The Galician Coastal Management Plan (POL) is an instrument for the comprehensive integrated planning of the coast. It was enacted by Law 10/1995 of the Galician territorial management, the aim of wich is to establish “ guidelines, principles and general rules for the urban planning of the coastal area that are, based on durability and sustainability criteria, as well as guarantee the necessary regulation to guarantee the conservation, protection and enhancement of the value of coastal areas.” 4835000

This document represents a key instrument in the establishment of a reliable normative framework for the protection of the Galician coast. It helps in moving forward towards a fairer and more competitive society, wich is simultaneously more committed to sustainability and the environment within the framework of a dynamic and innovative territorial model. The POL rises from the conviction that environmental protection does not simply mean limiting development. Rather, to protect a territory is to manage it, organizing its uses according to its natural and anthropic configuration as well as its processes and dynamics. The POL is furthermore a tool for the dynamic management of a territory. That is to say, the territory is perceived as the result of the interaction of various dynamics – dynamics that operate on different spatial and time scales but effect the same scenario, where different performances converge in systemic terms.

One of the distinctive characteristics of this Plan is the use of analysis and characterization of the landscape as a methodology that enables a new way to read and map the territory. But this Plan is above all a useful tool for the management of the coast. For this reason, in addition to a complete analysis report, the Plan includes a catalog of procedures for future growth proposals and norms for determining levels of compatibility for development. It also includes recommendations for revaluating existing built ensembles that are not in accordance with the proposed model.

In a move relevant for coastal management on an international level, the plan proposes a new zoning model, the structure of which is based on different superimposed and complementary elements interacting in a dynamic process. This structure enables the model to register the peculiarities of each sphere of study. With the help of this model, the plan defines the basis of a green coastal infrastructure composed of elements relating to natural dynamics; in addition, it also brings forward a proposal for ecological corridors . Furthermore, all the anthropogenic dynamics at play in the territory, which – at different scales and durations – constitute the material as well as immaterial cultural heritage, configure the “brown infrastructure” . Both infrastructures complement one another, drawing the environmental and cultural framework of the Plan and defining a series of uses and elements to be appreciated and integrated in the different processes of spatial planning.

Beim Raumordnungsplan für die galicische Küste (POL) handelt es sich um ein umfassendes Planungsprogramm für die Küste, das im Gesetz 10/1995 über die Raumordnung Galiciens verankert wurde und dessen Gegenstand darin besteht, „Kriterien, Prinzipien und allgemeine Richtlinien für die Stadtplanung des Küstenbereichs auf der Grundlage von Dauerhaftigkeit und Nachhaltigkeit festzulegen sowie die erforderlichen Vorschriften für den Erhalt, Schutz und die Aufwertung der Küstengebiete zu gewährleisten”. 4835000

Das Schriftstück stellt ein unverzichtbares Instrument für die Erstellung eines stabilen Rechtsrahmens zum Schutz der galicischen Küste dar. Dadurch wird der Fortschritt zu einer gerechteren und konkurrenzfähigeren Gesellschaft ermöglicht, die parallel dazu ein großes Engagement bei der Nachhaltigkeit und der Umwelt im Rahmen eines neuen, angemessenen, dynamischen und innovativen Gebietsmodelles zeigt. Der POL entstand aus der Überzeugung, dass Umweltschutz nicht nur Einschränkung bedeutet, sondern in der Verwaltung eines Gebietes, in der Festlegung seiner Nutzung und der natürlichen und anthropogene Gegebenheiten sowie in seinen Prozessen, Werten und Dynamiken besteht. Ferner ist der POL ein Werkzeug für eine dynamische Gebietsverwaltung, d. h. es wird als Ergebnis der Dynamiken betrachtet, die auf unterschiedlichen räumlichen und zeitlichen Skalen ablaufen und auf das gleiche Szenario einwirken, in dem verschiedene Verhaltensweisen in systemischen Konzepten zusammenwirken.

Eines der unterscheidenden Merkmale dieses Plans ist die Nutzung, Analyse und Merkmalsbeschreibung der Landschaft als Methode, durch die eine neue Lektüre und ein verändertes Verständnis des Gebietes ermöglicht werden. Die Raumplanung ist jedoch vor allem ein nützliches Instrument für die Verwaltung der Küste. Aus diesem Grund werden im Raumordnungsplan neben einem umfassenden Analysebericht ein Maßnahmenkatalog für künftige Wachstumsvorschläge sowie Vereinbarkeitsstufen für vorgesehene Entwicklungen festgelegt, zu denen ebenfalls Vorschläge zur Neubewertung für bestehende bauliche Anlagen gehören, die dem Raumordnungsprogramm entgegenstehen.

Auf internationaler Ebene der Küstenplanung wird im Raumordnungsprogramm ein künftiges Beschäftigungsmodell vorgestellt, dessen Aufbau auf einzelnen, sich gegenseitig in einem dynamischen Prozess überlappenden und sich vervollständigenden Aspekten beruht, um die Besonderheiten eines jeden Bereichs zu erfassen. Damit werden die Grundlagen für eine grüne Küsteninfrastruktur festgelegt, die sich aus den einzelnen Faktoren einer natürlichen Küstendynamik zusammensetzt; gleichzeitig wird der Vorschlag zu grünen Korridoren vorgelegt. Alle Aspekte der anthropogenen Dynamik, die innerhalb des Gebietes gemäß ihres Umfangs und Zeit das materielle und immaterielle kulturelle Erbe bilden, ergeben ferner die so genannte „braune Infrastruktur“. Beide vervollständigen sich und skizzieren das Rückgrat von Umwelt und Kultur des Programms und definieren die umfassenden Nutzungsmöglichkeiten und Inhalte für die Bewertung, die in die unterschiedlichen Raumordnungsprozesse aufgenommen werden müssen.

The last decade has seen increasing international awareness of coastal issues and a growing need to change a growth model that can be described as “without criteria.” This model is largely responsible for the intense urbanization along the coasts that is producing inefficient urban systems, which have further produced a series of impacts and disturbances that affect not only our perception of the coastal landscape, but also the eco-anthropic system on its whole, putting at risk its functioning.

In this context, the need to elaborate instruments for the protection, planning and management of the coast arises. These instruments enable the definition of durabilityand sustainability-based criteria, principles, and general norms for the planning of coastal areas, as well as the necessary norms that ensure the conservation, protection, and highlighting of the values of coastal areas. 4834000

Im Laufe des letzten Jahrzehnts entstand weltweit der Bedarf zur Änderung eines Wachstumsmodells, das man als „planlos“ bezeichnen könnte. Im Zuge dieses Wachstumsmodells fand an weiten Teilen der Küste eine intensive Bebauung mit sehr ineffizienten Stadtanlagen statt, die ferner unterschiedliche Auswirkungen und Störungen mit sich brachten, von denen nicht nur die Wahrnehmung der Küstenlandschaft, sondern auch das ökologisch-anthropogene System im Ganzen betroffen war, und zwar so stark, dass sein Überleben in Gefahr geriet

The POL integrates the policies of territorial and landscape planning into a mechanism for defining the area of the coast on which to work. In this sense, the plan emerges from a holistic understanding of the coast and the coastal processes, and avoids reductive approximations based merely on issues related to the coastline The point of departure was the 2,555 km of Galician coast that include 432 km of islands, 464 km of marshlands, and 1,659 km of coastline. In this space we find 1,299,663 inhabitants distributed over 82 municipalities. The analysis of watersheds linked directly to the coast – an area that correlates with the viewsheds afforded from the coast line – allowed the delimitation of the area of study. This was later adjusted to define the Area of Management of the Plan, an area that reaches 215,359 ha. This data allows us to come to acknowledge the magnitude of the territory that the plan covers, as well as the series of dynamics that need to be integrated. EIN ANDERES MODELL IST MÖGLICH:

Im POL werden die Regelungen für die territorialen und landschaftlichen Gebietsverordnungen gemeinsam als Mechanismus zur Definition des im Mittelpunkt der Aufgaben stehenden Küstenbereichs aufgenommen. In diesem Sinne wird im Raumordnungsprogramm von einem holistischen Verständnis der Küste und der Küstenvorgänge ausgegangen. Vermieden werden dabei Herangehensweisen, deren Schwerpunkt rein auf den Problematiken im Zusammenhang mit dem Küstenrand liegt. Ausgangspunkt waren 2555 km galicischen Küste, zu denen 432 km Inseln und 464 km Marschland sowie 1659 km Küstenfläche gehören. Auf diesem Gebiet befinden sich 82 Gemeinden mit 1.299.663 Bewohnern. Aus einer Analyse der ersten Drainagebecken, die übereinstimmend mit den von der Küstenfläche aus sichtbaren Becken direkt in die Küste einleiten, ergab sich ein Studienumfang, der später angeglichen wurde, um schließlich den Verwaltungsbereich des Programms festzulegen. Er umfasst eine 215.359 Hektar große Fläche. Dieses Datenmaterial ermöglicht eine Annäherung an die Gebietsgröße des Programms und alle in dieses aufzunehmende Dynamiken.

The multiscalar approach has enabled to shift from the protection of the natural coastal systems at regional scale to an integrated planning of local urban dynamics. With the description of the characteristic features of the coastal area as a foundation, we have been able to develop a comprehensive vision of the ensemble that spans from the territorial scale to the human scale. Thus, seven big areas are identified, characterized, and separately individualized based on their geomorphological and lithological aspects. On a second level, we determined categories of general geographical variability within each of the seven regions, given that each region includes different internal sectors with a high degree of landscape coherence and homogeneity. This results in 35 landscape sectors. Finally, we identified and described 441 (physiographic) coastal landscape units based on the delimited areas of the viewsheds from the coastline, which in turn coincided at points with the functional watersheds in the area. We are dealing with smaller territorial units with a high level of homogeneity, which are more easily perceived at the scale of the inhabitant and thus facilitate a direct reading of the plan.

Auf der Grundlage der landschaftlichen Besonderheiten des Küstengebiets wurde ein Gesamtüberblick von der territorialen bis zur menschlichen Ebene erstellt. Es wurden sieben große Bereiche ausgemacht, die aufgrund ihrer geologischen und ihrer Küstenmorphologie einzelnen gekennzeichnet wurden. Auf einer zweiten Ebene wurden die allgemeinen geographischen Varianten innerhalb jeder einzelnen dieser sieben Regionen festgelegt, da diese internen Sektoren ein höheres Niveau an landschaftlicher Übereinstimmung und Homogenität aufwiesen. Dabei wurden insgesamt 35 landschaftliche Sektoren definiert. Schließlich wurden mithilfe der Grenzverläufe der direkt an der Küste liegenden sichtbaren Becken, die stellenweise mit den funktionalen Drainagebecken übereinstimmen, 441 (physiographische) küstenlandschaftliche Einheiten ermittelt und beschrieben. Es handelt sich dabei um kleinere Gebietseinheiten mit einem hohen Homogenitätsgrad, die auf Bürgerebene leichter verständlich sind, und damit die Auslegung des geplanten Raumordnungsprogramms eingängiger machen.

The main determinant of this territory is the great variability of its constitutive elements, factors of change, and processes. Only a multiple factor analysis at different scales will enable us to reach the necessary knowledge to establish a new territorial and management model. The methodology employed for exploring and acknowledging this territory as well as establishing its model is based on the understanding of the natural and cultural dynamics. For this reason, we have collected not only the constitutive elements, but the relations existing between them. Thus, we have been able to undertake a qualitative analysis of these elements that serves as a basis for thoroughly detailing the actual dynamics behind the changes in the land uses and its relation with the main values of the coast. With this approach, we can go beyond a reductive inventory only concerned with the strictly natural values to a wider view that reads the coast as a natural and cultural asset as well as an identity element. This characterization of the territory is collected and represented in the map entitled “Uses and elements for assessment” and constitutes the starting point and the motivation for the following definition of the proposed territorial model.

Die Grundvoraussetzung für das Verständnis dieses Gebiets ist der große Abwechslungsreichtum, der aufgrund von Gegebenheiten, Faktoren und Prozessen besteht. Allein durch den Ansatz einer Multifaktorenanalyse auf verschiedenen Einzelebenen wird die erforderliche Kenntnis zur Festlegung neuer Gebiets- und Verwaltungsterritorien ermöglicht. Die für die Untersuchung dieser Bereiche benutzte Methode basiert auf dem Verständnis der natürlichen und kulturellen Dynamiken. Dafür wurden nicht nur die Einzelaspekte, sondern auch die zwischen diesen bestehenden Beziehungen ausgewertet. Es ergab sich eine qualitative Analyse aller Aspekte, die die Grundlage für die Aufschlüsselung der einzelnen, heute wirksamen Dynamiken bei den Nutzungsänderungen des Bodens und seiner Verbindung zu den wichtigsten Küstenwerten bildet. Durch diese Herangehensweise wurde über ein reines Inventar der eng gefassten Naturwerte hinausgegangen; die Küste wird als ein natürliches, kulturelles System, als eine Naturgutressource und als fester Identitätsbestandteil verstanden. Diese Gebietscharakterisierung wurde in einer Kartierung mit der Bezeichnung „Nutzungen und Bewertungselemente“ festgehalten und bildet den Ausgangspunkt und den Anstoß für die spätere Definition des vorgeschlagenen Gebietsmodells.

The outcome of this work is a methodology for analysis and diagnosis based on an understanding of the landscape, of the logics and coherence of the processes that configure it. Thus, this methodology allows us to objectify decision making concerning the planning model in the area of study. The POL represents a systemic approach and a relational model. Our focus is not simply in delimiting a series of elements and spaces, but rather in highlighting their interconnections. For this reason, we establish a framework composed by distinct superimposed and complementary elements, which enables us to gather the particularities of each area. In this way, we can configure a plan that is universal in its principals, but “custom-tailored” for Galicia. This plan defines the basis for a green coastal infrastructure composed of natural dynamic elements and the network of ecological corridors. As an additional complement to this green infrastructure, there is the “brown infrastructure”: the cultural and anthropic elements that are integrated in the territory according to their scale and duration and which shape both the tangible and intangible cultural heritage. Both infrastructures are based on the same method reading, for they support the environmental and cultural foundation of the plan. This foundation is materialized in the map of uses and assessment elements that are to be integrated in the planning and transformation of the territory’s processes. Today, planning has to have the ability to produce documents that not only ensure the preservation of valuable spaces, but also establish mechanisms that guide contemporary processes of land use by introducing a way of thinking on the territorial scale – a way of thinking that is, in other words, based in an ecological and landscape approach. We can summarize this in three main ideas: * Increase responsibility for nature and its systems * Establish quality engagements for future generations * Emphasize collective use over individual use Der Raumordnungsplan POL stellt eine systemische Annäherung und ein Beziehungsmodell dar. Es handelt sich nicht darum, verschiedene Elemente und Räume voneinander

abzugrenzen; der Schwerpunkt liegt vielmehr auf den zwischen diesen bestehenden Beziehungen. Aus diesem Grund wird eine aus verschiedenen, sich überlappenden und ergänzenden Faktoren bestehende Struktur festgelegt, um die Besonderheiten eines jeden Bereichs zu erfassen. Damit wird im Prinzip ein universelles, jedoch für Galicien maßgeschneidertes Programm erstellt. Im Plan werden deshalb die Grundlagen einer grünen Küsteninfrastruktur, die aus den Aspekten einer natürlichen Dynamik sowie aus einem Netz ökologischer Korridore besteht, klar umrissen. Ergänzend werden diejenigen anthropogenen Bestandteile ermittelt, die durch ihre Aufnahme in das Gebiet gemäß Ihres Umfangs und der Zeit das materielle und immaterielle kulturelle Erbe bilden und die so genannte „braune Infrastruktur“ ergeben. Beiden liegt eine gemeinsame Lesart zugrunde, denn sie skizzieren das Rückgrat von Umwelt und Kultur des Programms, das in der Kartographie der Nutzungen und Bewertungselemente ihren Niederschlag findet, und müssen in die Raumordnungs- und Umwandlungsprozesse des Gebietes aufgenommen werden. Eine aktuelle Raumplanung sollte in der Lage sein, eine Dokumentation zu erstellen, die neben dem Schutz wertvoller Naturräume auch die Mechanismen zur Leitung von zeitgenössischen Bodennutzungsprozessen durch die Einführung einer auf territorialer Ebene liegenden Logik, d. h. einer auf ökologischen und landschaftlichen Überlegungen ruhenden Logik, berücksichtigt. Vereinfacht bedeutet das: * Eine Ausweitung der Verantwortlichkeiten bezüglich der Natur und der Ökosysteme * Die Festlegung von hochwertigem Engagement bezüglich künftiger Generationen * Kollektive Überlegungen gegenüber individuellen Nutzungen

The Plan enjoyed a high degree of social and civic participation thanks to its transparent management process as well as the publication of updated information regarding the plan at each level of its creation and development. This participative process on both the institutional and public levels served to direct attention towards the necessity to change the actual coastal model. The POL is implemented in the form of each plan and project that is developed during its validity; from the technical point of view, it further constitutes the documentary and methodological basis for creating the landscape catalogs of Galicia. The continuity of the Plan derives from its dynamic management, starting with following up during implementation and updating the key territorial information on which the Plan is based. The Plan includes a follow-up system that will have as its fundamental tool a system of sustainability indicators that permits one to identify the evolution of the different variables and key elements of the territory throughout the time of its application.

Der Raumordnungsplan erfuhr dank seiner Transparenz bei der Durchführungsleitung und aufgrund der regelmäßigen Veröffentlichungen aller verfügbaren Information während seiner Erstellung und Bearbeitung eine hohe Bürgerbeteiligung. Der institutionelle und öffentliche Beteiligungsprozess zog die Aufmerksamkeit für die Notwendigkeit eines veränderten Küstenmodells auf sich. Der POL wird anhand jedes während seiner Geltungsdauer entwickelten Plans und Projekts umgesetzt und bildet ferner vom technischen Standpunkt aus die dokumentarische und methodische Grundlage für die Durchführung der Landschaftskataloge für Galicien. Die Weiterführung des Programms ist durch seine dynamische Verwaltung gegeben, zu deren Beginn die Nachverfolgung seiner Umsetzung und die Aktualisierung der ihm zugrunde liegenden Schlüsselinformationen über das Gebiet stehen. In diesem Sinne ist in der Raumplanung eine Nachverfolgungsmethodik enthalten, deren grundlegendes Werkzeug in einem System von Nachhaltigkeitsindikatoren besteht, anhand dessen die Entwicklung dieser Schlüsselvariablen und -faktoren im zeitlichen Ablauf ermittelt werden kann.
