PRESIDENT’S MESSAGE CONGRATULATIONS TO ALL THE WINNERS OF THE 2015 AUSTRALIAN HOTELS ASSOCIATION (VICTORIA) STATE AWARDS FOR EXCELLENCE. To all finalists and winners; thank you for your participation in the awards and the creativity shown. Your contribution to our great industry is much appreciated. This year we celebrated Bill Bell receiving the prestigious Nikakis Benchmark Award. This award is conferred annually in memory of Mr Nick Nikakis, a past President of AHA (Vic), which recognises an individual who by their sustained performance and commitment serves as an inspiration to all in the industry. With the Award now in its 17th year, it continues to evolve, whilst retaining its integrity, prestige and relevance as the pre-eminent personal accolade bestowed by AHA (Vic). The honour board of past Nikakis Award winners faithfully records and acclaims the leaders of our industry over generations. Bill Bell proudly joins this pantheon. In presenting the award, AHA (Vic) CEO Brian Kearney made recognition of Bill Bell being a return to the basics of what makes a great publican; the front bar, hospitality, a unique character and a lifetime in pubs. Bill has relied heavily upon and received remarkable support from Kaye his partner in life. He’s an old school publican who ruled the roost and had an opinion on every issue from behind the bar – his pub, his rules. He was an innovator in beer, service and hospitality. He loved a challenge and had no fear of irritating regulators, demanding service providers or recalcitrant customers. Many a year ago Bill enjoyed the great old days of pub trade where most Policemen were befriended and loyalty generated was a respected way of protecting the trade. The only hiccup back then was a persistent detective by the name of Silvester who took exception to “cockatoos” in the lane behind Bell’s Hotel. There are many colourful stories of Bill which can be best shared among raconteur publicans over a cold beer! Bill is so much the public face of the pub industry over past decades, a unique, ubiquitous and remarkable contributor to AHA (Vic) and unstinting in his support of fellow publicans. Bill Bell is a Life Member, Trustee and long standing Executive Committee Member of AHA (Vic), and leader of “Pubs, Pots and Profits” since its commencement in 1998. The citation for this year’s award simply says – “A lifetime in pubs”. In conclusion, Jan and I would like to extend best wishes for Christmas and may 2016 be prosperous, safe and rewarding for all involved in our fantastic industry. Cheers,

CHIEF EXECUTIVE OFFICER’S UPDATE BEWARE THE IMPACT OF ANY PROPOSED CHANGES TO THE GST AND OTHER TAXES Politicians of all persuasions are currently floating ideas regarding potential changes to Australia’s taxation system to redress on-going State and Federal budget deficits. As various “experts” join in the discussion, it is apparent that the focus is on:
TAXATION DEBATES ARE ALWAYS HIGHLY POLITICAL, EMOTIONAL AND DRIVEN BY SELF-INTEREST.
•
Broadening the GST base and/or increasing the GST rate, and
•
Varying the taxation arrangements applying to superannuation.
From the pub and hotel perspective, any taxation changes that reduce the discretionary spending funds available to the consumer will negatively impact on food, entertainment, beverage, gambling etc. spending. Whilst those proposing GST changes argue that various, as yet undefined, compensation packages will be directed to neutralising the impact on the consumer, experience tells us (remember the Carbon Tax) that such compensation is often ill-targeted, ineffective and an administrative nightmare. Consequential reductions in the business tax rate and various State-based transactional taxes and fees i.e. payroll tax, property taxes etc. may well stimulate business activity, investment & employment; however if the net effect results in a reduction in discretionary funds available to consumers there will be a negative impact on “retail” businesses. That impact would be particularly felt by pubs across regional Victoria that are already facing considerable challenges. The ability of a business to adjust prices to reflect increased input costs is dependent upon whether you are a “price setter” or a “price taker”. In areas such as gaming, wagering etc. there is no capacity to adjust prices to the consumer to reflect GST increases. Any increase in GST will result in a direct and full deduction from the bottom-line of the business.

Significant and disproportionate increases in sales would be required to go anywhere near covering the increased GST take. The full burden will fall on the business. Similarly, any increases in taxes on superannuation, must be highly targeted to the top-end to ensure that average Australian consumers are advantaged, rather than suffering another reduction in available discretionary funds. Taxation debates are always highly political, emotional and driven by self-interest. State and Federal Governments have an insatiable thirst for additional taxes, levies and fees. External and uncontrollable influences often disrupt responsible and measured budgetary planning by Government; however in straightened times all Governments’ top priority should be to ensure that no tax dollar is wasted before proposing fundamental changes in tax rates and arrangements to increase the overall tax take. Broad brush solutions such as broadening and/or increasing the GST and/or varying superannuation taxation arrangements must not only be assessed and measured in terms of their net overall economic impact; but must also be sufficiently targeted, flexible and nuanced to ensure that groups within the community and/or sectors within business are not disproportionately impacted or become victims of unintended consequences. AHA (Vic) and AHA National will work diligently to ensure appropriate regard is had to pub and hotel interests as the taxation debate unfolds in coming months. Cheers,

My goodness, that’s another year done! And what a full year it has been. As I reflect on the events of 2015; the towns I’ve visited, the publicans I’ve met and the professional development I’ve benefited from it reminds me again just how rewarding it is to be a part of the association.

BRIAN KEARNEY, BILL PERRY & KIMBERLEY MALCOLM This year has seen me clock up the kilometres yet again visiting members in far flung parts of the state such as Mallacoota, Tatong, Thoona, Ouyen, Apsley and a myriad of towns in between. At times being on the road can be tough, you’re alone a lot and often in the middle of nowhere but the joy in seeing a welcoming member when I arrive makes it all worthwhile. The pride you all have in showing me around your pub, your latest renovation or your newest piece of equipment in the kitchen is something I will never tire of. This year, the Pubs Pots and Profits (PPP) program enjoyed another year of success. We held forums in Wy Yung, Flemington, Kyabram and Flinders and shared wonderful meals at Hotel Warrnambool and Huon Hill, Wodonga. Perfect pots of Carlton Draught were poured and I look forward to announcing the overall winner for 2015 in our next edition of Hotel Today. The level of hospitality at these pubs continues

These meetings are a great opportunity to catch up with fellow members, receive an industry update on issues affecting your pub and also to discuss local concerns that members deal with on a daily basis. The fact is, the hospitality, range of beverages, food offering and entertainment that typically underpins the pub offerings is so unique that you’ll always know it’s a pub”. Dani & David Canny David was first elected a Councillor of AHA in 1998, in 2008 was elected a member of the Executive Board and in 2013 Victorian delegate to the National Board of the AHA. He was elected as our Country Vice President in 2012 and in this position he has provided significant input and support throughout AHA. As chair of our PubTAB committee, in challenging times David has demonstrated great leadership in driving best advantage for his colleagues. Based in Ballarat, David is generous with his time to represent the AHA at various political, industry and sporting events. ILLEGAL OFFSHORE WAGERING REVIEW On 7 September 2015, the then Minister for Social Services, Hon. Scott Morrison announced a review of illegal offshore wagering. The review will be conducted by former NSW Premier the Hon. Barry O’Farrell. Minister Morrison said to the
The AHA supports the review. However, on face value, the terms of reference do not include all forms of gambling. The review appears constrained to wagering only (i.e. betting on racing and sports). In line with the Coalition’s policy to review all forms of online illegal gambling, and the Ministers statement that the review “can look at everything”, the AHA

submission will take the wider view of gambling and also include material related to gaming (i.e online poker, casinos and poker machines). A submission will be lodged November 2015.
MUSIC LICENSING The National Office has been working with APRA to establish a new music licensing scheme. The current scheme involves most hotels having to take out eight separate licences, which were complex, technical and confusing. If the new arrangements are agreed upon, there will be one plain English single form licence. The negotiations are ongoing and further notice will be provided in due course.
FEDERAL EXCISE APPLYING TO BULK BEER All alcoholic beverages containing more than 1.15% alcohol by volume (ABV) except wine are subject to the Excise Act 1901. Wine is subject to the A New Tax System (Wine Equalisation Tax) Act 1999 at a current rate of 29% of the wholesale price. AHA’s priority is to maintain the differential excise rate applying to the advantage of bulk beer (across the bar) compared to packaged beer and other alcoholic beverages retailed in packaged form. This differential is in recognition of the significant additional costs of operating an onpremises licensed business and the cost of complying with on-premises liquor licensing regulation to ensure a safe environment for consumers. AHA also seeks a moratorium on the twice yearly CPI-based excise increases applying to bulk beer to stimulate on-premises beverages.
WORKPLACE REFORM The momentum is growing for major reform of Australia’s workplace system and the AHA is pursuing a more flexible and equitable workplace system on behalf of the hospitality industry. AHA, in combination with its accommodation specialty division TAA, has fully-funded the case on behalf of the full hotel and accommodation sector because of the importance of presenting a united ‘One Voice’ case before the Commission. As part of the hospitality industry’s case before the Fair Work Commission, AHA has presented a powerful argument, with 43 expert witnesses advocating why reform of the current Award was necessary to optimise the potential of the industry and to grow employment opportunities.
The AHA expert witnesses have being successful in demonstrating that many hotels have been forced to either close venues or offer fewer services due to punitive penalty rates on weekends and public holidays. The next phase of the campaign takes place in December with the presentation of expert evidence that will show that the community’s views regarding weekends and public holidays have changed. Unions have challenged the evidence of our expert witnesses, which has meant AHA has had to incur significant additional expense to ensure the expert evidence is heard and amplified. AHA, in association with Tourism Accommodation Australia (TAA), has generated significant comment in the media and industry about the need for change in workplace provisions, and our position was vindicated earlier this
year when the independent Productivity Commission recommended more flexible working arrangements, particularly regarding penalty rates on weekends and public holidays, for hospitality workers. The Productivity Commission’s Draft Report on Australia’s workplace relations’ framework argued that Sunday work for those sectors should attract the same penalty rates as Saturday, based on our argument that the industry – and wider society – operates under very different conditions from when penalty rates started 50 years ago. Martin Ferguson, the former ACTU chief and Labor Minister now chairing TAA, the tourism arm of the AHA, has advocated workplace reform. Mr. Ferguson has indicated that that industrial relations reform was critical for Australia’s transition to a services-based economy. “I don’t support abolishing penalty rates, but I do think there are premiums that should be reviewed. It’s about incremental progress, not putting your head in the sand, thinking that shift penalties that were relevant in the 1930s and 1940s are still relevant.” The AHA is seeking for the Award to be modified to better reflect modern Australia by: • ensuring employee penalty rates are fair for employer and employee and remove the current major disincentives to open on weekends and public holidays • enabling employers to employ people on a part-time basis rather than on a casual basis • establishing a different penalty rate for the eight public holidays set out in the National Employment Standards, with a lower rate for public holidays set by the states On behalf of the hotel and accommodation industry, AHA is striving to achieve a new workplace relations framework that will not only encourage greater employment, but contribute towards a more skilled and professional workforce. The AHA is exclusively funding the costs of the FWC case as it is important to show that we are speaking on behalf of the entire industry as the national voice of Australia’s vibrant hotel and accommodation industry. Expert evidence is being given in December with a decision by FWC expected in early to mid 2016. WWW.AHAVIC.COM.AU | 13

The winners of the 2015 AHA (Vic) State Awards for Excellence were announced at the annual awards gala dinner held on Monday 16th November at Atlantic Docklands. The AHA (Vic) State Awards for Excellence program was established in the late eighties to recognise pubs in Victoria with service excellence across a range of categories, individual excellence and pubs that are a destination for the local community. The finalists were honoured at the ceremony in front of a crowd of more than 1,000 hoteliers, industry suppliers, hotel supporters and politicians. This year, a record number of nominations were received across the 36 categories and according to the judges the standards were extremely high, resulting in a large number of overall finalists in many of the categories. The 2015 Nikakis Award was awarded to Bill Bell, for his contribution to “A life-time in pubs�. This award was established in 1997 in memory of Nick Nikakis, recognising an individual or organisation who by their sustained performance and commitment serve as an inspiration to all in the industry and Bill is a true definition of this award. Congratulations to the 2015 Nikakis Award winner Bill Bell. The final awards for the evening were the hotly contested Overall Hotel of the Year, Regional and Metropolitan, these were taken out by Flinders Hotel in Flinders and Rosstown Hotel in Carnegie. AHA (Vic) recognises and congratulates all finalists and winners for their ongoing dedication and significant contribution to building Victoria’s renowned reputation for industry excellence. In reality it’s the combination of all of these things (and more) that makes a front of house team great. Getting the magic just right means focusing on all these elements equally, rather than placing too much emphasis on one or two and forgetting about the rest.
Kimberly chose to join Ruth Langley for her two day ‘Front of House S.O.S.’ workshop to get some fresh eyes and ideas to take back to her team. The workshop came at a perfect time for Sand Hill Road, with the focus being on how to make small changes in areas such as recruitment, training, process development and management communication in order to see big results in front of house staff performance and engagement.
THE SAND HILL ROAD GROUP EXPERIENCE As Sand Hill Road goes from strength to strength the team have been focused on creating engaging experiences for every single customer that walks through the doors of one of their six inner city venues. Earlier in the year Kimberly Burns joined Sand Hill Road as their People and Culture Manager, which enabled the group to put added focus on the people responsible for delivering the customer experiences - their staff. “The customer experience is vital in our business. We are a service business so without customers we can’t operate! But we realised that creating amazing customer experiences doesn’t always come naturally to staff. We needed to look at what was holding them back and work to overcome this.” Her bigger picture approach saw her looking at every part of their front of house department to see where small changes could be made, from how they were recruiting, inducting and

WHEN PETER BOARD AND HIS BUSINESS PARTNERS TOOK OWNERSHIP OF THE McKINNON HOTEL IN 2008, THE LOCAL LANDMARK HAD BEEN MAJORLY UNCHANGED FOR THE PAST 42 YEARS.
“It was in dire need of a contemporary renovation, but we identified it as a hotel that had potential,” says Peter. “We saw there was an opportunity to modernise the venue, and appeal to the changing demographic of the local area.” The hotel has stood on the corner of Jasper and McKinnon Roads in McKinnon, 12kms from the Melbourne CBD, for more than 150 years. Originally known as the Gardeners’ Arms Hotel, it was established in 1861 by market gardener James Bent, a pardoned English convict who was transported to New South Wales after being sentenced to 14 years for house breaking.
“McKinnon is continually evolving and the demographic is changing,” says Peter. “Now a lot of new, young families live in the area, and the local high school has a particularly good reputation. “As a result, there is also a lot of new development in the area, and we wanted the McKinnon Hotel to complement this.” Peter himself has a long history in the hotels industry – more than 20 years – including the running of a family hotel brokering business. “I’ve had a lot to do with banks over the years, and, as anyone will tell you, banks are crucial to the hotel industry,” says Peter. “When we decided to renovate the hotel, Bank of Melbourne saw the venue needed money to grow, and the potential in what we were trying to achieve. “We are a gaming hotel, so we needed to have a relationship with someone who really understood this aspect, as well as the market and the hotel industry.” Work to renovate the venue commenced in July 2014 and just over a year later, the venue has stayed true to its heritage, with a modern take. “The original island public bar was quite unique in its time,” says Peter. “We tried to maintain the traditional features and layout of the hotel throughout, keeping the island bar and exposing some of the traditional brickwork inside.”

I’VE HAD A LOT TO DO WITH BANKS OVER THE YEARS, AND, AS ANYONE WILL TELL YOU, BANKS ARE CRUCIAL TO THE HOTEL INDUSTRY…
Along with the new public sports bar, the hotel now boasts an alfresco area adjoining the bistro, beer garden and gaming area. “The venue also now has a function room,” says Peter. “Originally the first floor housed 13 hotel rooms, but we installed a new staircase and lift, dance floor, stage, bar and a commercial kitchen so we can cater for private events which is a whole new opportunity for us.” While the renovations ran quite smoothly, Peter says Bank of Melbourne was able to help navigate the process and customise their support for the hotel. “We had a few minor delays throughout the renovation process, but they understood this and were very helpful at directing us through this. It meant that we were able to keep trading throughout the whole of the renovation period and didn’t lose a day’s trade. “Our loan was custom-designed to suit our needs, and we also sought equipment finance so to enable us to renew equipment after the renovation finished. It was a real partnership.”
Operating at full capacity again since August, an optimistic Peter says the signs are already very good. “The McKinnon Hotel is now an A-grade hotel. We’ve already seen strong growth since the renovation was complete, and across the board the signs are fantastic, showing there is a lot more growth to come.

ALL NIGHT PUBLIC TRANSPORT ON WEEKENDS From 1 January 2016, Melbourne’s Night Network will get you where you need to be. The one – year Night Network trial includes all night public transport on weekends, with all night metropolitan trains, trams, late night buses, and a 2am coach service to key regional centres. With more train and tram services every weekend, you can now stay out longer and enjoy the vibrant night-life, popular hotspots and various events throughout the calendar year. This trial of all night public transport is about giving customers a convenient and affordable way to travel late at night.

Night Trains will operate hourly on all lines, except Stony Point and Flemington Showgrounds lines. All Night Trains will depart from Flinders Street Station in the city providing customers with a central hub for travelling on the Night Network.
Night Coaches will operate to the regional centres of Bendigo, Ballarat, Geelong and Traralgon. Night Coaches will depart between 2.00 and 2.15am from Southern Cross Station coach terminal, making it easier for customers in regional centres to visit Melbourne on a weekend and get home late at night.
NIGHT TRAMS Night Trams will operate every 30 minutes on six key routes, providing wide coverage across Melbourne as well as covering key night-time precincts and streets in the CBD. The Night Tram routes are 19, 67, 75, 86, 96 and 109.

Jan recalled being invited to her first lunch with her husband AHA (Vic) and National President, Peter Burnett and feeling uncomfortable at not knowing anyone. That’s when the idea for a Ladies’ Lunch was born. “I really wanted the partners and wives to have the opportunity to meet one another, get to know each other so that they could walk into any function and feel comfortable” Jan believes it’s just as important for our sponsors and commercial partners to feel at ease when they walk into a room and welcomes their support at these events. This year’s lunch saw us return to Bobby McGees at Rydges, Melbourne. With so much focus on women in football this year, it was fantastic to have Daisy Pearce and Elise O’Dea from the Melbourne
Football Club join us on stage. The girls shared their experiences of performing in an industry that is dominated by men as well as providing us with insights into their work lives. The parallels between their sport of choice and our industry were evident and the audience warmed to their natural style and charisma. Publican Dani Canny from the Royal Hotel, Daylesford has been attending the ladies lunches since they began. “I don’t think I have missed one. It is a very important event because you get to meet and talk to women from other venues or suppliers in a relaxed and fun setting” For Dani, the real highlight has been the friendships she has made and also the great entertainment offered. “It’s always something I look forward to!” “Come along! It maybe a little daunting at first but once you get to know a couple of people it kind of snowballs and it’s great to know a familiar face at future events.”

REGIONAL TOURISM TRAINING READY TO ROLL
William Angliss Institute is partnering with Victorian regional TAFEs for the roll out of the regional tourism employability initiative commencing in 2016.
Courses will be delivered locally to students across the areas of hospitality, tourism and events enabling graduates to enter the local workforce fully job ready.
There will be opportunities in 2016 for employers to register their interest in hiring newly trained staff or offering placements as part of their industry training.
These partners will have access to the Institute’s expertise in tourism, hospitality and events to help provide highly skilled staff for Victoria’s iconic regional destinations with the help of $2.7 million funding from the Victorian government.
Students will be able to continue living in the regions, while gaining the practical skills and specialist knowledge they need to drive regional hospitality and tourism to a more competitive level.

NEW RESORT AND HOTEL MANAGEMENT DEGREE LAUNCHED William Angliss Institute has launched a new Bachelor of Resort and Hotel Management to help students prepare for an exciting career in one of the fastest growing industries in Asia Pacific, the international resorts and hotel industry. Commencing in February 2016, this new course takes three years of full-time study and is designed to equip graduates with the ability to lead and manage business operations and find innovative solutions to complex issues in the dynamic hotel and resort industries. Content covered includes resort and hotel operations management, economics and revenue management, as well as customer service and human resource management. The focus is on delivering a combination of academic knowledge and practical skills to help students develop critical thinking, management capabilities, and professional skills so they can enter the industry with confidence. Associate Director Higher Education and Quality Dr Paul A. Whitelaw said
this degree is an excellent way to gain theoretical knowledge and practical skills to go into this industry. “This degree offers hands on exposure to current industry programs and simulation software combined with strong industry engagement through expert guest speakers, site inspections and excursions and experienced teaching teams,” Dr Whitelaw said. This course also complements the new Angliss International Hotel School (AIHS) which also launches in 2016. The AIHS offers a Diploma of Hospitality which will be delivered over 12 months, featuring an internship with a major hotel, international study tour and access to specialist master classes in premium service delivery. After completing the Diploma, students will qualify for guaranteed entry into the second year of William Angliss Institute Bachelor Degree programs, including the Bachelor of Resort and Hotel Management.
In addition to the standard three year degree program, students can undertake a four year degree program with the fourth year specialising in either Professional Practice or International Practice. In the Professional Practice specialisation, students have the opportunity to take a one year work placement in a preferred area such as HR, Finance, Marketing, Food and Beverage Management or Front Office. In the International Practice specialisation, students will analyse data and analytics across geographic region, study global management and do an international study tour. There’s also the option to take a semester’s study with an international academic partner or complete international work placement.
