We’ve all heard that White Sands Missile Range will see an influx of over 4800 soldiers by the year 2013. Yet that number tells only part of the overall story. In fact, over 16,000 new residents will transfer to the area once family members are counted, including some 2,200 school-aged children. This mass of new arrivals presents challenges for White Sands, particularly in the areas of housing and services. It also offers a great opportunity for Las Cruces as builders and the community pull together to not only provide housing, but also goods and services for the soldiers and their families. We spoke recently with Manny Amaro, the Housing Division Chief at White Sands’ Department of Public Works. “Recent analysis conducted by the Army projects a housing shortfall of 859 housing units by 2013,” he says,

referring to the needs of arriving soldiers and their families. Figures are based on price and suitability of housing within a given Housing Market Area, or HMA. Historically, only small percentage of arrivals purchase homes while most rent. While housing units may run between two and four bedrooms, he cites the greatest shortfall for “young, married soldiers requiring three to four bedrooms.” Manny Amaro sees a high level of anticipation and excitement in southern New Mexico as we pull together to meet these needs. Meanwhile, facilities on base are being constructed and updated in preparation for the soldiers’ arrival. “We need to balance military needs with nonmilitary growth and community needs,” says Amaro. What they suggest is a “smart growth plan” that does not interfere with, but rather enhances Las Cruces’ own rigorous development.
