Structural Funds and Cloud Computing
Current state During the 2007-2013 programme period cloud services (SaaS, PaaS, IaaS) were not eligible cost under the Structural Funds in most of the EU member states including Bulgaria. DG REGIO and National authorities considered them as not sustainable with low potential and huge risk levels.
As the cloud computing evolved revealing its full potential, many questions and concerns aroused. The inability of DG REGIO and National governments to envisage cloud services growth “doomed� the EU innovation to be locked on on-premises capabilities.
In order to change the status quo that endangers the entire EU economy we need to address the problems and take immediate actions to influence them. Both private and public entities must be able to benefit from the cloud based services via Structural Funds during 2014-2020 period
