A piano held the tune while residents and staff at Fraserview Intermediate Care Lodge raised their voices to “Fight Song.” It was Wednesday—orange-and-black day at the Williams Road complex care facility—and this was practice. Much of the 102 residents were in the dining hall waiting for the arrival of B.C. Lions receiver Arland Bruce, also known as Runako Reth. Some joined in for a few rounds of “Roar you Lions roar” before another favourite was played: “Can You Feel the Love Tonight.” “That’s a good song because it’s from The Lion King,” said a staff member. “That’s what we’re celebrating today.” Then they saw it—the flash of the well-worn Grey Cup, proudly held by two-time winner Bruce. Cue “Fight Song.” Bruce, 34, graciously navigated wheelchairs and orange pompoms to proudly show off the Canadian Football League’s crown, won by the Lions two months ago. “This is great. Ya’ll make me feel good just taking time out your day to be around me and the Grey Cup,” he said into a microphone. Fraserview was one of two Richmond stops for Bruce on Wednesday. Rosewood Manor and visits to other cities were also part of his itineracy. Staff helped residents toward a giant Lions poster—a suitable backdrop for photos with the Kansas City native and the Cup. Lions flag in hand, Annie Hutchins was one resident who didn’t miss the photo-op. At 103, Hutchins is the same age as the Grey Cup. Someone asked Bruce why he was here, visiting a small care home. This, he explained, was who he was, never missing a chance to visit with his grandma and aunties. “I know all these elders in here have wisdom, and they just have a calm, balanced energy about them... I could stay here all day because it’s real, it’s nothing fabricated, I don’t have to act like somebody else. Riverfront rental apartments make splash First purpose-built rental apartment building in Richmond in over a decade opens Feb. 1 by Matthew Hoekstra Staff Reporter It offers what could be the best views of the Fraser River, new construction and a modern design. It’s also the first rental apartment building to arrive in Richmond in a long time. “One of the things that drives the demand for this area is the setting, and it is the first rental building, purpose-built, in Richmond in a decade,” said Max Kerr, project manager for Riverport Flats, a new fourstorey, 80-unit residential building near SilverCity Riverport. Riverport Flats, 14088 Riverport Way, is a project from Legacy Park Lands, which also built the neighbouring 140-strata-unit Waterstone Pier in 2006. Suites will be available to view at an open house this weekend, and tenants will begin moving in Feb. 1. Studio apartments as small as 400 square feet will rent for $885 per month, while larger two bedroom units measuring 775 square feet, will rent for as much as $1,600. Suites on eastern side are so close to the river, views from the
window provide tenants with the illusion they’re on the water. Despite the limited interest among developers in building rental apartments given Metro Vancouver’s hot real estate market, Kerr there is demand for rental units. Even before the company launched its marketing campaign, 160 people had inquired about potentially renting a suite. “It really comes down to affordability. Even if there is that demand and thirst for property ownership, you still ultimately require that down payment,” he said, noting not everyone wants to be saddled with a mortgage and tied down in a particular area. Added perks for renters are oneyear transit passes, a year of highspeed Internet and cable included in rent, and proximity to amenities such as Watermania, Gold’s Gym and a 3.6-hectare (nine-acre) informal park given to the city by the developer. Legacy Park Lands is also planning a further 55-rental-unit complex on its final parcel of former industrial land in the area. According to city planners, purposebuilt rental housing increases housing options for those who can’t—or don’t wish to—buy. It also relieves pressure on market rental vacancy rates, which according to Canada Mortgage Housing Corporation have averaged just 1.5 per cent here for the past decade. affordable housing requirements— but purpose-built rental buildings haven’t materialized. Several years ago, W.T. Leung Architects had pitched a plan, on behalf of Minoru Investments Ltd., to build 113 rental units as part of a quartet
of high-rises on Minoru Boulevard, but nothing was ever built. New rental housing for seniors, however, has come on the market in recent years, including the 144-unit Maple Residences at 4071 Chatham St.
City spokesperson Ted Townsend said staff are also processing an application proposing to redevelop Kiwanis Court on Minoru Boulevard. That project calls for 296 units of rental housing for seniors.
YVR eyes $1.8 billion in improvements Airport improvement fee poised to increase 33 per cent by Martin van den Hemel Staff Reporter The airport improvement fee will be increased by 33 per cent in order to fund $1.8 billion in improvements at Vancouver International Airport over the course of the next 10 years. Larry Berg, president and chief executive officer of the Vancouver Airport Authority, unveiled his long-term vision for the airport during a keynote speech at a Vancouver Board of Trade luncheon on Wednesday afternoon. In order to achieve success in an increasingly competitive airport industry, Berg said the airport will need to attract more carrier, and find ways of making the airport experience easier for travellers, whether business owners or tourists. The massive capital expenditure will help better position the airport in the future, as other international airports in Alberta, Ontario and Washington State try to lure away business from Vancouver International Airport, he told the packed banquet room at the Pan Pacific Hotel in Downtown Vancouver. “The aviation industry is a very competitive industry, and if YVR wants to continue to enjoy the sort of growth and protections that we’ve had and enjoyed in the past, the job creation, we have to attract more carriers. And we’re competing aggressively with other airports to bring in foreign carriers...China Southern, Sichuan Airlines,
China Southern Cargo, you have to compete for that business, so being cost competitive overall is critical.” The airport authority has agreed to freeze landing fees at 2010 levels for five years in hopes of keeping it competitive. Hoping to attract more travellers by removing an inconvenient barrier, foreign nationals coming to Canada en route to the United States no longer have to get a Canadian Visa. The act of having to get a second visa drives some to go to other West Coast cities, like San Francisco or Seattle, as they continue on to other cities in the U.S. “We worked out a trial with the federal government where they’ll do transit without visa,” he said. “As long as they have a U.S. visa, they won’t be required to have a Canadian visa.” The tourism business is just starting in China, and Berg is hopeful the visa rule change will bring in thousands more travellers. He said something like 60 airports are currently being constructed in China, and Beijing’s airport is poised to become the world’s busiest. To make Vancouver more competitive as a hub city for flights to other parts of Canada, work will begin on shortening the connection times for an international traveller to transfer to domestic flights. Currently, it takes about 80 minutes to make that transfer, and the upgrades will drop that to below an hour. The additional flights YVR hopes to attract will generate an estimated $200 million to B.C.’s economy. “These B.C. companies will be able to access more markets and customers, as well as a wider base of suppliers, business partners and employees,” the airport authority said in

Opening of $12 million noise facility at YVR a bit premature Aircraft turned away first few days because facility hadn’t completed ‘verification testing’ by Martin van den Hemel Staff Reporter If you didn’t notice a marked reduction in noise immediately after the Jan. 11 opening of the Vancouver International Airport’s hi-tech $12 million ground run-up enclosure, you weren’t imagining things.
While the public was told that Jan. 11 was the facility’s “official opening date”—and via a press release YVR stated operators “no longer have to taxi over to the designated run-up area at the far end of the south runway, which will save time, fuel and reduce greenhouse gas emissions”—it turns out the facility wasn’t completely ready to operate after all. A source told The Richmond Review that a day after the facility’s much-hyped opening, an effort to use the facility to test an aircraft’s engines was declined. The new facility was billed as the end of the painstaking process of calling airport operations for ap-

A Burnaby man has been fined $7,582 and will have to pay another $13,000 if he wants his 18 karat gold Blancpain watch returned after attempting to evade duties during a return trip from China. Mao Li Wu was fined last week in Richmond provincial court for failing to declare his $43,000 Blancpain Villeret Watch. According to Canada Border Services spokesperson Renee Ribout, Wu returned to Vancouver International Airport following a trip to China on June 15 and declared $900 worth of goods. But when an officer noticed the pricey watch on Wu’s wrist, he said he had bought it in Hong Kong for $3,700. But the watch was held and actually appraised at more than $43,000. The watch was seized, and will only be returned after Wu pays the fines, which total more than $20,000. —by Martin van den Hemel

Jet fuel pipeline subject of public information meeting Saturday by Matthew Hoekstra Staff Reporter Opponents of a jet fuel pipeline are planning to rally against the project at a Saturday open house. “What we want to do is get out as many people as possible to demonstrate to the VAFFC that this isn’t get sold to anybody,” said Carol Day, chair of Vancouver Airport Pipeline Opposition for Richmond, or VAPOR. The Vancouver Airport Fuel Facilities Corporation is hosting a public information and comment session from 10 a.m. to 2 p.m. at East Richmond Community Hall (12360 Cambie Rd.). The corporation, a consortium of airlines, is inviting comments on the proposed pipeline route and marine terminal. Proposed is a pipeline that would travel from a dock near Riverport to the airport. Airlines contend the pipeline is needed to satisfy the growing demand for jet fuel. The marine terminal—linked to a 80-million litre tank farm—would accommodate Panamax class vessels, capable of shipping jet fuel from as far away as Asia.
Project director Adrian Pollard said the focus of Saturday’s session is on the routing of the pipeline, but representatives will be available to discuss other aspects of the project. The proponent has suggested a route along either Highway 99, No. 5 Road or Shell Road. “We are also seeking input from the community on potential routing that we would offer the city to connect their trail system in the vicinity of our proposed marine terminal,” said Pollard. “We look forward to talking with people on Saturday and receiving their input.” The B.C. Environmental Assessment Office is currently reviewing the proposal. In this latest comment period, the office has already yielded numerous letters opposing the project. “I look out on the Fraser River every day. It is the home of one of this region’s most valuable resources and we need to keep it clean and habitable. The risk of contamination is not worth the convenience of this pipeline,” wrote Alaina Thebault in her submission. Comments can be submitted at Saturday’s open house, or directly to the Environmental Assessment Office at eao.gov.bc.ca until Feb. 1. A decision by provincial ministers is expected by June.

ednesday’s announcement that the Vancouver International Airport will be spending $1.8 billion on yet more upgrades, may very well be a great investment at the end of the day.
But the timing of the announcement has put it under the microscope for particularly intense scrutiny for good reason. While other levels of government look for cutbacks while dealing with the worldwide economic slowdown, YVR is splurging. Airport authority president Larry Berg said the upgrades are necessary to keep the airport ahead in an increasingly competitive arena. Other regional airports, in Alberta and Washington State, are also desperately trying to attract new business at the expense of YVR. So Berg said the airport needs to respond to its shortcomings, and the massive 10-year expenditure holds the promise of luring more international carriers to our fair city. And more carriers means more money, perhaps as much as an additional $200 million to the annual economy, along with hundreds or thousands of jobs. But the upgrades come at a cost. Specifically, the now hidden but always hated Airport Improvement Fee will be increased 33 per cent, from $15 to $20 for international

and domestic travel. The rate for within B.C. remains the same at $5. And therein lies the rub. Yet again, the upgrades will be borne on backs of already beleaguered Canadian taxpayers. Some people already chose to use Seattle as their airport for vacations, who despite the incon-
venience are lured by the prospect of saving a few hundred dollars per family on trips. Could this additional $5 be the straw that breaks the proverbial camel’s back? Who knows, but therein lies the second rub. Canadian taxpayers have abso-
lutely no say in the matter. There’s no public hearing, no way to tell the airport that it’s misguided, no mechanism for accountability. That hasn’t changed. And likely never will as long as the airport cuts its annual $80 million rental cheque to Ottawa.

anadians are said to be a very modest people. Compared to our neighbours to the south, we don’t brag about our accomplishments and quietly go about our business. I think in Richmond, we take this to an extreme. Perhaps its our rural roots, or the fact that the spotlight tends to shine
more on Vancouver, but Richmondites don’t like showing off. I can understand if we weren’t doing anything special but there are some amazing things happening in this city that few people know about. I’m glad to see that Richmond is finally getting the recognition it deserves for our award-winning restaurants. What are we at? Over 400? You can eat food from pretty much anywhere around the globe without leaving the city limits. Congratulations to all the restaurants who recently won gold in the 2012 Chinese Restaurant Awards. Well deserved! But apart from our food, how often do we get accolades in Richmond? Does anyone recall the major pomp and fanfare last year when Vancouver announced that they were starting curbside pickup of food waste? A month after we’d already started in
Richmond? What about when our community went pesticidefree? Did anyone hear that we enacted a gold-standard bylaw, as noted by the Canadian Cancer Society? The society now uses our city as an example of what other communities could achieve. On Tuesday night, the parks committee at city hall endorsed a staff recommendation to allow incubator farming on city-owned property at the south end of Gilbert. I know, it sounds pretty boring. What’s the big deal about letting farmers farm on Agricultural Land Reserve property? This decision is groundbreaking! I can’t tell you what a fabulous feather in our cap this is. Richmond has made the decision that it needs to get involved in attracting new farmers to the community. The city is doing so by decreasing the barriers for farmers to
access land. These farmers are not getting land for free. They are paying the market rate for leases. For years, I’ve had young people calling me up saying that they’d love to farm such and such a property but they can’t find the owner or that the owner wants to lease it for thousands of dollars an acre. Since 2009, the Richmond Food Security Society has been tracking the number of farms providing farmgate sales in Richmond. We lost New Moon Acres on No. 2 Road, and then Tai On Farm on No. 5 Road. Things weren’t looking good with this downward trend. All of sudden, we now have seven new farms, albeit on half-acre plots, in Richmond. The growers are doing everything from cut flowers to field vegetables to raising bees. That’s amazing! So, I’m going to go

Donnelly, the NDP MP for New Westminster/ Port Coquitlam/Port Moody, has promised to present the petition at the federal level. Richmond city council has also been strong and unanimous in its condemnation of this proposal. The opposition to this plan is overwhelming. Editor: The Vancouver Airport Fuel Facilities Corporation has a “new proposal” regarding the proposed jet fuel pipeline through Richmond. Instead of digging up residential areas to lay down the pipeline, they now propose to put the pipeline along Highway 99. They just don’t seem to get. It’s not the pipeline that concerns most people. We do not want constant tanker traffic along the Fraser River. We do not want an 80-million litre fuel tank farm just off Riverport. The dangers posed to the environment from the eventual spills in the river are enormous. Yet they come up with a “new proposal” that does not address any of these critical concerns. VAPOR is a group of local residents that has been working hard to get it across to VAFFC that this proposal is totally unacceptable. They collected close to 6,000 signatures in the spring. A set of the petitions was given to Vicky Huntington ( MLA for South Delta) who presented it in the legislature on Nov. 21 of last year. Fin

arts & entertainment Watoto Children’s Choir performs Saturday Renowned African singers of the Watoto Children’s Choir will be in Richmond Saturday for a performance at South Arm United Church. The choir will present an evening of original African music, dance routines and life-transforming stories. The concert is part of the choir’s new tour, Beautiful Africa: A New Generation. Established in 1994, the Watoto Children’s Choir has travelled internationally as ambassadors for the millions of children in Africa, orphaned as a result of HIV/AIDS, war and poverty. Each singer has suffered the loss of one or both parents. They live in Watoto Children’s Villages where they receive the care and nurture they need to grow up as productive citizens of their country. Skaters preparing for Games Warwick has been coaching skating for the past four years after a successful skating career as an athlete. Chapel sees 200 weddings a year From Page 15 Allan Burnett, of The Chapel Group which for the past seven years has been in charge of renting out the Minoru Chapel for wedding and movie shoots, said the Japanese market has virtually dried up. But in Japan’s place has come the potential of a much bigger source of revenues: Mainland China. While Richmond was popular because of its proximity to Japan, where getting married is comparatively cost prohibitive, the appeal to the Chinese is different. It’s affluent and ambitious Mainland Chinese students currently studying at local universities and colleges who are now beginning to drive growth in the market.
And Burnett said what we’re experiencing now is just the tip of the iceberg. Minoru Chapel is appealing because it offers a traditional western feel, and the promise of a western-style wedding, he said. Some 200 weddings are booked at Minoru Chapel each year. The Chapel Group has made the wedding experience easier by catering to the Chinese market, with Mandarin-speaking staff, photographers and videographers, and of course a Mandarin-speaking officiant. Betty Ann Burnett said The Chapel Group offers services that make it simple for couples who speak only a limited amount of English, or perhaps only communicate in Canton-
ese or Mandarin. Consultants are available to provide insight into Canadian traditions, and to arrange details while staying within a budget. Allan Burnett said that the potential is huge in the Chinese market. Judging from the cars that park in the lot next to Minoru Chapel, those who hold their weddings here are well-heeled. He hopes that by partnering with the City of Richmond and Tourism Richmond, and through a little bit of investment, more people from China will be lured to the West Coast for their weddings. Though it’s only January, there have already been three weddings involving young Chinese students at Minoru Chapel.

Bridal Guide Things to consider when a bridesmaid is pregnant

rides-to-be thinking of asking a pregnant friend or family member to be in the bridal party should know such a request is common.
Recent findings indicate that around half of all weddings now have at least one member of the bridal party showing off a baby bump —sometimes it's even the bride herself. Barring a medical condition, there is no reason a pregnant woman can't be in the wedding and fulfill her obligations, so feel free to invite that special someone to be in the wedding. There are just a few things to consider to help make it easier on everyone involved. Think over these things. •Gowns: One of the things brides and bridesmaids often fret about is the gown they will be wearing. While nonpregnant members of the bridal party won't fluctuate much in weight from the day of their first fittings to the wedding day, a pregnant woman is growing with new life within her from the moment of conception. This will have to be taken into consideration. Some maternity designers create bridesmaid dresses for pregnant women, but they may not exactly match the other gowns in mind. Ask the bridal store if alterations can be made to a standard gown, including ordering a much larger size, adding elastic panels or another way to ensure the gown will stretch over a growing belly. Also, be considerate and choose a gown in an empire waist style so that it is flattering for the pregnant bridesmaid. •Shoes: While pregnant, some women's feet swell. Having strict restrictions on footwear can make a pregnant woman uncomfortable. Low heels or ballerina slippers can be comfortable and fashionable. The other members of the bridal party may also thank you for choosing a sensible shoe. •Breaks: Many activities during the wedding are bound to be tiring. But someone who is pregnant may feel it more than others. Ensure your mama-to-be has ample time to sit and rest. Also, try to have planning meetings near a restroom where she will be comfortable. •Nonalcoholic drinks: From bachelorette parties to the wedding itself, be sure there are plenty of nonalcoholic and decaffeinated drinks she can enjoy. Pregnant women need to have a lot of water to meet the physical demand of pregnancy as well. •Travel: In the latter months of the pregnancy, many doctors advise against air travel. Spending long hours in a car may be uncomfortable as well. If you were thinking about having the wedding far away, these are things that must be taken into consideration. You may want to revise your plans if your heart is set on having this woman in the bridal party. •Ceremony: It can be tiring for a pregnant

f planning a wedding isn’t stressful enough, there’s the overwhelming crowds and unwelcome jostling that are commonplace at the annual wedding trade shows in Downtown Vancouver. Seeking to provide something more intimate for brides-and-grooms-to-be, professional wedding planners Laura Takasaki and Sharon Liew from Imagine That Events organized their first Richmond wedding fair a few years ago. The upcoming Wedding Affair at River Rock Casino Resort on Sunday, Feb. 26 will be their fifth show, and Takasaki said the four-hour event will host an
estimated 200 Lower Mainland brides and grooms. “A lot of people don’t want to go to the big crazy wedding fair,” she said. The local scaled-down event remains big on information, and there’s more one-on-one time between potential vendors and couples seeking out their services. About four dozen vendors offering the full-range of wedding essentials are going to set up their displays, and Takasaki said great pride and effort is taken in the look of the event, with extensive use of draping and decor. The emphasis will be on quality, rather than quantity, she said. While the show is free for brides and grooms, tickets are $10 for guests (at the door), which will cover the cost of appetizers being provided by the hotel, she said. Free wine, courtesy Peller Estates, as well as cupcakes and other samplings will also be available. Everything from DJs to florists, caterers, make-up artists and hair stylists, to wedding fashions and information about alternative reception venues (boats and cruises) will be available for couples to peruse. Housing market looks forward to 2012 The new year brings with it new expectations and new trends. This is true in the housing market as well, and Cristy Edmonds, Vice-President of Sales and Marketing for Fifth Avenue Marketing, has a few ideas in mind for 2012. “It will be a good, steady year,” she says. “It’s been a busy January already.” With mortgage rates at a historical low, there is still a steady supply of people moving into Greater Vancouver. “We have the benefit of the international market,” Edmonds says. Buyers from all over the world are eager to purchase a home in the Lower Mainland, but one big change that Edmonds expects to see is more end users purchasing property, instead of the speculative buyers that have historically owned homes.
She also expects to see some amazing developments going on sale this year. “You’ll see smarter, more experienced developers bringing projects to market,” she says, adding that because buyers are more design-savvy than before, they won’t accept inferior design. “This is a very sophisticated real estate market. A lot of developers have done a really good job and raised the bar.” Compared to other markets in Canada, Vancouver buyers are looking for something much more high end. “In Calgary you still get lower-end products like (linoleum) flooring, while Vancouver is more sophisticated, with granite and hardwood,” Edmonds says. “Design shows (on television) have contributed to this. They want the best of the best.”

The Richmond Girls U13 Metro “Force” Soccer team voted unanimously to forego “Secret Santa” gifts at their Christmas party for a chance to give back to their community. Each girl brought the equivalent “gift” amount to contribute to the Richmond Food bank recognizing value in giving to those less fortunate than themselves. This newly formed team has done well during the season so far and have carried their winning spirit into the Holiday season. Coaches Nav Badyal and Brian Hirose are very proud of the girls hard work and team spirit on and off the field.
