elcome to the October 2011 edition of Road Today and thanks for your continued interest in the award-winning magazine for the changing trucking industry. The current edition carries stories, features, updates on new products and developments related to trucking industry. Regular features like Trucking Quotient Quiz, Road Safety Tips, Entertainment, Health Column, Kids Corner, etc. also make good read. Collisions between vehicles and wild animals can result in serious vehicle damage, personal injury or even death. In Ontario alone, one out of every 17 motor-vehicle collisions involves wildlife, and that number is on the rise due to climate change, human encroachment and an increase in some wildlife populations. Wild animals are unpredictable at all times. However, the risk of a collision is highest from October to January. We have provided some handy tips as suggested by the Ontario Ministry of Transportation on Page 38 and hope our readers will take a note to reduce their collision risk. From September 12-18, 2011 the Ontario Provincial Police conducted the third week of its “Phone in One Hand, Ticket in the Other” campaign and sadly more lives were lost due to inattentive drivers. During the campaign, OPP officers laid an average of 165 distraction-related charges daily in OPP patrolled areas. The OPP’s campaign serves to heighten awareness about this dangerous driving behaviour and ultimately reduce collisions,

but the OPP wants to remind motorists that enforcement of the distraction legislation is a priority every day and if caught, you can expect to be charged to the fullest extent of the law. Using a cell phone or other electronic device while driving can result in a fine of $155 under the Highway Traffic Act (HTA) while. Watching an entertainment device can also result in a fine ($110) under of the HTA. Other forms of distracted driving can result in a charge of Careless Driving with fines ranging from $400 to $2,000, a possible licence suspension of up to two years and/or a jail term of not more than six months. Effective October 1st, we will be moving to a new office space at 1295 Shawson Drive in Mississauga. By configuring these components together, the Model 320 can be configured to save between 4 inches to 18 inches of linear frame space allowing for a shorter wheelbase which provides weight savings. ERGONOMIC SEAT For optimal comfort and ride performance, Peterbilt is now offering new amenities including an armrest, headrest and additional lumbar support to the already favorable Sears C-2 air suspension seats which already delivers 5.25 inch suspension travel and ergonomic contoured molded cushions. The new features are available on both the driver and passenger seats. TRI-PLANE MIRRORS To enhance visibility and safety, Peterbilt’s new tri-plane mirrors contain convex mirrors on the upper and lower planes with a remote controlled flat mirror on the middle plane. All three surfaces are heated, and feature an arm system that allows the mirror to be folded either forward or backward.

Canadian Border Services Agency Issues Notice to Foreign Carriers on Permissible Cabotage T

he Canada Border Services Agency (CBSA) has issued a new Customs Notice on the point-to-point movement of domestic freight in Canada by foreignbased motor carriers and tractor-trailers, commonly referred to as cabotage. Both Canada and the United States have nearly identical cabotage rules and only permit such movements in very narrowly defined circumstances. Customs Notice 11-014 was issued on August 25th, 2011. The notice does not signal a change in the rules, which have been in place for well over a decade and were the product of joint discussions between both the Canadian and US governments and their respective trucking industries. However, the notice is a reminder of what the rules are and perhaps signals that CBSA will be paying closer attention to the activities of foreign carrier operations in Canada. The Agency has indicated it will conduct postrelease compliance verifications and issue sanctions against violators. It has been a long-standing belief by many Canadian carriers that enforcement of the cabotage rules by government agencies has been far more aggressive in the United States than it has been in Canada. Publication of the notice was welcomed by the Canadian Trucking Alliance (CTA). Its president, David Bradley, says “the rules are, quite frankly, very complicated – on both sides of the border -- so whatever can be done to improve the level of understanding about them is a step in the right direction.” However, Bradley is quick to point out that CTA is of the view that there is a need for a joint approach to modernizing the cabotage rules in both countries. Bradley indicated that he hopes that President Obama’s focus on increasing US exports, the current round of Canada-US negotiations on a perimeter security agreement, and greater regulatory harmonization might get the ball rolling. The rules governing trucking cabotage are set out in federal legislation known as the Customs Tariff, under which the domestic movement of goods by foreign trucking equipment is generally forbidden, except when the move is “incidental to the international traffic of the imported or www.roadtoday.com

exported goods.” Customs Notice 11-014 clarifies the meaning of “incidental” as follows: • Only one incidental (domestic) move is permitted per international trip. • The move must follow a route consistent with the international route of

the imported or exported goods. • Domestic goods can be carried as part of a re-positioning move, but only if the vehicle is en route to pick up a scheduled load for export from Canada, and the drop off point of the goods is in a direct line to the pick-up of the export load.

Caterpillar, Navistar Announce Next Phase of Global Truck Alliance for On-Highway and Vocational Trucks C

aterpillar and Navistar International Corporation have announced the next phase of cooperation between the two companies to develop, manufacture, sell and support vocational and on-highway trucks for the North America market and the rest of the world. In June of 2008, the two companies announced plans to form an alliance for the on-highway truck business. This led to the creation of a 50/50 joint venture called NC2 Global LLC. NC2 is focused on the development of on-highway trucks for markets outside of North America, including current truck offerings in Australia, South Africa and Brazil. The two companies also have an agreement to produce Cat heavy-duty vocational trucks for North America. Earlier this year, the Cat® CT660 vocational truck was unveiled at the CONEXPO/Con-Agg 2011 trade show and customer deliveries of the trucks have recently started. Now Caterpillar and Navistar are moving to the next stage in the relationship, with continued focus on customers around the world. Building on the success of the companies’ strategic relationship to produce Cat heavy-duty vocational trucks for North America, the companies will restructure certain aspects of NC2. Under the terms of this new relationship, NC2 will become a wholly owned subsidiary of Navistar and through a new brand licensing agreement, both International and Caterpillar branded trucks will continue to be distributed through both International and Caterpillar dealers outside of the United States. In addition to the current CT660 vocational trucks that are being produced for customers in North America, Caterpillar and Navistar have also signed a new, nonbinding memorandum of understanding to develop a new, cab-over-engine Cat vocational truck that would be sold globally. OPP completes third week of Distracted Driving Campaign

IRP Amendment Favorable to Motor Carriers M

ember jurisdictions of the International Registration Plan (IRP) recently approved changes that will simplify compliance for motor carriers and clarify record keeping responsibilities. With the support of industry associations in both Canada and the United States, several provisions under the Plan regarding audits and carrier record-keeping requirements have been revised. Ron Lennox, vice president of the Canadian Trucking Alliance (CTA), says the changes will benefit motor carriers by providing more flexibility in record-keeping, restrict jurisdictions from penalizing for records that have already been audited, and give much better guidance on what electronic records are acceptable. Additionally, there will no longer be an IRP-prescribed format for IRP record keeping, freeing registrants to use their own record keeping systems and vehicle tracking technology. For states and provinces, the changes will lend clarity to auditing standards and should therefore help auditors to accurately assess motor carriers. All 10 Canadian provinces were among the 43 jurisdictions that voted for the amendments. By urging their IRP administrators to vote for the amendment, the provincial trucking associations and their member carriers were instrumental in helping to get the changes passed. rom September 12-18, 2011 the OPP conducted the third week of its “Phone in One Hand, Ticket in the Other” campaign and sadly more lives were lost due to inattentive drivers. “During the campaign, OPP officers laid an average of 165 distraction-related charges daily in OPP patrolled areas”, says OPP Commissioner Chris Lewis. Of the six fatal motor vehicle collisions that occurred within OPP jurisdiction the week of the campaign, two people were victims of an inattentive driver. The OPP’s four one-week campaign over the course of the year serves to heighten awareness about this dangerous driving behaviour and ultimately reduce collisions, but the OPP wants to remind motorists that enforcement of the distraction legislation is a priority every day and if caught, you can expect to be charged to the fullest extent of the law. Using a cell phone or other electronic device while driving can result in a fine of $155 under the Highway Traffic Act (HTA) while. Watching an entertainment device can also result in a fine ($110) under of the HTA. Other forms of distracted driving can result in a charge of Careless Driving with fines ranging from $400 to $2,000, a possible licence suspension of up to two years and/or a jail term of not more than six months.

PETERBILT’S MODEL 386 LNG RECOGNIZED AS INDUSTRY’S FIRST SMARTWAY DESIGNATED ALTERNATIVE FUEL VEHICLE P

eterbilt Motors Company announces receiving accreditation for developing the industry’s first SmartWay designated alternative fuel vehicle. The Environmental Protection Agency’s (EPA) SmartWay Program has recognized Peterbilt’s Model 386 liquefied natural gas (LNG) truck as meeting the established fuel-saving, low-emission equipment requirements set for Class 8 trucks. The Model 386 LNG will join Peterbilt’s family of SmartWay designated vehicles which includes the Model 587, Model 386 and Model 384. Equipped with a fuel efficient, aerodynamic package, the Model 386 LNG SmartWay designated vehicle is ideally suited for a variety of applications, including line, bulk and tanker hauling. The contoured aerodynamic package features roof fairings with trim tabs that help propel air up and over the cab and trailer, re-contoured chassis fairings with a “flair” design pushing airflow around the tires and wheels, and an exclusive Peterbilt transition fairing positioned between the cab and detachable sleeper directing airflow over and around the sleeper. In addition, a composite molded sunvisor featuring a Gurney strip design transitions air more efficiently over the cab while providing glare protection for drivers, and three inch rubber mounts are fastened to the end of the sleeper driving airflow out and around the trailers. The alternative fueled vehicle is powered by the EPA-certified Westport GX engine, offering up to 475 horsepower and 1,750 lb-ft

of torque. The 15-liter engine uses high pressure direct injection technology (HPDI), specialized cryogenic fuel tanks, and associated electronic components to facilitate robust performance and reliable operation. This technology uses a low cost, cleaner-burning fuel than diesel without compromising engine torque, power, fuel economy, or drivability, in addition to reducing greenhouse gas emissions by 25 percent.

TransCore’s Canadian Freight Index Sees Double Digit Increase for August

ransCore’s Canadian Freight Index was up 10 percent from July of 2011 and had a 12 percent increase year-over-year. August 2011 freight volumes were the highest for same month over the last five years. Equipment postings in August reached the highest levels for 2011, with capacity up over 11 percent from last month’s total. Capacity was three percent above recorded levels for August 2010. I

f you are reading this article then you have made it through three quarters of the year. If that means you are a new driver then you can almost say you have completed the hardest year of your career. If you are seasoned pro then have you hit those bench marks that you were hoping to hit for this year. Either way time is moving forward and doesn’t stop to let us iron-out our little problems. For an entrepreneur like myself there is never enough time to get all the things done that I need to do. I could use two of me going at the same time, but that is where prioritizing comes in. The point is that time is moving faster than all of us and keeping up with it is half the battle. That being said if you don’t make time for the important things then you may be missing out on the whole reason for doing your job in the first place. As truck drivers and owner operators, we spend time away from our families and before you know it they have grown up, possibly moved away and you are too old to enjoy those times. For many of us the stress of making a dollar overshadows the important events in our lives, things that we may regret later. Things like anniversaries, graduations and so on. The line we say the most is “can’t make it because we have to work”. Then in our later years something happens and we wish that we would have made it

those special times. I don’t know how many birthdays and special events I missed with my years on the road. My schedule just didn’t allow for those special times but now that I am in my older years I wish I had made it some of those events. The problem was not that my company wouldn’t give me that time, but the fact that I enjoyed

my job so much I always wanted to be on the road. Things haven’t changed now that I am self employed but being older helps me focus a little more on the things that are important. So how can you make time for the important things in your life? First make sure you know when those important times will be, finding out about your daughter’s graduation

the day before it happens when you are in the heart of Texas is not the time to think about getting home. Know what those dates are and when they are and how much time off is required. As owner operators and professional drivers our whole motto in life is that the truck isn’t earning money if the wheels aren’t turning. That is very true to a certain degree but misses out in some very important thinking. You can’t run all year without a break, that is why companies have mandatory vacation time. You also should be building breaks into your overall schedule so that you have time off regularly over the year. I see many guys that will make a truck show but won’t make their daughters special birthday, so make sure your priorities are set properly. Now schedule time off to make sure you are at those special dates. This would require you to sit down and plan out parts of the year with your wife and kids, but you would be amazed how much this can help your relationship. If you are an owner operator you may want to look into hiring someone to drive for you for a time if it is costing you too much to shut the truck down, but you should have built that time into your budget from the very beginning. Make time for those special times and make sure you schedule a break in on a regular basis. If not you will regret your decisions later and won’t be able to go back.

Watch WildLife for

Reduce Your Collision Risk

Collisions with wild animals can result in serious vehicle damage, personal injury or even death. • On average, there is a motor vehicle/wild animal collision every 38 minutes • One out of every 17 motor vehicle collisions involves a wild animal • Motor vehicle/wild animal collisions are increasing annually. In 2007, 13,954 collisions were reported. Many more go unreported. • 89 per cent occur on two-lane roads outside of urban areas • 86 per cent occur in good weather Wild animals are unpredictable at all times. However, there are two peak times when the risk of a collision is highest: May and June and from October to January.

Watch • Scan the road ahead from shoulder to shoulder. When you see wildlife beside the road, slow down and pass carefully as they may suddenly bolt onto the road. • Watch for the yellow wildlife warning signs that indicate an area of increased risk. Slow down when travelling through these areas. • Use high beams at night where possible and watch for glowing eyes of animals Steer • Stay in control. Watch your speed and take extra precautions when driving at night as visibility is greatly reduced. Slowing down will give you that extra second to respond. • Never swerve suddenly. This could cause your vehicle to go out of control or head into oncoming traffic. Brake • Brake firmly if an animal is standing on, or crossing, the road. Never assume the animal will move out of your way.

The Province of Ontario has taken a number of steps to help keep animals from wandering onto the road, including: • Installing fencing along major highways • Removing roadside brush to improve sightlines and visibility for drivers • Draining salty ponds beside highways, which may attract wild life • Posting warning signs where there is a history of wildlife colli sions • Installing highway lighting to improve visibility at night

Stop • Stop as safely as possible if a wild animal is crossing the road. Remember, if one animal crosses the road, others may follow. If possible, avoid driving during dusk or dawn when most wildlife collisions occur. Swerving to avoid hitting a wild animal may result in a more serious collision. If hitting a wild animal is unavoidable, remember to stay in control.

think it is safe to say that most of us have had a headache at some time in our life. However for an unlucky few, these headaches can become debilitating and affect their ability to function on a day to day basis. Fortunately, for the majority of us, a headache is temporary problem which often disappears relatively quickly. There are many different types of headaches, with various causes, but the two most common types are tension and migraine headaches. Tension headaches are by far the most common and are often associated with temporary stress, anxiety, fatigue or anger. The cause of tension headaches is increased muscle tonicity of the neck and head muscles. As a result, the joints in your neck become restricted causing pain. If this continues, the nerves at the base of skull can become irritated. This leads to the classic tension headache with pain originating at the base of the skull and radiating up the back of the head. Other symptoms of tension headaches include soreness in your temples and a squeezing sensation around your head. Fortunately, this type of headache usually disappears with rest. In order to eliminate or decrease the severity of this type of headache, you must identify the cause of the muscle tension in your head and neck. Stress, spinal joint dysfunction and poor posture can all contribute

to increased muscle tonicity. If stress is the problem, try and eliminate it as much as possible. If you have spinal joint restrictions in your neck, get adjusted by your chiropractor. If you have poor posture, see your physiotherapist and or a chiropractor. If you have tight muscles, see a registered massage therapist. All of these health care professionals will be able to help you identify and treat your tension headaches. Another common type of headache is a migraine. Migraines can be debilitating and literally put your life “on hold” for a few hours or several days. This type of headache is responsible for more job absenteeism and disrupted family life than any other type of headache. Although the exact cause of migraines is not known, scientists believe it is due to a vascular change within the brain. Blood vessels dilate and the nerves surrounding the blood vessels release chemicals which causes inflammation resulting in pain. Migraines are three times more common in women than in men and are most common in young adults in their 20’s and 30’s. Most migraine sufferers will have two to four headaches per month. In extreme cases, people may experience a couple of headaches per week. A typical headache will last for approximately four hours. Scientists have been trying to determine if there is a genetic predisposition for migraine headaches, but there still is

no conclusive evidence suggesting so. There are different types of migraines, but in general they are very similar in symptomatology. A person who is suffering from a migraine will usually report a hyper sensitivity to light and sound. The headache begins as a dull ache and progresses to a constant throbbing or pulsating type of pain that is located on one side of your head. Some people experience an aura or warning signs that precipitate a migraine headache. Usually 5 to 35 minutes before a headache you may experience visual disturbances such as blind spots, flashing lights or jagged lines which will alert you that a migraine is coming on or is about to occur. This will give you time to prepare your self for it. There are certain physical triggers that can cause a migraine headache. Common triggers include stress, caffeine, chocolate, and alcohol, lack of sleep, nitrates, red wines, cheese and citrus fruits. This is only a partial list, but it includes the most common triggers for migraines. It has been suggested that 30% of all migraines are due to a reaction to a certain type of food.
