STAFF HIGHLIGHTS hugh Floyd, PE BS in Civil Engineering // Professional Engineer in New Mexico Mr. Floyd has 19 years of experience in engineering and project management and has played an integral role in local commercial and retail development over the last decade. He has performed drainage design and analyses since 1999. Specializing in coordinating complex projects with many stakeholders, Mr. Floyd has been responsible for over 50 commercial projects that range from small one-acre sites requiring site civil design to large master plans requiring extensive planning, zoning, and pro forma analysis. Mr. Floyd and the team he has trained are experts in being persistent with government reviewers, utility providers, and project team members while maintaining good long-term relationships. Mr. Floyd has helped guide the City of Albuquerque using hydrology and hydraulic modeling techniques, and employs best practices to his private sector projects to meet city requirements while minimizing project costs.

As a principal consultant in his own company for over 23 years, he has been involved in project management, planning, design, and construction inspection for major drainage facilities, highways, underground utilities, and various land development projects with specializations in stormwater management, drainage master plans, open-channel design, and computer applications for hydrology and hydraulic analysis.

His experience, from project pro-forma development through construction completion, allows a comprehensive approach to every project. This background allows costly and/or time-consuming matters that affect a project to be identified early and solved effectively or avoided entirely. Mr. Greer evaluates each project and provides feedback to the client regarding approvals, infrastructure needs, earthwork balance concerns, and drainage problems/solutions so that the most effective approach is applied and the project is successful. Mr. Greer’s proficiency in projecting project costs allows our clients to make informed decisions about proceeding with a project before a substantial investment of capital has been committed. Project HIGHLIGHTS 565 Communication Cir Colorado Springs, Colorado
This 7500 sf building houses Operation TBI Freedom to help veterans with traumatic brain injuries. The project included the preparation of all Civil Drawings for the 0.95-acre site in west central Colorado Springs including the Grading and Erosion Control Plan, Utility Services Plan and Drainage Report and Plan. Because of the type of facility being developed, special attention was given to handicap accessibility.

1212 Motor City Drive Colorado Springs, Colorado
This project was completed for Phil Long Ford and involved redesigning the main parking and access area to the Phil Long Ford showroom and maintenance area. This 0.99-acre redevelopment include a major regrading design, parking and display layouts along with drainage improvements within the area. We developed all Civil Drawings related to the project including the Grading and Erosion Control Plan and Drainage Report and Plan.

4345 South Carefree Blvd. Colorado Springs, Colorado
This redevelopment project involved the removal of an existing 2100 sf car wash facility and replacing it with a new 6020 sf commercial building located within the existing Carefree Plaza development in east central Colorado Springs. This project involved approximately 0.3-acres of the 2.7-acre site and included Development Plan approval along with the preparation of the Grading and Erosion Control Plan, Utility Services Plan and Drainage Report and Plan. The project is currently under construction.

Project HIGHLIGHTS gateway south pond removal and water quality design Rio Rancho, New Mexico
RESPEC staff performed a hydrologic study to show that the regional pond at the northwest corner of Westside Boulevard and NM 528 no longer affected the peak rate of flow in the overall drainage system. The lot that contained the pond was privately owned with a drainage easement in place over the pond. Mr. Floyd coordinated with AMAFCA, NMDOT, and CORR to come to a consensus that the pond could be removed and replaced with a water quality structure. Mr. Floyd coordinated the design of a structure to remove oils and other floatables and to re-plat the property. Currently, a new storm drain system with a water quality weir inlet has been designed and approved by AMAFCA and NMDOT. This work allowed what is likely the most valuable property in Rio Rancho to become available for development, while adding a new water quality feature to the existing storm drain system capable of removing floatables for storms up to the 100-year event.

Project HIGHLIGHTS Cherry Creek Mall Denver, Colorado
This project included site engineering and utility design/ coordination for the redesign of Cherry Creek Mall’s northeast building. Engineering services included extensive utility coordination (identification of historic services based on outdated and incorrect as-builts) with service providers, obtaining requisite permits and approvals, the engineering of new service entrances, new parking layouts and a complete redesign of utility services. The biggest challenge centered on miscellaneous utilities that surrounded the site. The building was constructed in the 1950’s and needed to be brought up to modern standards. Through careful study and planning, RESPEC staff were able to identify and catalog each unknown utility line, then work closely with Denver Wastewater and Denver Water to revise and eliminate unnecessary services and connections. The result was a more efficient and stable utility connections for the building. The project included working closely with the City & County of Denver and was able to achieve SDP approval prior to required deadlines. RESPEC staff understands and complies with Denver Water standards and was able to collaborate on the elimination of the unnecessary water lines. Ultimately providing two separate taps, providing the client with simplified utility services for the new development.

Trader Joes, 8th & Colorado Denver, Colorado
RESPEC staff was the site-solutions lead for the national retailer’s new presence in the Denver market. As part of this process RESPEC staff was responsible for utility design / coordination, interfacing with approval agencies, site storm water strategies and coordination with project architects. Central to the project’s success was RESPEC’s existing relationships with approval agency personnel, relationships developed over his 16 years of engineering experience in Denver.

Project HIGHLIGHTS punch bowl social Denver, Colorado
RESPEC staff collaborated with OZ Architecture to assist Punch Bowl Social as it takes its restaurant concept around the nation. Punch Bowl Social restaurant designs blend modern design elements and entertainment in historic structures adapted for re-use. RESPEC staff was responsible for obtaining requisite development approvals, site civil duties and utility coordination. Close collaboration with the project architect was essential for the successful realization of these unique entertainment venues in historic structures.

McNichol’s Building Denver, Colorado
RESPEC staff worked closely with Humphries Poli Architecture as the site-solutions engineering lead on the design and re-use of this City-owned historic building located in Civic Center Park. Project tasks included utility coordination with the City and County of Denver and other agencies for service improvements. RESPEC staff also assisted in the design of a new north side entrance that included a deicing system, granite stairs, and bench seating. After completing the Phase 1 Rehabilitation of the McNichols Civic Center Building, Humphries Poli Architects and RESPEC staff were commissioned to continue work on the building through its second phase, restoring the building to its original state. During the redevelopment of the building, a number of historic design elements were revealed including decorative steel stair stringers, original mosaic tile and terrazzo that had been hidden beneath floors, and original plaster column wraps that had been encased in walls. Through this experience RESPEC staff is well aware of how to manage and adapt to the many “surprises” that are often found during the design and redevelopment of historic structures.
