It’s with immense pleasure that the Medical Students’ Association of Panama, officially welcome you to the 70th IFMSA August Meeting General Assembly. The planning of this GA started when the Executive Board of IFMSA Panama 2019-2020 decides to apply to the August Meeting 2020 in the 69th version of the event that has been taking place since 1951, unfortunately the pandemic experienced by COVID-19 at the beginning of 2020 which left us mainly with the absence of invaluable human losses while showing how unprepared we were as humanity to fight a pandemic. As a NMO we risk applying for an August Meeting 2021 this time celebrating the 70 years of our federation because this was a dream for us, and we are working for it. We are now learning new ways to keep up to date and new ways to communicate. Recent innovations in information technology now are available to share knowledge and remain connected. We invite you to explore Universal Health Coverage together in the August Meeting. We saw it as an important field in global health, UHC guarantees that all people and communities have access to quality health services, while ensuring that accessing these services does not push them into financial hardship. Focusing on the common good, human dignity and social justice. A critical component to achieving Universal Health Coverage is strong, resilient health systems, specifically in low-income and fragile settings. We are ready to give you an August Meeting General Assembly, full of new experiences and a ride of emotions that will impact on our 140 NMO. we committed to make you fall in love with Panama’s enchant and people and live its renewing details day by day. Welcome Letter From IFMSA President Dear National Member Organisations, Dear medical students worldwide, It is with my greatest pleasure to address you for the invitation to IFMSA 70th General Assembly August Meeting 2021 in Panama. After one year of doubts, fears, fatigues, and longing for the new normal, we can finally announce to you that the IFMSA Executive Board and the Organising Committee from Panama are now at the technical stage exploring possible approaches for a hybrid General Assembly meeting, the first one in IFMSA history and perhaps also a pioneering attempts in the post-pandemic world. We are still not 100% sure how the world will look like this August. We are still navigating the hybrid format of an IFMSA event and are challenged by some familiar issues,yet in a different way, including the timezone issues, financial stability of the OC, and the agenda settings. Fortunately, the OC from Panama has been effortlessly working and creative. We are looking forward to further discussing with the OC on how this very first hybrid GA meeting will be held. And this will also require active inputs from all the NMOs and the members. This AM, just like all the past ones, will be a platform for the election, debate, capacity building, and networking. We will envision a more active, more resilient, more sustainable, and more empowering IFMSA in the post-pandemic world. Dear IFMSA members from all around the world, It's my great honor to be writing this letter to you all on behalf of our little, warm and tropical NMO in Central America, IFMSA Panama. We're so excited to welcome you to our country and share with you all the great historic background, diverse culture, beautiful sceneries and nature, amazing food, and lively nightlife Panama City has to offer. There are only a few months away from one of the biggest meetings our Association holds each year, the 70th August Meeting General Assembly, and this time around it's even more special since we'll be hosting during the 70th Anniversary of the IFMSA. Therefore, I kindly use this occasion to encourage all of you to attend this important event as an once in a lifetime opportunity to expand your capacity, advocate for active youth participation and engagement, improve our Association's quality and future, incite global change, and establish lifelong bonds with colleagues from all around the world. Lastly, I would like to acknowledge the Organizing Committee's effort and dedication towards this event, even more due to the COVID-19 pandemic challenge they had to face in the last two years. These dedicated young members have been working non-stop to bring all of us the best event in the current circumstances and I'm positive it will be a worthwhile experience for all of us as we step out of virtuality and slowly return to our usual lives. This transition marks a huge milestone in the history of the IFMSA and we are more than ecstatic for all of you to be a part of it. Welcome Letter
From the first President OF IFMSA PANAMA Representing Panamá in IFMSA has been much more than representing the country in another international organization. The organisation of the Panamanian Alliance of Medical Students for the National and International Cooperation (APEMCONI) as an NMO for Panama to join IFMSA, meant the cohesive force to put together the medical students throughout the country, where we found more things in common than differences. This occurred at a time when feelings of rivalry were spreading among students of the different medical schools. IFMSA was the platform that provided us with the best examples of: structure, leadership, institutional strength, and organizational effectiveness, which led a small group of medical students to founding an organization that managed to stand for more than 20 years. We also learned that medical students can develop their own criteria and claim freedom to do what is correct, without depending on political ups and downs, much less on bureaucrats. However, the binding force was not the only phenomenon. When Panama applied to become a full member of IFMSA at the 1999 March Meeting, we never imagined the impact it would have in Panamanian medicine, by introducing topics that until then had been invisible for most medical doctors. Seating future doctors to debate on human rights, sexual and reproductive health, global health, public health, refugees, or the latent danger of a nuclear conflict, would have been unimaginable before our participation in our beloved federation. There were also collateral benefits such as the increase in cultural awareness, and the discussion on social justice. On the other hand, IFMSA opened the door for our medical students to participate in a dynamic and every time more interconnected global community, where we are increasingly aware that each action we take affects our local and global environment. Those lessons even crossed borders, as we had the honor of participating in the dissemination of IFMSA throughout a Latin America that only had 4 NMOs. We also had the chance to give IFMSA most of the regional shape that is valid until now. It is very difficult to quantify the impact that IFMSA has had on the practice of Panamanian medicine, as a leadership academy, by influencing the training of many doctors over 22 years. Either directly, in our training workshops, or indirectly, through the participation in our activities aimed at forming better human beings. For those of us who have participated in APEMCONI, in any of its maturing stages, or in IFMSA as an international level, it cannot be less than an honor to receive an IFMSA General Assembly for the first time in our warm little country. We see a dream becoming true to which we want to invite all medical students in the world, as well as all our friends, colleagues and doctors who, throughout the 70 years of IFMSA, have participated and contributed to leaving their footsteps on global health, to make a better world. Coronavirus disease (covid-19) in Panama: SITUATION UPDATE, PROTECTIVE AND PREVENTIVE MEASURES
SITUATION UPDATE Currently Panamá is going in one of the fastest and largest vaccination rates the region and the country has ever seen, situated in the top list of countries with priority of vaccination, the pandemic is going to be a just a memory in the past full of life lessons very soon. PROTECTIVE AND PREVENTIVE MEASURES After a mandatory lockdown of almost a year, The panamanians have come together to unite forces against the COVID-19 disease, being very aware of social distancing, the use of face masks, hand sanitizer, and disinfectant everywhere and anywhere. From disinfecting the groceries to even sanitizing the wheels of the cars entering gated communities, the prevention of the spread of COVID-19 is a matter we have taken very seriously. The 2021 AM Panamá will be held compiling under the strict guidelines of biosecurity imposed by the Ministry of Health of Panamá. TRAVELER TEST REQUIREMENTS Travelers will be required to present a negative COVID-19 PCR or antigen test taken no more than 48 hours prior to their arrival time in Panama. If a test is not possible within that time frame, a COVID-19 rapid test will be mandated at the airport before customs and the traveler will have to cover the costs of said test. (USD $50) If the test results are positive, the Panamanian government will facilitate a hotel stay at no cost to the traveler for a mandatory 14-day quarantine. ALL incoming passengers arriving from South America: Will be required to take an additional mandatory COVID-19 test upon arrival at Tocumen International Airpor before customs. The traveler will have to cover the costs of said test.
If the results are positive, the passenger will be placed under a mandatory 14day quarantine in a Hotel Hospital designated by the Ministry of Health free of charge OR at home, if a Panama citizen or resident. If the results are negative, the passenger will be placed under a mandatory 5day quarantine in a Hotel Hospital designated by the Ministry of Health free of charge OR at home, if a Panama citizen or resident. At the end of the 5-day period another test will be taken. If the results are negative, the quarantine period will be over. If the results are positive, the passenger will be placed under a 14-day quarantine. PER COUNTRY OF ORIGIN RESTRICTIONS Panama has temporarily suspended the entrance of non-residents who have originated or transited from the UK or South Africa within the past 20 days. REQUIRED HEALTH AFFIDAVIT Prior to check-in, all incoming travelers will be required to complete an Electronic Affidavit (sworn statement) agreeing to: Comply with all sanitary control measures outlined by the Ministry of Health of Panama. Provide localization information for residence while in Panama. Confirm that you are healthy (no symptoms of any respiratory illness) and that you have not been exposed to COVID-19 within the last fourteen (14) days.

PHARMACIES The only 24 hour pharmacy available in Panama is located in the El Rey supermarkets. El Rey is found in many locations around the city. Other pharmacies include Arrocha and Metro X, as well as pharmacies in other grocery stores such as Riba Smith and Super 99. Some Super 99 stores are open 24 hours a day and have pharmacy services available.

EXPERIENCE
Finances The finance team and others have tried to come up with a budget, realistic enough to carry out the GA, taking into account the situation we are facing today. We had proposed 3 different modalities, among them Alpha, Beta and Gamma; And although Beta was the most requested, since it was proposed as a hybrid event, we ended up considering Gamma, because it was the most recommended, which would be a virtual event, with a minimum in-person attendance, of one (1) per NMO, the international team and the OC of the event. The Pre-GA if you plan to be totally virtual, but with a different dynamic.
For the budget, we made a hypothetical estimate of the number of people who would attend, both the virtual Pre-GA, and the GA gamma:
Expenses: The budget was made based on euros (EUR) to avoid the loss due to the exchange rate from the beginning, only that the contracts and others, if they were made based on the dollar (PAB), that is already the currency of circulation in the country. As the event must be mostly virtual, the option of raising Invitation Packages was proposed, with the aim that even virtual delegates have a different experience of the event.

Administration: The estimated expenses for this section include the elaboration of the website for the GA, which would include the registration system, also the expenses of the banking procedures, as well as the financial audit. Transport: As most of the activities will be within the hotel and its surroundings, transportation will not represent as great an expense as it usually is. Its use is more estimated, it is in the transfer of students to the hotel, on their arrival and to the airport, on the day of departure. Fundraising: In order to meet the expectations of a quality and different GA, a fundraising plan was made from the beginning, expecting support mainly from tourism and trade entities in our country, and some related to health. The OC has also carried out small activities to collect funds, which would serve to cover expenses with immediate need.
Take into account that this is still hypothetical, since in the event that we are not even allowed to bring a representative by NMO, the budget would have to be modified and everything planned for a totally virtual event.

Administration: Passport with at least 6 months validity You must approach or call the Panamanian embassy or consulate in your country to verify all the necessary requirements. Compulsory vaccines: Yellow Fever (if it comes from an endemic country). Generally recommended vaccines: Hepatitis A, Tetanus-diphtheria, Triple Viral. OC Theme Event “Universal Health Coverage is one of the most powerful social equalizers among all policy options” - Dr. Margaret Chang In 2019 the WHO assured that: Half of the world's population lacks integral access to basic sanitary services. Close to 100 million people are forced into extreme poverty for having to pay for expensive health services out of their own pocket. More than 930 million people (almost 12% of the world's population) spend at least 10% of their family budget to pay for health services. These data shows that there’s still a long way to go and highlighy the importance of creating new strategies to achieve universal coverage by 2030; taking Note that all United Nations Member States have agreed to try to achieve universal health coverage by 2030 at the latest, within the framework of achieving the Sustainable Development Goals. We are aware that UHC involves much more than access to health services. In order to achieve UHC we must tackle many other social and economic issues such as poverty, health inequities, access to clean water, and also focus all of our actions in contributing to environmental health. Most -if not all- of our standing committees’ pillars and actions are directed to achieving UHC; which is why we’ve chosen to focus our theme event on the topic:
“IFMSA: 70 years striving for Universal Health Coverage” The main focus of this event is to show each participant the potential of our federation in the creation of strategies and advocacy for the fulfillment of universal health coverage. We will have the participation of high-level speakers delving into topics regarding each standing committees’ role in achieving UCH, such as: "Healthcare for Minority Groups in the 21st Century: What Has Changed?" "Transformation of medical academic programs to achieve equity in health" "Inclusion of Palliative Care in Universal Health Coverage" "Universal access to contraceptive methods: how can we achieve it?" We’ve prepared High-level sessions for our theme event and for the final session we will give you, as participants, the chance to raise your voices and propose innovative solutions to each of the discussed topics on different focus areas regarding Universal Health Coverage. More details will be given during the event. This will be an online event; which gives us the opportunity to host thousands of medical students to discuss such important global health topics and we aim to keep empowering all members on creating new actions, policies and strategies just as we’ve done it through these 70 years.

Saying Hello the Informal, Friendly Way ¿Qué xopá?

Panamanians are fond of changing the order of their words. Xopá is a wordplay on the Spanish word pasó. So, when they ask you this phrase, they’re asking, “¿Que pasó?” in Spanish. This phrase means “What’s up?”, an informal way of greeting someone. It’s great to use, especially if you want to express familiarity. Spice it up and say “¿Qué xopá loco?”, which means “What’s up, bro?” Example: “Qué xopá Mayra, ¿qué haces hoy?” “What’s up Mayra, what are you doing today?”
Using an Expletive Chuleta
The literal meaning of this word in English is “porkchop.” When used as Panamanian street slang, the word becomes an expletive. It’s a word used when you’re exclaiming something like “damn!” The best way to use Chuleta is when you’re surprised. Some Panamanians use this word when they’re disappointed and have nothing better to say. It’s funny since Panamanians don’t know how the expression started. As far as locals can tell, it’s another term that they just say. For example, they also say coño as another means of saying “damn”. Example: “¡Chuleta! Me olvidé mi celular en mi carro” “Damn! I forgot my mobile phone my Car”

Expressing Bad Luck Estar Saltado
This phrase’s literal meaning is “to be salty”. When encountering a Panamanian native, you might hear them say this phrase. If so, they’re expressing how unlucky they are. Hearing this phrase might be a good cue for you to start a conversation. After all, you might end up cheering someone up if you talk to them about it. You never know, you might turn their luck around with a chat. Example: “Amigo, estoy saltado, no puedo ganar la lotería para nada” “Man, I don’t have luck, I can’t win the lottery for nothing”
A Delicious Dessert Raspao
Examples: “¡Qué calor! Voy a comprar un raspao de este pelao alla” “It’s so hot! I am going to buy an Icee from this guy over there”

When walking around the Panamanian streets, it might get too warm during the mid-day. In that case, you’ll most likely something cold and delectable to relieve the heat. This is the perfect time for you to get a raspao—pronounced like “res-POW”. Its English counterpart is an “Icee”, or a slushie. It’s a sweet dessert topped with condensed milk. Other localities refer to it as Granizado or Piragua.

Expressing Easy Activities Chicha e piña
Chicha is a type of fermented drink made using pineapples or fermented rice. It’s not difficult to make, even without training. With that, this expression describes something that you can do without breaking a sweat. It’s the Panamanian equivalent of the expression “a piece of cake.” Locals that breeze through their work or studies often describe it this way. With that, it’s a handy phrase when you’re trying to show off.
Calling a Friend Fren
It’s important to note that Panama has a deep-seated history with the United States. In 1846, Panama’s isthmus came under the U.S. government’s direct control and protection. This happened even though the country was a province of Colombia during that time. This type of relationship remained unchanged throughout the majority of the 20th century. It’s due to the Panama Canal’s creation. It took more than two decades to make it. The United States needed to protect it, extending their occupation. With this, Panama’s culture has a clear American influence. That’s the reason behind this term. Fren is an undeniable proof of cultural exchange. If you’re a native English speaker, you can use this slang as an endearment to local Panamanians. Examples: “Yo no puedo enojarme con él, es mi fren.” “No, I cannot get mad at him, he is my friend.”

“OK” at Its Purest Form Offi

This term is the easiest one to learn since you’ll use and hear it a lot. It’s the informal method of saying “it’s good”. With that, the word offi is the essence of the word “okay.” When used properly, it becomes an all-purpose word. It only applies when you want to express your affirmation with something.

We came up with some ideas to help mother earth on this AM 2021 like: No plastic, paper or any other polluting material We will manage everything with an application on the phone that you will be able to download soon, this will help to reduce the use of paper. We will make stands that are sustainable with the environment that allow people to project without having to print or something always making sure of the connection system To return the environmental footprint, we will organize planting trees activity on sunday before the event somewhere and you can be a volunteer.

WHAT INCLUDE the early fee? Lodging, Food and Transportation 1.10. Accommodation for all participants will be in standard bedrooms, one person per bed or two per double or larger sized bed. All IFMSA Officials must be accommodated in adjacent rooms. 1.11. At the site of the General Assembly Meeting, the OC shall provide at least one room as a non-denominational prayer and meditation space, including the appropriate provisions. 1.12. Three meals per day will be provided throughout the duration of the GA meeting, excluding arrival anddeparture days. The OC will ensure that the meals provided cater to a diverse range of dietary requirements and preferences, including but not limited to Gluten-Free, Vegetarian, Vegan, Halal, Kosher and lactose- intolerance options. These options must be clearly labelled and easily accessible to delegates. 1.13. The Organizing Committee will provide transportation from the main local airport(s), bus and train stations to the site of the Pre-General Assembly Meeting and the GA meeting on the first and last day of the meeting and at regular intervals, to be announced to all program participants no less than one week prior to the commencement of the pre-General Assembly Meeting. All transportation costs required for the meeting procedures and social activities should be included in the participation fee.

Good Actions Day The Good Action Day involves the participation of 100 volunteers 50 international volunteers and 50 national volunteers. The volunteers will work together in collaboration distributed in 10 Panama’s rural communities -10 volunteers per each community. The objective of this project is to provide help to the areas affected by social inequities, providing them with essential needs donations and health oriented talks that are going to be organized by the international volunteers in collaboration with the Panamanian volunteers. Additionally each volunteer is going to have the opportunity to plant a tree in the assigned community to leave as a legacy of their visit to our country for future generations to enjoy. The topics of the talks are going to be assigned once all of the volunteers' inscriptions are filled.
