City of Prairie du Chien
I
n the 1770s, people began to make permanent homes at Prairie du Chien. Within a short time, three small villages existed on the prairie. Behind the villages, farm lots stretched to the bluffs. Most of the residents were Canadians, French and British, and they worked together in the fur trade. As, on the whole, they worked in harmony, they saw no need to organize a form of government. In 1818, Prairie du Chien became part of Michigan Territory. The territorial government in Detroit created Crawford County to govern the western portion of the territory, and Prairie du Chien was designated as county seat. County justices, clerks, and a sheriff were appointed. Prairie du Chien, with a population of about 350, was the only settled community in the vast region that was Crawford County, so the county officials governed the residents. Then in 1821, an act was adopted by the Territory of Michigan to incorporate the “Borough of Prairie des Chiens.” A warden, two burgesses, a clerk, a treasurer, and a marshal were elected. Laws were enacted and taxes collected. The borough (or township) continued in existence until 1828, when it was superseded by the Town of St. Anthony, which included all of Crawford County. As the years passed, new counties were formed, causing Crawford County to be reduced in size until it reached its present form in 1851. By then, four townships had been created. The Town of St. Anthony was renamed the Town of Prairie du Chien. As the 19th century had progressed, more and more people had come to Prairie du Chien, purchased land, built houses, and opened businesses. By 1870, Prairie du Chien was coalescing into one community. The population had grown to about 3,000. The Village of St. Friol and much of the farmland to the east was a grid of platted streets, which was now named Upper Town. South Main Street joined Upper Town to newer Lower Town, and a bridge connected Upper Town to the island that had been the Main Village. Yet, Prairie du Chien had never incorporated as a village or a city. But discontent was growing over the unequal assessment of taxes for people living in the country versus people living the urban area of Prairie du Chien. A movement began under the leadership of William D. Merrill, editor of The Courier, to have the settlement chartered as a city. A charter for the incorporation of the City of Prairie du Chien was written and submitted to the Wisconsin Assembly. The legislature approved the charter, and Prairie du Chien became an incorporated city in February 1872. The City of Prairie du Chien was composed of four wards. A caucus was held in each ward, which produced candidates for aldermanic offices and five delegates to a city convention. At the city convention, two lists of candidates were selected for all municipal offices. When the first municipal election was held in April 1872, the Citizens’ Ticket swept the election. Benjamin F. Fay had been voted the first Mayor of the City of Prairie du Chien.

Attractions HISTORIC TOURS ◆ Fort Crawford Museum The Museum is located on the Fort Crawford Military Tract. The Fort Crawford Hospital is the only remaining structure of the second Fort Crawford. At Fort Crawford, Black Hawk surrendered to the Indian Agent Joseph Street who presented him to Colonel Zachary Taylor to end the Blackhawk War. Colonel Taylor then sent Lt. Jefferson Davis to escort Black Hawk to Jefferson Barracks in St. Louis, MO. The Museum consists of three buildings: The Fort Crawford Hospital, the Museum of Prairie du Chien, and the Museum Store. Featured exhibits for 2020 include: The Artesian Wells, Sanitariums, and Cigar Factories of Prairie du Chien. Permanent exhibits in the Hospital include an 1832 Wardroom, the stories of Fort Crawford, Dr. William Beaumont, Treaties signed in Prairie du Chien, the Surrender of Black Hawk, artifacts located under Beaumont Road during utility work, a pharmacy, dentist office, and many more. The Museum of Prairie du Chien contains exhibits on prominent citizens, exhibits on the railroads, clamming, and other businesses, as well as an exhibit on the Battle for Prairie du Chien during the War of 1812. Other exhibits include St. Mary’s Academy and Campion (segregated schools for men and women), an iron lung, Prairie du Chien Fire Department, a hall of Family Trees dating back around 200 years, and many more. Fort Crawford Museum is open daily from May 1-October 31, 9 am-4 pm. Tours are self-guided, but schools and groups are encouraged to come any time during the year by making a reservation. ◆ Rotary Disc Golf Course 18 hole course, located on St. Feriole Island, is free and open to the public. All holes are par 3; however, there are many challenges and hazards. Parks ◆ Effigy Mounds National Monument The monument is located three miles north of Marquette, IA, off Hwy. 76 and is open year round. Effigy Mounds National Monument was established in 1949 to preserve outstanding examples of earthworks created by the ancestors of modern day American Indian tribes. More than 1,000 years ago, these people began constructing large earthen mounds in the shapes of mammals, birds and other animals. The monument contains 2,526 acres with 206 mounds, of which 31 are effigies. The visitor center contains museum exhibits and a book sales outlet. Visitors may hike among the mounds, see spectacular views from bluffs along the Mississippi River, and experience more than 100 acres of prairie by venturing onto several miles of hiking trails. In the summer months, ranger-led programs are often available. Inquire at the Visitor Center for schedules and availability, 563-873-3491, 151 Hwy. 76, Harpers Ferry, IA, www.nps.gov/efmo. ◆ Lawler Park Located on the west side of St. Feriole Island, features gardens, picnicking, playgrounds, and a river walk with interpretive markers detailing the many layers of Prairie du Chien history. The park is named for railroad tycoon, businessman, and philanthropist John Lawler, best known for building an innovative pontoon railroad bridge. Picnic shelters may be reserved by calling the City Park and Rec Department at 608-326-7207. ◆ La Riviere Park is a 300 acre nature park located on Vineyard Coulee Rd. in SE Prairie du Chien, WI. The park is managed for its natural beauty, wild plants, and wildlife. There are 6 miles of nature/hiking trails, 6 miles of horse trails that link to trails on adjacent private property, a 6 acre horse camp with electrical hookups and water, and 3 primitive walk-in campsites in the park. All camping is free. The barn on this former working farm is now a picnic shelter. In the picnic area is a new shelter with access to water and flushing toilets. Reservations for special events at either shelter can be made by calling the Prairie du Chien City Hall at 608-326-7207. You can also enjoy a picnic under a large elm tree in the picnic area. An archery range, managed by the Prairie Rod and Gun Club, is located off Wildernest Rd. Winter activity includes snowshoeing, cross-country skiing, and sledding. Wildlife abounds in this nature park. Page 20

Everything from jumping mice to deer and wild turkeys can be seen here. Pocket gopher mounds can be seen in prairie habitat. Bath houses provide roosting and nesting at two locations. The park is a statewide and regionally known birding area where birders can enjoy birding activity, especially the fall and spring migrations. Food-producing plantings provide food for birds and other animals. A bird blind along the Bird Bath Trail allows for easy viewing of birds coming for water at a bird bath. Two chimney swift towers provide nesting sites for the swifts. Nesting birds, including the Scarlet Tanager, Pileated Woodpecker, and Carolina Wren can be seen in the woodlands. Birds of note that have been seen at the park recently include the Yellow-breasted Chat, Mockingbird, and Henslow Sparrow. In late March and April the American Woodcock conducts its “Timberdoodle Dance”, a courtship display that is easily observed at sunset. Prairie du Chien has been a Wisconsin Bird City since 2013. The habitat management practices in place at the park is one of the reasons the city received this designation. Native prairie remnants and plantings cover over 40 acres of the park. These prairies contain populations of prickly-pear cactus, prairie milkweed (which is a Wisconsin threatened species), and the somewhat rare poppy mallow along with a variety of other flowering plants and grasses. Hardwood forests contain many of the common woodland plants, but showy orchids, shooting stars, and trillium can also be seen. ◆ Mount Hosmer A 25 acre, wooded city park atop a majestic bluff overlooking the Mississippi River at Lansing, IA. Spectacular views of the river and its backwaters as well as vistas of three states can be seen from two overlooks. The bridge at Lansing, 30 miles north of the MarquetteJolliet Bridge in Prairie du Chien, WI is the northern gateway to Crawford County. ◆ Nelson Dewey State Park Located across from Stonefield Village in Cassville, WI. Part of the original estate of Wisconsin’s first governor, Nelson Dewey. Features a panoramic overlook of the Mississippi River. Parks ◆ Pikes Peak State Park One of Iowa’s most beautiful state parks located on the highest bluff of the Mississippi River. Popular scenic overlook. A favorite spot of photographers who take majestic shots of two great rivers in any season or weather. Also contains 70 campsites, picnic grounds, waterfall, hiking and nature trails. Named for Lt. Zebulon Pike, army surveyor of the Mississippi in 1805 who suggested a fort be built on this site. Highlights in the Prairie du Chien area include the Sturgeon Slough Hiking Trail, (one mile trail) accessed from the rest stop located on Hwy. 18 between Prairie du Chien and Marquette. Displays and information at the District Office located at 470 Cliffhaven Rd., Prairie du Chien, WI, 608-326-0515. ◆ St. Feriole Island Located on the west side of Prairie du Chien and is accessed via Blackhawk Ave. or Washington St. Site of the earliest EuroAmerican settlement on the Upper Mississippi, the Island evolved into the City’s colorful Fourth Ward. Persistent flooding in the 1960s and 70s prompted relocation of more than 100 homes and businesses, resulting in the Island becoming a public park. Today it features numerous historic sites, event venues, and recreational opportunities including the Villa Louis Historic Site, Mississippi River Sculpture Park, Lawler Park, St. Feriole Island Garden, The Trail of Presidents, Disc Golf Course, and St. Feriole Island Ball Park. The Island hosts many special events throughout the season including the Prairie Villa Rendezvous, Prairie Dog Blues Fest, Villa Louis Carriage Classic, and Oktoberfest. Along the Mississippi River The fur trade at Prairie du Chien was an industry with ever-changing faces and languages. Many different Native American and Euro-American groups traded in Prairie du Chien over 150 years. With its location at the confluence of the Mississippi and Wisconsin Rivers, Prairie du Chien was easily accessible as a neutral trading ground. It existed at the corners of the traditional lands of several different tribes. In the 18th century, Prairie du Chien became one of the most important trading centers in what would later become Wisconsin. As European demand for fur clothing and accessories (especially beaver felt hats) reached an all-time high, French traders made their way along the FoxWisconsin Waterway and established numerous trading outposts. At Prairie du Chien, they found bands of many different tribes willing to exchange animal pelts for manufactured and imported goods. One of the last active traders on the Prairie was B.W. Brisbois, who built the building that now houses the Fur Trade Museum at Villa Louis. A combination of changing European fashions and American demand for land brought about the end of the fur trade in Prairie du Chien by the middle of the 19th century, but it remains one of the most crucial contributions to the Wisconsin story.
