Metro Phoenix homeowners latest property valuations will soon start showing up in their mail. Figures on the postcard size can be difficult to figure out, but they are important. Property tax bills are calculated on these values. Overall, Valley home values climbed 4.4 percent last year, according to the Maricopa County Assessor. But that doesn’t mean your home’s value grew that much or your taxes will climb almost 5 percent, particularly because the region’s median home sales price climbed by 9 percent during 2015. Property taxes can be tricky business in Arizona. The state has one of the most convoluted systems in the U.S. For starters, you need to figure out which valuation means what for your house. Homeowners get two from the county every year: Âť The first valuation on your notice, the FCV is your home’s Full Cash Value. This is the roughly what your home is worth or what it could sell for. And it’s the one number you can appeal for property taxes. FCVs are almost always low by 10 to 20 percent, which cuts down on appeals. If you disagree with your home’s FCV, full-cash value, you have 60 days to appeal. Âť The second valuation is the LPV, or Limited Property Value. This is the figure used to calculate your property taxes. Your LPV can’t climb by more than 5 percent a year. But it can climb more than your home’s full-cash values, and some homeowners will see that on their latest valuations. “Property owners could see their LPV climb higher than FCV on their latest valuation,â€? Maricopa County Assessor Paul Petersen told me. “That’s because the tax system is set up to play catch up.â€? He said during years of bigger home values increases of 10 percent or more, the LPV still can only climb 5 percent. So during slower years of valuation gains, limited property valuations can climb more but still not more than 5 percent. Back to the quandary of why Phoenixarea county home valuations climbed by less than 5 percent, but the regions’ median home price climbed by 9 percent.. The assessor values all of Maricopa’s homes and condominiums, more than 1 million of them. Its assessment includes many homes that wouldn’t likely sell without significant repair.

There are many variations of the agrihood, McMahon said. “Some developers rent acreage to farmers,� he said. “Some set up nonprofit C.S.A. (community-supported agriculture) programs. Some have the residents doing it (the growing) themselves.� Agrihoods frequently include farmers markets, inns and restaurants sited in communal hubs where the edibles are processed or sold. A lot of things are driving the trend, McMahon said. “There’s more interest in fresh foods. There’s interest in good health. There’s interest in local everything. It’s also about enjoying the many conveniences that help you meet your neighbors.� Many purchasers are second-home buyers, retirees or parents of young children, McMahon said. “They tend to be what I call the ‘barbell generation,’ � he said. “The millennial generation that wants fresh everything, that wants to know where their food is coming from. Also the senior generation, the baby boomers. They don’t want big yards to take care of anymore.� Prices tend to be a lot cheaper for agriculture-centered dwellings than for homes facing golf courses. Along with their higher operating costs, many golf course developments face concerns about water shortages; some are being pushed toward becoming food-based operations, said Matthew “Quint� Redmond, owner of Agriburbia

And fewer people are playing golf these days. We’ll be seeing a lot of golf course conversions in the next 10 to 15 years.� Clay and Roz Johnson moved to a farmcentered community called Serenbe near Atlanta when their second child arrived

and they wanted more space. About 70 percent of the 1,000-plus-acre property is green space, and their home abuts the barn. “I’m looking at it out my back window,� Clay Johnson said in a phone interview. “I’m watching some free-range chickens.� Most of Serenbe’s landscape consists of edible, medicinal or native plants, said spokeswoman Monica Olsen. “We have blueberry bushes at all of the crosswalks,

three on-site restaurants and a seasonal farmers market. We just had our 10-year anniversary from when our first residents moved in.� Johnson said moving to Serenbe made financial sense for his family. “We sold our three-bedroom (house) in Atlanta for more than we bought our five-bedroom here. We both work from home, and have room available if needed for our aging parents.� And living close to the farm gives them a more personal relationship with their food, he said. “Our kids recognize the farmers and know who they are. The farm is operated like a business, so you can’t just hop the fence and pull some vegetables. That’s stealing. But my son has asked for and been given a handful of cherry tomatoes for the walk home,� Johnson said. “When we had our second child, I didn’t cook for several weeks because neighbors kept bringing over food,� he said. “It’s not just a farm, but it creates a sense of community just like a church does. We all meet at the farmers market on Saturdays.�

That’s true to an extent, and there are usually more expenses as well. Renters often miss out on deductions and some great Arizona tax credits. But there are lots of ways to reduce your taxes if you are renter. When preparing your taxes, if you’re

planning to take some of these deductions, it can be valuable to consult a tax adviser. Health insurance. For those who are self-employed, a percentage of health-insurance premiums are tax deductible. And for renters who have employer-paid health insurance, premiums may be tax deductible. Your tax adviser can help you calculate this. Donations to schools. Arizona taxpayers are able to make direct donations to

public, charter and private schools for a dollar-for-dollar tax credit. If you made this donation before Dec. 31, you should have received a confirmation letter. The law recently changed to allow taxpayers to contribute to schools up until April 15. Arizona Tax Credits. If you made working-poor tax credit donations or contributed to the other credit programs that Arizona offers, be sure to include these in your tax preparation. These are dollar-for-dol-

lar tax credits and will help to reduce your tax bill from the state. Childcare deductions. Childcare and preschool expenses can be offset by a tax credit for parents who are eligible. There are limitations on the age of the child, but it’s worth looking into for parents. It’s important to consult your tax adviser. customer of record, is APS allowed legally to shut off the electrical service to my unit for nonpayment if my account is paid in full? A previous tenant who lived in the unit had a 2010 unpaid bill in their name. APS did shut off my electric and refused to restore service until the 2010 debt was paid in full. They failed to produce the bill in question as proof of de debt. What are my legal rights? Is this enforced on all landlords on their rental units?

Answer: If a landlord has entered into a

landlord transfer of service agreement with APS, the electric will automatically be put back into the landlord’s name when the tenant terminates their service with APS. Under that agreement, APS agrees to not require a landlord to pay for the tenant’s utility bill. Additionally, if the tenant’s service is terminated for non-payment, APS will re-connect under the landlord’s name as long as that tenant is not allowed to remain on the premises. If the landlord has not signed one of these agreements, there is still a good legal argument that APS is illegally making the landlord a party to the tenant’s contract with APS against the landlord’s will. The landlord may want to file for injunction relief or contact the Arizona Corporation Commission and file a complaint.
