag, Stanbrough’s car drifted up into outside polesitter Kyle Robbins, causing a multi-car incident that eliminated contenders Robbins, of New Castle and Westfield's Robert Ballou. The accident also sent Arizona driver Jerry Coons Jr. to the tail. When the race restarted, Stanbrough was able to pull away, bringing Dave Darland, of Lincoln, Ind., up to second. The two Hoosier veterans pulled away from the rest of the field until they encountered slower traffic, allowing the other contenders to close in. Darland tried a couple of times to make a move on Stanbrough, but lapped traffic offered neither driver a major advantage. With a few laps remaining, contact between cars driven by Californian Justin Grant and Joss Moffatt, of Columbus, Ind., brought out the caution, with leader Stanbrough clipping one of the stopped cars trying to drive around. Luckily for Stanbrough, his No. 53X car was not seriously damaged and he was able to continue. When the race restarted, Stanbrough was able to hold off Darland and Coons Jr., who came all the way back to take the checkered flag third. Aaron Farney and Garrett Abrams rounded out the top five finishers in Saturday's Dick Gaines Memorial Sprint car heat race winners were Robbins, Coons Jr., and Stanbrough.
Kramer, in the No. 77X car, ran down Holt's No. 11H and dove underneath coming off of turn four. The two made contact, but Kramer was able to take the lead. Once Kramer got in front, no one could mount a challenge on the Rocketman. Holt finished second, followed by series point leader Matt Hamilton of Aurora, Sunman's Kyle Schornick and Weasel Rhoades of Winchester, Ohio, who had to come from the tail after spinning out while running third. Mods heat race winners Saturday were Schornick, Hamilton and Rising Sun driver Scotty Kincaid. Kincaid, driving the No. K12 car, topped the third of three qualifying heats to earn himself 25 points in the Lawrenceburg track standings, along with the No. 1 pole position. He ended up 12th in the 19-car Modifieds feature for another 75 points.
Wheeler in upset
Dupont driver Matt Wheeler won at Lawrenceburg in the past. But when he showed up Saturday in his No. 39 car, most would not have picked him to be in victory lane. This season's Impact Sports Pure Stocks class has been dominated by three-time defending track champion Scott Hensley, of Aurora, and Madison's Will McRoberts. With Hensley winning the last two features, he started at the tail by rule, greatly hindering his chances to three-peat. McRoberts however, was a different story. Strong and dominant in the No. 55 car, he took the top spot when son Corebin's No. 5C car broke while leading. But the senior McRoberts' lead proved short-lived. With Wheeler not far behind, something on McRobert’s car broke, showering sparks over the race track and ending his chance at victory. No. 2 for Kramer This turned the lead over the Wheeler, Hanover's Joey Kramer started Saturday's who was able to hold on for the win. Organizers of the 44th Swiss Wine Festival (SWF) are announcing a call for Grand Festival Parade entries. This year?s event takes place Saturday, Aug. 28 at 10 a.m. along Main Street in downtown Vevay. “Where the good times flow!” is this year’s theme. Entry into the parade is $5. The 44th annual Swiss Wine Festival organization announces the 2015 Poker Run. The festival will be held on Aug. 27-Aug. 30 at Paul Ogle Riverfront Park inVevay, Ind. When defending Bessler’s U Pull N Save Hornets track champion Dalton Roark blew the motor in his No. 02D a couple of weeks ago, he thought his season was over. But Roark and his crew rebuilt the motor, and a few weeks later, Dalton was back in victory lane, celebrating his third win of the season. Saturday night saw a 1-2 finish for Roark Racing, with Dalton's No. 02D car beating his brother Andrew's No. 06A back to the line - followed by Lawrenceburg's Kendall Eberhart Jr., Guilford's Chris Friedhoff and Darren Batchelor of Deputy, Ind. Hornets heat race winners were Madison's Brandon Caudill, Andrew Roark and Centerville's Katie Smith. Andrew Roark leads the Hornets point standings by 145 over Harrison's Tim Baird, who finished 17th. J.R. Todd wins NHRA Northwest Nationals Staff Report
SEATTLE, Wash. - Lawrenceburg's J.R. Todd took home the Top Fuel class victory Sunday at the National Hot Rod Assocation Mello Yello Drag Racing Series Northwest Nationals, the final of three events in the NHRA Western Swing. Todd piloted his Red Line Oil dragster to a 3.820-second run at 322.04 miles per hour, defeating Shawn Langdon in the final. The win was the 33-year old Todd’s first of the season, first in Seattle, and eighth of his career. The Indianapolis area resident moves to sixth (896) in the Top Fuel points standings with two races remaining before the Countdown to the Championship playoffs. “It’s still so surreal that I’m driving for Connie Kalitta,” said Todd, in his second season with Kalitta Motorsports. “He’s done so much for the sport as a driver, owner and crew chief. I’m the luckiest guy out here. This is Connie’s personal toy, and he takes a lot of pride in this car. I just love to be able to bring him trophies.” Langdon advanced to his second final of the season after winning the season opener in Pomona.
The 2013 world champ was steady on Sunday, beating Antron Brown, Richie Crampton, and Larry Dixon to advance to the final in his Knuckle Sandwich/Toyota dragster. Langdon moves to seventh in points. Tony Schumacher remains in the series lead in Top Fuel, holding an 87-point advantage over Brown. Schumacher lost in the semis to Todd. Todd Joined Kalitta Motorsports at the third race of the 2014 season, winning the event in Denver in his 12th start with the team. He raced to two runner-up finishes, posted three No. 1 qualifying positions and finished a career-best second in the points standings last season. As a rookie in 2006, Todd earned first career victory at Denver, becoming the first African-American to win an NHRA Top Fuel race. He allso earned victories at Sonoma and Reading that season and posted a runner-up finish at Las Vegas 2. At season's end in 2006, Todd won the $20,000 Auto Club Road to the Future award, which recognizes NHRA’s top performing rookie driver. NHRA Mello Yello Drag Racing Series continues Aug. 20-23 with the Lucas Oil NHRA Nationals at Brainerd International Raceway.

All Sports passes, good for admission to all Shiner regular season home contests, excluding tournaments, are $150 for family, $50 for adults and $40

MIFC transition includes Swiss, Academy in 2016 The Mid-Indiana Football Conference will undergo a major transition in 2016, it has been announced. While the MIFC will be losing Eastern Hancock, Indian Creek and Knightstown from its current six-team membership, two startup programs and one former member will return next season to keep the numbers steady. First-year varsity football programs Oldenburg Academy and Switzerland County
will join the football-only conference lineup in 2016, while former MIFC member Edinburgh returns. Switzerland County's Pacers will remain a member of the Ohio River Valley Conference in all other sports, while Oldenburg's Twister will continue to be an independent. Current Mid Indiana Football Conference members that will stay put include Milan, North Decatur and South Decatur.

MATTINGLY Staff Reporter Rising Sun Ohio County School Corporation Board approved extra-curricular positions, discussed the budget, and clarified a cooler issue at the Thursday, Aug. 13, meeting. Superintendent Branden Roeder invited board members to review the budget, still in process, and said its non-binding review by the county would occur before the board's next meeting. “Our assessed valuation has continually dropped since 2012,” he said. After five years, the casino would resume monthly payments, to be $79,191, from July 2020 through September 2028. Meanwhile, in lieu of paying the principal over the next five years, the casino “may” undertake certain improvements of Rising Star Casino to improve its competitiveness and operating efficiency, said the proposal. Those improvements include developing and implementing a ferry service between Rising Sun and Boone County, Ky.; refurbishing the existing Wellington's and Big Vic's restaurants, potentially in coordination with a well-known celebrity restauranteur; refurbishing the lower deck of the gaming boat, including installing a new restaurant and potentially a VIP area; and seasonal decorations and related employee uniforms. RSOCF has asked Rising Sun City Council and Ohio County officials – council and commissioners – to weigh in on the decision. But as Ohio County Councilman Dil Dorrell told county council at its July 27 meeting, “that is between the casino, the regional foundation … and Ohio County First.” The county was not directly involved in the original decision to build the hotel. But paying the monthly cost for the new hotel is a major concern for Rising Star and hurts the casino's bottom line, which likely will influence their future in Rising Sun, said Dorrell. It costs Rising Star almost a million dollars a year, yet generates only a small amount of revenue. “It was a very bad decision to build the hotel in

“The casino says they need help,” concluded Hautman. McDaniel, president of RSOCF, said the board did not meet in July. “My understanding is they (Rising Star) went to the regional foundation. … It's never been brought up to our board yet,” said McDaniel. He agreed with Dorrell that no one studied whether the auxiliary hotel was needed. Rather, it was announced
on local radio to “meet in the parking lot” for a big announcement, and the RSOCF members were in the casino parking lot with shovels, said McDaniel. “Everybody said it was economical for the community and I'm calling it an economical burden for the casino,” he continued. “... If you look at when they built this hotel, the revenues were going down.”

Meanwhile the hotel's assessed valuation has dropped to $4,455,100, according to Ohio County Assessor Ed Hautman. And Rising Star has appealed its overall assessment, which was around $55.5 million in 2008-2009, he said, noting the casino and county are continuing to negotiate that issue. April Hautman, who as mayor automatically is a member of RSOCF, said she “didn't feel it was fair to ask … because we weren't asked in the beginning” when the deal went down. But the mayor does appoint one and one half representatives to the RSOCF board, as do county commissioners, she said, noting Rising Sun Councilman Jim McDaniel is the other city appointee. And city council signs the fee for services agreement with the RSRF, allowing the foundation to conduct the business of making grants on behalf of the city, she said. So there is a reason for asking for city and county input on a lease amendment. The RSOCF board has not yet discussed the proposal, said Hautman. “I wasn't involved in the decision making in the beginning and I don't want to be involved now,” she said. But if the other RSOCF members ask them to sign the amendment, as RSOCF members, they will do so, she added.

By vote of Rising Sun City Council, the community fireworks will be Sunday, July 3, rather than on the Monday, July 4, holiday in 2016. Council made the decision at its August meeting because councilman Dennis “Bud” Radcliff said the city needs to book the fireworks company well in advance. “So every one could still have Monday off,” said Rising Sun Mayor April Hautman. The fireworks will return to the riverfront if possible; in 2015 they were moved to Shiner Park because of high water and unsafe conditions on the riverbank. Turning to other river matters, Hautman thanked those who helped “rescue” the city's docks during high

Oxbow Inc. and Oxbow of Indiana, Inc. (”Oxbow”) are the owners of property located in the area com monly known as Horse shoe Bottoms, Lawrenceburg Township, Dearborn County, Indiana. Most of Oxbowʼs land is located between I-275 to US 50 exit ramp, the CSX tracks, and the levee along US 50 and the Argosy entrance road. Oxbow also owns land immediately west of I-275 between the CSX tracks and the Ohio River, as well as land east of I-275 between the CSX tracks, the Ohio River, and the state line. Maps of Oxbowʼs properties are available on our website at www.oxbowinc.org. Oxbow,Ind. land is a wildlife sanctuary. Hunting, trapping, discharge of firearms, and the shooting of arrows is prohibited except in certain designated areas and only with the written permission of Oxbow. ATVʼs may not be operated on Oxbow property at any time. Operating other motorized vehicles (except for the purpose of ap proved farming and land management operations) off clearly established roads or on a road in any manner contributing to the need to repair the road is prohibited. Those who operate a motor vehicle on Oxbow property do so at their own risk, and are advised that the dirt roads may be impassable when wet. Under no circum stances will Oxbow be responsible for damage to a vehicle or injury to its occupants. Bank fishing only with appropriate license is al lowed and is monitored by conservation officers. Camping, bonfires, and overnight parking are prohibited. Swimming in streams, lakes and other watercourses is strictly prohibited, as are motorized watercraft of any sort. Removing, destroying or disturbing wildlife and plants, or farm crops with out express written consent of Oxbow is prohibited. Oxbow property is regularly patrolled by law enforcement officers who have been instructed to prosecute all violators. Activities such as bird watching, hiking and the activities not expressly prohibited by these rules or state law may be done at ones own risk. Oxbow is not responsible for any injuries occurring on the property for those wishing to visit.
