It has been a pleasant feeling working with DepEd Bataan people. Their competence and emotional fortitude has driven the Division of Bataan to accomplish the best for CY 2012. Despite the difficult tasks and demanding decisions that the Office has come across with, teamwork and quality performances of everyone have prevailed.

The slogan of the regional office, “Collaborating with Leaders; caring for our learners�, has worked well for this province. Bataan has negative problems with regards to school buildings, classroom furniture, blackboards and other school needs. Staff development has been an added feature of the provincial government in its advocacy for quality education. Every teacher, every school head who is in need of upgrading his/ her craft in teaching/management is granted scholarship through the Gurong Iskolar Program of the Provincial School Board Fund. The good Governor of Bataan has a firm conviction that if the mentor or leader excels, the mentees would be greatly influenced and be harnessed to the maximum. Response to the Gurong Iskolar Program has been overwhelming that a good number of school heads and teachers are now enjoying their graduate and post graduate studies for free. Indeed, linkages with the different stakeholders catapulted this small division to a huge place in the heart of Philippine education.

Culture of excellence shall continue to manifest in the Division of Bataan in touching and shaping young lives. We are committed to facilitate the achievement of the content and performance standards set

by DepEd or even go beyond them, to transform the mediocre to excellent lifelong learning.

Our endeavor in this Division is compared with a simple pulley with a load on the other end of the rope. If we make an input of a good quality of force on one end, the opposite end with a load will rise. But if we pull the rope with little or poor level of force, the load will not be lifted a bit. In much the same way, the Division of Bataan will continue to exert the best teamwork, the best quality assurance, and the best management ever to keep Bataan shining in the field of education.

INTRODUCTION :

For years, the Division of Bataan has been building and reaping success in almost all aspects of DepEd in providing quality basic education and in laying the foundation of lifelong learning and service for the common good.

In pursuit of success, the Schools Division Superintendent, together with his tandem, the Assistant Schools Division Superintendent and his team of Education Program Supervisors, chose to swim upstream, to hurdle over all odds and achieved more than what has been desired..

It needed intense planning and work; re-prioritizing and reallocating of energies with extra drive and determination, and exhibiting awesome responsibility and accountability in turning the blueprint to reality.

Time and again, teachers and other internal and external stakeholders are being encouraged to move together towards one goal – that is molding the functionally literate Filipinos. They have to make significant difference in the learners’ lives. Unpacking series of systematic activities was made fascinating before teachers and as well as the students in all learning areas.

Monitoring and evaluation always complement planning and implementation. Hence, there has been Project LIFE (Learning Instruction Founded on Excellence) which was conceptualized (by the ASDS), to measure progress all along the way. Similarly, Project ROMEO (Reinforcing Opportunities for Maximum and Effective Outcomes) was also created to determine how resources are maximized in the achievement of quality education.

God’s view for the Division of Bataan has been far greater; hence, He has lined up specific tasks for it to accomplish which He has prepared in advance, thus, harvesting triumphs in its entire endeavor.

As the Bible says in Ephesians 2:10, “For we are God’s workmanship, created in Christ Jesus, to do good works, which God prepared in advance for us to do.”

OBJECTIVES :

1. Enhance learning in three environments: early childhood, in school, outside schools; 2. Focus resources and community efforts on effective instruction; 3. OVERVIEW OF STAFF FUNCTIONS

As part of the continuing efforts of DepEd Bataan in improving its performance and achievements, the Schools Division Superintendent and Assistant Schools Division Superintendent are always at the helm spearheading the implementation of various projects, programs , thrusts and other activities through the assistance of the thirteen (13) Education Supervisors , the twelve (12) Public Schools District Supervisors, passed through the 147 Elementary schools administrators and thirty (30) Secondary School Principals; thus making calendar year 2012 another year of exemplary achievements of this agency.

DepEd Bataan personnel are aware that their dedication in every endeavor are never wasted but yield triumphs not only for themselves but for the ultimate clientele, the learner.

The Schools Division Superintendent and Asst. Schools Division Superintendent are always on the lead of their flock in terms of goals and thrust assigned, coupled with appropriate discipline, love, sympathy, healthy relationships and wisdom.

The Education Program Supervisors , plan and direct the development and operation of its educational programs in the Division. Based on the curriculum and the standards set by DepEd they saw to it go that quality is assured in the achievements in the elementary and secondary levels . Reading levels of pupils and students are always monitored, giving significant tips especially to the teachers of beginning readers.

The Administrative Staff and the Human Resource Management Section, continually direct and supervise the administrative and human resource functions and protects significantly the welfare of the employees of the whole Division.

The Medical and Dental Staff are religiously monitoring, implementing their duties and responsibilities. They are equally deployed in every district and secondary schools to continuously monitor the medical and dental needs of pupils, students, teachers and administrators toward a healthy division resulting to quality performances and achievements.

PERFORMANCE INDICATORS - (Public and Private ES) GROSS ENROLMENT RATE IN ECD The table reveals the fluctuating increase and decrease of the participation of young children for the last three (3) years from 2009-2010 to 2011-2012, which ended into a -8.31% decrease.

PERCENTAGE OF GRADE I PUPILS WITH ECD It is good to note that there has been an increase of 4.24% as shown in the table on the level of participation of Grade I pupils in Early Childhood Development (ECD). This is a good indication that pupils have the needed readiness as they enter Grade I.

APPARENT INTAKE RATE IN GRADE I (6yrs. OLD) Apparent Intake Rate (AIR) reflects the general level of access to primary education with indicates the capacity of the education system to provide access to Grade I for the official school entrance age population. From SY 20092010 to SY 2010-2011 there was a decrease of -3.42%, while in SY 2011-2012 AIR has increased to 8.65%.

The Net Intake Rate (NIR) has been consistently increasing from SY 2009-2010 to 2011-2012. Its lost increase has reached 12.29%

GROSS ENROLMENT RATE (GER) In the Gross Enrolment Rate (GER) it shows the general level of participation in primary education. It is used in place of the NET Enrolment Rates. When data in enrolment by single year of age is not available. It can be also used together with the Net Enrolment Ratio to measure the extent of over-aged and under-aged children..

In the elementary level, GER has increased 0.10% from SY 2009-2010 to SY 2010-2011, but decreased to 0.63% in SY 2011-2012. Likewise , in the secondary level, an increase of 1.24% took place from SY 2009-2010 to SY 2010-2011, but decreased to -1.76% in SY 2011-2012.

COEFFICIENT OF EFFICIENCY This indicator measures the internal efficiency of the education system. It evaluate the impact of repetition and drop-out in the efficiency of the educational process.

It was noted in the elementary that in SY 2009-2010 COE was 93.88% and in SY 201-2011 it was 93.47%, decreasing with -0.41%, but in SY 2011-2012, it was increased with 0.85%. In the secondary level, for the last 3 yrs., it has increased consistently with 0.38% increase.

PROMOTION RATE For the last three years , in the elementary level, there was been a consistent increase. SY 2009-2010, 97.07%;; SY 2010-2011, 97.17%; SY 20111-2012, 97.34%.

While in the secondary level, slight decrease was noted: SY 2009-2010, 89.56%; SY 2010-2011, 89.13%; SY 2011-20112, 88.94%.

REPETITION RATE In this indicator , it shown the level of pupils/students who repeated a grade or year level. In the elementary level, the repetition rate has decreased by -0.16% in SY 2010-2011 but in SY 2011-2012, it has decreased by 0.05%, while in the secondary level it has deceased by -0.40% in SY 2011-2012.

SCHOOL LEAVER RATE In the elementary level, it is glad to note that the rate has decreased by -0.20% in SY 2011-2012, while in the secondary level, the rate of school leavers has increased to 11.28% in SY 20111-2012. The increase may be due to distance and financial constraints.

PERFORMANCE INDICATORS - (Public and Private ES) COMPLETION RATE In this school year 2011-2012 completion rate has increased to 1.36% in the elementary level, while in the secondary level, it has dropped to 74.72% with a decrease of -1.59%.

GRADUATION RATE For this school year more elementary pupils have graduated, thus increasing graduation rate for SY 2011-2012 to 0.51% , while in the secondary level it has also increased to 2.22%

RETENTION RATE In the elementary level, an increase of 1.67% for SY 2011-2012 is already something, while in the secondary level, there was a decrease of -1.42%.

The results of the national Achievement Tests for the last three (3) years (2009-2012) in all learning areas are clearly exhibited.

Almost all subjects are either descending or fluctuating in achievement s for the last three years, except for the Secondary Mathematic which showed accelerating results.

For the School Year 2011-2012 Elementary Science is the highest which is 73.11, followed by : Filipino 72.71, Mathematics 72.13; HEKASI 70.92; and English 69.45.

While in the Secondary level School Year 2011-2012 , Mathematics is the highest, followed by HEKASi, Filipino,, Science then English.

The data shown in Figure 1 indicate that the enrolment for SY 2011-2012 in the public elementary schools in this division totaled to 79,433, while in SY 2012-2013 enrolment was 80,529. The enrolment among public elementary school has an increase of 1,096 or 1.38%, while in the private elementary school has an increase of 26.9 or 4.79%.

Public secondary schools had a total enrolment of 37,458 in SY 2011-2012 and in SY 2012-2013 enrolment was 38,163 with an increase of 705 or 1.88%. Private schools had a comparative enrolment of 8,190 in SY 2011-2012 and 8,389 in SY 2012-2013 with an increase of 199 or 2.43% . Last year, private schools had a decrease of 1.15% based from SY 2010-2011 enrolment.

2. NO. OF SCHOOLS Figure 2 explain the number of schools by level of Education during SY 2011-2012. Public Secondary Schools has one (1) school increase: 31 to 32, while the private schools have one (1) school decrease: 28 to 27.

Public elementary schools remained the same (168) in number while the private schools have an increase of one (1) school: from 48 to 49. To date, Bataan has two hundred seventy six (276) public and private schools (elementary and secondary).

Figure 2A shows the number of Pre-Elementary Schools for SY 2011-2012 and SY 2012-2013. Public Pre-Elem schools have increase from 93 to 98 in the First District, an increase of 5 schools or 5.38%. While in the Second District the number of schools (68) remained the same.

Private schools have increased both in the 1st and 2nd District, 32 to 36 and 28 to 30, respectively, with a total increase of 6 schools or 10%.

Summing up, there was total of 232 public and private pre-elementary schools with an eleven (11) schools increase of 4.98%.

Schools Division Superintendent , One hundred ninety-nine (199) Administrative & Support Personnel, Thirteen (13) Education Program Supervisors, Twelve (12) PSDS, One hundred ten (110) Secondary School Administrators, One hundred forty-seven (147) Elementary School Administrators, Three hundred one (301) Master Teachers, and the greatest bulk is composed of teachers numbering to 3,813.

Figure 3B displays the number of public elementary and secondary schools teachers in the Division of Bataan for SY 2011-2012. Teacher I position has the greatest bulk with a total of 1660, Teacher II-44, Teacher III-792, Instructor II-3, Instructor I-3, which completed the total of 2938 teachers.

Figure 3C projects the number of Master Teachers I and II for SY 2011-2012 for both elementary and secondary levels with a total of 301. As expected, Master Teachers in the elementary are greater in number then in the secondary. There are 211 MT’s in the elementary while the secondary level has 90 MT’s.

The elementary school teachers numbered to 2,488 with 2202 in the public schools and 286 in the private schools Secondary public school teachers make 1096 while there are 342 in t6he private schools. That comprised the total of 3547 high school teachers To sum it up, public schools have 3547 teachers and the private schools have 747 which completed the sum of 4294 mentors all over Bataan.

SCHOOL BASE MANAGEMENT (SBM) FY 2012

The Department of Education is mandated by the Philippine Government to provide quality basic education that is equitable to all. It formulated the Basic Education Sector Reform Agenda (BESRA) in fulfillment of the goals and objective of Education for All (EFA) 2015 and in accordance with Republic Act 9155.

One of the five Key Reform Thrust of BESRA is the School Board Management enable and empower all schools, their communities and stakeholders to assume greater involvement in helping schools improve continuously the teaching and learning process.

To ensure the successful implementation of SBM, aside from the School MOOE, SBM grants are provided to selected schools for the purpose of helping the schools accelerate improvements in learning outcomes that will redound to achievement of EFA and MDG targets by 2015.

SBM grantees for FY 2011 are the same grantees for FY 2012 and up to FY 2013, as per DepEd Order No. 69, s. 2012. As for FY 2011 and 2012, four (4) secondary schools and twenty one (21) elementary schools were selected as SBM grantees with amounts ranging from P66,000 to P75,000.

Decreased drop-out rates, improved pupils attendance and learning outcomes were manifested as the effects of the SBM grants.

Accomplishment Report in Medical and Dental Health CY 2012 It is the utmost desire of DepEd Bataan Health and Nutrition . Section to give the quality and Sustainable service to our learners and personnel. With the constant line-up of our programs, the Medical officer, Dentist and Nurses are in constant collaboration with other Government and Non-Government institutions. Starting from our Flag-ship program, the Universal and Medical Dental Check-up we were able to catch our target based on our performance contract. The constant school visits and continuous health advocacies being performed year round made a significant impression with our service. In particular, our medical officer has been more than able to perform and give his service for all students and personnel, thereby giving them a clear understanding health related issues and concerns.

Our dentist on the other hand, have been more than willing and equipped to perform all their tasked duties with utmost care and compression for our learners and personnel. In the month of August and September, aftermath of a tropical depression the Health and Nutrition section were able to mobilize the personnel and the micronutrient supplementation given by the central office. There were other medical proceeds received by the DepEd medical Officer from the Department of Health so as to respond with the immediate needs of our school personnel.

In the Month of October, the Lions Club Peninsula hosted a program on Visual Screening. The said organization were able to screen some 300 students, thereby providing them a free optically prepared eyeglasses for better vision. Other significant health programs were the celebration of National Hand-Washing Day held last October.

There were two (2) Schools taken to demonstrate the proper and hygienically suggested technique on Handwashing .

This activity would somehow increase and develop awareness on proper technique that should be taught to our children.

Significant cases were also resolved by the Medical Officer by doing a constant follow-up on delicate cases. There have been follow-ups made for secure the Medical fitness of some students in relation to their performance on academics .

Tooth Extraction s were also performed on a regular basis so as to address the oral and toot problems of our personnel and pupils/students. There were also feeding programs held on schools, the micronutrient supplementation were coordinated with the RHU Officer so as to have a unified strategy thereby avoiding conflicts and other problems. Finally, in the year to come, we will be in constant and continuous service with our constituents for the betterment of DepEd Community.

STRENGTHEN INSTRUCTION AND SUPERVISION Significant collaborative efforts have been invested in the achievement of quality education in the Province of Bataan. DepEd and the local government units have been joining hands to uplift the teaching and learning levels of all schools. Through the initiative of the Bataan governor , teachers as well as the school officials who are in need of graduate / post graduate studies are being granted scholarships including the expenses for their thesis / dissertations, through the Gurong Iskolar Program of the Provincial Government . At this point, Bataan has sufficient school buildings, furniture, teachers, as well as nonteaching personnel due to the all-out support of the Provincial School Board.

The Schools Division Superintendent has been applying total quality management in his stead. From the book “Organization Development Made Simple “ by Dr. Young, Total Quality Management of activities involved in improving the quality of a product or service. It is a quality that involves everyone in the organization. It emphasizes quality and continuous improvement.

With the strong leadership of the SDS, some of the regular activities which strengthened instruction and supervision in the field are hereby stated:

a) Continuous monthly monitoring and evaluation of the Education Program Supervisors with SDS and ASDS. b) Improving teacher capabilities based from their TSNA. c) Regular observations of classes by School Principals and District Supervisors. d) Regular assessment of learning situations through the different kinds of testing: diagnostic, periodic, monthly, weekly, and daily quizzes. e) Dictation test as spot test in both English and Filipino has been effective in revealing the fast readers with comprehension as well as a number of learning disabilities among the learners. f) Convergence of minds after every monitoring and evaluation to have a clear picture of the whole division.

g) Planning after monitoring and evaluation. h) Assistance to the K-12 teachers (Grade1 and 7). i) Rolled out the new grading system and provide assistance during monitoring .

Accomplishment Report in English CY 2012 INTRODUCTION: To teach English as a Second Language of the Filipino learners has been a mind-boggling task, yet, very interesting to carry-out. Throughout 2012, teachers with their Department Heads have been encouraged to engage in creative way of coping with the realities and challenges of teaching the second language. It has been the constant vision and aspirations for our learners to achieve the standards of DepEd towards the functional learning of English. The Division of Bataan has been so immersed in bringing out the best among students gradually.

ACTIVITIES UNDERTAKEN 1.

Every school, both elementary and secondary, provides the Division Office with comprehensive report of its Reading Program. It has been emphasized to those concerned that only functional reading program must be submitted and reported, wherein all aspects are taken care of, including intervention for the at-risk students, remediation for those who have log behind / failed and possibly the Reading Recovery Program for the Grade I non-readers.

Dictation test as a spot test has been utilized by the EPS-English to uncover the following difficulties among the elementary and secondary learners: a) Non-readers and slow readers; b) Learning disabilities in reading and writing; c) Basic mechanics of writing: use of punctuation marks and capital letter at the first word of sentence; d) Spelling e) ) Comprehension Dictation test follows the principle that one cannot write correctly what he/she cannot read; one cannot read what he/she could not utter; and he/she could not say what he/she never heard of.

Elementary and secondary teachers who were in need of re-training, attended the training on the Fundamentals of the English Language conducted at the division level, November 6, 2012 at Tomas Pinpin Memorial Elementary School.

Around eight (8) English teachers are grantees of the Provincial Government Gurong Iskolar for the Masteral and Doctoral Degrees.

ACCOMPLISHMENTS 1.

Participants to this training were four (4) Elementary Principal Math Coordinator of the district, forty three(43) elementary math teachers, thirteen (13) secondary Department Heads and thirty four (34) secondary school math teachers.

Teaching strategies were discussed during the plenary session while topics on content mastery were discussed on parallel sessions.

II. Programs and Projects Implemented: a. Project Reinforcing Opportunities for Maximum and Efficient Outcomes (ROMEO) –monitoring and evaluation on physical facilities, textbooks, enrolment, teacher’s loads that affect the learners. b. Project Learners’ Instructions Founded on Excellence (LIFE) – monitoring and supervision on time management, budget of work, pupils’ interests, strategies, teachers’ attitude and mastery of the lesson are some concerns in this project. c. Project All Numerates (AN) – Pre test and Post test, written and oral , are being administered to all Grade 1 to 7 students in all public schools in the division to identify those who are considered non-numerates and make necessary interventions to become them all numerates at the end of the school year. d. Project Effective Schools in Elementary Mathematics (ESEM) – the over-all objective of this project is to raise the proficiency level of pupils, teachers, functionality of math garden and math center and the implementation of other projects such as Mastery of 4 F’s, Overcoming Learning Difficulty (OLD) Math and A Problem A Week (APAW).

Conducted Search for the Best Implementer of Project ESEM on January 24-31, 2012. Bagac Elementary School was a adjudged as the Best Implementer. e. Project Mastery of 4 F’s – Pre test and post test on the fundamental operations in mathematics were also administered to all public elementary pupils, Gr. 2 to 6 (Addition, Subtraction, Multiplication, Division) and Gr. 1 (Addition, Subtraction) to develop speed and accuracy on fundamental facts. f. Contests conducted/ participated: i. Conducted Division Math Challenge Elimination Round (Elem and Sec.) - Jan 19 & 20, 2012 at Samal North Elem. School and Limay National High School, respectively.

Accomplishment Report SPED CY 2012 Special education or special needs education is the education of students with special needs n a way that addresses the students' individual differences and needs. Ideally, this process involves the individually planned and systematically monitored arrangement of teaching procedures, adapted equipment and materials, accessible settings, and other interventions designed to help learners with special needs achieve a higher level of personal self-sufficiency and success in school and community than would be available if the student were only given access to a typical classroom education Intellectual giftedness is a difference in learning and can also benefit from specialized teaching techniques or different educational programs, but the term "special education" is generally used to specifically indicate instruction of students whose special needs reduce their ability to learn independently or in an ordinary classroom, and gifted education is handled separately.

Twelve (12) Central Schools in twelve districts cater to the needs of their gifted children. Five (5) of the twelve schools with gifted classes are recognized by DepEd as SPED Centers. Three (3) more schools are undergoing the processing of their application papers as SPED Centers. Another district is working out for the establishment of its center for special education.

The different disabilities vary from intellectually disabled, autism, hearing impaired, visually impaired, physical handicap, to epilepsy, and other learning disabilities. A number of these students are in inclusive education and a few are in the mainstreaming scheme.

Four secondary schools have started their special education classes for the differently abled children: a) Mariveles National High School Poblacion ---- HI, VI, ID b) Limay National High School----------------------- HI, VI, ID c) Orani National High School ----------------------- HI d) Hermosa National High School------------------- HI

Other secondary schools are also encouraged to establish special education to catch the graduates of the elementary schools. It is the vision of the Division of Bataan that all secondary schools would organize special education classes to cater to the needs of the growing number of special children in our midst, Two schools are applying to put up their SPED classes this coming school-year: a) Rene Cayetano Memorial Elementary School in Mariveles District – all disabilities b) Samal North Elementary School ------------------- HI, VI, ID The Division Office has a plan of tying up with TESDA to provide additional skills for the differently abled clientele. This plan, if it would materialize, can uplift the confidence of the children with special needs.

ACCOMPLISHMENTS 1. Establishments of more SPED Centers ( elementary and secondary) 2. Organization of SPED gifted classes and identification of learning disabilities.

3. Active participation and declaration of interests in the organization of SPED classes of the Secondary Schools Principals.

4. Regular meetings of the SPED School Principals and teachers.

5. Attendance of School Heads and Department Heads and Teachers in the Basic and Advance Training of Trainers (TOT) and Coaches, and Technical and Classification Seminars for the Differently Abled Persons at the Narciso Ramos Sports and Civic Center, Lingayen, Pangasinan on September 26-28, 2012. Eighteen (18) teachers and two (2) Head Teachers joined the said training.

6. The differently abled children are now being prepared for the forthcoming Provincial Athletic Meet on December 1719, 2012.

7. All elementary SPED teachers participated in the Division Three-Day Training in October 2012.

8. Teachers and pupils /students of SPED had their educational tour in Manila as early as August 2012.

PLANS 1. Come December 2012, all school heads with SPED classes shall plan all their SY 2013-2014 activities, seminars, trainings, tours and other related activities for the improvement of the SPED children.

2.

Purchase standardized tests for the selection of Head start, grade I to 10 pupils/students.

3. Request for the training of the Division Testing Coordinator and Guidance Counselors in the administration of standardized tests among prospective SPED pupils / students for next school-year.

Accomplishment Report KINDER CY 2012 I. Introduction Teaching is a noble profession. Being a kindergarten teacher is both noble and fulfilling. For a Kindergarten Teacher, it is not actually what they get that matters, it’s what they can give that makes their teaching more meaningful.

Although a lot of Kindergarten teachers we have are volunteers, we in the Division of Bataan is indeed very blessed to have teachers who are really committed and dedicated in spite of the fact that what they are receiving does not compensate the work they are doing. Kudos to our Kindergarten Teachers!

Accomplishment Report ALS CY 2012 I. Introduction The Alternative Learning System (ALS) is a very important component in Philippine Education to achieve quality and access to education as envisioned in the Education For All (EFA) 2015 and specifically on the reduction of illiteracy rate. It is envisioned to respond to the expanding need of out-of-school children, youth and adults for lifelong learning.

In Bataan, there is a significant increase in the achievement of the following ALS Programs: Nine (9) learning groups in the A & E (Secondary) and one (1) Learning group in the BLP were organized by district ALS Coordinators; nine (9) learning groups in A & E by mobile Teachers and one (1) basic literacy class; seventeen (17) learning groups in the A & E Secondary funded by Local School Board.

Organization of A & E classes is a continuous project of the division through the initiative of the Education Program Supervisor I of ALS with the support of the Schools Division Superintendent, Dr. Romeo M. Alip and the Provincial Governor, Honorable Enrique T. Garcia. This year, 2 A&E classes in Bataan District Jail materialized through the initiative of the jail personnel.

Accreditation and Equivalency and Basic Literacy classes will start on January 2013 and will end on October 2013.

ALS provides comparable and equivalent option to formal education. In 2011, there were 45 elementary and 599 Secondary A&E Passers, making it to a total of 644 successful passers for the first time. This year, A&E exam was scheduled on December 2, 2012 for Region III. II. Overview of Staff Functions ALS Programs and Projects were facilitated by the 11 Mobile Teachers, 12 District ALS Coordinators and 17 LSB Instructional Managers.

Survey mapping undertaken by the District ALS Coordinators and Mobile Teachers last November and December 2012 attributed to the completion of the barangay profile of the different districts for their target learners for the Calendar Year 2013.

Full implementation of the program is monitored and supervised by the ES-I in the elementary and secondary schools.

Dissemination of information is done thru LAC sessions conducted by principals with the guidance counselors as Chairman

C.6.3 Special Programs Implemented 1. IP Literacy Program 1.1 Use of Magbukun Language to Magbikin Tribes. Three (3) Classes were organized using Magbukun language in Kinaragan, Limay, Bataan, Biaian, Mariveles, Bataan and Kanawan, Morng, Bataan.

1.2 Indigenous Peoples classes were organized in Pag-asa, Orani, Bataan; SitioDuhat, Saysain, Bagac, Bataan; SitioKanawan, Brgy. Binaritan, Morong, Bataan; and Biaan, Mariveles, Bataan.

2. Adolescent- Friendly Literacy Enhancement Project for OSY and Adults (AFLEP) –was introduced in Mariveles,Bataan where they Integrated selected Core Messages in the daily sessions of all Instructional Managers, District ALS Coordinators and Mobile Teachers 3. Radio-Based Instruction – was introduced in Morong, Bataan 4. Functional CLRC All districts through the District ALS Coordinator worked for the institutionalization of functional CLRC’s in big barangays. This project is coordinated by District Supervisors and the District ALS Coordinators.

5. InFed - Informal Education was done in 4 districts of Dinalupihan East, Dinalupihan West, Samal and Limay.

RESEARCH

The Division Office prepared not to launch a research in 2012 in any area due to myriads of activities.

However, the school year 2013-2014, two major researches shall be launched come June 2013.

A. CURRICULUM AND INSTRUCTION The Division Office plays an important role in directing every school toward the achievement of its educational goal – that of providing quality education. In the Division of Bataan, under the leadership of the Schools Division Superintendent and Assistant Schools Division Superintendent, the Education Program Supervisors are working hand in hand to make sure that curriculum and instruction be understood and appreciated by the schools teaching force for them to successfully implement it. As for 2013, the following are the plans of the Division.

1.1 Differentiated / Developmental Supervision This kind of supervision is intended to address the special of different teachers by focusing on areas of interest and engaging in several highly reflective individual activities In our Division we plan to strengthen the system by providing varying levels of supervising and include evaluation to address the professional growth of the mentors 1.2 Curriculum Materials Development The Curriculum is like a master plan that serves as guide to what educational goals are to be achieved and through what teaching method. The process of coming up with a curriculum is long and painstaking. It begins with the of a tentative list of educational objectives based on school stakeholders input. This is important as it sets the direction of the schools teaching learning activities. But it doesn't stop that the most crucial part though is its implementation.

To ensure the success of a curriculum., there is a need to develop the materials necessary for its effective implementation. We in the Division of Bataan envisioned to provide all the materials needed in the process of achieving its educational goal of a quality education through curriculum development. As such we are planning to: 1. Reproduce teachers a learners materials for K-12 2. Develop additional learning materials for different learning needs 3. Provide material development skills down the field.

4. Promote a culture of collaboration and continuous improvement of learning suggest materials.

1.3 Staff Development In a school setting, the principal is expected to play important roles, thus, he/she needs to be adequately prepared for the job. As such, the focus of our efforts on staff development this 2013 is with them. There is a need to redefine their roles from management to instructional leadership. Among the activities we plan to help them undertake are the six standards set forth by the US NAESP ( 2011, pp.

6-7) 1. Lead Schools in a way that places student and adult learning at the center.

2 Set high expectations and standards for the academic and social development of all students.

3. Create a culture of continuous learning for adults tied to student learning and other school goal 4. Demand content and instruction that ensure student achievement on academic standard.

5. Use multiple sources of data as diagnostic tools to assess, identify and apply instructional improved.

6. Actively engages the com. To create should responsibility for student a school success.

B. SCHOOL GOVERNANCE

Research in the US indicated that an increase in principal leadership behaviour is associated with a gain in the over-all achievement of the school.

It is, therefore, vital that the leader in every school has the skill and know-how regarding management and operation of a school.

The Principal should know how to recognize and celebrate school accomplishments and acknowledge failures.

He/she has the responsibility to challenge the status quo for improvement. Being a leader, he/she can systematically consider new and better ways of doing things.

Aside from those characteristics, the principal will also lead in the school level and support the programs and projects of DepEd, to raise focus and sustain attention and effort in attaining improved educational outcomes.

The Division Office shall monitor the establishment of Science Laboratory Rooms, Speech Laboratory, SPED Work Center, Silid Pangarap , School Radio Broadcasting Network, School Libraries and Guidance Centers.

Sustain the monitoring of the purchase and utilization of: a. Project AIM (Acquire Instructional Materials) b. Project TMG ( Teachers” Manual Guides) c. Project AD (Assistive Devices) d. Project ICT-A2 (Information Community Technology) e. Establishment of a New Provincial Athletics Ground The School Teacher together with the stakeholders must lead all endeavors to increase pupil performance in all learning areas: NAT – 80 to 85 ; RAT – 85 to 90. He/She has to support and encourage teacher coaches and contestants in conducting/participating in all DEpEd contests.

The School Leader and the Division Office shall monitor/implement K-12 Basic Education Curriculum and other DepEd programs, projects and thrusts.

C. PRIVATE SCHOOL EFFECTIVENESS

Private schools are partners of the public schools in the delivery of quality education.

The Education Program Supervisor in-charge of the Private Schools has been saturating the whole Bataan in search of private schools, which are operating without permit to operate.

As of the moment there are zero private schools reported operating without permit.

Private schools are also being monitored regularly by the Division Office.

COMMITMENT The Division of Bataan is highly committed to provide quality basic education, to focus, sustain and raise the: a. Achievement Rate b. Transition Rate c. Retention Rate and lessen in great degree the drop-out rate.

PANALANGIN O, Ama, luwalhatiin po kayo dito sa lupa at sa langit. Kayo nga po, O, Diyos, ang lumikha ng lahat. Kayo din po ang Diyos ng kapayapaan, Diyos ng katarungan, Diyos ng kabutihan, Diyos ng kalusugan, Diyos ng kasaganaan, at Diyos ng katagumpayan.

Patawarin nyo po kami, Ama, sa anumang masasakit na salita na nakasugat ng puso ng aming kapwa; sa mga maling desisyon at mga maling kaisipan.

Tulungan nyo po kami, Ama, na mapatawad namin ang aming mga kapwa sa mga nagawa nilang pananakit sa amin.

Pakituwid nyo po Ama ang aming mga buhay. Kung hindi namin kayo kasama, patuloy po kaming madadapa at mahihirapan sa pagbangon. Tulungan nyo po kami na makontrol namin ang aming mga sarili kapag kami’y nagagalit, kapag kami’y nagdaramdam at naghihinanakit.

Bigyan nyo po kami ng katapatan at dedikasyon sa aming trabaho; ng sipag at tiyaga lalo na kapag mahirap at masalimuot ang aming gawain; ng mahabang pasensya at magandang serbisyo sa lahat ng taong aming pinaglilingkuran sa araw-araw.

Ama, tulungan nyo po kami na maialay namin sa inyo, ang bawat araw ng aming buhay. Sa Inyo ang bawat paglilingkod namin sa aming kapwa.

Ama, pakaingatan nyo po si Dr. Romeo M. Alip at Mrs. Celia D. Nacpil, at ang kani-kanilang mga kaanak. Samahan nyo po sila sa paghabi ng karunungan para sa mga paaralan sa buong Bataan.

Hayaan nyo po Ama, na ang Inyong Banal na Espiritu ang maghari sa aming buhay, sa aming mga tahanan, sa buong Division Office, sa lahat ng paaralan sa aming lalawigan.

Ang lahat ng ito’y buong kagalakan naming idinadalangin sa ngalan ng inyong Anak na si Hesus, Amen.

PANALANGIN NG MGA GURO SA BATAAN Diyos ng kabanalan, Panginoon ng kabutihan Bukal ng katarungan at malinaw na kaalaman Humirang ka ng guro, pinagpalang kasangkapan Tagahubog ng kabataa’t gabay sa kinabukasan.

Kaming mga guro sa peninsula ng Bataan Lahing pinagpalang may kahapon ng kagitingan Lumalapit sa mahal na Diyos at namamanhikan Na kami’y pagpalain at gawai’y basbasan, Lahat nawa ng guro sa lalawigan ng Bataan Ay maging halimbawa ng pag-ibig sa bayan Sa kilos at sa gawa, sa salita at kaisipan Lagi nawang mamayani ay kabayanihan.

Lahat sana ng guro sa peninsulang mahal Ay makilalang mabait, matapat at banal Masunurin sa Diyos, nakaugat sa dasal Mapaglingkod sa kapwa, malinis ang asal.
