This publication will furnish you with a comprehensive overview of our community. Jasper County’s first settlement dates back to 1832. From this beginning, the county has evolved into a premier agricultural producer of commodities, leading the state in the production of farm products. Today, our thriving community of 33,448 people is projected to continue to grow well into the future. our cities & toWns Town of DeMotte The town of DeMotte, which is located in Northern Jasper County, was named after Civil War veteran Mark DeMotte, who served as a first lieutenant with the Indiana Light Artillery. DeMotte Planning Commission The DeMotte Planning Commission meets the second Tuesday of the month at 7 p.m. in the DeMotte Town Hall. (If necessary). our cities & toWns Town of Remington Remington, situated in southern Jasper County, was founded in the spring of 1860 and was a small farming community known at that time as Carpenter Station or Carpenter, after Carpenter’s Creek. The name was later changed to Remington, perhaps the name of a local store owner. The railway was completed and known as the Logansport, Peoria & Burlington Railway. The depot was constructed in the fall of 1859, built just west of the crossing at Ohio Street. Trains began running in January 1860. On Sept. 6, 1869 the town held its first meeting to elect a board of trustees. Situated just 90 miles southeast of Chicago and 90 miles northwest of Indianapolis, Remington is host to many local businesses and community organizations.
Interstate 65 is just two miles to the east, and U.S. 24 and U.S. 231 pass through town. Remington boasts many homes and landmarks of historic note, with many types of architecture represented. Remington’s town government is made up of five council members elected by ward. The term of office for a member is four years, beginning Jan. 1 following the election. Two members are elected as president and vice president each year. The town departments report to the town council. The council passes ordinances, resolutions, establishes salaries for town employees, passes an annual budget and sets utility rates. Town Council Current town council members are Susie Sigo, Pat Berger, Jim Stewart, Charlie Illingsworth and
Bob Braaksma. Town attorneys are Pat Ryan and Jacob Taulman. Town clerk-treasurer is Terri Budde. Town council meetings are held the first Monday of each month. Meetings are held in the town hall at 6:30 p.m. (EST). Remington’s Town Manager is Jonathan Cripe. Remington is also home to a Main Street program that, through the cooperation of city officials and volunteers, is working continuously to improve the quality of life for Remington residents. our cities & toWns City of Rensselaer When Rensselaer was initially platted in 1839, it was named Newton, but was renamed in 1844 after James Van Rensselaer. Many events take place in Rensselaer each year, like the Little Cousin Jasper Festival, Rock the Arts, Oktoberfest, the Farmer’s Market, Fire Dept. Pancake Breakfast, Prairie Arts-Carnegie Center Events, the Christmas Parade, Cops Night Out, Halloween Trunk or Treat and Cruise Night just to name a few. There are many organizations that help to promote and improve the quality of life in Rensselaer from the Greater Rensselaer Chamber of Commerce, Jasper County Economic Development Organization, Retail Merchants Association and Main Street Rensselaer. Rensselaer is also home to the Franciscan Health Rensselaer, the Jasper County Courthouse, Jasper County Detention Center, Rensselaer Central School Corporation (grades K-12), Saint Joseph’s College, and St. Augustine School (grades K-5). There is an Amtrak train depot in Rensselaer providing daily service to Chicago and Indianapolis. The City of Rensselaer takes great pride in
its large parks department that includes several parks and green spaces, sports programs for adults and youth, a public swimming pool, and about three miles of recreational walking trails. City council Rensselaer is currently governed by a mayor and five elected council members. The Rensselaer Police have 11 full-time officers and 6 full-time communication personnel. Parks Department Members of the park board include: Michael Manis, president; Bill Wornhoff, vice president, Glen Allie, treasurer; Rick Williams, secretary and Julie Koczan. Rensselaer offers residents five different utilities: electricity, gas, water, sewage, and sanitation that includes curb-side recycling pickup. New residents can sign up for all utilities at Rensselaer City Hall (124 S. Van Rensselaer St.). According to the United States Census Bureau, as of the census of 2010, there were 5,859 people, 2,336 households, and 1,517 families residing in Rensselaer. The median household income for the period of 2007 to 2011 was $40,948.
Over the years, we have grown and gained resources that add to Rensselaer’s quality of life. We are working hard to retain our businesses while working on gaining new ones, and are proud of the expansions of our industries which is better for all concerned. Our new Volunteer Fire Dept. building opened in Spring of 2016. Our new wet weather treatment plant is scheduled to be completed March of this year. Also, a new electric substation is planned west of the city in the future. The city has applied for a planning grant for the downtown revitalization.

our cities & toWns Town of Wheatfield The town of Wheatfield was founded in 1883 on land donated to the town by Simon and Mae Thompson. The first post office was opened a year prior to that, in 1882. Wheatfield may have gotten its name from the wild rice or swamp grass that grew in the area, which was said to look like a field of grain or because it was the area where the first field of wheat in the county was planted. Wheatfield was originally a railroad town with the Plymouth, Kankakee and Pacific railroad running through it. The railroad was used to ship wildlife caught by local hunters to the markets in the Chicago area. Wheatfield is now known for its Sandhill Crane Festival, which features a car show, entertainment, food and crafts. Jasper County Auditor As the accountant of the county, the auditor distributes money collected by the treasurer’s office to various government agencies. The auditor’s office is responsible for payroll and billing, and calculates the county tax rates each year. The auditor also serves as secretary for the county commissioners, county council and county board of review. Jasper County Tax Assessor
The Jasper County Surveyor’s Office is responsible for perpetually maintaining all government section corners throughout the county and to maintain official records related to these corners. The surveyor is the technical authority on the construction, reconstruction and maintenance of all regulated or proposed Vince Urbano open and tiled drains in the county and serves as an ex-officio member of the Jasper County Drainage Board and the Kankakee Indiana Regional Planning Commission (KIRPC). The Jasper County Surveyor is also a member of the Jasper County Plan Commission, the Jasper County Technical Advisory Committee, the Kankakee River Basin Commission, Iroquois River Conservancy District and several multi-county drainage boards. Jasper County Recorder The office of recorder was the first constitutional office in county government in Indiana. Jasper county offices Jasper County Circuit Clerk The Jasper County Circuit Clerk’s office administers marriage licenses, child support payments, and traffic ticket payments. The microfilm department is under the jurisdiction of this office, as well Vickie Bozell as the circuit and superior court clerk offices. “In Indiana, the Clerk is also the official who oversees and conducts all elections, as a member of the Election Board. The Clerk is responsible to administer and certify results for all federal, state, county, township, municipal, special and school board elections,” according to the county website. Jasper County Clerk Treasurer The constitution of Indiana provides for the election of a treasurer in each county. The Jasper County treasurer is responsible for the collection of county property taxes and is the custodian for all money belonging to the county. The treasurer is also responsible to invest the public funds in a manner which provides the highest investment return with maximum security. The Treasurer is responsible for the mailing of the tax statements and for the collection and distribution of the taxes generated in Jasper County. Jasper county offices Jasper County Health Department The county health department encompasses several diverse but related functions with the county. The clerk-registrar of the department is responsible for keeping the records of all births and deaths that occur within the county. The food sanitarian is responsible for licensing and inspecting restaurants, grocery stores, taverns, caterers and booths at county fairs, as well as investigating complaints stemming from food-borne illnesses. The food sanitarian is also responsible for animal-related health problems such as bites or ticks that make a person ill. The environmental sanitarians are responsible for on-site inspection of all wells and septic systems in the county and for issuing permits. Bacteria tests for new wells are submitted to this office. These sanitarians are also responsible for unfit dwelling inspections and condemnation of houses. The health department also employs nurses who are responsible for immunizations and investigation of communicable disease reports. The department is also trained for a public health emergency with a preparedness coordinator and handles dog and tick bites. Marianne Nelson M.D. is the current county health officer. Jasper County Department of Weights and Measures Jasper County is required to have a weights and measures department due to its population. Michael Harper is the weights and measures inspector for the county, working part-time. He can be reached at 219-866-5523. Harper inspects and certifies gas pumps, scales (including grocer, pharmacy, high school and middle school wrestling scales and vehicle scales) and timed devices such as dryers at laundromats. Every weight and measure has to be checked every year. The inspector does not have a specific time or date when he shows up for the inspections and usually does so without prior notification. When he has inspected something, a new sticker will be placed on the devise with his name and the number listed. resh

Jasper County Superior Court
The Jasper County Circuit Court, located on the top floor of the Jasper County Courthouse, handles all of the juvenile cases in the county as well as small claims and infraction cases. The Circuit and Superior Courts share criminal and civil cases, including paternity and domestic relations cases, adoptions, estates and guardianships. Criminal cases are assigned to the courts on a predetermined basis pursuant to the Supreme Court rules; John D. Potter however, in most civil matters, the litigants may choose the court in which they wish to file their cases. The court reporters and bailiff for the circuit court are appointed positions. The are 92 circuit courts in the state, with each county having one. Superior courts are created by the legislature and based upon population and other factors. Circuit and Superior court judges are elected for a term of six years and although the judges are partly paid by the county they serve, the judges are state officers. The current Circuit Court Judge is John D. Potter who has served since 2006. He was appointed to that position by former Governor Mitch Daniels and was re-elected to the post in 2012. Jasper county public safety Jasper County Sheriff The county Sheriff ’s Office is an elected position that was established under the Indiana constitution. The sheriff is
responsible for law-enforcement, jail operations, transportation of inmates, security of the courts,civil process service, Sheriff ’s sales, emergency communication center,and administrative duties that include handgun permit applications. The Jasper County Sheriff ’s Office currently employs Sheriff Terry 22 merit deputies. All of the merit officers must be an Risner Indiana Law Enforcement Academy graduate and maintain certified training hours each year to stay current as a law-enforcement officer. Duties that officers are involved in include, drug interdiction and investigations, detectives, sexual assault investigations, homicide investigations,poly-graph operations, certified School Resource Officer, advanced crash investigations, advance patrol and traffic safety, high risk warrant and suspect apprehension operations, courthouse security specialist, and tactical team operations, plus any duties assigned by the Sheriff. Jasper County Emergency Management Agency The director of the Emergency Management Department is responsible for developing, administering, and maintaining emergency response procedures for the duration and aftermath of disasters within the county. The director coordinates and Karen Wilson maintains the intake and disbursement of the Homeland Security Grant monies received by Jasper County from the Indiana Department of Homeland Security. The sheriff’s office provides a number of services. Some of those are gun permits, accident reports, vendor/purchasing requirements, and obtaining officials records.
Code Red Code Red is Jasper County’s Emergency Mass Notification System which can alert residents, businesses and schools of any natural or man-made threats to the community. This system will allow the department to send informational messages to telephones and cellphones in the event of an emergency. These alerts can also be used to notify the public in the event of abductions, missing children, crime spikes, information gathering, etc. To register a telephone or cellphone, please complete the online form at www.jaspercountypolice.com. The 911 center monitors multiple radio frequencies, uses a computer-aided dispatch system and answers both emergency and non-emergency telephone calls amongst many other tasks. The office of Sheriff can be traced back to Alfred the Great in England in the late 9th century. The word Sheriff is derived from the English term “shire-reeve” which stands for keeper of the county. A function that the Sheriff is dedicated to over a thousand years later. The first known elected Sheriff in North America occurred in Virginia in 1651. When Indiana adopted its constitution in 1816 the Sheriff was made a constitutional office under Article 6. Section 2. As such the Sheriff is the highest elected lawenforcement officer in the county in which the people have a voice to elect.

Jasper county airport authority Serving as the general aviation gateway to Jasper County since 1933, Jasper County Airport (KRZL) is located on the west side of Rensselaer in central Jasper County. Meeting monthly on the first Wednesday, the Jasper County Airport Authority is responsible for safely operating, maintaining, and improving the airport’s two runways, fuel farm, and hangar infrastructure in year-round service to all business, agricultural, and recreational users in accordance with Federal Aviation Administration (FAA) regulations. The airport provides 24-hour self-service fueling as well as assisted self-service fueling (for an additional charge) and a fivepassenger courtesy car that can be operated within 20 miles of the airport. The airport is open seven days a week, 365 days a year,

Jasper county festivals & events DeMOTTE Touch of Dutch DeMotte’s Touch of Dutch Festival will be held on Friday, Aug. 11 and Saturday, Aug. 12, 2017, and is typically every second Saturday in August. There is no admission fee for the festival. There is a 5-K Rotary Ramble run, a parade as well as music, food, vendors, activities, and a car show all day at Spencer Park Center. Fire works at dusk. Jasper county historical society The Jasper County Historical Society collects artifacts and catalogues historical information of Jasper County. The group maintains the Museum in Rensselaer that is open on the first and third Saturdays each month or by appointment. The meetings take place at 6:30 PM on the third Tuesday each month from September to June excluding January. The group’s current goal includes cataloging historical items online. New members are always welcome to join the historical society. The annual dues for individuals are $15, family at $25, and a lifetime membership is $150. the arts in Jasper county Prairie Arts Council There is a thriving and energetic arts community within Jasper County, led primarily by the Prairie Arts Council. Established in 1993, the Prairie Arts Council is an arts program and service organization that serves Jasper and Newton counties. The organization is headquartered in the historic Carnegie Center in Rensselaer where it maintains an office and operates the Lilian Fendig Gallery. The Prairie Arts Council presents, sponsors, and supports programs that provide arts and cultural activities for the public as well as providing a forum and resources for local artists in the performing and visual arts. Prairie Arts Council annual arts activities include: --Art Camp which is held the last full week of June
--Rock The Arts, which is held the last Saturday of July. --The annual Holiday Art Sale and Show the 2nd Friday and Saturday of November. . The Prairie Arts Council is a non-profit corporation supported by its members, donations, event sponsorships and grants from the Indiana Arts Commission and other arts support groups and foundations. Everyone is invited to become a Prairie Arts Council member and gain the satisfaction of supporting arts and cultural activities in the local area. the Jasper foundation The Jasper Foundation and its affiliate, the Newton County Community Foundation, are two of 94 community foundations serving the State of Indiana. All community foundations seek to provide: • Services to donors by offering various fund options and ways of giving, and by making possible the use of gifts and memorials or tributes to specific individuals. Gifts may also be distributed to benefit selected areas of interest or specific organizations. • Services to non-profit organizations include grants from the earnings of the community foundation unrestricted fund to address special needs. Additionally, the foundation can provide income for agency programs. • Services to the community by ultimately initiating projects and approving grant requests from community organizations to improve the quality of community life. More specifically, the Foundations can do many things for its constituency: • Represent not-for-profits and donors providing flexible and cost-effective services and grants • Provide ways for donors to accomplish their charitable giving goals

Jasper county community services Jasper County Community Services, Inc. is a non-profit corporation that has been serving the community through federal, state and county funded programs and services since 1975. JCCS’s outreach to the residents of Jasper County is provided through three senior/nutrition centers, which are located in Rensselaer, DeMotte and Remington, Indiana. The people of Jasper County look to JCCS to meet their needs for congregate meals, public transportation, energy assistance and education, weatherization, section 8 housing intake, homemaker and in-home services, preventative health and nutrition programs, community workshops, social events and activities. The agency is under the leadership of a 15 member Board of Directors and Executive Director Sharon Colee. Jasper county historical landmarks The Jasper County Courthouse that sits in the center of the Rensselaer downtown square is not the first county courthouse. The structure of Bedford limestone, turrets, curving arches and gabled dormers is the third courthouse to house the county government. According to “The Jasper County Courthouse 18961996,” in late 1839, a log building was constructed in Newton (Rensselaer). In 1845, a second courthouse was built with a frame building, while in 1857 a third courthouse was built of brick. The third building was damaged by fire that started under mysterious circumstances on Jan. 18, 1865, according to the Historic Landmarks Foundation of Indiana website. It was repaired and continued
to serve the county until 1895 when commissioners hired an architect from Fort Wayne to design a fireproof courthouse. Construction for the building began in 1896. County officials were able to move into the completed courthouse in 1898. Since then the courthouse has received continuous upkeep and in 1996 decorative painters restores original interior stencils, gilding, and a 16-color paint scheme in celebration of the courthouse’s 100th birthday. The roof of the courthouse was replaced in 2012 from shingles to slate, that is said to resemble the slate that covered the roof when it was built in 1896 to 1898. The courthouse was listed on the National Register of Historic Place in 1983.

Through hundreds of hours of work, five local artists transformed the county’s 2016 state bicentennial bison into a piece they hope represents the essence of Jasper County. The bison is one of many purchased throughout the state through the United Way with the intention of having one to represent each county. The local bison is a colorful melding of meaningful images from all over the county, from well-known landmarks to local flora and fauna. The five artists, dubbed the “Bison Belles” by their oldest member, Doris Myers, 94, decided to work together on the bison after three of them, Christine Herre, Cindy Ziese and Kayla Groen, submitted separate proposals for the bison’s design to the Jasper County Tourism Commission. The commission asked Myers, a longtime local artist to contribute to the project. Completing the group was Lindsey Preston, Groen’s former art teacher at Kankakee Valley High School, who the ladies asked to join them. Each woman worked on separate specific images gracing the bison, but they all came together to work on some portions, like the Indiana State Tree. “I wanted to represent the north end, so I chose to do the old Kankakee River before it was dredged with a couple of explor-
ers kicking off from the shore,” Myers said. Wheatfield Library, the Potawatomi Park bridge in Rensselaer, and the state flower, the peony. Herre chose to represent the agricultural parts of Jasper County. “I am born and raised a farmer,” she said. She covered the bison with a harvest scene at sunset, a cow and pig, as well a an Indian and eagle, representing the county’s Native American history. Preston’s contributions to the bison included Indiana wildlife, such as a native butterfly and a white-tailed buck. She also transformed the bison’s tail into one of the county’s crops: wheat. Ziese painted notable landmarks like Saint Joseph’s College and the Remington water tower. She also represented the state bird, the cardinal and a wine bottle and label which contains the ladies’ signatures. Groen worked on mostly images of DeMotte, including the windmill, tulips and wooden shoes to represent the town’s Dutch history. She also painted the DeMotte Train Depot with a Studebaker (an Indianamade car) in the parking lot as a representation of all the car shows in the county. Groen’s other contributions included a grain elevator, a sandhill crane, representing Wheatfield and a scroll with the lyrics from “Back Home Again in Indiana” a song written by James Hanley, who was born in Rensselaer.

Those who view the work of art continue to find new aspects that they might not have caught at first glimpse. “I think another important thing is just that people take pride in where they live,” Preston said. “That this is an important place and that they’re proud to be from Jasper County.” The women estimated that they spent a total of around 500 hours working on the bison. The work began June 6, 2016 as they prepared the bison to be painted by sanding, patching holes and applying a base coat. That alone took around 15 hours. The group completed the bison on July 10, 2016 after which it received a clear coat from Jonkman Garage. The women all agreed that it was an amazing experience to work on the bison together. The others agreed. The Belles
who were not previously part of the Jasper County Art League plan to join so that they can all stay in touch. The women said they felt humbled and honored to have worked on the bison, which toured the county’s festivals last summer and is set to be displayed at the county courthouse.
“They may have chosen my design, but we put our designs together to come up with one design,” Herre said. “It’s an honor to call it our design.” The bison, named “Jasper” was officially unveiled at the opening of the Jasper County Fair in 2016. “I think the county’s going to be proud of it, too,” Myers said.
