In accordance with rny instructiohs, the Budget Director is engaged in a Governrnent-wide effort to deterrnine where near-terrn budget reductions can be made in order to provid.e for future Prograrns within the limits of our overall fiscal poligies. He will review your 1970 budget request in that contexi.

on February 13, I established a task group, of which you are a rnember, to consider future plans for the space program. I.hope that the task group will deyote its primary attention to a thorough examination of the rnajor alternatives for the next d.ecade in space, their expected accornplishrnents, and their costs. The need for early decision on sofi]e rnatters wiIl, of course, be considered. by the group in the context of that review.
