Teresa Tuazon told The Richmond Review on Monday that a smart meter was installed at their home

on Aug. 11, but the following day, power was for some reason cut to their 100-year-old house at the corner of No. 7 Road and Westminster Highway. When Tuazon arrived home from work that Friday, she was greeted by the hum of a gasoline electrical generator, the noise from which they had to endure for nearly three weeks until power was reconnected on Aug. 31. She and her husband Rick Flello were told by their landlord that after their smart meter was installed, the technician noticed something that made him notify the landlord there was likely a marijuana grow-op inside the home. Without contacting the couple, alerting the police, or giving some sort of advanced notiﬁcation, power was cut. Jim Nicholson, director of customer care for BC

Hydro, said the smart meter installer saw signs of tampering with the old meter, and notified BC Hydro, who then the following day conducted its own inspection and then made the decision to disconnect the power supply. “In this case for us, our primary concern is employee safety and homeowner safety,” Nicholson said. What was discovered could have put the home at risk of a fire or something else, he said. But he couldn’t explain why BC Hydro didn’t try to contact Flello or Tuazon to inform them of the safety hazard, or why if this was such a hazard, why it waited an entire day before disconnecting the power. “We would definitely be happy to speak with the customer about the incident,” Nicholson said. The consortium hoping to build a controversial new 15-kilometre jet fuel pipeline through the centre of Lulu Island that would feed Vancouver International Airport, will now be exploring alternative routes and means of transporting the fuel, Richmond council has been told. But Richmond Mayor Malcolm Brodie said the city’s preferred option is to upgrade the existing line, and for there to be no barging of fuel on either the North or South Arm of the Fraser River. “We clariﬁed last night that we don’t want any barges anywhere on the river,” Brodie said Tuesday afternoon. At Monday’s council meeting, Robert Gonzalez, Richmond’s general manager of engineering and public works, presented a report to council which details what the consortium plans to do next. City of Richmond spokesperson Ted Townsend said the city has received a letter from the Vancouver Airport Fuel Facilities Corporation, which after much opposition from politicians and area residents, put the bid on hold in late April. Up to that point, the B.C. Environmental Assessment Ofﬁce had been reviewing the bid to build a fuel tank farm just east of the Riverport entertainment complex. See Page 7

Nicole Li to showcase the erhu Richmond resident joins old friends and new in Sunday concert by Bhreandáin Clugston Editor Nicole Li is showcasing the erhu in a unique concert at River Rock Show Theatre on Sunday, Sept. 18. Oriental Strings of Harmony will feature the Richmond musician playing in a variety of formats, including solo, duo and concerto. Li, who is known for her passionate interpretations, will be joined by Chinese and Western instrumentalists in showcasing the erhu’s unique sound in many different perspectives. The erhu is a two-stringed bowed instrument. It is similar to a violin, but it has no fingerboard, is played vertically and can create a striking range of expressive sounds. Although it has been used in China for centuries, it has only emerged as a solo instrument in the past 100 years. Li is originally from Northern China. Her mother is a singer and both her parents love music. “My Chinese first name is song,” she says. She first played the erhu in school at age six when she and her fellow students were asked to pick an instrument to learn. “Everyone picked piano or violin and there was an erhu. It looked interesting... So my teacher said ‘Would you like to try that?’” She attended the Shanghai Conservatory of Music, and after graduating, Li moved to Richmond three years ago. She gives erhu lessons from her Richmond studio (with her students ranging in age from seven to 75). Sunday’s concert has been almost a year in the making. Many of Li’s fellow conservatory grads back in China have had recitals in the conservatory hall, but since Li and her family moved to Canada, she didn’t get the chance. “I didn’t have a chance to have a showcase of what I had learned in 16 years (at school). So I thought, why don’t I have

a concert here?” Thus, plans for a solo recital developed. She was telling this to her old teacher in Shanghai, erhu master Yong De Wang, who responded, “I will come perform with you.” “So I said, ‘Good! Because you are famous—I need you,’” Li recalls with a chuckle. Oriental Strings of Harmony quickly blossomed into a much larger event. Besides Yong de Wang, other musicians were added to the roster, including pipa player Guilian Liu (former professor of the Central Conservatory of Music in Beijing), bamboo ﬂute player Jian Ming Pan (a former teacher of Shanghai Conservatory of Music), vocalist Ji Wei Zhao (former performer at China Henan Song and Dance Troupe) and yangqin player Victoria Lai. And then, Li decided to add a Western component, and included some musicians she was performed with in Canada: keyboardist/guitarist/bassist Ran Zhu, University of B.C. piano professor Corey Hamm, composer and guitarist John Oliver, bass guitarist Laurence Mollerup, American percussionist Erik Vanerstrom and Canadian ﬂautist Edgar Muenala. The concert will feature a mix of traditional pieces and unique modern works. The program includes the sombre “The Wailing of River,” the poetic and beautiful “Warm Are the Waters of Spring Rivers,” the joyful and celebratory “Csardas,” as well as the “The Charm of Tianshan Mountain.” Li also promises a interesting medley featuring traditional melodies from Canada, India, Japan, Russia and Korea. Oriental Strings of Harmony takes place on Sunday, Sept. 18 at 8 p.m. at River Rock Show Theatre. Carol Day is the latest candidate to put her name forward in the race for a seat on city council this fall. Day, a longtime Richmond resident and current school trustee, announced Monday she’ll run for councillor in the Nov. 19 municipal election under the Richmond Independent Team of Electors banner. Michael Wolfe is also a RITE candidate, along with Coun. Sue HalseyBrandt, who is running for re-election as the slate’s only council incumbent. Also, in a news release issued Monday, Richmond First incumbents Couns. Derek Dang, Ken Johnston and Bill McNulty announced their intentions to seek reelection. All other incumbents— Couns. Linda Barnes, Evelina Halsey-Brandt, Greg Halsey-Brandt, Harold Steves, and Mayor Malcolm Brodie—are also expected to ﬁle papers during the 10-day nomination period that runs Oct. 4 to 14. When it was pointed out that this incident happened more than a month ago, and BC Hydro still hadn’t reached out to the customer, Nicholson said: “It’s really difﬁcult to comment on that.” Flello said he wasn’t initially that upset about the power being clipped. He thought his new home might contain some sort of electrical ﬁre hazard, and appreciated that BC Hydro was making an effort to keep him safe. But when he learned his home’s power was disrupted based solely on the suspicion of the installer and a potential marijuana grow-op, that made him upset, he said. “That really pissed me off,” Flello said. “If he really suspected that, why didn’t he call the cops? If you want to come and inspect the house, come in any time. Just call me.” Acting on the installer’s advice, the landlord, Kal Mahal, hired an electrician to conduct an inspection, but nothing criminal was found. However, power couldn’t immediately be reconnected because Tuazon and Flello had made it onto B.C. Hydro’s “bad-boy list”—rumoured to be a list for suspected grow-op tenants—meaning they weren’t prioritized.

For some reason, in spite of nothing untoward being discovered, their BC Hydro account was cancelled, Tuazon said. Aside from the inconvenience of having the noisy generator in place—to spare their neighbours, they avoided operating it at night—the contents of their fridge and freezer spoiled. Timed precisely with the power disruption, their Shaw personal video recorder stopped working, as did the electronic components to their stove and their coffee maker seized up. Flello recalled the faint smell of burning wires at the time the power was cut, and later realized that the power supply cord to his Xbox unit stopped working. Luckily, he had a spare that works ﬁne. Flello and Tuazon believe their privacy rights were ignored by BC Hydro, which should at least have given them 24 or 48 hours notice of an inspection. Asked if BC Hydro would offer them an apology, Nicholson dodged the question, and said he was committed to getting all the details about the incident, and sitting down with them and having a full discussion. “We’re sympathetic to the inconvenience,” he said, but added that what could have transpired would have been much worse, such as in the event of a ﬁre.

Race is on for artists in Steveston The Steveston Gran Prix of Art returns this week for its second year. Organized by the Phoenix Art Workshop, the event’s goal is to promote local arts in a fun and interactive manner. It begins Saturday, Sept. 17, when artists from around B.C. participate in a day of painting in Steveston outside—en plein air. Artists will gather at Gulf of Georgia Cannery at 10 a.m. They’ll then be assigned a Steveston location and will have three hours to complete a work of art. All pieces will then be displayed at Britannia Heritage Shipyard from 2 to 4 p.m. The exhibition will continue Sunday, Sept. 18, from 10 a.m. to 4 p.m. The works will be adjudicated, and various prizes will be given out, including the grand prize and people’s choice award.

On the day Brian Flagel’s three-year-old daughter Elise died of cancer, it was one of the wettest days ever in Vancouver. It was 1991, and the same day when the then-director of Canada Customs Border Services had helped organize a friendly golf tournament at Greenacres Golf Course with his American immigration counterparts at Vancouver International Airport. “It absolutely poured all day,” Flagel recalled. To the point that Greenacres offered to refund the green fees of the golfers. But during the dinner that night, the participants decided that instead of taking their green fee money back, they’d donate it to the B.C. Children’s Hospital. That generous gesture got organizers thinking. Perhaps instead of the tournament being just about drinking alcohol and having fun, they’d turn it into something

much more positive. Thus was born the CanAm Golf for Kids, which today is gearing up for its 20th anniversary as YVR Golf for Kids, and is poised to top the $3 million fundraising milestone during the Sept. 15 golf/dinner/ auction at QClub and River Rock Casino Resort. Seeking outside expertise to organize the fundraiser, Flagel turned to his landlord, Wayne Duzita of what was then called International Aviation Terminals. The pair struck up a friendship that is now two decades old. During the event’s ﬁrst year, the original goal was $5,000, a number Duzita quickly pronounced was ridiculous. It takes the same amount of effort to raise $5,000 as it does $25,000, Duzita reasoned, so why not aim higher? Duzita said that he solicited 25 companies to donate $1,000 to be part of the initial event in 1992. The silent and live auctions raised another $15,000.

What was supposed to have been a one-year tournament was such a success that it continued. “Then we started dreaming in technicolour,” Duzita said. On Thursday, when locals gather to celebrate the 20th anniversary of the fundraising event at River Rock Show Theatre after a day of golf at QClub, the milestone in the crosshairs is $3 million. in the spring of 1988 and worked for several months at Helen and Douglas House, the world’s first children’s hospice. That experience convinced her to work toward building something similar in B.C., and in 1995 Canuck Place opened in the Shaughnessy neighbourhood of Vancouver. Former Vancouver Canucks owner Arthur Griffiths and head coach Pat Quinn, and fan-favourite Trevor Linden and their wives attended the first Golf for Kids fundraiser. “That sort of put us on the map,” Duzita said. During one event a few years ago, $365,000 was raised. This year, the goal is $200,000, which would help them top $3 million in 20 years. What’s different about this event than many others is that it is entirely community-based, and not about corporate recognition at all, Flagel said. Today, between 70 and 80 per cent of the event’s proceeds goes to Canuck Place, but the fundraiser also supports Dreams Take Flight, CHIMO Crisis Services and Gilmore School’s summer camp program, among others. While this year’s sold-out golf tournament is being held at QClub, the sold-out dinner and auctions will be held at River Rock. The vast majority of the money comes from winning bids on the high-end donated auction items, which feature patio furniture, barbecues, trips around the world, a full membership at QClub, and golf getaways. Flagel and Duzita said the Vancouver International Airport Authority has long been a huge supporter, with president Larry Berg a regular speaker at the event.

A 35-year-old man has been charged with firstdegree murder in the death of his estranged wife, Coquitlam motherof-two Yating “Lancy” Hu. RCMP Sgt. Jennifer Pound, spokesperson for the Integrated Homicide Investigation Team, made that announcement on Sunday afternoon, more than two weeks after Hu’s body was found in the waters off Steveston last month. Pound said two boaters who were out fishing on Aug. 27, came across a suitcase floating in the waters off West Richmond, and apparently became immediately suspicious and contacted the police, Pound said. “This is a tragic outcome for the family of Lancy Hu,” said Pound. “IHIT is now focused on the court process and providing the evidence collected through the course of the investigation. It is possible the Hu family will find some closure now that their daughter/ mother has been located and may be put to rest.” Charged is Zhongming “James” Mou, Hu’s estranged husband. Hu’s parents, Yanyu Xiao and Muming Hu, who came to the Lower Mainland from China to assist in the search for their missing daughter, received this week’s news with a heavy heart. “Knowing what has happened to Lancy has been incredibly difficult for the Hu family, but to be able to put her to rest has provided some peace. “We will forever miss our daughter,” they said in a statement through police. The couple were experiencing marital problems, and Hu moved out of the family home in Coquitlam and to a home in Burnaby, Pound said. Hu was last seen leaving her Coquitlam apartment on July 16, and has been missing ever since. Their two children are now in the care of Mou’s parents, who reportedly live in Richmond. Early on, police suspected foul play. The provincial Crown corporation is replacing all analog meters in B.C. with digital smart meters, aiming to have 1.8 million smart meters installed in homes and businesses throughout the province by 2013. Richmond is one of the first communities to have meters replaced, and already there’s been cause for some concern. The latest story demonstrates more oversight is needed for the smart meter replacement project. In this most recent episode, a Richmond couple had their power cut based solely on the discretion of a smart meter installer. Apparently, the contractor suspected a marijuana grow-op was inside their East Richmond home based on sings of tampering. Without notification, power was cut. No grow-op was found inside, but it took three weeks before electricity from BC Hydro began flowing again. The installation of a smart meter at their home also happened to coincide with a number of electronics malfunctioning inside the house. A few weeks earlier, a Richmond man’s complaint to BC Hydro fell on deaf ears after his refrigerator failed immediately following the installation of a smart meter. Although these incidents rep-

resent a tiny fraction of meters being replaced, Richmond is one of the first communities in B.C. to get the replacement meters. In other words, more episodes like these could be on the horizon. Various voices have raised concerns about the replacement project. From contractors not being licensed electricians to smart meters collecting personal

Letter of imagined insults Editor: Re: “Headline was offensive,” Letters, Sept. 7. This complaint takes “being offended” to a whole new level, in fact, to the theatre of the absurd. When I read the Review’s article quoting a Mr. K.K. Wan, I took it as a compliment to the Chinese community, that they are wealthy enough to eat out often, that they like to share a meal with family and friends and their willingness to spread their money throughout the community for the good of all of Richmond. On reading Ms. Chen’s letter a few times, I was looking for what I hoped would be subtle humor poking fun at some of the sillier claims of being insulted, but alas, all I found were these words “racism,” “appalled” and “extremely offended.” This is yet another example of some people trying to stiﬂe debate and take away our freedom of speech by making us feel guilty about imagined insults. It appears that some citizens cannot grasp the concept of “freedom of speech” especially when it concerns the press, who are the ﬁrst line of defence against tyranny. Alan Halliday Richmond

But consumers should have a convenient third party to turn to—one with regulator powers. If that’s the B.C. Utilities

Commission—which is the regulator of BC Hydro—it needs to make itself, and its processes, known to average British Columbians. Perhaps a board could be established to deal with complaints as they arise, thus offering some level of consumer confidence in this process. Taxpayers deserve that much from a Crown corporation.

New Order of B.C. appointments ill-timed Editor: It is no wonder that the selection of former premier Gordon Campbell, Ken Dobell and David Emerson for the Order of British Columbia has caused such a controversy. The Order of B.C. is a great honour. Any kind of politicization of this honour adversely impacts its signiﬁcance. No doubt, the three individuals mentioned above have done a lot for this province. However, some of the controversies surrounding them are still very fresh in people’s minds. Perhaps a few years down the line may have been a better timing for them. The Order of B.C. is an esteemed honour, which is bestowed on British Columbians who have made exceptional contribution to the betterment of this province. These are the people who have given so much of themselves in a selﬂess manner. Any political glow diminishes its importance. There are a lot of ordinary British Columbians and former politicians who deserve this honour. People like former premiers Dave Barrett and Mike Harcourt come to mind. Balwant Sanghera Richmond

arts & entertainment New RAG show opens Thursday A new exhibition by artist Landon Mackenzie opens this week at Richmond Art Gallery, beginning with a free, public opening reception Thursday. Crossing Over, Why Cloud the Whites is a selection of paintings by Mackenzie from the past ﬁve years that continues the thread of mapping and picture making characteristic of her art over two decades. Mackenzie is a professor of visual arts at Emily Carr University of Art and Design. Drawing upon her practice of engaging optical and abstract structures with unusual pictorial elements, the Vancouver artist’s works explore the relationship between the innovative process of painting and the political and imaginative subtexts. Opening reception is Sept. 15 from 7 to 9 p.m. The show runs to Oct. 30. An artist talk is scheduled for Sept. 17 from 2 to 3 p.m. at the gallery. When Brandon Tse thinks of Terry Fox, heâ&#x20AC;&#x2122;s overwhelmed by a feeling of optimism. â&#x20AC;&#x153;If it wasnâ&#x20AC;&#x2122;t for him hundreds of thousands of people would have died. He gives everyone who is or was battling cancer hope and inspiration,â&#x20AC;? says Tse, a Grade 9 Incentive student at Hugh Boyd Secondary. â&#x20AC;&#x153;To have suffered from cancer and have your leg amputated, then to run across Canada on one leg was amazing. He didnâ&#x20AC;&#x2122;t feel sorry for himself, he made a difference. Thatâ&#x20AC;&#x2122;s what inspires me.â&#x20AC;? Dedicated to raising funds for cancer research through the annual Terry Fox Run, Tse has already raised close to half of the $600 he hopes to collect this year. He raised $589 in ďŹ ve days after dinner and homework last year. â&#x20AC;&#x153;I wish I could raise more but I donâ&#x20AC;&#x2122;t have enough time,â&#x20AC;? he says disappointed. This is Tseâ&#x20AC;&#x2122;s fourth year participating in the Terry Fox Run at Garry Point where heâ&#x20AC;&#x2122;ll also be volunteering and running 10 kilometres. â&#x20AC;&#x153;I have a friend who is battling cancer and I canâ&#x20AC;&#x2122;t imagine how it must feel to have someone they love taken away because of cancer,â&#x20AC;? he says. When he was nine Tse accompanied members of his church to the Downtown Eastside in Vancouver to hand out food to the homeless. â&#x20AC;&#x153;Everyone makes mistakes in life or has taken the wrong path. I want there to be place where people can go for help and feel safe,â&#x20AC;? he says. â&#x20AC;&#x153;I want them to know they are not alone, people care about them and God does.â&#x20AC;? Inheriting his unselfishness from his mom, who despite suffering from chronic depression still ďŹ nds the time and energy to help out the homeless, Tse hopes to travel to South Africa in a few years to help orphans in the small village of ReďŹ lwe. Knowing that every day there are people in developing countries without a home, or even basic access to water, frustrates him.

â&#x20AC;&#x153;Some people I know who have visited the orphanages say that when they see the children all they want is to be loved,â&#x20AC;? he says.

by Don Fennell Sports Editor Hugh Boyd Trojans lost their opening game of the 2011 B.C. high school senior football season last Friday night, 21-7 to the Lord Tweedsmuir Panthers of Surrey. But it wasn’t for a lack of effort. “If we play like that against most opponents in our league we’ll be ﬁne,” said Trojans’ coach Bill Haddow. “But because of our lack of depth we ended up asking some kids to do more than we should be asking them to do.” The final score was in doubt until the Panthers picked off an errant Tiernan Docherty pass for a touchdown with under two minutes to play. The lone Trojan major was a pass-and-run by Matt Adams, who was being used as a receiver. He is also the team’s starting tailback. Hugh Boyd, a AA team, will play its second AAA opponent in less than a week this Friday in Rutland. But it’s unlikely they’ll face a tougher opponent than Tweedsmuir.

The temperature was 33 Celcius, but the players said it felt a lot hotter. Regardless, the Richmond Rugby Club—with many players suiting up for both games—split their season opener Saturday in Kelowna narrowly losing a First Division match 31-28 before rebounding for a 41-5 Second Division win. Richmond showed great form early in the First Division game with solid defence and some good hard running by the backs producing three scores. Nick Pimentel scored two tries and Ryan Shams added a penalty kick to help stake Richmond to an early lead. John Findlay added a second-half try to put the locals up 23-10, but that’s when the wheels seemed to fall off the bus. It didn’t help that the locals lost both Doug Embury and Spencer Bains to injuries and or heat exhaustion. A late Geoff Girling score made the ﬁnal result interesting, but Richmond failed to convert a penalty kick from 20 metres that would

have produced a tie. Despite only seven “fresh” players for the Second Division match, Richmond was able to get points from Girling, Tim Ross, Joe Vernier, Matt

Wong-Rose, Lance Davison and Mike Marquardt to defeat Kelowna. Wong-Rose earned man-of-the-match honours in both games. Richmond is playing at Langley this weekend.

Flapper girls in red dresses and gold headbands strolled around the large lot, walking through a maze of classic cars, selling 50/50 and other prize tickets. The â&#x20AC;&#x2122;20s themed event, put on by the Rosewood Manor Care Foundation in partnership with the Richmond Community Foundation, raised $242,465 to help fund the various initiatives Rosewood Manor has undertaken to improve their facilities and the quality of care they offer their seniors. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m very happy,â&#x20AC;? said Deborah Goegan, the administrator at Rosewood Manor and member of the organizing committee for the event. There were 470 guestsâ&#x20AC;&#x201D;the most the event has had in its seven years. â&#x20AC;&#x153;You really get a sense of them helping us out,â&#x20AC;? said Goegan. Throughout the evening there was dancing, 20â&#x20AC;&#x2122;s music, a live auction and a buffet dinner. â&#x20AC;&#x153;It was really successfulâ&#x20AC;Ś People had fun, the meal was great, the auction was a lot of fun,â&#x20AC;? Goegan said. â&#x20AC;&#x153;I just really appreciate the community coming together for us and to help our seniors, itâ&#x20AC;&#x2122;s great,â&#x20AC;? she said.
