Top Story TRAI cap on ads likely to face opposition from Broadcast association After two months of publishing a consultation paper on ‘Issues Related to Advertisements in TV Channels’, TRAI has released regulations pertaining to the provision of advertisements in TV channels on May 14, 2012. This regulation comprises four broad areas including ad duration in one hour which TRAI has specified to be a ‘clock hour’, gap between ad breaks, not allowing part‐ screen or drop down ads and same ad volume as that of program volume. A fair number of industry organizations have opposed suggestions on most of these points including regulation on advertising itself. They are of the opinion that advertising is a factor that should be decided by the market forces and not by any regulating authority. Even though there has not been any official statement issued by Indian Broadcasting Foundation or News Broadcaster Association, cap on ad will most likely be opposed. The cap, which is stipulated to be 12 minutes including channel promos in an hour of programming, is apprehended to decimate businesses of news channels and specialist genres like movies, music and others. The TRAI’s move is considered to be an arbitrary move that neglects the concept of a free market where demand and supply would decide commercial time. Further, clock hour computation for ad minutes in an hour is going to have adverse effects on niche channels in addition to putting revenues garnered by channels at stake also. Since TRAI has made this regulation effective within a short period of time, channels will be facing intense pressure on honoring existing deals or even recovering costs incurred on channels. With digitization scheme on the cards, focus should be more on improving quality of service to consumers.

RBNL comes up with a new offering Thrill The joint venture (JV) between Reliance Broadcast Network (RBNL) and European entertainment network RTL has stated about its new offering named Thrill. This Hindi channel which is slated to be launched in the first quarter of FY 2012‐13 is all set to target male audience lying in the age group of 15‐40 years. Content of the new channel will be primarily including fiction, reality and action‐ based movies. Gaming app 9X Play launched by 9X Media 9X Media has introduced a series of gaming apps for its 9XM fans especially on the digital platform. Named as 9X Play, this series offers a wide range of games which feature 9XM characters including Bade, Chote, Silly Chicken, Bheegi Billy and Badshah Bhai. These games can be downloaded and played on iPhones, iPads and Android devices. In a bid to engage their viewers by [providing them complete entertainment on a digital platform, 9XM have made 9X Play available to users. Spice introduces Live TV on mobile Spice, the mobile internet concern has launched FLO TV‐M 5600 which is a uniquely designed touch screen handset having the capability of adding an analog TV to the device. Spice has upgraded its FLO series from touch range to Live TV. This is primarily an extension after the success of Cappuccino which formed the previous FLO series touch phone. Spectrum fee hike proposition faces community radio stations’ ire A five‐fold increase in spectrum fee for community radio stations has stirred up community’s ire against the proposition. The community is of the view that the huge hike will prove to be detrimental to the not‐for‐profit run stations. Prompted by this mass outcry, the information and broadcasting (I&B) ministry has already written a letter to the ministry of telecommunications and IT. A recent order has led to increase of annual royalty charges from INR 19,000 to that of INR 91,000. This is considered as a death knell for community radio stations as many organizations would find it beyond possibility to meet this colossal hike in royalty charges. Further, this would affect the new applications as well as the present license holders of small FM community radio stations run by communities within a radius of 5‐15 km with a 50 watt transmitter. A hike of this stature is only going to add to the miseries of radio stations as they continue their struggle for steady finances. India acquire 13 nominations as finalists at NYF 2012 Big FM, the FM radio brand of Reliance Broadcast Network (RBNL) is leading the country after bagging five nominations in this year’s New York Festivals Radio Program & Promotion Awards. Onlive garners a lot of attention for its cloud gaming service. Onlive renders games on cloud‐based servers and streams the game video to one’s device and control units back to the servers. This results in accessing games on phone, tablet, or even old computers that would have never been able to support games before. NVIDIA is not opening a store front to the end users, rather it is offering the service to game developers to process direct integration into their games. Herein the benefit lies in the fact of games getting to offload high or impossible system requirements to the cloud. On the other hand, this primarily means a new cost for game developers though it is not clear how much a service like this would cost or how a game developer would offset this. West Bengal to witness development of hardware clusters The West Bengal Government has drafted an IT policy that aims at developing hardware clusters in the state. The Government has zeroed in on Kolkata and tier‐II towns like Asansol, Falta, Kharagpur, Kalyani and Siliguri as prospective areas for developing electronic system design and manufacturing (ESDM) and hardware units. In accordance with the draft IT policy papers, in addition to the infrastructure support, help will also be provided through fiscal benefits such as reduced electricity tariffs and faster clearances to small and large investors in order to set up hardware and ESDM units. The State Government is also looking at developing curriculum relevant to the animation and gaming industry and introducing at the University level, including select fine arts and general stream courses and technical institutions. Reliance Communications subscribers get mobile video platform from Smith Micro Smith Micro Software, provider of wireless and mobility solutions, has announced about its tie‐up with India’s leading telecommunications provider, Reliance Communications. A body established for the benefit of Reliance Industries, known as Independent Media Trust, has acquired the share holding by subscribing to the convertible debentures of companies controlled by Raghav Bahl. He is the person who also controls the two media operations of the Network 18 Group chiefly Network 18 and TV18 Broadcast. While the former encompasses the digital and publishing aspect of the business, the latter focuses on television assets. TV18 operates the business news channels CNBC TV18 and CNBC Awaaz as also some general news channels CNN IBN and IBN 7. Additionally, it also takes care of the 50% stake in Viacom 18 along with the entertainment channels under its wings namely Colors, MTV, Nickelodeon and VH1 as well as film arm Viacom 18 Motion pictures. Reliance Home Video & Games joins hands with Namco Bandai Reliance Home Video & Games, a chief player in the field of toys and games licensing and merchandising industry has collaborated with Japanese game developer Namco Bandai in India. Together they come to distribute and promote movie based games in the country. This partnership marks a symbiotic relationship between the two concerns with Reliance cashing in on Namco Bandai’s diverse portfolio in games across categories and Namco benefitting from Reliance’s strong distribution network in the country. The first game to be launched with this association will be ‘Madagascar 3−Europe’s Most Wanted’. The game will be available on both PS3 and Xbox 360 and will be released around the same date as the release date of the movie. Red FM and Suryan FM shine at the IRF Red FM and Suryan FM continue with their winning streak at the 7th India Radio Forum (IRF) as they merge the winners of 8 Excellence awards in the Radio Awards. The much awaited IRF 2012 ended amidst much fanfare wherein stalwarts from the industry took center stage. Cinema TV to make a foray into Hindi movie domain Cinema TV, a 24 hour hindi movie channel is all set to be launched free to air across the DTH satellite channels in India. The channel is slated to be functional from 1st of June 2012. The new movie channel sets mark of the maiden entry by Softline Creations based in Dehradun into the television domain. Initially available on Reliance Digital TV, Airtel Digital TV and Videocon d2h, the channel is in talks with the DTH arm of public broadcaster Doordarshan, DD Direct Plus. Banking on the concept of cricket and movies being the staple diet of Indian viewers, the channel is focusing on the screening times of each film. Game4u introduces 2 stores in Gurgaon Game4u, a video games retailer, has announced its expansion plans for the NCR region with the launch of two new stores in Gurgaon. The announcement came at Radio Asia 2012 Conference in Jakarta wherein the group said that it is optimistic about launching 24‐hour sports station on FM in key markets such as Jakarta, Singapore, Malaysia and Thailand. It also mentioned that services for India, China and the Philippines are soon to be followed. UTV has struck a deal to partner the Barclays Premier League for the next four football seasons inclusive of rights to broadcast commentaries on all 380 matches each season in English, Spanish and Mandarin outside Europe. Their expansion into Asia is being hailed as a significant move in the lines of establishing itself as the world’s largest sports radio station as they look towards processing partnerships with some of Asia’s leading radio broadcasters. Aptech to add 150 more centers in its offering portfolio Aptech Ltd, which already has presence in 40 countries across the globe is planning to increase its footprint into French speaking parts of Africa, Columbia and Mexico this year. In lines with its aim of solidifying its presence in cities of the emerging countries, Aptech is charting out an investment of INR 35 mn on content. The said expansion is slated to be in the lines of partnership or franchise model. On the other hand, its subsidiary, Maya Academy of Advanced Cnematics, the 3D animation and visual training effects institute has announced collaboration with the United Nations Information Centre for India and Bhutan for the second year. In terms of multimedia animation, the concern is considered to be holding a share of 80% in the market and is looking to bolster its foothold in future. Tata Elxsi looking at games as a business proposition Riding on the prospect of animated content, Tata Elxsi, the technology concern, is actually planning a foray into gaming development domain. Besides focusing on 3D animation movies, this field is considered to be a domain that beckons the company. Though it had stated that it is a niche market and it intends to concentrate on the gaming services for the time being, Tata Elxsi had also dropped the hint of its plan to venture into the game development segment in near future. For the reports, the concern is expecting to post growth arte above the industry average of 18% for its animation content. Despite 3D movies not appealing to the Indian audience as strikingly as it does in the West and the animation sector not earning enough accolades, it is optimistic that the sector will fast catch up to an impressive growth rate.
