Borrnanrs August 5 rnernorandurn to HAK on future international cooperation i:r space does not require any further action unless/ until HAK requests it. fire (Halperin) gave HAI{ a paper on the sarrre subject before he received Borrnanrs rnernorandurn. HAK apparently liked our think piece but has not given us any specific cornrnents. In addition he has a copy of Borrnanrs rnernorandurn and I believe he has talked with hirn about it.

TO DR. }ffi}iRY KISSINGER

Pursuant to our conversation on the trip to the Hornet, I am outlining for you my thoughts on future international cooperation in space. It is apparent that the method.s of d.ealing with the free world. and. the Soviet Union must vary. I would propose that irith i'Iestern Er-rrope and- Japan, we emphasize a policy of participation. With the Sdviet Union, at this stage, ve should. emphasize increased. cooperation.

Soviet Union My conversations with Dr. Keldysh (Presid"ent of the Soviet of Sciences) Ied. me to believe that the Soviets nor,+ feel that increased. cooperation in the space fiel-d. would. be beneficial to them. Dr. Kelclysh was interested- first in includ.ing military manneo space missions on the agend.a in the coming taiks to llmit offensive strategic weapons. He ind.ieated-, however, that he was prepared. to extend. cooperation in many of the fleld.s I proposed.. I believe we should- initiate rnore formal d-iscussions with Dr. Keld.ysh and. suggest the following first steps:

Acad.emy

a. Joint tracking of b.

and missions

space probes.

Complete ad.vance publieation of the trajections of a}l scientific probes manned. and unmanned..

c. An international conference to set priorities assign missions for unmanned. exploration of planets. associated.

d.. A joint meeting of training personnel.

cosrconauts and. astronauts

and.

and.

Reeommend-ations &, b, and. c are self-explanatory. Reccmmendation d. is particularly important, because of the public awareness of the cosmonauts and. astronauts.

-2and other avenues of preparation for space flight would. be explored.. Ihis conferenee should. take place in this country. FoLlowing the conference, I would propose that the Soviets be taken on a tour of all of our training faeilities. It would. be helpful to includ.e a lar.rnch (tnis November would be a good. time). The publicity focused. on cosmonauts and. astronauts looking at eommon problems in

a field. that offers no d.irect threat to either countryrs national interests would- be favorable and conducive to closer relations in

I think that the C"iscussions with the Soviets could. be started. almost immed.iately and" f r+ould. propose direct contact vith Dr. KeJ-dysh, to achieve this rather than older more established. lines of communication through the various scientific societies. Westerp Europe grd_ Japgr We

are approaching the period- in manned. spaee flight the d.irect participation of selected foreign

astronauts and. engineers. I would. propose that we immed.iately begin

with the European community and. Japan to nominate scientist astronauts vho would. be assigned. to NASA to participate ln the earth-orbital flights of the later ApoIIo Applications Program and. Space Station activities in the mld.-I970rs. Ad.ministrativeJ-y, their selection could. best be hand.led by having the European community nomj-nate a selected. number of candidates, and- the Japanese d.o likewise. Several requirements would. be listed- such as: d.iscussions

f feel that the training costs, as wel-I as the salaries by the native countries of the peopres serected.. It is important that the salaries be augmented. so that it is commensurate with their American contemporaries. f would. propose that this program be initiated. by d-irect negotiations vith the Iead.ers of the space programs in Western Europe and. Japan. shourd. be borne

fn ad.d.ition to the European-Japanese space scientists would. propose that NASA issue a rather dramatic caII for Japanese-Eur:opean experiments to be frown on the space station. fhese experiments of course vould. be d.irected- to the scientific exproration of both the earth and. the unive;.se. The seiection of the experiments tc be frornn courd. be hand.red- by existing serection I

panels.

I think that the appropriate time to und.ertake the negotiations lead.ing to the participation which I have d.iscussed. is in the immed-iate future. Tkre impetus given to the Amei'ican space program by the Apollo 1r success should. be utilized to the furrest. Although the frights of foreign astronauts may not take place for severar years, the serection and. traini.ng requirements make it highly d.esirable for them to be nominated. soon.
