The following proposal provides our qualifications; the team that we propose to work with you; our approach; fee budget; and a design concept. Our approach to contracting would be to revisit the scope and budget to best meet your needs. In this proposal, we intend to provide TM Montante with architecture, urban design, structural, civil and MEP engineering, and interior design services. We will support your company or affiliates with cost estimating and construction phase services, as necessary. ME Engineering and Watts Architecture & Engineering (a Buffalo MBE company) will support SWBR with MEP and Civil engineering services, respectively. The design concept that we are sharing with you represents a glimpse into our design process and one exciting alternative. Our solution addresses your program and incorporates your community and design values – albeit, in tension. Most importantly, the concept represents an iconic front door to Gates Circle and Delaware Avenue while beginning to define a new urban space… Lancaster Square. This concept is intended as a starting point for a dialog between the owner, architect and the community. CHARLOTTE SQUARE R ochester, N.Y. Charlotte Square continues the legacy of the East End District by providing a lively, active streetscape. The pocket park offers social gathering spaces with amenities such as fire pits, barbeques and seating areas. Other amenities include a fitness center, second level gathering space and individual soundproof music practice rooms in select units. Some of the project highlights include 72 upscale apartments and up to 14 forsale townhomes developed in two phases, mixed-income community, unique design with three levels of apartments, secure garages with 80 parking spaces, and a pocket park for residents and the community. INNER LOOP REDEVELOPMENT R ochester, N.Y. In order to encourage sustainable economic growth and create a more livable Downtown, Rochester is in the process of reconstructing a 2/3 mile stretch of the eastern segment of the Inner Loop between Monroe Avenue and Charlotte Street into a high quality complete city street. The new at-grade street will tremendously enhance the area's livability, allowing people to easily walk and bicycle between neighborhoods and Downtown. SWBR prepared design guidelines for the City of Rochester, then assisted private developers in winning development rights. SWBR submitted concepts for Parcels 1, 2, 3 & 4. Currently we are in Schematic Design for the Parcel 1 project, including 50 affordable housing units within a 4 story building. WEDGEPOINT R ochester, N.Y. Historically, the South W e d g e district w a s popularized by the establishment of the Erie Canal. Toda y, the architectural language of South Avenue is mo re diverse than in the 19th century; the stratification of styles of years past is evident, a n d favors well with the eclectic, active community. Still in construction, this project is comprised of 6 0 residential units a n d 5,500 sf of retail space. This project maximizes stunning views of the city to the north, a n d establishes a strong presence o n the corner of Byron street a nd South Ave, effectively b ec o m i n g the iconic ‘north tip’ of the South W e d g e district. Robert Fornataro, AIA, LEED AP BD+C Senior Associate / Project Manager Rob has demonstrated strengths in design excellence and brings a high level of sustainable design experience with an incredible sensitivity to the client’s needs, budget requirements and time constraints, which has resulted in several winning and highly acclaimed projects across New York. His particular passion is focused on Mixed Use and Urban infill projects that require sensitivities to context, history, community and security. A real collaborator, he is responsible for approaching design with a vision that brings meaning to the clients and stakeholders. Robert’s uniqueness is refining this vision without compromising on the core goals that were initially established. Donald P. Naetzker II, RLA Urban Design Manager Don is a multi-disciplinary development, management, and design professional. He combines this professional experience with a personal commitment to quality, community stewardship and entrepreneurship. His cross-section of experience includes private consulting firms, public agencies, not-for-profit administration, construction, and real estate development. Michael B. Pratt, P.E. Principal Mr. Pratt provides civil and structural engineering services with expertise in site development, building design, storm water models and permitting, wastewater collection and treatment, bridges, highway design, water supply and distribution, solid waste disposal facilities and SEQR.

Notable projects: Richardson Olmsted Complex Core Redevelopment Project, Buffalo, NY • The Richardson Olmsted Complex, the former Buffalo State Hospital, is a National Historic Landmark constructed in the late 1800's. The core redevelopment project is a renovation of the existing buildings #10, #44 and #45 and conversion to a hotel with a designated operator. Watts is providing civil engineering design and construction administration services for the roadway design, entrance drives, parking lots, walkways, stormwater management practices, site grading, sanitary sewers and waterlines. Mr. Pratt is the project manager responsible for quality control review of the civil engineering documents. Deer Creek Townhouses, Ellicottville, NY • The $5 million Deer Creek Townhouse project involved the construction of 18 townhouse units on two separate sites located on NY Route 242. Watts prepared the site paving, grading and utility plans for the sites with a Storm Water Pollution Prevention Plan (SWPPP) to meet NYSDEC GP02-03 requirements. The three acre site development included lifts to the adjoining Holimont Ski Resort parking area for residents and pedestrian bridges across the adjoining Plum Creek. Mr. Pratt was the Civil Engineer of Record responsible for developing the site design and obtaining site plan approvals with the Town of Ellicottville. Mid City Apartments, Buffalo, NY • Watts provided the architecture and engineering design services for the gut renovation of a 60,000 square foot warehouse building located on Main Street in the City of Buffalo. The $11 million project entailed the design and construction of approximately 60 units of two bed/two bath residential units. First floor storefront units along the Main Street edge were provided. Mr. Pratt was the Q/C structural engineer responsible for overseeing seismic retrofit of the clay unit masonry, floor cut outs for stairs and atrium, and column bracing for the atrium.

Alan G. Matricardi, P.E., P.L.S. Senior Project Manager Mr. Matricardi has a diverse background as a project engineer, survey manager, project surveyor and survey party chief. His vast project experience encompasses numerous site/civil engineering projects at resident care facilities, health care facilities, primary and secondary educational facilities, commercial/office parks, retail locations and residential subdivisions. Project experience includes commercial and industrial site development, residential development, highway design, water supply engineering, wastewater engineering, storm water management, floodplain hydrology and hydraulic analysis.

Darwin D. Martin House Restoration Project, Buffalo, NY • The Darwin D. Martin House is of 1907 vintage and one of the best examples of Frank Lloyd Wright’s urban design. The restoration project involves new exterior storm drains, foundation perimeter drains, irrigation systems, sanitary sewer, domestic water service and fire protection water service, re-grading of the site after the demolition of buildings, the installation of perforated underdrains around the house foundation and underpinning of the foundations. Watts provided civil engineering design and construction consultation services for the project. Mr. Matricardi was responsible for the civil/site engineering for historical renovation and reconstruction of the designed residential complex. Deer Creek Townhouses, Ellicottville, NY • The $5 million Deer Creek Townhouse project involved the construction of 18 townhouse units on two separate sites located on NY Route 242. Watts prepared the site paving, grading and utility plans for the sites with a Storm Water Pollution Prevention Plan (SWPPP) to meet NYSDEC GP02-03 requirements. Watts also provided construction administration services, which included providing sketches, reviewing submittals, and responding to requests for information. Mr. Matricardi was the Civil Project Manager responsible for all analysis, design, permitting and construction support services.
