ver the past few days, civil unrest has gripped our entire nation. This was due to the unwarranted and senseless murder of George Floyd in Minneapolis last week by a police officer who placed his knee on the neck of Mr. Floyd for nine minutes as he begged for his life, while three other

officers charged to protect and serve, did little - none of them displaying a shred of decency or humanity. It represents the latest, and perhaps the most disturbing, incident of police brutality against an African American man. As such, I feel compelled to share my personal thoughts because I cannot in all good conscience remain silent while the continuation of unchecked

violence results in the loss of black lives without regard or consequence. I am a proud African American man who loves this country. I have close friends and family of all races, and I pride myself on being measured and fair. I have always tried to view the circumstances of life as “the glass 3/4 full instead of 1/4 empty,” but my patience has

truly run thin...and now I am tired! I am tired of watching innocent black men being targeted with violence at the hands of law enforcement. Tired of ignorant bigots taking the law into their own hands and feeling justified to confront black citizens. Tired of the media-driven, negative stereotypes that shape the dangerous narrative

n Monday, June 8, 2020 Governor Tom Wolf announced a $225 million statewide grant program to support small businesses that were impacted by the COVID-19 public health crisis and subsequent business closure order. “As we continue to navigate the COVID-19 pandemic and shift our focus toward reopening our commonwealth, we need to help all Pennsylvanians recover. We need to provide assistance for those who were hurt by the pandemic and the resulting economic

downturn,” Gov. Wolf said. “This new program will provide direct support to impacted businesses to cover operating expenses during the shutdown and the transition to reopening.” The funding was developed in partnership with state lawmakers and allocated through the recently enacted state budget, which included $2.6 billion in federal stimulus funds through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, of which $225 million was earmarked for relief for small businesses.

The Department of Community and Economic Development (DCED) will distribute the funds to the Community Development Financial Institutions (CDFIs), which will then administer the funding in the form of grants. Eligible businesses will be able to use the grants to cover operating expenses during the shutdown and transition to re-opening, and for technical assistance including training and guidance for business owners as they stabilize and relaunch their continued on page 7

ets,” said Pastor Reginal Johnson of Holy Nation Baptist Church at 2925 and Ridge Avenue. “He employs over 600 people between his two stores on 52nd Street and Fox Street and it is my understanding that 95 percent of them are African-American and 40 percent of them are returning citizens, those who have past [criminal] records,” Johnson said during an interview. During a press conference held at the site of the 52nd Street ShopRite location, Johnson who among a group of community residents, organizers and supporters of Brown who expressed their appreciation for his dedication and commitment to service in the area. “We knew that it was important that he [Brown] remained a staple in the community and so our prayerful support was to offer 300

black men from some 30 churches from throughout the city, to just stand and give a presence at the store,” he said. The assignment of the men was initially to pray at the site and then stand watch over the store to deter further looting or damage to the property. “We really just wanted to provide a presence of African-American men who are concerned about the community and this resource that was providing not only groceries but also sustainable employment right here in the community and to serve as a deterrent to anyone who might try to loot or damage property,” said Johnson. But God heard the prayers of the men making the watch unnecessary. “It turns out that God answered our prayer and gave a miracle and Jeff Brown was able to open both the 52nd Street location as well as Fox Street,” he said.

Asked how challenging it was getting over 300 men from 40 different churches to participate in the effort, Johnson said it wasn’t as difficult as the organizers initially thought it would be. “We have great relationships with clergy all throughout Philadelphia and so we took those 40 churches and broke it down to its smallest denominator. We asked each church to provide ten men, and each church was responsible for one hour of standing on post for 10 hours a day,” Johnson said. The first five minutes of each shift, the men were to pray together “as men” and then stand present guarding the store for the remainder of their shifts. Not only did the churches respond positively to Johnson’s call but so did other groups such as One Hundred Black Men, several fraternities, and other local nonprofit groups and

community organizations. During an interview, Jeff Brown was obviously touched by the show of support he received. “When this first happened, the police were overwhelmed, and they couldn’t support us at our two locations,” said Brown. With no police presence, the horde of angry looters moved on the shopping center, much of which was caught on the cell phone cameras of bystanders and streamed live on social media. The stores didn’t stand a chance. But then came a show of support greater than the damage done. “We had an incredible outpouring of love and offers of help and hundreds of people came out to help clean up the stores and a lot of people offered what they could, even people who didn’t have much wanted to help,” he said. One of those offers came from Pastor Johnson. “He [Johnson] had assembled 40 churches, black churches and said that they think they could get together 300 men to protect stores that needed protecting,” Brown said. Brown said that the number of people who responded positively to Johnson’s call far exceeded the 300 initially sought. “I think he got 3700

volunteers and I was very honored by that. I really value the fact that people wanted to help and that we were in this together and that’s how I look at the community I serve,” said Brown. Brown is known for contributing to the community and sponsoring many events taking place in them but says he never actually needed anything in return – until now. When he did, the community was there for him. Despite the fact that his Fox Street and 52nd Street Stores were looted and badly damaged, Brown’s care and concern for the community did not wane and he found a way to use the situation for their benefit. “The looters did not steal the fresh food with the exception of some expensive foods and fresh foods go bad,” said Brown. “I guess it could have been transferred to other stores but one of the things that I was concerned about with us being

closed was that my customers would have a very difficult time getting food. Some of them just didn’t have transportation to go to another market.” Brown said that he didn’t want anyone to go hungry. Instead of boxing up the perishable items and selling them at his other ShopRite locations, Brown called the Share Food program, boxed up the food and asked them to distribute it in the areas he served. “It was a lot. It was a whole supermarket full of fresh food. Produce, meat, deli, the whole thing.” Today, both ShopRite locations, 3400 Fox Street and the Park West Town Center at 1575 N. 52nd street are open for business and working with city officials and other pharmacies, all of which were looted in the area, to help obtain and deliver the medications needed for those who now have no way to get them on their own.

OP-ED: NEPA Reform is Long Overdue By Drew Johnson

E

ver wonder why it took just over a year to build the Empire State Building – but can easily take three years or longer to build a new road today? One reason is the National Environmental Policy Act, a 50-year-old law that requires the federal government to conduct environmental reviews of all infrastructure projects. Since the law’s inception, these reviews have become tedious and expensive. In an effort to speed up infrastructure projects, the Trump administration is working to change how government agencies implement this law. The administration’s plan would streamline NEPA assessments while maintaining environmental standards. That will save millions of taxpayer dollars and help restore our infrastructure to its former glory. Signed into law by President Nixon in 1970, NEPA was the country’s first significant environmental policy. The law requires federal agencies to assess the potential environmental impact of every project that involves federal land or funding. Public and private entities often need to secure NEPA permits before they can fix roads, build bridges, or erect power lines. Since it was enacted, the NEPA approval process has become costly, complex, and time-consuming. To receive a permit,

applicants must comply with various sets of rules dictated by multiple federal agencies. Today, NEPA reviews often last more than four years and produce thousand-page environmental impact statements. This process delays even the most straightforward infrastructure projects. Consider a recent proposal to raise the roadway of the Bayonne Bridge -- which connects New York and New Jersey -- by a mere 64 feet. The proposal spurred a five-year, $2 million NEPA review that produced around 20,000 pages of documentation. Delays like this have left American infrastructure in desperate need of repair. The Department of Transportation estimates our roads and bridges need $800 billion of improvements. Maintaining our nation’s water systems will cost more than $632 billion over the next decade. And a fifth of all passenger rail lines are in “poor condition.” Shoddy infrastructure financially strains American families. Expenses like the rising prices of goods as a result of slower transportation times, time and fuel wasted during commutes, and an aging electricity grid all eat into family budgets. Infrastructure deficiencies will cost every U.S. household $3,400 per year in disposable income until 2025. If left unchecked, subpar infrastructure will cost more than $5,000

per household annually starting in 2026. Ironically, NEPA even impedes green energy projects that could help the environment. Consider the Cape Wind project, a Greenpeacebacked plan to erect a wind farm off the Massachusetts coast. The project’s NEPA review was marred with lawsuits and took more than a decade to complete. Cape Wind was abandoned in 2017, after burning through $65 million of private and public money. Fortunately, the Trump administration has devised a way to stop these needless delays without compromising the rigor of environmental reviews. The administration’s plan would place a single federal agency in charge of every NEPA review, and direct all agencies to complete these reviews within two years. Agencies would also have the ability to use existing data when possible, in order to further streamline reviews. Over the past 50 years, NEPA has gone from an effective environmental policy to a regulatory roadblock. The Trump administration’s plan will slice through the red tape and make this law work for Americans once again. POINT OF VIEW: Waking up to dysfunction, destruction and disheartening news in America By Jim Brown Community Contributor

T

he powers of some protest do create some positive change for the betterment of our society, even in very small ways. Look no further than the City’s removal of the Frank Rizzo statue. As an AfricanAmerican male in this country. I have has been called the “N” word three (3) times, in three different situations, so far, in my life. The first, at Independence Blue Cross in 1992, the second, at a Sprint training with an employee at an outing in Kansas City, Missouri, on September 9, 2001 and the third, with my ex-wife and son in the car waiting for my daughter from her Junior Prom in 2017. The actions of taking aim at the lives of

black men by a white police officer, a white town watch person or just a white man, with racist views are very disheartening and even dangerous to the life of our Amarican culture. Last Wednesday, (6/3/20), I finally went out to survey the damage and impact in West Philadelphia that followed the murderous death of George Floyd in Minneapolis. In addition to peaceful protesters, there were misguided looters, as well as, intentional opportunists, who reeked havoc around Philadelphia and other cities in America. African-Americans and people of color are saying, “Here we go again, and something needs to change about the culture that is responsible for the problems of hate and racism, and the

misguided aggression of some white police officers and other people in this country. If George Floyd was put in the passenger side of the police vehicle as the video shows that he was near, this incident probably never happens. The senseless death of George Floyd at the knee of Police Officer Derek Chauvin showed the arrogance of some white men who are in power. Officer Chauvin wanted to send a message to next George Floyd that this is what happens to black men when you cross a corrupt white cop with his way to handle minorities in communities like Minneapolis and other cities around the country. The excruciating pain that George Floyd felt for 8 minutes and 46 seconds have been an internal

memory for everyone as they watched in person or through news stations around the country. There was disbelief that this could happen in the year 2020. On Wednesday, June 3rd, the country learned that all three officers who were involved in the death of George Floyd were charged in the case along with Officer Derek Chauvin who is now charged with 2nd degree murder. The other officers were, Thomas Lane, J.A. Kueng and Tou Thao. Through heavy and constant protesting around the country, it still took the Attorney General Keith Ellison in Minneapolis nine (9) days to bring charges of aiding and abetting to seconddegree murder for the other officers involved as reported by newspaper sources and national news stations. From the chaos that was created by the firestorm of George Floyd’s death, agitators who attached themselves to peaceful protesters began burning police cars, cars in the vicinity of protest marches with the ill-advised decision to loot businesses in every part of Philadelphia and especially in West Philadelphia. “I got angry,” stated Dorothea Lewis. “Because, one person that got killed in Minneapolis, and they wanted justice and now the guy (Officer Chauvin) is in jail serving life. And what’s the point now of doing all of this (looting), to the City of Philadelphia. It’s worthless. Because what you did was, stupid now. It was anger, it was rage and it wasn’t people that did it to them.” I toured 52nd Street between Walnut Street to Sansom Street and saw several businesses that were ravished by looters and some that they tried to burn down. We then talked to Muhammad “I was not here,” says Muhammad, who owns one of the hut carts along 52nd Street that was overturned. “I saw the news but I came out a day later and nothing was in the hut, it was empty.” The negative actions of many protesters who looted and ransacked businesses in West Philadelphia were

more than likely from that neighborhood in which they live, and that’s the sad part of the devastation of the businesses in the wake of the negative influences of protesting. “Right now, everything is nice,” states storeowner Muhammad Hassin. I’ve been here with my two stores (Suny Cleaners and R.K. Boutique) at 138 and (Variety Store) at 136 S. 52nd Street between Walnut Street and Samson Street. I’ve been living here for twentythree (23) years and I also live in this neighborhood. I never have seen anything happen here but when I saw my businesses on the news being looted, it broke my heart.” We also talked to residents in the neighborhood about the affects of looting and what they now have to do to get the essentials for their homes as they manage their lives, and health through this time of coronavirus, since the death of George Floyd. “I been living here for 25 years,” explains resident Thomas Weldon. “Man it’s terrible. Destroyed this stuff by looting these businesses here on 52nd Street. Tearing up the city has nothing to do with George Floyd’s death. And tearing up the Shoprite, now we have no where to get something to eat.” “It’s difficult to me because I live on Irving Street (near 52nd Street),” says Mrs. Harriston. “My daughter just came down to take me shopping. It was really difficult to see the looting on the news. I started crying because this is our neighborhood. We go shopping everyday in these stores and now they don’t have nothing and nothing to go to now.”

“Now, people have to go out far to get food from other stores,” adds Ms. Dorothea Lewis. “And if you don’t have a car, you have to walk far to these places. You just went out and destroyed your own neighborhood and now no stores are open. And now you have the mother of George Floyd saying that it was stupid.” “I believe, that this pandemic and this monstrosity on black people is always in the forefront and was a strategic plan in order for us to act crazy,” says Daniel Rodgers from West Philly. “This way, they can manipulate the system, so they can always do what they want to do to us. Now, they want to get the military down here and kill as many of us as they can in order to control the population like they always do. They can’t do it with the pandemic (with no vaccine), so now they’re about to do it through military force.” It was an emotional and deeper loss for these store owners and residents because this malicious behavior in their own community has cost a community that heart beat that everybody accesses everyday. Their faith in humanity is being tested to live in the “Land of the Free and the Home of the Brave, because they’ve all been touched by the rage, anger and ugliness. Now, Mayor Jim Kenney and Governor Tom Wolf, both are implementing new programs to address the concerns of AfricanAmericans and people of color.
