Chile Telecommunications Report Q4 2011 Published on August 2011
Report Summary The latest data from telecoms operators and regulator Subtel showed that, after an unexpected surge in mobile subscriber numbers in Q410, this growth was not maintained into 2011, with net additions standing at 744,000 ' less than half of those posted in the previous quarter. By the end of March 2011, Chile's three mobile phone operators had 21.977mn subscribers, with Movistar the leading operator in terms of subscriber numbers. In August 2011, the government will announce which firm has been successful in its bid to administer Chile's mobile number portability programme, and, once announced, the firm will have 120 days to implement its proposed system. This timescale means that mobile number portability will be a reality in Chile before the end of 2011. In anticipation of the change, seven operators have already registered their request for a licence to operate as an MVNO, and these new operators will almost certainly enter the market with an aggressive, low-cost option to convince subscribers to change operator, and to boost growth in the low-income population segment. Change is also ahead as VTR, one of the winners of spectrum in 2009's auction, has selected Open Systems' operating platform to develop its mobile offering in Chile ' and it also announced an agreement with Movistar to share its network in the 20-30% of the country where VTR's own infrastructure cannot provide network coverage. VTR's mobile phone launch is expected in 2012, and the operator is likely to be the first telecoms firm to offer consumers a quadruple-play option. While broadband connections climb, it is demand for mobile broadband connections that is growing the sector. By the end of 2011, the government has announced a goal of achieving 2mn mobile broadband users ' a figure that BMI believes will be met. Entel's launch of a DC-HSPA+ network in July 2011 means subscribers can now take advantage of access speeds of up to 22Mbps. Fixed-broadband speeds have also been raised, with VTR launching a 120Mbps option in June 2011, although it is currently only available in 2.mn homes. In the fixed-line sector, subscriber numbers continue their steady decline, although the announcement that the government plans to terminate domestic long-distance charges, beginning in October 2011, will offer the sector some good news. Regionally, Chile's economic good health and stability means it ranks highly ' only behind Brazil ' in our Business Environment Ratings, and as the most recent data available are in line with our expectations, BMI has not altered its five-year forecast this quarter.
