Introduction
Presentation of the office
Philosophy Rethink is an urban and architecture design consultancy in Paris, France, bringing together a team with expertise in urban and architectural design. A team that carries a vision and implement projects. - Urban planning (research, studies, projects...) - Architecture (design, projects, constructions…) The activities and tasks undertaken by the office are intentionally diverse, but can be divided in two main fields. We mainly work on sustainable transformation of urban fabrics, the development of metropolitan areas and the quality of public spaces, as well as the renovation and restructuring of existing buildings to new uses. This combination of different scales and geographical situations within the office is essential to take a critical look on the contemporary transformation of sites and territories as well as its local and global impacts. We look closely on how our societies occupy and use the surface of our earth in its close environment. The agency is based in Paris and we are involved in the development of the Great Paris Region. The activity of the agency also focuses on cross-border and cross-cultural regions, such as the regions of Strasbourg and Geneva. The collaboration with professional partners in France and abroad enables to compose teams tailored to the specific project needs. We position ourselves as team acting in a network of complementary partners, open to sharing ideas and experience. We operate abroad within an exchange network with foreign partners, for urban studies (Switzerland, Russia), urban planning workshops (Benin, Brazil, Vietnam, Russia) or seminars and conferences (Germany, Algeria, Ghana, Egypt, Iraq, Morocco, Russia). This allows us to consistently enrich our studies and projects with emerging innovative approaches and methods and post them on our blog: urbanplanet.info. The scale of the city and territories The development of cities and territories involves different scales, varying time frames and multiple actors. To intervene, our office has developed a traversal, iterative and collaborative working method. Our analyses are based on a detailed knowledge of the territory, on urban forms and uses that fits in the site in order to increase its wealth and its potential. Our projects identify the logic of the site, propose development strategies and define the spatial and functional organization. They are based on the conviction that building tomorrow’s metropolis is to leave no quarter excluded and not abandon anyone.

To design sustainable urban environments, it is about starting from the existing, from the qualities of the place, from what can be recovered, transformed, adapted, enriched. Our office is clearly oriented towards the development of local resources and the creation of new dynamics related to the site. Each project offers an opportunity to improve an existing situCreating strategies for polycentric urban systems ation and to include the site in its built environment and specific context. Project: Republic of Tatarstan The project aims to coordinate and to connect multiple stories, multiple scales and competing interests, contributing to the invention diverse, open and evolving cities and territories. ɍɥɶɹɧɨɜɫɤ

To cope with the complexity of urban and territorial situations, our approach is “progressive” and it’s developing through enrichments over time. Prioritizing the objectives, retain the essential, think about the urban structure and dynamics of the actors. It is also a collective approach where each player can express his own view. Our office agency is an initiator of strategies and projects and we also position ourselves as a partner of the local actors and also as a mediator between them. The scale of the blocks and buildings Offering innovative architectural solutions and design forms capable of integrating the aesthetic, technical and environmental constraints is the challenge facing architects today. In our projects, we focus on the relationship between the building, its environment and the user’s quality of life, by a human-centred approach to the architectural design. Given the diversity of actions and actors, we prioritize the interventions and focus on the meaning of the propositions. maisons de ville / R+1 + attique

Housing and liveability of cities are a major issue in the context of developed countries and even more in developing countries for the next decades to come. Housing is also an inexhaustible way to revitalize neighbourhoods and cities and breathing new life into the surrounding environment, while focussing on the needs and wellbeing of its users. In all its diversity, habitat takes a prominent place in our projects and our research for new models for “living together” and sharing space.

Each project and each site brings a unique architectural response. Revitalizing neighbourhoods with new housing The answer lies in both the history and environment of the site and in Project: Livron - Annmasse the contemporary culture, in relation with the local context and global issues. Our approach is focus on sound and sustainable scenarios that add value to the clients and users alike. Finding the right balance between form, function, comfort, energy efficiency, the cost of ‘construction and operating costs is essential in our approach.

Our convictions In 2050, the world will have more than six billion urban dwellers, twothirds of humanity. Today 15% of humanity lives in slums. How many in 2050? How to provide housing? Human activities continue to degrade the natural environment. The current CO2 emissions trajectories lead towards a global warming closer by 4°C. The urban centres represent today up to 70% of the greenhouse gases emissions and the constant growth in demand and needs in surfaces, transport, energy and natural resources result in an unsustainable development, which has to be reverse.

Today we move from the era of “all car” at a time when it reorganizes mobility rebuilding a city nearby. Cities are rediscovering active mobility (walking, cycling), climatic virtues of vegetation and water. The importance of public spaces at different scales, balancing an urban intensity. The future is towards multi-purpose neighbourhoods and buildings providing the opportunity to live, work and relax in the local environment without recourse to motorized travel. Neighbourhoods that foster social cohesion, which is essential for a balanced urban society.

With the metropolitanisation and spatial expansion, cities worldwide face with the need to develop their peripheral areas, to improve the quality of life there and to form a comfortable urban environment outside the city centre. It’s in the periphery that the major part of the urban populations is and will be living. These areas, often urbanized without coordination only to serve the needs of the city center, have to strengthen their own identity inside a new polycentric urban system. To design their future, we look for interesting and valuable characteristics, which we assume are hidden in these peripheral areas.

Developing circular exchange systems Project: Plain of Pierrelaye
The development of circular exchange systems in architecture and urbanism is a reaction to the scarcity of raw materials, increased CO ² emissions and lack of social links. Instead of basing our environment on linear and barely sustainable systems, it comes to design synergies between different activities and resources at a local level. In addition to reducing the ecological footprint, it supports the encounter of the inhabitants and users, essential for every living territory. Such an approach was once considered marginal, but given the changes in attitudes towards the environment and energy, it has become accepted, even ordinary. We are working on these issues with the aim to develop sustainable and resilient built environments, by adopting methods to reduce, reuse and recycle. The key word for us is to optimize the construction, transformation and management of buildings and the city by linking the functions and services and the collaboration of the stakeholders. Architecture and urban planning is based on a collective work that requires today more than ever a multitude of skills far beyond a sectoral, functional or spatial approach.
Public spaces, balancing the urban intensity Project: Public spaces – Bobigny
We take a great interest in the city in all its forms, because their form and development is the reflection of the urban society. Predict its development and intervene in the urban fabric is our passion. For our generation, the equitable urbanization of our planet is one of the major challenges of the 21st century. An issue that we wish to answer.

Limeil-BrĂŠvannes, ce vendredi. Les habitants de la HĂŞtraie Ă Limeil seront consultĂŠs pour dĂŠcider des travaux Ă rĂŠaliser dans le quartier et dans leurs logements. (LP/A.V.)
Combien ? , s’interroge une prÊsente. Difficile de dÊfinir la

ZDF Studio Paris The project was about a major renovation of the Southern Europe headquarters of the ZDF (Second German Television Channel) in the sixteenth arrondissement of Paris, consisting of two buildings around a central courtyard. The operation demanded for the partial rehabilitation of the facades, the replacement of some windows and the revision of the zinc and slate roofing. In a first step the front building had been renovated to
accommodate the offices of the ZDF, a recording studio with the necessary acoustic design (suspended ceiling, wallcovering, sound proof windows, furniture‌) and the cutting rooms. A new electric installation of the entire building with parabolic antennas on the roof was done, as the installation of an air conditioning / ventilation by heat pump. In a second step, the back building was renovated into office spaces, partly occupied by a German radio. During the operation, the ZDF stayed on the site.

Covering of a terrasse The terrace of the Bistro de l’Arche is located at the bottom of the Grande Arche, overlooking the esplanade of La Défense, the international business district in the west of Paris. The esplanade is a large public space framed by exceptional buildings and limited to the west by La Grande Arche, which is located on the historic axis of Paris. To fit into this unique urban context, we designed a transparent and removable shell, seemingly simple and adaptable to weather conditions. A sliding facade and a flat and openable covering with sun protections allow the maintenance of an optimal thermal and visual comfort during the seasons. A thin protective covering during the winter and a maximum aperture throughout the summer. The opening mechanism is built into the supporting structure and invisible to customers and visitors. The steel frame and the glass envelope are designed with an innovative process.

Creation of a fun universe for young children The spaces to be converted are situated on the ground floor in the town hall of the 10th district of Paris, at the angle of the streets Hittorf and Pierre Bullet. The program included the design of a childcare centre for 30 children on a surface of 410 m². To benefit from the natural light which penetrates through the windows along the street Pierre Bullet, it was decided to install the children’s play rooms along this wall. The rooms, that do not require daylight, are situated in the darker sections at the back of the building. There is a continuous image wall running along the entire length of the room between functional spaces and the accessible spaces for the children. This screen is decorated by a mural image which incorporates a fun element into the childcare centre. Realized by a graphic designer, it represents nature to compensate for the lack of an outdoors area.

Restructuring and extension of a house The site is located south of the train station of Villennes sur Seine and develops itself in an east-west direction between the rue des Iselles and the railroad which follows the river Seine. The clients wanted to increase the surface of the house while preserving its form and the facade towards the street. The slope of the site makes it possible to extend the basement on garden side and open it with a continuous glass facade towards the vegetation. This new volume shelters a guest room, an office and a fitness room. Club Med offices in Paris
Reorganisation of offices The reorganisation of the offices of the French company Club Med had become necessary due to the restructuring of the company. The client requested the redesign of ten spaces in this former warehouse of the North-East of Paris, now the headquarters of the company. Research during the trade fair of offices and facilities “ORGATEC” in Cologne, made it possible to study the new products and tendencies on the market. The integration of new products needed to respect the existing visual identity of Club Med. During the project we separated open spaces into individual offices, created team work areas through removable partitions and modified the lighting, ventilation and electric infrastructure. The construction work was conducted under short deadlines during the night while the offices stayed operational. Direct order Surface: 200 m² Const. time: 2 mois Client:

A sustainable headquarter This project deals with the construction of the headquarters of the company DIII - contemporary spaces in Obernai in Alsace. The site is accessible from the north and marked by a steep slope in the south-west. A series of houses and villas of different sizes and types form the neighborhood. To integrate the building into the site and follow the slope we divided the program into two horizontal volumes. These are partially buried or stand on retaining walls. Through the green roofs and the creation of wooded outdoor spaces the building is integrated in the site and allows the free view from the road to the valley. The building had been designed to obtain the French “Habitat & Environment «certification by Qualitel.

cold The empire of sensations The Mandarina Duck showroom in Paris was designed by Droog Design and NL Architects. To regain media attention after the opening, Mandarina Duck sought a series of temporary events. The boutique had been designed with a focus on stylish and innovative furniture which reflected Mandarin Duck’s products. Not wanting to saturate the space with more design elements, we proposed an intervention on another level which would complement the existing layout. We created a series of temporary installations which could be appreciated by different senses, like temperature, odour, and feelings. Interventions which didn’t change anything in the space but propose a new way of reading and experiencing it.

Building a glacier With its chalk cliffs of 100 meters height and its unique environment, Mons Klint is one of the most spectacular natural experiences of Denmark. The origin of this geological landscape lies in the movements of the glaciers. The principal idea of our competition entry is to represent the origin of this landscape by proposing an amorphous building entirely covered with a metal skin. This skin is designed out of a layer of metal sun shades. In the winter period, this metal skin, a good thermal conductor, leads to the natural formation of the frost and creates every morning a building completely covered in white frost: a glacier!

« Combien ? », s’interroge une présente. Difficile de définir la

The public housing estate La Hêtraie The housing estate La Hêtraie, composed by 5 buildings of 9 to 14 floors, is situated on the eastern limit of the municipality of LimeilBrévannes. The estate constitutes an extention of the larger neighboring housing estate of La Haie Griselle. Different users cross though the site of the housing estate, as its limits are open. An urban generosity, which gives a special identity to the site. The ground floor is composed of the entrances halls, caretaker office and some flats. The installation of a ramp will give a wheelchair access to the raised landing of the elevattors. The 5 buildings propose 209 flats 1 to 5 rooms, with a large majority of middle size flats (3 to 4 rooms). The flats are well-perceived by lodgers because they are bright and well-distributed.

The square Rabin/Arafat and the promenade of the city hall The redesign of the esplanade and the square is part of a long term development. The city centre was built according to the principles of urbanism slab. The urban renewal process, initiated ten years ago, is based on city blocks structured by the road network. The Town Hall is the central point of the esplanade and the square. It is emblematic figure of modernity and the focal point of the urban space at the intersection of two major avenues Lenin / Thorez and Salvador Allende. We propose that the esplanade of the city hall comes is sequenced in different uses from west to east: gardens, sports and games, festive, panorama. The esplanade is intended for an intense public life, combining different functions: culture, information, recreation, commerce, community... Is the great urban forum. The square Yitzhak Rabin and Yasser Arafat has a more “alternative” vocation. It is the space of local expression and citizen participation.

A disadvantaged urban area The train station of Juvisy-sur-Orge is a transportation hub with over 1100 trains, 1500 buses and nearly 60 000 commuters daily. The largest train station of Ile de France outside Paris. The extension of the tramline T7 between Athis-Mons and Juvisy-sur-Orge under construction and in the future the station could accommodate TGV trains. Buts the areas around the station do not take advantage of this node of communication. Penalized by the urban separation through the rails and the national highway N7, subjected to population pressure and a growing poverty of its inhabitants, the old centre around the train station has been gradually asphyxiated by the non-renewal of its housing stock. Today the urban renewal is for the district Pasteur a major urban and social challenge. The buildings affected by the deterioration of housing are concentrated in three areas. These areas were defined in order to focus the actions on the housing conditions accompanied by interventions in public spaces and shops.

Connections to be enhanced in the city centre
Development of the city-centre The city of Courbevoie has grown rapidly in recent decades both in terms of population as activities and employment (21% increase from 1999 to 2006 for both). With this demographic development the urban form has also changed. In the 70s, the construction of the Centre Charras partially erased the traces of ancient historical centre. Today there are only few pre-war buildings. The adoption of new architectural and urban concepts together with growing land values led to the construction of new urban forms (offices, housing) that replaced the older buildings. The centre has nevertheless managed to preserve an identity and a commercial dynamism. This centrality as administrative, commercial and sports centre is still a place for local animation. But its sustainability requires a renewal of the offer of services and commerce and the rehabilitation of public spaces.

The project builds on the local characteristics of a site in a great landscape to propose an urban fabric, which is capable to respond to the main challenges of the site: offering new diversified housing, building a city of proximity, giving access to services, shops, public transport and alternative transport modes, enhancing the biodiversity... The project aims to provide a densification of the site by the factor 4 (multiplying by four the number of housing on the sector), to diversify the functions of the area and to strengthen its different identities while not denying the existing urban fabric, the local population and the geographic of the site. The proposed densification is linked with the creation of high quality public spaces, connected to their urban environment and valorising the biodiversity. The project is detailed and drawn in the form of three urban organizations (urban entertainment, contemplation and intimacy) to respond to the people’s expectations on housing. The City of Annemasse aims to renovate the sensitive urban zone (ZUS) of the Perrier. The Livron is a housing block of 4.8 ha, located at the fringe of Annemasse on a transition of the topography. It is considered as an «enclosed» housing block and part of the district of the Perrier. Today, there are 415 dwellings and some small shops. The national program ANRU has scheduled the demolition of housing block, a new division of land property and the residentialisation of the remaining buildings. In our proposal, we open the plot to its surroun-

We plan to reconfigure the public space to articulate the interior of the plot with the urban space; to extend the secondary circulation grid into the grid; to implement the new buildings in east-west direction and parallel to the slope. The development has the objective to clarify the structure of the open space, to open and to encourage social diversity through the construction of new housing typologies.

The project is part of the national Orly-Rungis–Seine Amont development programme (OIN ORSA). The site of study is located north of the centre of Choisy-le-Roi and 12 km south from the centre of Paris. It is one of the few municipalities in IdF which extend on both sides of the Seine. The site of 12 ha is crossed by a railway in NS direction and the highway A86 in EW and is situated south of the Ardoines in Vitry-sur-Seine, an industrial area of 300 ha in transformation. It is characterized by a heterogeneous urban fabric, composed by infrastructure, wasteland, local activities, warehouses, commercial premises and old factories used by artists and individual houses. Our study aims to develop a general plan which links the sector with a series of major urban projects, creates connections between local and regional scales and serves as a framework for a mixed-use urban quarter.

Integration of a housing estate in its environment The site of the housing estate «Cité Louis Bertrand» is situated in a network of green corridors between the Porte d’Ivry and the Fort d’Ivry. The rehabilitation of the housing estate is the opportunity to reinforce and integrate itself in the local urban fabric and to redefine its external spaces that had been neglected through a careless design. The parking lots have been grouped together and the circulation have been reduced to the minimum. The exterior areas have been allotted to different zones and functions and a new square at the entrance creates the new connection with its surrounding neighbourhood.

The regional area of the Joncs Marins stretches on 175 ha in the valley of the Orge and is rich in diverse natural and built forms. Different forms of housing, educational and sports facilities are situated alongside production sites, warehouses and craft workshops. Agricultural fields lay alongside meadows, fields, woods and rivers. But a development without a general scheme, an uncontrolled and rampant urbanization has fragmented the site over the years. Various forms of habitat are scattered over the site. Small apartment buildings in good condition and recent detached houses, aside the development of shacks, but also old houses with very modest aged homeowners.

France
Transformation of the former highway site East of Paris, in the department of Val-de-Marne, several hectares of land was reserved for the construction of a highway connecting the A4 and the A86: called “Voie de Desserte Orientale“. In 2007, the French State abandons the highway project in favor of a mixed used urban planning project. The territory of the VDO is a site with manifold treasures. Situated 15 km from Paris and already close to the surrounding large forests, the site creates a transition between the urban areas and the open landscapes. The relief is complex and crossed by the Marne. The large diversity of its urban fabric shows its urban development: individual and collective housing, commercial and industrial areas. The challenge of this territory is the progressive transformation towards a denser and integrated urbanization. We identifed three major sequences with three major project areas. On one of the project areas, the Bec de Canard at Sucy-en-Brie, the development of an eco-neighborhood has been tested with the objective of estabishing microcentralities and short circuits, for a low carbon impact area. The forest is both, the operational point of departure and the central argument of the proposed development of the Plain in its dimensions of program and use. The Plain is a disregard space and abandoned. 2017 will be the year of the end of the irrigated crops and the removal of agricultural activity. In this crisis, the planting of a forest of 1000 ha is a response to the empty space and the lack of functions that characterize the Plain today. However, the forest alone is not enough to create the conditions for the regeneration and a positive appropriation of the Plain.

The study area of the PACA Geneva - Eaux Vives - Annemasse consists of fourteen municipalities in the border region between France and Switzerland. The aim of the study is to verify, through different scenarios, if the planning and redevelopment of this part of the territory offers the possibility to accommodate new residents, employment and services. The study is structured by the development of an axis from the agglomeration centre (Genève Eaux-Vives) to the regional centre (Annemasse) while seeking the construction of a framework balancing the economic development and promoting environmental quality and landscape. Other projects are already in the area of study, such as the rail connection (RER) between Geneva and Annemasse, or the development and urban renewal of the station and its neighbourhoods.

The choice of the site Our research for an appropriate site to implement a wind turbine park was based on two conditions: - A maritime site with enough wind speed - An industrial area that associates fossil energy with wind energy Le Havre Harbour offers both these characteristics
Le Havre harbour The industrial harbour of Le Havre is situated on both sides of a large artificial canal. The planning of a wind farm along this canal conducts the transformation of nowadays agricultural areas into future industrial areas of the harbour. The position of the wind mills will determine an initial grid which sets the guidelines for the future division of the plots. The grid follows the existing plots of the agricultural plain by associating the position of the wind mills to the small canals that drain the plain. The wind mills themselves are situated on the banks of the channel. Their foundations form docks, creating a link between the water and the sky. With the preceding of the industries, the grid and the landscape of this area will change over the years. When the industries settle on this location, the grid will change and channels in addition to small roads turn into lanes. These new themes organize and structure the plots. The towpath will become the Canal Boulevard. With time it will transform into an area accommodating different activities.
The setting-up of wind turbines is the tool to create the infrastructure of a development
2005 - A grid of wind turbines structure the plots of land
2015 - Following the construction of the industries the wind turbine structure adapts

Urban and economic development The city of Goma is the main city of the North-Kivu district and situated on the eastern side of the Democratic Republic of Congo, next to the border of Rwanda. Because of its geographical situation and the political context, the town had no peaceful and gradual development. Decades of armed conflict in the region destroyed urban infrastructure and administratives structures. In addition to this, the volcan Nyiragongo erupted in 2012. This natural disaster destroyed a part of the city.

Development strategy for Tatarstan The Republic of Tatarstan is one of the most developed and industrialized Russia regions with an urban population of 75%. With its soils rich in hydrocarbons, the government wants to prepare the investments of the future and has commissioned a multidisciplinary group, led by the Leontief Centre in St. Petersburg, to study a strategy for the socioeconomic development until 2030. Together with the office Labgrad, we worked on the analysis of the existing urban and metropolitan structures, the current projects and dynamics, and the mobility networks. The objective is to study different models for spatial development related to economic strategies. The Avtovo metro station, south of the centre of St Petersburg, is an important interchange to a tramway line that connects large housing areas on the periphery. But commuters have to use a pedestrian underpass and walk through a larger housing estate until reaching the tramway station. We propose to create a direct underground connection between tramway and metro station, to modernize the tramway station and design a user friendly multimodal exchange platform integrating the bus network, taxi and bicycle lanes.

Three connections, three parks The project builds on and links to various polarities, which make Bad Kötzing long term. Landscaping forms the superposition of three spaces: the river along the white rain, the park south of the town centre and the city of gardens as transitions between park and city. Three transitions to link previously separate areas: the web as a striking linear bridging that passage as a generous connection, and the bridge as an extension of the spa park. Complementary programs compact the building accompanied by urban gardens: a youth hostel near the bridge along the railway station, the station building as part of the passage at the southern entrance and the recreational facility at the new bridge opposite the fortified church.

La Défense 2050 - beyond forms To imagine the development of a territory over a period of 40 years requires thoughts on society, the economy and the environment. To predict the future over such a period it is not enough to simply extend the current trends and graphs and to analyze the trends separately: it requires projecting scenarios with comprehensive approaches beyond the current and foreseeable trends. During the four weeks of the workshop, thirty young professionals from fourteen different countries have tested the unthinkable and disturbed by their proposals. As future professionals, they built global development scenarios and designed proposals for the future of the territory of La Défense. As young people, they expressed their concerns about the current and future situation. Their work has left the feeling of being at a “turning point” in the development of the territory.

Metropolitan development and regional solidarity. Changing urban structures around the Bay of Vitoria.

The city of Vitoria (318000 hab.) is located in a harbour and logistic conglomeration 9 4 which is the entrance and exit for goods from the state of Espirito Santo. The metro3 12 politan region (1625000 hab.) consists of 7 municipalities with economic, social and urban inequalities. Vitória, the capital of the state, concentrates with its harbour activSynthesis of the proposed actions ities and its business centre, the economic and administrative power of the region and the state. The neighbouring municipalities endured the economic development of Vitória as a passage way, as a storage area for goods and residential zone for the populations working in Vitória. To reorient the current and future developments it is necessary to rethink the territorial solidarity of this metropolitan region by rebalancing the creation of wealth and the living spaces. The area of study is situated on both sides of the two bridges of the bay of Vitória, in the junction of the municipalities of Vitória, Cariacica and Vila Velha with a special attention to the zone of Portal Sud, the historic centre of the city of Vitória. Environmental risks along the Mekong
In the early 21th century, the Mekong Delta stands between two major dynamics: The population growth and the urbanization, while the global warming threatens to reduce the surfaces for farming and living. This territory will be among the first to suffer the environmental consequences. It could therefore also decide to be one of the first to act to reduce the impact and develop a sustainable interaction between people and landscape of the Delta. The project aims to maintain a self-sufficiency of the population by an organized dispersion. The public institutions, economy and education will be shifted closer to the inhabitants in contrast to the tendency of bringing the inhabitants to the centre: the reduction of rural exodus through creating infrastructure of rural areas, and the structuring of space with the characteristics of the landscape. The aim is to develop an architecture and contemporary urban form adapted to life on land and water. Detail of the development plan

To discover the town The City of Madrid would like to redesign their public spaces. The competition was to develop three different urban paths through which the inhabitants and visitors would discover the urban space of Madrid. The cultural path is mainly characterized through the historic town structure and its cultural buildings. The existing network of streets and places appears like entrenched into the build environment and create a continuous space, witnessing the history of the city. The sports path reinforces and connects the existing sports facilities to create modern sport centres and intermediate sport installations: like skate parks, climbing walls, tai-chi garden ‌ The slow route passes by a great number of local public places. Their redesign for the children, elder people and tourists offers the possibility to relax safely under pleasant conditions, to reorient themselves and to discuss while discovering the town.

Conglomeration of the Nokoué Lake
Nokoué Area In the near future, the agglomeration of Nokoué, composed of the cities of Porto Novo, Cotonou, Seme Kpodji, Abomey-Calavi and Ouidah, representing between 2 and 3 million inhabitants, will play an vital role across the Gulf of Guinea. The repartition of the roles between the cities of the agglomeration should be based on complementarities and not on competition. For the capital of Porto-Novo, it is necessary to improve the connection to the national transport network, to diversify the offer of urban transport and to support the economic development. The urban expansion must be reduced in the north by creating a green belt and concentrated in the southern part of the town. The centre of the city must be revaluated though the thoughtful use of the land resources, the design the waterfront and the densification in the former colonial part around the existing buildings.

Syria
Reconnecting the historic centre with the modern centre Urban Renewal of the historic town centre The historic town centre of Damascus, the capital of Syria, suffers from a lack of economic activities. It is difficult to access through its narrow lanes and is separated from the new activities which develop in the modern extensions of the town. The project restructures the district, Bab-as-Salam, located north of the enclosing wall of the historic city and crossed by the only river of Damascus. Formerly the heart of the city, the Barada is today polluted and the adjacent quarters are impoverished. The project reactivates the role of the river through the construction of a sewer network, sensitizing the inhabitants to the importance of water and the opening of the river towards the neighborhood with the design of a public park. The reinforcement of the local economic centres in front of the city gates renews the connection of the historic city to the new economic activities.
