There will be a public hearing on Wednesday, November 2, 2016, at 2:00 p.m. in Conference Rooms A and B of the Community Services Building at 221 West Seminary Street, Richland Center, WI to receive comment on 2017 Richland County Specialized Transportation Assistance Grant Application. The funding is authorized under Section 85.21 of the Wisconsin Statutes and supports the Richland County Driver Escort transportation program which transports elderly (over 60) and disabled Richland County residents and the Richland County Public Transportation program which provides semi-fixed bus routes through the communities. In 2016, the program’s budget of $156,167 included $68,844 from the state 85.21 allocation, $15,711 in tax levy, and passenger revenue of $70,839. For 2017 the budget will include a state allocation of $69,578, and a required county levy match of at least 20% ($13,915). The s.85.21 application is available for public review prior to the hearing at the Aging and Disability Resource Center office at 221 W. Seminary Street, Richland Center, WI. Persons unable to attend the hearing and wishing to submit comments may do so by mailing comments prior to the hearing to the attention of Roxanne Klubertanz-Gerber at the Aging and Disability Resource Center; 221 W. VIOLET NELSON
October 15, 2016 Violet Nelson, 99, of Gotham died Saturday, October 15, 2016 at Schmitt Woodland Hills. She was born on May 11, 1917 on Loretta Ridge the daughter of Leo and Gladys Nachreiner. Violet was the oldest of eleven children and was at home or nearby when six of her brothers and sisters were born. She was required to help raise her siblings and learned at an early age a strong work ethic which she exemplified this to her family throughout her whole life. As a young person Violet worked for families in their homes for room and board. Violet and Gerald ‘Bill’ Nelson were married on November 23, 1942 at St. John’s Lutheran Church in Richland Center. They enjoyed nearly 71 years of marriage. Violet managed and operated the Ithaca Telephone Exchange for 10 years, while Bill served in the Army and after his return from the war. In 1952 the couple purchased a farm in Gotham and upon the couple selling the cows, Violet went to work at Pokorney’s Market in Richland Center. Upon Pokorney’s closing she went to work at Empire Drug for over 20 years. Violet enjoyed quilting, crocheting, cook-
ing, canning and gardening. Violet’s family learned by her example to take on a job, always finish the job and to do it to the best of their ability. One of her favorite sayings was, ‘Hard work never hurt anyone.’ Violet had gone through the great depression and it had certainly had an impact on her. Another thing that was evident about her life was how thrifty she was. She and her husband Bill were a perfect match when it came time to set goals and achieving those goals. Violet was an extremely devoted wife, mother, grandmother and friend. She was a wonderful example to her family on her devotion to her husband Bill. Violet is survived by her three children: Donald (Nancy) Stoddard of Monona, Lynette Bloom of Nickerson, MN, Paul (Sharon) Nelson of Cottage Grove;11 grandchildren; 24 greatgrandchildren; 6 great-greatgrandchildren; 3 brothers: Donavan (Sally) Nachreiner of Spring Green, Duane (Lois) Nachreiner of Plain, Richard (Mary) Nachreiner of Green Bay; sister: Marcelline Weigly of Cocoa Beach, Fl; brother-in-law: Gerald Kramer of Plain; 3 sisters-in-law: Amelda Nachreiner of Plain, Bonnie Nachreiner of Adams Friendship, Carol Nachreiner of Sun Prairie; many nieces, nephews, other relatives and friends. Violet was preceded in death parents, husband Gerald ‘Bill’, sonin-law Walter Bloom, grandson James Stoddard, sisters: Phyllis Kramer and Maxcine Schauf, brothers: Reginald, Russell, Ferdinand, and Robert Nachreiner, sisters-inlaw: Grace Nachreiner, Elaine Nelson, Irene Olson, and brothers-in-law: Alton Weigly,
Mike Schauf, Charles Nelson, and Orville Olson. The family would like to thank the staff at Schmitt Woodland Hills for the love and care they have given to Violet over the past 7 years. Funeral services were held on Saturday, October 22, 2016 at 11:00 AM at the Pratt Memorial Chapel with Pastor Craig Peach officiating. Burial followed in the Richland Center Cemetery. A visitation was held on Saturday, October 22, 2016 at the Pratt Memorial Chapel from 9:00 AM until the time of the service at 11:00 AM. The family suggests memorials in Violet’s name be directed to Schmitt Woodland Hills, 1400 W. Seminary St., Richland Center, WI 53581. October 20, 2016 Elaine Chitwood, 81, of Muscoda, went to be with the Lord on Thursday, October 20, 2016. She was born on January 5, 1935 in rural Muscoda the daughter of George and Alice (Novak) Studnicka. Elaine graduated from Muscoda High School.
She was born again on July 29, 1954 and on August 24, 1954, Elaine married Gary Chitwood in Blue River. Elaine was an active partner on the couples dairy farm until their retirement in 1982, when she and Gary moved to Muscoda. She was an active member of the Blue River Gospel Hall. Elaine is survived by her husband of 62 years, Gary; two daughters: Deborah (Don) Winch of rural Arena, Brenda Wallace of Richland Center; 5 grandchildren; 4 great-grandchildren; sister Ruth (Howard) Gentz of rural Iowa; many other relatives and friends. Elaine was preceded in death by her parents George and Alice, son Jeff Chitwood, infant daughter Peggy, and brother Milo Studnicka. Funeral services will be held on Wednesday, October 26, 2016 at 11:00 AM at the Godager Pratt Funeral Home in Muscoda with burial to follow in the Blue River Cemetery. A visitation will be held on Tuesday, October 25, 2016 at the Godager Pratt Funeral Home from 4:00 PM until 7:00 PM and again on rom 10:00 AM Wednesday f until the time of the service at 11:00 AM. October 22, 2016 Vincent E. Frawley, age 62, of Richland Center died Saturday, October 22, 2016 on the f arm that he loved, surrounded by his family following an incredibly brief but ferociously fought battle with cancer. He was born on March 23, 1954 in Richland Center the son of Bernard and Kathleen (Slaney) Frawley. He married JoEllen Eberle on July 2, 1983 at Nativity of the Blessed Virgin Mary Parish, Keyesville. Survivors include his wife JoEllen Frawley of rural Richland Center; 3 children, Bridget (Jeremy) Thomas of Onalaska, WI, Rachel (Kelly) Fruit of Viola, WI, Eric Frawley (friend Bridgette Unger) of Lake Mills, WI; 3 grandchildren, Hadlee and Brooks Thomas both of Onalaska, WI, Finley Fruit of Viola, WI; 11 siblings, Mary (LaVerne) Miller, Ann (Larry) Machovec, Mike (Avis) Frawley, Patricia Luttig, Steve Frawley, Colleen Christensen, Mark (Jolene) Frawley, Philip Frawley, Jeff (Deann) Frawley, Robert Frawley, Kelly (Kris) Frawley; mother-in-law, Eileen Eberle; special dog Lily; many nieces,
nephews, other relatives and friends. He was preceded in death by his parents; sister, Theresa Deckert; infant siblings, Kilian and Margaret; father-in-law, Lawrence Eberle. Vince’s life is best demonstrated through his love for rural life: the farm, the land and the animals. Some of his greatest joy came from being a grampa (Bop-pa). He was most happy at home, at Cozy Creek Ranch, spending time in the milkhouse with friends, on the back deck counting cattle or front porch watching the deer come out at dusk. His f arm was impeccably kept, the lawn perfectly mowed and the animals always fed, watered and cared for. He spent his working years as a law enforcement officer for the Village of Avoca, Iowa County Sheriff’s Department, City of Richland Center and Richland County Sheriff’s Department. He retired from the RCPD in 2004 after 23 years of dedicated service. Vince is a veteran of the United States Army, serving primarily as military police in Korea. A Memorial Mass will be held at 11:00 AM on Saturday, October 29, 2016 at St. Kilian’s Catholic Church near Bear Valley with Monsignor Michael Gorman officiating. Military graveside rites will be conducted by the Local Military Honors Unit in the church cemetery. Friends may call on Friday, October 28, 2016 from 4:00 PM – 8:00 PM with a Rosary at 3:30 PM at the Clary Memorial Funeral Home in Richland Center and also on Saturday at St. Kilian’s Catholic Church from 10:00 AM until the time of service at 11:00 AM.
