Arson all but ruled out in Remy blaze Security video, sniffer dogs, reveal nothing suspicious by Martin van den Hemel Staff Reporter It’s looking less and less likely that an arsonist was responsible for the devastating fire at the 188-unit Remy condo project on Cambie Road that burned to the ground in dramatic fashion early last month. Dana Westermark, president of Oris Consulting Ltd., told The Richmond Review Tuesday that videotaped security footage shows nobody entering the construction site or leaving it in the time between when worked wrapped up for the day and when the fire started around 10:45 p.m. on Tuesday, May 3. As well, a sniffer dog that searches for the presence of accelerants, turned up nothing. Investigators have also searched for devices that may have started the fire, but that has proven fruitless. “On the one hand, it’s a relief,” Westermark said of the preliminary finding that arson was not to blame. “It would have been very upsetting knowing if somebody had done that.” The footage has been viewed by all the individuals investigating the fire, including Richmond Fire-Rescue, though no official public statements have yet been made about the cause of the blaze that destroyed the $60-

million construction site. The fire burned so hot that it consumed a cast iron pipe, Westermark said. Cast iron melts at about 1,200˚C. Westermark was hopeful that within the next two weeks, he’ll have a definitive idea of when work can begin to clear up the site and for construction to resume. Thanks to the co-operation of all the trades involved in the project, Westermark said when work begins anew, additional manpower will be added to the workforce. At the time of the fire, that crew numbered 200, he noted. Depending on when work starts again, the average length of delay that buyers will see is expected to be in the four-tosix month range, he said. Westermark clarified that some units may be delayed by eight or nine months, others won’t be delayed at all, and still others may actually be completed ahead of schedule. He said he was very fortunate that the trades, lenders, partners including the city and the province have been so helpful in dealing with the aftermath of the fire. Though arson is seemingly ruled out, Westermark refused to speculate on the potential cause of the blaze. Westermark said it’s entirely possible that the cause of the Remy fire may never be known. Last month’s spectacular fire at the Remy could be seen from downtown Vancouver. The fire sent huge chunks of glowing cinders hundreds of metres into the air, landing in areas as far away as the eastern half of the Richmond Nature Park where one the size of a lunch pale came to rest.

Businesses hemmed in by high-rises could soon get property tax relief by Matthew Hoekstra Staff Reporter New legislation aimed at rescuing oval-area businesses that once faced financial ruin could be in place by week’s end, according to the MLA for Richmond Centre. “It’s been a real struggle for very many businesses in that whole area of the city that have seen their property taxes escalate two, three, four hundred per cent,” said Rob Howard. After the city opened the door to residential high-rises in the largely light industrial hub, real estate values sky-
rocketed. As a result, property taxes— which are based on B.C. Assessment figures—were driven up exponentially, and the city couldn’t offer relief. Rona on Elmbridge Way was among the businesses hit. In 2008, its annual tax bill climbed $207,029. Howard said a bill tabled last week in Victoria will allow Richmond to make changes in the way it calculates property taxes. It could be law within days. It will then be up to city council, which requested the change. “It will be up to the city to come up with the formulas and the methods by which they will look to make some adjustments
on these businesses that have been suffering so unbearably,” said Howard. In 2008, some business owners said the high tax rates would force them to move or shut down entirely. A mass exodus never occurred, as B.C. Assessment offered to reduce tax bills to businesses that appealed. Such was the case with Nowak Rope Ltd. on Elmbridge Way, a small manufacturing business that faced a $2,500 per month tax increase in one year. “We’re all still here,” said Lisa Nowak, who owns the business with husband Sig. “We actually just signed another five-year lease.”

Return of the Canuckmobile? Father of teen who painted original in 1994 Cup run offers up Cadillac for cause by Martin van den Hemel Staff Reporter Richmond’s Bennie Mah is ready to pitch in his pride-and-joy to cheer on the Vancouver Canucks as they compete in the Stanley Cup Finals. Wearing a faded white Vancouver Canucks T-shirt with the classic red and yellow logo, the 69-year-old Mah leaned against his sparkling 1983 Cadillac Fleetwood as he recalled how his son became part of the story when the Canucks last made a run for the cup in 1994. Derek Mah, now a lawyer living in Vancouver, was one of three wide-eyed and enthusiastic university students who spontaneously decided to jump into a 1976 AMC Matador and follow the Canucks as the team traversed North America. The original Canuckmobile, featuring painted images of Trevor Linden, Pavel Bure and Kirk McLean on the hood, was first conceived years before the 1994 run for Lord Stanley’s cup. Derek and his friend Ben Ellison both took art as an elective while attending St. George’s high school in Vancouver. After meeting Will Berner at University
of B.C., and coming into the possession of the AMC Matador, it dawned on them to paint it in honour of the team starting in 1991 or 1992, Derek Mah recalls. During the 1994 run, the trio decided to follow the Canucks to Calgary, when Bure scored in double overtime. Around the back of the Saddledome, the Canucks team bus drove by, and a crowd of fans chanted for the team to autograph the car. Cliff Ronning was the first, joined by the rest of the team. The trio then took the Canuckmobile to Toronto and eventually New York, receiving widespread print, television and radio coverage. For the New York series, the trio had little more than their passion and some dry pasta to survive on. They reunited as a threesome last Sunday for the first time since 1997. Fast forward 17 years, and Bennie Mah said he’s willing to have his Cadillac covered in Canucks logos and players, with the hood ideally replicating what appeared on the AMC all those years ago. Whether that happens depends on if he canfindagraphicscompanywillingtodesign and print some murals onto vinyl that would then be temporarily stuck to the car. Though he has no appetite to drive all the way to Boston again, Derek Mah said he’s behind his dad’s proposal. “I’m fully supportive of it,” Derek Mah said. What would be even better is the Canucks actually winning the cup.

Toronto follows Richmond on pet ban? Richmond's pioneering pet bylaw restricting the sale of dogs and rabbits at pet shops has inspired Toronto city council to consider something similar. Toronto council will vote on restricting pet store sales to dogs and cats sourced from shelters, humane societies and certified breeders only. If it passes at a June 14 vote, Toronto will become just the second Canadian city to restrict animal sales in pet shops. Toronto’s licensing committee recommended council pass the bylaw.

Paulina parades vocal power at RichCity Idol by Matthew Hoekstra Staff Reporter It had almost everything. Good and not-so-good music, a raucous crowd, technical glitches and a hiphop group so good it threatened to turn Gateway Theatre into a nightclub. And there was Paulina. The theatre’s volunteer ushers knew her name well. A small frenzied group of fans, that grew as RichCity Idol 2011 progressed Tuesday night, hardly took a break from chanting it once she was named a finalist. Standing with her were Simon Chan and Sydney Stanley, two other finalists chosen by the audience from nine high school vocalists in the annual district-wide singing competition modelled after TV’s American Idol. Each student performed a song of their choice, some wowing judges, others not so much. But before the finalists were revealed, Gentleman’s Vibe stole the show.
The Richmond rappers mustered the crowd’s energy with a hip-hop number before inviting a girl on stage and shifting into a softer radio-ready melody. That paved the way for their third and final song, a rap anthem of sorts that drew dozens of dancing teenagers onto the stage. An usher shrugged. One looked at her watch. Another who had earlier covered her ears, just sat and watched the unscripted drama unfold. Hosts Devon Collins and Cody Lust brought back the house with the usual drama that accompanies naming finalists. Sydney Stanley, a Grade 10 H.J. Cambie student performed “Somewhere Over the Rainbow” with a big voice and, fittingly, a polka-dot dress. It was good for third place, according to the partisan audience. Simon Chan, a Grade 12 StevestonLondon student, delivered his own arrangement of Soundgarden’s “Black Hole Sun.” The verdict? Second.
Left standing as winner was Paulina Cantoral, a 17-year-old Grade 12 student from Matthew McNair Secondary. Wearing a glittering black dress and black high heels, Cantoral sang the popular Leonard Cohen song “Hallelujah”—a tune also chosen by last year’s winner Alea Andaya. “You gave me goosebumps girl,” said smooth talking judge Gio Levy. Choral conductor Kevin Zakresky, another judge, had more: “I was absolutely transfixed from the moment you opened your mouth,” he said. “I wouldn’t change a thing. That was beautiful.” Cantoral, a native of Mexico, began music lessons two years ago and plans to study classical music after high school. “I thought it went pretty well,” Cantoral said backstage. “I’m just really proud of everyone.” •See www.richmondreview.com for more photos.
Pair cleared in 2009 home invasion
Tall Ships arrive Friday
Two men originally charged in connection with a September 2009 home invasion linked to domestic have been cleared. The Crown issued a stay of proceedings against Dalbir Gill and Japjot Gill on April 5. Incorrect information was published in the May 26 edition of The Richmond Review. Two other co-accused, Paviter Gill and Daniel Wattley, pled guilty and have now been sentenced. Paviter Gill was sentenced to six months time served plus one additional day, received a two-year term of probation, is banned from possessing a firearm for 10 years and was ordered to submit his DNA for a federal database after pleading guilty to forcible confinement and assault. Wattley pled guilty to assault with a

The Lady Washington, Hawaiian Chieftain, Adventuress and Zodiac will be sailing around Garry Point on Friday for this weekend’s Ships to Shore Steveston 2011. The four ships will arrive at a brand new dock at Garry Point on Friday. From Friday through Tuesday, June 7, thousands of people are expected to converge in Steveston for the family-oriented event. The festivities are scheduled to kick off early Friday afternoon as the tall ships begin to arrive. Beginning

Notice of Council meeting For the purposes of presenting the 2010 Annual Report Pursuant to Sections 98 and 99 of the Community Charter, City of Richmond Council will receive delegations to provide the public an opportunity to submit and ask questions concerning the 2010 Annual Report.
The Richmond Health Department has shut down popular Steveston dessert shop Sara’s Old Fashioned Ice Cream for operating without a valid permit, improper construction and improper dishwashing/glasswashing. An inspection of the store, at 1103500 Moncton St., was conducted in response to a City of Richmond business licence inspection.
The inspector noted that at the time of inspection, the store was open for business, even though it had not yet applied for a health permit and had not yet received health approval. During the inspection, it was noted that a significant amount of construction was underway. The owner, was informed that floor plans must be submitted to the city for health approval prior to the onset of construction. Once plans are approved and construction completed, the owner is
required to get building approval prior to obtaining a health inspection. As a result, the store was ordered closed on Friday, May 27, and as of Tuesday, had still not reopened. It was also noted during the inspection that no handwashing sink was provided in the food handlers’ area to wash hands. The floors were also not covered throughout the premises, and the inspector ordered that floor and wall joints be covered to protect the floor and wall joints from moisture.

A trio of newborn raccoons are on the mend after being left to fend for themselves in Steveston. The Richmond Animal Protection Society was called last Tuesday—three days after the raccoons’ mother was hit and killed by a vehicle. A resident found the babies near death under a tree, according to the society’s Kara Frederick. Richmond Animal Shelter staff nursed the orphaned creatures back to health and they’ll soon be transferred to Critter Care Wildlife in Langley, which will release the animals into the wild. On Saturday, the Richmond Animal Protection Society is hosting a fundraiser at Sport Central Lounge (2611 Viscount Way) to raise money for animals in its care. Tickets, $20, available at the door, and include a burger, fries and glass of wine or beer.

e know you’re mad. Before the 2009 provincial election, the Liberals said they wouldn’t harmonize the Provincial Sales Tax with the federal Goods and Services Tax. After the election, they did. The harmonization meant that some services not previously covered by the seven-per-cent PST were now to covered under the 12-per-cent Harmonized Sales Tax. The implementation of the HST was an unmitigated disaster and British Columbians were rightfully incensed. Now voters will get a chance to vote on the HST. And here’s hoping that they will vote on the merits of the HST and not out of anger on how it was implemented. For one, the architect of the HST, Premier Gordon Campbell, was forced to resign. His finance minister, Colin Hansen, is out of cabinet. Now the Liberals have announced a two-per-cent cut to the HST over three years plus an annual rebate cheques for each child and low-income senior. The measures do remove much of the argument against the HST, albeit over three years, with the first one per cent cut occurring in July of next year. Including the rebates, the impact of the HST will be largely negated for the income brackets ostensibly least able to absorb

an additional tax burden. And according to the government, the statistically average family will see an overall tax reduction of about $120 per year when the HST rate reaches 10 per cent. In the meantime, the HST
has the potential to do what it was intended to do, which is to boost the economy by reducing costs to business, and encouraging investment and job creation. It makes little sense to return to an antiquated, multi-layered
tax system – other than to “punish” the government for the manner in which it rolled out its tax reform policy. To do so might yield superficial satisfaction for some, but eliminates the prospect of long-term economic benefit for all.

recently spent a few days in Regina talking to people about Richmond’s pesticide bylaw (which is still in effect, thank goodness!). My host and I got into a conversation about supporting local farms and she began lamenting about the price hike that her local “egg lady” had just put in place. A dozen, locally-raised, free-range eggs now sold for $2.50 in Regina!! She was horrified. When I told her the going rate of such eggs in Richmond, $5 a dozen or
more, her jaw dropped. I even know people who are paying $7 per dozen for certified organic eggs. It’s enough to turn your backyard into a chicken run! But, before we resort to breaking local bylaws, there is an easier way of combating price hikes without sacrificing the quality of food you’re feeding your family. The secret? Friends. And, the more, the better. About a month ago, a number of us got together to start an informal buying club. We all prefer to feed our families organic food but certain foods like butter, cheese, eggs, and meat are fairly expensive. There are also certain organic staples that all of us eat regularly: whole wheat flour; red lentils; brown rice and sugar. So, one friend offered to make a trip to Rockweld Farm in Abbotsford and pick up people’s orders for frozen organic chicken, sausages, and more. By buying these products by the case, we saved a fair amount and our freezers
are stocked! Everyone chipped in $5 for gas and we still saved money. Another friend contacted SunOpta, formerly known as Wild West Organics, and purchased dry goods like flour, rice, and sugar in large, 20 kilo bags. She was even able to score some organic ketchup & agave syrup. We split the bags into large Ziploc bags and now my cupboard is looking nicely full. I have an egg lady who lives in my neighbourhood. Our buying group uses a lot of eggs, at least 10 dozen every two weeks. She’s so close, I even get delivery, during her morning walks, when she passes by my house. Now that’s service! So now, about every two weeks, we gather in the kitchen of one of the friends and we open up the “store.” I bring the eggs, the meat order comes in and bags of rice and flour are eagerly split up on the kitchen table. Next time we hold a store, I hope to bring some pe-
rennials that I’ve divided. Others will be bringing homemade jams and chutneys. When local produce comes in, you can bet we’ll be buying fruits & veggies by the case. When the “store” is open for business, tea is served, kids are running around playing with each other, and we have great conversations. None of us have operated a retail operation and nor do we hope to start one up but now that we see how much we save, we’re all out looking for bulk bargains. Word of the “store” is spreading like wildfire, especially in the mummy crowd and I’m happy to see more members being interested. I have lived in Steveston since 1970 and Garry Point was nothing but a sandpit, which, when the wind blew it, caused a sandstorm on the streets of the metropolis of Steveston, now shamefully referred to as The Village. Garry Point was then a haven for dirt bikes and wild parties , heavy machinery hauling sand and tragically the deaths of some young boys who were caught in a cave-in of a sand pile they were digging in. It has slowly been transformed
into what it now is, a great place for all to enjoy. And I am very happy to see all that ugly broom is gone and the logging pollution has been removed from the beaches and happy to see some logs have remained. With the addition of the Fisherman’s Memorial and other amenities installed by our hard-working city employees Garry Point Park has evolved from a death trap to a windswept open and very functional park Thank you Richmond city employees and the mayor and council for all the hard work. Several years ago Vancouver had similar crosswalks downtown on Granville Street and perhaps other locations. It would be interesting to know officially why they were discontinued. My memory is that it was something to do with pedestrians continuing to cross even when the “Don’t Walk” sign was lit, thus slowing down traffic flow, increasing safety concerns, and frustrating everyone. What’s also not new is how much money our extravagant Richmond councillors can spend dragging out another goofy old idea. Cycles somewhat consistent with the change in senior public works or municipal engineering staff. Case in point, the traffic circles installed on Seafair Drive over the past year or so. Langford, suburb of Victoria has done the same. They don’t really impact speeders, but create major problems for fire trucks, moving trucks, and snow plows. Make your point Richmond updates its Official Community Plan and wants to hear from you. The City wants to know what you think your community should look like in the future.
The proposed 2041 OCP Update Concept contains a vision, goals and objectives based on a vision of a more sustainable city that is more healthy, welcoming, diverse, safe, connected and adaptable with a thriving downtown core, distinct and connected neighbourhoods, protected agricultural lands, a healthy eco-system and prosperous businesses.
Come out during this third round of public consultation, taking place May and June, to see the latest of the City’s update to its current Official Community Plan, the “2041 OCP Update.” At this point a proposed 2041 OCP Update Concept is being presented. It is based on work completed over the past year and a half, as well as feedback the public has given in the last two rounds of public consultation. The two previous rounds of public open houses took place in November 2009 and October 2010. Your input from these sessions was important and was considered in developing the Concept.
The purpose of the 2041 OCP Update Concept is to present the draft vision, goals and objectives upon which the 2041 OCP Update can be prepared. The focus of the Open Houses will be to show the public and to obtain public comments on: • the 2041 OCP Update Concept • results of the second round of public feedback from the October 2010 OCP public consultation process about more planning for the densification of the eight shopping malls outside the City Centre and about possible coach houses and granny flats in certain neighbourhoods (Richmond Gardens, Edgemere, and Burkeville)

by Don Fennell Sports Editor The 2001 Steveston Sharks finished their spring hockey season with back-to-back championships, winning the prestigious Challenge Cup and last weekend their own Steveston Meltdown tournament. And head coach Larry Hurst couldn’t be more proud. “I was impressed by the development all our players have shown, they’ve all come a long way,” he said. “Our focus is on three elements—speed, team play and pressure, and our practices and team concepts were designed to reflect that.” With the assistance of Harvey Gill, Tom Kemp, Mitch Ward and Jim Young, Hurst has coached the 2001 Sharks for three seasons. The team is made up of 16 players from both the Richmond and Seafair minor hockey associations and is one of several agegroup teams that make up the Steveston Hockey Club. See Page 15

ELEMENTARY SCHOOL NOON HOUR SUPERVISORS “Helping to make our schools a safe and welcoming environment.” Part-time work while the kids are in school. School District 38 (Richmond) requires Noon Hour Supervisors for elementary schools to supervise students in school buildings and grounds during the lunch break. The shifts will be for 1.5 hours per day on those days that the students are in attendance at school. Applicants must have experience supervising young elementary school-aged children plus they must be able to report to any school location on short notice. Early Childhood Education courses and other related training such as First Aid and Conflict Resolution would be preferred. The rate of pay is $20.80 per hour, which includes 4% holiday pay. Applications are available at the school board office between 8:30 a.m. and 4:30 p.m. or on our website. he memory of a great man and community member brought friends and family together to play ball hockey at the Steveston Community Centre lacrosse box last Saturday and Sunday. The ninth annual Const. Jimmy Ng Memorial Road Hockey Tournament, put on by the Rotary Club of Steveston in partnership with the Richmond RCMP, the City of Richmond, Steveston Harbour Authority and The Richmond Review, saw 18 teams Around Town come out and play hockey under the sun. Amanda Oye “It’s very near and dear to our RCMP family,” said Sgt. Kate Hansen, the chair of the tournament and a member of the Rotary Club of Steveston. The tournament honours Const. Jimmy Ng, who was killed while on duty in 2002, and “helps out an awful lot of youth groups too,” said Peter Mitchell, the president of the Rotary Club of Steveston. Money was raised through player registration, concession sales, raffle tickets and donations for initiatives including the RCMP DARE project, bursaries for local youth and KidSport. The Richmond Rowdymen and the South Arm Stars were the winners in the “A” and “B” pools respectively. The “A” side of the tournament was a little more competitive than the family-friendly “B” side.
