Australian mining tax to affect Indian Steel producers Following the imposition of Mineral Resources Rent Tax in Australia the price of thermal and metallurgical coal are expected to witness a steep rise. A 30% tax will be imposed on the profits from iron and coal mining. The burden of this tax is expected to be passed on to the user industries. Major Indian companies that depend on Australian coal imports are SAIL, Tata Steel, JSW Steel etc. The greatest impact of the tax is expected to be on JSW Steel as they depend entirely on imports for their demand. Again NMDC and SESA Goa are expected to benefit from the tax owing to a higher price of ore. Domestic ore prices are expected to witness a hike following the increase in Australian ore prices. Indian Bureau of Mines iron ore price listing might also be influenced and in turn increase the royalty outgo of the steel companies that have captive iron ore mines. Companies that have acquired stakes in Australian mines are also likely to be affected. However since the mining tax is imposed on profits calculated after deducting all the expenses, capital expenditure and state royalties. Hence the tax is expected to have no impact on new mining companies that have huge capital expenditure.

Iron ore mines leased to SAIL Thirteen iron ore mining leases have been granted to Steel Authority of India in Jharkhand. Environment clearances have already been obtained for three Kiriburu‐ Meghahatuburu mines and three Chiria mines. Ministry of Environment and Forests is yet to give clearance for one lease of Chiria mine and one lease of Gua mine. MoEF has granted Stage I forest clearance for existing and new pits in the South Central blocks. However the compliance conditions are still pending as the Wild life conservation plan of the central government is yet to be finalized. Rise in Polymer prices Binani Industries Limited has acquired Belgium based firm 3B for INR 17.96 bn from Platinum Equity, a private equity investor. This is a major step for the company in the global fibre glass market. Through this acquisition the company will gain access to the

skilled manpower, technology, and established network of customers. Production capacity of 3B is around 150,000 tpa and its products include chopped strands, direct rovings and continuous filament mats. The manufacturing units of the company in Belgium and Norway will be used to serve the European customers of 3B. The global fibre glass market is expected to grow at 4.5% per annum with the global demand for fibre glass increasing at a CAGR of 8.2% till 2014.Goa Fibreglass, a subsidiary of the Binani Group utilizes world class technologies and has a production capacity of 20,000 tpa. The products of the Goa based subsidiary are exported to 15 countries spanning over five continents. Handloom denim apparels to be launched by Denim Club India Denim Club India will launch handloom denim products in the upcoming InDIGO 2012 fair in Delhi. DCI will showcase a complete range of garments, accessories and home furnishing made from handloom denim. The products will be priced at a higher side owing to the higher effort and time required to weave denim on the handloom. Around 3.5 to 4 meters of handloom denim fabric can be produced in a day whereas an automatic loom can produce 500 meters of denim fabric per day. The handloom denim is expected to be softer than the mill made ones and have a very low carbon footprint. The product is also eco friendly as no chemicals are used after the weaving stage in the production process. They have developed the handloom denim with the support of the Ministry of Textiles, Government of India. India to urge Kenya to reduce textile import tariffs Indian government is urging Kenya to reduce the import tariff on textile products. In Kenya Indian man made fibre textiles are subject to high import tariffs. Up to 25% tariff is imposed on Indian yarn and fabrics. In addition a 16% value added tax is also imposed on the imports of Indian man made textiles by Kenya. In 2010, Indian textiles exports to Kenya increased to INR 5. 204 bn from INR 4 bn in 2009. Paper yarns accounted for the majority of the INR 176 mn imports of textile from Kenya. India‐Kenya Double Taxation Avoidance Agreement (DTAA) was signed by the two nations in 1989. Negotiations on the Bilateral Investment Promotion Agreement and review of the DTAA are under government consideration. Government to sale 10% stake in NALCO Indian government is pursuing the sale of its 10% stake in National Aluminium Co. Ltd with a view to raise funds for various schemes in the social sector. Total stake of the government in the company is around 87.15%. In the next fiscal year India expects to raise INR 300 bn from the sale of government’s stake in some of the state run companies. However in the current financial year the government has managed to raise only INR 140 bn as against a target of INR 400 bn.

180 projects of CIL await government approval Forestry clearance from the Central and state governments are being awaited by 180 proposals of Coal India Limited. Total area of land covered under the 180 forestry proposals are 28,484.49 hectares. Among them around 131 proposals are yet to obtain Stage I approvals and the remaining 49 proposals are waiting for Stage II or final approvals. Environmental clearance is also being awaited by 70% of the proposals. Projected production capacity of CIL in the current fiscal year is around 520 mn tons. Following the suspension of new and expansion of existing projects is areas having CEPI index above 70 has reduced the production target of the company to 447 mn tons. Man­made fibre industry seeks removal of excise duty Association of Man‐Made Fibre Industry in India is a global leader in the production of Viscose Staple Fibre and is the second largest producer of Viscose Filament Yarn. Currently the excise duty on cotton is 10.3%. The association has suggested the removal of excise duty on man made fibre and making it at par with cotton. This measure will help to promote a fibre neutral fiscal policy and help in bringing the Indian fibre market in line with the global market. Man‐made fibres account for 67% of the global fibre basket while cotton contributes only 31%. The shift towards man made fibre is being led by cotton shortage and volatility in cotton prices. INR 104.5 bn to be invested by Rio Tinto in India Global mining firm Rio Tinto has announced plans to invest INR 104.5 bn in the iron ore and diamond mining projects in Madhya Pradesh and Orissa. In the first phase the company is expected to reach a production capacity of 150,000 mn tons of ore per annum. Company has entered into a joint venture with Odisha Mining Corporation to develop the iron ore mining project. Three deposits covered under the project are Sakradihi Dubna, Malangtoli and Gandhamardan having a total reserve of 3.6 bn tons. The diamond mining project of the company in India is expected to have a total resource of 27.4 mn carats. Total investments worth INR 20 bn is required to develop the diamond mining project. Tariff on waste paper abolished The customs duty on waste paper has been abolished. Earlier a duty of 2.5 % was imposed on waste paper. The withdrawal of the customs duty is expected to reduce the raw material cost by INR 250 per tonne. Wastepaper is a major input for

newsprint. India imports 3 mn tons of waste paper per annum. The removal of the duty is expected to lead to savings worth INR 750 mn. Excise duty on paper has been increased from 5% to 6%. Increase in the excise duty is expected to increase the price of writing paper by INR 500 per tonne. NTPC enters into a JV with SCCL National Thermal Power Corporation has entered into a joint venture with Singareni Collieries Company Limited to develop coal mines in Southern India. The coal blocks will have supply linkages to NTPC. However no new viable coal blocks have been identified yet. SCCL had earlier entered into an agreement to supply coal to the Ramagundam and Simhadri power plants in Tamil Nadu. According to the agreement SCCL had to supply 10.02 mn tones of coal to the Simhadri power plant but it has been increased to 12 mn tones in the current year. NTPC has a total installed capacity of 36,014 MW been face coal shortages. Total demand of coal by the company during 2011‐12 was around 116 mn tons. SCCL is the second largest coal miner in India and operates 42 underground mines and 13 open cast mines in the Godavari river valley. Company is estimated to produce 52 mn tones of coal per year. SCCL has announced plans to increase capital expenditure to INR 35, 548 mn and increase annual production capacity to 57 mn tons. Suspension on mining affects coal supply Apex court in Karnataka had suspended mining operations in Bellary, Chitradurga and Tumkur districts of Karnataka following illegal mining. Due to reduced supply of ore the steel mills in Karnataka are operating at 60%‐70% of their capacities. Low grade ore which are not suitable for steel production is currently being auctioned for use in the Karnataka steel industry. Around 25 mn tons of ores seized from the illegal miners were auctioned by MSTC following an order from the apex court. Since the reserves of ore is depleting, low grade ore is being sold at high prices. 56 out of 60 sponge iron units in Karnataka are also lying idle for the last four months. India produces nearly 225 mn tones of ore per year. Karnataka accounted for the production of 42 mn tons of ore in 2009‐10. Glass industry seeks reduction in customs duty High cost of glass items is primarily due to high cost of inputs. Higher cost of soda ash which constitutes 30% of the cost of production is a major contributor to the higher cost of production. The price of soda ash is based on the landed cost of imports. Major manufacturers of soda ash are Tata Chemicals, GHCL, DCW and NIRMA and Saurashtra Chemicals. All India Glass Manufacturers Federation has put forward certain expectations from the current fiscal budget. Some of them include abolition of

customs duty on imports of Soda ash. Exemption of glassware manufactured using the mouth blown process from excise duty, broader CENVAT system etc. The glass industry in India is divided into four broad segments, namely Container glasses, Specialty glass, Flat glass and Fiberglass. Growing automotive and construction sectors is a major driver of the Indian glass industry. Tata Group plans to form a JV in Africa Tata Group has proposed to form a joint venture with South African company Increase Coal (Pty) Ltd for the production of 9 mn tons of metallurgical coal. The coal can also be exported to the Tata Group’s subsidiary Tata Corus which is completely dependent on coal imports. The mines of the South African company are located in the Richard Bay coal terminal which is located between the Atlantic and Pacific markets for coal. The Indian Steel industry has been facing coal shortages. High carbon ferrochrome is manufactured by Tata Group’s subsidiary in Africa. South Africa is one of the largest producers of coal with a relatively lower cost of production. Low cost of mining is primarily due to availability of thicker coal seams relatively closer to the surface. Estimated recoverable coal reserves in South Africa is around 55 bn tons. Vedanta to buy Government stakes in Indian units INR 170 bn has been offered by the Vedanta Group to buy the government stakes in Hindustan Zinc and Bharat Aluminium Co. The stakes are expected give Vedanta’s Mumbai based unit Sterlite Industries (India) Ltd. ownership over 964,000 metric tons of annual zinc and lead‐producing capacity and full ownership of a 2 mn ton‐a‐ year bauxite mine. Sterlite Industries owns 64.9% share of Hindustan Zinc and 51% share of Bharat Aluminium. Vedanta recently purchased oil producer Cairn India Ltd. It has been announced that India’s largest iron ore exporter Sesa Goa Ltd. will absorb Sterlite in an all share deal. Two other units Vedanta Aluminium Ltd. and Madras Aluminium Co. will also be merged with the new company Sesa Sterlite. ICVL to acquire Australian coal assets ICVL is soon expected to acquire a coking coal asset in the Australian Bowen Basin. The acquisition is expected to cost ICVL INR 15 bn. ICVL can acquire assets worth INR 15 bn beyond which any acquisition requires approval by the higher authorities. Bowen Basin region in Australia is a major contributor to the overall coal production in Australia.

ICVL is a joint venture of SAIL, Coal India, Rashtriya Ispat Nigam and NMDC and has an aim to own 500 mn tons of coking coal reserves by 2019‐2020. Company also has plans to acquire coal assets in Mozambique and US. Essar Steel to begin production in Odisha plant Essar Steel will begin production in its iron ore pellet plant in Odisha. The total capacity of the plant is around 12 mn tons per annum. The production capacity in phase I is expected to be around 6 mn tons per annum. The charging operation of the pellet plant has already been completed. Company is also building a iron ore beneficiation plant in Dabuna and a pipeline of length 253 km with a total investment of INR 42 bn. The project including the beneficiation plant will be commissioned within this year. Company has acquired 250 acres of land in Odisha and plans to set up a steel plant with a total capacity of 6 mn tons. Around INR 2.5 bn has been invested in the project till now. The steel project requires 1,500 acres of land in total. The feasibility study of the project has recently been concluded. 12,000 hectares of land allocated for mining industries Around 12,000 hectares of land have been allocated to the mining industry over the last decade. Forest land has been allocated to around 90 miners during 2001‐10. Some of the mining companies include Ferro Alloys Corporation, National Aluminium Company Ltd, Essel Mining & Industries Ltd. Compensatory afforestation has already been done for 7727.6 hectares of land. Orissa government had presented a five year action plan worth INR 3.25 bn to Ministry of Environment & Forests. Forest land had also been allocated to industrial projects. The level of compensatory afforestation undertaken by the industries has been relatively slower than the mining projects. Some of the industries that had been allocated land include Posco India, JSPL, Aditya Aluminium Ltd etc. Steelcast enters into export agreement with Caterpillar Inc. A long term contract has been signed by Indian steel casting manufacturer Steelcast Limited with Caterpillar Inc. A new manufacturing unit catering to the specific requirements of the US based foreign company. Steelcast expects the sales to caterpillar to grow from INR 400 mn in 2010‐11 to INR 1.5 bn by 2015. A loan of INR 250 mn repayable over the next four years will be given by Caterpillar to Steelcast. Caterpillar Inc is a global leader in the manufacture of construction and mining equipment. In 2011, the sales and revenues of the company added to INR 3,118.3 bn. SBI to extend loans to Neyveli Lignite

Mining and Power generation company Neyveli Corp will obtain a loan of INR 25 bn from SBI for the construction of a thermal power project in Tamil Nadu. The first unit of the new plant is expected to start production by June 2015 and the second unit by December 2015. Lignite a major input required for the plant and will be supplied by the mines operated by the company. The plant is expected to produce 500 MW of power and will cater to the Southern states. Company has signed an agreement to purchase power with Tamil Nadu Generation and Distribution Corp. Ltd. Firms profit from cheaper coal and dearer electricity prices The captive coal bocks policy of 1993 has paved the way for a large number of firms to secure high profits. Total captive reserves owned by Jindal Power are around 50 mn tons which can be utilized to generate 12,000 MW of power. The cost of coal obtained from a captive mine is much lower than the price charged by Coal India. However the policy does not ensure that the low fuel costs will be shared with the final electricity consumers. The power developer is selling the price in the free market and obtaining a higher price than what is allowed under a power purchase agreement that is set by the regulator. Companies such as Essar Power and Reliance Power have also obtained higher profits from the captive coal policy. Western Coalfields incur a cost overrun of INR 20 bn Cost of the mining projects of Western Coalfields has witnessed an escalation of over INR 20 bn. The hike in mining costs is expected to raise the price of power, steel, cement and iron. Delay in obtaining forest clearance and land acquisition are the major factors contributing to the cost increase. 21 projects were slated to be completed under the 10th five year plan. However 16 of the projects are still incomplete. The increase in cost of these projects has been around INR 6 bn. Besides this 33 more projects were also planned under the 10th plan but only 3 of them have been completed till now. Two to three coal projects were completed before 2006‐07. Five projects were each started in 2007‐08 and 2009‐10 and four projects were started in 2010‐11. Land acquisition emerged as the main hurdle in the development of the projects. Only one project has been started in 2011‐12. GNM obtained approval to begin longwall mining in Australia Subsidence Management Plan approval has been obtained by Gujarat NRE Coking Coal Limited from the NSW government in Australia. The approval is expected to add a boost to the company’s goal of having two hard coal coking mines prior to March 2012. These mines will be under longwall operations. The approval to begin production is expected to ensure a high growth of the company and provide permanent employment to around 600 employees of the company working in Illwara.

GNCL is a flagship company of the NRE group with a total installed capacity of 1.43 mn tons p.a. Company is also the largest independent producer of met coke in India. Iron ore exports expected to decline in 2012­13 Indian exports of iron ore are expected to witness a decline of around 57% in 2012‐ 13 owing to mining ban and hike in export taxes. Exports of iron ore are expected to decline by 30 mn tons. Export of ore is expected to be around 30 to 40 mn tons after meeting the domestic demand of 100 to 120 mn tons. First nine months of 2011 registered a decline of 30.4% to 46 mn tons. According to Sesa Goa decline in iron ore exports for the whole year could be around 65 to 70 mn tons. 92% of the Indian iron ore is exported to China. Production of iron ore in India is expected to be around 150 to 160 mn tons registering a sharp decline from 208 mn tons last year. New propylene grades launched by Indian Oil New poly propylene grades were launched by Indian Oil. These grades are for polymer processors in the injection molding sector. The two new grades are 1110MAS and 2120MC. The 1110MAS grade targets to provide better attributes like superior gloss, higher productivity etc. While the 2120MC targets to provide clarity and higher energy saving to the polymers. These new grades were developed in the Product Application & Development Centre (PADC) of Indian Oil in Panipat. Indian Oil is a major supplier to the national and international detergent industry. According to Indian Oil the robust logistics model is considered to the key to its success. These initiatives are expected to help Indian Oil rank among the three top petrochemical players of South East Asia.

Government to allow interest subsidy to iron ore mining industry Indian Government has announced plans to provide subsidy to the iron ore benefaction technology. Pelletization of iron ore fines is an important raw material for the domestic steel industry. The domestic steel production is projected to reach 150 mn tons by 2016‐17 from the current level of 72 mn tons. Pelletization of iron ore fines will steadily gain importance as the mining of high grade iron ore is limited and not sufficient to meet the demand of the growing steel industry. The policy to introduce a subsidy is expected to divert the iron ore resources from export towards meeting the domestic steel industry demand. However there is

sufficient room for R&D in pelletization before it can be effectively utilized in the production of iron ore fines. India threatens the cancellation of 58 allocated coal blocks Coal ministry of India has recommended the cancellation of 58 coal blocks allocated to several companies owing to unsatisfactory progress in developing those blocks. Production in these blocks was slated to begin within the range of 2003‐11. However no work has been started in these blocks till now. Till December 2011, 23 blocks have been de‐allocated out of 218 blocks that was allotted by the Coal Ministry of India. The remaining 195 blocks is expected to have a mining capacity of 44.23 bn tons. The mining plan was approved for 129 blocks but only 29 blocks have started coal production. Some of the companies that are facing the de‐allocation are Steel Authority of India Limited, Jindal Steel and Power Limited, National Aluminium Company Limited etc.

News Update Expansion Plans

Honicel to set up plant in Chennai Honicel Worldwide will set up its first plant in Chennai, India. Company specializes in the production of ‘honeycomb products’. Honicel has entered into a joint venture with Chennai based Ethiraj Timber Pvt. Ltd. The new plant will manufacture packaging products for the domestic market. Boards made from Honicel constructive will range from 10 mm to 100 mm. Each palette is expected to weigh around 0.5 tonne and about 400 doors os standard sizes can be produced from it. The new plant in Chennai is expected to produce 9,000 tons of honeycomb core per year. 60% of the production will be utilized by the packaging industry and the remaining 40% is expected to be sold to the manufacturers of doors and furniture. Indian Oil to develop plastic polymer plant in India Indian oil has announced plans to build a polybutylene terephthalate (PBT) semi‐ crystalline thermoplastic polymer plant in Panipat in order to meet the domestic and regional demand. The new refinery is expected to have a capacity of 553,000 tonne per year. PBT consumption is around 70,000 tons per year and is expected to reach 103,000 tons per year by 2015. Rapid growth in the automobile sector is a major contributor to the growth in demand of PBT. Demand of PBT in Asia has registered an increase of 32%. Some of the leading global PBT manufacturers are BASF; DSM Engineering Plastics, DuPont China, LANXESS, Bayer and Lurgi Zimmer.

Rio Tinto to set up a new Innovation Centre in India A new innovation centre has been opened in Pune jointly by Rio Tinto and iGate Patni. This initiative has been undertaken with a view to support the Mine of the Future program of Rio Tinto. Engineering research and development services will be provided by iGate to Rio Tinto. The innovation centre is an important step towards the development of the Mine of the Future program of Rio Tinto. Mine of the Future program was launched by Rio Tinto in 2008. The program involves the introduction of new technologies with a view to reduce cost and increase the efficiency of the production process. INR 22,849 mn was invested in the Pilbara iron ore rail network in Western Australia under the program. Rio Tinto to develop second mine in Bundelkhand Rio Tinto has announced plans to develop the second diamond mine of India. It is also expected to be the first diamond mine by a private company. The company can start its mining operations once the clearances have been obtained from the Ministry of Environment and Forest. It takes eight to ten years to develop a deposit into an operational mine. Rio Tinto has been prospecting the region for nearly two decades. 27.4 mn carats of diamond is expected to be obtained from a field of eight kimberlitic rock pipes named Saptarishi. However everything is dependent on the pre‐ feasibility study that is expected to be completed by December. Out of the eight Kiberlitic pipes company has been focusing on the largest Kimberltic pipe ‘Atri’. India is expected to emerge as a major producer of diamonds if its known deposits are evaluated. Adani Enterprises signs deal with NTPC for imported coal supply Adani Group has entered into an agreement to supply imported coal to NTPC. Adani group will supply around 4 mn tons of imported coal to NTPC between March to June 2012. The coal will be supplied to fourteen power stations of NTPC across India. Coal blending requirements of NTPC will be met from the supply of imported coal. Adani Group will supply 1 mn tonne of coal each to Talcher power stations, Farakka and Kahalgaon stations. 0.5 mn tons will be supplied to Simhadri and Ramagundam stations. Again 0.8 mn tons will be supplied to Dadri, Rihand, Singrauli, Tanda, Unchchar and Vindhyachal stations. Adani Enterprises is the largest importer of coal in India and has more than 50% market share. Company operates and develops mines in India, Australia and Indonesia. By 2020 the company is expected to mine around 200 mn tons of coal per year.
