We look forward to work together with all our readers, advertisers, patrons and industry colleagues through many of our qualitative products, events, services and initiatives towards achieving larger goals. The Beyond the Border Action Plan Implementation Report has been released by the Government and it is good to know that progress has been made on initiatives like a joint border infrastructure plan, an integrated cargo security strategy, data harmonization between the two countries and C-TPAT-PIP harmonization. A recently-launched pilot program at the Blue Water Bridge in Sarnia that aims to improve the FAST program for trusted traders and help ease costly delays and move commercial traffic more quickly is also part of the ongoing initiatives. We welcome such programs aimed at moving goods across the border far more efficiently and quickly. Recently, the Ontario Anti-Fraud Task Force Steering Committee released its final report with a series of recommendations. The report also included a study -- conducted by KPMG -- that estimated the cost of auto insurance fraud in Ontario was between $769 million to $1.6 billion annually - and this was viewed by the Ontario Government’s consultants as a conservative estimate. Insurance Bureau of Canada (IBC) has now partnered with Crime Stoppers in an effort to provide consumers with another
avenue to submit their anonymous tips about suspected insurance fraud and vehicle theft. People can now anonymously submit tips to 1-800-222-TIPS or also report fraud on ibc.ca. We encourage our readers to come forward and do their part to combat the insurance fraud. Winter driving can be risky, so be ready and be safe. We urge all motorists to adjust your driving according to the weather conditions. Keep in mind that proper vehicle maintenance, coupled with safe driving techniques, will help get you through the winter safely. You can reduce the chance of collision and help improve road safety by following basic safety tips like : giving yourself extra distance to stop, clearing the snow and ice off your vehicle, ensuring your wipers are in good working condition, checking weather conditions before hitting the roads, packing a winter driving emergency kit in your vehicle, etc. Please keep the channels of communication open as we are readily accessible through social media on Twitter, Facebook and YouTube. Auctioneers, the world’s largest industrial auctioneer, has sold more than CA$1 billion of equipment and trucks in its Canadian auctions to date in 2012—the first time the Company has achieved this mark in Canada in a single year in its 54-year history. The new record was set at Ritchie Bros.’ unreserved public auction in Edmonton, AB on December 13 - 14, 2012. More than CA$60 million (US$61+ million) of equipment and trucks was sold in the Edmonton auction—with all items being sold to the highest bidders regardless of price—without minimum bids or reserve prices. MAHINDRA TO PURCHASE NAVISTAR’S STAKE IN INDIA JOINT VENTURES
M
ahindra & Mahindra Ltd. (M&M) and Navistar International Corporation have announced that Mahindra intends to purchase Navistar Group’s stake in Mahindra Navistar Automotives Ltd (MNAL) and Mahindra Navistar Engines Pvt Ltd (MNEPL). Following the purchase, both MNAL and MNEPL would become wholly owned subsidiaries of Mahindra. Mahindra would take complete ownership of operations and continue to sell MNEPL and MNAL products. The sale requires regulatory approval in India, is subject to the conclusion of definitive agreements, and is expected to be completed in early 2013. The terms of the proposed transaction call for Mahindra to pay approximately Rs.175 crores, or $33 million, for Navistar Group’s stake in both ventures. The agreement allows Navistar to continue sourcing components from India while Mahindra would continue to provide engineering services to Navistar. As part of its “Drive to Deliver” turnaround plan launched in August, Navistar has been conducting an analysis of all of its businesses and programs to determine their return on invested capital (ROIC) and identify areas for improvement. Based on this business environment, Navistar has determined that it needs to redirect its efforts to other initiatives that more quickly contribute to the company’s goal to improve its ROIC. RT

Industry veteran, Pat Lumsden retires

he Canadian Trucking Alliance has welcomed the federal government’s Beyond the Border Action Plan Implementation Report and anticipates more progress to be made in 2013. Since the binational Border Action Plan was announced a year ago by Prime Minister Stephen Harper and US President Barack Obama, governments on both sides of the border, as well as industry stakeholders such as the Canadian Trucking Alliance, have been busy putting the pieces in place. Included in the measures of interest to the trucking industry were, among other things: restoring carriers’ ability to move in-transit in the US; mutual recognition of trusted trader programs; using FAST cards to meet other security rules; pre-inspection and pre-clearance programs; and assessing the impact of border crossing fees. The report provides a progress update on these and other initiatives, such as a joint border infrastructure plan; an integrated cargo security strategy, data harmonization between the two countries, C-TPAT-PIP harmonization, and a recently-launched pilot program at the Blue Water Bridge in Sarnia that aims to improve the FAST program for trusted traders. CTA was consulted extensively by the agencies responsible for drafting the Action Plan -- the Beyond the Border Working Group and the Canada–US Regulatory Cooperation Council. CTA President David Bradley says he is pleased some of the Alliance’s recommendations are taking shape. “There is a lot of work here and these things take time, but so far the implementation report shows that our federal government and industry stakeholders didn’t simply retreat back into the shadows after the Action Plan announcement last year,” says CTA President David Bradley. “The Action Plan attempts to modernize the border by improving trade facilitation and reduce unnecessary regulatory barriers at the vital Canada-U.S. border. It’s nice to see that we have made some progress to make that into a reality.” RT

JOST International to offer their fifth wheel product standard on Mack trucks is consistent with our commitment to offering customers the best total value proposition in the industry.” JOST fifth wheels are manufactured with only four moving parts, making them one of the simplest and safest coupling devices on the market. The fifth wheels utilize a spring-loaded steel locking bar that slides into position securing the kingpin automatically. Because the steel locking bar is supported equally on both sides of the coupling, the trailer load is distributed evenly for increased surface contact and reduced wear. The JOST fifth wheel is also easy to operate, including disconnecting it, using a low 60-pound pull force handle. RT

President Obama Visits Detroit Diesel Corporation Headquarters US President Barack Obama visited Detroit Diesel Corporation last month to recognize that the company’s Detroit DT12 automated manual transmission and the new Detroit DD15 proprietary asymmetric turbocharger will be produced at the Detroit brand manufacturing headquarters in Redford, Michigan. The addition of the Detroit DT12 automated manual transmission and DD15 proprietary asymmetric turbo to the full line of Detroit brand engines and axles at the facility represents a capital investment of $120 million and will result in the addition of 115 direct jobs. Fewer Canadians admit driving after drinking; still room for improvement: Poll A new poll by the Traffic Injury Research Foundation (TIRF) reveals that fewer Canadian drivers are getting behind the wheel after drinking. Researchers found that both the percentage of drinking drivers who drove after drinking any amount of alcohol and of drinking drivers who drove when they thought they were over the legal limit dropped in 2012 compared to previous years. The public opinion poll conducted in October 2012 investigated Canadians’ behaviours and actions in relation to drinking and driving as well as trends in their behaviours. In a new Road Safety Monitor (RSM) report by TIRF, researchers found that the percentage of those who drove after drinking any amount of alcohol decreased from 19.2% in 2011 to 17.3% in 2012. Researchers also found a significant decrease in the percentage of Canadian drivers who admitted to driving when they thought they were over the legal limit in the past twelve months from 5.4% in 2011 to 3.6% in 2012. The drop in 2012 is even larger when compared with the 9.1% reported in 1998. TIRF first reported a significant drop in the number of drivers who admitted to driving when they thought they were over the legal limit in
2008. Reasons explaining the additional decrease in 2012 are not immediately apparent but researchers say this finding is encouraging. “Socio-economic factors such as employment rates, increasing gas prices and reduced alcohol consumption are always noted as possible contributing factors when looking at impaired driving rates, “explains Kyla Marcoux, TIRF research associate. “However, increases in the availability and the scope of educational programming and awareness campaigns as well changes to federal and jurisdictional impaired driving laws in recent years may be contributing factors as well and further monitoring will be needed to quantify the effects.” In spite of these declines, researchers want to emphasize that further progress can be made. The study found that the decline seen among the percentage of drivers who admitted to driving after drinking any alcohol in 2012 is still well above the low of 14.7% that was reported in 2005. This may suggest that a small number of drivers continue to be unaware of the risks that lower levels of alcohol can pose. RT

he 6.7-liter PACCAR PX-7 delivers superior performance, minimizes operational costs and maximizes uptime for medium duty customers. The engine has a standard base warranty of 2 years with no mileage limit. The 8.9-liter PACCAR PX-9 possesses one of the highest power-to-weight ratios in its class with heavy duty features such as replaceable wet liners, roller cam followers, bypass oil filtration and targeted piston-cooling. The engine has a standard base warranty of 2 years or 250,000 miles, whichever comes first. Kenworth offers two extended warranty protection plans with each offering a total of 20 different duration and mileage combinations. nnovative tracking and monitoring technology is being introduced for the first time at one of the busiest Canada/US border crossings to help ease costly delays and move commercial traffic more quickly. blueRover technology is at the heart of a 6 month pilot project aimed to improve the Free and Secure Trade (FAST) program for Trusted Traders and announced last month at the Blue Water Bridge by Sarnia- Lambton MP Patricia Davidson, the Canadian Trucking Alliance, Canada Border Services Agency, the Blue Water Bridge and blueRover. Approximately 1,400 trucks from across Ontario and Quebec are involved in the pilot that is part of the Beyond the Border Action Plan announced by Prime Minister Harper and President Obama to improve the efficiency of trade. Currently, in order to use the FAST lanes for shipments into Canada requirements are placed on the drivers crossing the border, the carriers (trucking companies) responsible for moving the freight and the freight itself. Truck drivers must possess either a FAST card or a Commercial Driver Registration Program (CDRP) card. Carriers must be members of both the Canadian Partners in Protection (PIP) security program and the Customs Self-Assessment (CSA) program. And, all freight on the truck must be from shippers that are both PIP and CSA approved. In the United States, FAST participation requires
that the drivers hold a FAST card, but carriers and shippers need only participate in one security program – CustomsTrade Partnership Against Terrorism (CTPAT). Under the FAST pilot which is being conducted at Blue Water Bridge with freight entering Canada from the United States, carriers and the shippers’ freight will need to be either PIP or CSA approved, but not both. This will bring requirements in line with that of the United States in the hopes of creating more traffic in the FAST lanes and therefore more efficient border crossings. Participating trucks will be equipped with a blueRover sensor on the dash to measure traffic flows, and the time it takes to cross the border using the FAST lane compared to the regular lane. “Time savings translates into a huge cost savings for trucking companies and the economy,” said Loreto Saccucci, CEO of blueRover. “It’s exciting to see blueRover technology become a big part of the solution to moving goods across the border far more efficiently.” With approximately 6,000 commercial vehicles crossing the Blue Water Bridge daily, it is Canada’s second-busiest international commercial crossing for trucks and the third busiest for total vehicles. Border delays cost Canada’s economy between $15-billion and $30- billion a year. RT

MTO Revises Permit Conditions for 60-Foot Trailer Pilot
T
he Ontario Ministry of Transportation has issued its revised permit conditions for a limited, 18-month trial of a specific extended length (60’6’) drop-deck semi-trailer as initially proposed by Walmart Canada. The new permit conditions will apply to five qualified carriers, with four permits each. The trial will be limited to those shipping retail goods, destined for the retail industry. The Ontario Trucking Association, which felt the initial permit conditions fell well short of what was necessary to ensure public safety and fair treatment of the trucking industry, says the new conditions have addressed many of the association’s key concerns and reflect most of the recommendations put forward by OTA in recent weeks. OTA’s concerns were addressed in several key areas. For starters, OTA objected to the clauses in the proposed Memorandum of Understanding between the MTO and Walmart which clearly stated the permits would be held by the shipper. Under the revised permit conditions, the permits will be held by carriers. “This was non-negotiable for OTA,” said OTA president David Bradley. OTA also felt that the proposed permit conditions themselves were too weak and should directionally be similar to those established for the Ontario LCV program. In other words, they should mandate a meaningful level of carrier qualification – certainly more than what was being proposed (i.e., that the carrier only had to have a satisfactory safety rating). Under the new conditions, carriers will also need to maintain a minimum of $5 million liability insurance and have at least
five years of prior trucking experience. OTA also felt there needed to be driver qualifications (there were none in the original proposal), especially given the “swing-out” characteristics of the proposed trailer and the fact a shorter tractor would be needed to fit within the current envelope. Under the revised conditions, carriers will be required to provide appropriate orientation to drivers and the driver must have a minimum of five years provable tractortrailer driving experience. As well, OTA felt that at least during the trial the permits needed to prescribe specific origins and destinations. Under the revised conditions, carriers must inform MTO in advance of the origin-destination of locations at which they intend to operate the extended trailers and cannot simply load and operate the trailers spontaneously, without notifying MTO. From both from a safety perspective and in consideration that the industry is already heavily invested in 53 foot trailers, OTA had also argued the MTO should adhere to a multi-year gradual phase-in of the number of operators and permits available – again along the lines of the current Ontario LCV program. The revised permit conditions state, “based on the results of the (trial) evaluation, MTO will determine whether to and how to proceed with a measured roll-out of extended semi-trailer operations.” According to Bradley, “it is clear that what we are now talking about is a very small, tightly controlled trial of a specific trailer design, not a wide open roll-out of a new, longer trailer standard.” RT
A first in Canada: Heavy-Duty Truck Powered by Liquified Natural Gas (LNG) Now Available for Short-Term Rental

xcellence Peterbilt has placed Canada’s first heavyduty rental truck powered by liquefied natural gas (LNG) into service, according to Nicole Lussier, president of Excellence Peterbilt. “In collaboration with our partners, Peterbilt Motors, PacLease, Gaz Metro Transport Solutions and Westport HD, we’re offering private and for-hire transporters an opportunity to test drive and compare the economic and environmental benefits of this alternative technology,” Ms. Lussier said. According to Gaz Metro Transport Solutions, a Gaz Métro Plus subsidiary, the road transport section is the largest GHG emitter in Quebec, accounting for more than
40% of total emissions. Heavy diesel trucks emit 28% of the GHG emissions in Québec, while representing only 2% of all vehicles. That is why natural gas for vehicles is an ideal solution for heavy transport, using already proven and available technologies to reduce GHG emissions. inter wasn’t the same, for Canada and those old enough to know what weather used to be like during the months of November to April this mild weather could have been considered spring. It was so mild that more people had been seen in shorts and t-shirts than winter coats and boots. The news networks were telling people that the conditions are changing due to global warming and people were starting to relax. Jim was one of those people who felt that he could beat anything, he was a new driver with only a couple of years experience and was just starting to be awarded longer runs. He had never experienced any problems on the road other than traffic and the odd driving rain. The company had been awarded a special contract running freight into Denver
Colorado. Two trucks would be sent with specialized freight and the boss thought it would be a good learning experience for Jim as he was sending one of his most experienced drivers in the other truck to help him along. Jim was warned that the weather can change drastically in that region and to be prepared for the worst. Unfortunately the worst that Jim had experienced was considered the best for some so he didn’t think of things other than a heavy coat. The trucks roared out onto the highway. Nothing but clear sailing for the pair and they made good time their first day. The only thing that Jim noticed about his partner was that while Jim had been buying things like chips and pretzels for the road his partner was stocking up on canned goods and crackers. When Jim asked why he
was buying that stuff the old timer just kept saying, “You never know!” Jim didn’t understand, but he would. After another day of decent weather and then things started to change, the mountains had a way of creating unexpected changes in a hurry. As the snow started to fall it changed in intensity and turned icy at the same time. As they approached traffic stopped ahead the C.B channels were abuzz with chatter about the set of trains that had flipped over at the bottom of the hill closing the road. They were now idle with an unexpected wait time ahead. As the hours passed hunger set in. Jim had run out of junk food and was concerned it would be morning before things got underway. The thought alone was making him hungry. With the weather it turned to a 10 hour wait before the accident was cleaned up. Thanks to an ex-
perienced driver, and some canned goods and crackers, hunger for Jim would have to wait for another day. I have seen this happen many times to drivers who fail to prepare for winter weather. This happens to many who start out in mild climates not thinking of the different weather patterns they may encounter on their travels. I have been in the same situation as Jim having to sleep in the middle of a closed Interstate while an incident is cleaned up. You have no idea how long it will take to get things moving or where you may have to travel to go around the incident. In winter weather consider your fuel tank empty if you are half full, keep food in the truck, an emergency kit, and warm clothing and blankets. You never know when they may come in handy. RT

rofessional truck drivers rely heavily on their eyes to perform their jobs safely and effectively. Therefore, eye conditions can be devastating or even career ending. This month I am going to discuss cataracts, which is a common

Many people with cataracts report that it is similar to looking through a fogged up window. Most cataracts develop very slowly. As such, many people do not experience any significant symptoms until the cataract has grown in size. Often times, cataracts only affect a small portion of the eye’s lens at first, however, as it increases
with cataracts are due to the lens of your eye not being able to focus the light that passes through the eye. The cataract scatters or disperses the light which prevents a sharply defined image. The most common causes of cataracts are age and injury related changes in the tissue that make up the lens of your eye. Other risk factors include diabetes, alcohol abuse, high blood pressure and smoking. If you suspect that you have a cataract, it is important to seek medical attention. In
order to determine if you have a cataract, your doctor may perform a number of tests which may include a visual acuity test as well as other more sophisticated testing. In most cases, the recommended treatment for cataracts is surgery. However, for most people, there is no rush to surgically remove the cataracts as they usually progress slowly and do not damage the eye. Cataract surgery is relatively simple. Basically, the surgeon removes the clouded lens and then replaces it with a plastic lens implant. In general, this type of surgery does not require hospitalization and you should be able to go home after the surgery. Most patients remain awake during the surgery. The surgeon will use local anesthetic to numb the eye and surrounding area. Cataract surgery is fairly common and is generally considered to be safe and effective. The prevention of cataracts is difficult as the exact cause is not clearly understood. However, having regular eye examinations and living a healthy lifestyle
which includes a diet high in fruits and vegetables seems to reduce the risk. Also, wearing sunglasses which filter out ultraviolet B light may also decrease the risk of developing cataracts. This point is especially important for truck drivers as you are more to direct sunlight than the general population. As you can see, cataracts are not considered a life threatening medical condition. However, it left untreated, the associated symptoms can become debilitating. Keep in mind these simple preventions tips and you will be well on your way to maintaining crystal clear vision.
