Mr. President:

As you expressed the thought so well- in your Inaugural Address, the Apo}lo I mission made peopLe everywhere acuteLy aware of the reality that this is indeed one worl-d. The sobering photographic transmissions from space undoubtedly had a deep impact on pubLic attitudes about the necessity of living together in peace on this pLanet. I respectfi.ll-ly suggest that your Administration capital-ize on that spirit by taking steps toward eloser cooperation with the Soviet Union in future space activities. Over the Last decade there has been much talk about cooperation between the United States and the Soviet Union on the exploration of spaee, but so far no reaL progress has been made toryard joint exploration programs and there has been very Little exchange

of scientific informatiorl. Unfortunately, in the publ"ic mind United States space programs, particularl-y the program to put a man on the moon by the end of this year, have the purpose of competing, not cooperating,

with the Soviet Union.

Your inauguraL remarks urade it clear that you believe the real need is for cooperation, not eompetition, between our countries. There are already all too many areas where our iaterests and those of the $oviet Union conflict. I am sure you agree that it is in the interests

of both countries, and the lessening of weirld tensions generally, that we make every effort to work together on matters where our interests

are mutual.

Both we and the Russians have formally rejected the use of outer space for military purposes; limiting our exploration programs Eo

peaceful purposes which expanci mants knowledge. The objectives of both countries are, ostensiuty, the same and there erâ‚Ź many areas of develop*urt' where joint efforts would serve a corunon purpose. The beginning of your presidency, eoupled with the recent successes of Apollo g and Soyuz-4 and 5, make this an especially appropriate time for new approaches to the soviet union eoncerning closer cooperation in space acti-vities. r am s.rie
