Rimini provincia accessibile - Progetto Un territorio per tutti / Rimini, an accessible province - The Place for Everyone Project

Le strutture elencate di seguito hanno partecipato al progetto “Un territorio per tutti” promosso dall’Associazione La Locomotiva Onlus, Associazione Pedalando e Camminando, Associazione Marinando, Associazione Auser, Associazione Uildm, Associazione Rimini Rescue, Associazione Lega Navale Rimini e SpiCGIL operanti nell’ambito della tutela dei diritti delle persone disabili, degli anziani e della mobilità, con il sostegno di Volontarimini - Centro di servizio per il volontariato della provincia di Rimini, in collaborazione con L’Associazione Italiana Albergatori di Rimini, di Riccione e la Provincia di Rimini. “Un territorio per tutti” è un’occasione di progettazione partecipata dell’offerta turistica della città, con un’attenzione particolare ai bisogni delle persone diversamente abili o con bisogni speciali (disabili, anziani, ecc.), attraverso un nuovo approccio che valorizza tutte le positività e gli elementi di forza già presenti sul territorio. Un gruppo di esperti, composto da tecnici, disabili e rappresentanti delle associazioni di volontariato, visitano le strutture ricettive accessibili che aderiscono al progetto per raccogliere informazioni dettagliate rispetto ai servizi di accoglienza di persone diversamente abili, ad esempio la disposizione degli arredi nelle stanze e nei bagni, l’inclinazione delle rampe, le dimensioni delle porte e degli ascensori, ecc. La rilevazione avviene mediante una scheda realizzata attraverso la metodologia europea C.A.R.E. Dato che ogni diversamente abile ha peculiari e specifiche difficoltà e necessità, poter verificare esattamente se un servizio o una struttura è adeguata alle proprie esigenze ottimizza l’accoglienza turistica offerta garantendo una maggiore soddisfazione dei clienti. Inoltre il progetto verifica l’accessibilità dei percorsi urbani di collegamento ai principali punti di interesse nonché ai servizi utili alla fruibilità del territorio (hotelstabilimento balneare attrezzato, hotel-mezzi pubblici, hotel-negozi/ristoranti, hotel-monumenti e centro storico) e propone alle amministrazioni competenti l’abbattimento di eventuali barriere esistenti per rendere l’intera vacanza un’esperienza positiva e appagante.

The accommodation facilities listed below are all taking part in the “The Place for Everyone” project promoted by the La Locomotiva Onlus Association, Pedalando e Camminando Association, Marinando Association, Auser Association, Uildm Association, Rimini Rescue Association, Lega Navale Association Rimini and SpiCGIL, which operate in the sector of safeguarding the rights of the disabled and the elderly and in the sector of mobility, with the support of Volontarimini - a service centre for voluntary work in the province of Rimini - and in collaboration with the Italian Hoteliers Association of Rimini and Riccione and the Province of Rimini. “The Place for Everyone” is an opportunity for participatory planning of the city’s tourism offer, with particular focus on the requirements of people who are disabled or have special needs (the disabled, the elderly, etc.), based on an approach that promotes all the positive aspects and strengths that already exist on the territory. A group of experts, including engineers, the disabled and representatives of voluntary associations, will visit the accessible accommodation facilities adhering to the project in order to obtain detailed information regarding the services and facilities available for the disabled. These will include, for example, the layout of furniture and fittings in rooms and en-suite bathrooms, the inclination of access ramps, the size of doors and lifts, etc. The data will be collected using a form drawn up based on European C.A.R.E. methodology. Given that each disabled person has peculiar and specific difficulties and needs, being able to check precisely whether a service or accommodation facility meets these particular needs will optimize the tourism hospitality offer and guarantee greater customer satisfaction. Furthermore, the project will check the accessibility of urban connection routes to the main points of interest, as well as to services that favour accessibility to the territory (hotel-beach establishment with facilities, hotel-means of public transport, hotel-shops/restaurants, hotel-monuments and old town centre) and makes recommendations to the competent administrations regarding the demolition of any barriers in order to make the entire holiday a more positive and gratifying experience.

Leggi, Decreti, Usi e Consuetudini in materia di turismo Il prezzo alberghiero - L’albergatore ha facoltà di diversificare il prezzo a suo criterio, entro il massimo denunciato. (L. 284 del 25/8/91 e L.R. 16/2004). - I prezzi devono essere esposti nel locale adibito al servizio di ricevimento e nelle camere su appositi cartellini (Decreto M.T. 16/10/91 e L.R. 16/2004). - Il prezzo di pensione completa per persona viene praticato per un soggiorno che raggiunga il minimo di tre giorni di permanenza continua in albergo. Può essere applicato il prezzo alla carta dei servizi prestati per un soggiorno inferiore ai 3 giorni. (RDL 2049/1935). La prenotazione - La legge italiana non disciplina espressamente il “contratto d’albergo”. Poiché la validità del contratto è data dal consenso delle parti contraenti, ciò può avvenire sia in forma orale che in forma scritta. L’assenza di una documentazione può determinare tuttavia difficoltà di soluzione ad eventuali controversie, è quindi consigliabile che la prenotazione avvenga per iscritto e per iscritto confermata (Raccolta Provinciale Usi). - All’arrivo in albergo, sistemazioni o caratteristiche alberghiere non conformi alla prenotazione, se accettate dal turista, annullano ogni precedente accordo. La partenza anticipata - La partenza anticipata rispetto al periodo prenotato può comportare l’applicazione di una penale fino ad un massimo di tre volte il prezzo di camera (Raccolta Provinciale Usi). La responsabilità dell’albergatore - La responsabilità dell’albergatore per furti o danneggiamenti di oggetti di proprietà dei clienti è prevista in apposite disposizioni di legge (C.C. artt. 1783, 1784, 1785, 1786).

General information The numbers in brackets alongside the hotel name indicate the number of rooms (C.), beds (L.) and bathrooms (B.) available. In line with the regulations already in force in other European countries, hotel classification is expressed by a star rating system (from 1 to 5), which has been recognised by the competent local Municipality and in which the greater the number of stars, the higher the category. The hotel prices refer to rooms with en-suite bathroom. They are on two lines and are expressed in euro at the maximum rate (max.) declared by the hotelier: - the first line refers to low season (until 20th June and from 1st September onwards); - the second line refers to high season (from 21st June until 31st August, from 20th December until 7th January and the Easter period, in concomitance with Italian school holidays). Full-board prices are valid for stays of not less than 3 nights and are intended as per person. Prices are inclusive of V. A. T. (Value Added Tax). Prices do not include drinks or any additional services. The data contained in this yearbook is based on 2013 price declarations, which were submitted by each individual operator to the Province of Rimini by 1st October 2012, and on the information supplied by the Municipalities. Prices quoted may be subject to variations from 01.06.2013 onwards. Any claims concerning correct price applications and accommodation can be presented to the I.A.T. (Tourist Information) Offices of the Province of Rimini, who will be pleased to assist in such matters and will undertake to forward the relevant complaints to the bodies concerned. Disputes between hoteliers and guests are regulated by the current provisions in force (laws, regulations, uses and practices in the tourism sector).

Laws, Decrees, Uses and Practices in the Tourism Sector Hotel prices - Hoteliers reserve the right to determine room charges providing they fall within the declared maximum rate (Law no. 284 of 25/8/91 and Regional Law 16/2004). - Prices must be clearly stated on special display cards both in the hotel reception and in rooms (M.T. Decree 16/10/91 and Regional Law 16/2004). - Full-board prices per person are applicable for continuous stays of a minimum of three nights at the same hotel. Different prices may be applied for services provided for guests staying less than three nights. (RDL no. 2049/1935). Bookings - Italian law does not expressly regulate “hotel contracts”. The validity of a contract is based on the consensus of the two parties involved, which may be agreed either verbally or in writing. As the absence of any documentation makes it difficult to resolve disputes, it is advisable to ensure that both bookings and confirmations are made in writing (Usi Provincial Archive). - On arrival at the hotel, tourists who find that either the accommodation arrangements or hotel features do not conform to the booking made, may choose to accept them, yet by doing so, effectively annul any previous agreements made. If, however, they do not accept them, they have the right to be provided with accommodation in another hotel in the same category or in a superior category. The hotelier will be held responsible for settling any differences in price. (Usi Provincial Archive). Deposits - Advance deposits paid by clients who subsequently cancel bookings may be retained by the hotelier as compensation. If the hotelier cancels the client’s reservation, the client has the right to claim back double the deposit paid. (Civil Code paragraphs 1385 and 1386). Early departures - If clients depart earlier than the foreseen date, they may be required to pay a penalty of up to a maximum of three times the room price (Usi Provincial Archive). Hoteliers’ responsibilities - The hotelier’s responsibility for the theft of, or damage to, the property of clients is outlined in special legal provisions (Civil Code paragraphs 1783, 1784, 1785 and 1786).

Die Vollpensionspreise verstehen sich für einen Aufenthalt von mindestens drei Tagen pro Person. Die Mehrwertsteuer (I.V.A.) ist im Preis inbegriffen. Nicht inbegriffen sind Getränke und zusätzliche Serviceleistungen. Die im vorliegenden Hotelverzeichnis angegebenen Daten wurden den Meldungen der einzelnen Hotels für das Jahr 2013, die bis zum 1.Oktober 2012 bei der Provinz von Rimini eingereicht worden sind, und den Informationen seitens der Gemeinden entnommen. Die Preise können ab dem 01.06.2013 geändert werden. Evtl. Beschwerden wegen nicht korrekter Preise oder einer mangelhaften Beherbergung können in einem der I.A.T. Büros (Touristeninformation und -aufnahme) der Provinz Rimini eingereicht werden. Hier erhalten Sie Beistand und Ihre Beschwerde wird ggf. an die zuständige Behörde weitergeleitet. Streitfälle zwischen Hotel und Gast werden nach den geltenden Bestimmungen geregelt (Gesetze, Vorschriften, Gebräuche und Gewohnheiten im Tourismusbereich).

Gesetze, Dekrete, Gebräuche und Gewohnheiten im Tourismusbereich Der Hotelpreis - Das Hotel ist berechtigt, den Preis bis hin zum angegebenen Maximum nach seinen Kriterien zu variieren (Gesetz Nr. 284 vom 25.8.91 und Regionalgesetz 16/2004). - Die Preise müssen im Empfangsbereich und in den Zimmern auf dafür vorgesehenen Tafeln ausgehängt werden (Dekret M.T. 16.10.91 und Regionalgesetz 16/2004). - Der Vollpensionspreis pro Person gilt bei einem Aufenthalt von mindestens drei aufeinander folgenden Tagen. Bei einem Aufenthalt von weniger als drei Tagen kann ein Preis auf Basis der Preisliste für den erbrachten Service verlangt werden (RDL Nr. 2049/1935). Die Buchung - Der “Beherbergungsvertrag” wird vom italienischen Gesetz nicht ausdrücklich geregelt. Weil die Gültigkeit des Vertrages durch den Konsens der Vertragsparteien gegeben ist, kann dies sowohl in mündlicher wie in schriftlicher Form geschehen. Dennoch kann das Fehlen einer Dokumentation Schwierigkeiten für die Lösung evtl. Kontroversen bewirken; deshalb ist es ratsam, dass die Buchung schriftlich erfolgt und schriftlich bestätigt wird (Provinz-Sammlung der Gebräuche). - Wenn bei der Ankunft im Hotel die Unterbringung oder andere Beherbergungsmerkmale, die nicht der Buchung entsprechen, vom Touristen akzeptiert werden, annullieren sie jede vorhergehende Vereinbarung. Falls sie nicht akzeptiert werden, ergibt sich das Recht auf Unterbringung in einem anderen Haus gleicher oder höherer Kategorie. Bei unterschiedlichem Preis ist das Hotel gehalten, die Differenz zu zahlen (Provinz-Sammlung der Gebräuche). Die Anzahlung - Wenn der Kunde den Aufenthalt, für den er eine Anzahlung geleistet hat, nicht antritt, kann das Hotel sie als Entschädigung einbehalten. - Hält das Hotel sich hingegen nicht an den Vertrag, hat der Kunde Anrecht auf eine Verdopplung dieser Anzahlung (Bürgerliches Gesetzbuch Art. 1385, 1386). Vorzeitige Abreise - Eine Abreise vor dem Ende des gebuchten Zeitraums kann zur Anwendung einer Strafe führen, die maximal den dreifachen Zimmerpreis ausmachen darf (Provinz-Sammlung der Gebräuche). Die Verantwortung des Hotels - Die Verantwortung des Hotels bei Diebstählen oder Beschädigungen am Eigentum der Kunden ist in eigenen Gesetzen geregelt (Bürgerliches Gesetzbuch Art. 1783, 1784, 1785, 1786). 7

Informations générales Les chiffres entre parenthèses placés après la dénomination de l’hôtel se réfèrent au nombre de chambres (C.), de lits (L.) et de salles de bains (B.). Conformément aux règles appliquées dans d’autres pays européens, la classification des hôtels est approuvée par la Mairie compétente pour chaque territoire et est exprimée par un nombre d’étoiles (de 1 à 5) d’autant plus élevé que l’est la catégorie. Les prix des hôtels se réfèrent à des chambres avec salle de bains et correspondent aux tarifs maximaux (max.) déclarés par l’hôtelier; ils sont exprimés en euros et placés sur deux lignes: - la ligne supérieure concerne la basse saison (jusqu’au 20 juin et à partir du 1er septembre); - la ligne inférieure se rapporte à la pleine saison (du 21 juin au 31 août, du 20 décembre au 7 janvier et la période de Pâques coïncidant avec les vacances scolaires italiennes). Les tarifs de pension complète sont applicables pour un séjour minimum de 3 jours et s’entendent par personne. La T.V.A. (Taxe sur la valeur ajoutée) est comprise dans le prix. Les prix ne comprennent ni les boissons ni les services extra. Les données contenues dans le présent annuaire sont tirées des déclarations officielles des prix pour l’année 2013, présentées par chaque hôtelier au bureau compétent de la Province de Rimini avant le 1er octobre 2012, ainsi que des renseignements fournis par les Mairies. Les prix indiqués sont susceptibles de modifications à partir du 01.06.2013. Toute réclamation concernant l’application correcte des tarifs ainsi que la structure hôtelière peut être présentée à l’un des bureaux I.A.T. (Information et Accueil Touristique) de la Province de Rimini, ceux-ci pourvoyant à l’assistance touristique et au suivi de ces mêmes éventuelles réclamations. Tout litige entre hôtelier et client sera régi par les normes de la loi en vigueur (lois, règlements, us et coutumes en matière de tourisme).

Lois, Décrets, Us et Coutumes en matière de tourisme Le tarif hôtelier - L’hôtelier a la faculté de diversifier le prix selon son jugement, dans les limites des tarifs maximaux déclarés (L. n° 284 du 25/8/91 et L.R. 16/2004). - Les prix doivent être exposés dans le local accueillant le service de réception et dans les chambres sur des fiches prévues à cet effet (Décret M.T. 16/10/91 et L.R. 16/2004). - Le prix de pension complète par personne est appliqué pour un séjour minimal de trois jours consécutifs auprès de l’hôtel. Pour un séjour inférieur à trois jours, le prix “à la carte” des services fournis peut être appliqué (RDL n. 2049/1935). La réservation - La loi italienne ne réglemente pas expressément le “contrat d’hôtel”. La validité du contrat étant donnée par le consentement des parties contractantes, celui-ci peut être établi tant sous forme orale que sous forme écrite. L’absence de documentation pouvant toutefois déterminer des difficultés de solution à tout éventuel litige, la réservation effectuée par écrit et confirmée par écrit est donc conseillable (Recueil Provincial d’Usages). - A l’arrivée à l’hôtel, les hébergements ou les caractéristiques hôtelières non conformes à la réservation qui sont toutefois acceptés par le touriste annulent tout accord précédent. Dans le cas où ils ne soient pas acceptés, ils donnent droit à un hébergement dans un autre hôtel de même catégorie ou de catégorie supérieure. En cas de disparité de prix, l’hôtelier est tenu au paiement de la différence (Recueil Provincial d’Usages). Les arrhes - Si le client renonce au séjour pour lequel il avait versé des arrhes, l’hôtelier peut les garder à titre d’indemnisation. En cas de défaillance de la part de l’hôtelier, le client a droit au double du montant d’arrhes versé (C.C. articles 1385 et 1386). Le départ anticipé - Le départ anticipé par rapport à la période réservée peut comporter l’application d’une pénalité pouvant s’élever à un maximum de trois fois le prix de la chambre (Recueil Provincial d’Usages). La responsabilité de l’hôtelier - La responsabilité de l’hôtelier en cas de vols ou de dommages d’objets appartenant aux clients est régie par les dispositions de la loi prévues à cet effet (C.C. articles 1783, 1784, 1785 et 1786).

Informaciones de carácter general Los números entre paréntesis al lado del nombre del hotel se refieren al número de las habitaciones (C.), de las camas (L.) y de los cuartos de baño (B.). De conformidad con la normativa vigente en otros países europeos, la clasificación de los hoteles es reconocida por el ayuntamiento de competencia para el territorio y se expresa por medio de un número de estrellas (de 1 a 5), que es mayor o menor en función de la categoría de los mismos. Los precios de los hoteles se refieren a habitaciones con cuarto de baño, se expresan en euros indicando el valor máximo declarado por el hotelero y están dispuestos en dos columnas: - la primera de arriba se refiere a la temporada baja (hasta el 20 de junio y a partir del 1 de septiembre); - la de abajo significa temporada alta (del 21 de junio al 31 de agosto y del 20 de diciembre al 7 de enero y Semana Santa-Pascua en coincidencia con las vacaciones escolares italianas). Los precios de la pensión completa se aplican por una estancia no inferior a tres (3) días y se entienden por persona. El IVA (Impuesto sobre el Valor Añadido) está comprendido en el precio. Los precios no comprenden las bebidas y los servicios extra. Los datos contenidos en el presente anuario proceden de las declaraciones de los precios para 2013 presentadas por cada operador a la Diputación Provincial de Rímini dentro del plazo del 1 de octubre de 2012 y de las informaciones facilitadas por los ayuntamientos. Los precios indicados pueden sufrir variaciones a partir del 01.06.2013. Las eventuales reclamaciones, relativas a la correcta aplicación de los precios y a la estructura receptiva, pueden ser presentadas en las oficinas I.A.T. Informaciones y Acogida Turística, situadas dentro de la provincia de Rímini, que facilitan su propia asistencia y se encargan del eventual envío a los organismos de competencia. Las controversias entre quien proporciona el alojamiento y el cliente se regulan a tenor de las normas vigentes (leyes, reglamentos y usos y costumbres en tema de turismo).

Leyes, decretos, usos y costumbres en tema de turismo Precio del hotel - El hotelero tiene la facultad para diversificar el precio según su propio criterio, dentro del mínimo o el máximo denunciado (Ley n. 284 de 25.8.91 y Ley Regional 16/2004). - Los precios deben estar expuestos en el local destinado al servicio de recepción y en las habitaciones con letreros apropiados (Decreto del Ministerio de Turismo italiano de 16.10.91 y Ley Regional 16/2004). - El precio de la pensión completa por persona se aplica para una estancia que cubra un mínimo de tres (3) días de permanencia continua en el hotel. Se puede aplicar el precio a la carta por los servicios prestados en una estancia inferior a tres (3) días. (Real Decreto Ley n. 2049/1935). Reserva - La ley italiana no disciplina expresamente el “contrato de hotel”. Puesto que la validez del contrato es dada por el consenso de las partes contrayentes, dicho consenso puede producirse tanto de palabra como por escrito. La ausencia de una documentación puede dar lugar, no obstante, a dificultades en la solución de eventuales controversias y por ello se aconseja que la reserva se haga por escrito y se confirme por escrito (Repertorio Provincial de Usos). - A la llegada al hotel, el alojamiento o las características hoteleras que no sean conformes con la reserva, si se aceptan por parte del turista, anulan todo acuerdo anterior. De no aceptarse, dan derecho a alojamiento en otro hotel de igual categoría o de categoría superior. En caso de precio diferente, el hotelero tiene la obligación de pagar la diferencia (Repertorio Provincial de Usos). Paga y señal - Si el cliente renuncia a la estancia por la que había anticipado una paga y señal, el hotelero puede considerarla como una indemnización. - Si el incumplimiento es del hotelero, el cliente tiene derecho a percibir el doble de la paga y señal (artículos 1385 y 1386 del Código Civil italiano). Salida anticipada - La salida anticipada respecto al período reservado puede comportar la aplicación de una penalización de hasta un máximo de tres veces el precio de la habitación (Repertorio Provincial de Usos). Responsabilidad del hotelero - La responsabilidad del hotelero por robo o daño a los objetos de propiedad de los clientes está prevista por las oportunas disposiciones de ley (artículos 1783, 1784, 1785 y 1786 del Código Civil italiano). 9

В соответствии с уже принятыми правилами в других европейских странах, классификация гостиниц определяется органами того города на территории которого находится гостиница, и выражается количеством звёзд (от 1 до 5): чем больше звёзд, тем выше категория. Указанные цены на номера с ванными комнатами выражены в евро в максимальном размере (макс.), заявленном администрацией гостиницы, и расположены на двух строках: - верхняя строка обозначает мёртвый сезон (до 20 июня, и с 1 сентября и далее) - нижняя строка обозначает разгар туристического сезона (с 21 июня по 31 августа, с 20 декабря по 7 января, а также Пасха во время школьных каникул в Италии). Цены за полный пансион подразумевают проживание одного человека не менее 3 дней. НДС (налог на добавленную стоимость) включён в цену. В цены не включены напитки и дополнительные услуги. Указанные в данном ежегоднике цены получены из заявленных организациями цен на 2013 год в Администрацию провинции Римини до 1 октября 2012 года, а также информации, предоставленной городскими управлениями. Указанные цены могут быть изменены с 01.06.2013 года. Претензии по правильности применения цен и по принимающей структуре могут быть выставлены в любое из отделений IAT (Информация и размещение туристов), расположенных на территории провинции Римини, которые предоставляют помощь в данных вопросах и, при необходимости, делают заявления в компетентные органы. Разногласия между предоставляющей жильё структурой и гостем регулируются действующими правилами (законы, регламенты, правила и нормы в области туризма). Законы, декреты, правила и нормы в области туризма Цена гостиницы - Администрация гостиницы имеет право изменить цену по своему усмотрению до размера заявленного максимума (Закон № 284 от 25/8/91 и областной закон № 16/2004). 10

- Цены должны быть выставлены в предназначенном для приема гостей помещении, а также в номерах, на специальных табличках (Указ Мин. Туризма от 16/10/91 и областной закон № 16/2004). - Цена за полный пансион на человека применяется в случае непрерывного проживания в гостинице в течение трёх суток минимум. За редоставленные услуги при проживании менее трёх суток могут применяться цены из прейскуранта (Королевский указ 2049/1935). Бронирование - В итальянском законодательстве нет чёткого регламента по «гостиничному контракту». Так как действительность контракта обусловлена согласием договаривающихся сторон, согласие может быть выражено как в устной, так и в письменной форме. Тем не менее, отсутствие документации может затруднить решение возможных разногласий, следовательно, рекомендуется бронировать и подтверждать бронирование гостиницы в письменной форме (Сборник правил провинции). - При прибытии в гостиницу, если размещение и характеристики гостиницы не соответствуют забронированным, но были приняты туристом, то это аннулирует любое предыдущее соглашение. Если они не принимаются, то это даёт право на размещение в другой гостинице равной или высшей категории. В случае разницы в цене администрация гостиницы обязана оплатить разницу (Сборник правил провинции). Аванс - Если клиент отказывается от пребывания, за которое был внесен аванс, то администрация может удержать его в качестве возмещение ущерба. - Если же свои обязательства не выполнила администрация гостиницы, то клиент имеет право на возмещение аванса в двойном размере (Г.К., ст. 1385, 1386) Преждевременный выезд - Преждевременный выезд относительно заказанного периода может повлечь штраф в размере максимум трёх стоимостей номера (Сборник правил провинции). Ответственность администрации гостиницы - Ответственность администрации за кражи или повреждения принадлежащих клиентам предметов предусмотрена специальными требованиями закона (Г.К. ст. 1783, 1784, 1785, 1786).
