Are You Covered?

As a housing provider, you must ensure your rental property is adequately protected with the proper coverage. The cheapest insurance policy may not be the best to protect your property. Periodically read and review your policy with your broker to understand coverage options. Don't wait until you have a claim to find out you’re not covered. Your rental property is a critical source of income – protect it well! Not sure where to start? Read our quick pointers below to make sure you get the right coverage. Dwelling Fire Policy Get a good DF3 or Dwelling Fire Policy (not an H03 policy) with a Dwelling Coverage that has an extended replacement cost of at least $300 per square foot for rebuilding in the event of a total loss caused by, for instance, fire damage. Loss of Rental Income The insurance carrier pays your lost rental income due to a covered claim like a fire or renter moving out. The limit should be equal to 18 months of rent. Liability Not all policies are the same. Read your policy to expose gaps in coverage based on your current needs. Do you need coverage for bodily injury, personal injury, fair housing, wrongful eviction coverage, etc.? Do not be thrifty here as you will need good coverage to protect yourself from paying out-of-pocket for claims, damages, and legal fees. A minimum coverage of $1M is ideal. Pay attention to details such as the exclusion of illegal acts and house damage due to marijuana growth. Water Backup This covers water backup from drains due to blockage, a very common claim in condominiums.

Equipment Breakdown and Service Line Coverage This does not count as a penalty and covers mechanical items such as hot water heater, HVAC, sewer lines, electrical panel failure, etc. Short Term Rental Coverage If you own a short-term rental (AirBnB, VRBO, or ADU or In-law unit on your property), you will need special short-term rental coverage. Do not rely on AirBnB’s coverage alone! Condo Rental Your HOA policy does not cover claims inside your unit. You will require a “landlord policy” for condominiums to cover your unit with liability, loss of rents, unit owner’s coverage, and water backup. Umbrella Coverage This would sit on top of your "landlord policy" and is recommended at $1 million in coverage. Talk to your agent about “form following policy,” which only works if your "landlord policy" has the correct underlying liability limits. The cost of umbrella coverage is about $19 per month for $1 Million. Commercial Apartment If you own four rental units or more on one property, you will need a “Commercial” insurance policy. Often, the liability will exclude “personal Injury” or fair housing discrimination claims. For this coverage, certain carriers offer a standalone policy with limits to $1 million and cover HUD charges alleging discrimination. Governor Newsom Signs AB 832 To Extend COVID-19 State Eviction Moratorium Until September 30, 2021 On June 29, Governor Gavin Newsom signed AB 832 to extend the state’s eviction moratorium through September 30, 2021. AB 832 is not just an expansion and/or continuation of SB 91, a bill that became law on January 31, 2021. The changes in the law are significant and will affect collections,

Potential Vacant Property Tax Community Workshops The City of Richmond is analyzing a potential Vacant Property Tax to support city services for blight abatement, code compliance, and general revenue enhancement. The City will be hosting a public workshop to receive feedback from stakeholders and the community including concerns regarding blight, opinions regarding vacant properties, potential exemptions, and services to be funded. Mobile COVID-19 Vaccine Clinics Available by Request for Groups of 5 or More Businesses and community organizations in Contra Costa can request visits from Contra Costa Health Services' (CCHS) mobile COVID-19 vaccination van to workplaces, community centers and other locations where five or more members of a group want to receive vaccine. Any business or organization can request a mobile vaccination clinic using an online form if they are in the county, and CCHS will send a mobile health van to provide free vaccinations on site within one week after completing the request. Clinics operate weekdays from 8 a.m. to 3 p.m. and will only travel to locations within the county, though they will vaccinate anyone eligible regardless of where they live. There is no cap on the number of people who can be vaccinated during a visit. Lafayette Planning Department Now Accepting Building Permit Applications Online In alignment with the Contra Costa County Building Department’s procedures, starting July 1, 2021, the Lafayette Planning Department began exclusively accepting digital applications for building permits. If you are seeking planning review for over the counter projects, simply will submit your plans and building permit applications through idtPlans at lovelafayette.idtplans.com. You will need to create an account and then easily submit projects, check project status, find out which planner is reviewing the plans, and receive comments from staff.

• $5.2 billion will be added by the state to the current renal assistance federal funds to pay up to 100% of past due rent for “qualifying” renters who earn less than 80% of the area-wide median income (AMI). • Non-payment of rental debt cannot be used as an adverse credit issue. • Renters cannot be evicted for at least six months at the end of the eviction protection period that ends on October 1, 2021, if they complete an application for governmental rental assistance. • The measure extends the preemption of local city and county non-payment eviction ordinances through March 31, 2022, unless that local government already had an eviction moratorium ordinance in place. New Payment Kiosks at Hayward City Hall The City of Hayward recently installed two payment kiosks—one inside and one outside of City Hall—to make paying water and other City bills and fees more convenient. The machines allow for cash, check, and credit or debit card payments with no processing charges for any bill that is generated by the City of Hayward—including Hayward water system bills, Code Enforcement invoices, and all other City-generated bills, fees and invoices. The kiosk located on the exterior of City Hall facing City Hall plaza, at 777 B Street in Hayward, is accessible and operates 24 hours a day, seven days a week. A second kiosk inside City Hall on the first floor near the guard station is accessible weekdays when City Hall is open to the public. The kiosks offer both English and Spanish as a language option.

Rental Expert (FAQs) Are housing providers allowed to "Bank" Annual General Adjustment Rent Increases in Richmond? Yes, Housing Providers may apply deferred Annual General Adjustment rent increases; however, Rent Board Regulation 602 limits the amounts of deferred increases that may be applied in any 12-month period.

The machines provide receipts for proof of payment when the payment is made—but cannot provide change for cash payments. Any excess cash payment would be credited to the customer account.

What is the current status of TOPA in Berkeley?

Did you know most DMV tasks can now be completed without visiting a field office? The DMV’s new and improved website offers a wide range of services, including vehicle registration renewals, driver’s license renewals, replacement sticker, and registration card requests, notice of transfer and release of liability, and service advisor/chat functions. You can also complete your REAL ID application on the website before visiting a field office to save time spent in-person. Many online services are self-serve or can be completed with the help of a DMV representative without a visit to an office. Also, older adults 70+, previously required to visit a field office to renew their driver’s license, can now renew online! The requirement has been waived until further notice so older adults can complete transactions from the safety of their homes. Visit the DMV at https://www.dmv.ca.gov/portal/.

EBRHA members and other community housing providers appear to have made an impact on the Berkeley Mayor to put TOPA on hold until possibly later this year. EBRHA asked its members to write to the Berkeley Council and call into the Berkeley Land Use Committee meetings. We communicated how the TOPA ordinance authors did not perform an equity study, how TOPA would only serve to reduce investment in rental housing in Berkeley, and would all but kill off the opportunity for 1031 exchange buyers to reinvest in Berkeley. We'll be in touch when we hear what the City of Berkeley will do next .Hopefully, the City of Oakland also understands the negative impacts TOPA would have on our community.
