Two-Way Language Immersion Offered at Two Schools Approximately 350 students at Sugar Creek and Glacier Edge Elementary Schools are already beginning to prepare themselves to be competitive in the global marketplace. Each day as they report to their Two-Way Immersion (TWI) classrooms, they will learn to communicate, read, and write in Spanish and English as well as interact in a diverse society. VASD’s Two-Way Immersion (TWI) program is reaching more and more students each year. The goal of the program is to prepare students to become bilingual, biliterate, and bicultural while achieving high levels of success academically, linguistically, and socially. Presently, the program encompasses grades K-4 and will grow in 2018-2019 to include fifth grade at each site. An advisory committee has also been meeting to make plans to offer students advanced language pathways in middle and high school. TWI classrooms are open to students from all language backgrounds and cultures and are additive in nature, meaning that students learn in two languages from the moment in which they enter the program until they complete it. Children in TWI classrooms spend 50 percent of their day learning academic content in Spanish and 50 percent of their day learning in English. Educational research supports the effectiveness of the TwoWay Immersion model for all students*. In addition to positive academic outcomes, there are benefits of bilingualism that reach far beyond the classroom. As reported in TIME magazine in July 2013, neurological studies show that bilingual brains function more efficiently and flexibly with higher levels of reasoning. Bilingualism also improves the ability to multitask, grasp ideas, and reconcile conflicts while delaying the onset of dementia and Alzheimer’s disease. The instructional approach in Two-Way Immersion classrooms is enrichment education for all students as they learn rigorous academic content in two languages while becoming cross-culturally competent. Personalized learning In April of 2013, the Board of Education approved the audacious goal that every student in VASD would have a personalized learning plan. This goal included the following: Every student in VASD has a personalized learning plan that provides a path to discovery and achievement and that plan is reviewed and changed at least annually based on the student’s needs. Every student’s parent, guardian or advocate participates directly in the design, implementation, and outcomes of that student’s personalized learning plans. Every student meets or exceeds the goals of his or her personalized learning plan every school year. Every VAHS student graduates. Every VAHS graduate achieves their choice of college and career path, as detailed in their personalized learning plan. A great deal of work on building the necessary technology infrastructure and staff training has occurred since the Board adopted this goal. We, as a staff, continue to work toward implementation of personalized learning plans in 2018. We have come a very long way in this pursuit and we have a long road ahead of us to reach full implementation. You can expect to receive information and updates on this effort throughout this school year. In the meantime, please refer to our website, verona.k12.wi.us, for resource materials and information. Nurtured Heart Approach Trainings We have had several staff trained in the use of Nurtured Heart Approach framework and are pleased to offer periodic

trainings for parents and caregivers. If you find parenting your child or caregiving for an elderly parent challenging at times, this framework provides strategies and, more importantly, hope for positive, loving, nurturing and joyous relationships with those who are causing those challenges. Superintendent’s Greeting Dear VASD parents, guardians and students: Welcome to the 2017 – 2018 school year. The entire staff of the Verona Area School District (VASD), from teachers to support staff, food service, custodians, administrators and Board of Education, is completely committed to making this the best educational experience in the state of Wisconsin for all of our nearly 5500 students. This year promises to be an exciting and event-filled year for VASD students and staff. Let me highlight a few of the many things to expect this school year: Building for 2020 Dean Gorrell, In April of 2017, the voters of Superintendent the Verona Area School District overwhelmingly approved three referendum questions to build a new high school, as well as remodel and repurpose Badger Ridge Middle School/Core Knowledge Charter School and the existing high school and K-Wing. Additionally, voters approved an operational referendum to pay for additional staff related to the new building. This is exciting work and we are committed to keeping you informed of progress. Verona Area School District Pre-K Program What is Verona Area Pre-K?

What will my child learn?

Verona Area Pre-K is a community based preschool program for four-year-old children residing within the Verona Area School District.

Children will participate in playbased activities that provide rich learning experiences. A focus on learning through play allows children to gain skills in all areas including: social-emotional, cognitive, creative expression, early literacy, early math, and self-help. Teachers will use materials and curriculum that enhance those experiences through a hands-on approach.

Any four-year-old living in the Verona Area School District (four years old by September 1). There are no early admissions.

When are the classes? Classes run Tuesday through Friday for 3 hours and 10 minutes / 7:50-11:00 AM or 8:30-11:40 AM (Times approximate.) The school year runs the same as the Verona Area School District calendar.

Where will my child attend? Children are enrolled in the Verona Area School District’s program but taught in a local community preschool/childcare location. Families will list their 1st, 2nd, and 3rd choice preference when they register online. Who are the teachers? The play-based, developmentally appropriate programs are taught by highly qualified Wisconsin Department of Public Instruction licensed Pre-K teachers. A co-teacher is assigned to classrooms of more than 12 students.

What is the cost? This is a tuition-free program. A fee may be charged for supplies or snacks. Some locations offer optional extended childcare. Families are responsible for childcare cost beyond the Pre-K program. Families must arrange childcare on a first-come, firstserve basis.

The Wisconsin Student Assessment System The Wisconsin Student Assessment System (WSAS) is a comprehensive statewide program designed to provide information about what students know in core academic areas and whether they can apply what they know. The WSAS includes: • The Wisconsin Forward Exam at grades 3-8 in English Language Arts (ELA) and Mathematics, at grades 4 and 8 in Science, and 4, 8, and 10 in Social Studies • ACT Aspire at grades 9 & 10, • The ACT Plus Writing at grade 11 for Reading, English, Mathematics, Science, and Writing, and

•A CT WorkKeys at grade 11. Student performance on these assessments is reported in proficiency categories and used for accountability determination at the school, district and state levels. These tests together create the Wisconsin Student Assessment System. How do I register? Step 1 – Your family needs to provide the final paperwork to initiate the registration process (child’s birth certificate and proof of residency). Step 2 – Your family will receive a Snapcode with instructions for online registration in the mail. Step 3 – Once step 1 and 2 are completed your child will be placed at a Pre-K site. Your family will receive a letter in the mail in May giving you the information about your child’s Pre-K site and session times.

What is Family Outreach? The Pre-K program has a strong focus on family- school communication with regular family outreach workshops, activities and conferences.

Who is Eligible for Verona Area Pre-K?

Families needing bussing services anytime during the year will be limited to picking a Pre- K site within their attendance area. Kindergarten Information Kindergarten families will have a pre-scheduled hour block of time on Friday, September 1st, 2017, to meet the teachers, have questions answered, and drop off supplies. The first full day of school for Kindergarten students will be on Tuesday, September 5th

First Day of School All elementary children should report directly to the classroom to which they have been assigned. Students may enter the building after the first bell at 7:35 a.m. Classes begin at 7:45 a.m. and end at 2:35 p.m. Students can bring their supplies any time the first week of school.

Student Absences In accordance with School Board Policy 431, attendance and tardies are closely monitored. Attendance is taken at 7:45 each morning. We ask that parents call 845-4700 before the start of school to inform Sugar Creek if your child will be absent or tardy.

Behavioral Management Sugar Creek has been recognized by the State of Wisconsin as a Positive Behavior Intervention Systems (PBIS) School of Merit AND School of Distinction! PBIS is a process of teaching and supporting students and staff to follow four basic school-wide expectations: 1. Be Kind and Respectful 2. Be Responsible

Welcome to a great place to learn and the start of another AWESOME school year!!!!!! Our Mission: To encourage our students to reach their academic potential, to love and respect them for who they are, and to teach them the absolute joy of learning. We will be welcoming back 380 K-5th grade students this fall and have an amazing and dedicated staff eager to support each one Michael Pisani, Principal of them. Every year, our school has reaffirmed the primary importance of low class size with a student to teacher ratio of just 18 to 1 (or lower) for Grades K-3, and 25 to 1 (or lower) for Grades 4-5. We take great pride in helping students reach their academic potential and our most recent Statewide School Report Card score was 80.1 which falls into the Exceeds Expectations category. A particular strength in our building is literacy performance and student growth in literacy. Our building focuses on aligning our curriculum to allow staff members to collaborate more than ever for student success! We are kicking off our newly revised behavior expectations, which are: Be Kind, Be Safe, Be Responsible, Be a Problem Solver. These expectations have been revised with input from staff, families, and students and we feel they will be even more clear and focused. We also have many schoolwide celebrations during the year tied to our “Tower of Power.” They include our staff vs. student basketball game, drawing party in the hall, student dress up days (such as crazy hair day, dress in your favorite sport or activity) and we have multiple fun assemblies including the musical group the “Figure Heads.” These opportunities would not be possible without the help and support of our strong PTO. K-5 Students have the opportunity to utilize our 1 to 1 iPad program used as an instructional tool and integrated into all classroom subjects. They also learn about new technologies through our Design Lab and Innovation Lab. The Design Lab is a makerspace dedicated to introducing gaming, robotics, and new technologies in an environment of exploration. From this introduction, Osmos, Spheros, Minecraft EDU, 3D printing, coding, and more have been explored and integrated into classroom instruction.

Glacier Edge Elementary With a motto of “Work Hard. Be Nice.”, Glacier Edge Elementary takes pride in its 595 students. The school is a PBIS School of Merit and prides itself in the nearly 1,000 “Good News Calls” made from the principal last year for all the great things happening it its classrooms. Glacier is one of two schools in the district to host the TwoWay Immersion Program in the school district, teaching children in Spanish for half of their day Theresa Taylor, Principal and English for the other half. The school is proud to share that their students are held accountable at their monthly community gatherings to recognize positives and celebrate the school’s BIG 4 (Be Responsible Be Safe, Be Ready, Be Respectful). And to ensure those goals are met, the “Tower of Power” program allows students to celebrate their victories in day-to-day learning with incentives that include fun such as a “Pie-in-a-Teacher Face”, the Staff Olympics, Super Hero dress up days, and even a hallway dance party! Outside of the classroom, Glacier Edge keeps busy not only with their own impressive MakerSpace allowing for computer coding/programming, a Lego Wall, Osmos, and 3D printers, but also focuses on its after-school clubs, homework help program and its homework club in Nakoma Heights neighborhood. Studies also continue in the community with active learning at the nearby Whalen Pond as a partnership with the University of Wisconsin and the City of Verona. In addition, the school offers a Vanderbilt University science and math partnership. On the extracurricular side, kids can keep active outside of the classroom with fun including “Girls on the Run”, “Born to Move”, soccer leagues and the Color Run. Lastly, the school has very active parent groups: the school’s very own Continuous Improvement Team, a PTO and Correr La Voz (Spanish speaking parent leadership group).

Homeless Children Information The McKinney-Vento Act defines homeless children and youth (twenty-one years of age and younger) as children and youth who lack a fixed, regular, and adequate night-time residence, and includes children and youth who are:

• sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason (sometimes referred to as double-up); • living in motels, hotels, trailer parks, or camping grounds due to lack of alternative adequate accommodations; • l iving emergency or transitional shelters; •a bandoned in hospitals; or •a waiting foster care placement. • having a primary nighttime residence that is a public or private place not designated for, or ordinarily used as, a regular sleeping accommodation for human beings. • living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings. • migratory children who qualify as homeless because they are living in circumstances described above. If you are personally aware of, or are acquainted with, any children who may qualify according to the above criteria, the Verona Area School District provides the following assurances to parents of homeless children: • The local district staff person (liaison) for homeless children is the Director of Student Services. • There shall be immediate enrollment and school participation, even if educational and medical records and proof of residency are not available. • All educational opportunities and related opportunities for homeless students (preschool to age 21), including unaccompanied youth, shall be the same as for the general student population. • Enrollment and transportation rights, including transportation to the school of origin shall be possible. “School of origin” is defined as the school the child attended when permanently housed or when last enrolled. • Written explanation of why a homeless child is placed other than in a school of origin or school requested by the parent, with the right to appeal within the local dispute resolution process. • Meaningful opportunities for parents to participate in the education of their children. These shall include: special notices of events, parent-teacher conferences, newsletters, and access to student records. Summer is a time for relaxation and play! It is also a time for teachers to grow their skills, reflect on their practice and prepare for the upcoming year so we can help our children become readers, writers, mathematicians and young people who love to learn! Along with our focus on academics, we also want our Country View children to know themselves as learners and as individuals. Focusing on our student success, our school tagline says it all: Everyday you are building a masterpiece and that masterpiece is YOU! We believe each one has unique talents and greatness that they contribute each day. We believe it is part of our job to help each child discover that greatness. This year, our theme is “Only One You” based on the book, “Only One You” by Linda Kranz. We will use this theme to recognize students for being their best and making our world a better place. We specifically focus on the following eight characteristics we call “greatness goals:” persistence, cooperation, respect, reflection, generosity, self-control, creativity, and courage. We will continue to recognize students for their efforts through monthly raffles for fun incentives such as a Zumba party, extra pool time during swimming, fancy lunch on the stage, a class photo with the Wildcat, and more! We will also continue our traditions of Wildcat Waggle, Lunch Theater, school gatherings, and special dress up days.

Core Knowledge® Charter School Verona Area Core Knowledge® Charter School (CKCS) is excited to begin its 22nd year as a part of the Verona Area School District. CKCS is a K-8 program that uses the Core Knowledge Sequence for our K-8 curriculum and Direct Instruction to teach reading, mathematics and language to students in grades K-5. Our students and staff strive to Be Respectful, Be Responsible, Be Safe, and Be Kind each day. Last Rick Kisting, school year, students were recogDirector nized in the office for positive acts over 1,300 times through our “Links to Success” program. We look forward to continuing this celebration of student behavior and academic excellence this year through a variety of both in-class and school-wide activities such as all school assemblies, Pro-Awards, Principal Awards, just to name a few. We also look forward to our tradition of service learning projects that focuses on giving back to others in our community. CKCS is a parent led charter school and has a long history of strong parent involvement. First Day of School Grades K-5 On Friday, September 1st, orientation sessions will be held between 1:00 p.m. and 4:00 p.m. in CKCS classrooms for elementary students in grade kindergarten thru 5th grade. These sessions will be with their parent or guardian. Each session will last 55 minutes. Badger Bus Service will NOT be providing transportation on September 1 for the K-5 orientation sessions. Regular classes for grades K-5 begin on Tuesday, September 5th. School hours for the elementary students are 8:30 a.m. until 3:30 p.m. Grades 6-8 Students entering sixth grade at CKCS and new 7th and 8th grade students should report to the Badger Ridge Middle School/ Core Knowledge® Charter School site on Friday, September 1st. Classes begin at 8:30 a.m. and end at 3:33 p.m. for 6th grade students only. New 7th and 8th grade students will start at 8:30 a.m. and be released at 10:30 a.m. Returning 7th and 8th grade students do not have class on September 1st. Badger Bus Service will be available in the morning and afternoon for 6th graders on September 1. New 7th

Savanna Oaks Middle School Back to School Night Our first opportunity for families and Savanna Oaks staff to be together will be Wednesday, August 30th from 4 – 7pm. During this time there will be presentations for students and families as well as the opportunity to try out lockers, meet staff and reacquaint with friends.

First Day of School Savanna Oaks’ first day of school will be Friday, September 1st for sixth graders and students new to our school. This day provides our newest scholars with an opportunity to acquaint themselves to Savanna Oaks. Students and parents of seventh and eighth grade students are welcome to stop in to introduce themselves to teachers on this day and may drop off materials/supplies and organize their lockers. Please refer to 7th and 8th grade Pete Christofferson, Associate Principal team messages for & Sandy Eskrich, Principal specifics. The first day of school for all students will be Tuesday, September 5th. All students will begin with their Advisory class. Students may refer to their schedules for their Advisor and room number. Schedules will be available on line in mid-August and a current copy will be distributed to each student in Advisory. Advisory classroom assignments for all students will be available as students enter the building. Please note the time of the middle school day: 8:30 a.m. – 3:33 p.m. Late Starts are NOT every Monday. Please refer to our website calendar for dates. Our building opens for students at 8am, it is at this time that the front doors will be unlocked and students may gather in the commons and have breakfast if they choose.

Bullying Policy

The Verona Area School District strives to provide a safe, secure and respectful learning environment for all students in school buildings, on school grounds, in school buses and at school-sponsored activities. Bullying has a harmful social, physical, psychological and academic impact on bullies, victims and bystanders. The District shall consistently and vigorously address bullying so that there is no disruption to the learning environment and learning process. Bullying behavior is prohibited in all schools, buildings, property and educational environments, including any property or vehicle owned, leased or used by the District. This includes public transportation regularly used by students to go to and from school. Educational environments include, but are not limited to, every activity under school supervision. “Bullying” is defined as deliberate or intentional behavior using words or actions, intended to cause fear, intimidation or harm. Student Progress Reporting Student progress can be monitored on PowerSchool at VASD Website/Quicklinks/Parent Resources/PowerSchool Parent Access as well as other websites as defined by each student’s team of teachers. Student/parent access codes for PowerSchool as well as other ways to follow progress are available for every family. The foundation of assessment at Savanna Oaks is demonstration of mastery of course standards. We will communicate quarterly in a Student Progress Report both Habits of Learning ratings as well as progress in mastering standards. Our progress reports describe standards that were attempted and the degree of success to date on each. In exploratory and encore classes, we continue to use traditional letter grades at this time.

Extra-Curricular Activities Middle school offers a wide variety of opportunities outside the traditional school day such as clubs, activities and athletics. These include: Cross Country (September), Volleyball (September), Wrestling (November-December), Basketball-boys (Nov-Dec), Basketball-girls (Jan-Feb.), Ski Club (January and February) Track (April-May), Drama Club (fall to spring), Forensics (JanFeb), Student Council (all year), All-School Musical (Feb-May), Math Club (Nov-April.) and more as students and staff dream them up! All school staff members and school officials who observe or become aware of acts of bullying are required to report these acts to the building principal or designee in accordance with established procedures. Reports of bullying may be made verbally or in writing and may be made confidentially. All such reports, whether verbal or in writing, will be taken seriously and a clear account of the incident is to be documented. A written record of the report, including all pertinent details, will be made by the principal or design of the report. After receiving the report, the building principal or designee will immediately undertake an investigation of the report. • NEW PHONE APP: The Verona Area School District has been working alongside Badger Bus to unveil a phone app that allows family members of Pre-K through 12 grade students, as well as special education students, to receive real-time updates on your child’s school bus as it travels to and from school. Find details to download the app onto your phone at verona.k12. wi.us/student_transportation. Through this phone app, called “Safe Stop,” information is updated regularly so you know where your child’s inbound or outbound school bus is—this will allow you to plan on being at the bus stop in plenty of time, especially if there are challenges on weather delay days or if Badger Bus needs to directly communicate a message through the app to families. Badger Ridge Middle School 1:1 iPads All students will be issued personal iPads for the 2017-18 school year to engage in academic work. Parent informational meetings will be offered for all parents during the opening weeks of school. Detailed information will be mailed home.

First Day of School The first day of school for sixth graders is Friday, September 1. Seventh and eighth graders will begin on Tuesday, September 5. On September 1, sixth graders will have the opportunity to participate in various activities that will help them transition to our school, which will begin at 8:30 a.m. We will follow a Late Start Monday schedule. Students should report to their access period class at 8:30 a.m. Classes will finish at the regular ending time of 3:33 p.m.

If your child will be absent from school, we ask parents to call the school office (845-4103) by 9:00 a.m. and leave a message regarding the absence. Parents will be called if your child is absent and we have not received a message from you.

Student Assignment Planner and Handbook Students will utilize electronic planners set up by student’s classroom teachers. The student handbook is located on the school’s website for review at any time.

Student Locks and Locker Set-up

Parents and students are invited to attend “Back to School Night” on Thursday, August 31 from 4:00 p.m. to 7:00 p.m. The program will allow parents to choose from a variety of experiences to fill a timeframe that meets their family time and informational needs. Detailed information will be mailed home.

Incoming sixth graders and new BRMS/ CKMS students will be issued locks from the school on Back to School Night. The cost of the lock is $5.00 and will be used all three years at the middle school. Seventh and eighth grade students may purchase replacement locks the first day of school for $5.00. The school building will be open daily in late August for students to set up their lockers. Students may also set up their lockers during Back-to-School Night on August 31.

“Back-to-School-Night”

All students and staff will have their pictures taken during the opening weeks of school. Families that would like picture packets will receive the information and appropriate forms. All students and staff will be issued a school identification card with their picture on it.

We encourage students to participate in the extracurricular activities that we offer at the middle school. The Student Handbook and our website lists all of the opportunities that are available. Students will also receive information about these activities through our daily announcements.

We look forward to beginning the school year and providing a positive and rewarding experience for the students who attend Badger Ridge!

Welcome to the 2017-2018 school year at Verona Area High School. It is a very special time to be a Wildcat as we are in a mode of change and excitement, especially with the 2020 construction of a new high school! High school staff members of the Visionary Design team have been busy meeting and touring facilities with the architect team and taking input from staff, students and the community to be considered in the new design. Although the school will not open until 2020, the planning is in full swing! In our classrooms, we are so proud of our Wildcats as they continue to leave their pawprints in so many meaningful ways. This coming year we are excited to enhance credit offerings our students can receive through their advisory and A+ offerings, which is a time set aside each day for students to have extra support with a teacher or other students on classroom assignments or extracurricular activities. Outside of the classroom, and in response to district policy regarding non-discrimination, our junior class created our first ever gender-neutral ballot for the Prom adjusting how the court is assembled—something many other school districts have taken interest in unveiling. And our student volunteering program has exploded with countless ways of community support including raising awareness for the homeless and those in need of food, clothing or shelter. We are very proud of the leadership our students are reflecting in and out of the classroom everyday! Excitingly we also need to share that, outside of sports teams and activities, our high school impressively offers more than 35 student clubs and organizations. From student council or language and cultural-based groups, all the way to our forensics team and FFA, and even our College Ready Scholars and College Club groups, students can find a variety of ways to have fun and be creative outside of the classroom. This past summer, our two college groups shared extraordinary numbers for post high school success: 87% of students enrolled in the VAHS College Ready Scholars and 100% of the seniors who participated in College Club received college acceptance letters and are bound for college this fall! Through it all we continue to create an environment that allows each student to determine what success means for them. With all the excitement in the air, being a VAHS wildcat is definitely where it’s at!

General Information Get Your Natatorium Programs & Schedules Electronically You can sign up to receive Natatorium Information via e-mail. Do so by going to the Verona Area School District Web site at www.verona.k12.wi.us, click on Select a School (top left-hand corner). Then click on Verona Natatorium. On the front page you will find the Natatorium Newsletter Sign-up. Click on that that and follow the prompts. Resident/Non-Resident A resident is someone who resides within the Verona Area School District. A Non-Resident is anyone who resides outside the Verona Area School District. Swim Diapers Swim Diapers (cloth or disposable) are required (by State Law) for all non-toilet-trained individuals. Groups Groups are welcome to attend Open Swim. Please call in advance so we are aware that you wish to come. Groups over 12 swimmers are asked to rent the pool at a time other than Open Swim. (See next page for rentals) Youth Lap Swim Swimmers under the age of 18 are welcome to swim laps during open swim. A lap lane will be provided during all open times unless the pool becomes crowded. See Monthly Schedule for detailed times. Adult Lap Swim Adult Lap Swim is open to anyone 18 years of age or older. Circle swimming is encouraged during peak times. Please refer to the pool schedule for specific lap times. Swimmers under the age of 18 are welcome to swim laps during Open Swim times only. See Monthly Schedule for detailed times. Open Swim Everyone is welcome to attend open swim. Children, 8 years of age and older may attend Open Swim without an adult. Children under the age of 8 must have a responsible person (15 or older) in the water with them at all times. Floatation devices are not allowed during Open Swim. A lap lane will be provided during Open Swim unless the pool is crowded. See Monthly Schedule for detailed times Family Swim Family Swim is designed as a time for families to swim together. All children must have an adult in the water with them at all times. Families are welcome to bring pool toys with them to family swim. Water wings, floating rings and air mattresses will not be allowed. A lap lane will be provided during Family Swim unless the pool is crowded Pool Rentals & Rates Please make reservations at least two weeks in advance. To make a reservation, call Angie Lucas at 845-4632. The Natatorium rental rates are charged to cover lifeguard and custodial services and facility use costs. The pool will not be rented for fundraising or profit-making ventures. The Natatorium Director has the sole discretion to approve rentals. Pool Rules must be followed. Masters Swim Program The Master Swim Program is an organized coaching program for Adults. Practice sessions will consist of stroke technique and development of all four racing strokes, starts, and turns. The program will also focus on developing general fitness, endurance and speed. Anyone looking for any or all of the following should consider the program: general higher level of fitness, competition, triathlon and open water swimming. Annual Notice of Special Education Referral and Evaluation Procedures

Upon request, the Verona Area School District is required to evaluate a child for eligibility for special education services. A request for evaluation is known as a referral. When the district receives a referral, the district will appoint an Individualized Education Program (IEP) team to determine if the child has a disability, and if the child needs special education services. The district locates, identifies, and evaluates all children with disabilities who are enrolled by their parents in private (including religious) schools, elementary schools and secondary schools located in the school district.

A physician, nurse, psychologist, social worker, or administrator of a social agency who reasonably believes a child brought to him or her for services is a child with a disability has a legal duty to refer the child, including a homeless child, to the school district in which the child resides. Before referring the child, the person making the referral must inform the child’s parent that the referral will be made. Others, including parents or guardians, who reasonably believe a child is a child with a disability may also refer the

17 child, including a homeless child, to the school district in which the child resides. Referrals must be in writing and include the reason why the person believes the child is a child with a disability. Confidentiality of Personally Identifiable Information Obtained Through Child Find Activities

The Verona Area School District is required to locate, identify, and evaluate all children, with disabilities, including children with disabilities attending private schools in the school district, and homeless children. The process of locating, identifying, and evaluating children with disabilities is known as child find. Each year, child development days are conducted to allow families the opportunity to talk with qualified professionals about the progress their child is making or to discuss any concerns they have. Additionally, any parent or guardian, qualified health professional, or other person familiar with a child that suspects a disability exists is encouraged to contact Emmett Durtschi, Director of Student Services, 608-845-4314 or write to emmett. durtschi@verona.k12.wi.us or Verona Area School District, 700 N. The school district gathers personally identifiable information on any child who participates in child find activities. Parents, teachers, and other professionals provide information to the school related to the child’s academic performance, behavior, and health. This information is used to determine whether the child needs special education services. Personally identifiable information directly related to a child and maintained by the school is a pupil record. Pupil records include records maintained in any way including, but not limited to, computer storage media, video and audiotape, film, microfilm, and microfiche. Records maintained for personal use by a teacher and not available to others and records available only to persons involved in the psychological treatment of a child are not pupil records.

The school district maintains several classes of pupil records. • “Progress records” include grades, courses the child has taken, the child’s attendance record, immunization records, required lead screening records, and records of school extra-curricular activities. Progress records must be maintained for at least five years after the child ceases to be enrolled. • “Behavioral records” include such records as psychological tests, personality evaluations, records of conversations, written statements relating specifically to the pupil’s behavior, tests relating specifically to achievement or measurement of ability, physical health records other than immunization and lead screening records, law enforcement officers’ records, and other pupil records that are not “progress records.” Law enforcement officers’ records are maintained separately from other pupil records. than one year after the child graduates or otherwise ceases to be enrolled, unless the parent specifies in writing that the records may be maintained for a longer period of time. The school district informs parents when pupil records are no longer needed to provide special education. At the request of the child’s parents, the school district destroys the information that is no longer needed. • “Directory data” includes the student’s name, address, telephone listing, date and place of birth, major field of study, participation in officially recognized activities and sports, weight and height of members of athletic teams, dates of attendance, photographs, degrees and awards received, and the name of the school most recently previously attended by the student. • “Pupil physical health records” include basic health information about a pupil, including the pupil’s immunization records, an emergency medical card, a log of first aid and medicine administered to the pupil, an athletic permit card, a record concerning the pupil’s ability to participate in an education program, any required lead screening records, the results of any routine screening test, such as for hearing, vision or scoliosis, and any follow-up to the test, and any other basic health information, as determined by the state superintendent. Any pupil record relating to a pupil’s physical health that is not a pupil physical health record is treated as a patient health care record under sections 146.81 to 146.84, Wisconsin Statutes. Any pupil record concerning HIV testing is treated as provided under section 252.15, Wisconsin Statutes. The Family Educational Rights and Privacy Act (FERPA), the Individuals with Disabilities Education Act (IDEA), and section 118.125, Wisconsin Statutes, afford parents, guardians, and students over 18 years of age (“eligible students”) the following rights with respect to education records: • The right to inspect and review the student’s education records within 45 days of receipt of the request. Parents, guardians, or eligible students should submit to the school principal [or appropriate school official] a written request that identifies the records(s) they wish to inspect. The principal will make arrangements for access and notify the parent, guardian, or eligible student of the time and place where the records may be inspected. The school district will comply with the request without unnecessary delay and before any meeting about an individualized education program, or any due process hearing, and in no case more than 45 days after the request has been made. If any record includes information on more than one child, the parents or guardians of those children have the right to inspect and review only the information about their child or to be informed of that specific information. Upon request, the school district will give a parent, guardian, or eligible student a copy of the progress records and a copy of the behavioral records. Upon request, the

school district will give the parent, guardian, or eligible student a list of the types and locations of education records collected, maintained, or used by the district for special education. The school district will respond to reasonable requests for explanations and interpretations of the records. A representative of the parent or guardian may inspect and review the records. • The right to request the amendment of the student’s education records that the parent or eligible student believes is inaccurate or misleading. Parents or eligible students may ask the Verona Area School District to amend a record that they believe is inaccurate or misleading. They should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading. If the district decides not to amend the record, the district will notify the parent or eligible student of the decision and the right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing. • The right to consent to disclosures of personally identifiable information in the student’s education records, except to the extent that federal and state law authorize disclosure without consent. The exceptions are stated in 34 CFR 99.31, Family Educational Rights and Privacy Act regulations; Sec. 9528, PL107-110, No Child Left Behind Act of 2001; and section 118.125(2) (a) to (m) and sub. (2m), Wisconsin Statutes. One exception that permits disclosure without consent is disclosures to school officials with legitimate educational interests. A school official is a person employed by the district as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the school board; a person or company with whom the district has contracted to perform a special task (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. Upon request, the district discloses education records without consent to officials of another school district in which a student seeks or intends to enroll. Also the district discloses “directory data” without consent, unless the parent notifies the district that it may not be released without prior parental consent. • The right to file a complaint with the U. S. Department of Education concerning alleged failures by the District to comply with the requirements of FERPA. Federal law requires schools to share information with parents regarding the qualifications of teachers employed by the school district. Among the questions that parents may ask are: • Is my child’s teacher licensed to teach the grades or subjects assigned? • Has the state waived any requirements for my child’s teacher? • What was the college major of my child’s teacher? •W hat degrees does my child’s teacher hold? • Are there instructional aides working with my child? If so, what are their qualifications? All teachers employed by the Verona Area School District (VASD) have at least a bachelor’s degree, and approximately 75 percent have a Master’s degree or equivalent. In addition, all of the teachers are DPI licensed for their assignment. Finally, all instructional aides are employed by VASD are considered qualified for their work assignments. Child Nutrition

The Verona area child nutrition department welcomes you and your family to another school year as we continue to offer healthy and tasty school meals. An important component of every school day is mealtime when students take a break from their academic schedules and consume important nutrients that will take them through their school day. We provide healthy meal choices while emphasizing fruits and vegetables, and whole grains that meet the USDA guidelines. Verona Area Schools have an “offer” rather than a “serve” meal program. Students are required to take only three of the five food groups for lunch. Lunch includes a protein, vegetable, fruit, whole grain/bread and milk group. The USDA regulations do require that one of the three food-group choices on a student’s tray must be a serving of fruit or vegetables. Students are required to take three out of the four food groups for breakfast. Breakfast is available at all of the schools daily. Generally school breakfast will consist of milk, 100% juice and fruit, whole grain and protein. Students who eat breakfast show an increased ability to learn and better academic performance. High school students have access to ala carte items, which features individually priced items such as sandwiches, fresh fruit, yogurt, string cheese, bagels and cream cheese, etc. Ala carte items may not be purchased unless funds are available in their meal accounts. The Child Nutrition Computerized Lunch System is a family-based program. All family members in the district draw from the same account so only one payment is needed per family. It is not a credit system and accounts need to have a positive balance. Monthly statements will be sent to you electronically if your email is on file. Account balances are also available on line via the Verona Area School District home page. You must have your family account number and pin number to access your balance. Meal payments may be mailed to Child Nutrition Services, P.O. Box 930007, Verona WI 53593. The E-Funds electronic payment system allows you the ability to make payments anytime through the district’s website and the funds will be automatically withdrawn from your checking account or charged to your credit card. A convenience fee will be charged for any transactions using Efunds. Reduced and elementary breakfast in the classrooms is no charge. • The National School Breakfast Program meals must meet the current Dietary Guidelines for Americans and must provide at least ¼ of a child’s daily requirement for calories, protein, calcium, iron, vitamin A and vitamin C. • Generally, school breakfast will consist of milk, fruit and 100% fruit juice, and a main dish or item that includes grains, and/or protein source. Application forms are being sent to all homes with a notice to parents or guardians. To apply for free or reduced price meals or free milk, households must fill out the application and return it to the school (unless notified at the start of the school year that children are eligible through direct certification). Additional copies are available at the office in each school. The information provided on the application will be used for the purpose of determining eligibility and may be verified at any time during the school year by agency or other program officials. Applications may be submitted at any time during the year. To obtain free or reduced price meals or free milk for children in a household where one or more household members receive FoodShare, FDPIR, or Wisconsin Works (W-2) cash benefits, list the FoodShare, FDPIR or W-2 case number, list the names of all school children, sign the application, and return it to the school office. For the school officials to determine eligibility for free or reduced price meals of households not receiving FoodShare, FDPIR or W-2 cash benefits, the household must provide the following information requested on the application: names of all household members, total number of household members, and the adult signing the application form must also list the last four digits of his or her Social Security Number or mark the box to the right of “Check if no SSN”. Also, the income received by each household member must be provided by amount and source (wages, welfare, child support, etc.). Under the provisions of the free and reduced price meal policy the Food Service Director or Food Service Secretary will review applications and determine eligibility. If a parent or guardian is dissatisfied with the ruling of the official, he/she may wish to discuss the decision with the determining official on an informal basis. If the parent/guardian wishes to make a formal appeal, he/she may make a request either orally or in writing to: Superintendent, Verona area School District, 700 North Main Street, Verona, WI 53593, (608) 845-4300. If a hearing is needed to appeal the decision, the policy contains an outline of the hearing procedure. If a household member becomes unemployed or if the household size changes, the family should contact the school. Such changes may make the household eligible for reduced price meals or free meals or free milk if the household income falls at or below the levels shown above, and they may reapply at that time.

Children formally placed in foster care are also eligible for free meal benefits. Foster children may be certified as eligible without a household application. Households with foster children and non-foster children may choose to include the foster child as a household member, as well as any personal income available to the foster child, on the same application that includes their non-foster children. The information provided by the household on the application is confidential. Public Law 103-448 limits the release of student free and reduced price school meal eligibility status to persons directly connected with the administration and enforcement of federal or state educational programs. Consent of the parent/guardian is needed for other purposes such as waiver of text book fees.

Notice of Nondiscrimination Policy Student Nondiscrimination It is the policy of the Verona Area School District that no person may be denied admission to any public school in this district or be denied participation in, be denied the benefits of, or be discriminated against in any curricular, extracurricular, pupil services, recreational or other program or activity because of the persons’ sex, color, race, religion, national origin, ancestry, creed, pregnancy, marital or parental status, sexual orientation, gender identity, or physical, mental, emotional or learning disability as required by s.118.13, Wis. Stats. This policy also prohibits discrimination as defined by Title IX of the Educational Amendments of 1972 (sex), Title VI of Civil Rights Act of 1964 (race, color, and national origin), Section 504 of the Rehabilitation Act of 1973 (disability), McKinney-Vento Homeless Assistance Act (homelessness). All vocational education programs follow the district’s policies of nondiscrimination. In addition, arrangements can be made to ensure that the lack of English language skills is not a barrier to admission or participation. Stats., relating to the identification, evaluation, educational placement or the provision of a free appropriate public education of a child with an exceptional educational need shall be resolved through the procedures authorized by Ch. 115, Subch. V., Wis. Stats. Complaints under 20 USC s.1231e-3 and 34 CFR ss.76.780-76.782, commonly referred to as EDGAR complaints, that the state or a subgrantee is violating a federal statute or regulation that applies to a program shall be referred directly to the state superintendent. Step 3: If a complainant wishes to appeal a negative determination by the board, he/she has the right to appeal the decision to the state superintendent within 30 days of the board’s decision. In addition, the complainant may appeal directly to the state superintendent if the board has not provided written acknowledgment within 45 days of receipt of the complaint or made a determination within 90 days of receipt of the written complaint. Appeals should be addressed to Sate Superintendent, Wisconsin Department of Public Instruction, 125 South Webster Street, P.O. Box 7841, Madison, Wisconsin 53707. Step 4: Discrimination complaints on some of the above bases may also be filed with the federal government at the Office for Civil Rights, U.S.

Department of Education, 300 South Wacker Drive, 8th Floor, Chicago, Illinois 60606. There shall be no retaliation against any person who in good faith files a complaint under this policy. NOTE: The s.118.13 complaint procedure does not apply to district employees or job applications. Also, it does not replace the federal regulations that require a school district to have Title IX and Section 504 complaint procedures.

Employee Complaint Procedure Any employee or applicant for employment who believes that the District or any part of the school organization has in some way violated the District’s equal employment opportunities policy may bring forward a complaint in accordance with this procedure. This procedure may also be used for filing and responding to other employee-related complaints. Informal Procedure Any person who believes he/she has a valid basis for a complaint shall attempt to resolve

the complaint promptly by discussion with the building principal or his/her immediate supervisor. The principal or supervisor shall keep a written record of the discussion, provide a copy to the complainant, and reply to the complaint in writing. If this reply is not acceptable to the complainant, he/she may initiate formal procedures according to the steps listed below. Formal Complaint Procedure Step 1: A written complaint statement shall be prepared by the complainant and signed. It shall be presented to the Director of Human Resources who shall immediately undertake an investigation of the suspected infraction. He/ she shall review with the building principal, or other appropriate persons, the facts comprising the alleged discrimination or other complaint. The Director of Human Resources shall decide the merits of the case, determine the action to be taken, if any, and report in writing the findings and the resolution of the case to the complainant. Step 2: If the complainant is not satisfied with the decision of the Director of Human Resources, he/she may appeal the decision in writing to the Superintendent. The Superintendent shall meet with all parties involved, formulate a conclusion and respond in writing to the complainant. Step 3: If the complainant is not satisfied with the Superintendent’s decision, or in lieu of utilizing this complaint procedures, the complainant may pursue alternate actions available under state or federal laws (i.e. the State Superintendent of Public Instruction, the Equal Rights Division of the Department of Workforce Development, the U.S. Office for Civil Rights - Region V and/or courts having proper jurisdiction).Responses to discrimination complaints shall be made within applicable timelines established by law. There shall be no retaliation against any employee who in good faith files a complaint under this policy. Maintenance of Complaint Records Complaint records for the purpose of documenting compliance are kept for each complaint filed and, at a minimum, include: 1. The name and address of the complainant and his/her title or status. 2. The date the complaint was filed.

Ways to Get Involved in the School District

The Verona Area School District is committed to not only seeking input and ideas from parent and community members, but to also invite you to volunteer for the many great things that are happening our schools every day. We welcome your involvement as we strive to provide the highest quality school experience possible! Some volunteer positions require a background check for the safety of our students and staff. Your school office will assist you in this process if needed. Listed below are regularly scheduled events and several other ways that parents and community members can get involved with the schools. We welcome you to attend these events and participate in our schools. • School Board Meetings - Whether you decide to run for a seat on the board or just come as an attendee, board meetings are generally held at 7:00 p.m. on the first and third Monday of each month in the Board Room of the Administration Building, 700 N. Main St. in Verona. These meetings follow a posted agenda and include discussion of important educational issues and events of the school district. There is an audience portion at the beginning of each meeting that is set aside for residents to provide input to the school board. It is the policy of the school board not to comment on topics raised during the audience portion as many of the topics raised are not posted on the agenda for discussion. These meetings are also televised locally on VCAT and FACT cable access television. • School Continuous Improvement Teams - These teams, formerly known as Site Councils, exist at every school site in the district as an extension of the governance of the district for the purpose of improving student learning. Each Continuous Improvement Team engages a representative group of the school community to collaboratively listen, learn and share diverse perspectives. Each team meets regularly at a time that works best for the group to conduct their business. Contact the school principal to express interest in joining or to learn more. • PTA/PTO - These Parent-Teacher groups meet regularly in the district at some of the school sites. These groups typically support fundraising and enrichment opportunities for the school, as well as coordinate adult volunteers, staff appreciation events and communication among parents within the school. Contact the school office for the names of the PTA/PTO officers. • Classroom Assistance - Parents are always encouraged to contact their child’s classroom teacher(s) to see if there are ways to help in the classroom or assist in other ways at the school. This kind of interaction with students can often be the most rewarding for the parent and student. Parents and community members are welcome to volunteer in the classroom by reading to students or listening to students read, chaperoning field trips, helping with special projects, sharing an area of interest, or simply by being

another caring adult to support a child who needs some special attention. Contact the building principal or teacher from the school where you would like to volunteer in the classroom. • Literacy Volunteers - The Verona Area School District offers a program where caring adults become literacy volunteers to work with students in grades K-3 who struggle with their reading skills. Anyone interested in helping a young student succeed in reading is invited to participate as a volunteer. We welcome any interested community members - parents, retired residents, young adults, service club members - to consider this opportunity. Volunteers can spend as little as 30 minutes per week. Those interested in volunteering will be invited to participate in a short orientation and training session to learn a few basics of literacy instruction and the requirements of the program. Early in the fall, volunteers are partnered with an elementary classroom teacher and matched with a student (or two) from that classroom. Community volunteers are greatly appreciated and make the program successful. For community members this is an opportunity to see how our schools operate and to better understand how their tax dollars are being used. This is a win-win situation for the volunteers as well as the students involved. Volunteers become very important to the young people. Volunteers find the experience enriches their lives as well. If you are interested, please contact Gretchen Zimmerman at zimmermg@ verona.k12.wi.us as Literacy Volunteer training session dates are always announced in the fall. • Various school-specific committees - Each school in the district has various volunteers needs, including committee work, with the desire to have parent or community involvement. These might include: - Library Assistants (sorting or shelving books, laminating projects, etc.) - Serving on a school-specific committee, with common ones being: - School’s continuous improvement team - PTOs - Task-specific duties that might include: - Book or science fairs - Art shows - School decorating - Math coaching - Reading books to classes - Lunch room assistants - Assisting young students at Natatorium for swim classes - Leading study groups with students - Fundraisers (such as concession stands) - Serving as a guest speaker on career days or other events - Administrative/clerical support in the office (stuffing mailings, answering phones, etc.) Check with your school for opportunities!
