With construction under way for PATH400, a walking trail running roughly along Ga. 400, members of Livable Buckhead and the Path Foundation gave a tour of Phase 1 progress, which stretches from Old Ivy Road to Lenox Road. While that ½-mile section is expected to be completed late this year, the plan is that the entire 5-mile long trail that will extend from Loridans Drive to the Atlanta BeltLine will serve as the “spine” of the Buckhead Collection, a connected system of trails, parks and neighborhoods. Phil Pellegrini, project manager for the PATH Foundation, which is overseeing the construction, talked about a possible future connection during the trail tour. “We’re working with the Chastain Park Conservancy and the Blue Heron Nature Preserve on actually making it connect from this point all the way to Chastain Park,” he said, which would involve connecting walkways through schools, across Roswell Road, behind Post Chastain apartments and to Lake Forrest Drive.

Buckhead Condo Alliance to represent vertical communities BY COLLIN KELLEY The newly-formed Buckhead Condo Alliance (BCA) has filed incorporation papers with the Georgia Secretary of State’s office, and has been officially admitted to the Buckhead Council of Neighborhoods (BCN). The alliance currently has members in seven buildings along Peachtree Road on its roster: 2828 Peachtree, Alhambra, The Carlyle, Concorde, Crestwood, Gallery and Peachtree Residences. During the recent BCN meeting, spokesman Robert Bush, vice-president of the new condo alliance, said the BCA currently represents around 800 owners in the seven buildings. “We’ve been meeting for a year, and the condos along Peachtree Road have a lot of common issues,” said Bush, who lives at The Carlyle. He said residents were concerned

about noise, development and traffic along the corridor, and wanted to have a voice in decision-making and planning issues. However, Bush said the city of Atlanta might not recognize the BCA since the member condos are located in two different Neighborhood Planning Units (NPU) and Atlanta City Council districts. District 8 City Councilwoman Yolanda Adrean said she believed the BCA was worth exploring since there are more and more “vertical communities” being built. “The Buckhead Condo Alliance is treading new ground here, but I say ‘go for it,’” Adrean said at the BCN meeting. Bush said the group originally wanted to form as a NPU, but that was denied by the city.

MARTA looks to develop space around and over stations BY ANN MARIE QUILL

MARTA is looking to see if it can benefit from a recent surge in mixed-use development. The transit agency is getting ready to gauge developers’ interest in areas around and above several stations in the metro area, including Brookhaven and Buckhead. In mid-July it will release a request for qualifications to develop about 12 acres on the east and west sides of the Brookhaven/ Oglethorpe station. In Buckhead, the agency is seeking to develop the space on top of the Lenox station, due to lack of undeveloped land around the station. Looking at the big picture, Amanda Rhein, senior head of transit-oriented development at MARTA, said that such projects would hopefully increase MARTA ridership and generate revenue for the agency. They also help “support a thriving community as it’s a great economic development tool for them,” she said. Jim Durrett, executive director of the Buckhead Community Improvement District, agreed. “Vertical development is what you should pursue in an urban de-

velopment,” he said, who also serves on MARTA’s board. The agency is planning to release a request for expressions of interest for “air rights” development at Lenox, Arts Center, Midtown and North Avenue this summer. “We think there is interest,” said Rhein, who added that the agency meets with developers all the time. “We know it can be done.” She explained that development above stations hasn’t occurred since the original building out of the transit system, so logistically it could be complicated. But she points to developments in Boston, Washington D.C. and San Francisco where those types of projects have been carried out successfully. The city of Brookhaven has appeared reluctant to move too quickly on MARTA development as it works on its comprehensive plan and waits on the agency to find developers. When a four-day workshop centered on the development was held in October, Southface, which led the workshop and later released a report on the findings,

urged the city to go ahead and rezone the property for mixed-use before a developer was chosen. City officials resisted the idea, saying they wanted to work on zoning after a developer presented plans. “We’re waiting to see what MARTA comes back with,” said Brookhaven spokesperson Mike Hassinger. “Then we’ll run it through the zoning process.” Brookhaven’s Public Works Director Richard Meehan said in May that his department would use the charrette report as a tool when developing the transportation

plan, which will serve as an addendum to the comprehensive plan. MARTA says it’s more than happy to work with city governments throughout the process. “We rely on the city’s vision for itself,” said John Crocker, director of development at MARTA. He said the Brookhaven station would likely have more of a town center feel to it, as opposed to the urban feel of areas like Lenox. “Each city has its own personality,” he said.

KSU study: Yard clippings, dog waste polluting local streams BY ANN MARIE QUILL

Yard clippings and dog waste are some of the reasons two streams in Sandy Springs are polluted, says a Kennesaw State University class, whose members presented findings of a six-week summer study to the community on June 24. The study marked the fourth year the class has teamed with the Watershed Alliance of Sandy Springs to conduct field studies monitoring the health of Long Island and Marsh creeks. “It’s a service for the community and an educational experience for [the class],” said Dick Farmer of the Water-

shed Alliance. The class started after Farmer came across a study of Long Island Creek conducted in 2001 by KSU Professor Mark Patterson and got in touch with him. Farmer asked Patterson if he would be interested in following up on the study. Patterson, along with fellow professor Nancy Hoalst-Pullen, Farmer and Patty Berkovitz of the Watershed Allliance, starting devising a full-credit summer course giving geography students realworld experience in the field. “On average we have 18 to 24 students each summer,” said Patterson, adding that during the course students conduct studies such as water quality testing and urban tree risk assessment. Students in KSU’s Watershed Assessment and Watershed Management classes say that while overall the streams are in good condition, there are signs of pollution, in some cases extreme. “In only the second week, one site found extremely high E. coliform counts,” Patterson said. The Watershed Alliance subsequently alerted Fulton County and the city of Sandy Springs of the high E. coli counts, 4:29and PM also notified nearby homeowners of the risk.

The county found a manhole overflow and notified the Environmental Protection Division. The water was treated, and the numbers started coming back down. Student Amy Taylor described her team’s experience in monitoring a section of Long Island Creek. “Our biggest concerns on this watershed were mainly the yards that were right next to this site,” she said. “We found traces of animal waste decomposing near the stream and in the yards.” Taylor also noted erosion taking place on the stream banks, exposing roots and contributing to potential tree collapses, which also dam up the stream and cause further pollution.

Overall the students found e coli levels in both streams troubling, noting that growing amounts of impervious surfaces that come with new development is also a factor in the pollution along with yard and pet waste. But while the biological conditions of the streams need monitoring, the students found that it’s not all bad news for the two urban watersheds. The students found pH balances and dissolved oxygen, which allows aquatic life to breathe, to be in acceptable ranges. “Surprisingly, giving how many manicured lawns there are, they’re not finding a lot of [fertilizer traces] in the water,” Patterson said.

could eventually go up to the green belt in Alpharetta.” Pellegrini said that construction will include eliminating some of the overgrown foliage and ivy around the trees running between the trails and the neighborhoods, contributing to a more park-like setting. “There are other opportunities with GDOT surplus property here to fold into the project so that you’re actually expanding the footprint of green space,” said Pellegrini, adding the he envisions adding amenities such as benches and exercise stations in little pocket parks around the trail. He said the groups will welcome neighborhood participation. “We see a lot of people that want to take ownership of this, which is great — we want the neighbors to embrace this,” he said.

Bob Stoner, a board member of Livable Buckhead, said that connectivity isn’t just about green walking trails, but sidewalks and roads, too. “We’re using existing sidewalks and roads where possible to keep costs down, just to keep the flow going,” he said. The trail is a partnership of the nonprofit Livable Buckhead, the Buckhead Community Improvement District and the PATH Foundation. The entire cost is expected to be $10 million, and the trail sits on Georgia Department of Transportation right of way that the agency allowed to be part of the project. The trail will be considered a park, with neighborhoods and new and future developments running alongside it having immediate access. With its proximity to the new pedestrian bridge at the Buckhead MARTA station, road improvements along Peachtree and eventual connection to the BeltLine, the trail will connect Buckhead residents and pedestrians to the entire city, supporters say. The potential also stretches north of the city. “Sandy Springs is doing something on Abernathy [the Abernathy Greenway]; we know that Sandy Springs is watching us,” Stoner said. “We’re hoping that Alpharetta and Sandy Springs can eventually pick up where we leave off, and this trail

Q: Should Georgia legalize the use of marijuana for medical purposes?

More than 20 states have legalized the use of marijuana for medical treatment. An effort to add Georgia to the list failed in the 2014 Legislature, but state lawmakers are taking a new look at the issue, and Gov. Nathan Deal has said he has talked to federal officials about allowing clinical trials using a marijuana derivative to treat children with seizure disorders. We asked people in Reporter Newspapers communities whether they thought Georgia should allow marijuana to be used for medical purposes. Here’s what they had to say. “Absolutely. We lived in California for three years, so we understand what it’s like to live in a state with marijuana for medical uses. I’ve had many family members, friends, who had cancer who would have benefited from it. ... There’s no reason for it not to be available if someone really needs it.”

Perimeter home sales rebound overall, but market for high-end houses stalls BY BOB PEPALIS The home-sales market in the Perimeter area appears to be rebounding, although high-end luxury homes may take months longer to sell than lower priced homes. For homes priced between $1.5 million and $3 million, “we’ve just been over-saturated. Now we are in an extreme buyer’s market,” said Cynthia Lippert, a broker for Keller Williams First Atlanta in Buckhead. She said the very small area of the Historic Brookhaven neighborhood fares better for the luxury market at the moment. The news is better for less expensive homes. David Hutchins, an associate broker with Re/Max, said houses for sale in the Perimeter area and priced $600,000 and below are moving very well, with a smaller supply than the demand. “The inventory of homes has fallen to five months or less in the $600,000 and under price point,” he said, referring to figures revealed in the “Absorption Analysis Reports” by FMLS, the local Atlanta listing service. “While we saw the market stabilize and even start to rebound in 2013, there remains one major challenge in 2014 – low inventory,” said Brett Duffy, managing broker for Coldwell Banker Residential Brokerage-Dunwoody. In May, 20,517 properties were available in metro Atlanta, up 6 percent from April, and 25 percent from May 2013. In May, just 255 properties were available in Dunwoody, up 13 percent from April and 21 percent from May 2013. “Finding buyers is no problem – there are plenty – but there aren’t enough properties to meet the demand, particularly in the Dunwoody area,” Duffy said. The average days on the market in May was 62, down from 70 days in April and 73 days last May. That’s a great sign for sellers. any new housing for the past three to four years. Leigh Schiff of Schiff Realty Partners said it is a seller’s market. “Good homes are experiencing multiple offers within the first 72 hours on the market,” she said. “These offers often result in offers above list price and without contingencies.” Her clients have seen success particularly over the last year and a half since the market has turned. Ashton Woods, a national developer, has experienced strong demand in its neighborhoods throughout metro Atlanta, and in particular at locations in and around Brookhaven, Sandy Springs and Dunwoody, said Michael Malloy, chief marketing officer for the company’s Atlanta division. He said the market has steadily improved over the past few years as interest rates have remained low, demand has been steady and people have been able to sell their existing homes quicker than years past. Ashton Woods has seen more buyers move up to a higher price point. “The biggest difference we see is the increasing cost of land and increased demand as more developers are seeking “A” locations,” Malloy said. At a price point between $200,000 and

$750,000, the 2014 real estate market is performing better than 2013, both in value and sales, Floyd said. Investor deals and foreclosures made last year have resulted in fewer homes priced at $200,000 or less this year. “Some areas still have substantial short sales and foreclosures. Some areas, such as Buckhead, Sandy Springs and Brookhaven have none,” Lippert said. “I think the long-term outlook for real estate is good,” Lippert said. In 2006, when the market was peaking in metro Atlanta, there were about 60,000 new homes being sold, Floyd said. During the recession, it was down to about 5,000. At the recent “smart housing” conference, Floyd said it was shown that based on current numbers, approximately 16,000 new homes will be built in 2014. About 70 percent of those sales are presales. New home prices are rising rapidly because of the short supply, high demand, issues with availability of labor, raw material costs rising and the time to get permits increasing. “They just simply can’t get them out of the ground fast enough,” Floyd said. He said brokers hope 20,000 to 25,000 new homes will be sold by next year, which will look more like what a market should be.

The Mortgage Bankers Association of Georgia (MBAG) Board of Governors has elected John David, “J.D.” Crowe, president of Southeast Mortgage of Georgia, Inc., to serve as 2014-2015 president of the association. Georgia Shakespeare recreates classic fairy tale for stage BY JENNA GOFF Georgia Shakespeare’s newest production for families, The Frog Prince, is a locally produced retelling of the classic Brothers Grimm tale. From the music and lyrics to the actors on stage, all involved in the creation of the show hail from the Atlanta area. Upcoming ‘top-end’ projects could create traffic troubles BY JOE EARLE AND PAT FOX The numbers seem a bit overwhelming: 6 miles of roadway, perhaps four levels of bridges, nearly $1 billion in construction costs. But the problem is huge. More than 416,000 drivers pass through – at times, make that inch through – the intersection of Ga. 400 and I-285 every day. To try to ease the resulting congestion, state transportation officials are considering spending three or so years remaking the stretch of I-285 beginning just east of Ashford Dunwoody Road and ending just west of Roswell Road and the segment of Ga. 400 running from south of the Glenridge Connector to Hammond Drive. Meanwhile, just down the manylaned road, Cobb County officials are considering how to handle the 20,000 more cars expected to head to the Cumberland Mall area when the Atlanta Braves relocate to their new suburban stadium in 2017. Put simple, construction on the

stretch of I-285 running through or near Reporter Newspapers communities -Sandy Springs, Dunwoody, Brookhaven and Buckhead -- will soon be ramping up. Regular I-285 drivers know that will translate in the short term to a brightly flashing sign saying simply: Delays ahead. But former Sandy Springs City Councilman Chip Collins, for one, figures it’s worth it. “In the short term, it will cause some issues, but there’re already issues,” he said. “Sometime to make things better, they’ve got to get worse for a while.” And the intersection of Ga. 400 and I-285 has got to get better, he says. “I agree with Gov. [Nathan} Deal when he says it’s the most important project in metro Atlanta,” Collin said. “The intersection is one of the least effective in the number of cars it has to take. I don’t even get near I-285 and Ga. 400 at certain times of day. ... We’ve got to make this interchange work.” As for the Braves, Collins says he’s

COMMUNITY happy living within a few miles of the planned new stadium. “As a Braves fan, I love the fact that the stadium will be about three miles as the crow flies from my home,” he said. “If traffic’s real bad, I can always ride my bike to the game.” Not everyone is quite so welcoming. Sandy Springs Mayor Rusty Paul said his initial reaction upon hearing about the new Braves stadium was shock. “And then when I realized where it was – horror,” he said. “While it’s a Cobb County project, when you look at where the season ticket holders are, Sandy Springs is going to be the front door to this thing.” Sandy Springs is familiar with Cobb County traffic. The route along Johnson Ferry Road west to Roswell Road into Atlanta sees close to 45,000 vehicles a day, many of them from Cobb County. Paul said he’s excited to have the Braves nearby, and he expects the complex will be a long-term plus for the region. Still, the traffic challenges to those cities in the path of the front gates could be debilitating. The I-75/I-285 interchange, the nearest connection of interstates to the planned new stadium, is already one of the most congested in metro Atlanta, with rush-hour backups a daily occurrence. Adding Braves traffic to that mix, Paul said, will force people to seek alternate routes such as Roswell Road through Sandy Springs. Paul believes Cobb County officials

and Braves officials have downplayed the traffic issue, saying a host of multimillion-dollar projects are under way to ease traffic flow through the corridor. The county, for instance, recently announced a $41 million plan to widen Windy Hill Road and install a new interchange with I-75, widen a portion of Cobb Parkway to six lanes, and add managed lanes to I-75 north. Adjustments to nearby streets and exits are also being considered. And Paul isn’t alone in questioning the road plan for the stadium. In a review of the Development of Regional Impact study for the project, the Georgia Regional Transportation Authority called for better pedestrian access to the stadium in addition to traffic improvements. GRTA approved the stadium transportation plan subject to a long list of conditions calling for improvements to Cobb Parkway, Cumberland Boulevard, Windy Hill Road and Powers Ferry Road. Laura Bell, developmental regional impact manager for GRTA, said the transportation analysis looked chiefly at the Cumberland area. “We’re not trying to track every trip,” Bell said. “We’re just trying to track the majority where we can figure out where regional impact would occur.” Because the traffic surge for night baseball games will coincide with the evening driving peak, it will affect traffic throughout the “top end” of the Perim-

eter, predicts Bob Dallas, a Dunwoody resident and former director of the Governor’s Office of Highway Safety. State and local governments should figure out how to get more dollars into the system to fund transportation -- not just roadways, but also transit, he said. “Our region wants to continue to grow,” Dallas said. “We have not kept up with our growth.” Or the traffic. Georgia DOT’s proposed improvements to the Ga. 400/I285 intersection include adding collector lanes, improving ramps connecting the two roads and widening or rebuilding several bridges. “Specific inter-

change footprint will be determined as the interchange concepts are finalized,” GDOT spokeswoman Nathalie Dale said in an email. Construction is expected to begin in 2016 and last about three years, Dale said. Once the work begins, lawyer Sally Wyeth will have a close-up view from her office near the Glenridge Connector. She commutes into Sandy Springs every day, so she’s not looking forward to the problems she expects will be created by the construction. Still, she’s optimistic about the outcome. “I think we can live through it,” she said.

Friends and family describe Sarafina Chitika as determined, independent and loyal. She is “one of the top students I have ever taught,” Corinne Dedini, Academic Dean at Atlanta Girls’ School, said. “Her focus, work ethic and efficiency are only surpassed by her insatiable desire to understand the way the world works. Because of Sarafina’s intellectual capacity and intrinsic motivation, the world is her oyster.” Sarafina is involved in many activities both in and out of school. “I like to put my all into about a million different things: whether I am singing, doing gymnastics, running track, or at school, I am constantly trying to push myself to work harder and achieve more than I think is possible,” Sarafina said. Not only is she involved in extracurricular activities, Sarafina dedicates 14 to 18 hours per week to studying, which has allowed her to maintain her 4.0 GPA and ace her AP exams. Last summer, she had the opportunity to travel to Ecuador with a few of her friends. While there, Sarafina worked at a childcare center for children who lived in and around the Zambiza dump in Quito. “It was an amazing experience,” she said. “I was so lucky to get to spend my first time abroad doing meaningful work and making an impact with some of my closest friends.” Competitive gymnastics has been part of Sarafina’s life for nine years. She says it taught her to perform under pressure, how to be a fierce competitor, and

how to be a supportive teammate. Last fall she decided to take a break from gymnastics so she could experience other things high school had to offer. She joined the track and field team, competing in the 300-meter hurdles and placed second at region, qualifying her for the state meet. Over the past couple of years Sarafina proved to be a prominent leader at AGS. “I have become really comfortable in my role as leader. It is hugely important to me to be able to form my own opinions and make the decisions that are right for me,” she explained. Among the highlights of high school for Sarafina are the friends she has made. “Friends like mine are pretty hard to come by, and I know at the end of the day that I would do pretty much anything for them and vice versa,” she said.

Upon entering high school, he says he observed the social isolation that occurs between groups of students. “I was shocked that in all my freshman classes, students automatically segregated themselves – the Caucasian kids sat on one side of the class while the Hispanic and black kids sat on the other,” Nikunj said. That provided the inspiration to create the after school program “Kids Teach It Forward,” for underprivileged and underperforming students at Mimosa Elementary School in Roswell.

Because of his work, Nikunj was awarded a certificate of accomplishment in the Princeton Prize in Race Relations. Alison Earles, a member of the Princeton Prize Committee, described Nikunj as “visionary, a leader, courageous.” Sheri Smith, Nikunj’s IB Business and Management teacher, recalled him

as “diligent, hardworking, dedicated and helpful.” Nikunj says he created this program because he “wanted to help students better their scores... and their opportunity.” But, just like its founder’s dexterity, “Kids Teach It Forward” does a lot more than just work to raise students’ standardized test scores. The program also helps build stronger bonds between racially diverse students, and promotes a greater understanding of different cultures by pairing tutors with pupils of different ethnicity. “He was motivated as he saw a racial divide in his class,” Earles said. Princeton University awards the Princeton Prize in Race Relations annually “to promote harmony, understanding, and respect among people of different races, by identifying and recognizing high school age students whose efforts have had a significant, positive effect on

race relations in their schools or communities,” according to its website. Smith says she was proud, but not surprised, to learn of his achievement. “He always contributed to class discussions in a way that you could tell that he went home and reflected … and came back with additional support.” To learn more about Nikunj’s program, visit www.kidsteachitforward.org.

What’s Next: Nikunj will attend Purdue University this fall to study computer science and statistics. AS S A U LT  2800 block of Peachtree Road, NE – An aggravated assault at a discount store was reported on June 1. The cashier saw a man putting two electrical toothbrushes and fish oil pills in a purple bag. She stopped him at the door and he produced a knife and fled the scene. He was arrested at Peachtree and Pharr roads.  1500 block of W. Sussex Road, NE – An aggravated assault was reported on June 2. A woman struck a man with a bat several times, causing injury. She was arrested and transported to jail.  1500 block of Piedmont Avenue, NE – An aggravated assault was reported on June 14. A man and woman were in an altercation, after the man made sexual advances at the woman, and she told the man to get away. He punched her in the face, causing her to bleed and pull out her gun, shooting him two times.

ROBBERY  3400 block of Northside Parkway, NW – A commercial robbery was reported on June 3. Suspect No. 1 entered the store and guarded the front door, while suspect No. 2 entered and asked if there was anything he could buy for $1. The victim told suspect No. 2 to check the chips area. Suspect No. 2 grabbed a bag of chips, went to pay for it, and pulled out a silver handgun. Suspect No. 2 demanded money and was given $120 in cash. Suspect No. 2 told the victim to get on her knees and turn around, then, both suspects fled in a white 2012 Toyota Camry. They made a left onto SB I-75. Zone 3 units spotted the vehicle and attempted a traffic stop. The vehicle wrecked at the intersection of Hank Aaron Drive and McDonough Boulevard. Both suspects jumped out and ran; suspect No. 1, the driver, fled on Hank Aaron and was not located; suspect No. 2 was apprehended in the wood line. A show up was done and the victim positively identified suspect No. 2. The gun was found inside a purse that was sitting on the rear floor board.  1800 block of Howell Mill Road, NW – A pedestrian robbery was reported on June 3. A man in a burgundy vehicle approached a woman in the parking deck, pointed a gun at her and demanded her purse and rings. He left heading south on Howell Mill Road. Inside the woman’s purse was a Smith & Wesson .380 semiautomatic pistol.  700 block of Bellemeade Avenue, NW – A pedestrian robbery was reported on June 5. A man said he left a recording session and was approached by two unknown men at a stop sign. Suspect No. 1 ran to the driver’s side of his vehicle, pulled out a black gun and demanded his maroon 1993 Lexus S30, while suspect No. 2 told him to leave the keys. Two suspects in a Chrysler 300 met the victim in the parking lot to purchase two Rolex watches. While in the parking lot, the two suspects got into the victim’s vehicle, where they pointed guns at him, and stole his vehicle.

An a/c recovery unit, an a/c vacuum pump, two torch kits and two recovery tanks were taken. A lock was removed from a stand-alone storage building, but nothing was taken. The property manager cancelled the alarm call and officers did not respond because she thought it was a false alarm.  1st block of Dean Overlook Road, NW – A residential burglary was reported on June 4. No signs of forced entry. The victims said when they returned home, several electronics were missing from the residence, and there were dirty foots prints in the home not made by the owners. was reported on June 11. The front window was pried open. A Wells Fargo bank checkbook and a tote bag containing a Taurus .22 revolver were taken. A man returned home and saw two men, who appeared to be teenagers, running from his house. He chased the suspects and noticed one of them carried his shotgun and iPad. The location was not locked or secured.

The girlfriend was present when the incident occurred but had no knowledge of the theft. The suspect’s information was gathered from the girlfriend.  3300 block of Peachtree Road, NE – A larceny was reported on June 9. A man went into the store and took 19 pairs of True Religion jeans and tried to walk out. The jeans were valued at $4,142. The man was arrested and transported to Fulton County Jail.  3300 block of Piedmont Road, NE – A larceny from a supermarket was reported on June 11. A man took shampoo, soap, lotions and deodorant worth around $70, placed them in a bag, and walked out of the store.

She said when she looked in her car she saw that her Kindle, that was in the center console of the car, was missing. No video surveillance available. Unable to lift quality prints.

Atlanta Police targeting 481 repeat offenders

BCN hears disturbing stats on child sex trafficking

The statistics are jaw-dropping: 481 repeat felony offenders in Atlanta have been arrested more than 7,000 times, and 72 percent of those convicted were given probation or alternative sentencing. That means these criminals didn’t do any jail time or were released on time served. The majority of them are back on the street committing more crimes. Atlanta Police Chief George Turner repeated those figures during the June Buckhead Council of Neighborhoods meeting, and told the audience what is being done to combat those statistics. Turner said a task force convened by Mayor Kasim Reed specifically to target the repeat offenders was meeting every two weeks, and hoped to have recommendations by the end of the summer. “If we could hold those 481, this city would be in a great place,” Turner said. “We might not be Mayberry, but it would make us safe.” As an example, Turner said one career criminal has been arrested 92 times and had been a repeat offender for 50 years. “He’s now eligible for Social Security,” Turner quipped. Turner said the task force has brought all members of the justice system – from law enforcement to the district attorney’s office – to the table to find out how the 481 could finally be put in jail. One audience member suggested that there should be a scorecard to see which judges are giving light or probationary sentences to repeat offenders so

they could be voted out of office if possible. Turner said that was a good idea, but it would have to be done by citizens or members of the business community. Turner said the Atlanta Police DeAtlanta Police partment (APD) Chief George is using crime preTurner diction software to show where crimes are likely to happen next, and increasing patrols in those areas. He said patrol vehicles are also being tracked to make sure they are hitting areas ripe for crime. The APD has also partnered with national and international police forces to share leadership, training and crime preventions methods, including Los Angeles, New York, the Israel National Police and London’s Metropolitan Police. Turner said his department has also been focusing on changing its procedures in light of the passage of House Bill 60, also known as the “safe carry act” by it supporters and “the guns everywhere bill” by its detractors. With guns being allowed in public places – bars, churches, school zones, government buildings and certain parts of airports – Turner said his department had been working to get ready for the July 1 implementation of the law.

We are bombarded with statistics about crime, so they are easily lost in the constant stream of news, chatter and social media. But here’s a number that’s hard to ignore: 7,200 people in the state of Georgia purchase a child for sex each month. Even more troubling: the same child is sold 10 to 15 times to meet the high demand. Pine Hills resident Greg Chevalier presented those sobering numbers at this month’s Buckhead Council of Neighborhoods meeting. Chevalier became enlightened about human trafficking four years ago, became a certified speaker on the subject, and now travels around Georgia to educate and inform others about vulnerable children. Chevalier works with StreetGrace, a faith-based organization leading churches, community organizations and individual volunteers to end sex trafficking of minors, and with the Governor’s Office for Children and Families’ task force on the commercial sexual exploitation of children. Because of Hartsfield-Jackson Atlanta International Airport, the metro area has become a hub for sex trafficking, Chevalier said. International businessmen and tourists make up a high number of those buying children for sex. Both men and women are buying and selling children for sex, he said. But the issue isn’t confined to urban areas. “The highest demand comes from outside the perimeter – 42 percent,”

In many cases, Chevalier said sellers prey on a child’s vulnerabilities, most notably hunger. “There are 998,000 children on reduced or free lunches in Georgia’s public schools, and that’s probably the only meal they receive,” he said. “Hunger is a vulnerability, and children are often coerced for food.” Chevalier said human trafficking had become a $40 billion business worldwide and was set to surpass every other type of organized crime.
