Introduction In 1886, the distinguished colonist Edward Keane, Aubrey Sherwood, Collector of Customs and some of their local friends agreed to form a sailing club and build a jetty for their boats at the foot of Irvine Street in Freshwater Bay. Some 114 years later, after two world wars, endless regattas, world, state and local club championships the Royal Freshwater Bay Yacht Club continues to thrive and prosper bringing together Club members and their families at this picturesque location on the banks of the Swan River. The modern era of the Junior Club began in 1979. A January fire destroyed the storage shed and the forty nine uninsured Pelicans inside. This disaster galvanised the Club into action. Long needed and often deferred, a Junior Clubhouse and new storage sheds were designed and built. Every Club member agreed to contribute $40 to meet this unexpected commitment. It was opened by the late Ron Tough in September 1979.

Dinghy sailing is held on Sundays (am or pm) October - April and June - September (fortnightly). We currently sail Optimists, O‘pen BIC, 420‘s, Mirrors, Lasers, 505‘s, 470‘s, 29ers, 49ers and Contenders - the competitive spirit is alive and well in all classes. Each Class has a Fleet Captain who acts as a liaison between the Club and their fleet and provide an important service to ensure that the needs of each Class are being met and are responsible for the allocation of dinghy storage racks. The Junior Club has its own Committee headed by a Captain running its own affairs, a strong interest with parents, a social life of events and barbecues which all contribute to making the Dinghy/Junior Clubhouse a popular rendezvous for the youth. The Dinghy/Junior Section is mainly supported through volunteers in various roles; Fleet Captains, Flag Officers, On-Water Support and Canteen Personnel. In addition we have Coaches and Sailing Support Staff available. The ‗Dinghy Handbook‘ has been put together as a resource for dinghy sailors to refer to for sailing events at our Club over the next 12 months, along with other relevant material that may assist you with understanding the operations of the Dinghy/Junior section.

Introduction

The Junior Club today is a hive of activity with 270 members. The Clubhouse is the base for all our dinghy racing with sailors ranging from 6 - 75 years of age. Now, more commonly known as the Dinghy/Junior Clubhouse we are grateful to have such a wonderful facility and over the years it has been the venue for numerous local, state, national & international regattas. We have also been fortunate that many of our sailors have achieved great success at National, World and even Olympic level. After a successful 2014-15 season, we have members who currently hold National titles in the 420, Laser Standard, Laser Radial, Youth Radial and Youth 4.7 classes. Last season our members had a stellar performance across their State Championships - with a Club member holding the State Champion title in every dinghy class that we sail at Royal Freshwater Bay Yacht Club. In addition, we have had great success on the World stage, placing 2nd in the Mirror and 505 World Championships. The Club also had great success in match racing, with Neptune Racing claiming the title of ISAF World Youth Match Racing Champions. We acknowledge that only a few sailors attain this elite level and ensure that we cater for those sailors who just with to enjoy their sailing and hope that they find the experience positive and rewarding. As a testament to our fantastic programs, Royal Freshwater Bay Yacht Club was nominated for the 2015 Yachting Australia Club of the Year award.

RULES Races will be governed by the rules as defined in the Racing Rules of Sailing (―RRS‖). The Yachting Australia Special Regulations (―YA SRs‖) Part 2 and relevant Class Association Rules will apply (unless altered by these Sailing Instructions). Optimists & O‘pen BICs designated by the race committee as being in Silver Fleet shall fly a pink coloured streamer from their mainsail leach. ENTRIES AND ELIGIBILITY Boats shall enter by completing the nomination form available online. Only boats registered at Royal Freshwater Bay Yacht Club Inc. may nominate for Club races unless otherwise approved by the Yachting Operations Manager. Skippers & crew must complete ‗sign on‘ & ‗sign off‘ sheets located in the Junior Clubhouse each day before & after racing. Boats shall be helmed and crewed by a financial Ordinary, Life, Special, Senior, or Junior Member of the Club unless otherwise approved by the Yachting Operations Manager. Notification of any change in registration details (including change of helmsman) shall be lodged in writing to the Race Office prior to the commencement of the race in which it will take effect.

NOTICES TO COMPETITORS Notices to competitors will be posted on the official Notice Board located outside the Junior Clubhouse office.

4. 4.1

CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted on the Notice Board no later than one hour before the scheduled start time of the race for which it will take effect. Flag ‗L‘ will be displayed from the mast in front of the Junior Clubhouse when the notice is displayed. It shall be the responsibility of each boat to obtain any instructions. This flag shall be displayed until the start time of the first race to which the change applies. Changes to the Sailing Instructions may be made on the water in accordance with RRS 90.2(c) using the following procedure a) Flag ‗L‘ to be displayed with a sound signal. Competitors should come within hailing distance of the Committee Boat. b) Instructions may be given orally or by displaying a notice on the committee boat. c) Instructions may additionally be given by other official boats on the course area.

SCHEDULE OF RACES Fixtures, fleets and start times are scheduled under fixtures in the 2015/16 Dinghy Sailing Handbook. Any changes to start times in the 2015/16 Dinghy Sailing Handbook will be displayed on the Junior Club Notice Board. DIVISION AND CLASS FLAGS A boat shall race in the fleet allocated by the Race Committee. THE RACING AREA The racing area will be within Freshwater Bay and surrounding areas.

COURSES AND COURSE SIGNALS All courses are detailed in the Dinghy Sailing Handbook 2015/16. The course will be signalled by the corresponding numeral pennant on the Start Box or Start Boat. If a numeral pennant is displayed beneath a class warning signal, the class shall sail that designated course rather than any course number which may be displayed on a separate halyard.

IDENTIFICATION A boat that intends to use any sail number other than its registered number shall obtain written approval from the Yachting Operations Assistant or the Race Officer. A boat that fails to comply with SI 5.1 will be recorded as ―DSQ‖. This changes RRS A5.

Multiple Races When the ‗Q‘ flag is displayed at the finish, another race will be started as soon as practicable. Multiple sound signals will indicate that a new starting sequence will commence within 1 minute. Shortening Courses Courses may be shortened in accordance with RRS 32, changed so that if Flag ‗S‘ over Flag ‗F‘ are displayed in the vicinity of a mark, competitors shall pass that mark on the required side and proceed directly to the finish line.

10. SIGNALS MADE ASHORE 10.1 Signals made ashore will be displayed on the flag mast in front of the Junior Clubhouse. 10.2 When flag AP is displayed ashore, ―1 minute‖ is replaced with ―not less than 30 minutes‖ in Race Signals.

11. MARKS 11.1 Course marks 1, 2, 3 & T will be orange inflatable buoys. Course marks A, B & C will be red cylindrical buoys. 11.2 The starting pin mark (for boat starts) will be a black and white chequered inflatable buoy. The finishing pin mark (for boat finishes) will be a red inflatable buoy with a yellow band. 12. FLEET STARTS 12.1 Standard Starts All races will be started in fleet sequence using RRS 26 modified such that the Warning Signal will be displayed 3 minutes prior to the start and the preparatory signal 2 minutes prior to the start. 12.2 Late Starter A boat starting later than 6 minutes after her starting signal will be scored DNS. 12.3 General Recall When there are other classes yet to start, the Warning Signal for the first recalled fleet will be displayed at the start signal for the last fleet in the sequence. This changes RRS 29.2. 12.4 If Flag U has been displayed as the Preparatory signal, no part of a boat‘s hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified, she shall be disqualified without a hearing but not if the race is restarted, resailed postponed. This changes RRS 26.RRS 29.1 does not apply when Flag U is used as a preparatory signal. 13. LINES IN USE 13.1 A conspicuous orange flag will identify a line in use for starting or finishing. 13.2 Except between its warning and starting signals, or when finishing, a boat shall not


2015-16 Standard Dinghy Sailing Instructions cont cross a line in use in either direction. SI 13.2 is not open to protest by boats, this changes RRS 60.1. 13.3 Club line 2 will not be ‗in use‘ after the completion of the starting sequence.

14. STARTING/FINISHING LINES 14.1 Club Starting Line No. 1 Will be between the triangle above the Start Box and the white and black outer mark placed in an easterly direction from the Start Box. An inner white & black start line mark will mark the length but not the position of the line. 14.2 Club Starting Line No. 2 Will be between the triangle above the Start Box and the white and black outer mark placed in a northerly direction from the Start Box. An inner white & black start line mark will mark the length but not the position of the line. 14.3 Club Finishing Line Will be between the triangle above the Start Box and the white and black outer mark placers in an easterly direction from the Start Box. An inner white and black start line mark will mark the length but not the position of the line. 14.4 Boat Starting Line Will be between a mast displaying an orange flag on the committee boat at the starboard end and a black and white chequered buoy at the port end. A clearance mark may be streamed from the start boat. This clearance mark is deemed to be part of the start boat for the purpose of RRS 31 and shall be passed on the same side as the start boat when starting. 14.5 Boat Finishing Line Will be between a mast displaying an orange flag on the committee boat at the starboard end and a red and yellow banded inflatable buoy at the port end. 15. KEEPING CLEAR 15.1 Club Start: After the first Warning Signal of the day, boats shall not pass between the Start Box and the inner mark of a Club Starting Line or Finish Line when the line is in use. The only exceptions will be boats that are forced between the Start Box and the inner mark at the start or boats returning to start after recall. 15.2 A boat whose Warning Signal has not been made shall keep clear of the starting area and all other boats in their starting sequence. 15.3 Club Finish: After finishing and clearing the Club Finishing Line, boats shall not pass between the Start/Finish box and an orange outer clearance mark as the extension to the finish line. 15.4 Boats shall give way to support craft identified by a green and white diagonal flag.

PENALTIES 16.1 For all Classes RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 16.2 A scoring penalty will be equal to three points (places) for both handicap and across the line positions. No boat will be scored worse than DSQ. All finish positions will be adjusted accordingly. 16.3 Boats failing to comply with SI 2.2 will be awarded a penalty as per SI 16.2.

17. PROTESTS AND REQUEST FOR REDRESS 17.1 Protests shall be lodged in writing at the Junior Clubhouse within 30 minutes of the last boat finishing in in the last race of the day for that class. 17.3 A boat penalised under SI 13.2 or 15.5 may request a hearing.

18. ARBITRATION 18.1 Rule 44.1 is changed to permit a boat that has broken a rule of Part 2, Part 4 or rule 31 to take a penalty after racing but prior to any protest hearing. Her penalty shall be a scoring penalty equal to a finishing place mid-way between the boat's actual finishing place and the score for a disqualification. Half points shall be disregarded and the points of other boats shall not be adjusted. Rule 63.1 is changed such that an arbitrator may allow a protest to be withdrawn. 18.2 An arbitration hearing will be conducted for all protests lodged in accordance with rule 61 which allege an infringement of a rule of Part 2, Part 4 or rule 31. Such hearings will be held subsequent to the protest being lodged and prior to the protest hearing. 18.3 The time and place of the arbitration hearing will be decided by the arbitrator and such advice may be given verbally. One representative of each boat will attend the arbitration hearing and no witnesses will be allowed. The arbitrator will decide the manner in which testimony is given. 18.4 After taking testimony, the arbitrator will make one of the following conclusions: (a) The protest does not comply with rule 61 and the protestor should withdraw the protest. (b) The matter shall proceed to a protest hearing. This may be because rules not suited to arbitration may be involved or because evidence is too complex or divergent or because injury, serious damage or a significant advantage may have occurred or because of the apparent severity of the alleged infringement or for any other reason decided by the arbitrator. (c) No rule was broken and the protestor should withdraw the protest. (d) A rule was broken by one or more of the boats involved, the infringing boat(s) may accept a scoring penalty as detailed in SI 16.1 and if so accepted, the protestor should withdraw the protest. 18.5 An arbitration hearing shall not be re-opened. No conclusion of an arbitrator shall be subject to appeal or be grounds for redress.

Any evidence given by an arbitrator during a protest hearing shall be given only in the presence of the parties to the hearing. TIME LIMIT Boats which fail to finish within 15 minutes of the leading boat in their class will be scored ‗DNF‖. This changes RRS 35.

SCORING The Low Point System of RRS Appendix A will apply to all Consistency and Club Championship series.

STARTERS A minimum of four starters are required to start in any one race before any trophy shall be awarded. A minimum of two starters are required to constitute a race. 23. AVERAGE POINTS 23.1 Boats sailing in official Class State or National events at other clubs may request average points for Consistency and Club Championship races held on the same day. Applications for average points shall be made in writing to the Yachting Operations Assistant within 5 days of the race for which average points are requested and shall be accompanied by a results sheet to confirm participation in the alternate event. 23.2 To be eligible for average points in a consistency race or Club Championship heats boats must participate in a minimum of 50% of the races in the series for which average points are being requested. 23.3 Average points shall be calculated from the points accrued in all the races that the requesting boat competed in during the series.

COACHING Coaches approved by the Yachting Operations Manager may give advice to some or all competitors while they are racing except during designated Club Championship Heats. Silver Fleet Optimist and O‘pen BIC boats displaying a pink ribbon may be coached by anyone during any race. This will not be regarded as a breach of RRS 41.

DECLARATION Boats crossing the finishing line signify that they have sailed the course and complied with the rules in accordance with these Sailing Instructions.

BOATS RETIRING Boats retiring shall notify the Committee Boat or the Yachting Operation‘s Assistant at the RFBYC Junior Club as soon as possible.

27. DISCLAIMER OF LIABILITY 27.1 All those taking part in Club races do so at their own risk and responsibility. 27.2 The Club is not responsible for the seaworthiness of a boat whose entry is accepted or the sufficiency or adequacy of its equipment. The Club reserves the right to refuse an entry.

Announcement of Results Pennants will be presented to place-getters for across the lines results for each race day. Results from 17 October, 1 November and 8 November will be used to assist with determining the starting handicap to each boat for the season. The boat that finishes first on handicap in the first race in each Class, may be awarded a trophy/prize as detailed in the Dinghy Handbook. Trophies/prizes will be presented at Dinghy Prize Night. Championship results are based on the placing over the finishing line of each race. Consistency results are based on competitor‘s relative performance (handicap) for a race against each other compared with their previous racing results. On race days where multiple races have been sailed, only the first race will count towards Consistency and Club Championship heats.

Handicap System Results for our Consistency Series are calculated by the TCF - Pen 3 handicap system. A initial handicap is calculated using the race results of the first three races of the series. A sailor‘s performance is then converted into a four digit handicap. The elapsed time, how long it takes a boat to complete a race, is multiplied by a boat‘s handicap to determine their corrected time. The corrected time allows comparison of a boat‘s score from one week to the next - their performance consistency. Sailors who are consistent throughout the season with their results and continually improve will find themselves at the top of the Consistency Series.

Bottom Third Decreased 0.45% Non Finisher No change Normalise to base handicap for all boats Please note that the first 3 races will assist with determining your initial handicap (average from the races) for the season. Handicap & Chocolate Charge

Compete for the Champion Chocolate Chief title the champion of the 2015-16 season Chocolate Charge series! 8 November: 1130 - 1230 | 15 November: 1200 - 1330 21 February: 1200 - 1330 | 10 April: 1200 - 1330 Sailors are encouraged to participate in this novelty series for 2015-16. Competitors will be asked to ‗charge‘ from a marked start line to a finish line approximately 200m away. Sailors can start at anytime within the allocated window, with their elapsed time recorded appropriately. Chocolate Chargers will be sorted into divisions, with prizes awarded on the day for fastest times in each division during the announcement of results after racing. The overall Champion Chocolate Chief prizes for each division will be awarded at the 2016 Dinghy Prize Night. In other words, Chocolate Chargers will sail as fast as they can from Point A to Point B! RFBYC Training School Royal Freshwater Bay Yacht Club conducts a wide range of sailing, small power boat handling, radio operator and first aid courses through our accredited Sailing School. The Club has courses to suit novice sailors with little to no experience right up to racing level sailors! Please refer to the Club website under the Training tab for further information, course dates and online enrollments; http://www.rfbyc.asn.au. It is a prerequisite for all courses that participates are able to swim and must be water confident. Buoyancy vests and boats are supplied for all courses.

Learn to Sail Courses for Children: The Club conducts a number of courses suitable for children aged 5 years or older throughout the year. Courses are run during school holidays for five consecutive days and on weekends during Term 1 and 4. Course participants are supplied with buoyancy vests and boats.

Learn to Sail Courses for Adults: The Club conducts a number of courses suitable for adults of all sailing (or non-sailing) backgrounds. Courses are run on Tuesday, Friday and Saturday mornings throughout the year in both Pacer dinghies and BW8 keelboats. Courses Ideal for 5 to 6 Year Olds: Little Tackers Program Little Tackers: A Fun Introduction to Sailing! A fun introduction to sailing for young children. The sessions are conducted in safe, sheltered waters in front of the Clubhouse in plastic Optimist dinghies. The course covers rigging an Optimist, tying basic knots, nautical games and hands-on sailing in shallow water. Prerequisites: No sailing experience is necessary. Cost: 10 hour course at $160 per person. Courses Ideal for 7 to 12 Year Olds: Tackers Program The Club has been running Tackers courses since the program‘s inception in 2012. Tackers is kid centric program that utilises a non-competitive games-based approach to ensure kids have fun learning to sail! Tackers 1: Having Fun Sailors learn basic sailing techniques on plastic Optimist dinghies sailing in pairs, including; launching and retrieving a boat, tacking & gybing, leader games and basic rules of the road. Prerequisites: No sailing experience is necessary. Cost: 20 hour course at $310 per person (includes Tackers pack; t-shirt, hat, water bottle). Tackers 2: Tricks & Techniques Sailors build on the skills learnt in Tackers 1 and develop confidence in sailing upwind, roll tacking & roll gybing and sailing triangle & windward/return courses. Prerequisite: Completed Tackers 1 course. Cost: 20 hour course at $310 per person (includes Tackers pack; t-shirt and dry bag). Tackers 3: Sailing Fast Sailors build on the skills learnt in Tackers 1 and 2. Racing techniques and advanced theory is introduced, including; sailing backwards, start procedures and sailing rules. The Club conducts all our Discover Sailing programs in Pacer dinghies, a 4 metre boat sailed by two people. Start Sailing 1 Sailors are introduced to rigging, capsize recovery drills, rope work, launching & retrieving, sailing techniques and reading weather forecasts. Start Crewing An introduction to basic boat handling skills - the course is a challenging and enjoyable way for adults to learn the fundamentals of sailing in the sheltered waters of Freshwater Bay. Training School to Junior Club Now that you‘ve got some experience and really enjoy sailing, you may want to get involved further by joining the Club. RFBYC Junior Club offers members a three level sailing program commencing with ―Bronze Fleet‖ - an introductory program where sailors participate in fun races around a marked course with children of similar ability. The main focus is on enjoyment, gaining confidence and improving sailing skills to advance to the next level.

Our Bronze Fleet is a fantastic program that builds on the skills and confidence that sailors gain during their learn to sail courses and prepares them for our Silver racing fleet. Our Bronze Fleet is open to both Optimist and O‘pen BIC sailors. If children want to do more racing they may progress from the ―Bronze Fleet‖ to the ―Silver Fleet‖ which involves club racing, and ultimately the ―Gold Fleet‖. You may wish to try crewing for someone else while you gain more experience. Alternatively, you may be lucky enough to have your own boat and be looking for somewhere to sail regularly and improve your skills. Royal Freshwater Bay Yacht Club is the perfect Club for you to join, we have something on offer for all sailors and their families. The future of any quality sailing Club lies in its junior development. At RFBYC there are over 200 junior members who will enjoy the opportunities that the Junior Club has to offer and then progressing onto become a member of the senior club and continue the fine sailing record of the Club. Junior members are actively supported through the sailing pathways by the Club‘s team of coaches, Fleet Captains, Flag Officers and sailing support staff. In many instances our juniors are encouraged to compete nationally and overseas particularly at the European yachting regattas.

An advantage of becoming a member gives you the opportunity to use the Club owned Optimists, O‘pen BICs, Lasers, Mirrors, 420s and 29er dinghies to assist you in determining the type of boat you may wish to sail. The chartering of Club boats is open to members only and on a short term basis, we then encourage you to purchase your own boat if you wish to continue sailing. Our Bronze Fleet training sessions are perfect for those children who have completed a Tackers 3 or Better Sailing course. Bronze fleet is not a training course - it is an introduction to Club racing. Bronze Fleet runs on Sundays throughout the year for Optimist and O‘pen BIC sailors. The program has been a huge success over the last few years and we are very pleased it continues to grow. Sailors are welcome to complete a Bronze Fleet trial of up to three sessions before we require that they become Junior members of the Club. There is no additional cost for Bronze fleet sailing and it coincides with our dinghy racing—perfect for younger siblings! Bronze fleet sailors are welcome to use out Club boats for a maximum of 3 months before they start looking for their own!

Sailing Pathway Like many sports, sailing offers a pathway for new participants to use as their guide to building experience, skills, and confidence. The Sailing Pathway has 10 steps and is applicable to participants of all backgrounds, ages and abilities, in different types of boats. The first few levels introduce a new participant to the sport, the intermediate levels are for people who want to race at their Club and achieve results locally, and beyond there are a range of further options including high performance and international competition.

Step 0 Discover Sailing Day or Discover Sailing Experience Discover Sailing Days and Experiences provide opportunities for people to visit the Club and get out on the water to see if they like the sport. Our next Dinghy & Tackers Day is on Sunday, 24 January 2016 and the next Discover Sailing Day is on Sunday, 11 September 2016.

Step 1 Start Sailing We offer a number of Yachting Australia Learn to Sail programs, all of which follow a set syllabus and run by qualified Yachting Australia instructors. Tackers for 5 to 12 year olds, Start Sailing and Keelboat courses suitable for 12+ year olds. Step 2 Better Sailing Course options include Tackers 3 (under 12), Better Sailing (12+) and Start Skippering (12+). Step 3 Start Racing For participants who want to progress to racing the Learn to Race course in dinghies and the Start Racing and Spinnaker courses in keelboats are the next step. Skills learnt in these courses provide enhanced boat handling and management skills.

Clubs & Racing Step 4 Introductory Racing A modified form of competitive racing - sailors experience racing in an environment where the emphasis is on practicing skills, confidence and fun. Junior sailors enjoy our ―Bronze Fleet‖ which focuses on developing skills to enter the Club racing environment and having fun. Step 5 Club Racing Club racing is a core activity at our Club - with scheduled racing on Mondays, Wednesdays, Thursdays, Saturdays and Sundays throughout the year for different groups. Participants at this level confident to cruise independently from the Club, sail in Team or Match racing events and progress to higher levels of fleet racing. Many participants purchase a boat at this stage, however some crew for others who already own a boat. Step 6 Club Coaching & Interclub Racing Sailors wishing to improve their skills and progress to the next level typically participate in our Club coaching program. We have regular week night training programs for most of our fleets. These sailors enter class championships and large regattas away from the Club. Our coaching programs are tailored to the needs of each individual sailor and are applicable to both dinghies and keelboats.


Sailing Pathway cont Advanced Options There are a variety of options beyond Level 6 to continue to develop interest, experience and skills in the sport including international competition, offshore racing, officiating as either an Instructor or Race Official, or vocational training and employment on one of these pathways. For youth (secondary school age) and adults: Development and High Performance Pathway beyond Level 6 is: Step 7 State Development (or Emerging Talent) Squads. For youth sailors wanting to progress to the highest level of competition, in the international classes, some States have development programs that develop competitive sailors who perform at major regattas.

Step 9 Australian Sailing Squad The Australian Youth Team is for sailors identified with potential to attain the performance requirements for the Australian Sailing Team. Step 10 The Australian Sailing Team is the highest level of The Sailing Pathway and consists of sailors who meet national selection criteria.

Step 8 State High Performance Squad Youth sailors who have ongoing results at major regattas may be eligible for selection to a State High-Performance program (available in some states).

Optimist: The Optimist is a single-handed class sailed by juniors up to 15 years (depending on size) with many beginning their sailing careers from 8 years of age. With simple rigging, it is very easy for children to learn the basics of sailing and gain invaluable racing experience as they progress. Many Olympic sailors started in Optimists. It is recognised as the International training boat. Boats are available form $500 to $5000.

O’pen BIC: The O‘pen BIC was designed in 2004 and is now a major International Class. It is the 21st Century junior single handed sailing boat and is fast, exciting and fun to sail. The class offers two sail sizes making it a boat that can be used for learn to sail, from approximately 8 years upwards and also for serious racing by sailors into their early teens. The O‘pen BIC is the link between the Optimist generation and the new generation of sailing dinghies.

Laser: The Laser is an Olympic class one design single handed dinghy measuring 4.2m. It can be sailed by men and women of all ages. Different rigs can be races depending on a sailor‘s weight and ability; the 7m2 Standard rig or 5.7m2 Radial rig. The 4.7m2 rig is ideal for training younger or lighter sailors. New Lasers can be purchased for approximately $8000 to $10 000, or second hand from about $2,000.

Dinghy Classes Raced

420: The 420 is a two person, strict one design racing dinghy with three sails and one trapeze. All hulls and foils are identical - skill in helming, boat handling and tactics are prime factors in 420 sailing. It is an ideal class for both male and female sailors moving from junior classes. The 420 is a World Youth Class, providing an opportunity for sailors to represent Australia. Boats range from $5000 to $14 0000.

Mirror: The International Mirror is a popular two person, one-design dinghy sailed racing in many countries. It is a recommended pathway boat and many top sailors learned their trade in Mirrors. The Mirror is suitable for two teenagers or an adult-child combination. It is an excellent boat for teenagers learning sailing for the first time. Modern hulls and single-piece masts with its three sails (main, jib, spinnaker) bring this class to life for many new sailors.

29er: The 29er is a two-handed high performance skiff dinghy. The 29er is a class in the

Youth Worlds and provides a great step for juniors into a class that teaches the skills of sailing with a crew and developing the use of Jibs and Asymmetric Spinnakers. Ideal combined weight is around 115kg to 140kg, prices range from $4,000 to $13,000.

49er/49erFX: The 49er is a two-handed skiff-type high-performance sailing dinghy. The skipper makes many tactical decision and steers, the crew does most of the sail control. Both of the crew are equipped with their own trapeze and sailing is handled while "flying". The boat was selected by the International Sailing Federation after a series of trials for a high performance two person skiff and has been in every Olympics since its debut in the 2000 Sydney Olympics. The 49er FX rig was then developed for the existing 49er hull. In May 2012 the 49er FX was selected by the ISAF Council as the 2016 Olympic Women‘s skiff class.

505: A double-handed boat that incorporates a light weight, high performance hull design with a powerful sail plan and one trapeze. The boat is unique in that it has outstanding performance in all conditions. In light air it is quick and responsive and in breeze it just goes faster.

Contender: The International Contender is a single-handed high performance sailing dinghy with a trapeze, allowing the sailor to use their weight more effectively. The design of the boat does not favour sailors within a narrow or extreme size or weight range, past champions have ranged from 60 kg to more than 90 kg. While physical fitness, agility and strength are advantageous, good technical sailing skills and experience can count for more.


Membership Royal Freshwater Bay Yacht Club is dedicated to participation in local, national and international sailing events by all our members. The objective of the Club is to encourage member participation in all aspects of sailing and boating, yacht racing, leisure boating, sail training, coastal voyages, offshore racing, sea safety, regatta management and joint club activities in addition to a regular social program. The Club rules are designed to promote an ethic of friendly interaction between all persons associated with the Club. Every new member proposal is processed through the Membership Committee in accordance with Rules & Constitution of RFBYC. The name of the proposed member is then advertised to all members for their endorsement. The application is then forwarded to the Membership Committee for ratification. The nomination is considered for election by General Committee to Membership of the Club. The process is usually completed within two to three months.

Dinghy Storage Allocation Policy & Procedure The allocation and renewal of storage will be based upon ongoing participation. The Club has the discretion to terminate storage allocations for those who do not participate sufficiently in Club activities.

Storage Process 1. Complete a Dinghy Registration Form, on the Club website, and submit to the OnWater Department. 2. Complete a Dinghy Storage Application Form, which can be found on the Club website. This is an online form and will automatically be submitted to the On-Water Dept. 3. In consultation with the Fleet Captains, the On-Water Department will review the application and having applied the criteria outlined in the Dinghy Storage Allocation Policy & Procedure will either grant or decline storage for the application. 4. If storage is approved, the On-Water Department shall allocate a specific storage space for the member‘s boat, trolley, mast and advise the member of these details. 5. The On-Water Department will update the Club‘s database to reflect the assigned storage bay/rack allocation. 6. A map detailing the allocated storage for boats will be displayed in the Junior Clubhouse, on the Club website and on the fence of each area. Any queries relating to Dinghy Storage must be directed to juniors@rfbyc.asn.au.

Busy Bee Our annual ‗Busy Bee‘ is usually held in September to prepare the Clubhouse, storage sheds and surrounding grounds for the start of the season. Allocation of dinghy storage is reviewed on this day and we encourage attendance from all junior members & dinghy sailors. A sausage sizzle is provided for all volunteers. Your assistance with the 2016 Busy Bee on Saturday, 10 September will be greatly appreciated.

Canteen The canteen is the heart of our Junior Club and dinghy sailing. We have an excellent kitchen facility, which includes; a commercial oven, freezers, fridges, warming ovens, microwave & a coffee machine. In addition to we have a built in BBQ located in the area at the back of the Clubhouse, along with a portable BBQ. The canteen is run completely by volunteers. We have a volunteer canteen co-ordinator who is responsible for the smooth running of this facility. The Canteen profits go directly back into improving our Junior Clubhouse.


Additional Information cont Charter Boats The Club owns a number of boats which are available for use on a short term charter basis for Club organised training sessions and are also available for use by Club members for either racing or informal sailing practice. Club boats can be booked for usage by an Ordinary member. Junior members who are undergoing training and wish to gain additional experience may be permitted to use a Club boat without an Ordinary member supervising only with permission of the Yachting Operations Manager. In her absence communication must go through the Rear Commodore Juniors.

Coaching

Communications Our communication is predominately carried out through email. Fleet Captains keep in regular contact with their fleets, along with support staff who produce a fortnightly electronic newsletter ‗Dinghy Digest‘. To receive this newsletter, please email juniors@rfbyc.asn.au.

Dinghy Prize Night Dinghy Prize Night is always a memorable way to conclude the season. The Junior Committee is responsible for the organisation of this evening and traditionally it is ‗themed‘. This is an evening where Fleet reports are presented, along with acknowledgement of individual trophy winners and place-getters in the Consistency & Club Championship events. The keenly contested ‗Huck Scott Junior Club Person of the Year Award‘ is presented on this evening to a junior who has supported Club racing events, displayed good sportsmanship, a good role model and generally been a helpful person who is prepared to take on additional responsibilities.

International Classes Regatta The International Classes Regatta (ICR) is our premier dinghy event and will be held on 5 & 6 December 2015. The ICR is a great lead up regatta for sailors intending to compete in National events over the Christmas/New Year period. The event is open to Optimists, O‘pen BICs, 420‘s, Mirrors, Lasers, 505‘s, Contenders, 29ers & Pacers. We will also consider participation by other Classes on request.

We are fortunate to have Grant Alderson, World Champion sailor and current Australian Paralympic Team coach, as our Coaching Development Officer. Grant oversees and coordinates our coaching program. All fleets have allocated training days for coaching. Fleet Captains & support staff will keep you informed via email as to training times. Cost is inclusive of membership at the Club.

Additional Information cont Junior Committee The Junior Committee is made up of a Captain, Vice Captain, Treasurer & Secretary plus Committee members. These positions are nominated & voted for at the Junior Annual General Meeting usually held in September. Positions are held for on year. The Committee oversee the running of the Junior Club. One of their responsibilities is to organise the social activities such as Sleepovers, the AR Bennett weekend, Fun Days, Pizza & DVD Nights and assistance with the Keelboat & Dinghy Opening Day, with the highlight of the year the themed Prize Night held in May. The Junior Committee is guided by the Rear Commodore Juniors and is a great opportunity for juniors to learn how a committee and meetings operate.

Junior Exchange Sailing Scholarship (JESS)

The Junior Exchange Sailing Scholarship was set up by the Club in 1987 to provide sailors with the opportunity to compete in International 420 Class Regattas in the United Kingdom and Europe. The program has enabled over 152 young boys and girls to experience travelling and competing internationally. The JESS program is an unique annual event which offers young yachtsmen and women an opportunity to not only improve their skills as sailors but to develop their characters and leadership qualities. The 2012 - 2014 tours saw a change to the International 29er Class. Six sailors were selected plus coach and manager to tour Europe competing in regattas over a 4-6 week period. The philosophy of JESS to promote development in junior sailing and provide an opportunity for sailors to compete overseas.

Match Racing & Keelboat Racing Opportunities A new initiative is the ‗Juniors in Keelboat‘ program which operated in conjunction with our Keelboat Winter Series. This proved to be very successful allowing our junior sailors an opportunity to sail on a keelboat under the guidance of a coach. In addition we schedule up to 4 sessions throughout the year for juniors to learn the basics of match racing on board our BW8 keelboats.

Nominate to Race To nominate for the Summer or Winter Series and Regattas a nomination form must be completed. An online nomination form can be found on the Club website. A yacht competing in Club races must be skippered and crewed by financial Ordinary, Life, Special, Senior or Junior member of the Club or by any other person who the Yachting Committee permits but upon such terms and conditions as the Yachting Committee may specify. Sailors crewing regularly on a yacht fall under the above categories or may apply to become a Sailing Affiliate or Junior Member. Sailing Affiliate is granted to persons over 18 years of ago who sail regularly in Club races, and who are proposed by a Member who owns a racing yacht. The Racing Rules of Sailing require such a person to be a member of the Club. Persons proposed for this category require only the proposal of a Member who owns a racing yacht and acceptance by Committee. Their affiliation is to be renewed annually by proposal of a Member who owns a racing yacht. A Sailing Affiliate has no rights with respect to the use of the Club facilities other than to attend as crew to participate in yacht racing.


Additional Information cont Team Racing The Club owns 25 Puffin Pacers which are predominately used by our juniors for team racing events. Each year a Youth Inter-Club Team Racing Regatta is held in conjunction with other yacht clubs. The event was introduced as a development series to provide junior sailors with some basic team racing skills. In 2015, our Club entered four teams from our Team Racing Squad of 30 sailors. The Club was represented exceptionally, with our teams placing 1st, 2nd, 3rd and 5th.

Travel Grants Travel grants are issued to encourage dedicated sailors at the Club to achieve excellence in sailing and represent Royal Freshwater Bay Yacht Club at national and international levels. Travel grant funds are derived from voluntary member donations. For further information, please refer to the Club‘s website or contact the Yachting Operations Manager.

We rely on the support of our members, in particular our dinghy sailors, to provide trophy donations. In June/July of each year, a request for trophy donations is forward to members with the standard donation of $75.00 (or more) is recommended. Upon confirmation of your donation to a particular fleet, you will be allocated a race day in the calendar and your name will appear in the Dinghy Handbook.

Volunteering Royal Freshwater Bay Yacht Club aims to offer the best sailing facilities and activities. We recognise that to achieve this aim, the Club relies heavily on volunteers. Many of you will have volunteered at our Club in the past, or in other organisations and recognise that there is often considerable enjoyment in volunteering your skills and time. We have developed a ‗Volunteer Roster‘ for regular club racing which will make it easier for your planning to join us in the sailing programme, meet other individuals and see your family or friends enjoy their sailing.

Youth Squad As part of our Sailing Development Program, RFBYC has supported the adoption of the BW8 keelboat and pacer dinghies for training sailors in Keelboat Racing, Match and Team Racing. The RFBYC Youth Squad has been set up to provide the opportunity for young sailors to break into the world of keelboat sailing. Sailors can enter the squad with limited experienced as passion and commitment are the key qualifications required. Opportunity also exists for RFBYC sailors to compete at the World Class level of team racing. The program draws together teams of young WA sailors and provides them with the opportunity to compete in all aspects of keelboat racing, including inshore, offshore, match and team racing disciplines. The program is designed to provide top level training, coaching and grants to some of RFBYC‘s best up-and-coming keelboat sailors. If interested, please contact the Yachting Operations Manager.
