• Council’s DCP provides a good standard of pedestrian linkages across the precinct, but a number of opportunities for improvement exist, including addressing the poor relationship between the detention basin, adjoining surface carparks and supermarket back-of-house.

Analysis: Final Concept Design

The proposed concept improves upon Council’s idea of creating good pedestrian linkages with a number of key moves including:

• Minimise parking areas in the core of the precinct to increase permeability (Ensure the precinct is highly accessible through the utilisation of mid block linkages;

• Activate internal pedestrian linkages through the use of greenery, mixture of uses, high amenity, community uses and public art;

• Cater for universal access;

• Increase the amount of thresholds to promote an inviting space with multiple access points;

• Permeable open spaces to create multiple access points.

Recommendation: The proposed connectivity is considered to be consistent with and improvement upon Council’s DCP.
