Human Resources / Labour conditions Corus kan ontslagen beperken

Corus gaat 1.700 banen schrappen, 600 minder dan aanvankelijk werd verondersteld. Het staalconcern zal gedurende enige tijd drie van zijn zes fabrieken in Groot-BrittanniĂŤ stilleggen. Aanvankelijk ging Corus ervan uit alle activiteiten te moeten stoppen. Dankzij nieuwe orders en het omleiden van orders voor andere faciliteiten is het bedrijf in staat een deel van de fabrieken open te houden. In januari werden in de Britse fabrieken al 2.500 banen geschrapt. De afgelopen maanden probeerde Corus de toekomst van de bedrijven zeker te stellen. Sustainability (Marine Environment) China climate change commitment allows it to increase CO2 emissions by 75 to 90% by 2020

- European steel industry stresses the need for equal treatment of industrial sectors worldwide “While we recognize the commitment of China to reduce its CO2 emissions per unit of national income by 40 to 45% in 2020 compared to 2005 levels we must point out that this would still lead to an increase of its CO2 emissions by 75 to 90% in 2020, or 5.5 to 6.8 billion tonnes of CO2, which is more than the total of the EU’s CO2 emissions today”, says Gordon Moffat, EUROFER director general. “If any significant step forward to reduce global GHG emissions is to be achieved, and for reasons of fair competition, China and other emerging economies must commit to the same reductions for their industrial installations as the developed countries. Producers of globally traded industrial goods such as steel need a level playing field if carbon leakage is to be avoided and if we wish to see a real reduction in emissions worldwide.” The calculation is made on the basis of an expected growth of China’s Gross National Income of 8% in average per year in the period from 2005 to 2020. According to a US Congress report, China’s GHG emissions in 2005 had been at 5.77 tonnes CO2 per capita, total CO2 emissions at 7.53 billion tonnes. China would therefore take about 23.8 billion tCO2 in 2020 as the basis for calculating its objective. As a result, in 2020 this would be at 13.1 to 14.3 billion tCO2, which is an increase in emissions of 5.57 to 6.77 billion tCO2 or 74% to 90 % compared to 2005 and more than the total of the EU's CO2 emissions today. Maersk supports tough measures on ships emission The CEO of Danish shipping giant A.P. Moller - Maersk is calling for a new global agreement governing the large number of fuel-hungry ships that emit carbon dioxide and sulfur - without paying for the consequences of their actions. "The more solid agreement that comes out of it, the better” A.P. Moller – Maersk's CEO Nils Smedegaard Andersen told Danish newspaper Politiken a few days before world leaders meet in Copenhagen to negotiate a new climate treaty. “I say this both as a citizen and a business leader." According to Smedegaard Andersen, legislation should be introduced to force the shipping industry to make a serious investment in climate-friendly solutions. Among the initiatives he supported was a new tax on bunker fuel. In addition, he said, any new agreement should not differentiate between ships sailing under different flags "We must insist that any new agreement affects everyone alike," he said. Wärtsilä scrubber knocks SOx off emissions Wärtsilä's sulphur oxides (SOx) scrubber has been granted the Sulphur Emission Control Area (SECA) Compliance Certificate by the classification societies Det Norske Veritas and Germanisher Lloyd following successful testing. The recently awarded certification is an important recognition of the Finnish manufacturer’s intensive and long lasting development work and is the first ever marine scrubber to be awarded this certification. A marine scrubber is an after treatment technology for cleaning exhaust gases of sulphuric oxides. Wärtsilä's scrubbers offer a proven solution for markedly lowering sulphur oxide emissions, thereby benefiting the environment. Arnauld Filancia, director of marketing at services, Wärtsilä Corporation, said, 'This certification demonstrates very clearly that the Wärtsilä scrubbing technology works well and is an efficient solution in marine applications. We constantly seek, support and combine technologies that offer our customers similar environmental and economic benefits.' The full-size SOx scrubber test plant was installed on board the MS Suula, and was used to clean the exhaust gases from the ship's four cylinder inline Wärtsilä 20 auxiliary diesel engine. This Neste Oil owned, Finnish registered product tanker operates mainly in the SECA Baltic Sea area, where regulations governing sulphuric oxide emissions are very stringent. The tests were performed with both high sulphur (3.4%) and low sulphur (1.5%) heavy fuel oil, and verified that the Wärtsilä scrubber system efficiently removes SOx from the exhaust gases. The measurements, which were part of the certification process and made by an accredited independent body, demonstrated a sulphur dioxide removal efficiency exceeding 99% in all operating conditions, even when using high sulphur fuel. This high level of efficiency was consistent throughout the load range and with all fuels. The efficiency of nitrogen oxides removal was 3% to 7%. The removal of particulate matter was in the range of 30% to 60%. Wärtsilä says scrubbing exhaust gases is an environmentally friendly and cost effective alternative for reducing sulphur oxide emissions down to 0.1%. The Wärtsilä SOx scrubber system complies with the new IMO Guidelines, adopted in July 2009, for cleaning the exhaust emissions from all two and four stroke engines, including main and auxiliary engines, as well as from oil fired boilers, in retrofits and newbuilding ships. The SECA Compliance Certificate is the culmination of a project, initiated by Wärtsilä in 2005, to identify feasible solutions and to investigate exhaust gas scrubbing as an alternative to the use of low sulphur fuels. CMA CGM Explore Alternative Ways For Shipping To Be More Green Whilst a number of the big shipping lines, notably NYK and MOL, are proposing new green ship designs for their next generation of container and carrier vessels, French line CMA CGM are exploring a number of alternative means so as to improve the environmental image of sea freight. In addition to commissioning new, more efficient container ships, CMA CGM are looking at how manufacturing improvements in containers themselves can make carbon-savings by the use of new materials. The group has invested heavily in bamboo floored containers, which now make up around 10% of their container holdings. These replace the traditional tropical hard wood floorings, supplies of which are increasingly stressed by exploitation. Bamboo, a fast growing and extremely common grass, is easily sustainable and common all around the globe. CMA CGM has also since 2008 been introducing more light steel containers which CMA CGM states saves a 10,000 TEU ship up to two tonnes of fuel consumption a day due to their lighter weight. They have also introduced a 2,000-strong fleet of a new reefer container that utilise low energy motors which reduce electricity and fuel consumption by up to 3 times that of other designs. Jacques R. Saadé, Chairman of CMA CGM’s board, says that: “When it comes to protecting the environment, especially the marine environment, I expect our performance in this area to be something we can all be proud of. “This is why we have defined a very strict environmental strategy, which I am asking all staff members, both sea-going and sedentary, to support. “In this regard, CMA CGM has to set an example in all aspects of its business, not just in its financial performance. Slow steaming will stay for economic and environmental reasons At Marintec China, ship classification society Germanischer Lloyd (GL) reinforced the necessity to reduce speed on long-haul, transpacific and/or Far East/Europe container services given the market situation and new environmental restrictions. GL Executive Board Member Dr Hermann J. Klein praised COSCO Shipping Lines for announcing "super slow steaming" as an excellent initiative to cut overcapacity and carbon dioxide (CO2) emissions. Slow steaming is one of the most obvious ways to achieve CO2 reductions. The benefits of slow steaming in container trades are lower fuel consumption, less operation costs, reduced maintenance requirements and a much better environmental balance sheet. All big international container lines are considering slow steaming as a tool to cut overcapacity and reduce operating costs within their respective fleets. Some have already cut the average speed from 26 knots to 18 knots or even 14 knots. Current market conditions, less demand and surplus of container vessels have brought down the optimum speed for box ships. GL predicts that a speed of approximately 14 knots will become the norm for container vessels with some premium-priced highspeed services to carry time-sensitive cargo. Dr Klein declared "COSCO is a good example how a shipping line uses super-slow steaming in order to respond to less transportation demand, cut fuel bills, reduce emissions and overcapacity in the box trades." Just recently, Captain Jiafu Wei of COSCO reported that the group had tested the approach on lines between Asia and Europe. The results are so promising that super-slow steaming will be imposed for the rest of the fleet. Slow steaming will imply profound changes to the container shipping industry. More ships will be needed. It will also mean 'just in time' orders will need to be placed just a bit earlier, with implications for the shipping and logistics sectors. Less seaborne related emissions will substantially reinforce the image of shipping as the most environmentally friendly mode of transportation. Propulsion, Power Generation, Steering Equipment Gas fuel options open up

Tightening emission regulations under the IMO Tier II & III and ECA zone implementations, and volatile fuel prices mean that ship owners and operators are facing serious challenges. One solution for complying with new environmental rules while maintaining cost-efficient operations is to use natural gas as a fuel. Now Wärtsilä is making this option more feasible at the lower end of the power spectrum. Its latest dual-fuel offering, the Wärtsilä 20DF engine, is a compact unit that brings the advantages of fuel flexibility to auxiliary applications, such as generating sets or as the prime mover in smaller vessels. With the launch of the 20DF, Wärtsilä is extending the benefits of dual-fuel (DF) technology to cover the entire power range. Based on the well proven Wärtsilä 20 diesel engine introduced in the early 1990s the engine can be optimized for constant speed generating sets, as well as variable speed mechanical drives, for main engine applications. Installed alongside Wärtsilä 34DF or 50DF main propulsion machinery, a Wärtsilä 20DF generating set completes the multi-fuel engine room concept. Compact and light, the Wärtsilä 20DF is intended for use in those vessel types where the Wärtsilä 20 is currently installed. As well as being an ideal mechanical-drive prime mover in smaller applications, such as small cargo vessels, ferries or tug boats, it is also suitable for harbor generating set applications in a wide range of vessel types. - Main fuel flexibility Fuel flexibility enables owners and operators to opt for the most suitable fuel, taking account local environmental restrictions, fuel price variations, and fuel bunkering availability. Wärtsilä DF dual-fuel engines is their ability to run on Natural Gas, Marine Diesel Oil (MDO), Heavy Fuel Oil (HFO) and Bio Fuels, thereby providing maximum flexibility in fuel choice. In marine applications, fuel flexibility also represents a significant safety feature. In the case of an interruption to the gas supply, Wärtsilä DF engines automatically switch to diesel operation without any loss in speed or power output. Single-fuel installations do not have this additional level of operational safety. - Keeping emissions under control When a DF engine is running in gas mode, CO2 emissions are reduced by approximately 20% since natural gas has a lower carbon content than liquid fuels. The lean-burn combustion process employed means that NOX emissions are reduced by approximately 80%, while SOX emissions are completely eliminated as natural gas does not contain any sulphur. The production of particulates is practically non-existent as natural gas has virtually no residuals. Lean-burn combustion technology results in extremely-low emission values and very-high engine efficiency. In this process, the combustion of a lean air-gas mixture is initiated by injecting a very small amount of MDO as pilot fuel. To obtain the best efficiency and lowest emissions, each cylinder is individually controlled to ensure operation at the correct air-fuel ratio, and with the correct amount and timing of pilot fuel injection. Wärtsilä has further developed UNIC, an electronic control system that controls combustion in each cylinder, while ensuring optimal performance in terms of efficiency and emissions under all conditions. Stable and well-controlled combustion also contributes to less mechanical and thermal load on the engine components. In gas mode, Wärtsilä DF engines are already compliant with the forthcoming IMO Tier III regulations without the need for any secondary exhaust gas purification systems. In liquid fuel oil mode, all Wärtsilä DF engines are fully compliant with the IMO Tier II exhaust emission regulations set out in Annex VI of the MARPOL 73/78 convention. Wärtsilä low-speed engines and support services to eight Chinese container vessels China Shipping Container Lines Co., Ltd. (CSCL), part of the China Shipping Group (CSG), has chosen Wärtsilä main engines for eight container vessels. The Wärtsilä engines for this order will be built under licence by Doosan Engine, Korea. Wärtsilä, the marine industry's leading ship power system integrator, will supply a package of support services for this order, which was placed in October. The ships are to be built at the Jiangnan Changxing shipyard in Shanghai. "The low fuel consumption across many load parameters was the key technical reason to select the Wärtsilä common rail 2-stroke engine," commented Mr Li Xueqiang, deputy GM of CSCL, who added: "This is a partnership with Wärtsilä forever. Service quality and engine performance are the most important facts for a successful partnership." The CSG fleet is largely powered by Wärtsilä engines, and currently has more than 310 Wärtsilä engines in service, including close to 100 low speed main engines and more than 210 four-stroke engines. About 75 Wärtsilä engines are contracted to be delivered during 2010-2012, including more than 20 low speed main engines and 55 four-stroke engines. This latest order, however, marks the first order for Wärtsilä main engines for CSG's container vessel fleet, which is ranked amongst the world's leaders in terms of operating capacity. This order calls for Wärtsilä to supply its 7-cylinder RT-flex68TD common rail 2-stroke engines for the eight 4700 teu container vessels. The selection of this particular engine type came after CSG scaled down the original speed specified in the design, in line with the downturn in the shipping market, to a maximum of 18 knots. Wärtsilä's support services for this order will include RT-flex engine training at the Wärtsilä Services facilities in Shanghai using an RT-flex electronic simulator. Additionally, a single RT-flex rail unit will be specially manufactured to enhance the hands-on basic operational training courses. These courses will primarily target the Chinese crew who will operate common rail 2-stroke engines in the future. - Long-standing relationship CSG continues to develop its partnership with Wärtsilä, adopting many different products and services into its various business areas. For example, CSG's Tanker division, the largest sea-borne tanker fleet in China, has recently taken possession of six product tankers fitted with Wärtsilä RTflex50 and RT-flex58TB main engines, Wärtsilä Auxpac 20 auxiliary engines, as well as Wärtsilä fixed pitch propellers and thrusters. In total, 80 Wärtsilä Auxpac 20 auxiliary engines have been ordered, including 33 engines already in service. Currently, four VLCC projects and eight VLOC projects with Wärtsilä RTA84TB main engines and Wärtsilä Auxpac 20 auxiliary engines are under construction. Similarly, four Ropax projects with Wärtsilä 32 four-stroke engines and Wärtsilä 20 Auxpac auxiliary engines are also ongoing. During the past three years, Wärtsilä Services in China has supported CSCL's operation of almost 130 sets of Wärtsilä 32 auxiliary engines via a service agreement. Under this agreement, equipment and parts are continually rolled-over on an exchange basis from one vessel to another. This greatly reduces the overhaul time onboard since preparations can be made in the workshops to be ready for the next CSG ship. It has been a particularly successful model. Upgraded Alpha propeller/nozzle give superior performance - F/V Jette Kristine gained 23.5% more bollard pull The propeller designers and PrimeServ staff at MAN Diesel Frederikshavn, Denmark could sit back satisfied on 12 October when a full-scale bollard-pull test on the Esbjerg-based fishing vessel ‘Jette Kristine’, showed an increase in bollard-pull performance of an impressive 23.5%. The test thus verified a great propulsion upgrade advantage in relation to a ‘pre-test’ performed two weeks earlier based on the same vessel, exactly the same engine output and the original propeller and nozzle installation. The preconditions for the test were the exact same position in Frederikshavn’s harbour basin, same water depth below keel, same draft and trim of the vessel – ensuring the realistic and best possible conditions for relative and comparative bollard pull recordings. The two bollard pull tests of Jette Kristine gave the following results: Measured before: 19.1 metric tonnes Measured after: 23.6 metric tonnes Corresponding to an increase of: 23.5% - General potential for greater efficiency Propellers designed more than 10 years ago normally offer great improvement potential in retrofit projects, where fuel consumption reductions of up to 12.5% for free running propeller upgrades have been reported – simply by exchanging the existing propeller blades to today’s optimised and advanced designs.

A relatively small investment with short payback time and radical impact on the ships’ future operational economy, fuel consumption and exhaust gas emissions. The green impact and environmental benefit of lower consumption is not to be neglected. In this case with Jette Kristine and in similar cases with other fishing trawlers, offshore vessels, tugs and dredgers – bollard pull is the key performance parameter. MAN Diesel’s upgrade solutions can include bollard pull optimised propeller blades alone – or bollard pull optimised blades in connection with a propeller nozzle upgrade. Optimised propeller blade profiles applied together with the newly designed high-efficient AHT (Alpha High Thrust) nozzle is the ultimate solution. - Optimising for bollard pull Advanced CFD tools (Computated Fluid Dynamics) were used to develop MAN Diesel’s new AHT propeller nozzle series. The nozzle shows superior performance compared to the standard ‘19A’ propeller nozzles, which are common standard in the marine industry today. The increased bollard pull achieved when using the AHT nozzle is not only a result of the optimised nozzle profile, which is double-curved on both the inner and outer diameter. Other contributing factors are the nozzle length/diameter ratio, nozzle support, aft ship lines, and tilting and azimuthing of the nozzle, among others. The addressing of all these topics has been refined by MAN Diesel into a new systematic method, whereby the bollard pull can be increased by more than 12% compared to solutions with 19A nozzles. Wei Jiafu reveals nuclear power preference

In an extraordinary question and answer session here in Shanghai the boss of the world’s largest shipping conglomerate has advocated the use of nuclear power onboard merchant ships. Outlining the container alliance CKYH’s decision to push ahead with super slow steaming, COSCO ceo and president Capt Wei Jiafu said that the move was in part a green one. He then went on to say that he was in favour of using nuclear power onboard merchant ships as a further green initiative. ‘As they are already onboard submarines, why not cargo ships?’ he mused. Later he spoke to Seatrade Asia Online and revealed COSCO is in talks with the national nuclear authorities to develop nuclear powered ships. Earlier that morning Wei had said as much as 40% of the global total orderbook is under threat. Wei’s prediction is far higher than most analysts’ at present. He was speaking at the Senior Maritime Forum coorganised by UBM and Seatrade at this year’s Marintec China. Citing ‘financing and cash flow problems in medium and small sized corporations’ since the outbreak of the financial crisis, Wei said that his ‘personal feeling’ was that ‘about 40% of newbuilding orders will be postponed or cancelled this year and next year’. COSCO, itself, has cancelled 126 bulkers and postponed the delivery of a large swathe of boxships by one to two years. Wei attacked those who had speculated on the FFA markets in the past, saying that forward freight agreements were originally intended ‘to balance risk’, but fell prey to speculators in the bull market. Now they have reverted to more cautious times, with Wei observing, ‘People are handling this business more rationally.’ In his speech, which opened Wednesday’s session, Wei also heaped praise on fellow Chinese owner, Gao Yanming, who heads up Hebei Ocean Shipping Co (HOSCO). Gao called earlier this year for owners to scrap older ships, convert ship types, and postpone or cancel deliveries. ‘He played a big role in promoting the world shipping community to eliminate old tonnage and ease the pressure of oversupply capacity,’ Wei said. Some 150 ships are powered by more than 220 small nuclear reactors and more than 12,000 reactor years of marine operation has been accumulated. Most are submarines, but they range from icebreakers to aircraft carriers. In future, constraints on fossil fuel use in transport may bring marine nuclear propulsion into more widespread use. STX Engine inks $45m supply contract South Korean engine maker STX Engine said Wednesday that it has signed a KRW 52.3bn ($45.3m) contract with compatriot shipbuilder Hanjin Heavy Industries & Construction to supply highspeed diesel engines for patrol ships to be operated by the Korea Coast Guard. Under the contract, STX Engine will provide engines and decelerators to be installed on 500-ton and 300-ton patrol vessels since September 2010 until August 2011. One patrol ship requires four high-speed diesel engines for high mobility. STX Engine is engaged in engine businesses for defense industry as well as ship engines and power generation engines. Jung Dong-hak, president of STX Engine, said, “Including the latest order, we have secured new contracts worth KRW 420bn so far this year in military diesel engine and electronic communication equipment business divisions alone. Cat Provides MaK Engines To Power Escort Tugs With the upcoming delivery of the "Bourbon Bison" for Bourbon Supply Investissements, Catepillar Marine Power System (CMPS) will have powered four azimuth stern drive (ASD) escort tugs with its MaK 9 M 25 engines. According to the company, the MaK engines have been designed to fully comply with IMO regulations. Ease of maintenance and maintenance intervals have also been increased reported Caterpillar. For the escort tugs operating to and from tankers, the MaK M 25 engines provide optimal fuel efficiency based given the operating conditons. The engines are also suitable in harsh tropical climates throughout the Middle East and Africa. The original request was for two ADS escort tugs designed with 4x MaK 9 M 25 engines however, during the engineering process, the choice was made to instead build four tugs and redistribute the eight MaK engines. Niigata bags orders for 22 engines IHI Corp. disclosed on Dec. 1 that its subsidiary Niigata Power Systems Co. has received a bulk order for 22 high-speed diesel engines, to be mounted on patrol ships that comply with the next generation (revised) nitrogen oxide (NOx) regulations from the Japan Coast Guard (JCG). Scheduled to be delivered by November 2011, the engines were priced at $3.5 billion altogether. The high-speed diesel engine 16V20FX is a model that conforms to the next upcoming regulations by the International Maritime Organization (IMO) that will require the reduction of NOx by 15-22%. The engine uses ductile cast iron that is superior in terms of strength and ductility, as well as raises rigidity through the integration of the suction chambers into a single unit.

Rolls-Royce wins order to supply waterjets to the UAE navy Rolls-Royce has announced an order to supply 24 lightweight waterjets for the UAE Navy’s fleet of fast patrol boats. The UAE Navy has ordered 12 new fast patrol boats, based on the proven Ghannatha Class fast troop transport vessel. These are currently under construction by Abu Dhabi Ship Building (ADSB), with the first due to enter service in 2012. Jay Dagher, Rolls-Royce Naval Marine Regional Manager - Middle East, North Africa and Latin America said: “We are proud that the UAE Navy has again chosen our technology for their latest vessels. This latest order underscores the strength of our relationship with both the UAE Navy and ADSB. There are already 150 Rolls-Royce waterjets in service across the region and this order further increases our presence in this important market. In response to this growth, and to provide in-service support for our growing customer base, we are working with ADSB to establish a waterjet service centre in Abu Dhabi.” Each vessel will be equipped with two Kamewa FF600 waterjets, designed and manufactured by Rolls-Royce. The waterjets are fitted with interceptors to enable tighter turning capability, better stability and to reduce fuel consumption. Rolls-Royce is currently the only company that builds interceptors on waterjets which are controlled with a waterjet control system known as the Incorporated Interceptor Control (IIC). This means that interceptors no longer need to be purchased, installed or controlled separately, translating into greater efficiency and time savings in the ship-building process. The order also includes a joystick control system that will improve the manoeuvring capability of the vessels. The new vessels, measuring 26.5 metres in length, are being constructed from aluminium and the waterjets will enable a maximum speed in excess of 35 knots. Succesful Tests Brush Skimmer Cassette In Rigid Sweeping Arm Friday 27 November 2009, Koseq tested the new developed brush conveyor skimmer cassette in one of the rigid sweeping arms of the Rijkswaterstaat vessel Arca. An interchangeable oil collection chamber equipped with a brush conveyor skimmer cassette and a pump can easily be mounted in the rigid sweeping arm, replacing the existing oil collection chambers with the MSP 150 pump which are mounted in our rigid sweeping arms.

The brush conveyor skimmer cassette can also be height adjusted using the same features as our existing oil collecting chambers. The height of the oil collection chamber can hydraulically be adjusted and the brush conveyor cassette is protected against debris by a screen. This screen can collapse allowing the debris can flow away under the sweeping arm. The brush skimmer cassette is very well suited for recovering maximum quantities of light oils with a minimum of associated water. Cargotec launches new hatch cover

A good example of Cargotec’s focus on environmentally-responsible engineering solutions is MacRack, an electric-drive innovation for MacGregor side-rolling hatch covers which combines two operations: raising a cover, and moving it sideways to open or close the hatch. Cargotec has launched MacRack, a new economical, competitive and environmentally-friendly electric-drive system that unites the lift and drive operations for side-rolling hatch covers and so makes separate hatch cover lifters obsolete. The combined rack-and-pinion drive and lifter employs an enhanced control system and just one electric motor per hatch cover panel. “This is a significant advance in electric-drive technology,” highlighted Torbjörn Dahl, senior naval architect for bulk ships at Cargotec. MacRack, like the other electric drives in the company’s portfolio, provides a sustainable and efficient technological solution. Work on the electric-drive side-rolling hatch cover started in 2001 in response to the Japanese car industry’s ambition to make its supply chain as ‘green’ as possible. The company’s answer to this challenge was to launch the ‘E-Roll’ side-rolling hatch cover system. E-Roll’s components and control system were essentially developed from scratch because similar systems for the marine and bulk carrier environments did not exist.

After extensive tests and a lengthy component selection process, the first orders were signed in 2006. Twelve ships using E-Roll systems are in service but this number is growing rapidly: another 11 shipsets of equipment are on order and about 30 more are in the pipeline. As with all first-generation technology, improvements were needed and the development project focusing on the safety, technical limitations and cost of electric drives resulted in the launch of MacRack. Other recent electric drive successes for MacGregor equipment include the breakthrough order for 24 electrically-operated cargo cranes for a series of eight 16,900 dwt bulker carriers being built in China for Polish shipowner Polsteam (PZM); they are scheduled for installation from the end of 2010 to 2012. Japan, China equipment makers meet The Japanese Marine Equipment Association (JSMEA) held an exchange among engineers from the marine equipment industries of Japan and China on Nov. 30 in Shanghai, China. Taking place prior to the opening of the international maritime exhibition Marintec China 2009 in the same city on Dec. 2, the exchange further cemented the friendship among the industry-related entities from both countries. A little less than 300 experts from Japanese and Chinese companies attended the exchange. JSMEA has been exhibiting at the Marintec since the second exhibition in 1983. Zenshichi Akasaka, chairman of JSMEA, greeted the guests by saying that, "Together with the Marintec exhibition, this exchange, which is mutually hosted in Japan and China in cooperation with the China State Shipbuilding Corp. Gertsen & Olufsen gains foothold in Brazil Danish marine specialist Gertsen & Olufsen has received its first order for electric vibration compensators from the growing shipbuilding market in Brazil. The company has initially been asked to supply vibration compensators to four Petrobras 48-ton product tankers and five Eisa 2,700-ton container ships. All nine ships are the first vessels to be built in a massive Brazilian investment programme totalling 160 ships (PROMEF 1+2), which is primarily being constructed to cater to the country’s booming oil and gas industry. “We view the Brazilian market as extremely interesting and welcome this unique opportunity to gain a foothold,” said Thorsten Larsen-Seul, managing director at Gertsen & Olufsen. The Danish company is widely regarded as a leading authority on electric vibration compensation with more than 300 shipboard installations worldwide as well as more than 50 land-based installations. Larsen-Seul points out that the BRIC (Brazil, Russia, India and China) markets play an increasingly important role in the maritime industry and will foster a growing number of business opportunities. This has also prompted the Danish company to establish an office in Shanghai. “We experience a growing interest for our greenship technology from an increasing number of Chinese shipyards and operators,” said Larsen-Seul. Panasia gets BWTS approval

South Korean marine equipment maker Panasia said Monday that it had received government approval for its ballast water treatment system (BWTS) on December 4th. It took two years and four months for approval of the product since it applied for IMO Basic Approval in August 2007. When development period is added to the approval period, it took about five years in total, the company said. With the final government approval, Panasia is expecting that the negotiations it has been making with shipowners and shipyards would lead to formal contracts. Panasia's BWTS, called 'GloEn-Patrol', consists of double treatment devices, namely filter unit and ultraviolet sterilization unit. The company said no chemical substances are used in the filtering and sterilizing processes, generating no secondary or toxic materials and causing no corrosion of ballast water tanks. Further, both the filter unit and UV unit have automatic self cleansing function, it added. Panasia has already completed BWTS factory in March this year in Gimhae city, South Gyungsang province, South Korea and is preparing for mass production of its BWTS. Cathelco and Blokland develop new anti-fouling system A new oil combat vessel which is being built at the STX Europe yard in Finland will be the first ship to be installed with a new box cooler anti-fouling system which has been jointly developed by Cathelco and Blokland Non Ferro. Designed to clean up oil spillages and operated by the Finnish Government, the vessel will have a total 6 box coolers, each protected against marine pipework bio-fouling with a specially designed Cathelco system. Cathelco have worked in partnership with Blokland Non Ferro, the Dutch specialists in box coolers, to produce a system that is effective at preventing marine growth and easy to install. “The new box cooler unit has many advantages in terms of ease of installation and effectiveness in preventing biofouling and can be adapted to the needs of vessels worldwide”, said Justin Salisbury, managing director of Cathelco. The Cathelco anti-fouling unit containing the anode is simply attached to the base of the box cooler on a framework. In operation, a current is passed to the anode from a control panel resulting in the production of copper ions. These are delivered directly beneath the cooling tubes where they prevent mussel and barnacle larvae from settling and growing. Earlier in the year, a box cooler anti-fouling system was installed on the Venus, an 86 metre car ferry operated by the Swedish Road Administration on the short crossing between Svanesund and Kolhattan. Steel & Metals (incl. raw materials) CSBC cuts raw material costs It is reported that since Taiwan's China Steel Corporation (CSC) has announced to cut its ship plate price by TWD 1,000 (USD31.1) per ton in January and February 2010, CSBC Corporation may be able to reduce their raw material costs by TWD 22 millions. CSBC Corporation has several shipbuilding orders in hand, and the company's monthly consumption for steel plates will increase to 11,000 tons. POSCO invests in Indonesian steel plant South Korea’s Pohang Iron and Steel Corporation (POSCO) is pledging close to US$4billion to build a US$6billion integrated steel plant in Indonesia. The remaining funds will come from Indonesia’s PT Krakatau Steel. Both companies will begin operating the plant in August 2010 and, according to the Jakarta Post, will produce some six million tonnes of steel – making it the largest ever output in Indonesian history. POSCO also has integrated steel plants in the Khanh Hoa province in Vietnam close to the upcoming transhipment Port of Van Phong. POSCO was contracted in 2007 to help state-owned Vietnamese shipbuilder, Vinashin, in its ship building efforts. As Baird Maritime was unable to reach the commercial attaché of the South Korean embassy for a comment, it remains to be seen if the steel mill is designed to help native Indonesian yards, PT DOK and PT Surabaya among others. But it is understood that once the steel mill in Cilegon is completed by 2013, Jakarta would be able to slash steel imports by 20 percent, PT Krakatau’s Fazwar Bujang was reported as saying. Under the terms of the Memorandum of Understanding (MOU) signed between the companies, POSCO will fund 70 percent of the project with the remainder coming from Krakatau. Japan to export more steel plates Japan is expecting that steel plate exports to shipbuilding and construction industries of South Korea will increase going forward. Japan’s steel plate exports have been increasing year-on-year since July this year. However, domestic demand for steel plate is still on the decline in the country. According to the announcement made by the Ministry of Finance of Japan, Japanese steel makers have exported 958,512 tons of steel plate in the third quarter, up 12.5% against the same period of last year. October exports also jumped 19.9% to 351,389 tons. In the last quarter of this year, the exports are forecast to rise further from the third quarter.

Shipbuilding & Design, Shipyard News China to face shipyard glut from 2011: govt official China, the world's second- biggest shipbuilding nation, will face a capacity glut from 2011 after yards work through existing orders and shipping lines slow new orders, according to a government official. Insufficient demand will be a 'major problem' for as long as three more years, Zhu Hongren, the Ministry of Industry and Information Technology's chief engineer, said yesterday at a conference here. Global shipbuilding capacity will rise to 200 million deadweight tons annually in the next few years, while demand will struggle to reach the 156 million tons it averaged over the past six years, Mr Zhu said. China plans to announce new rules to encourage shipbuilding mergers before the end of the year to pare growth in the industry. By 2015, China's 10 biggest shipbuilders will account for more than 70 per cent of all vessels built in the nation, rising from 53 per cent last year, Mr Zhu said. China will also help shipyards access credit and encourage shipping lines to replace older vessels to help the shipbuilding industry, he said. Patience, China China’s quest to become the world’s number one shipbuilding nation should be put on ice to prevent stretching overcapacity in the industry, Clarksons says. China has pushed state banks to provide funds for newbuildings to maintain its target of taking South Korea’s crown in five years time. Martin Stopford, head of Clarksons Research, told Bloomberg: “This sort of target really should be put aside for the time being. “We’re in a very serious situation.” Chinese newbuilding orders dropped 63% in the first 10 months of 2009 to 19.1m dwt, but it still holds one third of the world’s orderbook. “A little patience in the interest of stability” would help the industry, Stopford said. “We all think that China’s going to get there in due course.” China, which aims to take Korea’s crown by 2015, is also ready to unveil new rules to persuade shipping companies to merge, boosting domestic competition and encouraging newbuilding orders, Bloomberg reports. China will be No. 1, says BV China’s shipbuilding industry will continue to increase its productivity and enhance its quality, says a senior official at French ship classification society Bureau Veritas (BV). Bernard Anne, executive vice president of BV’s marine division, admitted that there have been concerns in the past about the quality of Chinese-built vessels compared to South Korean and Japanese ships.

But this scenario was no different to when South Korea was gaining a reputation as a leading shipbuilder in the past, Anne said. He added, “I think the quality of some of the vessels in China is very good. Yes, there may have been some issues some years back, but that is no different to when Korea was establishing itself as a shipbuilding country 30 years ago.” Anne also said that China would continue to out-produce its shipbuilding rivals. China recently stole the limelight from the world's largest shipbuilding nation - South Korea - in terms of order volume, figures show. But the figures have been questioned as they come against a general contraction in fresh orders. Indeed, South Korean yards exceeded Chinese rivals in November by securing orders of 716,097 cgt, compared with 255,895 cgt contracted at Chinese yards in the same month, according to Clarkson Research data. India shipping ministry mulls new yard With the stage set for transfer of Hindustan Shipyard Limited (HSL) to the Ministry of Defence, the Ministry of Shipping has decided to use the amount it would get as compensation from the new owner for establishing a large shipyard on the East Coast under Public Private Partnership (PPP) model. Axis Bank is engaged to conduct the valuation, and once it is over the MoD has to come to an understanding with the MoS for payment of compensation. Sources said that with an estimated Rs.1,000 crores ($215m) to Rs.1,500 crores likely to be paid by MoD, the MoS would look for 1,000 to 1,500 acres adjoining an ideal waterfront area with a draft of 10 to 15 metres to construct a Greenfield shipyard. Sources said that the MoS would seek a suitable site, preferably near Visakhapatnam, though the options would be explored anywhere in Andhra Pradesh or Orissa. - First phase In the first phase, the new shipyard would take up ship repairs. In the next phase, it would undertake construction of Very Large Crude Carriers (VLCC) with a DWT of 2,00,000 and more. Sources disclosed that the MoS was in an advanced stage of finalising the nitty-gritty of establishing the new shipyard. A Cabinet decision was likely by the end of the current fiscal, an official said. The decision was necessitated due to the requirement for ship/dredger repairs and construction of new vessels once HSL was brought under the control of MoD. The MoD, after the recommendation of Group of Ministers headed by Union Finance Minister Pranab Mukherjee, was very keen on taking over HSL due to its strategic importance. It is pretty close to the Eastern Naval Command and the Naval Dockyard and a futuristic naval base is coming up at a distance of about 40 km from the existing one. The value of HSL’s assets would have been much more but for the fact that the yard was located on land belonging to Visakhapatnam Port Trust. The new shipyard’s two-phase construction would involve an investment of Rs.3,000 crores to Rs.4,000 crores. - PPP model The PPP model was chosen due to heavy investment required for a Greenfield shipyard. Once HSL’s ownership changes, it would become the fourth shipyard under MoD. The FKAB L2 is a 16,500 m3 LNG vessel design primarily for regional distribution of LNG. In combination with the FKAB L1 design, presented in June 2009, the FKAB L2 design is FKAB's contribution to the development of an efficient and sustainable sea-based regional and local distribution system for LNG. In 2006 the Swedish naval architect firm FKAB, based in Uddevalla, identified LNG as an interesting and realistic alternative to conventional fuels on ships. Since then the company has closely monitored the development and spent significant resources in the development of various designs using LNG as fuel as well as designs used in the supply chain of LNG for ships. The 7,300 DWT FKAB L2-design is tailor-made for regional distribution of LNG. The gas is stored in three insulated cargo tanks of bilobe type, classified by IMO as “Independent Type C”. They have spherical heads and a design pressure of 4.1 bars. Each tank is equipped with two 300 m3/h submerged deep well pumps for easy discharging. The vessel's main fuel is boil-off gas and re-gasified LNG from the cargo tanks which will reduce fuel cost when operating the vessel. To improve performance, the L2 is designed to be as energy efficient as possible thanks to a number of special features including a slender hull measuring 158.4m long and 24m wide and a heat recovery system. These measures not only reduce costs further but will also

reduce the environmental footprint of the vessel. To maintain flexibility and for emergency use, the 5,520 kW main engine is of dual fuel type and the vessel will have a 200 m3 MGO bunker fuel tank. MOL completes next-generation ferry concept France seeks shipbuilding protection France is to press the European Commission to consider creating a ‘commercial defense’ mechanism to help European shipbuilding resist the challenge posed by its foreign competitors, foreign media reports. Prime Minister François Fillon said that, following the political vacuum which had accompanied the process of forming a new commission, the time had come for the European Union to start dealing with ‘the real questions’. He took shipbuilding as an example of the need to give a new direction to EU competition policy, which he said should not seek solely to prevent European companies from growing but should seek rather to protect them against competition from other continents. “The question is not to know if competition is perfectly assured between France and Germany,” Mr Fillon said. “The question is to know if Europe has the necessary instruments to fight against the extremely strong competition of the countries of South East Asia, China, India and the American continent.” Mr Fillon insisted that the salvation of European shipbuilding lay in its capacity to develop innovative ships but indicated that these should be accompanied by defensive measures in addition to the prolongation until 2011 of the existing regime of aids for innovation which has already been decided by the commission. The two companies say that the “massive progress and growth of the separate companies” have brought an urgent need for clarification of the relationship between the two. A joint statement says: “With immediate effect, Cammell Laird (Gibraltar) will change its name to Gibdock. Op de ROS 171 ´Maartje Theadora´ worden voorbereidingen getroffen voor het skysail-project begin volgend jaar. De trawler van Parlevliet & Van der Plas staat hiervoor in een dok van Shipdock Amsterdam, waar ook regulier onderhoud en wisseling van sonars wordt uitgevoerd. Als eerste vissersschip zal de trawler gaan experimenteren met een grote ´vlieger´ van het Duitse SkySails. Hiermee moet het brandstofgebruik met name tijdens stomen teruggedrongen worden. Ter voorbereiding hiervan wordt momenteel een fundatie op het voordek geplaatst en een ´hydraulic Pagina 30 van 95

Euronav-OSG FSO Asia to undergo repairs [again]

Euronav has announced that its 50% Floating Storage and Offloading (FSO) service vessel jv with OSG, named FSO Asia, is to be returned to the conversion yard [Drydocks World] in Dubai to perform repairs to the vessel - estimated to take 10 days. The FSO, which had been delivered at the Al Shaheen oilfield offshore Qatar on November 17, 2009, experienced problems during the planned hook-up of the vessel on site due to bad weather and while delayed, further commissioning tests were conducted on board. During one of those tests a hose reel, one of several redundant systems that enable oil to be offloaded from the FSO to an export vessel, was damaged. Super & Mega Yachts New winch equipment exported to the Middle East Muir Engineering Pty Ltd has exported the first of its new range of winch equipment to the Middle East. Managing Director John Muir said the order, destined for a 141 metre-long vessel under construction in the Middle East, comprised an anchor winch, a chain compressor and four docking capstans. “We worked very closely with the customer from the outset to ensure the final product met their particular requirements,” explans Muir. He adds, “The project took eight months to complete from start to finish.” Muir expects increasing demand for the new bigger product range. The VRC24000 anchoring system, finished in highly polished stainless steel, is suitable for vessels up to 150 metres long. All five sets of equipment feature Muir multi-speed controls (variable speed), a design feature the company has been incorporating into its systems since the early 1990s, and can handle up to 42mm stud link chain. The winches have a maximum pulling power of 11.5 tonnes and continuous pulling capacity of 8.5 tonnes with multi speed from 3-20 metres per minute. Muir said “big winch” equipment was an area Muir Engineering wanted to expand into further. He adds, “We have invested significantly in our Tasmanian factory to handle larger components. New 26 m Eco-friendly Yacht by Humphreys Yacht Design [=ecHo]

A new 26 m eco friendly yacht has been launched by Monte Fino, the semi-custom superyacht brand of Kha-Shing Shipyard. The shipyard further added that the yacht is not only economical from fuel consumption point of view but also supports the environment completely. [sic!] The 26 m has been designed and named by the Humphreys Yacht Design team. The project has been named ‘ecHo-yacht’, wherein H stands for Humphreys name. The eco- friendly yacht has been specially designed for low emission and minimum carbon foot prints. The design of the hull and internal layout is already completed now and the company’s European sales team is dealing with a number of interested parties to determine the equipment and internal specification options. Also, a variety of design and technological factors will ensure that the yacht has the lowest running costs and environmental impact. The eco yacht has been provided with just one engine, along with bow and stern thrusters for maneuvering at low speeds. There is also a small alternative engine that is meant to be used as a generator, however in case of the main engine failure; it can be used for propelling the yacht to the nearest port. Moreover, the hull of the yacht has been designed for providing the lowest resistance in the water. The hull has been constructed from normal GRP for keeping the building costs and weight

Refit+ upgrades the productivity of NCP repair shipyard Refit+ is one of the first new-generation software solutions in the world made for shipyards. This innovation was created from the cooperation between Cyclops and NCP repair shipyard. After overtaking this shipyard five years ago, a more advanced system of operations was required as the software used at the time was not suitable enough for the company's business. In order to produce an appropriate system, Ivana Drčec, owner and director of Cyclops, talked with employees, listened to their experiences and translated them into software solutions. Offshore Energy SLP Engineering Ltd – in administration and sale of business Stephen Oldfield, Chris Pillar and Mark Shires were appointed joint administrators of SLP Holdings Ltd and its subsidiaries (together ‘SLP’) on 27 November 2009. SLP is a supplier of engineering and construction projects to the offshore oil and gas industry and other related markets. It employs 876 at its sites in Lowestoft, Tyneside, Blackpool and New Malden. SLP has been embroiled in a significant contractual dispute and claims from a customer on one of its previous major construction projects. This dispute put significant financial strain on the business. Arbitration proceedings were commenced and negotiations were pursued. However, despite attempts to settle between the parties, the dispute remains unresolved. In the absence of any clear prospect of resolution the SLP Board concluded they were left with no option than to invite the appointment of administrators.

Stephen Oldfield, joint administrator and Advisory partner at PricewaterhouseCoopers LLP in East Anglia, said: "The Directors have been exploring a number of options for the business over several weeks but were unable to find a solution. Consequently they had no alternative but to invite my appointment. "However extensive discussions with one of SLP's current major customers have concluded with agreement to fund continued work on that contract through to completion in Spring 2010. This agreement provides a significant proportion of SLP's workforce with continuing paid work and subcontractors and suppliers to that Contract have and will similarly continue to be paid." In the immediate term, the administrators will be focusing all of their efforts on holding discussions with the key remaining SLP customers and seeking to reach agreement for the continued delivery of the existing SLP contracts. Thereafter, the administrators will be looking to secure the longer term future of the business, including dialogue with any potential buyers. Stephen Oldfield continued: “These ongoing discussions with other customers will not be easy, but if negotiations are successful the Company will be able to continue to employ even more of the workforce. We will be discussing the position with the workforce, employee representatives and unions so they are kept abreast of the position as customer discussions unfold in the coming days. “Alongside these customer and employee discussions, I will also be focusing on a sale of the remainder of the Group to seek to try to secure the long term future of the business". “However, with SLP's prospective customer base being aware of its significant contractual dispute, the level of new work at SLP in recent months has been significantly reducing. Norwegian offshore fleet infront of challenging times Norway's offshore shipping will struggle over the next two years because of a lack of financing and project delays, according to Elisabeth Grieg, president of the Norwegian Shipowners' Association. "The industry has started to feel the crisis much more now than maybe they did this spring", Ms Grieg, 50, said. "The outlook for the offshore industry is more uncertain for 2010 and 2011". Norway has the world's second-largest offshore fleet with 465 vessels that service oil and gas platforms at home, in Brazil, West Africa, the Gulf of Mexico and Australia. The industry represents about 55 per cent of the association's more than 160 members, which also includes owners of oil tankers, bulk transport and containerships for cross-ocean routes. Oil producers such as Statoil ASA, Norway's largest, have cut investments and delayed projects after crude prices plunged last year. Industry spending may fall 8.5 per cent to NOK 118 bn (USD 29.2 bn) next year and decline 11 per cent in 2011, according to the Norwegian Oil Industry Association. Brent crude, which rose to more than USD 147 a barrel in July 2008, traded at below USD 80 a barrel at present in London. "We see that 40 per cent of the order book along the coast hasn't been financed yet", Ms Grieg said, referring to offshore ships at Norwegian yards. "There are no newbuilding projects at Norwegian shipyards after 2011 and, of course, with the volatile oil price, fewer projects have been started". About 10,000 people work in the Norwegian shipyard industry and many more in supporting businesses. Norway, the world's sixth-largest oil exporter and second-largest gas exporter, relies on the petroleum industry for about 25 per cent of its economic output. The country's oil production has been in decline since 2001 as fields in the North Sea age. Members of the association include Seadrill Ltd, the offshore driller founded by billionaire John Fredriksen, Subsea 7 Inc and Wilh Wilhelmsen ASA, a Norwegian investor in vehicle shipping companies. Ms Grieg, part of the fourth generation at the family controlled Grieg Group, is the first female president in the association's 100-year history.

"The group's other big constituency, transcontinental carriers, may start seeing a recovery next year, Ms Grieg said. The industry will be helped by demand for raw materials such as iron ore, coal and soyabeans from China and India as well more willingness to lend by banks, she said." The Baltic Dry Index, a measure of shipping costs for commodities, has jumped more than fivefold since the start of the year, after plunging 91 per cent in 2008. The index tracking costs on international routes shed 87 points, or 2.2 per cent, to 3,887 points on Nov 30, according to the Baltic Exchange. "I guess we'll see more of a soft landing for 2010 than we had anticipated just a few months ago", said Ms Grieg. About 90 per cent of the world's trade is transported by ship, of which 5 per cent is controlled by Norwegian vessels. China's manufacturing grew last month at the fastest pace in five years, a survey yesterday showed, helping Asia to lead the recovery from the global economic slump. The industry may also be helped as the number of new ships coming on the market is less than anticipated. Yantai offshore yards grow fast The expansion of offshore engineering companies such as Yantai Raffles Shipyard, DSME Shandong and Penglai Jutal Offshore Engineering Heavy Industries, in Yantai, northern China, will be facilitated under a plan outlined by the Shandong provincial government. The aim is for companies in Yantai to generate revenues of Yuan50bn ($7.8bn) from the offshore industry in the next five years. An official from the provincial government confirmed that the development of the offshore industry in Yantai would be accelerated, according to local media. Singapore-headquartered Yantai Raffles Shipyard is involved in building jack-up and semisubmersible drilling rigs and floating production and storage offloading vessels. The shipyard posted revenues of $891m last year, up from $323m in 2007. China State Shipbuilding Corp research centre analyst Zhang Changtao was confident Yantai’s offshore shipyards were capable of meeting the target. “Although the startup of Yantai offshore industry is relatively late compared with other shipbuilding hubs in China, the industry is growing in a rapid rate because of the influx of foreign capital,” he said. Mr Zhang cited DSME Shandong as an example. The shipyard was formed by Korean shipbuilder Daewoo Shipbuilding & Marine Engineering in 2005. Yantai is one of the major offshore engineering hubs. The China State Shipbuilding Corp research centre said a total of 15 offshore yards were being built in China and up to four were in Shandong province. The research centre said many local shipyards would shift their focus into offshore in the wake of the shipping downturn. It estimated that a total of Yuan40bn of investment had been poured into the construction of offshore yards. Laid-up FPSOs hit record high More FPSOs than ever are laid up because of a year’s hiatus in new contract awards while a growing number of fields have stopped producing. Up to 11 FPSOs and two semi-submersible units are off-hire and are being marketed around the world for new oil and gas projects, according to US consultants International Maritime Associates. A further five FPSOs, ordered from shipyards on a speculative basis, are available to hire next year, and two more FPSOs are idle but are not being marketed by their owners. “Market demand has collapsed over the last year, leaving a vacuum of orders, but in the last few months orders have picked up, with six FPSOs ordered,” IMA founder Jim McCaul said. Many of the idle FPSOs have come off charter in the last 18 months as the oilfields they were operating on stopped production, leaving the vessels unemployed. None of the idle ships has been redeployed because all the latest orders — for projects in Brazil, Vietnam, Equatorial Guinea and Italy — have involved FPSOs that will be converted from existing tankers. “It is probably simpler to take a trading tanker hull and add topsides than to take an existing FPSO and modify it for the new field, unless the fields are compatible, which is like looking for a needle in a haystack,” Mr McCaul said. However, Langh Ship says that large steel coils weighing 26 tonnes have been successfully loaded into its 40-foot HOTCCs then stowed on the weather deck of a container vessel. The dredger was designed for China and 100% built in China. It represents a very special moment in IHC Merwede’s history. Marintec also represents another milestone for the Dutch company as it is the very first time IHC Merwede has attended the show. IHC Merwede’s cutter suction dredger IHC 8527MP is the successor to the highly successful IHC 7025MP, which was also specifically designed for the Chinese market. - 100% Made in China The IHC Merwede Area Manager for China and After-Sales Director Walter Hoebée says: “These two dredgers are the products of our partnership with Dalian Liaonan Shipyard. These are likely to be based in or around Guangzhou. There is a supply company for spare parts based in Tianjin and a Service Centre in Tangu. The company’s China headquarters and sales office are based in Beijing. “There is a huge amount of activity in the Pearl River Delta and the Bohai Sea,” Walter Hoebée adds."New types of dredgers are also just a matter of time," he quips. “China is concerned about energy consumption and the impact these vessels have on the environment. There is an increasing focus on more environmentally-friendly dredgers.” The Chinese market is very important in the dredging industry. With seven major rivers, a very large coastal area and around 1,000 ports, China offers huge potential. On top of this, the Chinese government is investing a great deal – some € 400 bn in its ports and infrastructure. “The scale of development is quite breathtaking. Several projects covering a surface of 100-200km2 are in execution simultaneously, like Cao Fei Dian and the Bin Hai new development area.” - Developing offshore business The offshore market in China is important for IHC Merwede’s units, IHC Handling Systems and IHC Hydrohammer. Macau to reclaim land as population surges

China has approved plans by Macau to reclaim an area of land equivalent to 500 football pitches in a bid to ease a shortage of space in the Asian gambling hub, the territory's government said Tuesday. The scheme calls for the reclamation of about 360 hectares (890 acres) of land from the sea, it said in a statement, in a move aimed at providing new housing space for over 100,000 residents in the next two decades. The project would increase the territory's land area by 12 percent. Most of the reclamation will be carried out off the northeast of Macau's peninsula and the northern coast of nearby Taipa island. There will also be smaller-scale reclamation on Macau's southern tip, the daily South China Morning Post said. Macau's government said the project would give residents public housing, shopping complexes and low-rise housing estates. There was no mention of any casino developments in the statement. Beijing's approval came almost four years after Macau first proposed the scheme in 2006. Macau currently has about 550,000 residents, but the number is expected to grow to 644,000 by 2011, the Post said. The city has a separate legal system from mainland China and enjoys semi-autonomy, but it needed permission for the reclamation because Beijing has jurisdiction over its surrounding waters. Macau's land area has grown by about 68 percent to 29 square kilometres (11 square miles) in the last two decades after a series of reclamation projects. The city covers the Macau peninsula and neighbouring islands of Taipa and Coloane. The former Portuguese colony, which was handed back to China in 1999, is the only Chinese city where casino gambling is allowed. It has now overtaken Las Vegas in terms of gaming revenue after opening the sector to foreign competition in 2002. Biodiesel uit visafval aan boord

Het ministerie van LNV geeft het bedrijf TCE GoFour groen licht voor een haalbaarheidsonderzoek om van visafval biodiesel te maken. Directeur Peter van der Klok van TCE GoFour heeft een stapel aan ideeën om de vissersvloot CO2neutraal te laten vissen. Het omzetten van visafval tot biodiesel is er daar eentje van. De haalbaarheidsstudie betreft zowel omzetting aan boord (voor de eigen brandstofbehoefte) als aan de wal. Voor dit laatste is Van der Klok ook in gesprek met Urker ondernemers uit de visindustrie. ´Van vis naar vis´ is een van de 24 projecten die deze week van LNV groen licht heeft gekregen na aanmelding voor de tender ´Agrologistiek en Biomassa´. Dit betreft een breed scala aan innovatieve ideeën op het terrein van energiebesparing en hergebruik, waarvan eentje in relatie tot vis. Minister Verburg maakte de winnaars maandag bekend op het congres ´Dynamiek in Agrologistiek´. Zij nodigt de bedrijven uit om te bekijken of hun idee ook in de praktijk technisch en economisch uitvoerbaar is. Met een haalbaarheidsonderzoek is 40.000 tot 50.000 euro gemoeid. TCE GoFour in Stadskanaal is het bedrijf dat sinds vorig jaar samenwerkt met de Urker rederij Geertruida. Twee kotters van Geertruida hebben het klaverbladlogo van het bedrijf op de brug staan als teken dat er gewerkt wordt aan een ´groene´ bedrijfsvoering. Het omzetten van visafval in biodiesel geschiedt momenteel op enkele plaatsen in de wereld (de VS en Zuidoost-Azië) in grote procesinstallaties, waarbij gebruik wordt gemaakt van een chemisch proces. ln Europa werkt het Finse onderzoekscentrum VTT aan de ontwikkeling van een productieinstallatie voor biodiesel uit visafval. Shipping, Ports, Finance, Other General News Stopford outlines shipyards’ $200bn dilemma The supply side of the shipping market is the most pressing issue, argued Dr Martin Stopford, md of Clarkson Research, at this morning’s Senior Maritime Forum of Marintec China 2009. Stopford said the orderbook was now 44% of the existant fleet, compared with just 11% in 2000. ‘My guess is this is at least twice as much capacity as is really needed,’ he said. The orderbook has a contract value of $464bn, he said, but the actual market value of these ships if sold on delivery ‘could be half that amount’. Ships ordered in past years are at prices 30 to 50% above today’s collateral value, warned the doctor. He urged yards to slow delivery times for the coming couple of years. Owners and yards needed urgent dialogue, stressed Stopford, noting that, ‘On a purely financial note, someone must be prepared to write off $200bn.’ Concluding his speech, Stopford said: ‘There is no doubt that, above all else, supply side challenge management constitutes the the major challenge facing the shippingh industry today, and it also represents the great opportunity. Boxship oversupply to last until 2013 The container shipping industry is facing 3m teu in excess capacity in a year’s time, however, very low charter rates are offering a chance for new entrants to gain a foothold, foreign media reports. Former Maersk executive Jesper Kjaedegaard, who is now Mercator International partner and president of the Chamber of Shipping, said with 1.3m teu of vessels laid up, more than 1.5m teu due to be delivered by December 2010 and around 200,000 teu taken out of the market through slow steaming, the industry was looking at close to 3m teu in excess capacity by the end of next year unless there was a major upturn in trade or scrapping of old vessels. In addition as vessels deployed on individual trades tend not be fully utilized in the current market so there is in reality more excess capacity than simply the number of idle vessels would indicate. “It would be safe to say the capacity glut is unlikely to go away in the near term. I would be looking at 2013 before we again see a reasonable balance between supply and demand,” said Mr Kjaedegaard. He warned there would be casualties in the industry although he would not name which companies would be likely to fail. It was also noted that banks were not keen to foreclose on a very large company as it would result in the bank themselves becoming large shipowners.

Although gloomy about the outlook for the container shipping industry as a whole, low charter rates do present an opportunity for new entrants. As vessels in the 4,000 teu capacity range are either cascaded in favor of newer, larger ships, or returned to charterers, it has resulted in a glut of cheap tonnage. A new entrant looking to start a service on the transpacific trade would be paying in the region $6,000 per day to time charter a 4,000 teu vessel. By contrast the cost for a shipowner of operating a 4,000 teu vessel is around $5,000$6,000 per day excluding finance and drydocking costs. “The newcomer will be able to charter ships from the market at well below actual costs, it is not sustainable, but it will get a starter a foothold in the market,” he said. CMA CGM to cancel or delay small boxships Troubled French shipping line CMA CGM is reportedly seeking to cancel contracts for 15 small boxships as part of its restructuring effort. According to Asiasis, South Korean builders are considering proposals from CMA CGM to delay deliveries for much larger ships. There are a reported 40 ships on order at five South Korean yards. “That is not correct,” the report cited CMA CGM Chairman Jacques Saadé as saying. “We started negotiations with the yards a long time ago because the market cannot sustain so many new ships.” The current 15 ships in question are relatively small containerships with a capacity of 3,600TEU and are mostly to be built at Hanjin Subic. Deliveries are slated for 2010. CMA CGM has been unable to secure financing for these vessels. Meetings last week with the builder were aimed at extending the delivery schedule. According to Asiasis, Mr Saadé was disappointed at the attitude of the yards and the way they treated a customer of such longstanding. He added that he expected to reach an agreement with the banks on debt rescheduling before the end of the year. “The economic crisis came faster and more deeply than most had thought possible, but it does not change the fact that there were some poor decisions made without paying attention to market fundamentals,” Dr Traill says. The Shippers’ Voice raised concern two years ago over the order frenzy to build larger ships. “The writing was on the wall even then, about over-capacity even with the high growth rates that many didn’t anticipate would change. The US sub-prime market concerns were also building. If governments now decide to prop the sector up, what kind of message does that send out?” Dr Traill cites the case of private ship owners in Germany seeking state aid to help them pay for new ships which are on order but no longer needed. “It wasn’t that long ago that such people were making obscene amounts of money. It was the prospect of huge returns on investment that fed the frenzy of new ship orders, not a careful consideration of what the market needed.” He says that if governments start handing out state aid to these ship owners it sends out completely the wrong message: “Don’t worry about making any bad or untimely investment decisions, because the state is here to bail you out so that you can make more bad decisions in the future.” He admits that the same message has already been given to the banks, “but really I think it is time to draw a line in the sand and learn the lessons of the past extraordinary year and the business decisions of recent years which leading up to it.” Dr Traill says the most ridiculous aspect of the whole saga is that despite everyone agreeing there are too many cargo ships at the moment, shippers seeking to move goods cannot get the capacity they need. “Shipping lines are trying to maintain rates by reducing the number of services and ships they make available on any individual trade route. So even if shippers can find the capacity they need – the rates they have to pay are artificially high.” Lines are also reacting to the higher fuel costs by reducing their speeds and increasing transit times. “Consumer demand is still incredibly difficult to predict; inventories have been cut to reduce costs and supply chains made leaner. Shippers need reliability and realistic rates in order to fulfil their customers’ demands – and to stay in business themselves. They cannot do this if services keep getting cut and chopped about without any real notice being given,” Dr Traill says. Global trade volumes will, according to Shippers’ Voice partner MDS Transmodal, probably not recover to pre-recession levels until 2012 and will see a shift in the pattern of trade volumes away from the east to west routes and more towards west to east and intra-Asia. Dr Traill says: “This will bring into question the type, number and size of ships required; and also their frequency, speed and ports of call: if we keep propping up the old system with state aid without forcing a fundamental change in practice and behaviour from the lines, what chance have we to meet the challenges of the next five or 10 years with the right business and investment decisions?” Source: Baird, 02.12.2009

Yard subsidy levels to be monitored [by OECD] Leading shipbuilding nations have decided to intensify keeping track of government support measures for the industry in a bid to minimize market distortion. Members of the shipbuilding working party at the Paris-based Organisation for Economic Cooperation and Development [OECD] have decided to remodel the inventory of government support measures, which they compile on a regular basis, foreign media reports. The decision has been taken in a context of intense pressure on governments to provide support for their shipbuilders as they strive to deal with problems ranging from dwindling workloads through lack of orders at some yards to demand for delivery postponements and order cancellations from shipowners at others. Working party secretary Danny Scorpecci said that members had felt that the inventory was not covering the full range of government support measures in use. “They felt that the inventory was not as complete as it might have been [and] that some measures which should have been reported had not been reported.” He added, “Everybody had things that others should have been reporting on.” Pagina 48 van 95


He said that there had been divergences, too, about the impact of different measures on the functioning of the global shipbuilding market. “Some thought that it was quite clear that there were market distortions, while others thought it was not quite so clear,” Mr Scorpecci said. The working party has agreed to revise the questionnaires used to compile the inventories with the objective of producing a new inventory early next year. The new inventory will be presented to the working party next July at the latest but, according to Mr Scorpecci, an earlier meeting is a possibility. He said, however, that there had been no move at the meeting to reopen negotiations on an OECD shipbuilding “anti-subsidy” agreement despite already the declared support for resumption from the Japanese government and the European shipbuilding industry. Efforts to get negotiations going stalled in 2005 when the five members of the special negotiating group set up for the purpose — Korea, China, Japan, the European Union and Norway — failed to reach an agreement. Shipping will not be a future growth area for the Maersk Group A.P. Moller - Maersk, parent of Maersk Line, has identified three areas outside of its core shipping interests as the priority for future investments as its shipping activities promise to drag the company into its first-ever full-year loss. Nils Smedegaard Andersen, chief executive of Denmark’s largest company, told the Financial Times that the company will target spending on its oil and gas business, its container-handling terminals and, surprisingly, on retailing. Andersen said the company would also consider selling distressed assets. Andersen, who was recruited as CEO of Moller-Maersk in 2007 from his post as chief executive of Danish brewer Carlsberg, has been mulling the changes in the investment priorities since last spring when it became apparent that the losses at Maersk Line and Maersk Tankers, its oil and gas tanker division, would plunge the company into a loss this year for the first time in the group's 105-year history. The inclusion of retailing – where Maersk owns 67.7 per cent of the company that runs Fotex and Netto supermarkets and a 37.7 per cent stake in two department stores – will cause surprise because the business has often been seen as a candidate for disposal. Margins at the container terminals have risen, while profits in container shipping have evaporated. Andersen called the areas “our focus area for investments,” adding, “It of course depends on what opportunities come up.” Maersk Line made post-tax losses of USD 1.54 bn in the first nine months this year after earnings per container shipped fell below operating costs. Andersen said Maersk Line has been conservative in ordering new container ships. The vessels it has ordered account for about 20 per cent of its existing fleet, compared with an average 40 per cent at rival lines. “We’ve definitely not acted unwisely in having an order book of 20 per cent, given that average volumes have been increasing by between 8 and 10 per cent over recent years,” he said. Andersen also predicted that losses in container shipping would shrink in 2010, despite the expected delivery of large numbers of new ships. Maersk Line's current earnings per container shipped were too low to continue, he said. “I believe that losses will become smaller in 2010, not because we’ll achieve a good supply-demand situation but simply because, even with a bad supply-demand situation, present rates are not sustainable,” Andersen said. Mitsui O.S.K. may boost LNG, oil shipping [and reduce container focus] amid slump

Mitsui O.S.K. Lines Ltd., operator of the world’s largest merchant fleet, is considering a greater focus on shipping liquefied-natural-gas and oil as overcapacity damps rates for hauling cargo boxes. “We need to reduce our exposure to containers,” Senior Managing Executive Officer Koichi Muto said in an interview at the company’s Tokyo headquarters on Dec. 4. Mitsui O.S.K., the only one of Japan’s big three shipping lines to predict a profit this year, has already cut its container fleet 15 percent as rates tumble on lower U.S. and European consumer spending and a growing global supply of vessels. LNG and oil may be more stable markets as tankers are more expensive to build, Muto said. “There aren’t as many competitors operating LNG and crude oil tankers,” he said. Mitsui O.S.K., which generates about a third of sales from containers, plans to unveil a new mid-term business plan in March, he said. There are 322 LNG carriers in operation worldwide compared with 4,448 container ships, according to data compiled by Bloomberg. LNG is gas that’s chilled into liquid form so that it can be shipped by sea. It competes with natural gas that’s shipped directly by pipelines. Mitsui O.S.K. rose 2.8 percent to 515 yen, its highest close in more than two weeks in Tokyo trading today. It has dropped 5 percent this year compared with a 27 percent slide in the Topix Marine Transportation Index. The company is predicting a profit of 2 billion yen ($22 million) this fiscal year because of demand for hauling coal and iron ore to China. Kawasaki Kisen Kaisha Ltd., which is more reliant on cargo-boxes, and Nippon Yusen K.K., are forecasting losses. Industrywide Asia-to-U.S. container traffic dropped for a 24th month in September, with volumes falling 13 percent from a year earlier, according to the Japan Maritime Center. Mitsui O.S.K. has cut its box-ship fleet to 98 vessels from 115 since March. Maersk container boss sees box upturn in Asia Maersk Line chief executive Eivind Kolding says his company expects container export trades from Asia to grow by 3-8% in 2010. The A P Moller-Maersk director sees the first signs of rising cargo volumes, with liftings up in November compared with one year ago. But 2010 will nevertheless be "extremely challenging". He does not, however, subscribe to the double-dip philosophy and expects volumes to continue to grow, though not in a linear fashion. Kolding anticipates that the number of container ships laid-up by the company will peak during this slack season, after Christmas in the west, probably rising from today's 16-17 vessels by a few more units. However, he says, laid-up ships will not include any of the company's largest vessels - these are still working effectively, with good load factors, through close cooperation with partners in vesselsharing arrangements. In fact, Kolding points out that most of the container vessels laid up so far are in the medium sizes, notably Panamax units, underscoring that the company's pioneering move into operating the world's largest container vessels was the right one. None of the company's 40-odd newbuildings are likely to be laid up either, Kolding says. "Although 40 ships seems a high number," he says, "in relative terms, it's really quite modest. They will mostly deliver through 2011/12 and, by then, we will need them." Maersk today operates a fleet of about 460 container ships, of which a little over half are owned vessels. The company has redelivered a number of chartered vessels this year, as well as recycling some nine older leased units in China. Carriers move to deeper ports with lower box costs After reporting a 26 percent drop in container traffic in the first nine months of this year, Hamburg port is bracing for a further fall in throughput as two major lines begin slashing services. China Shipping, the seventh largest container line, is gradually cutting calls at Hamburg Port, according to Eurogate, operator of a key container terminal at the port. The world's third largest container shipping line, CMA CGM, is also cutting back services. It has already shifted several services, including its Russia operation, to the Belgian port of Zeebrugge. Hamburg port relies heavily on traffic between Asia and Europe, as well as the Baltic Sea region. With Asia's exports and the Baltic Sea region's growth having been badly hit by the economic crisis, Hamburg has been "hit three times as badly as the average port in the North Sea", said Klaus-Dieter Peters, chief executive officer of Hamburger Hafen und Logistik AG (HHLA), the main port operator at Hamburg. According to Rudolf Schmidt, a shipping analyst, the reason for China Shipping's cutback in services is due to Hamburg's high container handling fees. The costs of offloading a container from a ship to a feeder vessel costs around US$300 in Hamburg, about $90 more than in Rotterdam. Another problem is the draught of the Elbe River. It has shipping lines such as CMA CGM, which has newbuilding orders for several 13,000 TEU vessels, deeply concerned. A CMA CGM spokesman said it was difficult to load cargo such as timber, metal or paper on large ships, as the vessels were finding it difficult to navigate the river. Jumbo ships can pass each other only at a few points along the Elbe River, making the time slot available increasingly shorter, explained HHLA chief Peters. Michael Behrendt, Hapag-Lloyds' chief in Hamburg, said the large vessels ordered by lines need more than 14m drought to enter a port. Ships with a maximum draught of 12.5m can now enter Hamburg, but only at high tide can ships of over 14m draught clear the port. To stem the cutback in services, shipping association Hafen Hamburg has been calling for lower fees and charges. The Hamburg port authority is closely monitoring moves by arch-rival Rotterdam, which recently announced a seven percent discount for container handling from next year. Pagina 51 van 95


HHLA boss Peters warned that only cost-saving measures for port customers such as a "marketoriented tariff structure and a quick adjustment of the water depth" can maintain and improve the port's competitiveness. But Hamburg's economic tsar, senator Axel Gedaschko does not share such sentiments. He claimed Rotterdam's port fees were higher than at Hamburg, and called for an "effective strategy of incentives" in tandem with the port authority and federal government, to keep the shipping lines calling at the German flagship port. "One way to keep the lines in Hamburg is to offer them lower costs if they bring in more boxes," said Gedaschko. His mantra is that only those who bring in more containers should earn more profits. HHLA reported a one-third decline in its container business during the first three quarters of the year compared with the year earlier. It blamed the drop in traffic on inaction on the part of politicians in getting the Elbe River dredged to enable vessels of more than 13,000 TEUs to enter the port. Klaus-Michael Kuehne, executive chairman and majority owner of logistics company Kuehne + Nagel, sounded the alarm at the recent opening of a logistics centre in Obergeorgswerder. Hamburg port would be left behind in the race by its competitors in the North Sea region if something is not done quickly, he told Hamburg Mayor Ole von Beust. Hamburg's container handling fees and other charges are much too expensive compared with Rotterdam, Kuehne complained. He also criticised the city for doing "too little" to expand and modernise port infrastructure, such as deepening of the Elbe River. There was strong criticism of the increase in costs this spring. Critics said hiking charges in a crisis was a big mistake. The political haggling over the deepening of the Elbe River also puts Hamburg at a disadvantage compared to its main competitors of Rotterdam, Antwerp and Zeebrugge, the critics said. Port experts said that once cargo traffic migrated to another, better accessible port, it would not be easy to win it back. The work related to the deepening of the river ought to have begun long ago but because of legal and political delays, it will now begin at the end next year at the earliest and take two years to complete. The opposition to the deepening of the Elbe comes chiefly from the neighbouring state of Lower Saxony where local residents have been protesting that the dredging would lead to irreparable damage to the river banks. DnB Nor raises shipping loan Norwegian shipping bank DnB NOR expects to maintain or slightly increase its shipping portfolio next year, foreign media reports. DnB NOR head of shipping and offshore Harald Serck-Hanssen said that this year its shipping and offshore portfolio has remained roughly stable in dollar terms at about $25bn. Recent exchange rate trends meant that the equivalent value in Norwegian currency had declined to about NKr140bn ($24bn). About two-thirds of this total was attributable to shipping. Mr Serck-Hanssen said that DnB NOR had been able to do some transactions this year, even though it was still reserving capital. “This year we have done about 90 transactions in the shipping and offshore sectors,� he said. Significant loan deals this year for which it has been involved as bookrunner or lead arranger include senior secured credit facilities of $250m for Stolt-Nielsen, $220m for Hoegh Autoliners, $210m for Knutsen and $100m for Thai owner Precious Shipping. DnB Nor has also been actively involved in a number of share and bond issues, including as comanager for notes issued by Navios Maritime, General Maritime, Color Line and Royal Caribbean Cruise Line, and as joint lead manager for equity issues including $110m by Golar LNG and $100m by Golden Ocean. It acted as sole advisor for a $2.5bn debt restructuring by Norwegian Cruise Line. Mr Serck-Hanssen said that the average size of deals this year was slightly down from last year, mainly due to the absence of an active syndication market. He added that the bank had done more

transactions in Norway this year partly due to additional support available from export credit agency guarantees. He indicated that the bank’s capacity to do business had increased due to funds being released by cancellations and ongoing repayments. “We will also have a bit more headroom in 2010 through the decline in the US dollar, giving more Norwegian kroner capacity. Private equity behind Samsung cruiseship order - The decision to build in South Korea was also influenced by “concern about the future overall health of European shipbuilders”. A powerful US private equity finance group is behind the order for the new residential cruiseship ordered by Beverley Hills-based Utopia Cruise Residences at Samsung Heavy Industries. Utopia chairman David Robb told Lloyd’s List that the contract is being financed entirely from private equity funds and that there will be no bank or bond debt involved. Including all options and other deliverables it is valued at $1.1bn. The majority of the finance is being provided by Frontier Group, headed up by Frank Carlucci, one of the founders of Carlyle Group and a former US Defense secretary in the Reagan administration. Another major figure involved in Frontier is Sandford McDonnell, a former chairman of McDonnell Douglas. Mr Robb confirmed that the order is expected to be finalised in the first half of 2010. He insisted that there is no doubt about the order being confirmed. With such sound financial backing there is no question about the ability to finance the contract and the concept is based on extensive research and Utopia’s own experience in the luxury residence market. Mr Robb said that detailed design work is already under way at Samsung including noise and vibration testing. He highlighted the fact that Utopia has assembled a team of people and companies that are highly experienced in designing and operating large cruiseships and the earlier and smaller residence vessel The World. The decision to place the order at Samsung, which has not previously built such a large passenger vessel, and not one of the established European cruiseship builders could be highly significant. Mr Robb said to Lloyd’s List that Utopia is confident that Samsung has the technical capability to build such a vessel and deliver it on schedule in 2013. He added that exchange rates were also a consideration in the decision. Perhaps more ominously for the European cruiseship builders, he said that the decision to build in South Korea was also influenced by “concern about the future overall health of European shipbuilders”. The 105,000 gt vessel will be 296m long. Accommodation comprises 200 residences of up to 6,600 sq ft, located on seven decks, plus a 204-room hotel for residents’ guests. Every room in each of the residential suites will face the sea. The size of the vessel allows for a full range of facilities familiar on large cruiseships. A particular feature of the project is that the ship’s itinerary will be focused on constant round of major global sporting, cultural and other events, including Grand Prix and film festivals. Ordering such an openly extravagant vessel at a time of severe economic recession and financial restriction might seem like a big leap of faith, but Mr Robb believes that the timing means that Utopia has obtained a good price for such a newbuilding and that there will be no shortage of clients. Rubber material helps fight pirates A Danish inventor has taken out a patent for a rubber material, that will help merchant ships fight off pirates. It consists of two pieces of rubber, where one of the pieces is isolated, while the other piece gives electric shock. "It is really working. It is constructed on the same principle as the electric fence. It is not the purpose to kill somebody, but it should tell you that you should not get on board here", says the inventor Simon Thorkelin. The piece of rubber is to be made fast along the bulwark or the rail, so the pirates will get a shock, if the try to get on board the ship. The piece of rubber can be made fast with strips or with magnets in the rubber. It is the decision of the ship's master how painful it should be for the pirates, but typically it will be shocks at 8000 volts. Reddingsboeien van het type ‘Altura > 2,5 kg’, gemaakt door de Italiaanse fabrikant Veleria San Giorgio, blijken nu juist níet de ‘life-savers’ die ze zouden moeten zijn. Een test door de Swedish Transport Agency toont aan dat de boeien een gat vertonen onder de nylon tape, en wijst uit dat de schuimvulling van de boei kan krimpen. Hierdoor kan de boei zich met water vullen en uiteindelijk, wanneer in een noodsituatie belast, zinken.

Carnival to launch “cougar cruise” for singles Carnival’s cruise ship, ‘Elation’ will set sail on December 11 to host the world’s first international Cougar Cruise, in an event hosted by the world’s largest non-profit singles travel group. “A cougar is generally known as a woman over 40 who likes to date younger men,” the man who came up with the idea, Richard Gosse, told CNN. Three hundred guests have signed up for the three-night cruise which will sail from San Diego, California, to Ensenada, Mexico. “We usually have too many women and not enough guys but there’s been a paradigm shift in recent years, so now the cubs are more excited about it than the cougars,” he added. Het idee was goed, maar het moment ongelukkig. Eind vorig jaar besloten Jan-Teun Boerma, Gerrit Kamerman en Jan Willem de Wit om gedrieĂŤn een nieuw bedrijf in de baggerindustrie te beginnen. 'We kwamen er eigenlijk te laat opgestart', erkent Kamerman, technisch directeur van Holland Marine Technologies (HollandMT) uit Woerden. Maar de tik die de sector heeft gehad, heeft het drietal niet aan het twijfelen gebracht. 'We hebben ons afgevraagd: gaan we door, want we komen alle drie uit een leuke baan', zegt verkoopdirecteur De Wit, zelf afkomstig van scheepswerf IHC Merwede. 'We hebben besloten om het te doen, want we hebben dit altijd al gewild en we geloven in het concept.' - Geld verdienen met specialisme HollandMT wil een positie in de baggersector verwerven met het ontwerpen van baggerschepen en onderdelen waarbij het fysieke bouwwerk grotendeels door partners of onderaannemers wordt gedaan, een bredere trend in de maritieme industrie. overgebleven. We zijn hier sterk in ontwerpen, in kennisgedreven werk. Daar zit de toekomst van de branche in.' Hij vervolgt: 'Je ziet het onder meer in China en India, waar steeds meer baggerschepen worden gebouwd. Er is wel wat locale expertise, maar ook zij komen naar Europa voor ontwerpen.' De ingenieurs zien in de economische crisis dan ook geen reden om bezorgd te zijn over de vraag naar Nederlandse expertise. Kamerman: 'De groei van de baggermarkt blijft doorgaan door de opwarming van de aarde en de bevolkingsgroei, vooral aan de kust. In India staan we aan de vooravond van een "baggerboom".' - Baggermarkt is de laatste jaren verdubbeld Bovendien, zo denken de oprichters van HollandMT, kan de sector best wel wat extra concurrentie gebruiken. Kamerman: 'De baggermarkt is de afgelopen jaren verdubbeld, maar het aantal toeleveranciers blijft gelijk of krimpt zelfs.' Er zijn wereldwijd een stuk of vijf gespecialiseerde ontwerpers dan wel bouwers van baggerschepen, waarvan drie belangrijke in Nederland zijn te vinden: scheepswerven IHC Merwede en Damen en ingenieursbureau Vosta LMG. Het zakelijke model van HollandMT, met twee oprichters afkomstig van Vosta en een van IHC, lijkt op dat van VostaLMG dat ook geen eigen werf heeft. Toch zitten de twee bedrijven elkaar niet direct in de haren, zeggen de oprichters van HollandMT onder meer omdat zij zich op andere typen en relatief kleine schepen richten. De baggersector is een klein wereldje met vier baggeraars uit de Benelux (Boskalis, Van Oord, Jan de Nul en Deme) die een groot deel van de markt beheersen, dus hoe kom je daar als klein startend bedrijf tussen? 'Hard roepen', zegt De Wit. 'De wereld vertellen wat je kunt.' - Internet als belangrijke motor Volgens Kamerman speelt daarbij internet een essentiĂŤle rol. 'Vroeger had je overal ter wereld agenten nodig, anders kreeg je de leads voor opdrachten niet. Zo zat het de afgelopen honderd jaar in elkaar', zegt Kamerman. Nu kan je jezelf via een website gemakkelijk aan de wereld tonen. 'Er zijn zo weinig spelers, als je googelt op "dredging" komen wij sowieso naar boven.' Daarnaast gebruiken ook opdrachtgevers het internet om tenders aan te kondigen. 'Tien jaar geleden had wat wij doen, niet gekund', constateert Kamerman. Het internetcontact levert overigens ook de nodige ruis op. 'Je krijgt veel opportunisten', zegt De Wit. 'Die vragen: hoeveel kost een baggerboot, want het lijkt me wel een leuke business. Je moet kritisch zijn op welke opdrachtgevers uiteindelijk echt bereid zijn om te betalen voor een ontwerp.' Een eerste ontwerpopdracht kreeg HollandMT dit jaar van de grote baggeraar Boskalis voor een klein schip. Daarnaast heeft het bureau een ontwerp klaar voor een Noord-Afrikaanse opdrachtgever. Kamerman: 'De grote vier zijn natuurlijk wel dĂŠ klanten, Maar je wereld moet groter zijn anders blijf je een speelbal van die vier.' Naast het ontwerpen op bestelling is HollandMT ook bezig met het ontwikkelen van een reeks eigen producten. Eerste voorbeeld daarvan is de Dredge X, een zogeheten 'backhoe pontoon dredger', een plat baggerschip met een graafmachine achterop gemonteerd. Het schip is samen ontwikkeld met de Zweedse scheepsontwerpers FKAB. 'We willen een aantal conceptontwerpen klaar hebben liggen', legt Kamerman uit. 'Klanten willen de volgende dag al een eerste ontwerp hebben. Je moet dus al wat hebben liggen.' - Permanent in China zitten is een must Kamerman en De Wit sturen het bureau in Nederland aan, de derde partner, Boerma, zit permanent in China. 'China is natuurlijk de werkplaats van de wereld, maar daar moet je wel zelf zitten', zegt Kamerman. 'Het kost veel tijd en energie om kwaliteit te leveren.' Het helpt veel om er rekening mee te houden dat een werf geen baggerspecialist is. 'Je moet goed nadenken over hoe je zaken aanlevert', zegt De Wit. “Because of our standardised construction method the Egyptian Navy’s decided to contract four tugboats with Damen’,” according to Ronald Maat, Sales Manager for North-East Africa and responsible for this project. “Our standardisation allows us to complete construction quickly, guarantee high quality and offer competitive pricing.” Damen is one of the major players in the global shipbuilding industry and has a significant market share in many countries. Damen already delivered several ships to various Egyptian customers. The order from the Egyptian Navy, however, is something special to Damen, in particular because the decision to procure new vessels is not something which happens every day. According to Ronald Maat, however, this is not the first time that Damen has provided vessels to the Egyptian Navy. “In 1982, the Egyptian Navy purchased four Damen Stan Tug IV model tugboats from us. These tugs are still in service after all these years, which of course tell the Egyptian Navy something about the quality of our vessels.” - Tender process against stiff competition The Egyptian Navy’s positive experience with Damen did not make winning the bid a foregone conclusion. “The Egyptian Navy developed a tender process in which eight parties participated. We were up against stiff competition. The fact that we won the bid can be attributed to our successful standardised construction process, during which we use existing modules that have been exhaustively tested. This ensures high quality, shortens the construction process and reduces the price of our vessels.” - Egyptian inspectors in attendance The tugboats Damen is building for the Egyptian Navy are Stan Tug 2208 models, which are 22 metres long, 8 metres wide and with a bollard pull of about 40 tons. Damen delivered the first one at the beginning of November, with the rest to follow at the end of 2009 and the middle of 2010. During Pagina 60 van 95


construction, Damen has intensive interaction with delegations from Egypt. A number of Egyptian inspectors are permanently assigned to each ship, and they closely monitor the construction process. Once a vessel is ready, after five months of construction, it must undergo thorough and rigorous testing attended by Egyptian inspectors. - Intensive training for crew members and officers The Egyptian inspectors’ close involvement is not the end of the story. According to Ronald Maat, “The crew members and officers receive a total of two weeks of intensive training from us. The training comprises several trainees who are trained using simulation techniques, and who receive training on the electrical systems and undergo a “captain’s course,” while the vessel’s technical staff are provided engine-related training.” Damen always asks its customers to review its training programmes, and the same request was made of the Egyptians. “We scored a 9.8 out of a possible 10. We were very pleased, because customer satisfaction is our number-one priority.” - Smooth sailing with the customer The intense involvement of the customer gave Ronald Maat the chance to become thoroughly acquainted with the Egyptians. According to the Sales Manager, “Egyptians are incredibly sharp negotiators, which makes negotiating with them fascinating. At the same time, they are open people who are easy to get along with and with whom a good relationship can be quickly formed. CDA toch akkoord met duurder bevoorradingsschip

Het CDA stemt toch in met de aanschaf van een nieuw bevoorradingsschip (JSS), dat bijna 100 miljoen euro duurder uitpakt dan eerder was geraamd. Dat zei Kamerlid Knops donderdag tijdens de behandeling van de begroting van Defensie. De SP, VVD en PVV laakten de „grote stoere woorden" die het CDA eerder had gebruikt over het schip terwijl het nu toch gewoon instemde. „Een schijnheilige vertoning", vond SP–Kamerlid Van Velzen. Het CDA eiste eerder dat staatssecretaris De Vries (Defensie) opnieuw met de hoofdaannemer zou onderhandelen over de prijs. Maar volgens De Vries was er al hard onderhandeld en zou een lagere prijs alleen maar leiden tot minder capaciteiten en kwaliteit op het schip.

Succesful Tests Brush Skimmer Cassette In Rigid Sweeping Arm TP Marine heeft wind mee Het IJmuidense bedrijf TP Marine heeft een speciaal uitgevoerde RHIB (Rigid Hull Inflatable Boat) geleverd aan Rijkswaterstaat. Het gaat om het eerste exemplaar van een order van acht vaartuigen. Het contract met RWS omvat verder twee jaar onderhoud op alle vaartuigen en heeft een waarde van 1,3 miljoen euro. De RHIB's variĂŤren, gezien de diverse vaargebieden en het gebruik, in lengte en uitvoering. Het kleinste vaartuig, 6,20 meter lang, is bestemd voor gebruik op de Noordzee. Het grootste vaartuig zal worden ingezet op het IJsselmeer en heeft een lengte van 10 meter. Deze RHIB is voorzien van een speciale cabine en een aangepaste sleepinrichting. - Export TP Marine is een sterk groeiend bedrijf met een omzet van meer dan 10 miljoen euro voor het boekjaar 2009. Circa 80 procent van de omzet betreft exportopdrachten. Binnen Nederland heeft het bedrijf een aantal grote RIB's (Rigid Inflatable Boat) geleverd aan onder meer Zeehaven Politie Rotterdam, de politieopleiding, de politieacademie en Provincie Zeeland. Mede door de ontwikkeling van speciaal uitgevoerde vaartuigen voor defensie en binnenlandse veiligheidsdoeleinden realiseert TP Marine, juist in deze instabiele tijden, een gestage omzetgroei. Het bedrijf is ISO 9001 gecertificeerd en heeft achttien medewerkers. Gezien de groeiende orderportefeuille zijn er op dit moment vacatures voor aluminiumlassers, liefst met ervaring in de scheepsbouw. TP Marine is gevestigd in IJmuiden en heeft een tweede vestiging in Medemblik. "Op verzoek van Rijkswaterstaat worden de vaartuigen uitgerust met een uitzonderlijk groot motorvermogen", vertelt directeur Ronald Kraft. 'De RHIB's krijgen inboard turbo dieselmotoren met een capaciteit tussen de 300 en 370 pk, goed voor een snelheid variĂŤrend van 70 tot 80 kilometer per uur. Het eerste vaartuig, dat wordt gestationeerd in Limburg, is als enige voorzien van jetaandrijving en een 15 pk back-up buitenboordmotor.' Eveneens bijzonder is dat alle RHIB's zijn uitgerust met twee

marifoons. De standaard uitrusting bestaat verder uit een dubbel echolood, een radar/kaartplotter en navigatieapparatuur. Rijkswaterstaat laat in principe al haar vaartuigen voorzien van deze apparatuur. - Bijboot "Wij zijn in gesprek met de Kustwacht over het leveren van een nieuwe RIB ter vervanging van de bijboot aanwezig op de Waker', meldt Ronald Kraft. 'Het vaartuig van de Kustwacht (lengte 67,5 meter, breedte 14,55 meter, diepgang 6,234 meter) is 7 september getroffen door een hevige brand in de machinekamer. Onlangs is gebleken dat de reparatiekosten hoger zijn dan de economische waarde van het schip. Deze service maakt het mogelijk om altijd en overal ter wereld inzicht te krijgen in de status van de installatie. Pon Power Insight.com is gebaseerd op het bestaande telecontrol systeem van Pon Power, dat al breed wordt toegepast in de land- en tuinbouw. Via een internetverbinding met behulp van een satelliet of GPRS kan het systeem verbinding maken met de krachtbronnen op een schip, ongeacht waar dat zich bevindt. Het systeem is op maat gemaakt per motortype en in eerste instantie ontwikkeld voor de meest gangbare elektronische Caterpillar motoren (types 3508, 3512, 3516 en C32). Het systeem biedt een grafische weergave van de belangrijkste prestatie-indicatoren van het schip. Zo wordt onder andere het koel-, olie- en brandstofsysteem bewaakt. Das erklärte Bundesverkehrsminister Peter Ramsauer gestern Abend beim traditionellen Essen des Verbandes Deutscher Reeder (VDR) im Hamburger Hotel Atlantic. Trotz der aktuellen Wirtschaftsund Finanzkrise biete die Branche langfristig gute Wachstums- und Beschäftigungsmöglichkeiten. „Die Bundesregierung will die weitere Stärkung des Schifffahrtsstandortes. Das haben wir im Koalitionsvertrag verankert", sagte der CSU-Politiker und fügte hinzu: „Wir werden die Wettbewerbsfähigkeit der maritimen Wirtschaft in Deutschland stärken und die Nationalen Maritimen Konferenzen fortsetzen." Die Wettbewerbsfähigkeit der deutschen Seehäfen werde die Regierung durch eine zügige Optimierung der seewärtigen Zufahrten sicherstellen. Einigung bei Nordic Yards: Yusufov akzeptiert Tarifvertrag Der neue Besitzer der Nordic Yards in Wismar und Warnemünde, Vitaly Yusufov, und die IG Metall Küste haben sich nach zähen Verhandlungen auf einen Tarifvertrag geeinigt. „Das ist ein wichtiges Si-gnal an die Beschäftigten. Die Proteste in den vergangenen Monaten waren erfolgreich", sagte Jutta Blankau, Bezirksleiterin der Gewerkschaft bei der Unterzeichnung des bis zum 21. Dezember 2012 gültigen Tarifvertrags am Freitag in Hamburg. Der Vertrag gilt für alle bei den Werften beschäftigten Schiffbauer – nicht aber für diejenigen, die in die Transfergesellschaft gewechselt waren. Die Beschäftigten erhalten die in den Tarifverträgen der norddeutschen Metall- und Elektroindustrie vereinbarten Löhne und Gehälter. Für sie gilt künftig die 38-Stunden-Woche, und ihnen stehen auch 30 Tage Urlaub im Jahr zu. Laut IG Metall erhalten die Beschäftigten dadurch im Durchschnitt einen Monatslohn pro Jahr mehr als nach den bisherigen Arbeitsverträgen. Außerdem sieht der Vertrag vor, dass Nordic Yards ab Januar dem Arbeitgeberverband Nordmetall beitritt – ein Schritt, gegen den sich Yusufov lange und intensiv gewehrt hatte. „Es wurden einige kleinere Abweichungen vom Tarif ausgehandelt, aber wir denken, dass dies akzeptabel ist", so Blankau weiter. So verzichten die Schiffbauer auf das tarifliche Weihnachts- und Urlaubsgeld, erhalten dafür jedoch in den nächsten drei Jahren Einmalzahlungen von 500 bis 700 Euro. Die Gewerkschafterin mahnte allerdings an, dass auch der beste Tarifvertrag nicht hilft, wenn es nicht schnell neue Aufträge gebe. Auch wenn die Transfergesellschaften bis Ende März 2010 verlängert worden sein, bräuchten die Beschäftigten möglichst schnell eine Perspektive. „Ich denke, wir haben ein für alle Seiten akzeptables Ergebnis erzielt", zeigte sich Yusufov scheinbar zufrieden. Ein sehr wichtiger Faktor sei die Einführung individueller Zeitkonten, wodurch die Arbeitszeiten flexibler gestaltet und die Wettbewerbsfähigkeit erhöht werden können. „Uns gibt der Vertrag im Hinblick auf Neuaufträge eine langfristige Planungssicherheit", so der russische Unternehmer weiter. Bezüglich möglicher Neubauaufträge konnte Yusufov keine Erfolge melden. Man stehe zwar in intensiven Verhandlungen. Diese könnten sich aber noch bis Mitte des nächsten Jahres hinziehen, sagte er. Le repreneur, Eiffel industrie, s'est engagé à conserver l'intégralité de l'effectif, soit 63 personnes. Nouveau paquebot France: Un partenariat signé avec les chantiers de SaintNazaire

Initiateur du projet visant à construire un nouveau paquebot France, l'entrepreneur parisien Didier Spade a signé un partenariat avec STX France. L'objectif est, désormais, de détailler le projet, à commencer par l'aménagement du futur paquebot et un chiffrage plus précis de son coût de construction. « Travailler à la conception du successeur du mythique transatlantique est enthousiasmant. Nous avons confiance dans la réussite de ce projet ambitieux et innovant. Nous le soutenons actuellement en lui apportant toute notre expertise technique », explique Arnaud le Joncour, Directeur Commercial & Marketing des chantiers nazairiens. Fils et petit fils de décorateurs de paquebots, fondateur de Paris Yacht Marina, lieu dédié au yachting de luxe sur la Seine, Didier Spade a rassemblé autour de lui une équipe de professionnels de la croisière, de la finance, du design, et de l'architecture navale, afin de mener ce projet jusqu'à son terme. Pour l'heure, le nouveau paquebot France consisterait en une unité de 240 mètres de long et environ 200 cabines. Doté d'un design très particulier, le navire comprendrait deux grandes structures dont l'architecture rappelle les cheminées de l'ex-paquebot France, dont le démantèlement s'est achevé début 2009 sur les plages d'Alang, en Inde. Le futur bateau, qui battrait pavillon tricolore, se veut comme un symbole des croisières à la française. Dans ses structures en forme de cheminées, seraient logés des espaces communs, comme les bars, les restaurants et le casino, ainsi que des suites. Le pont principal, vaste espace faisant presque toute la longueur du navire, abriterait un pont jardin d'environ 2400 m², habillé d'une palmeraie. La poupe en gradins, dotée d'une imposante piscine, offrirait une vue plongeante sur la mer. Dans la coque, enfin, se trouveraient trois ponts accueillant des suites, à priori toutes avec balcon (le niveau le plus proche de la ligne de flottaison comprendrait des balcons plus abrités). Lorsqu'il a annoncé son projet, il y a un peu plus de six mois, Didier Spade a pu passer pour un doux rêveur. Mais force est de constater qu'il tient toujours, et fermement, la barre de son projet. Alors que le partenariat signé avec STX renforce sa crédibilité, l'entrepreneur annonce que le business plan du projet été récemment achevé. Des premiers contacts ont été établis pour étudier le financement du paquebot, une souscription auprès des Français étant toujours souhaitée. La réservation du nom « France » pour ce navire a, par ailleurs, été accordée par le Registre International Français (RIF). Dans le même temps, Didier Spade prépare l'aménagement d'un « show room » à la capitainerie du port de Grenelle, où est installé Paris Yacht Marina. United Kingdom Hundreds of shipbuilding jobs for Hull? Shipbuilding in Hull could be boosted by plans to construct of a fleet of eco-friendly ships. Discussions are underway between city shipbuilders MMS Ship Repair and a Northern Irelandbased firm over a major project to construct 50 vessels which could create 1000 jobs. The 3,000-tonne ships would be powered by sail and biogas technology and would transport wood chippings, food waste and other materials from the continent to green powerplants in the northeast of England, possibly Drax, near Selby. If successful, the shipbuilding scheme, which would last between 2012 and 2020, could create up to 1,000 jobs across the north-east. The firm behind the project, B9 Shipping, has already held talks with Team Hull Maritime Alliance [Team Humber Maritime Alliance, PKU] – a consortium which represents shipping firms in the area. A member of the group is MMS Ship Repair, based on Alexandra Dock in east Hull which has recently increased its shipbuilding business. Shipyard manager Tony Marshall said: "We have had a couple of discussions with B9 and it is looking very positive for the Humber estuary. "Something like this would secure our long-term future which is exactly what we want. "We are trying to promote the Humber estuary for this type of environmentally-linked work. "We are ideally situated and are keeping our fingers crossed. "We are excited by the possibilities and it would be great news for the area." The ambitious project would see 50 vessels built - each costing about £12m. Due to the scale of the project, the company envisages more than one yard will build the vessels with masts, spars and sails being made at other locations. The project is set to be funded by investors and commercial 'contracts of affreightment' while B9 is lobbying to have the UK introduce economic support for the eco-ships along the same lines as the schemes supporting wind, wave and tidal power. The project will also be exempt from carbon taxation and trade penalties. B9's managing director David Surplus said: "There is a lot of potential in the Hull area but there are stepping stones we have to take. "We have to complete our first ship and ensure investors are happy with it. "We are looking to build 50 vessels for the biomass industry and one thousand jobs could be created across the north east. "We plan to start production in 2012 by the latest."

The plans have also been welcomed by Team Humber Maritime Alliance which is part funded by Yorkshire Forward. Project manager for Team Humber Graham Billany said: "This would be a massive boost as there is little shipbuilding being done in the UK. "This project would provide a major contribution to the region's infrastructure. "We have the skills in the region with a capable workforce of 1,800-2,000 people." The next step for B9 will be to work with the Government to devise economic support and seek funding to work up the design and specifications. Owner [Jaap Kroese] says Swan Hunter still has future in the North The owner of Swan Hunter has rubber-stamped the end of the company’s 150 years of shipbuilding on the Tyne by winding up the business, but said the brand still has a future in the North in the green energy sector. Three years ago 260 people lost their jobs when the last ship to be built at Swan’s Wallsend yard was taken away to be finished on the Clyde. The Ministry of Defence took the decision to sever its contract with Swan Hunter over the 16,500-tonne Royal Fleet Auxiliary vessel the Lyme Bay when the firm was late in completing the work. This would spell the beginning of the end for the shipyard. It has now formally ceased trading as a shipbuilder by winding up Swan Hunter (Tyneside), but believes it has a bright future as a ship design, project management and engineering business with Swan Hunter (NE) Ltd, formed two years ago. Owner Jaap Kroese believes the new business can become more involved in the engineering and installation of the turbines, and is looking to work with US firm Clipper Windpower in Blyth in Northumberland, which expects to create hundreds of jobs in the North East supply chain through the development of a 10MW wind turbine. This shift in focus comes after the business became involved in the design of the £1.5bn Pieter Schelte vessel for Swiss company Allseas, which will measure 370m by 117m when it is constructed in China and Korea in around five years’ time. It will be purpose-built to carry huge wind turbines out to sea in order to create some of the world’s biggest wind farms. Mr Kroese said: “There a number of possibilities open to us. It’s a real shame what has happened to shipbuilding on the Tyne. “However, we must look to the future and look at ways to maintain Swan Hunter as a business. We believe we have the skilled labour and expertise to be a part of the wind power sector and will be looking to build on the contacts and experience we have gained as a result of the Pieter Schelte project.” Although Mr Kroese has seen the value of Swan Hunter drop below his original purchase price, which was £4m when he bought it out of administration in 1995, and has seen little return for his £39m investment into the business, he is still determined of making a success out of the new entity, so much so that he still lives in a flat above its offices. He is now leasing the offices from North Tyneside Council, after it bought the 43-acre shipyard with a view to opening a marine industry training centre. Although Mr Kroese, who now employs just 50 workers in Wallsend, is unclear of the council’s plans for the site, he said that he would look to retain the business in North Tyneside in order to preserve its heritage. Swan Hunter project manager John Mitchell said: “The shipbuilding industry on the Tyne is no more. Italy Fincantieri: agreement with Carnival for Maxi Cruise Ship The US group Carnival Corporation & plc and Fincantieri have reached an agreement to build a 3,690-passenger, 130,000-ton cruise ship for the brand Carnival Cruise Lines. The ship, which has been developed from the “Carnival Dream”, delivered last September, will be built at Monfalcone shipyard and is scheduled to enter service in spring 2012. The order confirms the success of the “Carnival Dream”, whose sister ship, the “Carnival Magic” is currently under construction at Monfalcone. The new vessel, which is the third in the series, will have the same innovative outdoor lay-out including a promenade running the whole of the ship’s external perimeter. There will be a wide range of on-board amenities, including a four-slide water park on the last deck. The ship will also have many deluxe ocean view staterooms with two-bathrooms, some of which with five berths in response to family requirements. Commenting on the new order, the President and CEO of Carnival Cruise Line, Gerry Cahill, said: “Barely in service for two months, Carnival Dream is already earning rave reviews from guests and travel agents and ordering a third Dream-class ship speaks volumes about the confidence we have in the continued success of this series. The Dream class of ships embodies the evolution of our brand by providing the type of fun, affordable vacations that today’s consumers are seeking.” Fincantieri’s Chief Executive Officer Giuseppe Bono, commented: “This is a first, important signal from a market which is still going through a difficult phase. Malta Malta: Shipyard insists Fairmount losses were lower than GWU claims Malta Shipyards insisted yesterday that the losses it had made on the Fairmount ship conversion projects was €37.3 million and not €80 million as claimed again by the GWU in a report yesterday. It said the €42.3m difference between the two amounts were overhead costs which the shipyard would have incurred with or without the contracts. The shipyard said the penalties it had incurred because of late delivery were 10 percent of the contract value.

In a preliminary reaction to the GWU report, the company said the PricewaterhouseCoopers report into the case had not been delayed for suspicious reasons, as the union had implied, but only because the terms of reference had been extended to include the two ship conversion projects contracted by Fairmount. Poland Szczecin auction attracts little interest At an auction held on November 27 at the Szczecin shipyard, few buyers showed interest in the assets, according to Fairplay. Someone bought office premises, someone part of one of the quays and the Gryfia ship repair yard seized the opportunity to buy the rudder machinery for a box ship that they took over from Szczecin when it closed down in May. No buyer has expressed interest in continuing shipbuilding at the yard. Russian Federation Sovcomflot buys canceled orders [at Amur] Russian shipping giant Sovcomflot is strengthening its ties with domestic shipyards by taking over contracts for two 18,500-dwt chemical tankers at United Shipbuilding Corp (USC)'s Amur facility. No price has been disclosed. The ships have been taken on bareboat charters with purchase options. Sovcomflot director Andrey Kechashin confirms the deal, adding that the first ship is scheduled for delivery in the fourth quarter of 2010 and the second in the same quarter of 2011. They are not stainless steel but are similar to two 45,000-dwt chemical tankers that another Russian yard is building for its own account. They were originally part of a 12-vessel order placed by Odfjell of Norway in 2004. But the company called off the orders because of delays. It is worth mentioning that within 6 months of the current year Wadan Yards Okean has built 12 dumb barges for Nibulon ALLC. The overall number of barges ordered amounted to 16. It is necessary to remind that on March 6, 2009 Nibulon ALLC and Wadan Yards Оkean (former Okean yard) signed a contract on building the barges. On April 28 metal cutting for 4 first dumb barges was commenced in the shipyard shop. The barges will be handed over in four stages under the contract: first and second barges will be handed over to Nibulon ALLC by August 16, 2009, third and fourth ones – by August 31, 2009, next four – by October 13, 2009, another four – by November 30, 2009. Korea (South) Samsung's new floating dock completed COSCO Shipyard Group announced on November 27th that the floating dock ordered by South Korean shipbuilder Samsung Heavy Industries from its group yard COSCO Dalian Shipyard has been completed. With a capacity of 30,000 tons, the dock measures 198.4 meters in length, 70 meters in breadth and 23.5 meters in depth. It will be used for launching newbuildings. The dock represents the third floating dock constructed for Samsung. COSCO Dalian is currently building a 130,000-ton floating dock, the world's largest upon completion, also bound for Samsung. Seaspan warns Korean yards Containership owner Seaspan is reportedly sending a strong signal to South Korean shipbuilders about the risk of helping out cash-strapped lines at the expense of financially sound customers. Seaspan’s intervention came hours after CMA CGM chairman Jacques SaadÊ said that the French line was seeking the cancellation of contracts for 15 small containerships, and extended delivery and payment delays for many of the bigger vessels it has on order. Boxship owners and operators have been pressing for later deliveries since the start of the year as the container markets rapidly deteriorated, but yards would only push back dates by a few months at first and mostly refused to accept cancellations. But with the industry slump rapidly escalating shipbuilders have come under pressure to take far more radical steps, with the veiled threat that refusal to co-operate could force some of their clients into bankruptcy. Others, though, are warning that they will take their custom elsewhere unless the concessions agreed are made available to all. Seaspan, with 42 ships in service and another 26 on order, has warned South Korean yards that they could drive away loyal customers by cutting deals with weaker owners that would then gain a competitive advantage.

That message has been conveyed via the head of Hong Kong-headquartered Tiger Group, who is also a major Seaspan shareholder, during a recent visit to South Korea. Seaspan’s orderbook includes eight 13,100 teu ships being built by Hyundai Heavy Industries, plus another eight 8,500 teu units, all of which will be chartered to Cosco Container Lines. Four 4,500 teu are on order from Samsung Heavy Industries for charter to K Line. Chief executive Gerry Wang revealed a few weeks ago that Seaspan had exercised options to delay the completion dates of 11 newbuildings for periods ranging from two to 15 months, was working on more deferrals. However, the owner has made it clear that it “expects to be treated equally or even better” than those customers that are in financial difficulties. “Just because we have a strong balance sheet, that does not mean we should subsidize others,” Seaspan has told Samsung and Hyundai Heavy Industries. But the shipyards have also been criticized by Mr Saadé for not being more accommodating as CMA CGM seeks much longer delivery delays and the cancellation of a series of 3,600 teu ships, most of which are on order from Hanjin Heavy Industries & Construction’s Subic Bay facility in the Philippines. Mr Saadé said he had been “very disappointed” at the treatment received by a customer of such longstanding as CMA CGM, which had been building ships in South Korea of the past 20 years, with the yards now setting all sorts of conditions before agreeing to postpone deliveries or cancel orders. “We feel the Koreans are not acting correctly,” he said. Dae Sun fails to receive down payment South Korea’s Dae Sun Shipbuilding & Engineering said Wednesday in a regulatory filing that a cash-strapped shipowner which had ordered newbuildings at the yard is not paying down payments for the ships. The shipbuilding company said the two ships were contracted on December 15th 2006. For the first ship SB489, $25.37m or 70% of the total price has been paid to date. The yard said it has received only $3.63m or 10% of the ship price for the second ship SB490. Dae Sun said the first ship’s delivery is being delayed without an agreement on changes in contract. STX markets canceled cape at $60m STX Offshore & Shipbuilding is said to have put up a capesize newbuilding for sale at cut prices. Chinese and European shipowners are said to have been in the running for the cut-price capesize from the South Korean shipbuilder. It is understood that the shipyard has sold the 181,000-dwt vessel for around $60m following an order cancellation, foreign media reports. However, it is unclear who has purchased the vessel. But at least 10 offers were received, sources close to the deal said. A market insider says the ship is scheduled for delivery next December. He said, "A price between $60 to $61m is quite good for a modern capesize. I heard the yard countered at $60m, so this sounds reasonable." Sources familiar with STX confirm it put the ship up for sale as the owner could not continue to pay contract installments. However, they cannot say if the ship has definitely been sold. Other industry players pointed out that the capesize was originally ordered by Alba Maritime of Greece but that Alba got another company to take over the contract. The name of the new owner has not been disclosed.

Japan MOL completes next-generation ferry concept

Mitsui O.S.K. Lines, Ltd. has completed the concept for its second in a series of next-generation vessels, which will be technically practical in the near future. The vessel is an environment-friendly ferry that can transport both cargo and passengers (ISHIN-II). ISHIN stands for "Innovations in Sustainability backed by Historically proven, INtegrated technologies." The first ISHIN concept, a next-generation, environment-friendly car carrier, was announced in September. The ISHIN-II ferry will use of LNG as its fuel when under way, resulting in cleaner exhaust gas and a large reduction in CO2 emissions. Zero emissions are achieved while in port, and at berth by the use of shore power and rechargeable batteries. To enhance passenger comfort, the design minimizes vibration and noise in passenger spaces. - LNG FUEL ISHIN-II's main engine and power generation system will be fueled by liquefied natural gas (LNG), which generates over 20% less CO2 per thermal unit compared to the heavy fuel oil used by most conventional ferries. Use of LNG also cuts emissions of NOx, SOx, and particulate matters (PM) such as soot, dust, and smoke, by about 90%, 98-100%, and 98% respectively. - SHORE POWER Electricity will be supplied from an on-shore terminal to achieve zero emissions while in port. This is currently under study at Osaka Nanko Ferry Terminal. - RENEWABLE ENERGY Solar battery films will be installed on all cabin windows to reduce light entering the cabins and solar power, a renewable energy source, will supply electricity. Excess energy generated while under way will be stored in high-capacity rechargeable lithium ion batteries. The batteries also supply part of the vessel's electricity needs in port, allowing it to achieve zero emissions while the vessel is in port or berthed. - PROPULSION EFFICIENCY ISHIN-II will have both a diesel engine and electric propulsion motor, and a contra-rotating propeller system. The propellers are aligned front to back and spin in opposite directions. The rear propeller absorbs the rotation energy of the front propeller. This greatly increases efficiency. MOL-developed Propeller Boss Cap Fins (PBCF) have now been adopted on more than 1,700 vessels all over the world. The most advanced model will be installed on the ISHIN-II vessels. Friction drag will be reduced by the use of air layer lubrication technology with recirculation. Minute bubbles of air are released from onboard the ship, creating an air layer that covers the ship's bottom. Collecting and recirculating the air will save even more energy. ISHIN-II will also adopt the next-generation ultra-low friction ship bottom coating, in which smooth micro patterned indentations form on the painted surface, trapping water and reducing friction drag. Electronic control optimizes fuel supply to the engine. SOx in exhaust gas will be virtually eliminated by using LNG as fuel. This allows for much more efficient retrieval and reuse of thermal energy from the exhaust gas, compared to conventional engines fueled by heavy fuel oil. A drastically improved hull form below the surface will enhance fuel efficiency. - COMFORT A smaller, more efficient engine will not only optimize propulsion efficiency, but will also minimize noise and vibration. The vessel will also provide passenger-friendly facilities and passenger-focused services such as simplified IT-based boarding procedures and smoother loading and offloading of vehicles thanks to an exclusive rampway for passenger cars. Japan’s MOL has revealed details of its second next-generation vessel - an LNG-powered ro-pax. The ship, still a design at this stage, is called ISHIN II and is billed as an eco-friendly passenger and cargo ship. The use of LNG will reduce CO2 emissions by 20% compared to conventional ferries, MOL said, and the use of a shore-power supply system will cut emissions to zero while in port. The design also claims to minimize vibration and noise in passenger spaces, while maximizing comfort, convenience, and service quality for passengers. LNG use also cuts outpourings of NOx, SOx and particulate matter. Japan starts aid for ship exports Japan is providing financial support to shore up slumping vessel exports amid flagging demand from ship owners. The government-affiliated Japan Bank for International Cooperation signed a general agreement for arranging an export credit line for ships, worth up to $113 million, with Turkiye Is Bankasi. JBIC said that the credit line will finance the export of ships built at Japanese shipyards to Turkish buyers at a time when the credit squeeze in the aftermath of the global financial crisis that erupted in Pagina 75 van 95


the autumn of last year has made it difficult to structure ship financing across the world. It is JBIC's first credit line exclusively for the export of ships, the bank said. An export credit line is a form of export credit in which JBIC makes a commitment of a certain amount of money as a loan to a foreign bank or other entities to finance exports of machinery, equipment and services from Japan. Isbank is the largest private commercial bank in Turkey. JBIC, headed by Hiroshi Watanabe, a former vice finance minister for international affairs, is one of the world's largest international financial institutions. "After overcoming the economic crisis in 2000-01, Turkey has continued to register solid growth performance, and the country is today drawing international attention as one of the countries with promising growth," JBIC said in a statement. "Given the country's robust growth, the facilitation of financing through this credit line will lead to supporting Japanese firms' exports to Turkey in the coming years, thereby making a contribution to the maintenance and improvement of the international competitiveness of Japanese shipbuilders," JBIC said. Patience, China Cosco chief forecasts 40% cancellation China Ocean Shipping (Group) president and chief executive Wei Jiafu forecasts 40% of newbuildings on order will be cancelled or delayed, foreign media reports. Capt Wei said the financial crisis was helping ease the pressure of oversupply to some extent as owners postponed or cancelled orders. “Fighting the crisis, Chinese companies have taken measures to scrap old ships, postpone or cancel new ship deliveries and lay up ships,� he told the Marintec forum in Shanghai. These measures were seen as both helping to restructure the fleet and ease the pressure of oversupply. Capt Wei said he expected 40% of the newbuilding orderbook to be either cancelled or delayed this year and in 2010. Capt Wei said Cosco had cancelled bulk carrier newbuildings earlier this year, and had delayed the delivery of new containerships by one or two years. Pagina 76 van 95


“Other shipping companies all take these measures to overcome the financial crisis,” he said. According to Clarkson Research Services, the number of new deliveries has slowed down by 30% between the first quarter and the third quarter of this year. This year a total of 160m dwt of newbuildings were due to be delivered, however as of the end of October just 94m dwt in new vessels had been delivered by shipbuilders. “This to us is the first signs of pressure that is building up on the shipyards,” said Clarkson Research managing director Martin Stopford. Clarkson forecast at the start of this year a total of 190m dwt of ships would be delivered in 2010, but has since scaled this number back to 160m dwt. He said with the combination of the financial pressures that were building up, the fall in asset prices and lack of bank finance a much larger slippage or cancellation of newbuildings next year could not be ruled out. With newbuilding prices having fallen by 30%-50%, an estimated $200bn has been wiped off the value of the global newbuilding orderbook of $464bn. “We have a very big orderbook and these are all good legal contracts, and they are binding contracts,” he said. Mr Stopford presented a scenario, which he said “certainly carries a significant probability” that production volumes would start to deteriorate at the end of this year with just 100m dwt of ships delivered for 2009 as a whole. Next year just 105m dwt of newbuildings would be delivered and in 2011 and 2012 output would continue to wind down. “The unfortunate fact is this scenario has a $200bn price tag,” he said. Jiangsu Nantong to build five bulkers Shenzhen-listed China Dalian International Corporation (Group) has said that it would order five 57,000DWT Supramax bulkers at Jiangsu Nantong Ship Heavy Industry. The US$141 million contract would be handled by China Dalian’s 80 percent-owned shipping subsidiary, Da Sin Holding, Singapore, and four other Singaporean shipping companies, Hua Jun, Hua Tong, Hua Xin and Hua Shang, according to Asiasis. Da Sin Holding will provide US$36.4 million of financing while the remaining companies will provide US$21.5 million. New river cruise vessel for Yangtze River US-managed Victoria Cruises, which operates river cruises in China, has recently launched its largest and most technically advanced river cruise ship, the ‘Victoria Jenna’. The vessels sails a seven-night route from Chongqing to Yichang and back. Launched in September, the 10,000GT vessel measures 133.8 metres by 18.8 metres with a 2.6-metre beam draught. India Order subsidy scheme under way India’s shipping ministry is preparing a shipbuilding-subsidy proposal that could provide subsidies for shipowners booking orders at domestic shipyards. It is proposing subsidies for the first time to domestic owners ordering at local yards. However, the scheme could face opposition from the country's finance ministry as it could cost millions of dollars per year. According to shipping ministry officials, the proposed motion, which would also cover export orders, is intended to encourage domestic owners to order at home. It is estimated that Indian owners plan to spend nearly $13bn over the next three years to increase their fleet to 11 million gt from 9.3 million gt. Few details behind the proposal have been revealed but industry sources say the government is being asked to subsidize between 20% and 30% of domestic orders. A local newbuilding broker says that the new scheme will also help to attract foreign equipment and engine manufacturers to India. India shipping ministry mulls new yard Indian Government will buy two dredgers and a Watermaster for the river Kosi The river Kosi, which originates in Nepal, gets six inches of silt deposits every year, often leading to breaching embankments and floods. At present, an exercise is underway to put the silt accumulating in the riverbed to better use. The water resources department has imported “silt basin technology” from the Netherlands to free the river from silt and ensure supply of silt-free water to irrigate the vast stretch of farmlands in its catchment areas and also curb recurring floods caused by the silt. “The technology will ensure silt-free water in the fields increasing productivity. The water, carrying heavy silt that Kosi releases, had so far been harming the soil and crops,” said A.V. Nayak, the principal secretary of water resources department. The government has decided to buy two dredgers and a watermaster, which has a multipurpose use, from Finland. The engineers associated with the Kosi project will use the dredgers and the watermaster to dredge out silt from the riverbed and deposit it in silt basin being created on 4km of land along the river between Kosi barrage at Bhimnagar and Kataiya. An expert working on the project said: “The dredgers will pump out silt from the water and with the help of watermaster the silt will be deposited in the silt basin. Thus, the river water will be free from silt while entering Bihar, as it will be desilted at the Bhimnagar barrage on India-Nepal border itself.” He added that excessive accumulation of silt that the water carried while passing through various mountain ranges in Nepal had been causing sharp rise in its level while entering Bihar planes. The surging water level puts pressure on the embankments, leading the river to breach them and change their course, inundating a huge number of villages and towns in its journey from the Himalayas in Nepal to the Ganga near Maheskhoot in north Bihar. Nayak said: “The government had ordered the purchase of a dredger, which will land at the site in December. Another dredger, too, will be purchased by March next year.”

The dredged out silt accumulated in the basin along with the river, according to the experts, can be used in checking the floods. As of now, the engineers deposit sandbags along the embankments under pressure from the surging waters. “But the silt, which will turn solid in due course, will be deposited along the embankment instead of sandbags,” an expert said, adding: “The measure will be cheaper, cost-effective and also easy in checking floods in the Kosi belt.” The heavy deposit of silt was one of the prime reasons for Kosi breaching its embankment at Kusaha (Nepal) and causing unprecedented floods in Saharsa, Supaul, Madehpura, Purnea, Araria and Katihar districts last year. - Centre draws flak Nitish Kumar today stepped up his diatribes against the Manmohan Singh government by accusing the latter of “deliberately ignoring” the cause of the state. “That the UPA government at the Centre has turned apathetic to Bihar is evident from the fact that it has been sitting on our long-pending demand of special category status to the state and flood relief package,” Nitish said. Pipavav panamax pair cancelled Indian emerging shipbuilder Pipavav Shipyard has lost orders from a major client due to construction delays. Golden Ocean has cancelled orders for two 75,000-dwt panamaxes at the yard, foreign media reported. Chief executive Herman Billung confirmed the company has cancelled the two panamaxes due to "huge delivery slippages". He also indicated that Golden Ocean may cancel further orders for four similar-size panamaxes at the yard if the yard "fails to create added value to its shareholders and further slips in the delivery schedule". However, he says Golden Ocean will remain in discussions with the yard to find an "amicable solution on the issue." The Norwegian owner had originally ordered six panamaxes at a cost of $216m but has been renegotiating two orders since August this year with the aim of reducing newbuilding costs. The first two of the Golden Ocean orders were scheduled to be delivered in October and December this year, while the rest are set to be delivered at the end of 2010 and the second quarter of 2011. However, it appears Pipavav has become a casualty of its own ambitions. It has so far spent $700m to build one dry dock, a hull-making shop and other facilities. It also plans to use $120m raised through an initial public offering (IPO) in September to construct an additional dry dock for shiprepair and offshore-vessel construction. Pipavav began accepting orders in 2007 even before it began the construction of its facilities. It had originally intended to complete the yard by December 2008 and to roll out the first panamax early this year but the schedule has slipped back by 12 months. A broker says the Golden Ocean cancellation was expected as the deliveries were hugely delayed, giving it a perfect excuse to cancel in the current slump market. He says Pipavav pursued a risky strategy. It tried to build up its yard facilities simultaneously with the construction of vessels but delays in installing key equipment and machinery led to slippages in the construction schedule and subsequently delays in vessel delivery.

Upset over delays in warship building schedules of Defence shipyards, Navy chief Admiral Nirmal Verma today said there was a need to "revisit" the shipbuilding strategies. "We need to revisit the building strategies of the (Defence) shipyards. There is a need to do much more. Construction schedule is where our shipyards lag. The reason for delays is the basic method of construction (adopted by the shipyards)," Verma told reporters here on the eve of Navy Day.

The Navy has currently given orders for 34 ships in three different shipyards but the rate of delivery is only one ship per year, he said. Though his force had been the first to stress on indigenisation, Verma said if the indigenous shipbuilding was not meeting its needs, the Navy would be forced to go in for imports. The Navy has ordered ships with foreign shipyards in the case of Talwar class frigates -- being built in Russia, the Gorshkov aircraft carrier also from Russia and two Fleet Tankers being built in Italy. The Navy's fleet strength was set to increase by 40 ships, and 60 aircraft and an equal number of helicopters. The new orders would take the number of warships to 160 and aircraft to about 290 within the next decade. It currently has 130 ships and another 190 aircraft and helicopters in service. Verma favoured the adopting of the "modular" ship construction model followed by foreign shipbuilders and gave the example of two Fleet Tankers being built for the Navy in Italy. The Fleet Tankers were being built in smaller blocks at two different yards before these sections would be brought to another shipyard, where it would be put together in the dry dock. "This is found to be the most efficient means of ship construction by which time taken for delivery of the platform is minimised and the work at the dry dock is optimised," Verma said. Supporting larger private participation in warship building, the Navy chief said it could only be a "winwin situation" for both the public and private shipyards, apart from being an advantage to the Navy. Verma said the Navy would get delivery of two Shivalik Class frigates, six Water Jet-propelled Fast Attack Crafts, two Survey Vessels and a Fleet Tanker in 2010. "The Navy's perspective-planning in terms of 'force levels' is now driven by a conceptual shift from number of platforms -- that is from the old 'beam counting' philosophy -- to one that concentrates upon 'capabilities'," he said. - Second batch of the New Generation Patrol Vessels is a priority for the defence sector, says Najib The main focus of Malaysia's defence spending for the next five years is expected to be on the second batch of the New Generation Patrol Vessels (NGPV) project. Prime Minister Datuk Seri Najib Razak yesterday said the NGPV was one of the priorities for the defence sector as shipbuilder, Boustead Naval Shipyard Sdn Bhd (BNS), was about to complete the six vessels in the first batch. "They need a new order because they have 2,000 companies depending on additional work. This is part of the vendor development programme," he said after visiting the Mahsuri International Exhibition Centre, the venue of the Langkawi International Maritime and Aerospace 2009 (LIMA '09). Two other defence priorities are the procurement of the Eurocopter EC725 helicopters and the replacement of the army’s 8X8 armoured personnel carrier programme. Defence funding for the next five years is expected to be announced in the 10th Malaysian Plan, scheduled to be tabled in Parliament in July. Two exhibitors will make presentations on their proposed vessels for the second batch of the NGPV. BNS is displaying its model, the Second Generation Patrol Vessel (SGPV), at its booth while over at the German-based ThyssenKrupp booth is a model of its version for the Batch II project. ThyssenKrupp has taken over Blohm + Voss, the original designer of the NGPV. Blohm + Voss was the principal contractor to BNS for the NGPV project. BNS project division senior general manager Syed Amir Shahabudin said its SGPV was an evolutionary design of the NGPV, three of which were already in service with the Royal Malaysian Navy (RMN). The NGPV is based on the Blohm + Voss Meko A100 design specifically for the RMN in the early 1990s. Two of its Kedah-class lead ships were built in Germany and were fitted at the BNS facility in Lumut, Perak. The four remaining Batch 1 of the NGPV were built and outfitted at BNS facilities in Lumut and Penang. With a length of 91 metres and a width of 13 metres, the corvette can reach a maximum speed of 22 knots. Pagina 82 van 95


The “multi-purpose combination” MEKO is a shipbuilding concept based on modularity of armament, electronics and other equipment, aiming at ease of maintenance and cost reduction. When the NGPV contract was signed in 1999, 27 Kedah-class vessels were supposed to be built for the RMN. But due to the global economic crisis, the second batch project, comprising six vessels, was deferred until the 10th Malaysian Plan. BNS is proposing that the ship be armed with a Vertical Launch System for anti-air warfare, four launchers for MM40 Exocet missiles for anti-ship warfare and lightweight torpedoes for antisubmarine. Syed Amir said they were also proposing that the Kedah-class COYSS 110-M1 Combat Management System be maintained for the SGPV as it was designed to be readily upgradeable. At 99 metres in length, the SGPV is capable of carrying 75 crew members and 15 marines or special forces personnel. ThyssenKrupp vice-president Sales Ola Gullberg said its Batch II design was fitted with a traditional stack based on the feedback from the RMN. Two Damen Stan Patrol 2600 for Yemen Bollinger Shipyards (Louisiana, USA) has been awarded a contract by the US Coastguard for the construction of two 87 foot Coastal Patrol Boats, based on the Damen Stan Patrol 2600 parent hull. The two patrol crafts are destined to join the Yemeni Coast Guard via a Foreign Military Sales transfer. The basis for the 87 foot Coastal Patrol Boat has been laid in 1997, when Bollinger was awarded a contract by the US Coastguard using Damen's parent hull. At that time Bollinger and Damen signed a license agreement. Up till date some 75 vessels have been delivered to the US Coastguard and are successfully operating in US waters. Recently a similar contract has been signed between Bollinger and Damen for the 153 foot Sentinel class. Canada Navy Ready To Proceed On Joint Support Ship But Project Is Sidelined By Shipbuilding Policy Delay The Joint Support Ship project still sits idle waiting for the Harper government to move ahead on a new shipbuilding policy. When will that be happening? There was talk that the policy would be ready by the end of this year but that won't take place. Some in industry expect a policy by the spring, unless a federal election gets in the way. If that happens, then all bets are off. Work on a new shipbuilding policy was launched with great fanfare in the summer, with meetings between government and industry representatives. But since then, the government has been focused on other issues. The Canadian Navy, however, has signaled that it is ready to move ahead on JSS. “We’re pretty much ready to be talking to the [defense] minister about what we need to do to advance the JSS so we’re ready to go,” Vice Admiral Dean McFadden told Defence Watch several months ago. “One thing that has caused us to take a bit of a pause in progressing that as an independent program is what I think is a superb initiative to try and develop a new and strategic relationship between government and industry in how this country goes about building ships.” “That initiative gained a great deal of momentum in the summer,” McFadden added. “There was a forum held in Ottawa in July where I think we are coming to the fundamental issue — we want to stop doing a boom-and-bust building cycle in this country.” And so it stands. No Cabinet approval on a shipbuilding policy. Then no movement on JSS. The big question in the maritime world is focused on when JSS will be delivered (although the more pessimistic ask, "Will it ever be delivered?"). The project, before it ran into trouble, called for a contract to be awarded last year with the first vessel delivered in 2012. But Dan Ross, the Defence Department’s Assistant Deputy Minister for Materiel, acknowledged the obvious to a Senate defence committee when he informed them that the delivery schedule won’t be met. But he still told the Senate committee (May 25) that he expected a request for proposals for the ships to be issued to industry in 2010. It could take another year to get to a contract and from there another four to five years to complete the ship, he noted. That would mean the first ship would be delivered around 2016. But even with that schedule Ross would not commit to the program delivering three Joint Support Ships at the end of the day. “I do not know if anyone here is prepared to state what the outcome will be,” he told the committee. The JSS was originally announced in 2004 by the Martin government but the focus on Afghanistan diverted DND's attention to equipment issues related to that war. As a result, JSS went on to the backburner for a bit. It did eventually proceed, only to derail in August 2008 after industry failed to meet the government’s specifications within the allotted budget. The three JSS would replace the existing 40-year-old plus supply vessels which haul fuel and ammunition for naval task groups at sea. The ships would also provide support to the Canadian Army

FOCUS Friday 5th December 2009 19 NEW ORDERS. STEADY RECOVERY CONTINUES. The steady recovery of recent weeks continued and it was again China leading the way. There was further evidence of more Chinese yards in financial distress as privately owned sites are not immune from the recession. One yard in question was Zhoushan Jinhaiwan which was saved from bankruptcy in June by Grand China Logistics (GCL) taking a 51% majority shareholding and since placing orders for six VLCC’s and 45 bulk carriers. Now GCL has been asked for more money and has increased its majority stake to 70 per cent. Earlier moves indicated that GCL injected $468 million in cash. There is a gainful purpose to the GCL move as the owner is new to direct shipowning and wishes to pursue a fleet strength of 200 ships making it one of China’s largest deep sea owners. Another new yard – Huatai Heavy Industries – based in Natong and also known as Nanjing Huatai booked six 37,000 d.w.t. bulk carriers for an American owner via London based Marine Capital. Deliveries are set for within 2011. A 30% cash downpayment applied. China’s Sino-Pacific Group opened a new shipyard complex known as Dajiang Shipbuilding to accommodate construction of six 5,000 cu.m. LPG carriers. The contractor is Jaccar Holdings based in Luxembourg who have teamed up with Hartmann Schiffahrts., and the Sino-Pacific group to jointly own the ships which will operate in Germany’s Gaschem Services pool. Hartmann is providing design and development support. Per unit cost is $22 million. Although not formally concluded, Precious Shipping, Thailand is expected to firm a 15 year contract with Ultratech Cement, India to transport cement. Three plus optional one specialist carriers will be built but there is no indication where the vessels will be constructed. An Indian yard is thought the likely choice. Two optional five year extensions are attached to the charter with the first delivery sought in July 2011 and the other two in 2012. A fourth vessel is at charterer’s option. Charter rate is $15,000 daily but will rise to $17,000 daily if Indian registry is adopted. Precious Shipping is a good customer in India having already ordered 18 bulk carriers from ABG Shipyard. This week the cruise liner drought was broken. Not surprisingly perhaps the order came from the world’s largest operator – Carnival Corporation. The company returned to Fincantieri for one 3690 pax cruise liner of CARNIVAL DREAM class priced at $738 million. Delivery is set for April 2012 and is a major boost for the Monfalcone yard. Fincantieri was running out of work after Oceania Cruises postponed further whether to exercise an option for a third cruise ship. Samsung has always been the Korean yard most likely to secure a breakthrough in this construction sector. This may now become reality after a letter of intent was signed with American hotel and cruise operator Utopia Residences. Valued at $1.1 billion, a apartment style vessel based on the Residensea concept will offer 204 cabins accommodating 1500 passengers and 200 apartments. Pagina 89 van 95


Making up the numbers was a much needed order for Sietas, Germany where one small 400 d.w.t. roro freighter will be built to serve German North Sea islands. Delivery will be effected to Norden-Frisia in July 2010. Sietas allegedly delivered its last containership recently to JR Shipping, Netherlands. 21 Century, South Korea will build two 3,200 d.w.t. chemical tankers for a local Phillipine owner identified as Seacoast Shipping but not known to us.

PIPAVAV, INDIA – HULLS 1 AND 2 – GOLDEN PEARL AND GOLDEN DIAMOND The first two of six 75,000 d.w.t. bulk carriers originally contracted by Golden Ocean Management have finally been cancelled after protracted negotiations aimed at receiving the ships but at reduced cost.. The vessels are running about one year behind the original delivery schedules. The other four ships remain vulnerable and will not be accepted by the owner unless strict delivery dates are adhered to. All six ships are valued at $216 million.
