Positive views t was great seeing the industry getting together at the International Awards for Powered Access (IAPAs) last month and celebrating some truly outstanding entries. As co-organisers of the IAPAs, we here at Access International would like to congratulate all the winners and, indeed, all those shortlisted; it was a tremendous effort by all to create a very enjoyable evening in Washington DC. Find out who took home the trophies in the IAPA Winners roundup, starting on page 15. If you were not there on the night, apart from missing a great evening out, you may not have heard the date and location of the 2016 IAPA awards – they will take place in Madrid, Spain, on Thursday, 17 March. The IAPAs were held on the same day as the IPAF Summit, which again offered a great line-up of speakers, not least Frank Nerenhausen, president of JLG Industries, who took the audience on a journey into the future – in many ways the very near future - to discover how technology will make the industry safer and more effective. Read more about that in IPAF’s Raising the Standard, starting on page 37. Another illuminating presentation came from Norty Turner, CEO of Riwal. He provided a step-by-step guide to expanding a well-established rental company into emerging nations. Speaking from experience, Mr Turner set out the do’s and don’ts of making the leap into unknown territory, and remains convinced that those who make the first move will have the upper hand. Much of Mr Norty’s presentation is repeated here, starting on page 11. An example of a country ready for fast growth is India – that is according to Mr Norty and resident journalist Partha Pratim Basistha. In his report, starting on page 53, Mr Basistha spells out his view of the future for India and pinpoints some of the challenges found in developing internal growth. Turning to Europe, Intermat should be a good indicator of growth prospects in the continent. The international construction exhibition takes place in Paris during April, and in this issue’s Stop Press we provide some last minute news of product launches that will be there. It promises to be a well-attended and vibrant show, so let’s hope it is the springboard for a positive year ahead in Europe.

WORLD NEWS IN BRIEF ■ Mateco has bought a number of Ruthmann truck mounts in a single order. The order includes Steiger TB 220.2, TB 270, and TBR 220 models in the 3.5 tonne gross vehicle weight (GVW) category. In the 7.49 tonne category, Mateco added another Steiger T 330.1 to its fleet, as well as a number of new City-Steiger TU 285 models. The TU 285 is designed to be compact thanks to the rear-mounted tower. Mateco has also reordered Height performance models in the 40 m, 54 m and 63 m categories. ■ Leguan Lifts of Finland, sister company of compact tool specialist Avant Tecno, will launch its 135 in the UK in May. The Leguan 135 tracked platform has a number of new features designed to make operation easier, safer and more efficient. The 135 provides automatic levelling with up to 13.2 m vertical and 6.8 m horizontal reach with a safe working load in any position of 140 kg. It will be launched in the UK during the Vertikal Days exhibition in May. ■ Thermoil has appointed parts specialist IPS as its exclusive UK distributor for its Battery De-Mister and Battery De-Sulfater products. These non-hazardous additives are desigend to optimise the performance and prolong the life of lead acid batteries used in access platforms. IPS is also launching its own Power series of 6V deep cycle traction batteries for aerial lifts. Compatible with all leading powered access brands, these pure lead batteries come with a two year warranty. The initial Power range features five batteries ranging from 220Ah to 380Ah.
Riwal doubles capital expenditure in 2015 Aerial work platform and telehandler rental specialist Riwal has announced it is doubling its capital expenditure budget for this year. Chief executive officer Norty Turner said the investment was part of a strategy to “provide customers with the most advanced solutions possible.” Mr Turner added, “With this investment in the rental fleet, we continue to offer a newer, more
diverse and versatile equipment range.” The Netherlands-based company said it will invest €80 million in its rental fleet. Of this, close to €50 million is earmarked for renewals. The balance will be spent on expansion investment to support Riwal’s international growth programme. The company already has operations in 18 countries on four continents.
Riwal’s investment will see more than 3000 new platforms and telehandlers purchased, including brands such as JLG, Genie and Holland Lift. Specific new models include the 58-metre working height JLG 1850SJ Ultra Boom, and hybrid machines such as the JLG H340AJ and Holland Lift HL275 H25. Also included in the fleet plan is the Genie Z33/18 and Z62/40.
Palazzani grows emerging markets Italy-based Palazzani has increased its sales in the growing markets of Russia, Thailand and Qatar. The company sold its first platform in Thailand, a TZX 225/C Bi-energy, to its new distributor Faster Enterprise and company. Faster Enterprise has been selling AWPs in Thailand since 2003. “In 2014 we were pleased to add Palazzani to our already well received Genie and Instant Upright brands for which we are distributor throughout Thailand,” said Faster Enterprise CEO Mr Warapat. Mr Warapat claims Faster Enterprise dominates sales
of aerial work platforms in Thailand, with a 60% market share. He said the TZX 225/C would be ideally suited to work in Bangkok’s Central World and Mega shopping malls. It will also be rented to the Siam project, consisting of apartments and retail outlets on the Chaophraya river. Palazzani distributor for Russia Vertex supplied a Ragno TZX 170 spider to the Chaika medical and
recreational health centre Chaika in the Sakhalin region. The machine will be used for maintenance of engineering, communication and sports facilities within the complex, as well as for the set-up of events. In addition a 48 m working height Ragno XTJ 48/C has been used in luxury commercial building Eye of Qatar for general maintenance. See picture below.
TEUPEN WIDENS FRENCH DISTRIBUTION France-based Groupe Tilly has signed a distribution deal with Teupen to represent its tracked platforms. The contract covers the east of France (Alsace, Lorraine, Bourgogne and Franche Comté), as well as Luxembourg, with the pair of companies first making an appearance together in April at Intermat in Paris. Marc Valtel, sales manager for Teupen in France, said Groupe Tilly’s leading market position as a heavy equipment distributor would be of great benefit to Teupen. “This partnership will strengthen our position in the French market and give us an even better ability to service customers with their after sales needs”. Group Tilly focuses on the east of France with 70 years’ experience. It represents heavy brands like Manitou, Toyota, Liebherr, Belle, Hamm and Voegele. Pierre Tilly, general manager and CEO of Groupe Tilly, added, “With the brands we represent we offer the highest possible level of quality and the most innovative technology.”

WORLD NEWS IN BRIEF ■ Genie has delivered the first 180 ft SX-180 boom in Saudi Arabia to rental company Zoom Al Andalus Trading. “In Saudia Arabia there has been great anticipation throughout the industry about the arrival of this new super boom model and our customers are going to really value its potential out in the field,” said Farid Jaber, company consultant for Zoom Al Andalus Trading & Co. The SX-180’s 186 ft working height is required for steel constructions, maintenance and for power plants, said Zoom Al Andalus. The boom is seen as an alternative to truck mounted booms, cranes and other boom lifts. ■ SAEMA, the association representing the façade access systems sector, has published three new guidance documents. The first covers rescue and planning, and the second shows how to determine the necessary loads to comply with the requirements of BS EN 1808, the European standard which prescribes the manner in which suspended access equipment should be designed. The third, and latest, is a guide to using components of existing building maintenance systems (BMUs) as anchorage points for industrial rope access equipment - a cause of increasing concern to the association which promotes safety and best practice as its primary objective.

IAPA winners announced The winners of the International Awards for Powered Access (IAPAs) 2015 have been revealed at a lavish ceremony in Washington, DC, USA. Jointly organised by Access International, Access Lift & Handlers and IPAF, the awards celebrated best practice and excellence in the powered access and industry. Around 300 industry professionals gathered at the Crystal Gateway Marriott Hotel to witness the hotly anticipated awards ceremony. More than 100 entries were
received for the 2015 IAPAs. “I would like to congratulate the winners of these prestigious industry awards,” said Euan Youdale, editor of Access International, and non-voting chairman of the judges. “There were many outstanding entries this year which produced a great shortlist and culminated in a fantastic evening in Washington. I would like to thank all those who took part and the judges for all their hard work.” The 2015 IPAF Summit took place on the same day as the IAPAs and included a range of

excellent presentations focusing on how new and existing technologies in the access industry will change the face of the market over the next five to 10 years. AH-Lift, which has operated in the Copenhagen area of Sealand, Denmark, for nearly 30 years, has taken delivery of the country’s first Niftylift HR28 Hybrids. The two machines were purchased mainly because of their Hybrid power system, which allows them to be used inside or out with no noise, said the company. AH-Lift specialises in difficult to access buildings and has invested in a number of Niftylift models over the last year. The HR28 Hybrid can lift three people and tools to a working height of 28 m or an unrestricted outreach of 19 m. Its hybrid system utilises power-optimised diesel supported by the machine’s batteries when extra power is needed. A Diesel Re-Gen feature recharges the batteries without a mains power source and the electric-only mode allows zeroemission operation.

Mixed 2014 for Mills
■ Manitou Group is forecasting 3% sales growth and a 4% to 4.5% improvement in profit margin in 2015 after announcing its 2014 financial results. The group declared a pre-tax operating profit of €48.2 million, more than double the figure announced 12 months ago. The Materials Handling and Access (MHA) division produced profits of €20.3 million, with continuing success in Northern European markets. Services and Solutions’ profit was €11 million, which the company attributed both to increased sales and new product launches during the year. The most significant change was in the Compact Equipment Products division, which posted an increase in sales of 17% for an operating profit of €16.8 million, up almost €5 million year on year.

■ Ashtead Group chief executive Geoff Drabble praised the performance of both its subsidiaries as the rental specialist announced record pre-tax third quarter profits. The UK-based company finished the nine months to 31 January with a surplus of £379 million (€523 million). Of that, Sunbelt Rentals in the US was responsible for £397 million (€547 million) and the British firm A-Plant contributed £38 million (€52 million) before financing costs were taken into account. Mr Drabble said, “It’s pleasing to be able to report another strong quarter, with underlying pretax profits up 33% on the previous year.”

A Barin AB 13/S has been delivered to the government in Thailand. The new bucket-type underbridge inspection unit from Barin will be operating in Thailand in the next few weeks. The bridge construction section of the country’s government department of rural roads, based in Bangkok, specifically asked for a Barin model from the manufacturer’s AB Line bridge inspection range. The AB 13/S was delivered this month and in April Barin engineers will travel to Thailand to prepare it for use and provide training. Manufactured in Italy and assembled on a 3-axle Scania P 310 lB 6x2 MLB truck chassis, the government will use the unit to inspect all bridges on the country’s road network. Features of the AB 13/S include a bridge barrier clearance of 3.6 m, a sidewalk clearance 3.2 m. Horizontal outreach underbridge is 14.5 m, while maximum vertical depth underbridge is 19 m and maximum overhead outreach is 16.7 m. Maximum bucket capacity is 250 kg. Gross vehicle weight is 24 tonnes.

New boundaries Norty Turner, CEO of Riwal, explained to an international audience how established rental operations should approach emerging powered access markets.
here was a wide range of fascinating presentations at the IPAF Summit, held in Washington DC, USA, at the end of March. In one of them, Norty Turner, the CEO of rental giant Riwal, provided an illuminating insight into the challenges faced by rental companies attempting to make headway in emerging nations, and came up with a number of solutions. Mr Turner began his presentation with a story based in India, where 20000 km of railway is being built: “Back in 2011 we started on a journey to educate the Delhi Metro Corporation of the benefits of powered access - we got nowhere. We talked to project consultants, the safety team, the maintenance team and to senior management. We conducted 70 presentations – at that point we still hadn’t rented one machine. Now, why would we go through such pain and take so long to rent that first machine? Why would we go to India in the first place? There are some main drivers: growth of revenue and profitability; economies of scale; following your own customers abroad – they will take you with them; spreading your risk with geographical diversity; attaining fleet

fluidity – the fleet needs to flow for the best yield to be found. And there is also a moral component; when the people in this industry spread powered access to new markets, we save lives. In 2009, the GDP of the top seven emerging countries - let’s call them the E7: China, India, Brazil, Russia, Indonesia, Mexico and Turkey, was two thirds the GDP of the G7: USA, Germany, Japan, UK, France, Italy and Canada. In 2015 the E7’s GDP is going to double the G7’s GDP. If you live in Europe or North America, you need to pay attention to what I said; the world is going to change more rapidly then you have ever seen before. The E7 wants to be part of the global discussion.
Where to go Let’s now talk about ‘where’: where do you go? Do you just go to the E7 countries? What criteria do you use do identify an attractive global market? You need a tool. At Riwal we have a market tracking tool. We have growth projections with GDP, non-residential construction and industrial output. We have a got a risk component: country risk, corruption, ease of doing business, currency risk and AWP market development
data. That includes AWP penetration, construction value, and urbanisation rate. Do you know that in India over the next four decades there will be 500 million more people in their cities than today; I think they are going to need some new roads. I think there are go got be some new buildings There are also some other things to consider in terms of where: what’s the level of fiscal responsibility in that area? What trade barriers might that country have put up – is it a stable and legal regulatory environment? What’s the level of access to finance, what’s the public sectors’ capacity to maintain and manage high profile and complex construction projects, and is there track record of doing so? Is there the proper level of talent; are there civil engineers, electrical/mechanical engineers, architects, designers, surveyors, project managers, technicians, machine operators - is that talent on the ground?
How to do it That’s a little bit about where. Now I am going tell you ‘how’. The first way to start is used machines sales. At Riwal it’s been a first contact from us with many rental companies across the world, and they have really become APRIL 2015

RENTAL WORLDWIDE strategic customers. We have invited them in to our operations and we have shared our knowledge: commercial knowledge, maintenance knowledge and IT. We have contributed to their growth and they have become leading companies and elevated the access indsurty in their markets. If they didn’t have the cash to buy the machine up front, we re-rented the machines. We have done that from Brazil and South Africa to Singapore and Romania. The second way is through high profile international projects. You will notice international projects have financial and productivity demands that traditional work at height methods are often not able to support. And those high value, high profile projects can be a beachhead for you to leverage. Then there are subcontractors underneath the international contractors; more than likely those subcontractors are local. Then you start renting to them and they spread the word, and before you know it you have market. You need logistics expertise to pull this off. And if there’s not an international company that’s managing that project, just like in the Delhi Metro Corporation, there are probably international property consultants - you can speak to them. Safety consultants can play a key role in helping you develop an AWP market. And if you are really good, you can get it written into the contract that the use of access machines is mandatory. And if you are good, just good, you can get it written in that it is advisable. It works, we did it. Another key component of international projects is the use of track units. These are amazing little pieces of technology – we have 130 machines on rent in Australia right now and we can pull up exactly what we want on those machines; we know when the maintenance is due, we know if they are being used, and we know everything about them. Now we are going to talk about the third way of ‘how’: Greenfield investment. This is where it gets serious - money has to be put on the table. Are you sure you are ready for this? What experience do you have with the market? Do you know how it works? Because if you don’t know how it works, you will lose money. The most important decision you make when it comes to greenfield investment is the local manager that you hire. That’s the number one decision that will determine whether you will be successful or not. That local manager needs to be trustworthy, have the right vision, and share your vision. They need to have financial acumen and need to be able to attract quality employees and attract quality suppliers and needs to be able to liaise with government officials as the market evolves. There’s another reason for success; we all have our way of going about the rental business. Can you you teach your local manager your way? Is it all very clear, is it laid

You need to be able to bring that manager in and it has to be consistent; do you have a way that is consistent across every one of your depots, taking local, cultural practices into account? At Riwal, we have the Riwal way, and it’s how we approach the entire rental value cycle. The rental business is all about taking care of the customer in the best possible way with the right amount of assets and the right amount of people - no more and no less. If you are measuring your way and processes, then you can manage it and improve it and teach it to that local manager. Another critical component of taking on those new markets is audit compliance. Do you have an internal control framework to which you can hold that local manger accountable and show them how you do things and that it’s non-negotiable? All the manufacturers are ready to help, because when you are successful, they are successful. They will bring contacts, they will bring introductions, training and support and you will leverage your relationships with them.
Making money I have told you the why, where, how and now I am going to tell you how to make money. How do you take the access industry in the market to the next level? You can join major trade associations; we joined a major trade association in a developing market and we
got access to 6000 contacts overnight and we became their preferred supplier over time. You can organise open house days, demonstration days, products knowledge days. Feed them and they will come, it works every time - eat and learn. Tell your existing client base that you are going abroad; they will be thinking, “thank goodness, I’m really glad you are going to be there, I didn’t know who to call.” Encourage safety days on construction sites in conjunction with the government. Become an IPAF training facility and sponsor IPAF initiatives and regional meetings. Take part in trade shows and conventions, publish success stories with customer case studies and then take prospective clients right through those success stories to show them how you have driven safety and productivity. Use different marketing channels; in Kazakhstan we created a video of how you actually use these machines. Not about how you operate them and the whole safety component, just simply what you do with them. You have the chance to shape a frontier market. You are at the point of diverging paths and as those paths diverge they get further and further apart. Right there you have a chance to influence that market - it’s an opportunity. Effective fleet management is critical in how to make money in those global markets. Do you have the data, what is your total cost of ownership down to serial number. Government lobbying efforts are another great way to make money. IPAF is ready to help. GDP growth through productivity gains is a story that all governments love. But you need to be aware that it’s not easy, and the downside can be really bad but the upside can be fantastic. Coming back to the Delhi projects, we are now the preffered supplier of access machines and we have loads of them out there. And we fully expect on future metro projects in India we will be the preferred supplier. So, why did we take 18 months and 70 presentations to rent that first machine? Because Riwal is going to part of that global discussion”. AI

PROJECT OF THE YEAR Scanclimber, Finland, and ScanRent and PMB Façade Technology, Malaysia Their extension mast climbing work platform installation on the new IB Tower in Kuala Lumpur included 40 working platforms operating at heights of up to 300 m. It is a joint entry from Finnish manufacturer Scanclimber and two Malaysian companies, rental firm Scan-Rent and cladding contractor PMB Façade Technology. The judges said some of the statistics were almost unbelievable. >

IPAF/ACCESS INTERNATIONAL LIFETIME ACHIEVEMENT AWARD Raymond Smith Raymond Smith started working for his father at RE Smith Manufacturing in 1949, explained Alastair Robertson, who made the award presentation. RE Smith produced specialty sheet metal bending and forming equipment. He bought the company from his father in 1962, and then, in 1969, at the request of customer Iowa Sheet Metal Contractors, he developed a pusharound lift so their 400 work crews could install their equipment more safely and easily. In 1972 Mr Smith developed a self loading device for this push around and in the same year introduced a line of battery powered scissor lifts under the Mite-E Lift brand. In 1975 he introduced a rough terrain lift powered by a Onan generator. It had an articulated suspension and there was not much it could not handle. These lifts were used in the building of the Washington DC Subway. Mr Smith’s large lifts were used by the airline industry, having sold units to BOAC, now BA, Air France, Thai Air, Boeing, Airbus and TWA, among others.

In 1975, Fabick Tractor of St. Louis asked him to develop units for the Alaskan Pipeline. These were used on 400 miles of above ground pipeline. In 1982 the company was sold to Lift-a-loft. At the end of the 1980’s he developed the Phoenix line of scissors with his late son Bo. This product was especially designed for the airline industry, and was eventually sold to Simon Aerials. Since then he has been designing products for different industries and he has developed a low access unit based on the chassis of a wheelchair. He is a Second World War veteran, during which he was a fighter pilot based in Northern Europe, and is an honourably discharged and a liberated prisoner of war. ■

AI reports. he market for larger capacity and often rough terrain capabilities is increasing, with Europe taking a greater interest in these machines, along with the growing number of large warehouses and manufacturing facilities that require them. Skyjack’s high capacity scissors span several machines across its rough terrain scissor range. Its highest capacity unit is the 2000 pound

(908 kg) capacity SJ8831 RT, which has been part of its line-up since 1996 and is capable of supporting six people at a working height of 37 ft. The SJ9250 RT, which was launched in 1992, caters to those demanding a working height of up to 56 ft. While the machines have been continually refreshed with new engines, updated hydraulics, and more, Skyjack says it has retained proven designs that have formed
the backbone of these category classes as a whole for decades. Its most recent update to this class is an upgrade that now permits the SJ9250 RT to drive at a platform height of 30 ft, 30 inch (9.1 m), up from the previous maximum of 26 ft (7.92m). “Being rough terrain machines, it is a vital part of these machines’ application profile to access the worksite in the widest variety of conditions possible,” says Barry Greenaway, Skyjack product manager. To this end, the manufacturer’s 4XlDrive system is a standard feature of both the SJ8831 RT and SJ9250 RT. By using axles with a limited slip front differential and locking rear differential instead of hydraulic wheel drive, the effects of loss of drive wheel traction are minimised or eliminated. This provides maximum rough terrain performance, as well as greatly extending service life over other hydraulic wheel drive designs, says the manufacturer. “The European market has become an increasingly important one for the higher capacity Skyjack rough terrain scissors, with the same drivers to success as the core North American market,” adds Mr Greenway; “Namely, very large work areas with the double 4 ft and 5 ft extension decks, simplicity of service and operation, versatility offered by the rough terrain performance and, most importantly, return on investment in a highly competitive rental market segment through a proven long life of reliable service with minimal upkeep costs. “That said, these Skyjack models can be found most anywhere in the world with increasing uptake in Australasia, Middle East APRIL 2015

and South America. “In order to increase their ROI, customers are demanding increased versatility through material handling features on their large rough terrain scissors.” Mr Greenway adds that a comprehensive solution to satisfy this need will be announced in the coming months. Genie has four height categories of ‘big deck’ scissors that come in three machine widths. The GS69 series is available with a range of power options; diesel, dual fuel, fully electric with AC drive motors, and bi-energy hybrid, while the GS84 and GS90 series offers diesel and dual fuel. The latest launch was the 40 ft GS4069 scissor in 2014, with the range reaching 53 ft in height and a capacity of 1500lb with the GS5390. The greatest capacity is reached with the GS3390, with a platform capacity of 2500 lbs. The GS4069 scissor is 40 feet high and 69
PUTTING IN PLACE JLG Industries launched its 53 ft rough terrain scissor lift at the 2015 Rental Show in New Orleans in February. It allows operators to place more personnel, tools and materials in the platform for more productive shifts. The model provides steel hoods for toughness and auto-levelling outriggers for rapid set up. It features a standard four-foot multi-position roll out platform extension designed to be smooth and easy to use. For even more space, customers can add an optional four-foot platform extension. “The JLG 5394RT gives users the big-job reach they need and the serviceability they want,” said Paul Kreutzwiser, JLG Industries’ global product director for scissors and vertical lifts. “The engine compartment offers easy access to all service points and a swing out tray for more serious work. The tilt-down modular ladders are easily lowered or removed for even better component access.” This machine is well-suited to commercial construction, steel erection, panelling installation, and stadium and convention centre construction. It will also find use for on-location shooting for TV and movie productions, as well as sporting events.

Over the last six to nine months the company has seen a rise in sales of big deck scissors to large warehouse and manufacturing facility construction projects. “These projects involve tilt-up construction and require rough terrain scissors that can lift personnel and materials up to a 56 foot working height.” The jobs require work to the exterior of the building, before moving to the interior onto a concrete slab surface. They also may be needed for maintenance or refurbishment and refit phases of such large buildings.
Hybrid designs An example of where we are heading is the Genie GS-4069BE Bi-Energy hybrid scissor, the first 40 foot full height drive electric scissor with an on board integrated generator to automatically keep the batteries on the scissor charged and simultaneously providing full AC power to hand tools in the platform as well as at the ground level. You can expect to see more advances and AWP products from Genie that provide environmentally friendly solutions that are more efficient and cost effective. The lifting capacities of all Holland Lift’s scissors is the same on the main deck or extension deck and include both diesel and electric, as well as parallel hybrid models that can drive at full height. There is a range of new high capacity,

modular line of scissors in the pipeline, all of which can be customised, depending on customer requirements. These include seven product launches for this year and next. This year there will be a pair of 750 kg, the HL-160 E20 and HL-160 D20; along with another 750 kg model, the HL-160 H21 set for production in 2015/2016. Two further models in the 550 kg range, the HL-190 E20 and HL-190 E20, will join them this year, as will the 660 kg. Set for a 2015/2016 launch is the 750 kg HL-190 H20. The company will also launch a new 1.4 m wide, 33 m working height narrow scissor lift, the HL-330 E14 4WDS/N. “The main trends in the market will be that machines are modular and can be adjusted to customer spec,” says Benito Saporito, Holland Lift sales manager. They will follow the company’s most recent launch, the 27 m working height M-250HYL254WD/P/N at APEX. It is Holland Lift’s first hybrid machine. It has a 1000 kg capacity and can drive at full height and weighs 25 tonnes. The company said it wanted a machine with which you can use electric and diesel at the same time, and a with the other RT scissors, the ability to carry out the main construction of a building, before bringing the machine inside. It is narrower at 2.5 m wide, rather than the previous standard width of 2.7 m. “We also see a growing market for the hybrid scissor lift products because of the pressure to meet tighter emission standards,” explains Mr Saporito. “We are re-engineering our machines to fit the market and the needs of our customers. We use new steel types and fit our machines with special options such as tracking units and hybrid engines.” Europe is Holland Lift’s core market, particularly the Netherlands, Germany and UK for applications in construction, technical engineering, cleaning, painting, heavy industry, events, agriculture, logistics and storage.
Opening up are markets like the Middle East, Turkey and China, “where the markets are growing.” Italy-based Imer’s highest capacity scissor is the IT 14220 with a 800 kg capacity for three people. It was launched at Bauma 2013. Another high capacity model in the range is the 540 kg capacity IT 17210, launched during APEX 2008. The IT 14220 is a rough terrain model with 4WD and oscillating axle, suitable for indoor and outdoor use. Available as diesel or battery-powered, it is designed with compact dimensions in mind - 2.20 x 3.92 m – and has a working height of 16.5 m.
Environmentally friendly They offer a 0.8 m turning radius and double deck extension featuring a total platform length of 6.8 m with the 2 m length frontal deck extension. It is drivable at full height with full rated load. The full 800kg capacity is allowed on the deck extension with no restrictions. It is available in battery power and diesel power versions. The battery-powered version provides great flexibility as it can work either indoors and outdoors on irregular terrain with low noise levels and no CO2 emissions. At Intermat the company will launch the IT 17220, with a single or double deck (XL). It will have a 19 m working height and a 6.8 m double deck powered by a diesel or electric motor. There is a trend towards, “environmentally friendly MEWPs powered by pure electric or hybrid power units,” says Paolo Pianigiani, Imer Access business unit director. According to the Italian manufacturer machines are suitable across all applications
COMPACT SOLUTION Snorkel introduced the ANSI-specification version of the new Snorkel S3970RT at The Rental Show, which took place in New Orleans, USA during February. It is a compact rough terrain scissor lift, designed for working in confined spaces, such as in between buildings. Built on Snorkel’s proven SRT chassis, the S3970RT provides a maximum platform height of 37ft 8ins (11.5m) but is only 5ft 10ins (1.8m) wide and 10ft 10ins (3.3m) long. It can lift up to 771lbs (350kg). Suitable for rough terrain applications, the S3970RT has 4WD, an articulating rear axle, 13 inch (350mm) of ground clearance and can traverse gradients of up to 30%. Driveable at full height, standard features include automatic self-levelling outriggers and a 3ft 11 inch (1.2m) extension deck for additional outreach.
SCANDINAVIAN SALES MEC importer for the Netherlands Omega Group delivered the country’s first 6092RT Ultra-Deck scissor lifts to HWS Rental Noordwijk. The MEC 6092RT is a 20.2 m rough terrain scissor from the manufacturer’s 92 Series, with a chassis width of 2.34 meters. Its Ultra Dual-Deck roll-out platform has a length of 7.5 m and a lifting capacity of 600 kg and comes with a Quad-Traxwheel drive as standard. Power comes from a Kubota turbo diesel with two speed planetary wheel motors. The active oscillating axle and auto-levelling outriggers makes the scissor lift suitable for rough terrains. The scissor lift weighs 9200 kg allowing two machines to be transported on one flatbed trailer. In more MEC news; Norwegian equipment rental company Flexleie has received the first MEC 3392RT-T (Tunnel) scissor lift through Perfect Lift Sales, MEC’s distributor in Norway. The 3392RT-T is a purposely designed machine with unique features to suit the requirements for tunnelling and mining applications. Significant travelling distances are one of the challenges in such applications. The 11.88 m working height 3392RT-T can travel at a maximum stowed speed of 10 km/h, compared to the usual 6 km/h of similar products, says the manufacturer. There is also a requirement for operation on slopes significantly greater than standard models allow, said MEC. Therefore, the 3392RT-T has been designed to work on extreme inclines while elevated, without the need for outriggers, in correlation to platform height. The platform is 7.55 m long fully extended x 1.9 m wide and has a lift capacity of 1200 kg. It can operate up to 10° fore and aft and 8° side-to-side, and is offered as a 4-wheel drive diesel.

in the construction sector, “especially the pure electric models which are very suitable for all renovation or refurbishment jobs,” says Mr Pianigiani. For example, the manufacturer’s IT 17210 has been heavily used on the Expo Milan development project – a major international exhibition due to take place between May and October. Imer says the Middle East, Eastern countries, and Russia are its main markets for its larger capacity scissors, and it is focusing on the Far East market, after starting in the Middle East. There is a slightly different focus on these markets away from the higher capacity models. “We are focusing to optimise dimensions, weight, capacity, in order to reach maximum flexibility and accessibility for our customers,” explains Mr Pianigiani. An example is Imer’s lastest range of range of electric scissors, the IM 80, with the new model IM 4680 being among the lightest unit of its class. It has a 995 kg weight and an 80 cm frame width. AI

Big Astor Following its Pedestrian Tunnel Genius designed to protect pedestrians from falling objects on building sites, Italy-based Big Astor will premiere its Genius Mak 1 ultralight scissor lift at Intermat. The machine is powered by rechargeable batteries and can reach a working height of 4 m. It is supplied with self-blocking wheels for efficient movement on worksites. The Genius Mak 1 is made entirely of aluminium and weighs about 75 kg, so it can be easily transported. Its compact dimensions are also designed to aid transportation – in closed configuration it measures 1.15 m x 0.78 x 0.52 m. Big Astor says the Mak 1 can be used outdoors and indoors or any task up to 4 m high, from the construction and industrial sectors to the mechanical and electricity sectors.
Hinowa Hinowa will launch the LightLift 26.14 tracked platform, part of the Performance IIIS range, at Intermat, which up until now offered 17 to 20 m working height. Its features include a 25.7 m working height, a 13.6 m outreach and 230 kg basket capacity across the working envelope. The model is designed to be compact at 990 mm wide and 6 m long. Width can be
increased by 50% to 1490 mm for enhanced lateral stability. Hinowa says the LightLift 26.14 m model fully complies with the new EN280:2013 regulations and is a product of requirements from the tree management, facility management and rental sectors. The platform follows three years of development at the company and will be followed by new machines of increased working height to complete the range.
Holland Lift During Intermat Holland Lift will present its latest hybrid scissor lift, the HL-275 H25 4WD/P/N. It’s the first hybrid with a working height of 27.5 m, for both indoor and outdoor work without emissions. The company said these features will be expanded to the rest of its product line in the very near future. “We look forward to informing you about all the products, benefits and solutions Holland Lift has to offer,” says the company.
Magni Magni will exhibit machines from the new Smart range, with the RTH 5.23 Smart launched
last year and the RTH 5.25 Smart being launched this year. The main features of this model are simple pivoting stabilisers and a compact chassis. The company will also present the biggest rotating machine in the world for the first time, the RTH 5.35S. It completes the RTH range and has a 34.7 m working height and a capacity of 2.2 tonnes. The RTH 35 has a maximum reach of 26.15 m. It includes a lighter boom, new management system and a chassis length 15 cm longer that the company’s S series. It has all the standard features, like a pressurised cab with air conditioning.
Multitel Pagliero Multitel will have a number of its 3.5 tonne truck mounts on show. They will include the MJ201, a 20 m working model with a telescopic jib and four H-frame outriggers; the 18 m working height MT182EX with four H-frame outriggers; the 25 m double telescopic MX250 with H-frame outriggers. Platform Basket Italy-based Platform Basket will celebrate its 10th anniversary at the show and says it could break out of the niche mould and go for large scale production models. “We have indeed come a long way from the beginning. We quietly have a long road ahead, but we have been able to increase our sales all over the world so far, and we would like to celebrate this success by honouring all our employees, dealers who have helped us to make this feat possible,” said a Platform Basket spokesperson. Carlo Molesini, the company’s managing director, adds, “It was a big challenge when we decided to start on this long road. Everything was difficult, getting the right people and making a new brand company well known all over the world.” The first model released was the spider 15.75, a compact articulated boom with fly jib for greater versatility, and easily transported on 3.5 tonne trucks and operate to maximum height with 200 kg lifting capacity, using the jib in any situation. In 2013, the company introduced its spider 33.15 with articulated boom for high up and over clearance. Thanks to its compactness and performances it has received positive feedback, says the company. Its biggest sellers are its spider18.90 and spider 10.22. The company has recently updated its 22.10 with the new EVO 22:10. It weighs less than

3 tonnes, and has a 230 kg load capacity instead of the previous 200 kg. Today the company offers a range of products in various power options: standard combustion engine plus electric pump; ED combustion engine plus electric batteries and AC/DC electric power by batteries and electric pump version. Lithium can be fitted as an alternative. “2014 was a great year for us and by the end of the 2015 we will have relocated our business to our new warehouse. We can be sure we have developed a well known brand internationally, something unbelievable looking back to the beginning - knowing we manufacture equipment for a niche market. Now it’s a matter of making a choice: we can decide to stay in a niche market or to take a step into large scale business,” concludes Mr Molesini. At Intermat will be four models: 13.80 ED version, EVO 10.22, 18.90 and the 33.15.
Teupen will launch the 24 m Leo24GT at Intermat. It follows the 21 m Leo21GT, which was launched in 2014 and provides an additional telescope section in the lower boom. Both models have an outreach of 12 m in the entire working area with a 250 kg basket capacity. The minimum transportation dimension will be exactly identical: 1.99m height, 0.98m width and 6.40m length – only 5.00m without the detachable basket. The Leo24GT is a bit heavier than the Leo21GT, says the company, but features like height- and width-adjustable track chassis, as well as the detachable and 180° rotatable basket are available for both models. Instead of the standard cable control set, both models now come with an optional radio remote control that control all machine functions. The Leo24GT will also include a new basket, first shown as a prototype at last year’s APEX exhibition, “With the new concept we have created a sturdy and high-quality basket that can be disassembled into its single components – an enormous cost reduction potential if the alternative would be to replace the entire basket instead, “explained Teupen CEO Michael Scheuss.
Another design concept on trial at APEX has also made it into series production. The new battery drive will be shown on the Leo21GT at Intermat. Installed in the same compartment as the regular combustion engine, the battery pack consists of four Lithium-Ion cells which supply the machine with a voltage of 48V and a charge of 120Ah. AI

VEHICLE MOUNTS The vehicle mounted sector, including in this case the van mount and the medium to low working height truck mount, are finding similar design requirements. Euan Youdale reports.

Strength in design here are a number of qualities that can be associated to modern and future vehicle mounts; compactness, roadability, low weight, strength, ease of use and costs, are just a few of them. Looking at some of the most up-to-date machines, Time International has launched a series of Versalift platforms to celebrate the 50th anniversary of the company. The special anniversary models, available for the European market, are van mounted platforms in the Versalift Light and Medium range with working heights between 13 and 14 m, intended for street light maintenance. The models are condensed versions of existing models with a lightweight subframe system in high strength steel, A-frame outriggers and electro-hydraulic IPC controls with two joysticks supporting two simultaneous movements. The range is available mounted on a Mercedes-Benz Sprinter and Ford Transit van and boasts a payload of up to 500 kg on the 3.5 tonne mounts. Platform capacities of 200 and

230 kg are available for the 3.5 and 5.0 tonne GVW mounts. The Light range models feature a 90° articulating jib arm while the Medium range models have 110 or 180° of articulation. The anniversary models were unveiled at a sales meeting at the Time International headquarters in Farsø, Denmark, this month, attended by the sales team of German and Austrian AWP partner Ruthmann. Time International is the global export division of US-based Time Manufacturing Company. “With the anniversary models, we hope to appeal to a new segment of European customers in need of a high quality basic van mounted AWP with unique performance,” says Per Torp, CEO of Time International. Previously launched models include the Versalift VTX-240, launched in 2014. It has the widest working diagram in the 3.5 tonne range, says the company, and allows operators with a standard driver’s license access to work sites previously reached exclusively by larger and heavier lift vehicles. At the same time it allows parking as close to working site as ever
seen before, says the manufacturer. Due to the hexadecagon bended high strength steel booms and the patented movable knuckle the platform is a very robust and stable platform and enables straight 90° angle, allowing the vehicle to be parked right next to a building and enter a flat roof up to 11 m up and 12.5 m directly over. Positioned next to front of the work site, the operator can work on the object both horizontally and vertically. The idea for the VTX-240 was born in 2012, says Mr Torp, when the company held an international sales meeting for its distributors at which they asked for a 3.5 tonne, user friendly multi-functional chassis mounted platform in a working height below 20 m. Another recent model includes the VT-66LF-E76; the first aerial work platform with an elevator in Europe, says Mr Torp. Among the most spectacular customisations is the addition of an elevator capable of raising the turret of the AWP up to 3 m, bringing the total working height up from 22 to 25 m. VEHICLE MOUNTS its ability to reach 6 m up and over traffic or obstacles, granting operators access to elevated worksites inaccessible to traditional AWPs as their straight boom movements would obstruct traffic at best. Core markets are municipalities, energy companies and rental, with international markets being found in India, as well as central and east Africa, Ultimately, says Mr Torp, the latest machines have a ‘back to basics’ philosophy. “The main trends in our different products lines are lighter mountings, higher and wider working areas, focus on payload, high performance and quality, smaller machines, and simple machines.” CTE’s latest products come as a result of the EN 280:2013 regulatory changes effective from 1 February 2015. In December the manufacturer launched new versions of its bestsellers, the ZED truck mounted platforms with a new name and design.
WORKING HEIGHTS Easy Lift has introduced a custom truck mounted platform installed in cooperation with its dealer for vehicle-mounted platforms Cumberland UK on a Mitsubishi Canter/Fuso truck. The EV150 platform offers a working height of 15 m and an outreach that can vary from 7.5 m to 8.7 m. Equipped with two stabilisers only, it has a jib with a working range of 140°. The slewing ring is housed inside the box installed on the vehicle for greater protection, not being exposed to weather conditions. Basket leveling is fully hydraulic with lock valves. The platform is provided as standard with fiberglass basket and 30°+30° basket rotation. This platform comes with proportional electro-hydraulic controls, priority of basket controls, independent stabilisers, lock valves on all cylinders, engine start/stop from the basket, emergency pump, air/water plug and 110/220V plug in the basket. On demand, it can be provided with an inverter to use tools while working on the basket without being connected to the power supply or can be set up to work without stabilisers in a limited rear area. Easy Lift has invested a lot in this type of product and is ready to develop other models in the near future with different working heights and features, depending on market demands, it says.

The ZED 21 JH and ZED 23 JH are now known as the ZED 21.2 JH and ZED 23.2 JH with redesigned structural and non-structural components, including using thinner SSAB Docol steel for stability at height with a lighter structure and redesigned turret. All these efforts have produced platforms with a total weight of less than 3350 kg. A 90° + 90° basket rotation system is now standard on jib platforms, taking advantage of the technology in use on CTE spiders to ensure an easy-to-use and stable working platform. There are a number of examples of how the machines comply to EN 280:2013. A double bar anti-hand crushing device is one, as well as a deadman pedal in the basket and duplicated ground control station with wired console - the second control point meets the requirements of the EN 280:2013 and duplicates security controls already present in the basket. Another example is a boom resting support switch with contactless sensors. This ‘ready-fortransport’ status utilises contactless technology with two encoded sensors that prevents tampering and therefore use in unsafe driving conditions.
Choosing safety The products also offer 230 and 280 kg capacity baskets without limitations: as for all former ZED models the fixed stabilization allows the full outreach with full capacity on 360 degrees of turret rotation. The redesigned octagonal aluminum basket reduces the platform weight compared to the previous models, without compromising strength and ease of access and making it easier to repair in case of small impacts, says CTE. The Italian manufacturer is set to launch a telescopic truck mounted range with a new design and increased performance. The main model being a 26 m working height platform mounted on a 3.5 tonne truck. The company will also replace its current B-Lift PRO range
with a new design, new materials and new electric and hydraulic systems. It consists of three different working heights: 26 m, 20 m and 16 m. The company’s core markets are, it says, rental, construction sites, public maintenance. Some of the newer markets that have come to light include Lithuania, Pakistan and Ecuador. “We firmly believe that in the future, customers will look for safe machines, more than the expansion of performance in height or outreach. We will focus also on ergonomics, to offer reliable and comfortable products,” says Marco Govoni, CTE export manager. Nertherlands-based Custers introduced its latest truck mounted platforms in 2013 and 2014: the Taurus 230-12ML and Taurus 230-14ML, with working heights of 12 m and 14 m, repectively, suited to municipality, telecommunication, installation, electricity and rental companies. “These platforms are designed to be used in city centres, they are compact with a high

Knud Markussen, sales director at Danilift, says, “In the beginning our main market was Denmark and Norway because they had a demand for high quality and special solutions rather than low prices. “At that time the customer expected the platform would have a lifetime of 10 to 15 years and the typical customer - power companies - wanted their platforms to be installed with toolboxes and brackets for poles, hydraulic drills, cranes and so on, on the same truck.”

It has the same name as its predecessor but is completely different, says the company, and is likely to be launched at Vertikal Days in May. It will be a lighter unit with increased payload, up to 250 kg,

There are four stabilisation modes which allow work to be carried out with stabilisers completely retracted. Maximum outreach and maximum height with basket load is up to 120 kg. Maximum working height is 20.5 m. Maximum outreach is 9.8 m with 250 kg and 7.4 m with 250 kg when the outriggers are retracted. Other models coming up are the articulated MPT 130 Pick Up 4x4 and the PT200 J telescopic boom with fly. Simplicity is key to design, along with long life, reduced maintenance, high performance and a competitive price, says the company. Isoli’s Gabriele Valli added that it is important to offer light machines in line with road regulations,“We have worked hard to get the European Certification for our full range of products. Isoli was one of the first to have it in Italy.” Applications generally remain the same, says Mr Valli, even though new ones are around. “Recently we have designed a range of vacuum cleaning equipment that uses the platforms to access difficult places.” The manufacturer recently opened a sales office in Singapore from which it is covering Southeast Asia. “We have developed agreements with several body builders to install our products locally,” says Mr Valli, “and we have business operations in Africa too. We believe there may be good opportunities for growth in these markets.”
HIGH AND LOW Barin has launched the ABC 170/190 LS underbridge unit. The main features are extension beyond wind and noise barriers up to 5 m and overhanging of sidewalks up to 2.6 m. Maximum load capacity is 800 kg on the platform, with maximum underbridge working depth being 8 m and maximum overbridge working height of 1.3 m. In the future the company will introduce a new ABC model for cable-stayed and suspended bridges. The biggest challenges says the company is overcoming high wind and noise barriers, as well as wide sidewalks.

The manufacturer is set to launch two products; a 23 m telescopic model and a 21 m platform with Jib. The main features of the 23 m platform will be a load capacity of 250 kg, outreach of 13 m with 100 kg load capacity, hydraulically extendible, four in-shape outrigger stabilisation, new electrical system and automatic stabilisation from the basket. There is also a homing function with automatic closing from the basket, electro-hydraulic controls ensuring very gradual and precise movements. There is a reduction of total weight plus compact dimension when the outriggers are retracted. Regarding the characteristics of the 21m model with jib, the jib will have greater versatility of movement to overcome obstacles. Length of the jib/basket is 3.6 m, maximum load capacity is 230 kg. Maximum working

There is hydraulically extendible stabilisation in the vehicle transport configuration, a new electrical system, automatic stabilisation from the basket, plus homing function – automatic closure of the basket electro-hydraulic command that ensures very gradual and precise movements and reduction of total weight. Oil & Steel updated its Snake 189 and 2112, Scorpian 1490 and 1890 and Snake 2010P in May 2014. It also launched two new products in September 2014, the Snake 2010 H PLUS and Octopus 14. Giovanni Tacconi, sales director at PM, sums up the mission of product design, “When we design a new product, or when we simply restyle old models, our goal is to improve the characteristics of the platforms in terms of weight’s reduction, maximum performance, safety, limited working area and stabilisation and ease of use and maintenance.” This year Oil & Steel’s parent company PM Group was acquired by USA-based Manitex International. “The Middle East is a very important area for our business, while South America and North America are to be further developed as a result of the acquisition by Manitex International.” Hence the expectation from its future products, explains Mr Taccon, will be greater height and lateral outreach, easier operations and servicing including basic features for emerging markets, as well as advanced features and full options for North European markets. magine a work environment where smart vests can communicate with mobile elevating work platforms (MEWPs) to warn operators that their harness lanyards are not connected to the anchor points. Or picture a world where smart machines equipped with sensors can contribute to collision avoidance and detection.
The 250-strong audience at the IPAF Summit on 26 March 2015 in Washington, DC, USA, got a glimpse of how the technology explosion can be used to enhance safety. Keynote speaker Frank Nerenhausen, president of JLG, showed how wearables, augmented reality and remote operation could be harnessed in a powerful system of prevention and control. At the same time, Nerenhausen underlined the value of human education and intervention: “Training must continue to

play a prominent role as our industry advances,” he said. Presenting the award, outgoing IPAF president Steve Couling said: “Teresa has helped develop and promote online learning, and chairs the IPAF North American Regional Council. She has spoken at events promoting the safe and effective use of powered access, and has made a valued contribution in the US and Europe.” At the International Awards for Powered Access (IAPAs) held later that day, Teresa Kee received special recognition for her contribution to safe working at height. The agreement of the regional authorities dated 22 February 2012 on the safe use of work equipment went into force on 12 March 2013. This introduced specific rules for training on the safe use of machines considered by the authorities as potentially dangerous. The list includes MEWPs, tower cranes, mobile cranes, truck cranes, forklifts, agricultural and forestry tractors,
and heavy and concrete pumps. The regulations specify the level and content of the training, the procedures for delivering that training, and the qualifications of individuals who may provide such training. The industry was given a two-year period to adapt to the new rules and this deadline passed on 12 March 2015. IPAF has worked with its
members, training centres and partner associations in Italy to ensure that the IPAF MEWP operator training programme complies with the new regulations of the regional authorities. Now that these regulations are in full force, the industry can benefit from the positive effects in preventing accidents and promoting safety in the workplace.
Andy Studdert of NES Rentals elected IPAF president; AGM results point to steady growth ndy Studdert, chairman & CEO of US-based NES Rentals, was elected as the new president of IPAF at the Federation’s annual general meeting (AGM) on 26 March 2015 in Washington, DC. He succeeds Steve Couling, managing director of the IAPS Group. Nick Selley, group business development of AFI-Uplift, was elected deputy president, and Brad Boehler, president of Skyjack, was elected vice president of IPAF. The strength and stability of the Federation was highlighted in its annual results presented at the AGM by outgoing IPAF president Steve Couling and IPAF CEO Tim Whiteman. IPAF achieved a 9.4% increase in turnover, reaching £4.65 million (approximately €6.1 million or US$7 million) in 2014, up by £0.4 million over 2013. This turnover

produced a surplus of 3.2%. All surpluses are re-invested in safety, membership and training activities in line with the aims of the not-for-profit Federation. The accounts and financial statement audited by CLB Coopers show IPAF closing 2014 slightly above budget set by members of the IPAF Council, the Federation’s governing body, as well as the gradual accumulation of reserves to meet the target set by Council. Membership increased by 6.9% from 1,037 to 1,109 in 2014. A record number of 137,429 people were trained by IPAF-approved training centres in 2014. This is an increase of 7.9% over the 127,365 people trained in 2013. New operating rules adopted embers of the IPAF Council have agreed to adopt new operating rules aimed at placing more autonomy and responsibility with the IPAF Country and Regional Councils, and refocusing the mandate of the main Council on providing the longer term strategy and direction for the Federation. Under the new rules, the main Council will comprise the chairpersons of the Country and Regional Councils, the chairpersons of the International Committees, the Board members, and five elected members. The rules take effect immediately and can be viewed at the members only section of www.ipaf.org

OSHA official challenges access industry

Safety is not a luxury; it’s a necessity that every worker deserves,” said Jordan Barab, US Deputy Assistant Secretary of Labor for Occupational Safety and Health, speaking to an audience of about 250 at the IPAF Summit on 26 March 2015 in Washington, DC, USA. Falls from height remain the leading cause of occupational fatalities in the US and many other countries. Preliminary data for 2013 show 574 fatal falls across all industries in the US, with 284 in construction and 88 in residential, revealed Mr Barab in his presentation. He commended the powered access industry for its commitment to providing safe equipment for work at height, and commended IPAF for providing training in multiple languages, including Spanish and Chinese, thus enabling training in languages that workers can understand. Mr Barab announced that OSHA would be turning its attention to aerial lift use in residential construction and also called on IPAF and its members to support OSHA’s National Safety Stand-Down which runs from 4 to 15 May 2015. a major effort to prevent falls in construction through education and awareness that will involve some three million workers across the US. Professional Development Seminars draw 720 IPAF instructors M ore than 720 instructors and training centre staff attended IPAF Professional Development Seminars (PDS) covering 25 countries and 8 languages in the last few months. The PDS is the annual event for IPAF certified instructors and ensures that they remain up-todate with legislation and training. Through attending the event, instructors gain Continuing Professional Development (CPD) points, necessary to maintain their IPAF instructor status. This commitment to continuous learning is one of the unique features of the IPAF training programme.
“The 2015 PDS was one of the best ever,” said IPAF instructor Roberto Catana from Setif in Italy. “It was precise, timely, well-planned, dynamic, capturing technical excellence, legislation and teaching. The PDS provided answers to questions, and gave clarity to uncertainties. PAF will be promoting low level access at the construction and mining equipment show MT&T Expo from 9 to 13 June 2015 in São Paulo, Brazil. The use of low level access equipment is currently not widespread in Latin America and IPAF is focusing on this category of equipment as a safe and effective way to perform temporary work at height. The entire space hadn’t been renovated in over 10 years – since the original convention building was converted into today’s gambling destination. A number of access solutions

were viable – booms, scissor lifts, mast climbers and scaffolding. But it was Anthony Pini, sales for Superior Scaffold, who sold the multi-point suspended scaffold solution to win the bid. “Others came in and proposed many [different] methods but I thought wisely and proposed this system that would keep the entire gaming floor open so customers would have access to every aspect of the casino while the work went on above them,” Mr Pini says. “The casino was absolutely behind staying open to make more money. Most of the other options would
have closed down large sections of the gaming room floor.” The job wouldn’t be a smallscale operation. The interior of the casino is the size of two full-length football fields and the ceiling is more than 40 ft tall. In order for crews to get up underneath the ceiling while the slot machines still spun, Mr Pini decided “out of sight, out of mind” would work best. So he started thinking of how to hang platforms from the ceiling. “The biggest challenge was setting the hangars and trusses [under the rafters],” Mr Pini says. “These are gigantic platforms that span 300 feet, but the ceiling where they had to hang from had huge arches causing different elevations. Each set of chains had to be different lengths along the

trusses to keep the platforms level. We had guys literally climbing up into the rafters and tying off and basically just hanging in mid-air. Very challenging work.” On top of the chain lengths, platform sizes and keeping the casino working, Superior Scaffold
had to keep safety in the front of their plans. “Superior proposed a cocoontype system using debris netting where the entire platform would be incased so nothing could drop off the side of the platforms while the crews were working,” Mr Pini
says. “Again, the casino was very pleased to not only keep their gaming floor open but to also keep their patrons safe underneath.” So crews created a 300 foot long by 300 foot wide multi-point suspended scaffold with netting. But how on Earth were they going to get the duct work and equipment up to the platforms? “We designed and built a system using four Power Climber motors and quick deck systems to hoist everything up and down to
the platforms,” Mr Pini says. “We hung it off of one of the fingers at the back so crews wouldn’t disrupt gaming business.” Superior also provided access through stair towers built on top of the hanging fingers. All in all, the job went without a hitch. “My philosophy is to try to think out of the box on every job I go to,” Mr Pini says. “I try to provide the customer with the best possible solution for their particular project.” AI
Evasive action to protect historic UK bridge caffolding contractor Xervon Palmers is providing access for the UK£3m (US$4.6m) refurbishment of the historic Ovingham Bridge over the River Tyne, in the north east of England. Scaffolding and access work began in March 2014 and the bridge closed to traffic in June –

and will remain closed until June 2015, while work is carried out to prevent the spread of an invasive plant species on the riverbank which is damaging the structure. In addition, the extensive bridge refurbishment consists of replacing the existing deck construction, cross girders, deck plates and fitting new kerbs, along with refurbishing the bridge
metalwork and lattice trusses and waterproofing works. The scaffolding on the 166 m long bridge is mainly tube and fitting and scaffolding board construction. Xervon provided a special design with flood water protected scaffold towers around the bridge columns in a buttress structure, for the sections going under water. They protect the
scaffold from the might of the River Tyne during winter highwater and flooding. Xervon also provided its aluminium bridging panel beam system to minimise the amount of fittings required, thus reducing the amount of time required to erect and strike the job. This design kept the contract within the cost constraints of the Northumberland County Council and the UK Department for Transport (DfT) budget. Ovingham bridge was opened in 1883, it operated as a toll bridge until 1944. At which point it was adopted by Northumberland County Council. It has operated with a 3 tonne weight restriction since 1944. Width restrictors were added in the 1970s to enforce this weight limit. It is situated between Ovingham and Prudhoe and carries 4000 vehicles a day over the River Tyne. XERVON Palmers provided the scaffolding and access for Ovingham bridge for Northumberland County Council on time and on budget. AI

Storming ahead Changes are afoot at Snorkel following its majority takeover by Xtreme Manufacturing some 18 months ago. Euan Youdale gets an update from Snorkel and Xtreme’s owner Don Ahern.
ime seems to have flown since Xtreme Manufacturing took over the reins of Snorkel back in 2013. Since then the company has been working hard to re-establish itself as a forceful player in the access arena. Certainly, if ambition is anything to go by, such expectations are likely to be exceeded. Some US$50 million has been invested in Snorkel since Xtreme bought its 51% share in the company. Apart from using the cash injection to increase production capacity, Xtreme’s owner Don Ahern says dealers asked for an improvement in parts availability and product design. In response, he doubled the engineering capacity of the group to 27 people.

This expansion comes amid further company restructuring in which the current headquarters, the Vigo Centre in UK-based Newcastle-Upon-Tyne, will become the regional hub for manufacturing in Europe. The centre of operations will be at Snorkel’s new factory in Las Vegas, where Xtreme manufacturing is based. Currently Snorkel’s main North American factory is in Elwood, Kansas, with additional facilities in California and Nevada. The company also has production facilities in New Zealand and has plans for China. “Las Vegas will grow to become the main US manufacturing base,” says Mr Ahern, “Kansas will remain active but not grow.” And an impressive 200000 square feet of factory space has been dedicated to remanufacturing. “The old Snorkels were built better than a lot of machines over the past decade so we have a healthy base. Then we have the ability to update them and remanufacture them to the most up-to-date designs and standards,” explains Mr Ahern. Despite the sharing of facilities, Snorkel and Xtreme will remain separate brands worldwide. The name Ahern will only be given to dealerships, sales and service entities. Part of that strategy is to use the Ahern branded sales and service offering in other parts of the world, including, for example Ahern Japan. The first of such was Ahern Australia, launched at the annual HRIA Convention in 2014. It is the new name for the Snorkel Australia direct sales and service entity, which was acquired by Xtreme Manufacturing in October 2013, and will distribute Snorkel and Xtreme Manufacturing products in the region. The existing Snorkel Australia facilities and personnel will all remain under the new name. “So, for example,” says Mr Ahern, “Australia may represent other brands from other manufacturers. First it is for sales and service, then we will buy other companies and represent them under the Ahern brand, plus have other products from other manufacturers that we do not own.” Likewise, Mr Ahern explains that his rental

company Ahern Rentals will remain USAbased and will not move any of its operations or services to other parts of the world. Ahern Rentals is now being run by Evan Ahern, Don’s son, and has 85 stores in 26 states.
New products The company’s latest products include the new line of electric slab scissors which were introduced to North America at the Rental Show in New Orleans, which took place during February. The family includes four models, ranging from the S3219E which delivers a 19-foot platform height from a 32 inch wide chassis, to the S4732E which delivers a 32 foot platform height from a 47 inch wide chassis. The new scissor lifts have been designed with a focus on the rental industry and include a number of innovative features that help lower total ownership costs.
The company says it has plans to increase its scissor range focusing on higher lift heights and higher capacities. Certainly there is a large boom in the engineering process that will be higher than 126 ft. In addition, there will be an even bigger boom, with about 150 feet working height and focusing on horizontal outreach and high capacity. It is likely to be launched in 2016, says Mr Ahern. “The horizontal will be in the 125 feet range and the capacity in the 1000 pound range, unrestricted.” Turning back to the present day, Snorkel was officially launching the first in a new line of mid-size telescopic boom lifts at The Rental Show. The Snorkel 660SJ will be the largest model in the new family of four models, which also includes the 40 foot Snorkel 400S, 46-foot Snorkel 460SJ, and 60 foot Snorkel 600S. The Snorkel 660SJ delivers a 66-foot maximum platform height, with 58-foot 6-inch maximum outreach, and it can lift up to 600 lbs. This heavy duty, all steel lift is 8 feet wide with a stowed length of 34 feet 5 inches, which can be reduced to 28 feet for transport by stowing the 6-foot 6-inch jib boom underneath the main boom. Mr Ahern explains the new booms are incorporating a lot of reliable features Snorkel was known for. These include piston pumps and open loop hydraulic drive system which delivers competitive performance without the complexity of multi-pump hydraulics. The alternative from the company is the simpler hydraulic drive. A common PG Trionic control system will be incorporated across Snorkel’s machines. “We are doing a lot of work on fully proportional CANbus systems utilising HAWE hydraulic valves.” adds Mr Ahern, “We use them with a lot of our

Speaking to AI at the Rental Show Mr Elvin said, “The plan is to bring Snorkel back to prominence, through the implementation of a clear, long-term strategy which will rebuild the brand and re-focus the company on its core values.”

INTERVIEW hydraulics and trying to make that standard across the booms.” Standard on the booms will be a fixed frame chassis, while oscillating axles are optional. Look out for Snorkel telehandlers over the next couple of years, which Mr Ahern hints will take on the existing big manufacturers. The company officially launched its first ever telehandler at The Rental Show in New Orleans. The Snorkel SR5919 is the first model of the brand new line of rough terrain telescopic handlers. The SR5919 can lift up to 5900 pounds, has a 19-foot maximum lift height, and an 11-foot maximum forward reach. The machine is 71 inches wide and 6-foot 7 inches tall with a 10.8-inch ground clearance, and an 11-foot turning radius. The Snorkel range will go up to 15000 pounds, above that capacity all telehandlers will be Xtremes. “The Snorkel telehandlers will be in strong competition to the rest of the market. They will be built and priced competitively for 12000 pounds and down. They will be rental-friendly and rental priced; we’ll give them a bit of the Xtreme DNA and make them the best in the industry.” An example of this comes with the SR5919’s solid steel plate chassis, a large cross-section boom with wear pads and protected tilt and extended cylinders to prevent damage, steel hydraulic and fuel tanks. capacity, melonite pins and a ductile steel manifold. The complete range of telehandlers will be completed in the next two years. Xtreme telehandlers, due to their high-end design and capacity, are aimed at a maximum 5% of the telehandler market. “We are going to attack the other 95% of the market with the Snorkel name,” explains Mr Ahern. The fact is, Snorkel products are aimed at the rental industry, while Xtreme telehandlers are used in mining and other big industry, “It’s a different subset of customers, one of the biggest being the crane rental companies – telehandlers are finding their way into the

crane market with big investments made.” Between the two companies, some 7000 machines will be produced this year, totalling a turnover of $255 million, says Mr Ahern. He says this shows they are players to be reckoned with in the AWP sector. “We just need to be really good at what we do and provide a real alternative.” The whole group of companies owned by Mr Ahern has a forecasted revenue this year of $800m. Mr Ahern believes this will rise 10% to 15% annually. “We expect to be more than a $1 billion dollar enterprise in the next two years.” With such great ambition at Snorkel, it will be an eventful ride for all concerned. Widespread growth Early findings from IPAF’s 2015 Powered Access Rental Market Reports show the US aerial work platform rental market holding strong and chalking up high growth in 2014, while there are indications of a slight improvement in the European market. nterviews conducted with rental companies in the US reveal even stronger AWP revenue growth than previously anticipated. In 2015 and 2016, rental companies are expecting slightly slower, but steady growth. As predicted in last year’s report, the US AWP rental fleet kept expanding (5 to 10%) in 2014 and is now exceeding half a million units. While the fleet should continue to grow in 2015, rental companies expect to slightly dampen fleet expansion. Utilisation rates remained very high in 2014 and should stay at similar levels in the next few years.

AWP rental revenue growth. They improved significantly in 2014 and this positive trend is expected to continue in 2015. While the proportion of AWP rental revenue due to construction activities was maintained in 2013 over 2012, rental companies in 2014 increased the proportion of construction activities in their rental businesses. The European mobile elevating work platform (MEWP) market registered slight improvement in 2014, after a few years of remaining flat. However, this assessment needs to be taken with caution given the diverse market situations in Europe. While the southern European

countries are slowly starting to recover from the hard crisis impact, the most dynamic markets (Norway, Germany) maintained their solid growth initiated a few years ago. Two markets are showing signs of recovery after several years of continuous decline. In Spain, the MEWP rental market grew, driven by substantial increase in fleet size and time utilisation rates. Short- and mid-term prospects are positive. Italy is showing moderate recovery, while fleet size and rental rates remained unchanged. Stronger market growth is expected in 2016. Revenues in the UK, Germany,
Sweden and Norway each increased by approximately 3%. The UK market grew due to an increase in both fleet size and rental rates. The expansion of the German fleet size drove the overall market growth. The trend towards non-construction activities has stabilised and the split with construction remains unchanged compared to 2013. In Sweden, the fleet grew at the same pace as in 2013 while rental rates stabilised.
Uneven expectations The market remained stable in Denmark and the Netherlands. Both countries expanded their low level access fleet. Rental rates decreased in the Netherlands, but remained fairly stable in Denmark. Market revenue continued to decrease in France and Finland, following the same trend in 2013. Strong competition in France pushed prices down, while fleet size and utilisation rates remained stable. Rental companies in Finland both de-fleeted and reduced their rates to adapt to worsening market conditions. The overall European MEWP market is expected to grow in 2015, but at a differing pace in individual countries. The UK, Germany, Italy and Sweden, as well as Spain, will experience the strongest growth rates. The market will increase slightly in France, the Netherlands and Denmark. Revenue should remain stable or decrease slightly in Norway and Finland. AI

INDIA The Indian aerial work platform market is entering an interesting phase. There is increased competition and new business opportunities. Partha Pratim Basistha reports.
Rising fortunes ental rates for aerial work platforms in some parts of India have been under pressure in recent years. Rental companies have been importing more used equipment which has kept the rates down. According to industry estimates, rates reduced by at least 25% in 2014, compared to 2013 and 2012. Growing awareness of the equipment’s effectiveness has resulted in increasing demand from industrial construction and general infrastructure projects. Buoyed by this emerging demand, small, medium and even some big rental agencies have resorted to heavy procurement of imported used equipment in recent years. The present population of aerial work platforms in India is 5000 plus units. Thirty percent of them belong to end users for maintenance jobs while the other 70% belong to rental companies supplying the industrial, infrastructure and commercial residential construction sectors. T Mohanraj, business head, TV, Sundaram Iyengar & Sons, the dealers of JLG and Palfinger for the south and east Indian market, says, “Unlike India, the global AWP business is driven by rental agencies through new equipment. “In contrast, in India, the preference of rental

companies has generally been to acquire used equipment.” He continues, “Targeting this segment, we are looking to provide valued services through studying the various applications. And we provide total refurbishment support for used equipment at our facility in Chennai, where, based on requirement, toggle switches, hoses and seats are replaced, followed by certification of the equipment. “Parts and training support and rental fleet management are other important requirements of the rental agencies. Fleet management services have been gaining popularity among rental companies and industrial end users for maintenance requirements as it ensures higher equipment availability and a better return on investment.” An adequate business network and minimum exposure to bank liabilities makes the small and medium rental companies in India potential customers to the OEM’s. “We have been creating awareness, among the rental agencies procuring used machines of the long-term advantage of new equipment, as they involve bare minimum maintenance,” says Rakesh Kumar, country manager in India for Terex AWP. “We have been fairly successful in this initiative by ourselves and through our existing and new dealers. During 2014, when overall demand was subdued in India, 20% of our new business came from the small, medium and large rental agencies”. Mr Kumar adds, “We have been promoting smaller scissor lifts, lightweight articulated booms to the small and medium-sized rental companies, since they are commercially viable to own and operate. We have backed those products through adequate product service Haulotte’s HA16 RTJ boom at the BC India exhibition.

support through our existing and new dealers.” Terex appointed Reach International and Manlift as its new dealers for its Genie brand in 2014. For the fast-growing market in South India, it appointed another new dealer, Sendhamarai Engineering in Chennai, also in 2014.
South India Chennai, capital of Tamil Nadu state, is one of India’s most important markets for aerial work platforms. It is home to one of India’s major automobile centres, including Ashok Leyland, Hyundai, Diamler, Ford and many others. It is also base to other small, medium and large scale manufacturing sectors, such as Toshiba JSW and Alstom. Car manufacturing companies in Chennai are estimated to have around 300 AWPs. They use scissor lifts between 19 ft and 32 ft working height for inside factory maintenance and 45 ft boom lifts for the same purpose and external maintenance. Construction equipment manufacturer Caterpillar recently acquired 36 units for maintenance of its new backhoe loaders manufacturing facility at Thiruvallur, near Chennai. The equipment includes scissors for maintenance of its paint shop and preinspection delivery line and boom lifts between 45-60 ft. Another important buyer in the region is Indian Space Research Organisation. It bought 20 mast booms, with 12 m working heights, for satellite assembly. State-owned Cochin Shipyard in Kochi, Kerala, is this year in the market for for five, 60 ft boom lifts for the construction of LNG carriers. It acquired a similar number of units in 2014. One each from Manitou, Haulotte and a Chinese manufacturer, while two units were supplied by JLG. Some 30% of equipment in South India

End users There is also growing demand for telescopic and articulated booms and scissor lifts from medium and large industrial project owners and construction companies. According to industry estimates, demand for new equipment across these categories grew to 235 units in 2014, compared to 200 units in 2013 in India. This is expected to grow further in 2015, as state-owned Indian Oil Corporation Limited (IOCL) has a major maintenance programme for its refineries across India. Demand for new equipment is also expected from India’s largest private refinery company Reliance for its ongoing third phase expansion of the Jamnagar refinery in Gujarat, Western India. The Reliance refinery has 80 units on site and there is an estimated requirement for 200 additional units when the project reaches its peak by end of 2015. New norms for the mandatory usage of AWPs, coupled with strict tender clauses focusing on safety by state and private corporations for their industrial projects, especially for undertaking maintenance jobs at greater heights, is a major factor for emerging demand. cement companies are also demanding more new equipment, as they have greater reliability. The requirement of newer equipment is also due to the adoption of prefabricated units in industrial construction. Sizeable numbers of JLG scissor and telescopic boom lifts were hired by Interarch Buildings from Indian rental company Mtandt to set up JCB India, its largest new, preengineered assembly and fabrication facilities in Jaipur, Rajasthan, North India, spanning 30400 square metres and 22800 square metres, respectively, for manufacturing telehandlers. The project was completed in a record six months in 2014. Demand for new equipment is also coming from Indian state-owned power transmission company Power Grid Corporation Limited (PGCIL). It is undertaking major expansion of its transmission network across India, for which it is acquiring large numbers of aerial work platforms for regular maintenance of its substations. Genie has recently supplied 12 articulated boom lifts to the organisation. Growing requirements for quality maintenance in infrastructure and industrial projects is creating demand for specialized equipment. Soumya Ray, director, Haulotte India, provides an example. “We have recently supplied 21 platforms, between 8-19 m, including, push around, electric articulated booms, lightweight articulated booms, vertical masts with special wheels that exerts minimal ground pressure as per the requirements of Mumbai International Airport (MIAL) for maintenance of its new, modernised airport terminal building. “We are targeting new application areas looking for value added products. supporting the equipment through operation and maintenance training by ourselves and also through our dealers.” Mr Ray adds, “owing to inadequate legislations, safety is often compromised in India, while working at greater heights.” Haulotte entered into an association with IPAF for operators training. And at BC India 2014, the company presented its new articulated rough terrain boom the 16 m HA 16 RTJ, suited to India thanks to its strength and simplicity, says the company. A notable feature is its secondary guarding active anti shield bar. Haulotte has recently supplied 15 m and 26 m articulated boom lifts to PGCIL and 41 m boom lifts to Reliance for maintenance of its power plant at Sasan. Rising demand has brought global rental companies like Manlift, AW, Lavendon, Rapid and Manlift to India, with a greater emphasis on safety and operator training. India’s biggest rental company Mtandt is strengthening its offering with new solutions like telehandlers.
Crane demand Demand for new equipment is also being found in medium and large crane rental companies in the country. They have been buying platforms for maintenance support, alongside crawler cranes in the refinery, power and cement industries. Gujarat based crane rental major Express Equipments Rental & Logistics recently rented out its newly-acquired 20 m Manitou platforms to the IOCL refinery in Vadodara, Gujarat, in a two-year contract of two years for maintenance of pipe racks. Ashwin Gandhi, company director, adds it is planning to acquire two new 120 ft telescopic booms for similar refinery maintenance jobs in Jamnagar and Hazira in Gujarat. Dharak Dedhia, director of Aria, Aerial Platforms India, adds, “We are planning to acquire five new 50 m boom lifts in 2015 for renting to upcoming refinery and power plants maintenance jobs.” The Mumbai-based crane rental company has forty mobile cranes between 35 - 250 tonnes capacity. Mast innovation The new WolfLift is a four-section, telescopic tower which looks like a hybrid between a mast lift and a scissor lift. The unit’s maximum platform height is 19 feett, 7 inches and its stowed height is 78 inches with a step-in height of 18 inches. The unit’s chassis is 30 inches wide by 60 inches long and it fits through standard single doorways and into elevators. It has a 30 inch rollout extension deck. The total weight of the WolfLift is 2840 pounds. Testing is still being conducted for total weight the 22 inch by 60 inch platform can hold, but it is rated for two people. “This was designed for and by customers and for people who have fleet management experience,” said sales manager Chris Dossin. “We’re encompassing all of the wants of the end users and fleet management.” The tower has four sections: one base, two moving sections, and a platform area. These sections are supported and elevated by rackand-pinion systems which reside in each corner of the WolfLift. The result is a lightweight and sturdy machine, Mr Dossin says. “On a scissor, if you went up 15 feet and
pushed out against a wall, the scissor stack would move away from the direction you’re pushing,” Mr Dossin says. “Our design is so stable, you can push on something and the platform doesn’t move. It will open up a new application for any kind of work where you need that kind of stability.” WolfLift also has zero turn radius front wheel drive utilising vertically mounted electric motors in a fixed (nonpivoting) position. The unit’s sleek spindle casting houses spur gear sets that transfer limited slip mechanical energy into the planetary wheel housing. There are no critical components, hydraulic hoses or cables to contact jobsite obstructions, leak or require maintenance. Each drive motor has an integral dynamic regenerative brake that engages until the operator activates a drive function. Drive motors have freewheeling capability when the disc brake is manually disengaged.
Boosting Brazilian aviation Motormac Rentals has more than 60 Skyjack electric scissor lifts working at one of Brazil’s largest aviation hubs – Viracopos International Airport in Campinas, São Paulo state’s third largest city. The machines are helping to expand and upgrade the airport terminals to keep up with a growing number of passengers.
Viracopos International is the sixth largest airport in Brazil.The airport is undergoing expansion and renovation to meet expected growth in international visitors. In 2013, the airport received 9.3 million passengers and 260000 tonnes of cargo. By 2042, the site is projected to receive 80 million passengers annually and transport many times more cargo than it does today. The first phase of the ambitious US$3.5 billion expansion project involves a mix of 63 SJIII 4626 and SJIII 4632 electric scissor lifts helping to construct a new 1.2 million square feet terminal. The scissor lifts are being used to install electrical components, hydraulic pipes, air conditioning parts, and safety equipment, including fire extinguishers and speakers for radio and audio announcements at the airport. Towards the end of the project, the scissor lifts will also help with waterproofing and painting jobs. Skyjack’s scissor lifts are also being used to install state-of-the-art data transmission cables and internet connection devices, a task that often requires lifts that can manoeuvre in tight spaces.
CLEAR FOR LANDING Four TCA Lift Falcon FS320Z spiders have been put into operation at the New Bangkok International Airport, Thailand. “We are very proud, once again, to be selected as preferred supplier by AOT (Airport of Thailand)”, says sales manager at TCA Lift Brian Falck Schmid, “Years back we won a contract for delivery of 10 Falcons to the same customer. And now after 10 years we are being selected again, which is the best reference a manufacturer can get.” The first 10 units delivered are still at work at the airport. The New Bangkok International Airport – or Suvarnabhumi Airport as it is also called – was opened in 2006. It boasts the world’s tallest freestanding control tower, at 132.2 m. The large glass facades in the airport require the unique dual power system of the Falcon Spider FS320Z, said the manufacturer, which is suitable for working inside and outside, added the manufacturer.
