Somebody else suggested putting in a zip line through the trees. Chris Camp, a consultant working with the city of Brookhaven to develop a long-term parks plan, listened attentively to the ideas offered by the 21 residents who gathered at Briarwood Park on April 14 to discuss the direction the city of Brookhaven should take with its parks. Across town, about four times as many residents gathered at Oglethorpe University for a simultaneous discussion of what should be done with the city’s parks. “Tonight was to give citizens an opportunity to come out and tell us what you like, what needs to be repaired and what needs to be added to the park system,” Camp said. And the residents offered plenty of ideas. Some wanted to see public art. Others thought there should be areas

After a recent rash of noise complaints, Brookhaven City Council is considering making bars close earlier. Brookhaven’s bars now close at 3:55 a.m., the same closing time imposed in DeKalb County. At the Brookhaven council’s April 15 meeting, members suggested setting closing time at various points between 1 a.m. and 3:55 a.m., with the possibility of different times on different nights. The council will revisit the matter April 22. City officials also are considering scheduling one or two public meetings on the subject so they can hear the opinions of business owners and residents. Since incorporating, Brookhaven has allowed business owners with DeKalb County liquor licenses to stay open until the county’s cutoff of 3:55 a.m. Last May, the council held a public meeting attended by over 100 liquor license holders to discuss closing times. Brookhaven City Council voted 4-0 on April 15 to approve the city’s paving plan. Brookhaven Public Works Director Richard Meehan informed the council that bids for the work would be finalized in late May. As paving wraps up on the approved roads from the 2013 plan, the city will look for the 2014 work to begin in early June and be completed by early fall. City Councilwoman Rebecca Chase Williams was elated. “This is one of the reasons we formed our city, was to improve our roads,” she said. “Tonight we voted to spend $2.2 million on asphalt. That’s pretty exciting.” The city plans to pave six miles of road by the end of the year. Heavily trafficked streets, such as Ashford Dunwoody Road and Lenox Park Boulevard, and 14 local roads will be paved. The plan also budgets about $36,000 for preventative patching as needed around the city. About 10 percent of the city’s budget will be dedicated to paving in 2014. “The biggest road we’ll be doing is Lenox Park Boulevard,” Williams said, adding that it was one of the lowestrated roads after the survey of the condition of the city’s streets by laser truck last year. According to Williams, there will be no road closures during the paving process, and no night work will take place. The city will also continue to repair potholes as needed throughout the year. “What’s exciting about it is we’re paving six miles of road by the end of this year, which is a significant amount of improvement from what we’ve gotten in the past from [DeKalb County],” Mayor J. Max Davis said. “And we’re going to be doing this every year,” Davis added, “which is great.”

Brookhaven has budgeted for paving projects through 2019. Davis stressed the positive effects the paving would have on safety, aesthetics and wear-and-tear on cars. “We’ve made a drastic turn from where our area was headed before we incorporated,” the mayor said. The 2013 paving plan includes five roads: Dunwoody Place, Etowah Drive, Hunters Brook Court, Pamela Drive and Stratfield Drive. Among the major local roads on the schedule for 2014 are Caldwell Road, Hermance Drive, Curtis Drive, Goodwin Road and West Nancy Creek Drive. The city’s focus was to pave the busiest roads and the roads with the worst scores from the laser-truck assessment first, while keeping the work evenly distributed throughout the city. Two businesses have announced plans to move into Brookleigh Marketplace, the final piece of the large, mixed-use development near the corner of Ashford Dunwoody and Johnson Ferry roads. Primrose Schools and PURE Taqueria are the first tenants of the 40,000-squarefoot retail development, according to Coro Realty Advisors and Easlan Capital. “When Easlan and Coro began working on Brookleigh Marketplace, we envisioned it as neighborhood retail. We hoped to provide a combination of retail uses that would both tie seamlessly into the neighborhood and also add to its appeal,” Robert Fransen, a partner of Coro, said in a news release. “We are excited to be able to fulfill those goals.” Brookleigh is a 56-acre, masterplanned community owned by the Housing Authority of DeKalb County. The authority is re-developing the property in partnership with The Norsouth Companies and The Collaborative Firm to include senior apartments,
luxury apartments, single family homes, townhomes, a park and retail. Brookleigh is adjacent to Blackburn Park and is the former site of the Johnson Ferry East housing project. Primrose plans to build a 12,000square-foot, two-story school, according to Coro. At full capacity, Primrose expects to enroll approximately 200 students between the ages of six weeks and five years. The school is scheduled to open in late 2014. PURE Taqueria’s proposed Brookhaven location will be the sixth in metro Atlanta. The design of the building will be based off of a 1950sera PURE gas station and will include a rooftop patio and bar. “We are looking forward to being a big part of the Brookhaven community,” said Brett Harper, who will be the general manager of PURE’s Brookhaven location. “We have a lot of work to do, but we are excited and already sense great support from the community.”

on a stretch of Buford Highway. Councilman Joe Gebbia said the city needs to consider how an ordinance change would affect businesses outside the problem area. “We have to recognize the fact that we are an entertainment zone here, but we need to do it responsibly,” Gebbia said. “Last year, I led the effort to hold off making this decision until we had the validation of the businesses.” Gebbia said his main concern was public safety. “From a life and safety standpoint, I’ve always been very firm on this issue, particularly about DUIs,” he said. “If we find that we are encouraging DUIs to the point of being very detrimental to Brookhaven, we need to take action for life and safety.” Besides an ordinance change, Gebbia offered other ways for bars and clubs to address safety issues. “One of the suggestions that has come up in the group was to make sure that they take a higher participation in security, not only inside, but outside the buildings to relieve the pressure from po-
lice,” he said. “And, in as many instances as possible, always hire a Brookhaven police officer [as security], because when a Brookhaven police officer works offduty, he brings his car with him. And the presence of a police car is always a very strong [deterrent].” Aubrey Villines, attorney for the Pink Pony, spoke at Tuesday’s council meeting, requesting that the club be represented in any discussions to change operating hours. The Pink Pony is involved in a lawsuit with the city, which passed an ordinance banning the sale of alcohol with nude dancing. The council also addressed the current penalty for serving alcohol after hours, which is liquor license revocation. “As far as the penalty enforcement [for serving after hours], I would say ‘warning.’ But then if someone wants to continue to be abusive and violate the law, you just need to become firm,” Gebbia said. A closure time change likely would not go into effect until liquor licenses are renewed on Jan. 1, 2015.

DeKalb-Peachtree Airport has scheduled its annual public open house and display of aerobatic flying for May 17. PDK, in 2014, marks 55 years as a general aviation airport. Traffic is horrific... does any city representative care? To the editor: My wife and I have lived and owned in Brookhaven for almost 19 years in the Dresden Drive and Peachtree Road area. The morning and evening rush-hour traffic in this area has gone from bad to horrific in the last several years, especially in the evening heading south on Peachtree and turning east onto Dresden Drive… and no one seems to care. I have mentioned this to our city of Brookhaven representative several times to see if the city can look into a solution or two. The initial reply was that I was the first to say anything about this issue (which I find hard to believe), and then subsequently suggest that I attend city planning meetings to learn more about how the city traffic department works. I have an idea on how the city deals with traffic issues, as I was the first to submit a petition back on May 1, 2013, to the city to do a traffic study on my short, but very busy, cut-through street. The traffic study finally took place in January of this year (I was told that the city didn’t have the funds in 2013), and

We are the board of directors for Montgomery Elementary School’s “Mustang Fund,” a nonprofit organization supporting Montgomery’s pursuit of excellence, and working to ensure it remains a top-scoring, sought-after public school. We are extremely concerned about the proposed rezoning of the Ashford Green complex on Ashford Dunwoody Road, which would add 500 apartments and condominiums to an already overcrowded corridor. We encourage the City Council to deny this request at the council meeting on April 22. In the business world, one never wants to let tactics drive strategies. But approving this rezoning would do just that. Brookhaven has just begun a long-term strategic-planning process for the city’s future development. Ideally, this strategy will map out locations for multi-unit housing, commercial districts, and the associated infrastructure requirements needed to support these initiatives. We commend the city for engaging in this activity. But we question why the City Council would consider the Ashford Green request -- the largest proposed development since the city incorporated -- without a comprehensive strategy in place. BK

now, 11 months later, we may get the results of the study and perhaps recommendations some time soon. A year for this lack of results reminds me of how DeKalb County would have probably treated our request, but not our new and improved city of Brookhaven. I think most Brookhaven residents would like to see the city and its leadership take an interest in traffic and the related quality of life issues, as Sandy Springs and Dunwoody do with their police directing traffic in high-traffic areas every week day. Or am I just the only one who sits in this traffic not talking on the phone, checking email, Facebook or Twitter and paying attention?

We also wonder how Montgomery will absorb the new students, who will push the school to at least 115% of capacity; how commuters will navigate the already traffic-choked AshfordDunwoody-Perimeter Summit intersection once another 1,000+ residents are added to the mix; how the added traffic will impact the large number of children who get to Montgomery each morning by crossing Ashford Dunwoody Road or navigating its narrow sidewalks during rush hour; or whether the city has examined the developer’s proposal, which misleadingly uses trendy buzzwords like “mixed-use” (but adds minimal retail) and “transit-oriented” (but is not within walking distance of a MARTA station). What is the strategy here? Why are we reacting to the whims of developers instead of proactively planning for the future? If the Ashford Green petition is approved before a master plan is in place, then what has changed? We are no better off than we were under the DeKalb County government we voted to leave.

MARTA ridership is rising in the Perimeter area, the transit system’s general manager said. From July 2013 to February 2014, average weekday rail entries increased over the same months the previous year, MARTA General Manager Keith Parker told the Sandy Springs/Perimeter and Dunwoody chambers of commerce during a luncheon on April 8. The bump in ridership was 1.2 percent at Medical Center station, 2.3 percent at North Springs, 3.9 percent at Sandy Springs and 7.3 percent at Dunwoody, Parker said. Company plants ‘solar energy tree’ BY COLLIN KELLEY Hannah Solar, a Buckhead-based company that designs and integrates solar technology, has installed the first “solar energy tree” structure in the state of Georgia. The structure, designed and manufactured by Spotlight Solar, was “planted” at the company’s Collier Road headquarters on the first day of spring. The bright orange, artistic structure stands 22 feet tall and incorporates 12 distinctive Lumos solar panels. The tree will provide enough energy through Hannah Solar’s electric vehicle charging stations to power a Nissan Leaf over 6,000 miles each year. The newly-renovated Atlanta headquarters of Hannah Solar, which was founded in 2008, incorporates 254 rooftop solar modules, making more energy than the building and its 23 employees consume. The solar tree provides more energy to help power Hannah Solar’s electric vehicle charging stations. The solar tree will produce over 120,000 kilowatt
hours of clean energy over its lifetime, and eliminate pollution equivalent to burning 9,000 gallons of gasoline, while saving over $15,000 in electric energy costs or $31,500 in gas costs. “We hope these structures will foster the adoption of renewable energy and environmental stewardship, while educating consumers and businesses alike about the importance of solar energy to their business, and the rapid development of a multi-billion dollar industry in our state,” said Peter Marte, CEO of Hannah Solar. The state of Georgia is the fastest growing solar market in the United States, ranking 7th nationally in solar electric capacity, Hannah Solar said. In 2013, $189 million was invested in Georgia to install solar for home, business and utility use, the company said. Sprouts Farmers Market will open the first of four stores in metro Atlanta on July 16 in Dunwoody, on the site of the former ACE Home Place at 2480 Mt. Vernon Road. The Georgia stores will be its first entry into the Southeast market. The Atlanta Gay & Lesbian Chamber of Commerce has seen a 150 percent growth since February of 2013, according to a report from President Suzanne Baugh. The nonprofit, which promotes economic growth and advancement for lesbian, gay, bisexual and transgender businesspeople in metro Atlanta, has also launched a new website (www.atlantagaychamber.org), and is working to increase its programing, including the launch of AGLCC University for personal and professional development. Kanga (www.getkanga.com), an on-demand crowdsourced delivery platform, has launched in Atlanta. The app-based service connects individuals, drivers and retailers for local shipping needs. Users place an order with a retailer and then a network of approved drivers bid to make the delivery. Kanga will be available on all iOS and Android devices. Routing status and shipment tracking will also be available via web interface. Following the launch, the company plans to expand throughout the Southeast during 2014, based on consumer demand. The startup, jointly led by entrepreneurs Scott Miller of Payleap and Everett Steele of Baby Robot Industries, received $1 million in funding.

The Metro Atlanta Chamber (MAC) announced that Brian McGowan has joined the organization’s leadership team as executive vice president and chief operating officer. Those materials are then recycled off-site. “We designed our system from Day One to make sure that we’re handling all the material in the most environmentally safe and sound way possible,” Kogon said. Pull-A-Part has collected a number of awards on the state and national level, but perhaps Kogon and Levetan are most proud of an honor by the Environmental Protection Agency for their work recovering mercury switches. The small units were used up until 2003 under trunks and hoods to switch lights on, and contain a gram of mercury, which, Levetan said, can contaminate up to 132,000 gallons of drinking water. The EPA honored Pull-A-Part for its work with an event at one of its Atlanta locations that was attended by Senators Saxby Chambliss and Johnny Isakson. After the cars have been prepped, they are organized in the lot by manufacturer. Customers use a database to locate the model of their choice and then can access the lot to look for the parts they need. “It’s all do-it-yourself, so you see cus-
tomers walking in with their own tools,” Levetan said. Other projects are planned at stations around Atlanta, including Brookhaven-Oglethorpe, Avondale, Edgewood-Candler Park and King Memorial. “MARTA is open for business. We are looking for opportunities to partner with the private and public sector,” Parker said. Unlike other large transit systems around the country, MARTA gets no state funding. And sales tax revenue comes only from Fulton and DeKalb counties and the city of Atlanta. MAR-
TA is still recovering from the recession, when routes were decreased and fares were raised in an effort to combat financial challenges and falling ridership. “We are in the midst of a lot going on at MARTA,” Parker said. “We’re an agency that’s undergoing some enormous challenges.” MARTA is the ninth largest transit system in the country. It was established 35 years ago, in 1979, at roughly the same time as transit agencies in other major cities, such as San Francisco and Washington, D.C. But those cities have more than 100 miles of rail, compared with just 48 in Atlanta, Parker said. “I want to see our transit system go from good to great to expanding,” he said.

Local sketch artists capture emotion in facial expressions BY MARTHA NODAR Members of a Buckhead-based arts group are showing their impressions on facial expressions in an exhibit at the Buckhead Branch of Fulton County Public Library. The “Face and Psyche” exhibit, which continues through May 29, includes the works of artists from Brookhaven, Buckhead, Sandy Springs and Dunwoody: Wendy Adams, Leon Borchers, Robert Christie, Carol Dew, Jason Espey, Helene Johnson, Richard Russell and Patricia Silbiger. They’re members of the Atlanta Artists Center, a nonprofit, and one of its subgroups, the AAC Tuesday Sketch Group, which meets every Tuesday morning to sketch a portrait of a model. A sketch is a quick record of an artist’s visual impression. It may either stand alone in its own right or be used as a step toward a finished composition. Despite their varied artistic styles, the artists say sketching gives them an opportunity to sharpen their observational skills. Russell, for instance, said his primary goal is to depict a model’s facial features. “My philosophy is to catch as many details of the face as possible,” he said. “For me the idea is to capture the models’ psychological demeanor and for them to recognize themselves when they look at the sketch.” But Adams said she feels a vibe permeating the studio between the model and the artists during the first

attempt to capture the model’s facial expression. That is why she prefers to leave the sketch as it is after the session is over. “I often create an unfinished vignette and leave it like that,” Adams said. “I strive to do a quick, understated piece in the presence of the model and not complete it at home because I feel there is an inexplicable transmission or connection between the model, the artist, and the brush that cannot be replicated.”

And Johnson describes her work as being about creating a piece that “radiates energy,” which she believes happens when viewers offer their own interpretations. She wants to create an impression, not a replica of the model’s face. “If a piece has all the details, it does not engage the viewer,” she said. “The idea is to create something with energy, emotion, and to invoke a little curiosity in the viewer. No piece is complete until the viewer is engaged with it.”

A BETTER WAY FORWARD
Kedan Endrias is a girl with dreams. Kedan’s parents moved from Ethiopia to the Atlanta area in 1993 – “like anybody that comes here, they just want a better life for them and their kids,” Kedan said. At one point, Kedan dreamed of becoming a fashion designer. That came after she shadowed a designer at Banana Republic as part of a program through the Boys and Girls Club. She took part in club activities because her mom wanted her and her sisters to have a safe place to go after school. At the Boys and Girls Club, Kedan also dreamed of getting involved in her community. She found she had a passion for community service. “I just really love helping people and getting involved,” said Kedan. Now she’s Student Council President at Cross Keys High School. She is also busy with AP classes and school clubs such as the Future Business Leaders of America, Psychology Club, and Voices of CK Announcements Team. “Some days I’d get home and it would be 7 or 8 at night – that’s my normal routine,” said Kedan, who, in addition to her school assignments, works at a French restaurant and helps care for her younger sisters at home. “My greatest accomplishment would be learning to balance everything I do.” Kedan’s dream now is to graduate college and medical school, and to become a surgeon. She discovered surgery when her aunt had a tumor removed. Her aunt became blind after the operation. Kedan hopes to help people like her aunt one day, as she sees being a doctor as
yet another way to give back to the community. Those who know Kedan attest to her goodwill and her will to succeed. “Kedan is trustworthy, sincere and responsible. She is super helpful to her classmates, she gets along with everyone, and she is a leader in the school,” said her AP Literature teacher, Tracy Vax. “She is a young woman of the highest integrity. She’s one of my favorite students ever.” After working with her to plan International Night, art teacher Kristen Bowen agrees. “Kedan takes the initiative and full responsibility for making sure that things are done the proper way the first go round,” said Bowen. “If Kedan continues to strive for the best with the work ethic that I’ve witnessed from her, she will be unstoppable!”

Others proposed bike paths, an indoor city pool, an arboretum, a climbing wall, more playground equipment, workout areas, summer camps. “What about Wi-Fi?” someone asked. “Absolutely,” Camp replied. At the Oglethorpe meeting, suggested improvements ranged from adding more playground equipment for younger children to providing much-needed maintenance at Brookhaven Park to building more activity-specific fields for sports such as Ultimate Frisbee. But most comments concerned Murphey Candler Park and its future relationship with the city. More than a quarter of the crowd wore Murphey Candler baseball caps or shirts. Brookhaven Mayor J. Max Davis attended the session amongst the crowd, and briefly commented on the need to keep the “spirit of volunteerism” alive at Murphey Candler through the transition. Murphey Candler league representatives wanted to establish a land-use agreement with the city. “During the transition we’ve been operating without this agreement, so we feel a sense of urgency to put that in place,” said Vic Parker, executive vice president for Murphey Candler Little League. “I think the mayor is very supportive, and he’s part of the community as well, so we’re hoping he can help us bring these terms to closure here, rapidly.” Jill Pohl, a board member with the Murphey Candler Marlins swim team, weighed in on her organization’s facilities needs. She said the city should reach agreements with community groups to operate programs in the parks similar to the way recreation programs are provided in city of Atlanta parks. “All three pools are in pathetic condition,” Pohl said, referring to the facilities at Murphey Candler, Lynwood Park and Briarwood Park. “We’d love to see them turn into these public-private options like Chastain and Garden Hills, Piedmont.” BK

The consultants plan to take the suggestions and a range of other ideas and use them as they develop a city parks plan. The plan is due to the city in July, Camp said. Whit Alexander, vice president of landscape architecture firm Lose & Associates, which was hired by the city in December to work on the study, said a survey based on suggestions from both meeting sites will be posted to the Brookhaven city website in the coming weeks. At Briarwood, Camp told the group that his impression of Brookhaven’s parks was that the system had “good bones,” but need attention and repair. “I think you’ve got the bones of a good park system,” he said. “I like to say it’s been loved to death, which means it’s been used to death and not had maintenance,” he said. Residents at the Briarwood gathering were hopeful the city could help the parks. Interest in better parks was one of the reasons residents founded the young city. “I just think the parks need to be improved, and make Brookhaven a better place to live and to improve property values,” Gary Friedman said. Friedman said he was pleased that the discussion at Briarwood touched on improvements at a number of parks spread across the city. Chad Boles, president of the Briarwood Park Conservancy, said he hoped the planning process will “create a priority list from all the great ideas that come from all the citizens .... so Brookhaven can have a park system for all the city.”
