RiponCollegepreparesstudentsofdiverseinterestsforlivesofproductive,sociallyresponsiblecitizenship. Ourliberalartscurriculumandresidentialcampuscreateanintimatelearningcommunityinwhichstudents experiencearichlypersonalizededucation.

Riponenvisionsitselfasavenerable,prosperous,andwidelyrespectedliberalartscollegethatisproudof itshistoryandconfidentaboutitsfuture.

Anintenseengagementwithandconcernfortheacademic,artistic,andpersonaldevelopmentofstudents havedefinedRiponsinceitsfoundingontheWisconsinfrontierandwillalwaysbeenduringcharacteristics ofthecollege.

TherewillbetransportationprovidedtoRiponCollegestudentsatspecifictimesduringtheacademic schoolyear.StudentswillbetransportedtoorfromChicago’sO’HareInternationalAirportand Milwaukee’sGeneralMitchellInternationalAirport.Contactthestudentactivitiesofficetomake

reservations.Afeeof$30ischargedfortransportationtoorfromMilwaukee.Afeeof$40ischargedfor transportationtoorfromChicago.Becausevehiclesandspacearelimited,advanceREGISTRATIONIS REQUIRED.Withoutareservation,transportationisnotguaranteed. Werecommendstudentscontactthe studentactivitiesofficeBEFOREmakingflightarrangements.Latereservationwillincura$5fee.Special shuttlesmayberequestedwith2weeksnoticeandarenotguaranteedandarechargedatthefullrate.

CenterforCareer&ProfessionalDevelopment

TheCenterforCareerandProfessionalDevelopment(CareerCenter)providesstudentswithcareer guidancethroughinnovativehands-onopportunitiesthatmeasurablypreparestudentsforlifeafterRipon College.Studentsencounteraproactiveapproachtocareerandprofessionaldevelopmentthroughavariety ofinteractivelearningactivitiesandeventsinwhichtheypracticeusingtheirstrengths,careercenter resourcesandliberalartseducationtodevelopastrongstoryfocusedoncareergoalsandrealexperiences. Wefocusonfourimpactareas:

Curriculum Integration: Weprovidecurriculum-basedsessionsthroughoutastudent’sfouryearsenhanced withclassroomworkshopsandactivities.WeintegratecareerdevelopmentreadinessskillsintoCatalyst100 and200levelcourses.Weareactiveinthejunioryearexperienceandworkcloselywithseniorseminar courses.Additionally,weofferatwo-creditcareerexplorationcourse, Self-Identity and the World of Work (IDS130),thatisavailabletoallstudents.Uponcompletionofthiscourse,studentswillhaveadeeper understandingofselfandcareerpathsthatalignwiththeirprofessionalcareergoalsandintereststhrougha varietyofself-assessments,reflection,careerresearch,andinformationalinterviews.

Co-curricular Experience: Weprovideopportunitiesthatenhanceastudent’sdiscoveryandparticipationin careerdevelopmentreadinessskillsincluding:Lunch‘nLearnswithadviceandassistance;interactive workshops;guestspeakers;anddiningetiquettedinners;tonameafew.Studentsalsohaveaccessto Handshake,ouronlinecareerpathwaytoolandjob/internshippostingcenter Weprovideandencourage1:1 assistanceforallstudents.

Extra-curricular Support: Weprovideactivitiesandopportunitiesthatsupplementstudents’career discoverythroughavarietyofon-andoff-campusadventuresincludingtheannualWorkForce-Jobs, InternshipsandGraduateSchoolsCareerFair,CareerTreks,GraduateSchoolSpotlights,Employer Spotlights,andon-campusemployerrecruitmentandinterviews.

Outcomes Measurement: Weprovideaccurateandthoroughdataandoutcomes-relatedresultsthat demonstratebothsatisfactionandsuccess.WeparticipateintheFirstDestinationSurveyandfollowbest practicesbasedonindustry-leadingresearch.WealsobelongtotheNationalAssociationofCollegesand Employers,theNationalCareerDevelopmentAssociation,andtheWisconsinPrivateCollegesCareer Consortium.

TheCareerCenter,locatedinloverlevelPickardCommons,includesseveralstudentspacesforsocial engagement,groupmeetings,privateinterviews,orstudy. TheCareerCenterincludesaspaciouslounge,a largeconferenceroomwithlargeflatscreenmonitorandvideocapabilities,twostudiorooms,equipped withlargeflatscreenmonitorsandlaptopaccessoriesforZoominterviews,andRally’sCareerClosetthat providesprofessionalattireforstudentswhichcanbeborrowedoradopted(atnotcost)forformal presentationsand/orinterview.Allspacesincludemobilewhiteboardsforstudentuse.

CenterforDiversityandInclusion

CenterforDiversityandInclusionInauguratedin2015,theCenterforDiversityandInclusion(CDI)has becomeatransformativespaceoncampusthatpromotesaffirmation,validationandvisibilityforall membersofourcampuscommunity

ThisspacecametobeformedbyBlackStudentUnionleadersadvocatingforaspaceforBIPOCan LGBTQA+studentsoncampus.WiththesupportofPresidentZachMessitte.Thecenterhasgrown throughouttheyearsbecomingasafespaceforallstudents.

Wehostdifferenteventsthroughoutthesemesterwherestudentsareabletobuildcommunity.Ouroffice focusesoncreatingsocialmobilityandunity WestartedthePeerMentoringProgramforfirstyearstudents. Whereupper-levelundergraduatesworkwithfirst-yearstudentsastheytransitionfromhighschoolto collegebyrole-modelingleadership,academicandsocialskills.Newstudentsbenefitfromtheexperiences andcampusstrategiesofolder,moreexperienced,"PeerEducators''whocananswerquestionsaboutRipon Collegeandcampusculture.Thepurposeofthisprogramistoestablishacommunityandbuildasupport systemforyou.

Furthermore,ourofficeprovidesthefollowingamenitiesofacozyloungearea,theJerryThompsonStudy Room,andaspaceforstudentstogathertohaveconversationsandprograms;thatrepresentdiversityand inclusion.TheCDIalsooffersitsowncollectionofculturallyrelevantbooks,movies,sacredtraditions,and featuresasocialjusticemuralpaintingbyRamRojasfeaturingMalcolmX,YuriKochiyama,Mahatma Gandhi,CésarChávez,andMayaAngelou.Wearecommittedtobuildingabroadlydiversecommunity, nurturingaculturethatiswelcomingandsupportive,andengagingdiverseideasfortheprovisionof culturallycompetenteducation,discovery,andcommunitybuildingforallRiponCollegestudentstheydo notneedtoidentifyasBIPOCorLGBTQA+inordertousethespaceorcometoanyevents.Everyoneis welcome.

TheCDIengagesincoordinatedeffortstointerrogateandexploreidentity,promoteculture,andcontribute tosocialjustice.Allarewelcometoourspaceregardlessofrace,ethnicity,nationality,sex,sexual orientation,gender,genderidentity,creed,religion,age,socialclass,socioeconomicstatus,physicaland cognitivedifferences,politicalviews,andimmigrationstatus.Throughinnovativeprogramming, campus-widecollaborations,andavarietyofresources;weseektocreateopportunitiesinthisspacefor continuouscross-culturalandintersectionaldialogue,activities,andprogramming.Thegoalistosupportall ourstudentsinlearningfromeachotherandgrowinhavinghardconversations.Itisessentialtohavea spacetohaveongoingdialoguesthatsupportthestudent’sexperiences.

HIGHLIGHTSTherecognitionofvarioussignaturecelebrationssuchas:LatinxHeritageMonth,Black HistoryMonth,Womxn’sHERstoryMonth,AsianAmericanandPacificIslanderHeritageMonth, LGBTQIA+PrideMonth,alongsideyear-longinterculturalprogrammingbringsfurtherawareness, education,andjusticetothevisibilityofculture.Wearecommittedtocriticalthinking,dialogue,and reflectionsthatallowforfurtherconnections.Thebuildingofcommunityallowsstudentstoconnectwith oneanother.Proudlydisplayculturaldress/music/traditions,speakintheirnativelanguage,andfurther examinethedifferencesandsimilaritiesbyengagingintheseexperiences.

RiponCollegeStatementonDiversityandInclusionreads:RiponCollegevaluesdiversity,asitisthe foundationuponwhichaliberalartseducationisbuilt.Wepromotemulticulturalismbyprovidinga welcomingatmospherethatencouragessocialactivismandinclusivitywhileprovidingthetoolsnecessary tomoldculturallycompetentleaders.

EveryMayduringcommencementweekendwehosttheInterculturalConvocation.Thistraditioncelebrates diversestudentsandtheiraccomplishmentsatRiponCollege.Itcelebratesourstudentbodyandtheir familiesthathavesupportedtheireducationaljourney.ThisceremonywasspearheadedbyYazminDoroteo, DirectorofMulticulturalAffairs,MaytheSalcedo,RiponScholar23’,andMeiliFreelandRiponScholar23’ inSpring2023.WiththesupportofPresidentFolseandtheCommencementCommittee.

Commencement

CommencementatRiponCollegeisheldonceayear,inMay.Studentswhohavereceivedorwillreceive thedegreemayparticipateintheceremony Studentswhowillnotbereceivingthedegreemustsubmita petitiontoparticipateinthecommencementceremony.Forinformation,contacttheofficeoftheregistrar.

CounselingServices

CounselingservicesislocatedinBartlettHall.Confidential,nocostpersonalcounseling,consultation, educationalprogrammingandreferralareavailabletoallcurrentlyenrolledstudents.Licensed,masters leveltherapistsutilizeabriefcounselingmodel,generallyseeingstudentsfor6-8sessions(orless)ina semester.Counselingandwellness-themeactivitiesworktohelpstudentsresolveemotionaldifficulties, learneffectivecopingskills,addresstheeffectsoftrauma,andimproveoverallfunctioning.

Whenpersonalandacademicconcernsintersectwithoneanother,on-campusreferralsmaybemadeto studentsupportservices,theofficeofcareerandprofessionaldevelopment,theregistrar’soffice,ora student’sfacultyadvisor.Off-campusreferralsmaybemadeformorespecializedorextensiveassessment andtreatment,withthefeesfortheseservicesbecomingtheresponsibilityofthestudent.

1.Ifelectricalcircuitrypermits,onecompactrefrigerator(nottoexceed4.3cubicfeet)willbepermittedin eachresidencehallroom.Refrigeratorslocatedincarpetedareasmustbeplacedonacompositionboard pad.Becauseofdisposalcosts,refrigeratorsleftbehindbystudentsatcheck-outwillcostthatstudent$75.

2.Incaseofexcessiveproblems,studentsmayberequestedtoremoveorrefrainfromusingcertain appliancesincludingbutnotlimitedtolargestereosystems,refrigerators,etc.

3.Smallcookingapplianceswithopenheatelementssuchashotplates,pizzaovens,toastersandtoaster ovensarenotallowedinCollegeresidencehalls.Studentsinpossessionofthesetypesofitemsmaybe askedtoremovethemorbechargeda$5perdayfineuntiltheitem(s)isremoved.Closedheatingelement appliancessuchascontactgrillsareallowed,butshouldbeusedcarefullyastheystillcancauseinjuryor fire.

StudentswhowishtolofttheirbedsmaydosousingloftsfromCollegeProducts,theCollege'sofficialloft rentalcompany Arentalagreementmaybemadewiththiscompanyatanytimebyvisiting www.collegeproducts.comandusingtheschoolcodeRIPC.Studentsarecautionedtofollowtheguidelines providedbytheloftcompanyregardingcorrectset-upoftherentalunit.

AtnopointmayastudentuseanyothertypeofbedloftingunittoelevateaCollege-issuedbed.Theuseof homemade,pressure,orotherstore-purchasedlofts(includingbunkbed/futoncombinations)isnot permitted.Studentsfoundusingtheseitemswillinitiallybeassesseda$25chargeandthen$5perdayuntil theitemisremoved.

Regularbunkbeds,asprovidedbytheCollege,arealwayspermissible(whenavailable),andmaybe securedbycontactingaresidencehalldirector.However,studentsmaynotalterormodifybeds(typically sevenfeetinlength)notoriginallyconstructedforoptionaluseasbunks.

ChristmasTrees

LiveChristmastreesarenotallowedinstudentrooms.Violationsaresubjecttoaminimum$25fine.

Damages

Fortheprotectionofallconcerned,theconditionofthestudent’sroomisnotedonaroomconditionsheetat thebeginningoftheacademicyearforwhichtheroomisassignedandagainattheendoftheacademicyear oratthetimeofwithdrawal.Itisthestudent’sresponsibilitytoseethatthisprocedureiscompleted accuratelyduringcheck-in.

InanefforttopromoteasenseofcollectiveresponsibilityformaintenanceofCollegeproperty,todistribute thecostofdamageandtoplacetheburdenasmuchaspossibleuponthosestudentsmostdirectly responsible,theCollegemaintainsthefollowingpolicyregardingdamage:

1.Determinationofstudentstobechargedfordamageshallbemadeatthediscretionofthedirectorof residencelife.

2.Individualsorgroupsdirectlyinvolvedinbehaviorleadingtodamagewillbechargedforsuchdamage.In addition,intentionaldamagemayresultindisciplinaryaction.

3.Ifnoindividualorgroupcanbeidentifiedasbeingdirectlyinvolved,thenalloccupantsofaparticular residencehallarea(floor,wing,house,etc.)maybechargedfordamagetothatarea.Thisisoftenreferredto ascommonareadamage.

4.Alloccupantsofaparticularresidencehallmaybechargedfordamagetothatbuilding.

5.Studentsresidinginaparticularcampusareamaybechargedfordamageoccurringinthatpartofthe campus.

6.Damagecostswhicharenotchargeabletoindividualsorgroupswillbeproratedandchargedagainstthe depositsofallstudentsbeforetherefundsofthesedepositsaremade.Thisislistedascommonareadamage orCADcharges.

DoorPropping

Studentswhopropdoorsofresidencehallbuildingentranceswillbefined$50andmayfaceadditional disciplinaryactionforrepeatviolations,aswellasincurringsomeresponsibilityforactionsofthosewho haveentered.Openingadoorduringrestrictedaccesshoursforastudentwhoisnotaresidentofthe building,oranyoneelse,isdangerousandcompromisestheCollege’ssecurityefforts.Assuch,this behaviorisconsideredadoorproppingviolationandisalsosubjecttotheabovefine.

Achargeof$50willbeassessedtoahallorGreekgroup'scommonareadamagefundforexteriordoors foundproppedforwhichnoonecanbefoundtoberesponsible.

FireProtection

Openflames,includingcandlesandincenseburning,areprohibitedinresidencehalls.Candlesmaybekept instudentroomsforfragrancepurposesonlyiftheyhaveneverbeenlit.Candleswithblackenedwicks foundtobeinstudentroomswillbeassumedtohavebeenburnedintheresidencehall,andstudentsbearing thesecandleswillbeconsideredtobeinviolationofthispolicy.Offensesofcandleorincenseburningwill resultinaninitial$25fine,withasecondoffenseresultingina$50fine,andsubsequentviolationsbeing treatedasaClassIIIjudiciaryboardoffense.Residencehallstaffmayconfiscateanyincenseorcandles found.Studentscanreclaimtheseitems(attheirinitiative)attheendoftheyear.

1. Studentsshouldnotoverloadelectricalcircuitsbytheuseoftoomanyelectricalappliances.Damage tothebuildingand/orindividualpropertymayresult.TheCollegewillnotbeheldliablefordamage toindividualproperty.

2. Wastebasketsshouldbeemptiedfrequently.

3. Cleaningfluidsshouldbekepttightlyclosedandlighterfluidsmaynotbestoredinthebuilding.

4. Charcoalorgasgrillsarenottobestoredinthebuilding.

5. Studentsshouldbecomefamiliarwithconvenientbuildingexits.

6. Studentsshouldknowthelocationofthelocalfirealarm.

7. Studentsshouldknowthelocationofthenearestfireextinguisher.NOTE:Notallresidencehallfire alarmsareconnectedwiththelocalfiredepartment.Requestsforassistancemustbemadedirectlyto thefiredepartment(911).

Firealarms,firehoses,firesprinklers,andfireextinguishersareconsideredsafetyequipment,providedin theinterestofstudents’safety,andshouldbeusedonlyinemergencies.Thesprinklerfixtureandsmoke alarmmustnotbeblocked,andnoitemshouldbehungorsuspendedfromeitherdevice.Useofanyfire safetyequipmentmustalwaysbereportedimmediatelytothehalldirectorsothatitmaybeputbackinto operatingcondition.

Ifstudentsorstudentgroupswishtodecorateahallwaytheymustobtainwrittenpermissionfromahall director,thedirectorofresidencelife,orthedeanofstudents.Allapproveddecorationsmustberemoved andtheareamustbereturnedtoitsoriginalconditionwithin24hoursoftheevent.

GuestsinResidenceHalls

TheCollegewishestomaintainasafeenvironment.Itisconsequentlyexpectedthatstudentswillbe responsiblefortheirguestsinallrespects.Students’privilegestohaveovernightguestsaresubjecttothe followinglimitations:

1. Guestsarenotallowedtheuseofastudent’sroomkeyandmaynotborrowone.

2. Visitorsarenotpermittedtosleepinresidencehalllounges.

3. Residencehallloungesareintendedfortheuseofresidentsfromthespecificareawheretheyare located.Visitorswhodonotresideinthespecificareamaynotusetheseloungesunlesstheyare guestsofresidentsofthatspecificareaorhaveformallyreservedtheloungewiththatarea’shall director

4. Studentsmaynotpressureorforcetheirroommatetotoleratethepresenceofaguestagainsthis/her will.

5. Thepresenceofguestsmustnotrestrictfreeaccessoflegitimateoccupantstoallcommonspaces andtoanyprivatespacetheymayhaveorcreateanysituationwhichinfringesontherightof roommatestoremainundisturbed.

6. Noguestmaystayinaresidencehallformorethanfourdaysduringaconsecutiveseven-dayperiod.

7. Aguestmaynotoccupyastudent’sroomwhenthestudentisnotalsopresent.

8. Guestsmustbe18yearsofageorolder.Anyonehavingguestsundertheageof18visitingthe residencehallsmusthavethepermissionofthedirectorofadmissionorthedirectorofresidence life.Studentsfoundinviolationofthispolicymaybeinitiallyfined$25,andthenfined$25perday untiltheguestleavesthefacility.

9. Studenthostsincurresponsibilityfortheconductoftheirguestswhileoncampusandaresubjectto disciplinaryactionforthebehavioroftheirguests.

EveryRiponCollegestudentwitharoomassignmentisissuedaOneCardthatwillbeactivetoallow entranceintoyourassignedresidencehall24/7andotherresidencehallsduringmostofthedayandearly evening.Studentsresidingoff-campusdonothaveOneCardaccesstotheresidencehalls.Studentsare expectedtocarrytheirOneCardatalltimesandtoproduceitifrequestedbyanyCollegeemployee (includingResidentAssistants).OneCardaccessisdesignedtoaddbuildingsecurity

Keys

Eachstudentisissuedaroomkey.Inordertomaintainsecurity,anylostkeywillresultina$75lockchange tostudentslivingintraditionalhallsand$375tostudentslivinginthecampusapartments.Thesecharges willbebilleddirectlytothestudent.Lockchangesarealwaysinitiatedifaborrowedkeyisnotreturned within24hours.

Studentswhofindthemselveslockedoutoftheirroomcangetassistancefromamemberoftheresidence lifestaff.Eachstudentcanaskforthishelpthreetimesfromtheresidencelifestaff,butstartingwiththe fourthlockout,thestudentwillbecharged$15foreachadditionallockout.Ifstudentshabituallyneed assistanceforalockout,thefinesforopeningthedoorcouldescalate.

Occupancy

1. TheCollegereservestherighttoreassignastudenttoanotherroomifnecessary Therighttooccupy aCollegeroomisgivenonlytothestudentstowhomtheroomisassigned.Nostudentorother personispermittedatanytimetotakeupresidenceinaCollegeroomwithoutauthorization. 3. Thestudent’sroomandboardcontractterminates24hoursafterone’slastfinalexamination,when residencehallsclose,orthedayfollowingwithdrawal(whicheveroccursfirst).

4. TheCollegemaychargestudentswhoreturntocampuspriortoscheduledtimes.Accommodations maynotbepossible.A$100chargepernightwillalsobeassessedtostudentswhodonotcheckout oftheirroomatspecifiedtimes.

RomanticRelationships

Housingoptionsincampus-ownedresidencehallsandapartmentsarenotintendedforromanticcouples. Studentsarenotrequiredtodisclosetheirreasonforrequestingaspecificroommate,however,residencelife doesnotencourageoracceptromanticpartnerslivingtogether,regardlessofgenderidentification,chooseto livetogether.Ifresidencelifebecomesawareofaromanticrelationshipbetweenresidentsofthesame apartment,oneormoreresidentsmayberequiredtomoveoutofthatspace.

Pets

Studentsmayhavenopetsotherthansmallaquariumfishintheresidencehalls,withtheaquariumsize beinglimitedto10gallonsperresident.Studentsmaynotkeepliveinsectsasfishfood(suchascrickets, grasshoppers,etc.)inresidencehallspacesorrooms.Studentsfoundinviolationofthispolicywillbe assesseda$25perdaychargeuntiltheinsectsareremovedfromthehall.

Studentsfoundwithpetsnotspecificallyallowedwillbeinitiallyfined$25,andthenfined$25perdayuntil thepetisremoved.

PropertyLossProtection

TheCollegeassumesnoresponsibilityfordamage,lossortheftofthepersonalbelongingsofstudents.This includespersonalarticlesdamagedorlostinwashersanddryers.Studentsareurgedtochecktheirfamily insurancepoliciestodeterminecoverageoflossordamagetopersonalpropertythatmaytakeplaceonthe Riponcampus.

1. Studentsshouldnotkeeplargesumsofmoneyintheirrooms.Itiseasierandsafertoopenan accountinalocalbank.

2. Door-to-doorsolicitingintheresidencehallsisnotpermitted(includingfundraisingrequests, distributionofproductsorflyers,salespitches,etc.).Anexceptionismadeonlywhenpermission hasbeenobtainedfromthedeanofstudents.

3. Quiethoursinandaroundallresidencehallsbeginat10:30p.m.andcontinueuntil8a.m.Sundaythrough Thursday,andat1a.m.through8a.m.FridayandSaturday.Twenty-twohourquiethoursareestablishedby residencehallstaffduringfinalexaminationperiods,withatwohourreleasewindowfrom5-7p.m.nightly

Gasolinepowered/motorizedscootersmaynotbeusedonCollegesidewalks.Thesevehiclesarealsonotto bestoredinindoorbikestorageareasorinanypartofaresidencehall.Studentsfoundinviolationofthis policywillbefined$50.

SearchandInspectionofResidenceHallRooms

Whilethequestionofsearching howeverthatmaybedefined studentroomsinresidencehallsisnot oneoffrequentconcern,thefactisthatonthosefewoccasionswhenstaffmembersneedtoinvadethe privacyofresidents,theissueissoacutethatthefollowingguidelinesarespelledoutinconsiderabledetail andatgreatlength.Ingeneral,residencelifestaffhavetherighttoenteraroomuponbeingalertedtoa policyviolationoraperceiveddangertoastudent’shealthandwellbeing.

Riponbelievesfirmlyintheprinciplethatstudentsareentitledtoprivacyintheirlivingquarters.Atthe sametime,itrecognizesthatstaffmembersmayneedtoenterorinspectthosepremisesfromtimetotime foravarietyofpurposes;anditinsistsonfreedomforallresidents(includingstudentstaffmembers)and theirguestsinmovingaboutaresidencehall,inthecorridorspastopendoorsand,whenappropriate,even instudentrooms.Acleardistinctionmustbemadebetweenthemoreformalfunctionsofsearchand inspection,andsuchunstructuredactivitiesaswalkingdownahall,visitinginastudentroomorstandingin anopendoorway

Searchisnarrowlydefinedascarefullygoingorlookingthrougharoomtofindaspecifiedobjector examiningthepremisesthoroughlyforaparticularconcealedobject.Asearchisinvariablyrepugnantboth tothesearcherandtotheoccupantoftheroom.Itisconductedonlyunderconditionsofsomeseriousness, andineachcasethereasonforthesearchandtheobject(s)soughtmustbespecifiedinwriting.Permission forsuchasearchmustbegiveninwritingbyeitherthepresidentoftheCollege,thedeanofstudentsor directorofresidencelife.Wheneverpossible,theresidentoftheroomshouldbepresent.

Inspectionhastodowitheffortstomaintainthephysicalwell-beingofabuilding,itscontentsandits residentstoassurehygienicconditions,toascertaingeneralroomconditionsatthebeginningandendofa term,todetermineorrepairheatingorelectricalmalfunctioning,andsoforth.Itdoesnotseektodiscover hiddenobjectslocatedwheretheresidentmighthavealegitimateexpectationofprivacy If,inconnection withsuchproperactivities,contrabandarticlesarefoundorevidenceofactivitiesinviolationofRipon Collegepolicyshouldbediscovered,actionappropriatetothespecificcircumstancesmaybetaken.(For example,apistollyingonadeskcouldberemovedorachairfromaloungecouldbereturned.)

Thenaturalandunstructuredactivitiesofaresidencehallmightbringinformationtotheattentionofastaff memberbywayofloudconversationfromwithinaroom,easilyheardinthenextroomorbyapasserbyin thehall.Nothingwithintheprincipleofrespectforprivacyofresidentsshouldpreventstaffuseof,or responseto,informationobtainedinthisway.(Thisdoesnotcondonesnooping,sincethisisinimicaltothe humanrelationshipsofdignityandfairplaywhichshouldcharacterizeaneducationalcommunity.)

Inherentintheaboveistheideathatclosedroomswillbeinspectedorsearchedonlyforthemostspecific reasons.Nottobecondonedisany“fishingexpedition’’randomenteringofstudents’rooms.Atthesame time,however,nothinginthispolicyshouldbetakenaspreventingstaffmembersfromenteringroomsin casesofemergency(parex.,soundsofloudscreamingcomingfromaroomorsmokebillowingoutfrom underadoor),toenforceCollegepolicywhenthereisspecificreasontosuspectaviolation,ortoenhance thelivabilityoftheenvironmentbyrequestingthatastereobeturneddown.

Theprincipleofstudentprivacyisherebyreaffirmedwhilerecognizingthattheremaybeneedsforstaff memberstoenterstudentroomsortorespondtocertainspecificsituationsandforthemaintainingof institutionalpolicies.Further,allresidents,includingthosewhoaremembersoftheresidencehallsstaff, mustbecomfortableandfreetomoveabouttheirplaceofresidence.Forthestafftodolesswouldnotonly restricttheirfreedombutalsolimittheiropportunitiestoserveotherresidents.Considerablelimitationsand safeguardsareimposedinordertoavoidseriousinvasionofprivacy Theseproceduralsafeguardsareas follows:

1. Students,studentresidencehallstaff,membersoftheadministrationandservicestaffsmaygofreely abouttheirbusinessintheresidencehalls,mayenterstudentroomswhendoorsareopenandmay enterclosedroomsforspecificandproperreasons.Asamatterofcourtesy,staffmemberswill knockbeforeopeningcloseddoorsand,whenpossible,willreceiveaninvitationtoenterbefore doingso.Intheeventtheroomislockedandthereisgoodreasonforresidencehallstafftoaddress thebehaviortakingplaceinaroom,ahalldirectorhastherightandauthoritytokeyintoastudent’s roominordertoaddressthebehaviororemergencythathaspromptedtheiraction.

2. Inspectionofrooms,asalreadynoted,maybeconductedforavarietyofreasons,mostofthem basedonclearlyseenneedsandongoodcommonsense.Thoseofanon-routinenature,particularly thosewhichseekhighlyvisibleitemssuchasloungefurniture,arecontrolledbymorerestrictive procedures.Inspectionsforhygienic,maintenanceandsimilarpurposesdonotrequirewritten authorizationbutentrymustbeforthispurposeonly.

3. Searchofroomsforspecifiedandpossiblyconcealedobjectsispermissibleonlyunderthemost restrictiveprocedures.Writtenauthorization(foreachcaseandforeachroomtobesearched)must begivenbythepresident,deanofstudentsordirectorofresidencelife.Unannouncedsearchesare permissible,withwrittenauthorization,buttheresidentshouldbepresentifpossible;reasonable attemptstofindtheresidentwillbemadebeforethesearchisconducted.

SingleRooms

Singleroomsareallocatedatthediscretionofthedirectorofresidencelife.Single-singlesareanadditional $200persemester,double-singlesareanadditional$500persemester,andapartmentsinglesarean additional$700persemester.Studentswhoreceiveasingle-singleordouble-singlebyrequestordefault willbechargedtheappropriatefeeatthebeginningofeachsemester.Studentsthatlosearoommatemay moveinwithanotherroommateoftheirchoosing,beassignedaroommate,ormayberelocatedatthe discretionofthedirectorofresidencelifetoavoidincurringachargeforasingleroom.Studentswholosea roommateduringasemesterwillbegivenaonesemestergraceperiodtofindanotherroommate,while incurringnocharge.Thedirectorofresidencelifereservestherighttoassignstudentstoanyavailablebeds.

Smoking/Vaping

Smoking/vapingisprohibitedinalladministrativeandacademicCollegebuildings,facilities(including commonareassuchashallwaysandlounges),residencehalls,andCollegevehicles.Smoking/vapingis allowedoutside,atleast15feetfromentrances,openwindows,orairintakeunits/airconditioners.Tobacco paraphernaliaorotherdevicesusedtosmoke,i.e.,hookah,e-cigs,andvapepensarealsoprohibitedon campus.Studentsfoundinviolationofthesmokingpolicyaresubjecttoaminimum$25fine.

SportsinResidentialFacilities

Notypeofoutdoorsportorathleticactivityispermittedinresidencehalls.Suchactivitiesinclude,butare notlimitedto,football,hockey,playingcatch,bouncingballs,rollerblading,cycling,ridingscooters, Frisbeeandgolf.Portableswimmingpoolsalsoarenottobeusedorstoredintheresidencehalls.Such activitiesarenotappropriateforinsidetheresidencehallastheyendangerothersandmayresultindamage tothefacility Studentsinviolationofthispolicyaresubjecttoaminimum$25fineandrestitutionshould anydamagehaveoccurred.

StoragePolicies

GeneralPolicies

Itisunacceptabletostoreanythinginahallway,lounge,orstairwell.Anystudentfoundstoringpersonal items(suchasbicycles,boxes,totes,etc.)orCollegefurniturefromtheirroomincommonspaceswillbe subjecttoa$25fine.Pleaseseethemoredetailedlistingonsummerstorageinthefollowingpagesfor specificsonsummerstorage.Studentsarealsourgedtochecktheirfamilyinsurancepoliciestodetermine coverageoflossordamagetopersonalpropertythatmaytakeplaceontheRiponcampus.

Studentsarenotguaranteedstoragespace.Inaddition,RiponCollegeassumesnoresponsibilityforarticles whicharelostordamagedwhileinstorage.Westronglyencouragestudentstotakehomemost,ifnotall, belongingsforthesummer.

Allitemsplacedinstoragemustbelabeledwiththestudent’snameand/orGreekgroup.Eachstudentmust showacurrentCollegeIDtogainaccesstothestoragefacility

Motorscooters,motorcyclesandautomobilesmaynotbeparkedorstoredinCollegebuildings. Bicycles maybeparkedandstoredonlyinareasspecificallyprovidedforthispurposeandshouldnotbechainedto stairwellsorstoredinloungesorhallways.Bicyclesfoundchainedtostairwellswillbedisposedofbythe physicalplant.

SummerStorage

1.BovaybasementwillserveastheprimarystoragesiteforalloftheQuadbuildings.Janitors’closets, utilityroomsandloungeswillnotbeusedforstorageoverthesummermonths.Johnson,Scott,Campus Apartments,andTri-Dormshavestoragespaceavailablefortheirresidents.Allresidentsareexpectedtouse storagefacilitiesinthebuildinginwhichtheywillbelivingthefollowingsemester.

2.Anyarticlesthatareleftinanunacceptableplace(janitor’scloset,hallway,lounge,studentroom,etc.)24 hourspastCommencementwillberegardedas“junk”andremovedaccordingly.Studentsfoundguiltyof not“properly”removingtheirpersonalfurnishingswillbeassessedaclean-upchargeinthesamefashionas isusedwhenbelongingsareleftinindividualroomsduringroomcheck-outprocedures.

AcademicYearStorage

1. Inthefall,halldirectorswillallowthroughthefirstMondayofclassesforstudentstoremovetheir “summer”storagebelongings.Theitemsnotremovedafterthattimewillbeauctionedofforthrown away.Assoonasspaceisopen,nolaterthanthefollowingWednesday,studentswillbeallowedto makeuseofstoragefacilitiesfortheschoolyear.ThefollowingMondaythephysicalplantstaff, withthecooperationoftheresidencelifestaff,willremoveallremainingarticlesfromhallways, lounges,otherpublicareasandQuadutilityroomsotherthanthatonshelves,stairwells,etc. PersonalpropertywillbedisposedofwhilemisplacedCollege-ownedfurniturewillbeplacedin storage.Studentsmustremovebelongingsbythelastdayofclasses.Thedayfollowingthelastclass daywillthenbeusedtoonceagainbegintheprocessofsummerstorage.

2. Smallpersonalitemsmaybeplacedinstorage.NonCollege-ownedfurniture(couches,chairs) cannotbeplacedinstorageduringtheacademicyear Inaddition,studentsmayremoveroom furnishingsandplacetheminstorageasdescribedbelowin#3,untilthestoragefacilitiesarefull. Desks,draperies,blinds,bedendsandclosetdoorsmaynotberemovedfromstudentrooms. StudentswhomakeroomchangesorwithdrawfromtheCollegewillberequiredtoreturnall furnituretotheirroombeforebeingconsideredcheckedout.Chargeswillbeassessedaccordingly Boxesmustbebrokendowntobeplacedinstorage.

3. Roomfurnishingsmayberemovedfromstudentroomsaccordingtothefollowingguidelines: a. Furnituremayonlybemovedatthedesignatedtimeatthebeginningoftheyear

c. Furnituretobemovedmustbelabeledwithitsoriginalbuildingandroomnumber.Itmaybe storedonlyindesignatedstorageareas(nocorridors,lounges,etc.),andmaynotbemoved offcampus.

d. Astudentmustcoordinatetheremovalofroomfurniturewitharesidencehallstaffmember. Thisprocesswillincludesigningandagreeingtoacontractwhichincludesthefollowing: i. Specificlocationaboutthenewlocationofthefurniture.

ii. Theagreementthatthefurniturewillbereturnedtoitsplaceoforiginbythelastday ofclasses(orpriortoanyroomchangethatoccurs).

iii. Theagreementthatthestudentassumescompletefinancialresponsibilityfordamage donetothefurnitureorpremisesduringthemoveoroncestored,andthatifthe piece(s)isnotreturned,he/shewillpaya$25chargeperpieceifthefurnitureis foundinstoragebyastaffmember,orafullreplacementcostifthepieceisnot found.Inaddition,storageprivilegesforthatpersonwillberevokedthefollowing year

StudentRooms

1. Studentsmaynotalterinanywaythepermanentstructureoftheirroomsorresidencehalls.Public areasandexteriorsofbuildingsmaynotbechangedinanywaywithoutpriorpermissionofthe directorofresidencelife.

2. Itissuggestedthatstudentsnotpaste,tape,nailortackdecorationsonwalls.Maskingtapemaybe usedonvarnishedsurfaces.Useofcommandstrips/hooksisrecommendedtohangdecorationsin studentrooms. Adhesiveremovalchargeswillbegivenatend-of-the-yearroomchecksforany strips/hooksnotremoved. Bulletinboards,picturesandotherdecorationsmaybehungfrom moldingsbytheuseofstringorwireandmoldinghooks.Studentswillincurcostsfordamagesthat occur.Pleaseseecampusapartmentsguidelinesforspecificsinthisarea.

3. Studentsarenotpermittedtopainttheirrooms.Studentswhopainttheirroomwillbechargedfor thefullcostofrepaintingtheroom.

4. Uponrequest,astudentmustremovewithin72hoursfurniturejudgedtobeahousekeeping/fire hazard.IfitisnecessaryfortheCollegeplantdepartmenttoremovesuchfurnishings,thestudent willbebilledfortheirservices.

5. Personallyownedfurnituremustberemovedfromroomsbeforethelastdayofoccupancy Moving expensesincurredbytheCollegewillbebilledtothestudent.

6. Collegefurnishingsarenottoberemovedfromsuchareasaspubliclounges,lobbiesandstorage areas.NoCollegeownedfurnituremaybemovedoutsidethebuilding.A$25finewillbeassessed perdayuntilthefurnitureisreturned.Inaddition,studentsarenotpermittedtoremoveor disassembledesksfromtheirstudentrooms.A$25fineperdaywillbeassesseduntilthedeskis returnedorreassembled.

7. Studentsarenottomodifyitemsoffurniturebysuchpracticesas“stacking’’bedsorputtingsprings andmattressesdirectlyonthefloorinsuchawayastoscratchthefloorordamagethecarpet.

8. Waterbedsarenotacceptablebecauseofstructuralandphysicallimitations.Studentswithwaterbeds willbecharged$25perdayuntilthewaterbedisremoved.

9. Signs,banners,andotherdisplaysmaynotbeaffixedtotheexteriorofresidentialroomsorlounges withoutpermissionfromthedirectorofresidencelife.Windowdisplaysvisibletothepublicare limitedtoseasonaldecorations.Anyotheritemwillbeaskedtoberemovedbythestudent.Any itemnotvoluntarilyremovedwillberemovedanddisposedofbyresidencehallstaff.

10.Studentsaretoberesponsiblefortheirroomanditscontentsthroughoutthedurationoftimethat theyareassignedtothatroom.Inordertoprotecttheirrights,studentsshouldlocktheirroomdoors whennotathometopreventothersfromenteringtheirroomsandbeingadisturbancetotheirfloor community.

VacationPeriodHousing

StudentsmayremaininCollegehousingduringthefallandspringbreaks,thoughthedininghallwillbe closed.Duringthesemesterbreak,permissionmaybegrantedforinternationalstudentsand/orstudent employeestostayintheresidencehalls.Thereisaperdaychargetoremaininthehallsoverthesemester breakandstudentswillhavetoregisterwiththedirectorofresidencelife.AllCollegepoliciesapplyover breakperiods.

TheCollegereservestherighttouseanyresidencehallduringvacationorotherspecialoccasionsupon reasonablenoticetotheoccupantsandwithoutreductioninannualrentalorotherobligationstothe occupants.

WindowScreens/Windows

Screensarenottoberemoved.Removalordamagetoaroomscreenissubjecttoaminimum$25finein additiontothecostsassociatedwithrectifyingtheproblem.Anyoneenteringabuildingviaawindowor foundthrowinganarticleoutofawindowissubjecttoanadditionalminimum$50fine.

CampusApartments

Furnishings

AllRiponCollegefurnitureandappliancesthatareprovidedmustremainintheapartmentswiththe exceptionofthedeskchair (Deskchairsmaybeplacedintostudentstorage.)Residentswishingtolofttheir bedsmustusealoftrentedfromCollegeProductsorcontactamemberoftheresidencelifestafftoinquire abouttheuseofalimitednumberofloftkitsavailablethatcoordinatewiththebedroomfurnishingsowned bytheCollege.WoodenormetalloftsbuiltordesignedbystudentsarenotallowedinCampusApartments.

HeatingandAirConditioning

EachapartmenthasanindividualHVACsystemthatiscontrolledbyanon/offswitchandthermostat. Residentsareexpectedtokeeptheirapartmentsatprudenttemperaturesandworkcooperativelywith residencelifeandphysicalplantstafftoensurecomfortablesettingsaremaintainedforallresidents.

Housekeeping

Residentsareresponsibleformaintainingtheirliving,kitchen,bathroom,andbedroomareas.Avacuum cleaner,broom,dustpan,wastebasket,toilettissue,andgarbagebagsareallavailable/providedtoeach residentattheofficelocatedonthegroundlevel.Spills/stainsoncarpetingandfurnitureneedtobereported immediately.Stainedordamagedcarpeting/flooringthatcannotbecleanedorrepairedwillbereplacedat theexpenseoftheresidents.

KeysandLocks

Residentsarenotpermittedtoinstallpadlocksoranyothertypeoflockingdeviceonanydoorintheir apartment.Ifadoorkeyislost,aresidentshouldcontactamemberoftheresidencelifestaffimmediatelyto processacorechange.Residentswillbechargedtoreplacelostkeysand/ortoreplacethelockcore.Dueto thespecialnatureofthetypeoflocksusedintheapartments,are-corechargeof$375willbeassessed(5 doorsat$75each).

Kitchens

Residentsareexpectedtokeeprefrigeratorandrangeunitsincleanandworkingorderatalltimes. Residentsfoundtohaverefrigeratorsandrangesthatarenotcleanuponcheck-outwillbeassessed additionalcleaningfeesasnecessary.Studentsshoulduseprudenceandgoodjudgmentwhenoperating personalkitchenappliancesandshouldnotoverloadcircuits.Itemswithopenheatingelementssuchas toastersarepermissibleonlyinapartmentswhenproperlyusedorstoredonkitchencountersorincabinets.

Knivesusedforcookingpurposesmayalsobekeptonlyinthekitchenarea,andknifebladesshouldnot exceedeightinchesinlength.

MechanicalSystems

Residentsshouldnotinterferewithanypartoftheheating,electricalsystems,orrefrigerationunitsintheir apartments.Nooutsideairconditioningunitsmaybeinstalled.Residentsareresponsibleforthecostofall plumbingrepairsresultingfromtheimproperuseofplumbingfacilities.

Recycling/Garbage

Studentsshouldnotallowgarbage,newspapers,recyclables,orrefusetoremainintheirapartmentforlong periodsoftime.Eachresidentisresponsiblefordisposingofhisorherowngarbage.Allrecyclableitems andgarbagemustbebaggedandtakentothedesignatedbinslocatedonthefirstfloorofthebuilding(room 108)andplacedintheappropriatecontainers.Boxesmustbebrokendown.Thesecondfloorvendingroom shouldnotbeusedforgarbagecollection.Studentsfoundtobedroppingofftheirapartment'sgarbagehere mayfacedisciplinaryaction.

Repairs/Damages

RepairworkandanyalterationstoanapartmentaretheresponsibilityoftheCollegeandarenotprivileges extendedtotheresidents.Studentsareexpectedtoreportallrepairneedstoamemberoftheresidencelife staffassoonaspossible.Anystainsonflooringorfurnitureshouldalsobereportedtoastaffmembersoa skilledpersoncanremovethestainbeforeitbecomespermanent.Tomaintainthequalityoftheapartments, damagesarecriticallyinspectedandstudentsarechargedorassessedaccordingly Bedroomdamagewillbe assessedtothepersonassignedtotheroom;publicarea(kitchen,livingroom,bathroom)damagewillbe assessedtoallresidentsoftheapartmentunlessthepersonresponsiblecomesforward.Allitemsthatare damagedarereplaced,notrepaired,andarethefinancialresponsibilityoftheresidents.Apartmentresidents willbeassessedcommonareadamagesfortheirindividuallivingareasaswellasforthetotalbuilding commonspaces.

Room/AreaDecorating

TheCollegestronglyrecommendsthatresidentsnothanganythingonthewallswithanytypeofdevicethat maymarthewalls,includingnails,hooks,screws,or"removable"hangingstrips.Residentsoftheunitwill beheldfinanciallyresponsibleforanydamage(i.e.,holeinthewall,removalofpaint)tothewalls,ceiling, and/orwoodwork.Residentsshouldalsoavoidtheuseofglow-in-the-darkstarsandsimilarmaterialsas thesealsodamagethewallsandceilings.Nailingortackinganythingtodoorsoranywoodworkisnot permitted(i.e.,dartboards).Varnishing,painting,wallpaperinganywalls,floors,orwoodworkalsoisnot permitted.Chargesforholesleftfromnails,screws,etc.willbeassessedtoresidents.

SocialEvents

StudentslivinginCampusApartmentsmaynotutilizetheirapartmenttohost"parties."A"party"isdefined asthepresenceofmorethantwoguestsperpresentresidentinanapartmentwhereanotherpolicyviolation isoccurring.ResidentswhoarediscoveredtobehostingpartieswillbesubjecttotheCollege'sdisciplinary procedureswithpenaltiesincluding,butnotlimitedto,thelossoftheirapartmentandsubsequentreturnto traditionalhousingatthediscretionofthedirectorofresidencelife.

Alcohol,MarijuanaandOtherDrugs

Alcohol,MarijuanaandOtherDrugs

Asanacademiccommunity,Riponisseriouslyconcernedaboutthosethingswhichmightinterferewiththe educationaldevelopmentofitsstudents,interrupttheiracademicprograms,injuretheirhealthorirreparably preventtheirenteringusefulandsuccessfulcareers.

Foraconsiderabletime,therehasbeenarealizationthat,formanypeople,chemicalabusecancreatea constellationofproblems,includingaseriousnegativeeffectonacademicmotivationandeffectiveness notonlyfortheuser,butalso,inmanycases,forthosearoundtheuser.Therefore,thefollowingpoliciesin thisgeneralareahavebeendeveloped.RiponCollegealsoadherestothelawsoftheStateofWisconsin withregardtotheconsumptionofalcohol,therebyrecognizingthatindividualsundertheageof21arenot oflegaldrinkingage.Giventhat,themajorityofthestudentbodyatRiponisunderthelegalagefor purposesofthepossessionorconsumptionofalcohol.

Alcohol

RiponCollegeexpectsitsstudentstoknowandrespectthestatutesoftheStateofWisconsinwhichgovern thepossessionanduseofalcoholicbeverages.Themostrelevantlawsonthissubjectaresummarized below:

1. Wisconsinlawpermitsthedrinkingofalcoholicbeveragesstartingatage21.Thelawprovides,in general,thatnooneunderlegalagemaypossessalcoholicbeverages.Thelawalsoprovidesthatany personwhosellsorfurnishesalcoholicbeveragestoaminorisinviolation.Thelawprovidesfines forconvictedviolators(bothminorsandthosewhofurnishalcoholicbeveragestominors),or imprisonment,orboth.Inaddition,thecourtwillrestrictorsuspendthemotorvehicleoperating privilegesofviolators(underlegalage)foranyperiodnottoexceedoneyear

2. Thelawalsoprovidesthatpersonswhopurchase,provideorservealcoholicbeveragesforthose underlegalagemaybechargedwith“contributingtothedelinquencyofaminor."

3. Statelawalsoprohibitsmisrepresentationofageorfalsificationofidentificationcardsoruseof anotherperson’sidentification.Thosewhoprovideotherswithfalseidentificationalsoaresubjectto prosecution.

Statelawalsoprohibits:

1. Anyone,regardlessofage,fromopeningordrinkingfromacontainerofbeerorintoxicatingliquor inamovingvehicle,and

2. Anyoneunderlegalagefromhavingintoxicatingliquorinamotorvehicle,and

3. Anyoneoflegalageorolderfromhavingalcoholicbeveragesinamotorvehiclewhileanyminoris insuchvehicle.

BecauseoftherestrictionofWisconsinstatutes,theCollegeconsidersuseandpossessionofalcoholic beveragesoncampusbystudentsunderlegalageasaviolationofinstitutionalstandards.

Inadditiontotheexpectationthatstudentswillobeythelaw,theCollegewishestomakeexplicitits positiononthefollowing:

1. Improperbehaviorarisingfromexcessiveuseofalcoholicbeverageswillnotbetoleratedandmay resultindisciplinaryaction.

2. Certainnon-collegeagenciesprohibitalcoholicbeveragesatlocationsfrequentedbyRiponCollege students(e.g.,GreenLakeConferenceCenter).Studentsareexpectedtoknowandtoobservethe regulationsestablishedbyproprietorsofoff-campusestablishments.

3. UseorpossessionofalcoholicbeveragesatanyCollegefunctionopentothegeneralpublicis prohibited.Thisprohibitionincludeson-andoff-campusactivities.IngallsFieldisnotownedby RiponCollege,andthoseresponsibleforthefield,aswellastheCollege,haveapolicyprohibiting theuseofalcoholicbeveragesatthatsite.

4. TheCollegedoesreservetherighttohaveresidencelifestaffand/ordeansimmediatelycontactthe localpolicetoconfrontsuspectedviolations,particularlyinthecaseofuncooperativeresidentsor repeatedsituations.

5. Publicitythatpromotesalcoholconsumptionisprohibited.AlcoholindustrypromotionofCollege eventsisalsoprohibited.Approvalforeithermustfirstbegrantedbythedeanofstudentsordirector ofresidencelife.

AlcoholinResidenceHalls

1. RiponCollegestudentswhoareatleast21yearsofagemaypossessandconsumealcoholic beveragesinresidencehallroomsaslongasminors(personsunderage21)arenotpresent.Room doorsmustbeclosed.

2. Underagestudentsmayneverbepresentinaroomwherestudentswhoareofageareconsuming alcoholorwherealcoholispresent.

3. Whileconsuming,orinpossessionofalcohol,studentsmusthaveavalidproofofageintheir possessionandmustproduceituponrequest.

4. Brewingand/ordistillingalcoholicbeveragesisnotpermitted.

5. Kegsofbeer,drinkinggamedevices,commoncontainers,oranyalcoholparaphernalia(partyballs, ponykegs,WOPcontainers,beerbongs,beer/waterpongtables,etc.)areprohibitedoncampus. Studentsfoundinpossessionofcommoncontainersoranyalcoholparaphernaliamaybeassesseda commoncontainersanctionof$100aswellasbeheldaccountableforadditionalsanctions associatedwithaviolationofthecampusalcoholpolicy.TheCollegewillconfiscateanyunlawfulor unauthorizeditems.Onceconfiscated,theitemswillnotbereturned.

6. Openintoxicants(bottles,cans,glasses,orothercontainerscontainingalcohol)arenotallowedin hallways,publicareas(onlyatpre-approvedresidencehallloungeevents)oroutside.

7. Studentsnotusingalcoholthemselves,butknowinglyassociatingwithotherstudentsorstudent groups,whoareviolatingtheCollegealcoholpolicy,maybesubjecttothesamedisciplinaryaction asthosestudentswhowereactuallyviolatingtheCollegealcoholpolicy Thisincludespublicplaces oncampus;thismayapplytoindividualswhoareinapublicplace(i.e.,hallway)withanother studentwhoisviolatingthealcoholpolicy

8. Approvedeventsmusttakeplaceinaloungespace.Studentsorspecificstudentgroupswhohost unapprovedeventsinhallways,loungespaces,orintwoormorestudentroomsaresubjectto disciplinaryactionthatcouldincludedisciplinaryprobation,organizationalprobation,monetary fines,limitstofuturesocialevents,lossofthatgroup'sindividualhousinglottery,etc.

9. Underagestudentsshouldnotbeinpossessionofalcohol,openorunopened,ortheemptycontainers fromsuchbeverages.Additionally,underagestudentsinattendanceatorparticipatinginany gatheringwherealcoholispresentareconsideredinviolationofthealcoholpolicyandsubjectto disciplinaryaction(exceptatpre-approvedresidencehallloungeevents).

10.Roomparties:A$100sanctionwillbeassessedroomoccupantswhoareresponsibleforhostinga "roomparty."Aroompartyisdefinedasagatheringof12ormoreinasuite,ormorethan2guests perpresentresidentinanapartment,8ormorestudentsinadoubleroomor5ormorestudentsina singleroomwherealcoholisbeingconsumed.Astudentwithasingleroomfoundhostingaroom partywillbebilled$100.Tworoommateswhoarepresentataroompartyheldintheirroomwould eachbebilled$100.This$100chargewillbeinadditiontoanysanctionsassociatedwithaviolation ofcampusalcoholpolicyforwhichthestudentmayalsoberesponsible.Residencehallstaffmay confiscatealcoholifunderagepersonsarepresent.

11. Studentsmayapplytohosteventsinaresidencehallloungeatwhichalcoholispresent(limitedto 70peopleincludinghosts).Permissiontohostaneventmustbeobtainedwhetherornotalcoholis present.Applicationforpermissiontohostsucheventsmustbemadetothedirectorofresidencelife and/ordirectorofstudentactivitiesatleastfivedaysinadvanceusingtheloungeeventapplication form,availablefromthestudentactivitiesandorientationoffice.Notificationofapprovalor disapprovalofeachapplicationwillbemadenolaterthantwodayspriortotherequesteddateforan event.

*Consumptionofalcoholattheseeventsmustberestrictedtopersonsoflegaldrinkingageasper Wisconsinstatutes,andcompliancewiththisrestrictionistheresponsibilityoftheindividualswhosignthe loungeeventapplicationformandthemembersofthegrouphostingtheevent.Alcoholmaynotbe purchasedfororprovidedbythestudenthosts.Allsucheventswillbeofa“bringyourownbeverage” format.Specificproceduresareprovidedontheloungeeventapplicationform.

*Thelocation,duration,andfrequencyofsucheventswillbemanagedinsuchamannerastobalance studentneedsforsocialactivitiesandforagoodenvironmentinwhichtostudy.Itisexpectedthateventsbe limitedtoweekends(FridayandSaturdayevenings),andmaynotoccurduringperiodsoffinalexamination.

*Otherthanapre-approvedloungeevent,alcoholisneverallowedincommonspaces(suchaslounges, hallways,etc.),fourormorestudentsfoundconsumingalcoholinaloungewillbefoundinviolationofthe College'salcoholpolicyaswellasassessedanadditional$100chargeforparticipatinginanunrecognized loungeparty.

AlcoholMisuse/Abuse

Inresidencehallstherehasalwaysbeenthequestionofwhatshouldbeastaffmember’sresponseto studentspossessingalcoholinareaswhereitisnotpermitted.Inanswertothisstatement,thefollowing guidelinesaregenerallyadheredto:

1. Blatant,public,and/orirresponsiblebehaviormostoftenprecipitatesastaffmember’sresponse.

2. Roomoccupantsarealwaysresponsiblefortheactionsoftheirguests,bothstudentandnon-student, whichtheconsequencesstatedbelowwillreflect.

3. TheCollegereservestherighttonotifyparents/guardiansofstudents'alcoholpolicyviolations.

4. Alcoholviolationswillbecumulativeoverthecourseofone’stimeatRiponCollege.Violations duringthefinalsperiodwillbesubjecttoadditionalpenalties.

AlcoholEnforcement

1. Forafirsttimeindividualoffense,theappropriatehalldirectorwilldiscusstheCollegepolicy violationwiththestudent(s)involved,pointingouttheproblemandtheimplicationsofthis violation.Awrittenwarninganda$50deferredfinewillbeissued.Thisdeferredfinewillnotbe assessedtothestudent(andthusdeferred),pendingthestudenthasnofuturealcoholviolations duringhisorhertimeatRipon.

2. Iftheaboveactionsproveineffectiveandasecondviolationshouldoccurduringastudent'stimeat Ripon,thehalldirectorordirectorofresidencelifewillmeetwiththestudent(s),andaminimum $100penaltywillbeassessedinadditiontothe$50deferredfinefromthefirstviolation. Participationinanalcoholanddrugonlineeducationcourse,paidforbythestudent,mayalsobe requiredatthediscretionofthehalldirector.Student(s)mayalsoberequiredtoparticipatein counseling,educationalorcommunityserviceprojectsasdeemedappropriatebythedirectorof residencelifeorresidencehalldirectorassigningthesanction.

3. Athirdinfractionwillleadtoa$200penalty,andthematterwillbereferredtothedirectorof residencelifeforconsiderationofadditionalpenalties.AreferraltotheCollegecounselorand/ora chemicalassessmentmayberequired.Astudentinthissituationmayalsoberequiredtoparticipate ineducationalorcommunityserviceprojectsasdeemedappropriatebythedirectorofresidencelife orresidencehalldirectorassigningthesanction.

4. Additionalinfractionswillbereferredtothedeanofstudentsforadditionalpenalties,whichmay includebutarenotlimitedtodisciplinaryprobation,removalfromtheresidencehalls,orsuspension.

EmergencyAlcoholAmnesty

Theemergencyalcoholamnestypolicyisdesignedtoencouragestudentstoseekhelpinanalcoholordrug emergencywithouthesitatingbecauseofworryaboutreceivingpolicyviolationsanctionsfromtheCollege. Thispolicyalsoappliestosomeonewhohasbeenacrimevictim,whoalsomaybeintoxicatedand thereforereluctanttoreportthecrime.

Emergencyamnestyprotectsastudentfrompolicyviolationswhentheyareseekinghelpinanemergency JudicialamnestygrantedbytheCollegeforalcoholordrugsanctionswillbegrantedtostudentswho,in goodfaith,report,orexperiencethemselves,analcoholordrugemergencyorcrimevictimization. However,astudentwillnotbegrantedprotectionunderthispolicyifcampusofficials(e.g.,residencelife staff,campussafety)intervenebeforehand.

1. Studentsmayberequiredtoparticipateinanappropriatealcoholeducationalprogramdepending upontheirinvolvementinthesituation.Failuretocomplywillinvalidateprotectionunderthis policy

2. Arecordofallrequestsforassistanceunderthispolicyshallbemaintainedbythedeanofstudents. Recordskeptasaresultofthispolicyshallnotbenotedonthestudent'sconductrecordasapolicy violation.Studentsinvolvedmaystillneedtomeetwithresidencelifestaffforareviewofthe incident,butthismeetingwillnotresultinsanctionsfromtheCollege.

3. ThispolicydoesnotprecludedisciplinaryactionregardingotherviolationsofCollegepolicy,such ascausingorthreateningphysicalharm,sexualabuse,damagetoproperty,harassment,hazing,etc. Studentsshouldalsobeawarethatthispolicydoesnotpreventactionbylocalandstateauthorities.

4. Nothinginthispolicyshallpreventanindividualwhoisobligatedbystateorfederallawtodoso fromreporting,chargingortakingotheractionrelatedtothepossiblecriminalprosecutionofany student.

MarijuanaandOtherDrugs

StateLaw

InthestatutesoftheStateofWisconsin,withinthe“UniformControlledSubstancesAct,’’marijuanaisone ofmanysubstancesincludedwithintheScheduleIcategory.Theactprescribestheimpositionoffinesupto andincluding$5,000and/orprisonsentencesofuptoandincludingoneyearforafirstoffense.Fora secondorsubsequentoffense,penaltiesgoupto$10,000and/oratwo-yearsentence.Formanufactureor distribution,thepenaltiesgoupto$25,000and/or15years.

CollegePolicy

ViolationsoffederalandWisconsinstatelawsregardingdrugsarealsoviolationsofRiponCollegepolicy andaresubjecttodisciplinaryactionuptoandincludingpermanentdismissalfromtheCollege.Thispolicy appliesequallytoadministrative,faculty,andstudentmembersoftheCollegecommunity Asaguidelinetostudents,thefollowingstatementsareoffered:

1. Drugmisuseincludes(butisnotlimitedto)possession,using,selling,givingaway,dispensing, mixing,administering,aidingorassistingothers,participatingwithothersinsuchactivities,orbeing presentwheresuchactivitiesaretakingplace.

2. Ifadrugcaseisinitiatedincivilcourtratherthanonthecampus,seriousCollegesanctionsmay awaitdispositionofthecaseinthecourt.TheCollege’spoliciesare,however,separatefromthose establishedbyfederalorWisconsinstatestatutes.

3. TheCollegedoesreservetherighttohaveresidencelifestaffand/ordeansimmediatelycontactthe localpolicetoconfrontsuspectedviolations,particularlyinthecaseofuncooperativeresidents, repeatedsituations,ifdrugparaphernaliaisfound,ortohelpdeterminethesourceofaviolation.

4. Whileempoweredonlytotakeactionwithinitsownprovinces,theCollegewillcooperatewiththe lawenforcementagenciesinaccordancewithstatutoryprocedures.

5. Conversely,asaneducationalinstitutionratherthanalawenforcementagency,theCollege recognizestheappropriatenessofhandlingcertaindrugproblemsindividuallyandfromacounseling andmedical,ratherthanfromadisciplinary,pointofview.

6. Studentsareurgedtoreflectveryseriouslyupontheirownattitudesandactionswithregardtodrug abuseandtoseekoutinformationandcounselingassistanceasitmayseemmostappropriateto them.Inthelatterinstances,itshouldbenotedthatinformationgiventotheCollegecounselor(as wellastootherphysiciansandclergy)isprotectedunderthelawsof“privilegedcommunication.’’

MarijuanaEnforcement

TheCollegereservestherighttonotifyparents/guardiansofstudents’drugpolicyviolations.Drug violationswillbecumulativeoverthecourseofone’stimeatRiponCollege.Astudentmaybefoundin violationoftheCollege'smarijuanapolicyevenifnophysicalevidenceispresentbutratherifahall director,thedirectorofresidencelife,studentassistanthalldirectororthedeanofstudentsdetectstheodor ofmarijuanaintheairofastudent'sroom.TheCollegewillconfiscateanyunlawfulorunauthorizeditems. Onceconfiscated,theitemswillnotbereturned.

1. Forafirsttimeindividualoffense,theappropriatehalldirectorwilldiscusstheCollegepolicy violationwiththestudent(s)involved,pointingouttheproblemandtheimplicationsofthis violation.A$100minimumpenaltywillbeassessed.Student(s)willalsoberequiredtoparticipate inanalcoholanddrugeducationcourseattheirexpense.Failuretocompletethecoursewillresultin furtherfinesandotherdisciplinaryaction.

2. Iftheaboveactionsproveineffectiveandasecondviolationshouldoccurduringthestudent'stime atRipon,thedirectorofresidencelifewilltalkwiththestudent(s),andaminimum$200penaltywill beassessed.Participationinanalcoholanddrugeducationcourse,paidforbythestudent,oran AODAcounselingsessionmayberequired.

3. Athirdinfractionwillleadtoa$300penalty Thematterwillbereferredtothedeanofstudentsfor considerationofadditionalpenalties,whichmayincluderemovalfromCollegehousingor suspension.AreferraltotheCollegecounselorand/orachemicalassessmentmayberequired.A studentinthissituationmayalsoberequiredtoparticipateineducationalorcommunityservice projectsasdeemedappropriatebythedeanofstudents.

OtherDrugs:Enforcement

TheCollegereservestherighttohandletheassignmentofpenaltiesfortheuse,possessionandsaleofother drugsinamannerappropriatetotheseverityoftheincident.Thismeansthat,inthecaseofcertain“hard drugs’’theinfractionmightbesenttothecommitteeofdeansforevenafirstviolation.Italsomeansthat studentsfoundguiltyofdealingmayfaceimmediate,seriousconsequencesincludingsuspensionand/or expulsion.

SincepossessionofillegaldrugsisalsoaviolationofCollegepolicy,anysuchdrugsordrugrelated paraphernaliathatareinplainviewmaybeconfiscatedbylocallawenforcement.

Studentsinvolvedincampusdisciplinarycaseswhileundertheinfluenceofachemicalsubstancemaybe requiredtohaveachemicalabuseassessment.

GeneralRegulations-Conduct

AcademicPolicies

TheRiponCollegeCatalogisthemostcomprehensivestatementofpolicyinthisarea.

AbsencesfromClass

TheCollegeexpectsstudentstoattendallclasses.However,illnessandproblemsrequiringpersonal attentionmayinterferewithastudent’sbestintentionstofulfillthisrequirement.Studentswhomissclasses, foranyreason,areresponsiblefortheworkmissed.Attheearliestpossibletime,studentsshallseekout theirprofessorstoobtaininformationabouttheassignment(s)theymissed.Professorsarenotrequiredto duplicateclassexperiencesmissedbyabsentstudents.

Professorswillestablishindividualattendancepoliciesinconsiderationoftheextenttowhichattendance itselfconstitutesapartofthelearningexperienceandcontributestotheeducationalintegrityofaparticular course.StudentsmustbeexcusedfromclassesforCollegesanctionedactivities(e.g.,participationinfield

tripsfortheirothercoursesandathleticevents).StudentswhowillmissclassduetoCollegesanctioned activitiesmustnotifytheirprofessorsinadvancetoarrangeformake-upwork.

Professorswhoseattendancepoliciesimposepenaltiesforabsencesmustprovideeachstudentwitha writtencopyoftheirpolicieswithinthefirstweekofthesemester.Ifanattendancepolicyprovidesfor assigningagradeofForUforexcessiveabsences,theprofessormustinformthestudentinwriting,witha copytotheregistrar,atthepointinthesemesterwhenthefailinggradeisearned.Afailinggradebasedon excessiveabsencesmaynotberecordedbytheofficeoftheregistraruntilafterthelastdayforcourse withdrawals.

AcademicIntegrityPolicy

RiponCollegeremindsstudentsthatuseofAIappsmustbeethicalandinaccordancewiththecollege’s academicintegritypolicy Itisthestudent’sresponsibilitytobetransparentinhowtheyusetheAI-based tool,includingwhatworkistheiroriginalcontributionandwhatistheresultofAI.

Thestudentmayappealtheinstructor’sdecisiontotheDeanofFacultywho,uponreview,willa)affirmthe instructor’sdecision,b)establishanalternativesolutiontothatoriginallyproposedbytheinstructorwiththe agreementofboththeinstructorandthestudentinvolved,orc)referthemattertotheJointJudiciary Committeeforfurtherreviewwiththerecommendationthattheinstructor’spenaltyberevised.Thedecision oftheDeanofFacultymaybeappealedbythestudenttotheJointJudiciaryCommittee.Thedecisionofthe JointJudiciaryCommitteemaybefinallyappealedtothePresidentoftheCollegewhomaysustainthe originaldecisionorreturnittotheJointJudiciaryCommitteeforreconsiderationwitharecommendationfor change.Inallcasestheappealproceduremustbeinitiatedwithinfourteendaysofthestudent’snotification ofanydecision.

Iftheinstructorisconvincedthattheincidentisofsuchsignificancethatamoreseverepenaltythancourse failureisappropriate,thecasemaybereferredbytheinstructordirectlytotheJointJudiciaryCommittee, whomayexactpenaltiesuptoandincludingexpulsionfromtheCollegewiththestudent’spermanent transcriptbearingthenotation“AcademicDismissal.”OncethecaseisreferredtotheJointJudiciary Committee,however,theinstructorhasgivenupallrighttoassesspenaltiesfortheincident.

Instancesofmorethanonemajoroccurrenceduringastudent’sundergraduateorgraduatecareermaybe groundsforexpulsionfromtheCollegewiththestudent’spermanenttranscriptbearingthenotation “AcademicDismissal.”TheDeanofFacultydeterminesthisorotherpenaltiesbeyondthoseleviedbythe instructorforagivencourse.Itshouldbenotedthatanyrecordofacademicdishonestyduringastudent's undergraduatecareeratRiponCollegewillnothaveanybearingontheirgraduatestudentstandingatRipon College,noruponthedispositionofanychargesofacademicdishonestyleviedagainstthemduringtheir graduatecareeratRiponCollege.

EmergencyClosingPoliciesandProcedures

EmergenciessuchassevereweatherconditionsoccasionallyrequireclosingtheRiponCollegecampusfor mostteaching,administrativeandpubliceventactivities.

IfclosingtheCollegeisrequired,thefollowingpoliciesandprocedureswillbefollowed:

1. Responsibilityforthedecisiontodeclareanemergencyclosingofthecampusrestswiththe president,inthepresident’sabsencethevicepresidentanddeanoffaculty,andinhis/herabsencethe vicepresidentforfinance.

2. Beforedeclaringanemergencyclosing,thepresidentshouldmakeeveryefforttoconsultwiththe vicepresidentanddeanoffaculty,thevicepresidentanddeanofstudents,andthevicepresidentfor finance.

3. RiponCollegeisaresidentialschoolandcannotclosecompletely;thestudentsexpectandmustbe providedminimumservices.Therefore,somestaffmemberswillbeexpectedtoworkduringthe emergency.

4. Whenaclosingisdeclared:

GradeDisputes

Studentswhoaredissatisfiedwiththegradereceivedinacourseshouldconsulttheirinstructorfor clarification.Ifthestudentfeels,afterdiscussion,thatcapriciousorprejudicialevaluationhasoccurred,the studentshoulddiscussthematterfurtherwiththedepartmentalchairandhisorheracademicadvisor Furtherformalproceduresarepossibleafterdiscussionwiththeinstructor,thestudent’sacademicadvisor, andthedepartmentalchair;thestudentshouldcontacttheassociatedeanoffacultyforfurtherinformation.

ProceduresfromtheFacultyHandbook:

StudentAppealsofFinalCourseGrades

Accordingtothe“JointStatementontheRightsandFreedomsofStudents,”endorsedbytheBoardof Trusteesin1969,studentshaveprotectionthroughorderlyproceduresagainstprejudicedorcapricious academicevaluation.Atthesametime,theyareresponsibleformaintainingstandardsofacademic performanceestablishedforeachcourseinwhichtheyareenrolled.

Assumptions:

1. Theinstructorhasprobablyassignedtheappropriategrade.

2. Atthesametime,thestudent’sacademicrecordisaveryimportantmatterandtherighttoappeal mustbesafeguardedtoensurefairness.

3. Thestudent,nottheinstructor,bearstheburdenofproofthatgradingwasprejudicedorcapricious.

AppealProcedure

1. TheAcademicStandardsCommitteewillnotacceptanappealfromastudentlaterthanthreeweeks afterthestartofthesemesterfollowingthegradeinquestionbeinggivenandwillnotactuntilthe studentdemonstratesthattheyhaveconsultedtheirAcademicAdvisor(s),instructor(s)ofthecourse inwhichthegradeisbeingcontested,andtheDepartmentChairorProgramCoordinatorthat overseestheareaofstudythatthecoursewasofferedin,indicatingthatthestudenthasconsulted eachofthemconcerningthegradeinquestion.

2. Whenawrittenappealhasbeensubmitted,theASCwillseektheassistanceofafull-timefaculty membertoactasHearingOfficer,givingpreferencetosomeonea)notontheCommittee,b)notin thedepartmentofferingthecourseinquestion,c)havingknowledgeofthedisciplineinvolved,d) holdingtenure,ande)whohasnothadthestudentinclass.

3. ThecommitteeandtheHearingOfficerwillhavenoresponsibilityconcerningthatportionofagrade basedonmaterialthatdoesnothavedocumentation(e.g.,participationgrades).

4. TheHearingOfficermayconclude,afterpreliminaryconsideration,thatthestudenthasnogrounds forappeal,andmayrecommendtothecommitteenottohearit.Otherwise,theofficerwillcontinue conversationswiththestudent,examineevidencesubmittedbythestudent,andhaveconversations withtheinstructorwhoassignedthegrade.Understandingandmutualagreementshouldbesought.

5. Withinthreeweeksofhavingagreedtoreviewtheappeal,theHearingOfficerwillreporttotheASC inwritingtheimportantfactsofthecase.Boththestudentandinstructorwillthenhaveoneweekto readthereportandtogivethecommitteewrittensupplements.Inadditiontothereport,theHearing Officer’srecommendationregardingthegradewillalsobesubmittedinwritingtotheASC committee,anditwillremainconfidentialwithinthecommittee.

6. ThecommitteewillmakefinaldispositionofthecasebyreportingitsdecisiontotheFacultyasan InformationItemwithnames,bothoftheinstructor(s)andthestudent,deleted.

7. Afterastudenthaspresentedtothecommitteetwoappeals,ontwodifferentunsuccessfulgrade appeals,anyfurtherappealbythatstudentwillbereferredtoaHearingOfficerorotherwisefurther consideredonlyuponatwo-thirdsvoteoftheASC.

Cleaning

Messesinpublicareasdeemedtobebeyondnormalmayresultinchargestostudents.Studentswhohave vomitedand/ormadeanexcessivemessinapublicareaareexpectedtocleanitup,withfailuretodoso resultinginaminimum$25fine.Ifresponsibleindividualscannotbefound,cleaningchargesmaybeadded toafloor/area/buildingcommonareadamagecharge.PleaseseethesectiononDamagesformore information.

CollegeFleetVehicles

TheCollegemaintainsasmallfleetofvehiclesfortheconvenienceoftheCollegecommunity.Vehiclescan onlybeusedforofficialCollegebusiness(fieldtrips,athleticevents,tripstoattendmeetings,etc.).College vehiclesallhaveanI-PassfortheIllinoistollwaysystem.ThecosttouseaCollegevehicleischargedtothe individualdepartmentororganization.AnyonewhowillbedrivingaCollegevehiclemustbeanapproved driveroftheCollege. RiponCollegeexpectsstudentstobemature,honestandresponsiblemembersofthecampusandthelarger community.Behaviorthatinfringesupontherights,safety,andprivilegesofanotherperson,orimpedesthe educationalprocessisunacceptable.Riponprohibitsconductthatinterfereswiththerightsofothersand/or demonstratesdisregardfortheCollegeandsurroundingcommunity,publicurination,andindecentexposure and/orlewdbehavior.Violationsofthispolicyaresubjecttoaminimum$50fine.

ConfidentialityofStudentRecords

ConfidentialityofStudentRecordsIncompliancewithFERPA,RiponCollegefacultysupport confidentialityofstudentrecordswiththeunderstandingthatinformationonacademicstatusisdefinedas coursegradesandactiontakenbytheassociatedeanoffaculty/registrarconcerningacademicstanding. Transcriptsarereleasedonlyuponauthorizationfromthestudent.Gradeinformationisavailabletoparents iftheappropriatewaiverformshavebeensubmitted.Theregistrarwillexplainusesofthewaiverformused forgradesandtranscripts.

ConsensualRelationsPolicy

Thereareinherentrisksinanyromanticorsexualrelationshipbetweenindividualsinunequalpositions (suchasteacherandstudent,supervisorandemployee).Theserelationshipsmaybelessconsensualthan perceivedbytheindividualwhosepositionconferspower.Therelationshipalsomaybeviewedindifferent waysbyeachoftheparties,particularlyinretrospect.Furthermore,circumstancesmaychange,andconduct thatwaspreviouslywelcomemaybecomeunwelcome.Evenwhenbothpartieshaveconsentedattheoutset toaromanticorsexualinvolvement,thispastconsentmaynotremovegroundsforalaterchargeofa violationofapplicablesectionsofthefaculty/staffhandbooks.TheCollegedoesnotwishtointerferewith privatechoicesregardingpersonalrelationshipswhentheserelationshipsdonotinterferewiththegoalsand policiesoftheCollege.Forthepersonalprotectionofmembersofthiscommunity,relationshipsinwhich powerdifferentialsareinherent(faculty-student,staff-student,administrator-student,supervisor-supervisee, facultyofdifferentranks)aregenerallydiscouraged.

Consensualromanticorsexualrelationshipsinwhichonepartymaintainsadirectsupervisoryorevaluative

StudentssuspectedofpolicyviolationsmaybeconfrontedbyCollegeofficials,includingstudentstaff members.Supplyingfalseinformation,usingprofanityorthreateninglanguage,and/orblatant uncooperativenesswillsubjectthestudenttoadditionaldisciplinaryactionswhichcanincludeaminimum $100fine.

Drones

Useisprohibitedon/overcampusgroundswithoutthepermissionofthepresidentoravicepresident.

Expression&AssemblyPolicy

Rational,orderlydebateandcriticalexaminationofissuesandideasarefundamentaltoafreesociety,as wellastheacademicenterprise.RiponCollegeaffirmsthefreedomofinquiryofallmembersofits community,inkeepingwiththemissionandcorevaluesoftheCollege.

Asaninstitutioncommittedtoacademicfreedom,RiponCollegealsoencouragesfreeexpressionand assembly,consistentwiththeinterestsofpersonalsafety,privacy,andpursuitofone’sacademicand vocationalobjectives.Italsovaluesintegrityandseeksalwaystopromotecivilconduct,grantingbasic respectandconsiderationtoothers.

TheCollegethereforereservestherighttoregulatethetime,placeandmannerofindividualorgroup expressionandassembly,toupholditsacademicmissionandcorevalues.Accordingly,actionsorother expressionthatmeetthefollowinggeneralguidelineswillbeconsideredinappropriate:

AllofthesearedestructiveofthepursuitoflearningandinconsistentwiththeCollege’saimoffosteringa diversecommunityanddevelopingproductive,sociallyresponsiblecitizens.

Applicationoftheabovegeneralguidelinesregardingtime,placeandmannerwillbedeterminedona case-by-casebasis,informedbythespecificcontextandcircumstances.

TheCollegewishestogoonrecordwithrespecttoactiondeemeddisruptiveoftheacademicprocess. Amongsuchactionsareeffortsbyindividualsorbygroupstopreventapprovedspeakersandothervisitors tothecampusfromspeaking,todisrupttheoperationsoftheinstitutioninthecourseofdemonstrations,or toobstructandrestrainothermembersoftheacademiccommunityandcampusvisitorsbyphysicalforce.

Thepresident,orinherabsence,herdelegate,isdirectedtomaintainorderandtoprotecttherightsofall

membersoftheacademiccommunity TheCollegewillmakeeveryefforttoresolveproblemsinternallyand onlyinextremecircumstanceswillexternalauthorityberesortedto.Allmembersofthecommunitywho engageindisruptivedemonstrationsaresubjecttodisciplinaryactionwhich,inextremecases,mayresultin separationfromtheCollege.Itis,however,anticipatedthatproblemscanberesolvedthrough communicationandnegotiationratherthanthroughtheapplicationofsanctions.

FirearmsandFireworks

Studentsshallnotuse,orhaveintheirpossession,fireworksorexplosivesofanykind.Suchpossessionor usemayleadtoseriousdisciplinaryaction.Becauseboththepossessionandtheuseoffireworks, firecrackersandexplosivesareviolationsofCollegepolicy,anysuchitemsthatareinplainviewwillbe confiscatedordestroyed.Inaddition,unregisteredfirearmsandsimilarweapons,whendiscovered,willbe takenandheld,tobereclaimedbytheowners(attheirinitiative)attheendoftheschoolyear.

FirePitReservations

AregistrationformmustbecompletedinordertoreservethefirepitbytheHarwoodMemorialUnion,and itmustbecompletedbythepersondesignatedtobeinchargeduringtheactualfireatleastthreebusiness daysbeforetheevent.Theformislocatedonlineorbyvisitingthestudentactivitiesandorientationoffice. Pleasenotethatallfiresmustbestartedbythefirestarterkitprovidedbythestudentactivitiesand orientationoffice(SAO).Allsuppliesmustbepickedupandreturnedwhentheofficeisopen.

TheCollegedefineshazingasanywillfulactbyonestudentaloneoractingwithothers,directedagainst anyotherstudent,that:

● subjectsthestudenttoindignityorhumiliation;

● intimidatesthestudentbythreateningorostracizinginpublic;

● submitsthestudentstoignominy,shameordisgraceamongfellowstudents;

● humbles,oriscalculatedtohumblewithpride,stiflestheambitionorblightsthecourageofthe studentsattacked;

● constitutesandlegalassault,bystriking,beating,bruising,maimingoranyotherphysicalviolence, ormerelyseriouslythreatenstodotheseacts.

Specificallyforbiddenhazingactivitiesinclude,butarenotlimitedto:

● anybrutalityofaphysicalnature,suchaswhipping,paddling,beating,brandingorcalisthenics;

● latenightsessionswhichinterferewithscholasticactivities(1a.m.SundaythroughtheendofFriday classes);

● forcedorrequiredconsumptionofanyfood,alcohol,drugorothersubstances;

● excessiveexposuretotheelements;

● forcedorrequiredtheftofanyproperty;

● anyactivityorsituationthatwouldsubjectanindividualtoextremementalorphysicalstress,such aspermittinglessthansixhoursofcontinuous,uninterruptedsleeppernight,orforcesorrequired extendedexclusionfromsocialcontact;

● forcedorrequiredconductthatcouldresultinextremeembarrassment,suchasnudityorsexual behavior;

● runningpersonalerrandsforothers,suchasdrivingthemtoclass,cleaningindividualrooms, washingcars,etc.;

● “roadtrips”(droppingsomeoneofftofindtheirwayback)or“kidnaps”;

● forcedorrequiredwearingapparelpubliclyorprivatelywhichisconspicuousandnotnormallyin goodtaste;

● forcing,requiringorencouragingtheviolationofanyCollegepolicyorfederal,stateorlocallaw.

HazingisforbiddenbyRiponCollege,andanychapterorstudentsuspectedofhazingwillbeinvestigated andmayfacejudicialaction.Ifhazingoccurs,thechapterwillbesuspendedforaspecifiedtimeperiod. Repeatedhazingbythesameorganizationwillsubjectthegrouptopermanentsuspensionfromcampus.

Storageoruseofahoverboardisprohibitedinallcampusbuildings.

MissingStudentNotificationPolicy

Studentsshouldreporttothedirectorofresidencelifeordeanofstudentsanystudentwhotheybelieveis missing.Allstudentswillhaveanopportunitytoregisteracontactperson(s)fortheCollegetonotifyifa studentisdeterminedtobemissing(Studentsundertheageof18willhavetheircustodialparent contacted.).Notificationprocedureswiththecontactperson(s)andlocallawenforcementauthoritieswill occurwithin24hoursofdeterminingthatastudentismissing.

MotorVehiclePolicies

Twoparkingoptionsareavailableforpurchase:EconomyandPremium.Economypermitholderscanpark ineitheroftheeconomyparkinglotsoncampus(theSTortheRWlots).Premiumpermitholderscanpark inanyofthepremiumlotsoncampus(R,I,orOlots).ResidentAssistantsmaystillpurchaseRAparking permits(RA)forlotsneartheirbuildings.

Student’sleavingorarrivingatthewinterbreakwillbecreditedhalf,orrequiredtopayhalf,oftheamount ofyearlyregistration.Thefeemustbepaidbeforeeachstudentwillbeallowedtoobtainaparkingpermit. Vehicleregistrationandparkingpermitswillonlybeissuedtostudentswhoresideoncampus.Students livingoffcampuswillnotbeeligibletopurchaseaparkingpermitforRiponCollegeparkinglotsand shouldparktheirvehicleonthepublicstreetswhileoncampus.Eachresidentstudentislimitedtohaving onevehicleatatimeregisteredwiththeParkingOffice.Vehiclesincludebutarenotlimitedto:anytypeof passengervehicle,pick-uptruck,anymotorcycle.

Parkingpermitsshouldbeplacedinthebottomleftcorneroftherearwindow,onthedriver’ssideofthe vehicle(formotorizedbike/moped/scooter,inquireattheParkingOffice(parking@ripon.edu)forpermit placement).Achangeinregisteredvehicle(temporaryorpermanent)orachangeinlicenseplatesrequires notifyingtheParkingOffice(parking@ripon.edu).Failuretodosomayresultinvalidticketingofvehicle. GuestorTemporaryparkingpassescanbeobtainedatanytimeontheMyRiponportalatCampusLife> Parking>Guest/TemporaryParkingPasses.Thesepassesarevalidforuseonlyintheassignedguest parkinglot–checktheportalforinformationonwheretheguestlotislocated(theWoodsideLotisnotfor overnightparkingatanytime).Vehiclesfoundusingthetemporaryguestpassthatareparkedinanyother lotswillbeticketed.Temporaryparkingpassesforstudentsandtheirguestsarelimitedtoeighteen(18) nightspersemester,whetherforpersonaluseortheuseofaguest.Failuretoabidebytheseguidelinesmay resultincitationsbeingissuedbyRiponCollegeenforcementpersonnel.Inaddition,TheCityofRipon PoliceDepartmentreservestherighttoassistwithenforcementissues.

SnowRemoval

Aftersnowaccumulations,studentparkinglotsmayrequireplowing.Ondayswhenthisoccurs,signswill bepostedatthemailroom,theentrancetothePickardCommons,andatindividualresidencehallsby8:00 amonthedayofremoval.Studentswilllikelyreceiveanemailthedayprecedingtheintendedsnow removalaswell.Vehicleswillhavetobemovedoutofthelotsby1:00PMandmaybereturnedwhenthe lotisclearedandremovalequipmentisgone.Vehiclesremaininginlotsduringsnowremovalaresubjectto citationandmaybetowed.

ServiceDrives

Servicedrivesareofflimitsforparkingatalltimes.TheQuadCircleisconsideredafirelaneandparking therewillresultinticketingandfines.Vehiclesmaynotparkinservicedrives,eveniftheirhazardlightsare engaged.Servicedrivesmaybeutilizedfordrop-offandpick-upbutvehiclesshouldnotbeleftunattended atanytime.Failuretoabidebytheseguidelinesconcerningservicedriveswillresultincitationsbeing issuedbyRiponCollegeenforcementpersonnel.TheCityofRiponPoliceDepartmentreservestherightto assistwithenforcementissues.Inaddition,vehiclesmaybetowedattheowner’sexpense.Eachservice drivehassignspostedreferencingtheWisconsinStateStatute346.55paragraph3whichreads:“Noperson mayleaveorparkanymotorvehicleonprivatepropertywithouttheconsentoftheownerorlesseeofthe property.”

ForcitationsissuedbytheRiponPoliceDepartment,studentsshouldexpectthattheirvehiclemaybetowed uponreceivingacitationfromtheRiponPoliceDepartmentifblockingafirelane,firehydrant,orhandicap access.FinesforthesecitationsandtowingmustberesolvedatCityHallinRipon,andatthetowing companyoffice.Generally,theticketsreceivedfromtheRiponPoliceDepartmentarenotopenforappeals.

ForcitationsissuedbyRiponCollegepersonnel,studentswillberequiredtopayforcitations.Finesareto bepaidinthebusinessofficeandshouldbepaidwithintwoweeksofthecitationdate.Anallegedviolator oftheseparkingpoliciesmayappealaviolationaccordingtotheinstructionsprovidedonthemyRipon portalontheCampusLifetab.Theappealprocessisnotagraceperiodfortheallegedviolationtocontinue. Citationswillcontinuetobewrittenforviolationsregardlessifanidenticalcitationisunderappeal.Ifthree ormorecitationsarenotresolved,thevehiclewillbetowed.Thevehicleisalsosubjecttobetowedatthe student’sexpenseforunresolvedcitationsorforblockingfirelanes,firehydrants,orstudentaccessto facilities.TheStudentJudiciaryBoardhearsanddecidesallstudentvehicleappeals.

Off-CampusLiving

RiponCollegeoffersitsinstructionalfacilitieswithinatotalsocialandresidentialenvironment.TheCollege reservestherighttomakefinaldecisionsonextenuatingcircumstanceswherestudentsarerequesting off-campushousing.Ifastudent’ssituationchangesfromacademicyeartoacademicyear(orsemesterto semester),itistheresponsibilityofthestudenttoinformtheCollegeofthechange.

OfficialCollegeCommunication

TheCollegewillusestudents’Riponemailaccountsastheofficialcommunicationforemergency messages.RAVEtextmessagingwillalsobeutilizedinemergencies.

PostingPolicies

RiponCollegeprovidesspacesaroundcampusforwrittencommunicationbyCollegecommunitymembers. Outsidebusinesses,vendors,etc.,arelimitedtoprovidinginformationtostudentsbyplacingsuchmaterial ontablesinthecampusmailcenter.Atnotimemayanoutsidecompanypublicizeanyproductsorservices intheresidencehallswithoutthewrittenpermissionofthedeanofstudents.Publicitythatpromotesalcohol consumptionisprohibited.Postingsmaynotpromoteviolence;containabusive/hatefullanguagethattargets individualsormembersofacertainrace,gender,sexuality,and/orethnicgroup.Anyconcernsshouldbe reportedtothedeanofstudentsoffice.

ServiceandAssistanceAnimals

RiponCollegeiscommittedtocompliancewithfederal,stateandlocallawsregardingaccommodationof individualswithdisabilities.Withrespecttoarequesttouseaserviceorassistanceanimal,RiponCollege willdetermine,onacasebycasebasisandinaccordancewithapplicablelawsandregulations,whether suchanimalisareasonableaccommodationoncampus.Indoingso,RiponCollegemustbalancetheneeds oftheindividualwiththeimpactofanimalsoncampuscommunitymembersandRiponCollege’s obligationsunderthispolicyandanyapplicablelaw.Aswithotherrequestsforreasonableaccommodations fordisabilities,aninteractiveprocesswillbeusedforrequestsforserviceorassistanceanimalsoncampus andmayinvolveadditionalconversationsbetweenRiponcollegedisabilityservicesandtherequesting student.

ServiceAnimals:TheAmericanswithDisabilitiesAct(ADA)definesaserviceanimalas“aguidedog, signaldogorotheranimalindividuallytrainedtodoworkorperformtasksforthebenefitofanindividual withadisability,includingbutnotlimitedtoguidingindividualswithimpairedvision,alertingindividuals withimpairedhearingtointrudersorsounds,promotingminimalprotectionorrescuework,pullinga wheelchair,orfetchingdroppeditems.”Serviceanimalsareworkinganimals,notpets,andareoften permittedasareasonableaccommodationforpersonswithdisabilitiesundertheADA.Animalswhosesole functionistoprovidecomfortoremotionalsupportdonotqualifyasserviceanimals.

AssistanceAnimals:Anassistanceanimalisananimalthatisprescribedtoastudentwithadisabilitybya healthcareormentalhealthprofessionalandisnecessarytoaffordthestudentwithanequalopportunityto useandenjoyoncampushousing.RiponCollegerequiresthatthestudentwiththeassistanceanimalengage in“activeandongoingtreatment”inordertoqualifytokeepanassistanceanimalinon-campushousingat RiponCollege.Anassistanceanimalisnotaserviceanimal,andunlikeaserviceanimal,anassistance animaldoesnotassistapersonwithadisabilitywithactivitiesofdailyliving,nordoesitaccompanya personwithadisabilityatalltimes.Unlikeserviceanimals,assistanceanimalsmaybepermittedin on-campushousingbutcannotaccompanyastudenttoclassorinotherareasofthecampus(e.g.,libraries, diningareas,studentcenters,academicbuildings,etc.).

WhereitisnotreadilyapparentthatananimalisaserviceorassistanceanimalasdefinedbytheADA,the FairHousingAct,orotherapplicablelaw,RiponCollegemayrequiresufficientinformationand documentationtodeterminewhethertheanimalqualifiesasaserviceorassistanceanimalunderthispolicy andtheapplicablelaw.

RequestProcess:Studentsrequestingtobringaserviceorassistanceanimaltocampusmust:

1. Makeanappointmentwiththeofficeofresidencelifeatleast30dayspriortothedesiredanimal move-indateorthedatetheanimalwillfirstbeoncampus.

2. ReviewtheRiponCollegepolicyregardingserviceanimalsorassistanceanimalsbeforethe appointmentwithresidencelife.

3. Submittheservice/assistanceanimalregistrationform.

(AssistanceAnimalOnly)Submitdocumentationontheletterheadofahealthcareormentalhealthprovider, anddatednomorethansix(6)monthspriortotherequest,thatpermitsRiponCollegetodetermine:

1. Thatthestudenthasadisabilityforwhichtheanimalisneeded.

2. Thatthestudentisinvolvedinongoingtreatmentfromaqualifyinghealthcareormentalhealth provider.

3. Howtheanimalassiststhestudentincludingwhethertheanimalhasundergoneanytraining.

4. Thenexusbetweenthestudent’sdisabilityandtheassistancethattheanimalprovides.

Requeststhatdonotshowevidenceofthenecessityoftheanimal,orofongoingtreatmentinthecaseofan assistanceanimal,willbedenied.

ExclusionorRemovalofServiceorAssistanceAnimals:Consistentwithfederal,state,andlocallaw,a serviceorassistanceanimalwillbeexcludedfromaRiponCollegefacilityorpropertyifthatanimal’s behaviororpresenceposesadirectthreattothehealthandsafetyofothers.Aserviceorassistanceanimal mayalsobeexcludedfromafacilityifthatanimal’sbehavior,suchasbarkingordisplayingaggressive behavior,isdangerousordisruptivetotheotherparticipantswithinthefacility.

(AssistanceAnimalOnly)Anassistanceanimalwillbeexcludedfromafacilityorareawheretheanimalis prohibitedduetosafetyorhealthrestrictions,wheretheanimalmaybeindanger,orwheretheanimal’suse willcompromisetheintegrityofresearchorotherprogram.Examplesofsuchareasmayinclude:food preparationareas,researchlaboratories,andareasrequiringprotectiveclothing.

Policiesandproceduresforserviceandassistanceanimalsarealsoenforceablethroughstudentconduct. Subjecttoanyapplicablelaws,RiponCollegereservestherighttorevokepermissiongrantedforaservice orassistanceanimal’scampuspresencewhenthesepoliciesandproceduresarebroken.Allserviceand assistanceanimalsareexpectedtobehave/bemaintainedinaccordancewithRiponCollegepolicies,for examplequiethours,andtheuser/ownerwillacceptviolationsofthesepoliciesonbehalfoftheserviceor assistanceanimal.

AppealProcess:Ifastudentrequestforaserviceorassistanceanimalisdenied,theappeal/grievance processwillbethesameasthatforanyotherdisabilityrequestorstudentconductviolation.Theappealwill gotothevicepresidentanddeanofstudents.

Skateboarding

Duetostructuraldamageissues,youmaybeaskedbyCollegepersonneltonotuseskateboardsonsteps, landings,andotherareasoncampus.

SnowArt

ThecreationofobjectsoutofsnowmustbetastefulandshouldreflecttheacademicmissionoftheCollege. Studentsfoundtobeinviolationofthispolicywillbefined$50andtheirstudentaccountsmaybeassessed chargesassociatedwiththedismantlingofanyobscenecreations.

SocialRegulationsandStandardsofConduct

StudentswhochoosetoattendRiponacceptimplicitlythestandardswhichguideandgovernacademic endeavorandsocialrelationshipsintheCollegecommunity.Theyareexpectedtodemonstraterespectand concernforotherpersonsonthecampusaswellasforthepropertyofotherpersonsandtheCollegeandfor thegeneralcommunitywelfare.Studentsarefreeand,infact,encouragedtoproposechangesinthe academicandsocialpoliciesoftheCollege,butunlessanduntilsuchpoliciesarechanged,studentsare expectedtoactresponsiblywithinexistingstandards.

StudentswhobringdiscredituponthemselvesorupontheCollegethroughconductcontrarytothestandards ofthecommunityoroflocal,stateorfederallaworthroughunsatisfactoryacademicperformanceare subjecttodisciplinaryactionwhichmayincludedismissalfromtheCollege.Ifitisintheinterestsofthe College,itsmembers,ortheprivacyofpersonsinvolved,theCollegereservestherighttotakesuch disciplinaryactionwithorwithoutpublicstatementofthereason,andneithertheCollegenoranyofits officersshallbeunderanyliabilityforsuchaction.

Studentswithemotionalproblemswhichrepresentathreattothewell-beingofothersmayberequiredto leavetheCollegeatthediscretionofthedeanofstudents.Whensuchastudenthasbeenidentified,heor shemaybeaskedtohaveanexaminationbyapsychiatristandtohavetheresultsofthisexamination releasedtothedeanofstudents.Uponexaminationoftheresults,thestudentmayberequiredtoleavethe College.Ifsuchastudentdoesnotsubmittoapsychiatricevaluationorrefusestosignareleaseforthe resultsofthisevaluation,he/shemaynotbeallowedbackintheresidencehallsand/ormaybesuspended. Studentsmakingsuicidalstatements,attemptingsuicide,ortakingactionthatthreatenstheirhealthorsafety willbecomesubjecttoadministrativeactions.Insuchcases,theCollegereservestherighttocontactthe student’sfamilyoremergencycontacts.Astudentpermittedbythedeanofstudentstocontinueatthe Collegemaybeaskedto:

Stateandlocallawsprohibitspectatorsatasportsfacility(suchasIngallsField,HoppStadiumorWillmore Center)frompassingothersabovethefloororgroundfromonelocationtoanother,passingobjectsina mannerthatthreatenssafety,bringingalcoholintothefacility,andconsumingalcoholillegallybroughtinto thefacility.

Weapons

StudentJudiciaryBoard

Sanctionsincludefinancialrestitutionfordamagesincurredandmayresultinsuspensionorexpulsionfrom RiponCollege.ClassIVviolationswhileundertheinfluenceofalcoholwillbedealtwithespecially severely.

Disciplinaryresponseswillincreaseifbehaviorsinanyofthefourtypeoffensesintentionallyselecta person/propertybecauseoftheperson’sbelieforperceptionregardingrace,religion,color,disability,sexual orientation,nationalorigin,orancestry,whetherornottheaccused’sbelieforperceptionwascorrect.

SexualHarassment

Sexualharassmentisunwelcome,gender-basedverbalorphysicalconductthatis,sufficientlysevere, persistentorpervasivethatithastheeffectofunreasonablyinterferingwith,denyingorlimitingsomeone’s abilitytoparticipateinorbenefitfromtheCollege’seducationalprogramand/oractivities,andisbasedon powerdifferentials(quidproquo),thecreationofahostileenvironment,orretaliation.

Examplesinclude:anattempttocoerceanunwillingpersonintoasexualrelationship;torepeatedlysubject apersontoegregious,unwelcomesexualattention;topunisharefusaltocomplywithasexualbased request;toconditionabenefitonsubmittingtosexualadvances;sexualviolence;intimatepartnerviolence, stalking;gender-basedbullying.

Therearethreetypesofsexualharassment.

HostileEnvironmentincludesanysituationinwhichthereisharassingconductthatissufficientlysevere, pervasiveandobjectivelyoffensivethatitalterstheconditionsofemploymentorlimits,interfereswithor denieseducationalbenefitsoropportunities,frombothasubjective(theallegedvictim’s)andanobjective (reasonableperson’s)viewpoint.

Factorsthatcouldbeconsideredtodeterminea“hostile”environmentincludebutarenotlimitedto:

• thefrequencyoftheconduct;

• thenatureandseverityoftheconduct;

• whethertheconductwasphysicallythreatening;

• whethertheconductwashumiliating;

• theeffectoftheconductontheallegedvictim’smentaloremotionalstate;

• whethertheconductwasdirectedatmorethanoneperson;

• whethertheconductaroseinthecontextofotherdiscriminatoryconduct;

• whethertheconductunreasonablyinterferedwiththeallegedvictim’seducationalorwork performance;

• whetherthestatement/electroniccommunicationisamereutteranceofanepithetwhichengenders offenseinanemployeeorstudent,oroffendsbymerediscourtesyorrudeness;

• whetherthespeechorconductdeservestheprotectionsofacademicfreedomorthe1st Amendment.

Quidproquosexualharassmentexistswhenthereare:

• unwelcomesexualadvances,requestsforsexualfavorsorotherverbalorphysicalconductofa sexualnature;and

• submissiontoorrejectionofsuchconductresultsinadverseeducationaloremploymentaction.

Retaliatoryharassmentisanyadverseemploymentoreducationalactiontakenagainstapersonbecauseof theperson’sparticipationinacomplaintorinvestigationofdiscriminationorsexualmisconduct.

Non-ConsensualSexualContact

Non-consensualsexualcontactisanyintentionalsexualtouching,howeverslight,withanyobject,bya personuponaperson,thatiswithoutconsentand/orbyforce.

Sexualcontactincludesintentionalcontactwiththebreasts,buttock,groin,orgenitals,ortouchinganother withanyofthesebodyparts,ormakinganothertouchyouorthemselveswithoronanyofthesebodyparts; anyintentionalbodilycontactinasexualmanner,thoughnotinvolvingcontactwith/of/bybreasts,buttock, groin,genitals,mouthorotherorifice.

Non-ConsensualSexualIntercourse

Non-consensualsexualintercourseisanysexualintercourse,howeverslight,withanyobject,byaperson uponaperson,thatiswithoutconsentand/orbyforce.Aswithnon-consensualsexualcontact,theuseof forceisnot“worse”thanthesubjectiveexperienceofviolationofsomeonewhohassexwithoutconsent. However,theuseofphysicalforceconstitutesastand-alonenon-sexualoffenseaswell,asitistheCollege’s expectationthatthosewhousephysicalforce(restrict,battery,etc.)wouldfacenotjustthesexual misconductcharge,butchargesunderthecodefortheadditionalviolentandthreateningbehavior

Intercourseincludesvaginalpenetrationbyapenis,object,tongue,orfinger,analpenetrationbyapenis, object,tongue,orfinger,andoralcopulation(mouthtogenitalcontactorgenitaltomouthcontact),no matterhowslightthepenetrationorcontact.

APPLICABLEDEFINITIONS

•Consent: Consentis:

● clear,and

● knowing,and

● voluntary[oraffirmative,consciousandvoluntary],

● wordsoractions,

● thatgivepermissionforspecificsexualactivity

■Consentisactive,notpassive.

■Silence,inandofitself,cannotbeinterpretedasconsent.

■Consentcanbegivenbywordsoractions,aslongasthosewordsoractionscreatemutually understandablepermissionregardingwillingnesstoengagein(andtheconditionsof)sexualactivity.

■Consenttoanyoneformofsexualactivitycannotautomaticallyimplyconsenttoanyotherformsof sexualactivity.

■Previousrelationshipsorpriorconsentcannotimplyconsenttofuturesexualacts.

■Consentcanbewithdrawnoncegiven,aslongasthatwithdrawalisclearlycommunicated.

■Inordertogiveconsent,onemustbeoflegalage.

■Sexualactivitywithsomeoneyouknowtobeorshouldknowtobeincapacitatedconstitutesa violationofthispolicy.

● Incapacitationcanoccurmentallyorphysically,fromdevelopmentaldisability,byalcohol orotherdruguse,orblackout.

● Thequestionofwhattherespondingpartyshouldhaveknownisobjectivelybasedonwhat areasonablepersonintheplaceoftherespondingparty,soberandexercisinggood judgment,wouldhaveknownabouttheconditionofthereportingparty

● Incapacitationisastatewheresomeonecannotmakerational,reasonabledecisionsbecause theylackthecapacitytogiveknowingconsent(e.g.,tounderstandthe“who,what,when, where,whyorhow”oftheirsexualinteraction).

● Thispolicyalsocoversapersonwhoseincapacityresultsfrommentaldisability,sleep, unconsciousness,involuntaryphysicalrestraint,orfromthetakingofrapedrugs. [Possession,useand/ordistributionofanyofthesesubstances,includingRohypnol, Ketomine,GHB,Burundanga,etc.isprohibited,andadministeringoneofthesedrugsto anotherstudentisaviolationofthispolicy.]

•Force:Forceistheuseofphysicalviolenceand/orimposingonsomeonephysicallytogainsexualaccess. Forcealsoincludesthreats,intimidation(impliedthreats)and coercionthatovercomesfreewillorresistanceorthatproducesconsent(“HavesexwithmeorI’llhityou. Okay,don’thitme,I’lldowhatyouwant.”).

■Coercionisunreasonablepressureforsexualactivity Whensomeonemakescleartoyouthatthey donotwantsex,thattheywanttostop,orthattheydonotwanttogopastacertainpointofsexual interaction,continuedpressurebeyondthatpointcanbecoercive.

■NOTE:Thereisnorequirementforapartytoresistthesexualadvanceorrequest,butresistanceis acleardemonstrationofnon-consent.Thepresenceofforceisnotdemonstratedbytheabsenceof resistance.Sexualactivitythatisforcedisbydefinitionnon-consensual,butnon-consensualsexual activityisnotbydefinitionforced.

SexualExploitation

Sexualexploitationoccurswhenapersontakesnon-consensualorabusivesexualadvantageofanotherfor his/herownadvantageorbenefit,ortobenefitoradvantageanyoneotherthantheonebeingexploited,and thatbehaviordoesnototherwiseconstituteoneofothersexualmisconductoffenses.

Examplesofsexualexploitationinclude,butarenotlimitedto:

• invasionofsexualprivacy;

• prostitutinganotherperson;

• non-consensualvideooraudio-taping

• goingbeyondtheboundariesofconsent(suchaslettingpeoplehideintheclosettowatchyou havingconsensualsex);

• engaginginvoyeurism;

• knowinglytransmittinganSTIorHIVtoanotherperson;

• exposingone’sgenitalsinnon-consensualcircumstances;inducinganothertoexposetheirgenitals;

• sexually-basedstalkingand/orbullyingmayalsobeformsofsexualexploitation

OtherMisconductOffensesthatwillfallunderthispolicywhengender-based

• threateningorcausingphysicalharm,extremeverbalabuse,orotherconductwhichthreatensor endangersthehealthorsafetyofanyperson;

• discrimination,definedasactionsthatdepriveothermembersofthecommunityofeducationalor employmentaccess,benefitsoropportunitiesonthebasisofgender;

• intimidation,definedasimpliedthreatsoractsthatcauseanunreasonablefearofharminanother;

• hazing,definedasactslikelytocausephysicalorpsychologicalharmorsocialostracismtoany personwithintheCollegecommunity,whenrelatedtotheadmission,initiation,pledging,joining,or anyothergroup-affiliationactivity;

• bullying,definedasrepeatedand/orsevereaggressivebehaviorlikelytointimidateorintentionally hurt,controlordiminishanotherperson,physicallyormentally(thatisnotspeechorconduct otherwiseprotectedbythe1st Amendment);

• violencebetweenthoseinanintimaterelationshiptoeachother;

ProcedureforHandlingInfractionsofCollegeRegulations

Offensespersonallyobservedbynon-studentemployeesoftheCollegeshouldbereportedinwriting tothedeanofstudents.Thedeanwillhandledisciplinaryactionsdirectly,whichmayinclude referraltothecommitteeofdeans.Appealsofthedean’sdecisionsmaybemadetothepresidentof theCollege,andmustbedonewith48hoursofwrittennotification.Incasesofclassroomdisruption orseriouslyinappropriatebehavior,areferralwillbemadetotheassociatedeanforacademicaffairs forimmediateactionorforreferraltothecommitteeofdeans.

4. Offenseswhichareillegalmaybeprocessedthroughthelocalcourts.Studentsfoundguiltyina courtactionmayreceivesanctionscongruentwiththeRiponCollege’spenaltyclassifications.The deanofstudentswilldetermineCollegesanctions,orrefertothecommitteeofdeans,forcases handledbythelocalcourts.TheCollegereservestherighttoinvestigateandtakeactionitselfprior totheoutcomeofacourtaction.Italsoreservestherighttoimposeaninterimsuspensionuntila hearingoccurs.Italsomayre-examineaninternaldecisionfollowingtheoutcomeofacriminalor civilcourtdecision.

5. Parentsorguardiansofstudentsplacedonprobation,suspended,orexpelledmaybenotifiedbythe College.

6. Thestandardofevidenceusedtoreachdisciplinarydecisionsshallbewhetheritismorelikelythan notthataviolationofCollegepolicieshasoccurred.

7. Policyinfractionsidentifiedintheprocessofprovidinginformationforanunrelateddisciplinary matterwillnotbeusedagainstastudent,exceptinextenuatingcircumstances.

Thefollowingsanctionsmaybeimposedbydisciplinaryprocedures.

1. Warning:awrittenororalnoticethatrepeatconductmayresultinmoreseveredisciplinaryactions

2. Restitution:paymentfordamagesandrepairwork

3. Fines:monetarysanctionputonstudent’sbill

4. DisciplinaryProbation:awrittenreprimandthatfurtherdisciplinaryactionwilllikelyresultin removalfromtheresidencehalls,suspension,orexpulsion

5. NoContactOrder:awrittennoticethatprohibitsastudentfrominitiatingcontactwithanother student

6. ResidenceHallProbation:awrittennoticeofprohibitingentranceintoa/anyresidencehall

7. EducationalSanctions:writtenreports,communityservice,projectsspecifictotheissue,attendance atacourse

8. Counseling:mandatedcounselingsessionswiththeCollegecounselorsoroutsideagency

9. Suspension:exclusionfromclasses,residencehalls,campus,and/orotherprivilegesoractivitiesfor aspecificperiodoftime

10.InterimSuspension:animmediatesuspensionfromcampusforastudentjudgedtobeharmfultoself orothers,athreattothewellbeingoftheCollegecommunity,orwhenastudentchoosestonot respondtorequestsfromthedeanofstudentsforadisciplinaryhearing,untiladisciplinaryhearing occurs

11. Expulsion:exclusionfromthecampusforanindefiniteamountoftime.Formalapplicationfor readmissionisrequired.Expelledstudentsareprohibitedfromcomingontocampuswithout advancedapprovalofthedeanofstudents.

Othersanctionsmaybedesignedtorespondtoaparticularinfraction.
