Assessor: county, city tax bills up BY CHANDRA L. MATTINGLY Staff Reporter Rising Sun and Ohio County taxpayers will see higher property tax bills this spring, said Ohio County Assessor Ed Hautman. In the county, taxes for 2016 are up about 11 percent, and in the city, taxes are going up about 31.7 percent, he said. That's despite the county cutting its budget “quite a bit” this year. “The biggest half is for the schools,” said Hautman,
who spoke to Ohio County Council and Ohio County Commissioners about taxes at their joint Monday, Jan. 25, meeting. Voters passed a referendum providing a levy of 25 cents per $100 property valuation for Rising Sun Ohio County Community School Corporation at the May primary. But while those voters passed the referendum 1,013 to 392, Hautman stressed 78 percent of the people in Ohio County did not even vote. Meanwhile, a settlement with Rising Star Casino set its current assessed valua-
tion at $17.1 million, with a refund due the casino owners for over-assessment, said Hautman. The assessment had been as high as $57 million in 2008, when the casino began appealing its property tax assessment, he said. “It did help that the county paid that (refund) instead of putting that on taxpayers,” he said. Under the agreement, HGMI was to receive a total tax refund of $613,125.86 and Full House $1,352,936.72, said Hautman previously. Had the refund been added to the tax levy, it probably
would have increased property taxes by another 20 cents over the next seven years, he said. Still, the difference in the casino's assessed valuation added to the tax hike. “It cost us probably about 40 percent of this hike,” said Hautman, who noted he has tried to warn officials and residents the settlement and an increase were looming. But Ohio County still is nowhere near its property tax cap, and property taxes remain low when compared to other Indiana counties, he said.

BY CHANDRA L. MATTINGLY Staff Reporte Lobbyist Jon Bond had good news and bad regarding Rising Star Casino when he updated Ohio County Council and Ohio County Commissioners on legislative activity. Bond, of Lewis & Kappes Governmental Relations Group, said no bills threatening local riverboat revenue have been advanced so far this session. Changes to Indiana’s gaming tax structure are a likely topic, however, for a study committee this summer and a legislative issue in 2017 when Indiana begins work on a new state budget. But while casino admissions and revenues are still in decline statewide, Rising Star's revenue decline is not as sharp as it has been in previous years, said Bond. “The casino showed a four percent decline in 2015 over 2014 but this is a big improvement over the 26 percent decline seen from 2013 to 2014,” he said. And in 2015, the casino did see an increase in the number of visitors over the previous year. Providing an update Tuesday, Feb. 2, Bond noted the Indiana General Assembly Session is now in its fifth week. Many bills have died, as they weren't passed by assigned
committees before the committee hearing deadlines, and more bills likely will die this week, he said. “We can expect the number of bills to shrink considerably before next week, when House bills move to the Senate and Senate bills move to the House,” he said. The most widely debated issue this session has been the debate over infrastructure funding, said Bond. This has been one of the biggest issues of the session due to several highly publicized road closures around the state. From five competing plans to invest in Indiana highways, the session now is down to two plans, he said. •HB 1001 is the House Republican infrastructure funding plan. It would add nearly a half billion dollars per year to state and local highway funding, said Bond. The money would be raised through an additional $1 per pack tax on cigarettes and indexing the gas tax rate (so that it can adjust for inflation

As county historian, he serves as a resource for the county's historical and genealogical organizations, acts as a liaison between statewide agencies and local organizations, and answers questions from the public about Ohio Coun-

After Main made a couple of lane changes, Pendergast turned on his lights and, when Main sped up, also turned on his sirens. In the pursuit that followed, Main made rapid turns onto side streets adjacent to U.S. 50 in Lawrenceburg, then did a u-turn on the highway in front of Dunkin Donuts when he saw additional police vehicles staged down the road, wrote Pendergast. Pendergast saw Main switch lanes near Main and Park streets, his Escort colliding with the front bumper of a tractor trail, said the PCA. Main turned into adjacent streets several more times, then continued west on U.S. 50 back to Aurora. An Indiana State Police trooper used tire deflation devices near the Dairy Queen, which deflated both driver's side tires on the Escort, said Pendergast. Main continued west, then drove

He serves as executive director of the Ohio County Historical Society, as director of the Rising Sun History Museum and as Ohio County coroner. In addition, Thies authored John James, the Proprietor of the Rising Sun. His next work is a paper on Timothy Newman, an architect known for several homes in Ohio County. While Thies says he enjoys his work at the museum, he is also an active member of the community with a wide range of historical interests. Thies is in the process of restoring a historic house in Rising Sun, the 1876 Hoffner House. He takes pride in his extensive personal library on Tudor England and his collection of coin silver spoons fashioned by Samuel Best, a Cincinnati silversmith, who came to Rising Sun in 1819 to continue his trade. Interviewed at jail, Main addmitted seeing Pendergast enter traffic behind him and telling the passengers in the vehicle he was afraid he would be pulled over. Main admitted he fled because he was scared and did not want to be arrested and go back to prison, as he knew he had a suspended license, wrote Pendergast.

Parks, school receive small grants Staff Report The Ohio County Community Foundation has awarded Board of Director’s Small Grants to the Rising Sun/Ohio County Community School Corporation and the Rising Sun/Ohio County Parks and Recreation Department. Peg Dickson, Ohio County Community Foundation executive director, presented grant checks to Jamie Bell, Rising Sun/Ohio County Parks Board director. The two grants in the amount of $300 each were awarded upon the recommendation of OCCF Board Member Michelle Mellang. The money will be used to purchase T-shirts for participants of the parks board's “31 Miles in October” walking program and to purchase prizes for the “Move It” Ohio County program. Holmes Hill resident Bernie Huff attended the joint county council and county commissioners meeting Monday, Jan. 25, to ask what was going to be done with the hill, noted Ohio County Auditor Deb Cappel. In other business Feb. 1, York told commissioners he would like to get the large gravel parking lot adjacent to the courthouse paved. It cannot be plowed or treated with salt for snow removal because it's gravel. He said he will get it measured and see how many tons of blacktop will be needed.
Bridge approach may be straightened BY CHANDRA L. MATTINGLY Staff Reporter A sharp bend at Ohio County Bridge 5 may be straightened when the bridge is replaced. Ohio County Highway Superintendent Ron York said property owner Mahlon Sittloh, Aberdeen Road, Bennington, is willing to sell 3/10 acre at the bridge. Bridge inspectors Butler and Fairman recommended the bridge be replaced, he told Ohio County Commissioners at their Monday, Feb. 1, meeting. York said he will have the
site surveyed, with engineer Doug Graf to draw up the plans. “If we can come up with the money,” added York, estimating the replacement cost at about $300,000. Between its cumulative bridge fund and riverboat gambling revenue sharing (gaming) budget, the county has about $250,000 to $280,000 for bridge work, said Ohio County Auditor Deb Cappel. The new bridge would be 24 feet wide, as required by the state, and 38 feet long, said York. The county could do just repairs at a cost of $15,000 to $20,000, but the bridge still would need to be replaced in
the future. The bridge is located between two other bridges on Aberdeen Road by Bear Valley Drive. Commissioner president Connie Brown asked about a refund due the county from the state, and York said that would amount to around $300,000 on the $500,000 project which was started in 2013. But the state's letter said it had up to five years to provide the refund. Turning back to bridges, York noted the county's efficiency rating on its bridges was below 50 percent in 1997 and now is up to 80 percent. Bridges are inspected every two years.

The Rising Sun City Council will meet at 5 p.m. Thursday, Feb. 4, at Rising Sun City Hall, 200 N. Walnut St., Rising Sun. The agenda includes review of special grants, expected to last about an hour, said administrative assistant Donita Valentine. The meeting will be in the downstairs council chambers.

How the county should respond to bids from a company which hasn't fixed a problem was discussed by Ohio County Commissioners and Ohio County Highway Superintendent at a Monday morning, Feb. 1, meeting. York said the Paul H. Rohe Company has not yet paved an area where it placed chip and seal last year on Holmes Hill and Hartford Hill. York said he has called, sent letters, and met on the hills with a company representative who said Rohe would pave the problem areas at no charge.
“That's the last I heard on that,” said York. The emulsion for the chip and seal apparently didn't go down smoothly, he said. “It just left little grooves all over.” So, should the county refuse to take bids from Rohe in the future, or deny them, he asked the commissioners' attorney John Stroup. Stroup said Rohe should be allowed to bid, but the county would not have to accept the bid, even if it was the lowest. “You just have to go on the record and say why you're not going to consider their bid,” replied Stroup. York said he would consider Rohe's bids on paving but not chip and seal. Commissioner Todd Walton

MATTINGLY Staff Reporter A final pretrial for Lowell Ross Colen has been set for Friday, April 22, with a jury trial scheduled for 9 a.m. Monday, May 9, according to an Ohio County Circuit Court spokesperson. Ohio Circuit Court Magistrate Kim Schmaltz scheduled the court dates during a pretrial conference Friday, Jan. 15. A Rising Sun Police officer currently on unpaid administrative leave, Colen faces three counts of ghost employment, three counts of official misconduct, three counts of forgery, three counts of vote fraud, and a separate count of vote fraud, all Level 6 felonies, according to the probable cause affidavit filed by Indiana State Police Detective R. Grant Martin in October. Colen has worked for Rising Sun Police Department for 10 1/2 years.

HISTORY ON YOUR BLOCK
Laughery Creek area chockful of history Ohio County's northern border abounds with history. Traveling north into Dearborn County, drivers on Ind. 56 may take note of the concrete bridge and county line signs, but not much else. Little do they know they are passing through an area rich in diverse history. Spanning 300 feet across the border of Laughery Creek, is the Triple Whipple Bridge, built in 1878 by the Wrought Iron Bridge Company of Canton, Ohio. The unique construction gives the bridge its funny name. The future of the unusual bridge was uncertain after it was decommissioned in the 1970s. As the bridge fell into disrepair, the reality of demolition loomed. Salvation came in 2008 when local citizens, led by John Joseph Graf, succeeded in preventing demolition and began the process of restoration. Reopened in 2009, the Triple Whipple Bridge is the only remaining triple-intersection Pratt truss bridge in the United States. Today visitors can see it up close as the restored bridge is now a pedestrian bridge connecting Ohio and Dearborn counties. It is listed on the National Register of Historic Places. Across from the small parking lot for the bridge, hidden behind a row of trees, is the 1846 Greek Revival Speakman House designed by builder Timothy Newman, who moved to Ohio County in the 1830s from Philadelphia. The house is now privately owned, but the original owner, Stephen S. Speakman, is

said to have built it for his young Kentucky bride using bricks made right on the property. Along the border itself, Laughery Creek, a violent Revolutionary War battle took place. In 1781 near the mouth of the creek, a small party of American soldiers landed as they traveled down the Ohio River. On Aug. 24, British allies attacked and overwhelmed them. The area is now known as the site of Lochry's Defeat or Lochry's Massacre as noted by a roadside marker and a memorial inside River View Cemetery on the Dearborn side of the creek. The cemetery also is listed on the National Register of Historic Places. With so much history in one spot, drivers should take the time to stroll across the Triple Whipple Bridge and take in a view of the creek that bears Lochry's name (albeit with a slightly different spelling.) Carrigan's 27 help secure 3-way tie Lady Shiners 13-9 heading to postseason play Staff Report RISING SUN - Lucy Carrigan scored a season-high 27 points to lead Rising Sun girls basketball to a 49-39 conference win over Madison Shawe in the regular season finale last Thursday, Jan. 28. Carrying a 13-9 overall mark into IHSAA Class A sectional postseason play Wednesday vs. Oldenburg Academy (1-20) at Jac-CenDel, coach Noel Bostic's Lady Shiners secured a three-way tie for second place in the Ohio River Valley Conference final standings, at 4-2. League rivals South Ripley and Switzerland County, both 15-7 overall, tied with the Shiners for second place, behind No. 1 state-ranked JacCen-Del (21-1), which completed the conference slate unbeaten at 6-0. South Ripley downed visiting Switzerland County Thursday 49-45 to create the final three-way logjam for ORVC runner-up. Shawe's Hilltoppers (11-13) settled for fifth-place in the conference at 2-4 following Thursday's 10-point setback. Shawe Memorial, led by Megg Hensler's 12 points and nine from Claire Higgins, took a 5-1 lead to start the contest, quickly erased by Rising Sun's 7-0 run. Lady Shiners never trailed again, on top 11-7 at first quarter's end, Carrigan, whose previous season high was 26 points in a 67-22 blowout of Oldenburg Dec. 8, tallied 10 in the second period to stakes the hosts a 10-point halftime bulge, 26-16.

RS girls varsity rolled out to its biggest lead in the third stanza Thursday, 16 points, with Carrigan contributing seven, along with four each from senior Tiffany Vinup and freshman Dankya Groover. The gap stood at 41-25 heading to the fourth quarter. Shawe drew attention by rattling off the first eight points in the fourth, cutting the margin to seven (42-35). But Carrigan and Vinup (8 points, 8 rebounds, 2 steals) scored buckets to hold the line at 11. Carrigan hit 10 of 19 shots from the field (53 percent), including 1-3 three-point goals and 6-9 free throws for her season-high 27. The 5'7” guard and primary ball-handler added seven rebounds (three offensive) and tea bests in assists (4) and deflections (7), with a steal. Senior Sierra Webb was the Shiners' top rebounder with
nine, to go with three points. Groover, at 5'11”, came off the bench to score four points with 2-2 free throw shooting, seven rebounds (five offensive). Senior Carson Blackwell and junior Brittany Smith chipped in three points apiece, the former with three rebounds and Smith with one carom and one steal. Lady Shiners shot 31 percent from the field overall (1754), just 2-18 three-pointers (11 percent) and 62 percent free throws (13-21). They collected a dominating 41 rebounds, 18 off the offensive glass, dished 10 assists, grabbed five steals and held turnovers to a low eight. Shawe shot 27 percent (13-49) with 3-20 trerys and 10-17 free throws, pulled 36 rebounds and committed 11 turnovers, unofficially. Pacers maintained the threepoint gap at halftime, 22-19, then ripped the game wide open with a 21-9 third quarter, starting with a 12-0 run, fueled by two of Mathews' trio of three-balls in the span. Swiss lead expanded to 19 points (41-22) late in the third, but Carrigan broke away for two layups to chop it to 15 heading to the fourth stanza, 43-28. Coach Chris Jones’s Shiners showed good scoring balance against the visiting Hilltoppers (4-13, 0-4 ORVC), pulling away from a 7-4 first quarter advantage to lead by 11 (2211) at halftime and 17 (38-21) after three periods. Halting a three-game slide, Rising Sun got 13 points and seven rebounds from senior forward Jake McClellan and 11 points each from senior guard Brady Murray (9 rebounds, 7 assists) and junior Angelo Gallegos (4-7 field goals, 3-5 three-pointers). Local students serve as pages Staff Report State Rep. Randy Frye (R-Greensburg) recently welcomed student pages to the Statehouse, including some from local areas. They include Dakota King from Patriot, who attends Switzerland County Middle School; Logan Grubbs from Aurora, who attends South Dearborn High School; and Matthew Oakman from Patriot, who attends Indiana Connections Academy. As a House page, these participants toured government offices, helped staff with daily duties and joined Frye on the House floor as he conducted the people’s business. Frye said students aged 13 to 18 who are interested in the page program are encouraged to schedule their visit as soon as possible. Students who serve as pages are excused from school for the day and are responsible for their own transportation to and from the Statehouse. This year's session started Tuesday, Jan. 5, and runs through the second week of March. Recommended days to serve include Mondays, Tuesdays and Thursdays when the House is in session. Indiana's fourth port would be established along the Ohio River, with access to rail and Interstate 275, an area close to the metropolitan area of Greater Cincinnati. The fourth port would be a transportation hub for the Tri-state area. Indiana is known for our business climate and low taxes, which has created a more robust economic climate. Ports of Indiana currently operates three river ports located in Indiana, including Burns Harbor located on Lake Michigan, and Jeffersonville and Mount Vernon on the mighty Ohio. Mount Vernon and Jeffersonville generate $2 billion in revenue annually to our state and support 15,000 jobs. To put this in perspective,
the Honda plant in Greensburg employs around 2,000 people. Building the fourth Port of Indiana would not be an overnight project, as the construction of our three current ports took years to complete. However, if we start small and build over the years, we can bring more job growth and people to Indiana, a state that works. This will not be possible without the interest of the community, local leaders and
each year without legislative approval.) This would be expected to raise the tax by about four cents per gallon, he said. The money raised would be used to repair state highways and would also be available for local roads. The plan also includes a state income tax cut of about five percent over the next eight years, said Bond. •The Senate Republican highway plan consists of two bills, said Bond. Senate Bill 333 is Gov. This is money collected statewide in local income taxes that has not yet been distributed to local governments. The bill is projected to provide approximately $174,000 for local roads in Ohio County. Other important issues being debated this year include the civil rights debate, Sunday alcohol sales (a bill failed earlier this session) and amnesty of sorts for the effects of low 2015 ISTEP scores on teachers' and schools' performance measures, said Bond, who represents Ohio, Dearborn and Switzerland counties as well as several Dearborn municipalities. In other business, the council approved quarterly riverboat gambling sharing revenue distributions: For local entities, port authority, $470; park board, $20,000; Bear Branch Fire Department, $705; Rising Sun Fire Department, $705; life squad, $1,879; school endowment, $12,537; and Ohio County Community Foundation, $21,361. For counties, cities and towns: Ripley County, $16,176; Aurora, $5,776; Milan, $5,291; Sunman, $2,346; Holton, $1,186; Osgood, $4,863; Napoleon, $694; and Versailles, $5,198. The total received and distributed from the fourth quarter of 2015, received in January 2016, was $57,647 distributed to local entities; and $41,531 distributed to counties, cities and towns. the hard work of our governor. His background was writing and design, with a dose of sales, and he was contracted to manage the bank’s marketing activities. MATTINGLY Staff Reporter Ohio County Sheriff's Department vehicles are getting some age and mileage on them, perhaps matching the county's demographics of an aging population. But Ohio County Sheriff Glen Potts said he has told Ohio County Council he would try not to buy a new cruiser this year, he said. Two of the oldest vehicles are used to transport prisoners, but Potts expressed some concern at the joint Ohio County Council/Ohio County Commissioners meeting Monday, Jan. 25, about a prisoner in Tulsa, Oklahoma. Ohio County has a warrant for the woman, Ashley N. Babcock, 29, of New York, who is wanted on a charge of Fraud on a Financial Institution, a Level 5
Felony, he said. She also is charged with Identity Deception, a Level 6 Felony, both as part of an Indiana Gaming Commission case, said Potts. Usually a jurisdiction has about 10 days to extradite a prisoner held elsewhere, but in this situation he worried neither of the county's transportation vehicles would make it to Oklahoma and back. Fortunately, the woman also is wanted on a warrant out of Dearborn County, and the sheriff's department there agreed to transport her, said Potts. That's the advantage of networking: sheriffs helping sheriffs, he said, adding it goes both ways. The county had been buying one sheriff's car per year, with
